WASHINGTON (AP) — The United States and Russia are once more locked in what could be a generation-defining conflict, and Europe is yet again the core battleground. But this Cold War reprise isn't about military supremacy.It's about heat and electricity for tens of millions of Europeans. The points on the map aren't troop deployments, tank battalions and missile silos but pipelines, ports and power plants.
As the Obama administration escalates economic sanctions on Russia and weighs military support to Ukraine, it also has revved up a less noticed but far broader campaign to wean Central and Eastern Europe off a deep reliance on Russian energy. Success, U.S. officials say, would mean finally "liberating" former Soviet states and satellites from decades of economic bullying by Moscow.To that end, Washington is helping set up new natural gas pipelines and terminals in a region that depends on Russia for more than 70 percent of its energy needs. It is pushing American companies' bids for nuclear plants and fracking exploration in Europe.Yet as the U.S. makes headway, the Kremlin is fighting back, warning neighboring governments about the consequences of looking westward for fuel. Russia is trying to outmaneuver the U.S. on nuclear bids, buy up pipeline infrastructure across Europe and control not only how its vast energy reserves move westward, but what European governments can do with those supplies afterward."It's a chess match," said Amos Hochstein, the State Department's special envoy for international energy affairs, as he pored over a map of Europe dotted with existing and proposed pipeline routes.Although the U.S. has pressed its European partners for decades to find new oil, gas, coal and nuclear sources, the crisis in Ukraine has upped the ante. Russia's takeover of Crimea last year and continued support for rebels in a brutal civil war in Ukraine has changed Europe's mindset about relying so heavily on Russian energy.Last month, Secretary of State John Kerry visited Bulgaria to push for a new gas spur and to promote an American company's bid to build a new nuclear plant. Bulgaria relies on Russia for 85 percent of its gas and all of its nuclear power. The prices, among the highest for NATO countries, are a concern within the alliance, which prides itself on winning the Cold War."The battle was won," Kerry told staffers at the U.S. Embassy in Sofia. "And here we are today in 2015, and Russia is still trying to impose on people its will."In November, Vice President Joe Biden visited Romania, another vulnerable country, and Turkey, Europe's bridge to resource-rich Central Asia, to press the case.Victoria Nuland, America's top diplomat for Europe, and energy envoy Hochstein have spent much of the past few months working with Europe on a coordinated energy strategy. Their message: Failure now will only invite more Russian pressure.While episodes of Russia shutting off the energy spigots to its neighbors have raised alarms, persistent infighting among European governments and energy companies has hampered diversification efforts across the continent.Big countries, especially, have found it easier to make private deals with President Vladimir Putin's government. And that has done little for Europe's most vulnerable economies, whose infrastructure is designed only to take in supplies from Siberia.
But, increasingly, there now is action in addition to diversity talk.With U.S. support, Lithuania and soon Poland will be importing liquefied natural gas from Norway, Qatar and potentially the United States. Denmark could follow the lead set by Switzerland last month and abandon rules capping its kroner currency to the euro, as the kroner becomes too strong to maintain the link.On Tuesday (3 February) the Danish National Bank will publish information about the size of its currency holdings in January - which are expected to show a flood of buyers for the kroner as investors look for a safe haven.Having negotiated an opt-out from the single currency in the Maastricht treaty, Denmark instead joined the European Exchange Rate Mechanism (ERM2) in 1999, requiring the kroner to be kept within a plus or minus 2.25 percent band to the euro.Danes then voted by a 53-47 percent margin to stay out of the single currency in a referendum in 2000.Under ERM2, both the Danish central bank and the European Central Bank in Frankfurt are obliged to to keep the currency stable. In the process, however, the kroner is in danger of becoming too strong for policy-makers to maintain a fixed exchange rate with the euro.Denmark’s efforts to defend its euro peg and stop investors buying kroner have driven its benchmark deposit rate to minus 0.5 percent, the third cut in less than two weeks.Meanwhile, interest rates on 10-year government paper fell to 0.15 percent after the Danish central bank’s decision on Friday (30 January) to suspend bond sales.It is more common for governments to worry that their cost of borrowing is too high and about dwindling foreign currency reserves, but Denmark has already sold enough bonds to cover its entire borrowing costs for 2015."The National Bank has the advantage that it can print new money. Montreal Mayor Denis Coderre said Saturday that the imam was an "agent of radicalization" who had the potential to influence youth to commit acts of violence.Real Menard, the local borough mayor, denied a permit to Chaoui, who'd hoped to open an Islamic community centre in the area.Although Chaoui had not formally applied for the permit, the city made a preemptive decision to deny it for security reasons, in response to published reports about him.Chaoui is a Moroccan-born imam who has described Islam and democracy as "completely" incompatible and has made statements deemed homophobic and sexist.But Chaoui said those comments about homosexuals and women were "taken out of context," adding that the subject of his sermons are based in Islamic texts, which are similar to the teachings of Christianity and Judaism."I have never incited hatred or violence," Chaoui wrote. Terrorism-related charges laid against Ottawa men with alleged ISIS ties-CBC – FEB 3,15-YAHOO NEWS
Three Ottawa men were charged Tuesday by the RCMP Integrated National Security Enforcement Team with taking part in activities related to financial and ideological support of ISIS, the jihadist group that controls large regions in Iraq and Syria.The charges against Awso Peshdary, John (Yahya) Maguire and Khadar Khalib include conspiracy to facilitate a terrorist act, knowingly participating in the activities of a terror group and counselling a person to knowingly participate in a terrorist activity.Peshdary, 25, was taken into custody earlier today in Ottawa. Maguire, 24, and Khalib, 23, are being charged in absentia.The RCMP believe Maguire and Khalib are fighting with ISIS (Islamic State in Iraq and Syria) in Syria or Iraq.A number of Twitter accounts associated with foreign fighters in the region reported that Maguire was killed in combat in Syria last month, but the RCMP said they have no independent confirmation of his death.RCMP said arrest warrants have been obtained and an Interpol red notice has been issued, alerting international authorities to watch for the men."The RCMP continues to work actively with its domestic and international partners to bring them back to Canada so they can be prosecuted to the full extent of the law," the RCMP said in a press release issued Tuesday.

The police investigation is dubbed "Project Servant." It began in December 2012, the month Maguire left Canada to participate in the civil war in Syria, and culminated on Jan. 21.CBC News has learned that police believe Peshdary radicalized Maguire, who publicly threatened Canada in an ISIS video released late last year.Police maintain that Peshdary led Maguire — a relatively new convert to Islam — to extremist materials, groomed him, and paid for his flight overseas.Intending to join Maguire in Syria, Peshdary bought a ticket for himself, police said. However, he never properly applied for a passport and was forced to stay in Ottawa, where police maintain he went to work radicalizing others.Police believe he persuaded Khalib, a student at Algonquin College and a friend of Maguire, to join ISIS. Khalib left Canada via Toronto's Pearson International Airport on March 29, 2014. His Facebook account has been a source of ISIS propaganda since his departure.Police said that since becoming ensconced with ISIS, Maguire and Khalib, with the aid of Peshdary, have been actively reaching back into their tightly knit Ottawa circle of friends, trying to recruit others to join them."Today's charges, along with other terrorism-related arrests within the past few weeks, underscore the reality that there are individuals in Canada who have become radicalized to violence and who are willing to act upon it," said RCMP Assistant Commissioner James Malizia."The terrorist attacks perpetrated in October in Saint-Jean-sur-Richelieu and in Ottawa, are clear examples of how suddenly attacks can occur, and how Canada is not immune, either as a victim or a source for terrorism."

Peshdary’s arrest deals a blow to ISIS recruitment in Canada, police maintain, adding that the charges against Peshdary represent the first time a major radicalizer has been arrested in Canada.Peshdary is a familiar name in security circles. Five years ago, he was arrested as part of an RCMP terror investigation dubbed "Project Samosa," which was said to be at the time, the largest terrorism investigation in Canada since 9/11.However, he was not charged with terror offences and was released.The charges he now faces allege links with him and Maguire and his network of radicalized individuals, and to Khalib, but also to Suliman Mohamed and twins Ashton and Carlos Larmond. Mohamed and the Larmond twins were charged with similar terror offences in early January.This brings the total number of Ottawa men charged with terror offences to six, the largest cluster of accused extremist jihadis in Canada.

OTTAWA - One of Stephen Harper's most experienced ministers resigned his plum foreign affairs post Tuesday, leaving a void around the Conservative cabinet table at a critical juncture in both domestic and international affairs.John Baird was a prominent voice for Canada on the world stage and a multi-faceted lieutenant for Harper; his departure leaves many wondering who can carry the ball amid upheaval abroad and an election on the horizon at home.The only one who seemed upbeat about the state of things was Baird himself."Last night, I spoke to the prime minister and informed him that I was standing down from cabinet," Baird told a hushed House of Commons."I will miss this place very much and many of the people in it, on all sides, but the time has come for me to start a new chapter in my life."Baird said he has no plans to run for re-election and will surrender his seat — he represents the Ottawa riding of Nepean — in the coming weeks.Trade Minister Ed Fast will stand in for Baird at Foreign Affairs, a portfolio that became a surprise vote-getter for a Conservative prime minister who showed little interest in it when he took office nine years ago.Indeed, long before he took the job, Baird's strengths revolved around getting votes for the Conservatives; he was dispatched repeatedly by Harper over the years to raise funds and support, as well as to help manage the expanding Tory caucus.Baird was even a reliable stand-in for Harper on a personal level, often called upon to squire Harper's wife Laureen to events around Ottawa.He built up his political credibility by deftly managing a series of contentious files, ranging from the environment portfolio to the government's infrastructure spending program in the wake of the 2008 recession.In a statement that was, oddly, delivered only on paper and not in person, Harper said he accepted Baird's resignation "with great regret and affection.""John has always been willing to do a lot of the heavy lifting in my various cabinets and has assumed daunting new responsibilities with unsurpassed energy, commitment and professionalism, never losing sight of the fact that he was serving the Canadian people."Though Baird took on Foreign Affairs with the same bulldog bravado that characterized his 20 years in politics, his views grew nuanced over time, leading to a softer touch on some files than the prime minister wanted, Conservative sources said.

"It will be very interesting to see who ends up filling those shoes."A parade of cabinet ministers, Conservative backbenchers and opposition MPs lined up to shake Baird's hand or hug the popular minister after his address, bringing Commons business to a standstill for 15 minutes.Some said Baird's decision made them think about their own political futures."It happens from time to time when people leave public life," said Industry Minister James Moore."Everybody stops and realizes this is a room with 308 people who all have their own life story, their own life journey and their own decisions to make about what's in the best interest of themselves and their families."Baird is just the latest high-profile minister to abandon Harper's cabinet as the government confronts a third bid for re-election after nine years in power. Jim Flaherty resigned as finance minister shortly before his death last April, and former CTV anchor Peter Kent left his post at Environment in July 2013.Conservatives took pains Tuesday to play down suggestions that Baird is irreplaceable."In my experience, people come and people go, and that's true in other world capitals and that's true in this place and we wish him well," said Treasury Board President Tony Clement."He had an impact, he accomplished some amazing things — but his successor will do the same."

(Reuters) - The state of Washington said Tuesday it has established a third poultry quarantine zone after state officials discovered that a flock of about 100 birds in Okanogan County was infected with the avian influenza virus.The Washington State Department of Agriculture adopted an emergency rule on Sunday to establish the new quarantine area, which encompasses a six-mile area in Oroville, Wash., state officials said.State officials are conducting additional tests to identify the specific flue strain that infected the flock. About half of the 100 birds have died, according to agriculture officials.The quarantine generally restricts the movement of all eggs, poultry or poultry products from leaving that area.The state had set up the first emergency quarantine in the area on Jan. 29, after a flock of nearly 5,000 birds tested positive for the H5N2 influenza strain. Another quarantine zone was also set up in Clallam County, in response to a separate infected flock.The U.S. Department of Agriculture said at the time the virus did not pose a health risk to the public, and birds and other poultry products from such infected flocks would not enter the food system.Regardless, China last month banned all imports of U.S. poultry products and eggs following the discovery of avian influenza in the U.S. Pacific Northwest, the USDA said. All poultry shipped to China after Jan. 8 was to be returned or destroyed, the agency said. SAINT JOHN, N.B. - The City of Saint John, N.B., declared a state of emergency Tuesday after the third storm in less than a week pummelled the port city overnight and left its streets choked with snow.Mayor Mel Norton said it was the first time in almost three decades that the city declared a state of emergency, which allows the city to ban on-street parking so that plows can clear heaps of snow that have reached levels not seen in recent years.The state of emergency will be in effect for up to a week in the city's southern peninsula, he said.The latest storm has left 126 centimetres of snow on the ground, Environment Canada said. WASHINGTON (AP) — The United States and Russia are once more locked in what could be a generation-defining conflict, and Europe is yet again the core battleground. But this Cold War reprise isn't about military supremacy.It's about heat and electricity for tens of millions of Europeans. The points on the map aren't troop deployments, tank battalions and missile silos but pipelines, ports and power plants.
As the Obama administration escalates economic sanctions on Russia and weighs military support to Ukraine, it also has revved up a less noticed but far broader campaign to wean Central and Eastern Europe off a deep reliance on Russian energy. Success, U.S. officials say, would mean finally "liberating" former Soviet states and satellites from decades of economic bullying by Moscow.To that end, Washington is helping set up new natural gas pipelines and terminals in a region that depends on Russia for more than 70 percent of its energy needs. It is pushing American companies' bids for nuclear plants and fracking exploration in Europe.Yet as the U.S. makes headway, the Kremlin is fighting back, warning neighboring governments about the consequences of looking westward for fuel. Russia is trying to outmaneuver the U.S. on nuclear bids, buy up pipeline infrastructure across Europe and control not only how its vast energy reserves move westward, but what European governments can do with those supplies afterward."It's a chess match," said Amos Hochstein, the State Department's special envoy for international energy affairs, as he pored over a map of Europe dotted with existing and proposed pipeline routes.Although the U.S. has pressed its European partners for decades to find new oil, gas, coal and nuclear sources, the crisis in Ukraine has upped the ante. Russia's takeover of Crimea last year and continued support for rebels in a brutal civil war in Ukraine has changed Europe's mindset about relying so heavily on Russian energy.Last month, Secretary of State John Kerry visited Bulgaria to push for a new gas spur and to promote an American company's bid to build a new nuclear plant. Bulgaria relies on Russia for 85 percent of its gas and all of its nuclear power. The prices, among the highest for NATO countries, are a concern within the alliance, which prides itself on winning the Cold War."The battle was won," Kerry told staffers at the U.S. Embassy in Sofia. "And here we are today in 2015, and Russia is still trying to impose on people its will."In November, Vice President Joe Biden visited Romania, another vulnerable country, and Turkey, Europe's bridge to resource-rich Central Asia, to press the case.Victoria Nuland, America's top diplomat for Europe, and energy envoy Hochstein have spent much of the past few months working with Europe on a coordinated energy strategy. Their message: Failure now will only invite more Russian pressure.While episodes of Russia shutting off the energy spigots to its neighbors have raised alarms, persistent infighting among European governments and energy companies has hampered diversification efforts across the continent.Big countries, especially, have found it easier to make private deals with President Vladimir Putin's government. And that has done little for Europe's most vulnerable economies, whose infrastructure is designed only to take in supplies from Siberia.
But, increasingly, there now is action in addition to diversity talk.With U.S. support, Lithuania and soon Poland will be importing liquefied natural gas from Norway, Qatar and potentially the United States. "There's a large process here of haters of Israel in Europe and the US who are getting involved in political processes in Israel using a lot of money."According to the MK, these foreign forces are feeding funds to organizations that "masquerade" as human rights groups, "like the radical leftist organizations 'Breaking the Silence,' 'B'Tzelem,' and 'The Association for Civil Rights in Israel,' and in this way try to get us out of Judea and Samaria.""In the election days they're doing it with V15 to continue the withdrawal process that started in Oslo," said Struk.Struk accused the legal and law enforcement sources of not doing enough, noting "former State Comptroller (Eliezer) Goldberg ruled in 2000 that it is illegal to form NGOs whose true goal is political.""There is also a huge question mark over the chairman of the Central Elections Committee (Arab Supreme Court judge Salim Joubran - ed.) who didn't say it (the V15 campaign - ed.) is invalid," she added."After all there is European and American money here donated by anti-Semitic people whose goal is to influence the elections campaign," Struk emphasized. Denmark could follow the lead set by Switzerland last month and abandon rules capping its kroner currency to the euro, as the kroner becomes too strong to maintain the link.On Tuesday (3 February) the Danish National Bank will publish information about the size of its currency holdings in January - which are expected to show a flood of buyers for the kroner as investors look for a safe haven.Having negotiated an opt-out from the single currency in the Maastricht treaty, Denmark instead joined the European Exchange Rate Mechanism (ERM2) in 1999, requiring the kroner to be kept within a plus or minus 2.25 percent band to the euro.Danes then voted by a 53-47 percent margin to stay out of the single currency in a referendum in 2000.Under ERM2, both the Danish central bank and the European Central Bank in Frankfurt are obliged to to keep the currency stable. Three Ottawa men were charged Tuesday by the RCMP Integrated National Security Enforcement Team with taking part in activities related to financial and ideological support of ISIS, the jihadist group that controls large regions in Iraq and Syria.The charges against Awso Peshdary, John (Yahya) Maguire and Khadar Khalib include conspiracy to facilitate a terrorist act, knowingly participating in the activities of a terror group and counselling a person to knowingly participate in a terrorist activity.Peshdary, 25, was taken into custody earlier today in Ottawa. Maguire, 24, and Khalib, 23, are being charged in absentia.The RCMP believe Maguire and Khalib are fighting with ISIS (Islamic State in Iraq and Syria) in Syria or Iraq.A number of Twitter accounts associated with foreign fighters in the region reported that Maguire was killed in combat in Syria last month, but the RCMP said they have no independent confirmation of his death.RCMP said arrest warrants have been obtained and an Interpol red notice has been issued, alerting international authorities to watch for the men."The RCMP continues to work actively with its domestic and international partners to bring them back to Canada so they can be prosecuted to the full extent of the law," the RCMP said in a press release issued Tuesday.

It began in December 2012, the month Maguire left Canada to participate in the civil war in Syria, and culminated on Jan. 21.CBC News has learned that police believe Peshdary radicalized Maguire, who publicly threatened Canada in an ISIS video released late last year.Police maintain that Peshdary led Maguire — a relatively new convert to Islam — to extremist materials, groomed him, and paid for his flight overseas.Intending to join Maguire in Syria, Peshdary bought a ticket for himself, police said. However, he never properly applied for a passport and was forced to stay in Ottawa, where police maintain he went to work radicalizing others.Police believe he persuaded Khalib, a student at Algonquin College and a friend of Maguire, to join ISIS. Khalib left Canada via Toronto's Pearson International Airport on March 29, 2014. About half of the 100 birds have died, according to agriculture officials.The quarantine generally restricts the movement of all eggs, poultry or poultry products from leaving that area.The state had set up the first emergency quarantine in the area on Jan. 29, after a flock of nearly 5,000 birds tested positive for the H5N2 influenza strain. NEW YORK/BOSTON (Reuters) - Wicked winter weather gripping the northeastern United States exposed weaknesses in mass transit systems from Boston to New York, with commuters stranded on icy train platforms amid delays stretching into Tuesday.A day after a deadly snowstorm slammed the region, extreme delays crippled Boston's subways, including the most heavily traveled Red Line, which sees about 273,000 riders each day."A week of constant exposure to frigid temperatures, ice, and record snowfall has taken a major toll on the MBTA's vehicles and infrastructure," the Massachusetts Bay Transit Authority said in a statement."We're incredibly late and we're incredibly annoyed," Jeremiah Graves, 31, said as he and a companion waited for a bus to get to work after no train showed up at the Harvard stop."The decision should have been made yesterday to shut down everything and have time to clean up for today," he said, referring to the second major storm in less than a week to pummel the Northeast.
