“Pope Francis’ diplomatic legacy is still being built, but “pastoral conversion”, which is the hallmark of his pontificate is taking shape in important ways. The Pope’s grip on the world stage means his pastoral actions will have widespread political implications.”This prediction - which appears in the White House and State Department’s documents in preparation for the first meeting which took place between the Pope and President Obama in March last year, in the Vatican - has certainly turned out to be correct. The texts, classified as “sensitive” and “confidential”, which Italian newspaper La Stampa was able to see, help explain the alliance that formed between the US and the Holy See. Washington hopes to strengthen this alliance when Francis arrives on US soil on 22 September for his first visit there so far.-Issues of common interest- The reports presents Obama with a description of Bergoglio and the Vatican structure and then deal with specific points of common interest and areas of potential co-operation: fight against poverty and hunger, environment, war in Syria, peace negotiations between Israel and Palestine, Cuba, human trafficking. Then there are the building blocks for the press availability session, in other words, suggested topics that could be touched on during the press conference.The document on the fight against poverty and economic inequality, states that since his election in March 2013, Pope Francis has attracted the world’s attention with his unique leadership style, evident humanity and empathy and devotion towards the poor. Although he has reinforced the traditional teachings of the Church, he has also made it very clear that hot social issues such as abortion and same-sex marriages should not overshadow other areas of pastoral concern, including care for the poor, the sick and the needy. Here is the first topic on which the two find common ground: a Pope who changes priorities, placing so-called “life issues” at the very least on a par with other social concerns, which the White House fully shares. In relation to this, the report recalls the Apostolic Exhortation “Evangelii Gaudium” which calls for the “eliminat[ion] of the structural causes of poverty” and denounces a “financial system which rules rather than serves”. Obama’s advisors note that “some observers saw this document as a challenge to the excesses of capitalism,” but they contested the Marxism accusations directed at the Pope: “The Pope’s ideas regarding the economy are rooted in thousands of years of Catholic doctrine. Regarding the Middle East, they agree on supporting direct negotiations and a resolution of the conflict between two sovereign states. The sanctions on Cuba-The document on Havana anticipates the mediation the Holy See was to set in motion in those very months: “We respect the Vatican’s point of view regarding the economic sanctions the US has imposed on Cuba but we note that despite these sanctions, the US is one of the island’s main trade partners. We are Cuba’s first or second source of food imports every year.” The document goes on to say that the root of the island’s problems is not the embargo but in the Cuban government’s politics and action. As long as it continues to limit economic freedom in fear of losing its monopoly on political power, the country will have problems. The US said it proposes freedom of assembly, pf speech and access to information and the internet. Positive action by the government in these areas inevitably result in a closer interaction with the US, including increased trade and travel. A couple of months later, the Vatican hosted the secret talks that in Rome, which led to the historic re-establishment of bilateral relations between Washington and Cuba.There was also very strong consensus on the fight against human trafficking, a “modern form of slavery” that exploded into the migration phenomenon, initiatives to combat hunger and the persecution of religious minorities. “Francis has demonstrated the ability to capture the attention of Catholics and not on the world scene. In situations of conflict, he will continue to be a voice for reconciliation. Concern over the persecution of Christians will push the Church towards pragmatic policies. Where religious freedom is restricted, as it is in China, Francis will seek pastoral opportunities to reach out to faithful, avoiding clashes.” A big chunk of this agenda is already a reality; everything else will be discussed in Washington next week.

And neither can the Church.” The Chaldean Patriarch of Baghdad, Louis Raphael I, says he is concerned. He is not convinced about certain consequences of Europe’s new policy on refugees fleeing Syria and other conflict zones. Many sister churches in Europe have been involved in this call to action. He was keen to share his perplexity and concern with other pastors of Eastern Churches.What is your view on the international community’s recent actions with regard to the Middle East? Is something moving at last? “Last Friday, I met all heads of Churches in Baghdad at the Chaldean Cathedral, along with a number of nuns and priests. We are asking ourselves how this can be happening now after four years of war in Syria and 12 conflicts and massacres in Iraq. After the situation was allowed to deteriorate for so long. I am worried.”Are you referring to the refugee situation? Are you concerned about who opens the doors or closes them? “This question cannot be dealt with in a sentimental or superficial way. What is required here is discernment. The only lasting solutions are those which can be implemented on the ground. These kinds of solutions need time and patience in getting processes going and guiding them. But this does not seem to interest national leaders and international organisations. They prefer to let the public’s emotions influence their actions.”Some suggest welcoming Christian refugees and persecuted religious minorities first. Is this a good idea? “This should not happen. It would pose a problem for us too. It will encourage those who say they want to give a religious justification to war. Those on either side who say Christians cannot stay. European countries must give shelter to those who really need it, regardless of religion. And they must avoid acting blindly, helping those who put Christians’ skins on the line.”What are you referring to?“There are agencies and groups that help Christians get away. It is their mission to facilitate the exodus of Christians. They finance it. They work to push Christians to leave their countries and they openly admit to this, presenting it as something that benefits the persecuted. I don’t know what their strategy is. Perhaps when these countries have Christians out of the way, it will be easier to declare new wars, sell and experiment with new arms. These phenomena need to be examined instead of just chatting about them.”But can one stop mothers and fathers who want to give their children hope for a better future? “We are not stopping anyone. It would be unfair as well as impossible. But we cannot push them to leave either. Now our people are criticising us. They want us to find them flights and visas and find welcome centres for them in other countries. This is impossible. A state cannot do this. And neither can the Church. A Christian community that was born in this land cannot set to organising an exodus that will pave the way to its extinction. We can respect the choice to leave as a personal choice but we cannot instigate it.”So some are asking churches to organise a mass escape…“It means that there is a very real risk now of the Middle East, Iraq, Syria losing all its Christians. Any declaration that may incite our people to emigrate is irresponsible at this time. One cannot speak before they take all factors and possible consequences into consideration, as well as how our words might be interpreted.”Some claim that economic interests lie behind the sudden welcome given to immigrants. Does this really have something to do with it? “I have heard people saying that they are looking for young people and that they don’t want the elderly and the sick. Right and left-wing governments agree on this. There is something strange about it. I can confirm that it is not just displaced people who are fleeing. Priests tell me that there are also people who aren’t too badly off financially, people who work at banks for example, who are leaving. People who don’t really need to leave. They feel that a window of opportunity has opened up and they fear this window will soon close so they take advantage of it. Meanwhile, those who are poorer aren’t even considering leaving. Everyone is losing out. Those who are most able are leaving and they are the only ones who could rebuild all that has been destroyed in recent years. And this affects us Christians in a special way. Christians, with their openness and their humanity, who are able to live alongside others, could have played a crucial role in the land where they were born and where their fathers also lived. In time, they could also have helped their Muslim fellow-citizens to free themselves from jihadist ideology that causes great suffering to them as well. We have opened churches, schools, clinics and hospitals. There is a network of bodies that did a great deal to improve peaceful coexistence and social life among communities, making services available to everyone. Now, it looks as if all of this is destined to disappear as well.”In the past year, you and your Church have fought against the phenomenon of priests and religious emigrating to the West without the consent of their bishops…“Priests and religious who escape from the Middle East are “luxury emigrants”. They take advantage of their status, contacts and church support to escape, passing themselves off as persecuted people and use this label even to make money in some cases. Sometimes, they manage to set up profitable and sacrilegious businesses using the persecution keyword. Many of them have escaped from safe havens where there is no persecution and have then helped their entire family settle comfortably in North America. Without authorisation from their bishop and betraying the spirit of the good shepherd.”But shepherds are also needed in communities of Middle Eastern Christians who have emigrated to the West…“Bishops who serve diaspora communities cannot come and “rob” the Middle East of its priests. They can go and search for them in their communities, which they claim are flourishing. The fact that we have embraced the priesthood in these lands, means we have offered our lives to the Lord and we must not seek out a life of luxury for our families. These “luxury emigrants” have set a bad example for the rest of the people. Our priesthood often takes us to places where people are suffering. To be close to them and show that you can experience the joy of the Gospel even here, in this situation.”You recently denounced the theft of homes and land belonging to Christians who have left. And not only in territories that have been taken over by the Caliphate…“Areas occupied by Daesh are not freed. Maybe this suits some. Meanwhile, Christian homes and land are now being illegally expropriated in Baghdad and Kirkuk. There is a risk of demographic balances being altered for good in these areas. In a speech delivered this morning at the Expo 2015 site in Milan’s Rho-Pero district, the President of the Pontifical Council for Justice and Peace, Cardinal Peter Turkson, said an examination of conscience is needed with regard to the meaning of the Expo. The site was particularly packed today. The cardinal was speaking at a conference on the theme “Nourishing the planet is possible” (“Nutrire il pianeta si può”), organised jointly by Caritas, the Archdiocese of Milan, the Pontifical Institute for Foreign Missions (PIME) and Italian magazine Aggiornamenti Sociali.At the conference, which aimed to explore the “paradoxes of food”, the Ghanaian cardinal discussed the paradox of the universal exposition on food. “Expo Milan is a utopia, an artificial site built in order to allow the world to give a representation of itself through the alphabet of food,” the President of the Pontifical Council of Justice and Peace pointed out. “It allows us to take stock of the real strength of human intelligence. “Pope Francis’ diplomatic legacy is still being built, but “pastoral conversion”, which is the hallmark of his pontificate is taking shape in important ways. The Pope’s grip on the world stage means his pastoral actions will have widespread political implications.”This prediction - which appears in the White House and State Department’s documents in preparation for the first meeting which took place between the Pope and President Obama in March last year, in the Vatican - has certainly turned out to be correct. The texts, classified as “sensitive” and “confidential”, which Italian newspaper La Stampa was able to see, help explain the alliance that formed between the US and the Holy See. Washington hopes to strengthen this alliance when Francis arrives on US soil on 22 September for his first visit there so far.-Issues of common interest- The reports presents Obama with a description of Bergoglio and the Vatican structure and then deal with specific points of common interest and areas of potential co-operation: fight against poverty and hunger, environment, war in Syria, peace negotiations between Israel and Palestine, Cuba, human trafficking. Then there are the building blocks for the press availability session, in other words, suggested topics that could be touched on during the press conference.The document on the fight against poverty and economic inequality, states that since his election in March 2013, Pope Francis has attracted the world’s attention with his unique leadership style, evident humanity and empathy and devotion towards the poor. Although he has reinforced the traditional teachings of the Church, he has also made it very clear that hot social issues such as abortion and same-sex marriages should not overshadow other areas of pastoral concern, including care for the poor, the sick and the needy. Here is the first topic on which the two find common ground: a Pope who changes priorities, placing so-called “life issues” at the very least on a par with other social concerns, which the White House fully shares. In relation to this, the report recalls the Apostolic Exhortation “Evangelii Gaudium” which calls for the “eliminat[ion] of the structural causes of poverty” and denounces a “financial system which rules rather than serves”. The Holy See sees a strong link between the environment and concerns about economic policy and Pope Francis’ next apostolic exhortation will draw attention to this link. The Vatican has publicly recognised the serious and potentially irreversible effects of global warming.On the subject of Syria, Obama’s advisors share the approach that focuses first and foremost on helping people in order to keep them away from extremism. Regarding the Middle East, they agree on supporting direct negotiations and a resolution of the conflict between two sovereign states. Pope Francis has, on various occasions, supported the efforts of the US to revive talks, which the Catholic Secretary of State, John Kerry had led for months, with great determination. The sanctions on Cuba-The document on Havana anticipates the mediation the Holy See was to set in motion in those very months: “We respect the Vatican’s point of view regarding the economic sanctions the US has imposed on Cuba but we note that despite these sanctions, the US is one of the island’s main trade partners. We are Cuba’s first or second source of food imports every year.” The document goes on to say that the root of the island’s problems is not the embargo but in the Cuban government’s politics and action. As long as it continues to limit economic freedom in fear of losing its monopoly on political power, the country will have problems. The US said it proposes freedom of assembly, pf speech and access to information and the internet. Positive action by the government in these areas inevitably result in a closer interaction with the US, including increased trade and travel. A couple of months later, the Vatican hosted the secret talks that in Rome, which led to the historic re-establishment of bilateral relations between Washington and Cuba.There was also very strong consensus on the fight against human trafficking, a “modern form of slavery” that exploded into the migration phenomenon, initiatives to combat hunger and the persecution of religious minorities. “Francis has demonstrated the ability to capture the attention of Catholics and not on the world scene. In situations of conflict, he will continue to be a voice for reconciliation. Concern over the persecution of Christians will push the Church towards pragmatic policies. Where religious freedom is restricted, as it is in China, Francis will seek pastoral opportunities to reach out to faithful, avoiding clashes.” A big chunk of this agenda is already a reality; everything else will be discussed in Washington next week.

And neither can the Church.” The Chaldean Patriarch of Baghdad, Louis Raphael I, says he is concerned. He is not convinced about certain consequences of Europe’s new policy on refugees fleeing Syria and other conflict zones. Many sister churches in Europe have been involved in this call to action. He was keen to share his perplexity and concern with other pastors of Eastern Churches.What is your view on the international community’s recent actions with regard to the Middle East? Is something moving at last? “Last Friday, I met all heads of Churches in Baghdad at the Chaldean Cathedral, along with a number of nuns and priests. We are asking ourselves how this can be happening now after four years of war in Syria and 12 conflicts and massacres in Iraq. After the situation was allowed to deteriorate for so long. I am worried.”Are you referring to the refugee situation? Are you concerned about who opens the doors or closes them? “This question cannot be dealt with in a sentimental or superficial way. What is required here is discernment. The only lasting solutions are those which can be implemented on the ground. These kinds of solutions need time and patience in getting processes going and guiding them. But this does not seem to interest national leaders and international organisations. They prefer to let the public’s emotions influence their actions.”Some suggest welcoming Christian refugees and persecuted religious minorities first. Is this a good idea? “This should not happen. It would pose a problem for us too. It will encourage those who say they want to give a religious justification to war. Those on either side who say Christians cannot stay. European countries must give shelter to those who really need it, regardless of religion. And they must avoid acting blindly, helping those who put Christians’ skins on the line.”What are you referring to?“There are agencies and groups that help Christians get away. It is their mission to facilitate the exodus of Christians. They finance it. They work to push Christians to leave their countries and they openly admit to this, presenting it as something that benefits the persecuted. I don’t know what their strategy is. Perhaps when these countries have Christians out of the way, it will be easier to declare new wars, sell and experiment with new arms. These phenomena need to be examined instead of just chatting about them.”But can one stop mothers and fathers who want to give their children hope for a better future? “We are not stopping anyone. It would be unfair as well as impossible. But we cannot push them to leave either. Now our people are criticising us. They want us to find them flights and visas and find welcome centres for them in other countries. This is impossible. A state cannot do this. And neither can the Church. A Christian community that was born in this land cannot set to organising an exodus that will pave the way to its extinction. We can respect the choice to leave as a personal choice but we cannot instigate it.”So some are asking churches to organise a mass escape…“It means that there is a very real risk now of the Middle East, Iraq, Syria losing all its Christians. Any declaration that may incite our people to emigrate is irresponsible at this time. One cannot speak before they take all factors and possible consequences into consideration, as well as how our words might be interpreted.”Some claim that economic interests lie behind the sudden welcome given to immigrants. Does this really have something to do with it? “I have heard people saying that they are looking for young people and that they don’t want the elderly and the sick. Right and left-wing governments agree on this. There is something strange about it. I can confirm that it is not just displaced people who are fleeing. Priests tell me that there are also people who aren’t too badly off financially, people who work at banks for example, who are leaving. People who don’t really need to leave. They feel that a window of opportunity has opened up and they fear this window will soon close so they take advantage of it. Meanwhile, those who are poorer aren’t even considering leaving. Everyone is losing out. Those who are most able are leaving and they are the only ones who could rebuild all that has been destroyed in recent years. And this affects us Christians in a special way. Christians, with their openness and their humanity, who are able to live alongside others, could have played a crucial role in the land where they were born and where their fathers also lived. In time, they could also have helped their Muslim fellow-citizens to free themselves from jihadist ideology that causes great suffering to them as well. We have opened churches, schools, clinics and hospitals. There is a network of bodies that did a great deal to improve peaceful coexistence and social life among communities, making services available to everyone. Now, it looks as if all of this is destined to disappear as well.”In the past year, you and your Church have fought against the phenomenon of priests and religious emigrating to the West without the consent of their bishops…“Priests and religious who escape from the Middle East are “luxury emigrants”. They take advantage of their status, contacts and church support to escape, passing themselves off as persecuted people and use this label even to make money in some cases. Sometimes, they manage to set up profitable and sacrilegious businesses using the persecution keyword. Many of them have escaped from safe havens where there is no persecution and have then helped their entire family settle comfortably in North America. Without authorisation from their bishop and betraying the spirit of the good shepherd.”But shepherds are also needed in communities of Middle Eastern Christians who have emigrated to the West…“Bishops who serve diaspora communities cannot come and “rob” the Middle East of its priests. They can go and search for them in their communities, which they claim are flourishing. The fact that we have embraced the priesthood in these lands, means we have offered our lives to the Lord and we must not seek out a life of luxury for our families. These “luxury emigrants” have set a bad example for the rest of the people. Our priesthood often takes us to places where people are suffering. To be close to them and show that you can experience the joy of the Gospel even here, in this situation.”You recently denounced the theft of homes and land belonging to Christians who have left. And not only in territories that have been taken over by the Caliphate…“Areas occupied by Daesh are not freed. Maybe this suits some. Meanwhile, Christian homes and land are now being illegally expropriated in Baghdad and Kirkuk. There is a risk of demographic balances being altered for good in these areas. International action is needed in order to ensure that the rights and properties of those who were forced to leave and may intend to return one day are respected. The UN should deal with this.”Is there a way out of the misery engulfing the Middle East? “I said this at the Community of Sant’Egidio meeting in Tirana and also in Paris, at the conference organised by the Œuvre d’Orient: There is no “magic button” to press to make it all ok in a flash. It will take a long time before this terrible situation can be healed. The defeat of the jihadist ideology requires the involvement of Muslim authorities and Arab governments. But Western circles of power have backed the forces and states where jihadists have always enjoyed more support. Now, with the refugee situation, they are appealing to the sense of humanity that is thankfully still alive in many people. Meanwhile, the complicities and protection the jihadists have enjoyed so far and the flow of money and arms are concealed. The wars against terrorism and in favour of democracy began in 2003 and the result has been the birth of the monster that is Daesh. Surely this must tell us something.”

In a speech delivered this morning at the Expo 2015 site in Milan’s Rho-Pero district, the President of the Pontifical Council for Justice and Peace, Cardinal Peter Turkson, said an examination of conscience is needed with regard to the meaning of the Expo. The site was particularly packed today. The cardinal was speaking at a conference on the theme “Nourishing the planet is possible” (“Nutrire il pianeta si può”), organised jointly by Caritas, the Archdiocese of Milan, the Pontifical Institute for Foreign Missions (PIME) and Italian magazine Aggiornamenti Sociali.At the conference, which aimed to explore the “paradoxes of food”, the Ghanaian cardinal discussed the paradox of the universal exposition on food. “Expo Milan is a utopia, an artificial site built in order to allow the world to give a representation of itself through the alphabet of food,” the President of the Pontifical Council of Justice and Peace pointed out. “It allows us to take stock of the real strength of human intelligence. At the same time, however, it also unveils existing differences: not all pavilions are the same. And it is these very differences that exist in the real world that are often a reflection of inequality and inequity.”This is where perspective is fundamental. While people queued for hours to get into the technologically advanced pavilions, cardinal Turkson reminded everyone of what the Pope said in his video-message on the Expo opening day on 1 May: Always keep your eyes fixed on the faces of the millions of children, women and men who are suffering from hunger. These faces are the same as those which the media has been placing before you in recent days: ‘Have we done enough in the fight against poverty, against hunger and against malnutrition?’ he asked. What can we do to help change this situation now? If Expo does not trigger these questions in us, then it, and even we inside it, become accomplices of global injustice.”The Ghanaian cardinal stressed the importance of going beyond words and good intentions: “The world claims it is committed to the fight against hunger and poverty but it is actually in conflict with the poor and the hungry. The war against the poor is in fact often the result of development policies. It happens when the poor are seen as a problem and a burden that need to be shouldered and not as individuals who are able to offer their resources in the search for solutions.”The President of the Pontifical Council for Justice and Peace became specific: he condemned financial speculation on agricultural raw materials, he illustrated the contradiction between the potential promised by GMOs and the fact that small farmers are pushed out of the marketplace by new seed varieties, making more go hungry. He mentioned the two most important events that lie ahead for the international community. The first will take place at the end of the month in New York, during the Pope’s visit to the US. Here, the UN will adopt a series of sustainable development goals, the new set of objectives countries should set themselves to fight hunger and poverty between now and the year 2030. “The call for sustainability risks remaining in the realm of artificial rhetoric,” Turkson warned. “It will require a big commitment to active participation and a huge amount of creativity.” Then, in December, the climate conference in Paris will be taking place. Discussions will be inspired by the link between care for creation and solidarity with the poor which is outlined in the “Laudato Si’” encyclical. Cardinal Turkson expressed the hope that heads of nations will “take the best decisions with the common good in mind” and that they will manage to reach “a truly binding global agreement that previous environmental world summits have been unable to produce because of a lack of political determination.But there is another aspect that is just as important: the aspect of human solidarity that is built from the bottom up and calls on each individual to do their bit through concrete actions: “In his encyclical, Pope Francis continuously underlined the importance of all those gestures that are able to eradicate the logic of violence, of exploitation and of selfishness,” Turkson concluded. “It may seem like a drop in the ocean in the face of the enormous challenge that lies before us. But the five loaves and two fish that one young boy provided seemed like very little … Only when the bread is broken and shared can a utopia become reality.”

Over the weekend 4,300 army personnel helped out police with border control.Hungarian police said that by noon on Monday 5,353 migrants had crossed into Hungary, and Sunday saw a record 5,809 people. In total, 191,702 migrants have crossed into Hungary this year.The UN said that Hungary had effectively stopped registering migrants crossing from Serbia and was transporting them straight to the Austrian border by train.According to media reports, Serbian authorities are attempting to "push through" as many as 30,000 migrants to Hungary.-Serb concerns-But a Serbian source told EUobserver there is no such plan."It wouldn’t make sense anyway. People are continuing to push upward from Greece and Macedonia. So, even if today’s quota of migrants makes it over the border to Hungary, there’ll be another one tomorrow", he noted.He added that people are likely to get "stuck" in Serbia rather than to try alternative routes.“It’s not so easy for people to switch to Croatia, or Bulgaria and Romania. The current route has been established over the past six months, in an almost systematic way, so it’s hard for both the people and the smugglers to suddenly change direction".He also noted that UN staff in Belgrade are on "high alert" due to Hungary's border decision.The United Nations refugee agency, for its part, warned that confusion surrounding border policies around Europe could leave migrants, many of whom risked their lives to make the journey, in "legal limbo".
