BRUSSELS, Today, 18:51-Greece and the EU were Tuesday (16 June) heading for a showdown, with rumours of an emergency EU summit or of imposing capital controls on the country if no deal is clinched at Thursday's meeting of euro finance ministers.European Commission vice-president Valdis Dombrovskis fueled rumours on Tuesday when he said the EU was working on "the possible implications of some less favorable scenarios".One of these scenarios would be to impose measures to avoid a Greek bank run that would accelerate the collapse of Greece's financing system.According to the latest European Central Bank (ECB) figures available, an average €1.5 billion left bank accounts over the first four months of this year and Greek bank deposits fell by 15 percent since December last year.The trend is thought to be accelerating amid uncertainties over a political agreement and concerns about a possible default."We are very vigilant," an EU source said, who declined to comment on capital control plans.This step was taken in Cyprus in 2011 when the country's two main banks failed.Withdrawal at ATM machines and bank counters were limited, as well as the amount of money that could be taken out of the country.However capital controls cannot be imposed without the Greek government's consent and a parliamentary vote.In the meantime, talks to find an agreement on Greek reforms to unblock a €7.2 billion loan were still blocked on Tuesday.

IMF playing a 'criminal' role

While a commission spokesman repeated that Greece's lenders were ready to start talking again if there was a new proposal, Greek prime minister Alexis Tsipras said once again he's "ready to fight".In an inflammatory speech at the Greek parliament, Tsipras accused the International monetary fund (IMF) of playing a "criminal" role and the ECB of adopting "a policy of fiscal suffocation".Tsipras urged Europeans "to stop the pressure and end the blackmail" on his country.The current policy towards Greece is "not being conducted in a democratic framework, it is not a logical strategy," he said."It is not a strategy Europeans should be proud of."Beyond the aggressive rhetoric, Tsipras also seemed to appeal for a discussion on Greek debt."I would like the creditors to speak clearly," he said. "Do they want a solution?"."If they want a solution, they have to close the door on these failed policies we had for the last four years," he noted, hinting at a political discussion over long-term financing of the country.

Greeks blame creditors

His strong stance comes as a GPO poll pulished Monday found that over half (56.3%) of Greeks believe that the deadlock is creditors' fault while 37.4 percent blamed the Athens government.EU commission president Jean-Claude Juncker reacted angrily to Tsipras' latest speech."I was not in favour of an increase if the VAT on medecines and electricity, and the Greek prime minister knows that," he said at a press conference in Brussels."The debate in Greece and outside Greece would be easier if the Greek government would tell exactly what the commission is really proposing," he said."I am blaming the Greeks for telling things to the Greek public which are not consistent with what I've told the Greek prime minister."In Berlin, German chancellor Angela Merkel said she would “do everything possible to keep Greece in the eurozone” but avoided appearing to be the main player."I’m concentrating all of my energy on helping the three institutions find a solution," she said.

BRUSSELS, Today, 15:37-The European Central Bank’s flag-ship bond-buying scheme, which was widely credited with staving off the eurozone debt crisis in 2012, is in line with the EU treaties, the bloc’s top court has said.In a ruling on Tuesday (16 June), the European Court of Justice threw out a German legal challenge to the bank’s Outright Monetary Transactions (OMT) programme, which it said “falls within monetary policy and therefore within the powers of the ESCB”.ECB boss Mario Draghi announced the creation of the OMT programme in September 2012, during the height of the eurozone debt crisis.He was pushed into action after market speculation that Spain or Italy would require an EU bailout or default threatened saw the interest rates on the government bonds rise to almost unsustainable levels.At the time, Draghi stated that the ECB would do “whatever it takes” to prevent the breakup of the eurozone.The programme allows the Frankfurt-based bank to buy potentially unlimited supplies of eurozone government bonds.In return, countries would have to be subject to a financial rescue programme and agree to a memorandum of economic reforms for their bonds to be eligible for purchase.Draghi’s three words - plus the announcement of the programme - calmed financial markets as it signalled that the ECB was prepared to step in, if necessary, as the eurozone’s lender of last resort.The ECB, which has consistently argued that the scheme was aimed at maintaining price stability, is yet to buy a single bond under the programme.However, the scheme was quickly challenged by a group of 11,000 plaintiffs led by Peter Gauweiler - a Bundestag deputy from the Bavarian Christian Social Union - as well as several academics, and the opposition Die Linke party in the powerful German Constitutional Court in Karlsruhe.The Gauweiler-led plea argued that government bond-buying would break EU treaty rules prohibiting the ECB from directly financing national governments, while Die Linke had argued that the programme gave the bank sweeping powers without sufficient democratic oversight and created a potential conflict of interest for the bank.In its ruling, the Luxembourg court stated that “the Treaties permit the ECB and the national central banks to operate in the financial markets by buying and selling outright marketable instruments in euro,” adding that “in view of its specific features, the OMT programme cannot be equated with an economic policy measure”.However, the court stated that if and when the ECB does decide to buy government bonds under the programme “sufficient safeguards must be built into its intervention to ensure that the latter does not contravene the prohibition of monetary financing”.“Even if widely expected, this ruling still brings a relief at the ECB and in financial markets,” said ING chief economist Carsten Brzeski.“The ECJ gave a strong backing to the ECB’s independence and sent a sad message to some Germans: there is European life outside the German borders,” he added.For his part, Roberto Gualtieri, the chairman of the European Parliament’s Economics committee, described the ruling as “a very important and timely clarification from the EU's highest court and will contribute to the stability of the euro area.”“I am confident that this historic ruling will instil the euro area with a renewed determination to face the current challenges,” he added.The OMT programme was the forerunner for the ECB’s landmark €60 billion per month quantitative easing programme, launched this March, which also allows it to buy government bonds.Speaking in the European Parliament on Monday, Draghi reiterated that the bank would maintain the programme until September 2016 at the earliest, in a bid stimulate economic activity and move the eurozone’s inflation rate closer to its 2 percent target.

Juba (AFP) - A quarter of a million children face starvation in war-torn South Sudan, with an end to the 18-month conflict as distant as ever, the expelled UN aid chief warned Tuesday."Six months ago, we thought that violence and suffering had peaked and that peace was on the horizon. We were wrong," said Toby Lanzer, who was barred from the country earlier this month after warning of economic meltdown."Political intransigence left peace ever more distant; war raged on and is leading to economic collapse."Civil war began in December 2013 when President Salva Kiir accused his former deputy Riek Machar of planning a coup, setting off a cycle of retaliatory killings across the country that has split the poverty-stricken, landlocked country along ethnic lines.It has been characterised by ethnic massacres, rape and the use of child soldiers."In half of the country, one in three children are acutely malnourished and 250,000 children face starvation," Lanzer added, in a report urging donors to contribute to a $1.63 billion aid appeal, saying South Sudan ranked "lower in terms of human development than just about every other place on earth."
Two-thirds of the country's 12 million people need aid, with 4.5 million people facing severe food insecurity, according to the UN."The most recent fighting has been characterised by widespread burning of homes, demolition of schools, hospitals and health posts, wholesale theft of tens of thousands of livestock, destruction of water points and other assaults on infrastructure and assets necessary for communal life," the report read, describing rape and attacks on civilians."There has been no apparent effort to distinguish military from civilian targets, with shelling of population centres and indiscriminate firing of weapons into settlements." More than a dozen aid workers have been killed since the war began with many others missing, with compounds and aid convoys "looted with impunity" it added.The United States on Tuesday unveiled $113 million in new humanitarian aid for South Sudan to help provide food, safe drinking water and emergency health services."The United States calls on all parties to the conflict to immediately bring an end to the senseless violence in South Sudan," the State Department said, urging Juba to allow unfettered humanitarian access across the country.The African Union also condemned the warring leaders and called on the UN Security Council to slap sanctions on them."The continuation of hostilities, in total disregard of the suffering of the people, is tantamount to the abdication by the South Sudanese leaders of their most fundamental responsibility to their own people," the AU Peace and Security Council said.

One jaguar remained unaccounted for, but zoo staff said they have little hope that it survived.The discovery of the last of the missing lions and tigers on Tuesday as the waters receded eased fears in the capital of Georgia, an ex-Soviet republic, that some of the big cats were still wandering the hills of the city.The human death toll rose to 19 on Tuesday as workers continued to comb the flood-damaged areas. Six people were still missing, the state security council said in a statement.An intense downpour that began late Saturday turned a stream that runs through the city into a raging torrent that destroyed houses and tore up roads. About 40 families lost their homes.Zoo spokeswoman Mziya Sharashidze said eight lions, all seven of the zoo's tigers and at least two of its three jaguars were killed. Only two of the zoo's 14 bears survived, while nine of its 17 penguins died, she said.Ivane Daraseliya, chief veterinarian for the zoo, said staff on Tuesday found the carcasses of three lions, a tiger and two wolves. Most of the animals appeared to have been killed when water and mud inundated their enclosures.However, a young white lion named Shumba, one of the zoo's most beloved attractions, was found shot in the head on zoo territory on Sunday.The flooding also killed hundreds of homeless dogs at a private shelter near the zoo, shelter staff said.

(Reuters) - A black bear has been spotted in Indiana for the first time in more than 140 years, state wildlife officials said on Tuesday.Paw prints and a scat pile found in northwest Indiana were left behind by a young male black bear that likely walked into the state from Michigan within the last week, the Indiana Department of Natural Resources (DNR) said in two statements."It's quite unusual and exciting for a Michigan lakeshore black bear to move this far south," said Mitch Marcus, an Indiana DNR wildlife official.It was the first evidence of a wild bear in Indiana since 1871, the DNR said, adding there was no panic in the state about the unexpected visitor.The scat pile was found in a driveway just north of South Bend and the paw prints were found in LaPorte County, about 70 miles (110 km) southeast of Chicago, according to the department. SEOUL, South Korea (AP) — The death toll in South Korea's MERS outbreak increased Tuesday even as schools reopened and people recovered from the virus.Nineteen people have died in the largest outbreak of the disease outside the Middle East, with three more dying since late Monday, the Health Ministry said. More than 150 have been infected with Middle East respiratory syndrome and nearly 5,600 have been quarantined.The government says the outbreak is slowing, but fear and misinformation are widespread. The virus is believed to be spread in respiratory droplets, such as by coughing, and infections have been occurring in close-contact situations, such as caring for a sick person.Health workers are spraying disinfectant at karaoke rooms, on public transportation and in other businesses, and teachers are sprinkling salt on school grounds in a misplaced attempt to protect themselves as many schools reopen this week.About 365 schools and kindergartens were closed as of Tuesday afternoon, compared to as many as 2,900 last week.The discovery of new cases and a growing number of quarantine orders have critics questioning the control measures.Officials have struggled to trace and identify people who had contact with MERS patients at a major hospital in southern Seoul. More than 70 people, including patients, medical staff and visitors, have been infected from the facility, which has temporarily stopped accepting new patients and postponed non-serious surgeries as part of its quarantine efforts.MERS belongs to the family of coronaviruses that includes the common cold and SARS, and can cause fever, breathing problems, pneumonia and kidney failure. Berlin (AFP) - A 65-year-old German man died this month after contracting MERS during a trip to Abu Dhabi, in the first death linked to the virus in Europe this year, authorities said Tuesday.The man died in the western town of Ostercappeln on June 6 of an acute lung ailment that came as a complication from the MERS virus, the health ministry of Lower Saxony state said.German authorities said they had no indication that the virus had spread and European health officials said the risk of an outbreak in Europe remained low.
It is believed the patient was infected with the Middle East Respiratory Syndrome coronavirus (MERS- CoV) during a visit to a livestock market in the United Arab Emirates, as camels are thought to carry the virus.The European Centre for Disease Prevention and Control in Stockholm said that the German case was the first MERS infection imported into the European Union so far this year, following one in the second half of 2014."The fact that this patient has now died does not change our risk assessment for Europe. The risk to the EU posed by the outbreak of MERS-CoV remains low," spokesman Romit Jain said."Although importation of MERS-CoV cases to the EU remains possible, the risk of sustained human-to-human transmission in Europe remains very low."Doctors determined in mid-May that the German patient was cured of the MERS infection and he was subsequently released from an isolation ward, the health ministry said in a statement."Any contagion with the MERS virus of people in contact with the patient was able to be prevented," it added.Lower Saxony health minister Cornelia Rundt attributed this "great success" to precautions undertaken immediately after the patient's diagnosis."More than 200 people were subsequently tested for MERS and not a single person was found to have been infected," she said.Rundt pointed to the spread of MERS in South Korea, which has seen 154 confirmed cases with 19 deaths in what has become the largest outbreak of the virus outside Saudi Arabia, as a cautionary tale."The example of South Korea tragically shows that such coordinated management of MERS cases is absolutely crucial," Rundt said.Almost half of confirmed cases in South Korea have been traced to a single hospital, Seoul's Samsung Medical Centre.In Saudi Arabia more than 950 people have been infected and 412 died from the disease.There is no vaccine for MERS, which has a mortality rate of 35 percent, according to the World Health Organization.Globally, some 1,200 people have been infected with MERS and some 450 have died since the virus first emerged in 2012.

JUNEAU, Alaska (Reuters) - Two fast-spreading Alaska wildfires have forced a series of evacuations, destroyed up to 45 homes and forced authorities to restrict traffic on a major highway connecting two of the state's largest cities, state officials said on Monday.As many as 200 firefighters have been battling a 6,500-acre fire about 40 miles (64 km) north of Anchorage since Sunday afternoon.About 137 miles (220km) south of Anchorage, crews are fighting a much smaller, but equally dangerous blaze that threatens nearly 200 homes.Additional specially trained firefighting teams from the lower 48 states and Canada were scheduled to arrive on Monday night and begin assisting on Tuesday, Alaska Forestry Division spokesman Sam Harrel said.Crews have been battling the fires on the ground and from the air, with help from the three Alaska National Guard Blackhawk helicopters, according to state reports.Harrel said the larger fire was ignited by human activity but the specific cause is being investigated. Dry and warm weather accelerated the blaze, he said.It started on Sunday afternoon near Willow, where the Iditarod, Alaska's famed sled-dog race, typically kicks off.It initially covered about two acres, but within 11 hours had engulfed 6,500 acres, according to the forestry division.Harrel said flames quickly jumped from one 30- to 40-foot spruce tree to the next, forcing a temporary closure of the Parks Highway, which links Anchorage in the state's south central region to Fairbanks in Alaska's eastern interior.Residents along a 22-mile (35 km) stretch have been evacuated. The highway remains subject to intermittent closures and remained closed Monday night, Harrel said.Governor Bill Walker had surveyed the area by air and issued a disaster declaration for the affected area.By Monday morning, Harrel said, about 25 primary homes had been destroyed and as many as 20 secondary homes were also lost.There are about 170 residential structures in the evacuation area, according to the Matanuska-Susitna Borough. Wildfire officials are warning British Columbians to be careful with fires this long weekend as a 13,000-hectare wildfire continues to burn 70 kilometres southwest of Prince George due to dry conditions.Roughly 80 people have been evacuated from properties near Little Bobtail Lake and Naltesby Lake (Bobtail Lake) by the Regional District of Bulkley-Nechako, and for Norman Lake by the Regional District of Fraser-Fort George since the blaze started earlier this week. An evacuation alert remains in place for nearby areas.
Fire information officer Kevin Skrepnek says the fire danger rating is expected to stay moderate to high in most of B.C. during the Victoria Day long weekend, as dry conditions remains."I'm in Kamloops this morning and we got a little bit of a brief shower, but beyond that we are expecting most areas of the province to be pretty much status quo," Skrepnek told Daybreak South. Akçakale (Turkey) (AFP) - Kurdish fighters seized control Tuesday of a key border town from the Islamic State group, cutting a major supply line in the biggest setback yet for the jihadists in Syria.From across the frontier in Turkey, the Kurds and allied Syrian rebels could be seen raising their banners in place of the black IS flag and taking up positions at the border post.The capture of Tal Abyad, used by IS as a gateway from Turkey to its de facto capital Raqa city, was "the biggest setback to IS since it announced its caliphate one year ago", said Rami Abdel Rahman, the head of the Syrian Observatory for Human Rights monitoring group.The town was a key conduit for foreign fighters and supplies into IS-held territory in Syria and for exports of black market oil from jihadist-held fields in eastern Syria.Tal Abyad's fall was "the most significant loss for IS in Syria yet", said Aymenn al-Tamimi, an expert at the Middle East Forum research group.The Kurdish forces and Syrian rebel allies launched a two-pronged attack on Tal Abyad on June 11, backed by air strikes by the US-led coalition fighting IS in Syria and Iraq.They encircled the town from the southwest and southeast before capturing the border crossing just north of it on Monday.

- 'An easy win' -

The Observatory and Kurdish sources said they had seized full control of the town by early Tuesday."IS withdrew without much fight yesterday... CAIRO (AP) — A U.S. airstrike has killed Al-Qaida's No. 2 leader, who commanded its powerful Yemeni affiliate, dealing the global network its biggest blow since the killing of Osama bin Laden and eliminating a charismatic leader at a time when it is vying with the Islamic State group for the mantle of global jihad.
Nasir al-Wahishi is the latest in a series of senior figures from al-Qaida's Yemen branch eliminated by U.S. drone strikes the past five months, including its top ideologue and a senior military commander. The U.S. has intensified its campaign, trying to push back the group as it has captured new territory in Yemen by taking advantage of the southern Arabian nation's chronic chaos.The US activity against al-Qaida is also not limited to Yemen. Over the weekend, a U.S. airstrike in Libya targeted an al-Qaida-linked militant commander, Mokhtar Belmokhtar, who led a 2013 attack on an Algerian gas complex that killed 35 hostages including several Americans. US officials are still trying to confirm whether he was killed in the raid.Al-Wahishi was a former aide to bin Laden who, after the al-Qaida affiliate in Saudi Arabia was crushed in the mid-2000s, rebuilt it in his homeland Yemen and turned it into the terror network's most dangerous branch. He also served as deputy to Ayman al-Zawahri, who succeeded bin Laden in 2011 as the network's leader. MEXICO CITY (AP) — Authorities closed the waters off the popular beach destination of Puerto Vallarta to small boats Tuesday as Hurricane Carlos continued to skirt up Mexico's southwestern coastline.At least one cruise ship, the Carnival Miracle, canceled a port call planned for Wednesday in Puerto Vallarta, port official Odilon Garcia Castillon said by phone from the Pacific Coast city.With safety alerts in effect from Civil Protection officials, officials were "continuing to monitor the situation," Castillon said.A Category 1 storm, Carlos had maximum sustained winds of 90 mph (150 kph) and was centered about 85 miles (135 kilometers) south of Manzanillo in the afternoon, the U.S. National Hurricane Center said.The storm was moving northwest at about 5 mph (7 kph) past a stretch of coastline that is mostly lightly populated, with the exception of Manzanillo, a port city of about 100,000 inhabitants.Carlos was forecast to weaken over the next 48 hours and likely become a tropical storm as it moved closer to Puerto Vallarta.Education authorities in Jalisco state, where Puerto Vallarta is, announced that schools would close in a half dozen towns.Over the weekend, high surf kicked up by Carlos swamped some boats and washed away small palm-frond beach huts in Acapulco, while strong winds knocked down trees and billboards. Tropical Storm Bill will drift across Texas with torrential rainfall and renewed concerns for major flooding in the South Central states this week.The eye of Bill moved over Matagorda Island, Texas, during Tuesday midday as a tropical storm. Bill will will slowly take a curved path to the northwest and then the north over the state through Wednesday.According to AccuWeather Hurricane Expert Dan Kottlowski, "The main concerns have been and will continue to be the potential for heavy rainfall and major flooding."A tropical storm warning was still in effect from Port Aransas to San Luis Pass, Texas.Motorists should avoid low-lying coastal roads as these will be prone to taking on water through Wednesday, until the storm moves far enough inland.Small craft operators should keep their vessels within the protection of coastal waters through Wednesday-Satellite imagery of Tropical Storm Bill.

Impacts to Expand Inland

Typically tropical systems weaken rapidly when making landfall due to dry air choking off the moisture source needed to maintain intensity. However, the recent heavy rain and waterlogged landscape could cause this storm to weaken slowly."While the best chance for strong winds will be at the coast, strong wind gusts could continue inland quite a ways due to the continued intensity of the storm," AccuWeather Meteorologist Evan Duffy said.The storm will funnel copious amounts of moisture into a zone that had torrential rainfall in May. Flooding from that rainfall continues along some of the rivers in parts of Texas, Louisiana, Arkansas and Oklahoma."Rainfall will result in significant flooding across central and eastern Texas through Wednesday, including the cities of Houston, Dallas and Austin," AccuWeather Meteorologist Chyna Glenn said.The heaviest rain and hence the greatest risk of flooding into Thursday will be focused on the upper Texas coast, central and northeastern Texas and central and eastern Oklahoma.
