(Reuters) - Tens of thousands of nesting birds vanished this spring from a Florida island refuge where they have come to breed for decades, leaving behind their unhatched eggs and mystifying wildlife officers trying to figure out why they disappeared.The birds have been coming to Seahorse Key on Florida’s Gulf Coast for more than a century, and in recent times averaging 10,000 to 20,000 breeding pairs a year, said Vic Doig, biologist for the U.S. Fish and Wildlife Service.The birds returned in April, said Doig, who spotted them while conducting a survey. Days later, a caretaker noticed that they were all gone.“Nobody really saw anything. One day they were there. The next day, they weren’t,” he said.Seahorse Key, about 60 miles southwest of Gainesville, is part of the Cedar Keys National Wildlife Refuge, established in 1929 to protect nesting birds that numbered about 200,000 at the time. The birds were under threat from hunters who sold their plumage to makers of fashionable hats for women.White ibis, tri-colored herons, snowy egrets and roseate spoonbills are among the rare wading birds with long and attractive feathers which return to Seahorse Key every year from April through June.The refuge is a nature lover’s paradise where tour boat operators ferry sightseers around the rookery.“When the birds are nesting there, the island is a chaotic, loud, busy place. Matt, 49, was shot and killed by a federal agent on June 26 about 27 miles (43 km) away from the prison.The pair, both convicted murderers, had lived in prison in so-called honor housing which offered limited privileges to prisoners considered to be well-behaved.In their brazen break-out, Matt and Sweat cut holes in their cell walls, climbed down a catwalk, slipped through a steam pipe and emerged from a manhole outside prison walls, authorities said.Sweat, who was shot twice in the torso by a state police trooper during his capture near the Canadian border, was released from Albany Medical Center at about 3 a.m., the DOCCS said. The agency did not disclose details of his transport to prison.After a medical evaluation, Sweat will be held in Special Housing in a cell equipped with a bed, writing platform, toilet, sink and shower, prison authorities said. Opened in 2000, Five Points houses 1,294 inmates.Honor housing at Clinton allowed Matt and Sweat to cook their own meals, wear some street clothing and have more freedom of movement, yard access and television and telephone time than the prison's general population.Sweat will be charged with first-degree escape, authorities have said. Well, Spain’s officially a police state now. On July 1st, its much-protested “gag” law went into effect, instantly making criminals of those protesting the new law. Among the many new repressive stipulations is a €30,000-€600,000 fine for “unauthorized protests,” which can be combined for maximum effect with a €600-€300,000 fine for “disrupting public events.”This horrible set of statutes has arisen from Spain’s position as a flashpoint for anti-austerity protests, the European precursor to the Occupy Wall Street movement. Fines, fines and more fines await anyone who refuses to treat authority with the respect it’s forcibly requiring citizens to show it.The law also extends its anti-protest punishments to social media, where users can face similar fines for doing nothing more than encouraging or organizing a protest. Failing to present ID when commanded is another fine. And then there’s this: Showing a “lack of respect” to those in uniform or failing to assist security forces in the prevention of public disturbances could result in an individual fine of between €600 and €30,000.Spain’s legislators thought of everything. To ensure these crackdowns on protests go off with a minimum of public backlash, “respected” police officers are being given a blank check to use as much force as they feel necessary when breaking up “unauthorized protests.” The law doesn’t directly instruct police to behave badly, but it does provide a very helpful increase in opacity.A clause in the wide-ranging legislation that critics have dubbed the “gag law” provides for fines of up to 30,000 euros ($33,000) for “unauthorized use” of images of working police that could identify them, endanger their security or hinder them from doing their jobs.Somehow, the Spanish government has managed to find an expectation of privacy within its public spaces and applied it to its public servants. While the law does make some provision for the public’s “right to know,” it also defers to law enforcement’s judgment when it comes to what is or isn’t “authorized use” of photographs/video depicting police performing their public duties.Obviously, this small nod towards the public’s rights is completely insincere. The government wants to clamp down on protests and it obviously can’t be embarrassed by award-winning photographs/video of its police officers beating civilians wholly uninvolved with the protests that so angried up the cops’ blood.Those defending the law (sort of) think the built-in “protections” will at least protect some favored members of the media.Victora Lerena, president of Spain’s association representing visual journalists, thinks the language about freedom of information will protect journalists, but predicts anyone who tries to take images of police at protests without media organization credentials could be at risk.This is likely true, considering the “credentialed” press already blurs officers’ faces when reporting. But the most damning images of police misconduct usually come from unofficial sources, and even the most aggressive of mainstream news outlets frequently defer to the government’s judgment when reporting on alleged police abuse.Spain has outlawed dissent and given the police extra protections and respect they haven’t earned. That’s as close to a police state as you can get without actually declaring martial law.

BRUSSELS (AP) — Greece's finance minister was locked in talks with skeptical creditors Saturday, trying to persuade them that the Greek government can be trusted to deliver on its reform promises in exchange for a financial rescue securing the country's future in the euro.After convincing the Greek parliament in the early hours of Saturday to back a harsh austerity package to stave off financial collapse, the Greek government is facing a difficult task getting its European creditors to support its three-year bailout request. Over and over, finance ministers and top officials of the eurozone said the same thing as they arrived for a key meeting on Greece's bailout proposals — we don't fully trust you.Greece, they said, needed to do a lot more than just publish a 13-page plan of reform commitments before they could sign off on another multibillion-euro bailout deal that would keep the country afloat and prevent its exit from the euro.A European official at the talks said creditors want "more specific and binding commitments" from the Greek government.The official, who spoke on condition of anonymity because he's not authorized to talk publicly, says there's a general feeling in the room that the Greek proposals are "too little, too late" and as such, more proof of the government's commitment to follow through is required. The official said those pledges don't "necessarily have to be austerity measures."That sentiment echoes much of the language in the run-up to the meeting."We are still a long way out, both on the issue of content as on the tougher issue of trust," Jeroen Dijsselbloem, the eurozone's top official, said on his arrival at the meeting. "On paper it is not good enough yet — and even if it is good on paper, then we still have the question: will it really happen?"Greece is running out of time to convince its creditors. He put that firmly on the shoulders of the radical left Syriza government that was elected in January on an anti-austerity prescription. The "hopeful" economic situation regarding Greece at the end of last year has been "destroyed by the last months," said Schaeuble who anticipated an "extraordinarily difficult" meeting.The German finance minister was at the center of a report in Germany's Frankfurter Allgemeine Sonntagszeitung that he has proposed a temporary, five-year euro exit for Greece as a way out of the crisis. However, Theodoros Mihopoulos who heads Greek Prime Minister Alexis Tsipras' office, said in a tweet that the report "is completely denied."Greece hopes enough progress will be made at Saturday's finance ministers meeting to allow EU government leaders on Sunday to formally back a bailout program. Athens (AFP) - Fresh Greek bailout reform proposals submitted to eurozone partners were cheered by France and Italy on Friday, raising hopes that a last-ditch compromise could be reached to prevent a dreaded "Grexit."The plan delivered by Prime Minister Alexis Tsipras's administration for study by the EU, IMF and European Central Bank was to be put to a vote late Friday by Greek lawmakers.Tsipras has conceded ground on major sticking points including tax and pensions in a bid to secure a new bailout, drawing encouragement from his biggest ally, French President Francois Hollande."The Greeks have shown a determination to want to stay in the eurozone because the programme they are presenting is serious and credible," Hollande said.He cautioned, though, that "nothing is decided yet." OSLO (Reuters) - Sea levels could rise by at least six meters (20 feet) in the long term, swamping coasts from Florida to Bangladesh, even if governments achieve their goals for curbing global warming, according to a study published on Thursday.Tracts of ice in Greenland and Antarctica melted when temperatures were around or slightly higher than today in ancient thaws in the past three million years, a U.S.-led international team wrote in the journal Science.And the world may be headed for a repeat even if governments cut greenhouse gas emissions to limit global warming to a United Nations goal of 2 degrees Celsius (3.6 Fahrenheit) above pre-industrial times."Present temperature targets may commit Earth to at least six meters sea level rise," the authors at the Past Global Changes project wrote. Madrid (AFP) - Forest blazes in Spain have ravaged more than 15,000 hectares this week as the country chokes in a record heatwave at the start of its wildfire season, officials said Thursday.At least 10 major blazes have broken out around the country as temperatures reached record levels for July in at least four places.In the southern city of Granada temperatures topped 43 degrees Celsius (109 degrees Fahrenheit) on Tuesday, a level never before reached there in July.In Zaragoza in the northeast, the state weather agency Aemet recorded a high of 44.5 degrees Celsius that day.Temperatures in many cities topped 40 degrees on Thursday and at least four major wildfires were raging at 1500 GMT, with two of them threatening the Cazorla nature park in Andalucia.South of the park in Quesada, flames were threatening 1,800 hectares of land, emergency services there said. Another fire was blazing north of the park.Near Granada, 600 people were temporarily evacuated due to another blaze, officials said.A fourth fire broke out in Zufre in western Andalucia but was reported to be evolving more favourably.Firefighters on Monday had brought under control a wildfire near Zaragoza that forced the evacuation of some 1,500 people from their homes and burned 14,400 hectares (35,500 acres) in less than four days.There had not been a wildfire that big in Spain since 2012. NEW YORK (Reuters) - A Canadian woman at the center of sexual assault allegations against comedian Bill Cosby accused him on Wednesday of violating a confidentiality agreement in their 2005 lawsuit, and asked a court to make public his entire testimony.Andrea Constand, a former Temple University employee, filed court papers in Pennsylvania district court, also accusing Cosby and his advisers of manipulating the media through interviews and statements about the slew of sex assault allegations against him.The lawsuit was filed two days after a Pennsylvania judge unsealed testimony in Constand's 2005 civil lawsuit against Cosby, in which the actor said he had obtained Quaaludes with the intent of giving the sedatives to young women in order to have sex with them.The case was settled in 2006 for an undisclosed sum and both Cosby and Constand signed confidentiality agreements. ORLANDO, Fla. (Reuters) - Tens of thousands of nesting birds vanished this spring from a Florida island refuge where they have come to breed for decades, leaving behind their unhatched eggs and mystifying wildlife officers trying to figure out why they disappeared.The birds have been coming to Seahorse Key on Florida’s Gulf Coast for more than a century, and in recent times averaging 10,000 to 20,000 breeding pairs a year, said Vic Doig, biologist for the U.S. Fish and Wildlife Service.The birds returned in April, said Doig, who spotted them while conducting a survey. Days later, a caretaker noticed that they were all gone.“Nobody really saw anything. One day they were there. The next day, they weren’t,” he said.Seahorse Key, about 60 miles southwest of Gainesville, is part of the Cedar Keys National Wildlife Refuge, established in 1929 to protect nesting birds that numbered about 200,000 at the time. The birds were under threat from hunters who sold their plumage to makers of fashionable hats for women.White ibis, tri-colored herons, snowy egrets and roseate spoonbills are among the rare wading birds with long and attractive feathers which return to Seahorse Key every year from April through June.The refuge is a nature lover’s paradise where tour boat operators ferry sightseers around the rookery.“When the birds are nesting there, the island is a chaotic, loud, busy place. All of a sudden, it’s like a ghost town,” Doig said.There was no sign of traumatic injuries or disease in the few bird carcasses left behind after the exodus, he said.A change in the local food supply seems unlikely, and a predator, such as the great horned owl, would be hard pressed to scare off so many birds spread out over one square mile.Although a storm with wind gusts and lightning moved in around the time the birds left, that is a common occurrence in spring.The island might have been buzzed by an aircraft or drone, Doig said, but there is no eyewitness evidence of an aircraft scaring off the birds.The agency is also considering whether the birds could have been spooked by a helicopter that recently began ferrying beachgoers to an island about five miles away, he said.With the investigation hitting a dead end, wildlife officers will have to wait to see if the birds return next year, Doig said.(Editing by Frank McGurty and Mohammad Zargham)

NEW YORK (Reuters) - Captured prison escapee David Sweat was released on Sunday from a New York hospital where he had been treated for gunshot wounds and moved to a prison more than 250 miles from the one he fled, authorities said.Sweat, captured last Sunday following a three-week manhunt, will be locked up alone in a cell for 23 hours a day and placed on suicide watch at Five Points Correctional Facility in Romulus, in the state's Finger Lakes region, the Department of Corrections and Community Supervision said.Sweat, 35, and accomplice Richard Matt escaped from maximum security Clinton Correctional Facility in Dannemora, New York on June 6. Matt, 49, was shot and killed by a federal agent on June 26 about 27 miles (43 km) away from the prison.The pair, both convicted murderers, had lived in prison in so-called honor housing which offered limited privileges to prisoners considered to be well-behaved.In their brazen break-out, Matt and Sweat cut holes in their cell walls, climbed down a catwalk, slipped through a steam pipe and emerged from a manhole outside prison walls, authorities said.Sweat, who was shot twice in the torso by a state police trooper during his capture near the Canadian border, was released from Albany Medical Center at about 3 a.m., the DOCCS said. The agency did not disclose details of his transport to prison.After a medical evaluation, Sweat will be held in Special Housing in a cell equipped with a bed, writing platform, toilet, sink and shower, prison authorities said. Opened in 2000, Five Points houses 1,294 inmates.Honor housing at Clinton allowed Matt and Sweat to cook their own meals, wear some street clothing and have more freedom of movement, yard access and television and telephone time than the prison's general population.Sweat will be charged with first-degree escape, authorities have said. Well, Spain’s officially a police state now. On July 1st, its much-protested “gag” law went into effect, instantly making criminals of those protesting the new law. Among the many new repressive stipulations is a €30,000-€600,000 fine for “unauthorized protests,” which can be combined for maximum effect with a €600-€300,000 fine for “disrupting public events.”This horrible set of statutes has arisen from Spain’s position as a flashpoint for anti-austerity protests, the European precursor to the Occupy Wall Street movement. Fines, fines and more fines await anyone who refuses to treat authority with the respect it’s forcibly requiring citizens to show it.The law also extends its anti-protest punishments to social media, where users can face similar fines for doing nothing more than encouraging or organizing a protest. Failing to present ID when commanded is another fine. And then there’s this: Showing a “lack of respect” to those in uniform or failing to assist security forces in the prevention of public disturbances could result in an individual fine of between €600 and €30,000.Spain’s legislators thought of everything. To ensure these crackdowns on protests go off with a minimum of public backlash, “respected” police officers are being given a blank check to use as much force as they feel necessary when breaking up “unauthorized protests.” The law doesn’t directly instruct police to behave badly, but it does provide a very helpful increase in opacity.A clause in the wide-ranging legislation that critics have dubbed the “gag law” provides for fines of up to 30,000 euros ($33,000) for “unauthorized use” of images of working police that could identify them, endanger their security or hinder them from doing their jobs.Somehow, the Spanish government has managed to find an expectation of privacy within its public spaces and applied it to its public servants. While the law does make some provision for the public’s “right to know,” it also defers to law enforcement’s judgment when it comes to what is or isn’t “authorized use” of photographs/video depicting police performing their public duties.Obviously, this small nod towards the public’s rights is completely insincere. The government wants to clamp down on protests and it obviously can’t be embarrassed by award-winning photographs/video of its police officers beating civilians wholly uninvolved with the protests that so angried up the cops’ blood.Those defending the law (sort of) think the built-in “protections” will at least protect some favored members of the media.Victora Lerena, president of Spain’s association representing visual journalists, thinks the language about freedom of information will protect journalists, but predicts anyone who tries to take images of police at protests without media organization credentials could be at risk.This is likely true, considering the “credentialed” press already blurs officers’ faces when reporting. But the most damning images of police misconduct usually come from unofficial sources, and even the most aggressive of mainstream news outlets frequently defer to the government’s judgment when reporting on alleged police abuse.Spain has outlawed dissent and given the police extra protections and respect they haven’t earned. That’s as close to a police state as you can get without actually declaring martial law.

More than 2,200 Palestinians, including over 1,400 civilians, were killed last year, according to U.N. figures. On the Israel side, 73 died.Haaretz also quoted an anonymous official as saying Israel will not cooperate with the court. PARIS (Thomson Reuters Foundation) - China's climate-changing emissions from producing the energy it needs will be as large as the rest of the world's emissions put together over the next 25 years, the incoming director of the International Energy Agency predicted on Thursday.But new commitments to cut emissions by China, the United States, Europe and other countries, as part of a new global deal due in December to tackle climate change, will play a big role in pushing energy investment toward cleaner alternatives, economist Fatih Birol said.Energy companies "need to take climate policy more seriously", he warned at a week-long meeting of climate scientists in Paris."If they think their businesses ... are immune to the impacts of climate policy, they are making a strategic mistake."By 2030, a quarter of the world's energy will come from renewable sources, which will account for nearly 60 percent of new power capacity, with two-thirds of those plants in China, India, the United States and the European Union, Birol said.At the same time, however, the use of coal for power is unexpectedly gaining ground, not only in economic powerhouses such as China and India but in fast-growing African nations like Angola, Benin, Tanzania and Sudan, said Ottmar Edenhofer, chief economist at the Potsdam Institute for Climate Impact Research.The global surge in coal use, which is outpacing gains in energy efficiency and uptake of clean energy, is one reason – alongside economic growth and population increases – that greenhouse gas emissions continue to grow, he said.The key to stopping it will be putting a price on carbon emissions to make cleaner sources of energy more attractive, something he called “not sufficient but essential and a necessary condition for any kind of climate policy”.Making carbon emitters pay for the damage they do to the climate is politically unpalatable at the moment, he admitted. Madrid (AFP) - Forest blazes in Spain have ravaged more than 15,000 hectares this week as the country chokes in a record heatwave at the start of its wildfire season, officials said Thursday.At least 10 major blazes have broken out around the country as temperatures reached record levels for July in at least four places.In the southern city of Granada temperatures topped 43 degrees Celsius (109 degrees Fahrenheit) on Tuesday, a level never before reached there in July.In Zaragoza in the northeast, the state weather agency Aemet recorded a high of 44.5 degrees Celsius that day.Temperatures in many cities topped 40 degrees on Thursday and at least four major wildfires were raging at 1500 GMT, with two of them threatening the Cazorla nature park in Andalucia.South of the park in Quesada, flames were threatening 1,800 hectares of land, emergency services there said. Another fire was blazing north of the park.Near Granada, 600 people were temporarily evacuated due to another blaze, officials said.A fourth fire broke out in Zufre in western Andalucia but was reported to be evolving more favourably.Firefighters on Monday had brought under control a wildfire near Zaragoza that forced the evacuation of some 1,500 people from their homes and burned 14,400 hectares (35,500 acres) in less than four days.There had not been a wildfire that big in Spain since 2012.
