UNITED NATIONS (AP) — The prosecutor of the International Criminal Court can immediately start examining allegations of war crimes against Israel if she chooses, the Palestinian U.N. ambassador said Thursday.Riyadh Mansour told a group of reporters that Palestine's formal acceptance of the court's jurisdiction starting June 13, 2014 gives prosecutor Fatou Bensouda a green light to take up the question of alleged war crimes on Palestinian territory without waiting for Palestine to formally become a member of the court on April 1."It is within her discretion that she can do that," Mansour said.Fadi El Abdallah, a spokesman for the ICC in The Hague, Netherlands, confirmed that the prosecutor can now in theory begin a "preliminary examination" of potential cases in the Palestinian territories. Bensouda has not announced any such examination yet.The potential cases could include allegations of war crimes by Israel during last summer's Gaza war where the Palestinians suffered heavy civilian casualties. As new details are revealed in the investigation of the Islamic State (ISIS) terror cell in Hevron, security officials estimate that hundreds of Hamas terrorists are leaving the "moderate" terrorist group in favor of ISIS to wage war on Israel - and the Palestinian Authority (PA).The leader of the Hevron ISIS cell, Ahmed Wadah Salah Shehada (22), admitted under Israel Security Agency (ISA, or Shin Bet) investigation that he switched from Hamas to ISIS in recent years because it was too "moderate" for him, in that Hamas didn't compel Sharia Islamic law, reports Channel 2.Reportedly the security system assesses that hundreds of other terrorists have made the move to ISIS like Shehada, and are in contact with the terrorist organization through online social media."This cell was just the tip of the iceberg," a security source was quoted as saying. "There are terrorists who are tired of Hamas because it is portrayed as moderate and not aggressive and extremist enough against Israel."He continued "there they see ISIS as an organization that implements the Islamic laws - Sharia. Hamas is under great pressure from this phenomenon which is slowly eating into its power. ISIS is entering into this vacuum."Indeed, ISIS already reportedly has a foothold in Gaza where it took an active part in last summer's terror war against Israel, and where it claimed a bombing attack on the French Cultural Center last October.Already as of last October 30 Arab citizens of Israel had reportedly joined ISIS.

We downloaded from the ISIS site posters and pictures and distributed them to residents."That recruitment also included indoctrination and propaganda through Facebook, he admitted, while noting his cell's goal was to abduct and murder an IDF soldier during the Muslim month of Ramadan."The plan was to take (a soldier's) rifle, to hide his body in a water hole and to take his uniform to conduct a shooting attack against soldiers," said Shehada.He revealed that one night as the three-man cell conducted surveillance runs around Hevron armed with a rope to tie up a soldier, "we saw a soldier who said 'good night' to us, but we went home without abducting him."Speaking about the switch to Hamas, another cell member said "we believe that ISIS is better than Hamas and the Palestinian Authority, who don't do anything for the residents.""We held a few meetings in Hevron, with the goal being to acquire rifles and pipe bombs that we could use against soldiers and Palestinian police stations in Bab el-Alzawiya," he said. The Netherlands is funding a study on how the EU can fight back against Russia’s “information war”, in one of several counter-propaganda initiatives.The Dutch-sponsored study was launched in the New Year by the European Endowment for Democracy (EED), a Brussels-based foundation.Alastair Rabagliati, the EED’s director of operations, told EUobserver: “We’ve launched an initiative, with the support of a Dutch government grant, which will develop a feasibility study with clear recommendations on the way forward for the development of independent Russian language media initiatives”.“It’ll aim to consolidate different free media and enable new actors in the Russian language info-sphere - TV, social media, internet portals - in order to optimise co-operation.”EU sources say the grant is worth about €500,000 and the report is due before a summit of former Soviet and EU states in Riga in May.Poland’s former foreign minister, Radek Sikorski, last spring initially floated the idea of creating an EU-funded, Russian-language TV station.But little happened until the Netherlands stepped in with the EED grant after a passenger plane, flight MH17, was shot down over east Ukraine killing 193 Dutch nationals and 105 other people.Evidence indicates Russia-controlled rebels caused the disaster using a Russia-supplied rocket system.But Russian state media have tried to sow suspicion the Ukrainian air force did it in order to prompt Western intervention in the conflict.The EED study is one of several initiatives.Denmark, Estonia, Lithuania, and the UK are drafting an informal paper on how EU institutions and Nato can co-ordinate “strategic communications”.The Baltic states, which host large Russian-speaking minorities, have begun funding Russian-language broadcasts at home.Meanwhile, Latvia, which currently holds the EU presidency, will try to revive the Sikorksi TV station idea at a meeting of EU foreign ministers in Brussels on 19 January.Its foreign ministry spokesman, Karlis Eihenbaums, told this website that around 15 EU states back the project and that the news broadcasts should be available in Russia if they can get past its “jamming system”.But Riga is trying to play down expectations of a quick result.“I don’t think we can come to an agreement among the 28 [EU leaders] to come up with a new TV station in Russian. Information monopoly
The Russian propaganda campaign is bigger than MH17.Russian state media have mobilised support for the war on Ukraine by demonising Ukrainians as “fascists” and by alleging that last year’s revolution was a US-fabricated “coup” designed to harm Russia.They are also feeding anti-EU and anti-US sentiment in Europe, in part by depicting Russia as a defender of orthodox values against EU promotion of gay rights and multiculturalism.Well-funded Russian broadcasters, such as RT, have hired big names, including former CNN anchor Larry King, and air programmes in English, French, German, and Spanish as well as Russian.Their work is backed up by pseudo-NGOs.Putting the Dutch grant in perspective, the British think-tank, Chatham House estimates the Russian “NGO” component alone is worth $100 million a year.In one example, Russian groups in 2013 circulated leaflets in Ukraine claiming that an EU free trade treaty would force parents to give up children for adoption by gay men.Western media have caught Russian media using fake pictures and fake witness accounts of alleged Ukrainian atrocities.But experts, such as David Welch, say they get away with it in Russia and in Russian-speaking enclaves in Europe because there is no one to contradict them.“What is dangerous is not propaganda but a monopoly of it … understanding the message requires a widening of access to information so that people can shape a well-informed opinion,” the British historian, who set up a centre for propaganda studies at Kent University, told this website.Latvia’s Eihenbaums noted: “When you see these things repeated over and over, they begin to stay in the mind.”“The Russians are smart in the way they mix their message with entertainment, such as soap operas and gameshows with women in short skirts, in order to make it more attractive.”
Good propaganda?
One problem for the EU side is how to react without harming its own journalistic values.Looking at the difference between “news” and “propaganda”, Welch said: “News presents its audience with a straight forward statement of 'facts’, which have nevertheless been chosen and edited. But propaganda packages this information in order to evoke a certain response.”But he said there is nothing wrong with disseminating “propaganda” so long as it “serves a constructive purpose”.Eihenbaums noted that any EU news channel “must be attractive, but with accurate information … it must not be a propaganda organ”.He cited RFE/RFL, a US-funded broadcaster, and the BBC as models because they do both Ukraine-critical and Russia-critical stories.EU reactions aside, Welch added Russian propaganda is less effective today than one year ago.He said Russian leader Vladimir Putin lost credibility by refusing to disown the suspected MH17 perpetrators: “Putin's instincts deserted him - he could have distanced himself by blaming it on 'rogue elements' among the rebels”.He added: “His increasingly oppressive measures at home, together with EU and US sanctions and the fall in oil prices have all led to more open questioning of the Russian message inside Russia”.Latvia’s Eihenbaums agreed.“The best thing we could do would be to take people 10km east of the Latvian border and show them what the economic situation there is really like”.

Prices across the eurozone have fallen for the first time in five years, according to the EU statistics office, raising the prospect of a sustained period of deflation.Consumer prices in the single currency area fell by a greater than expected 0.2 percent in December 2014, the first decline in prices since 2009, Eurostat revealed on Wednesday (7 January). A month earlier inflation was 0.3 percent.Eurostat attributed the deflation to a 6.3 percent fall in energy prices, noting that prices remained unchanged for food, alcohol and tobacco. It added that prices increased 0.6 percent, excluding energy.Oil prices have slumped in recent months falling from $100 a barrel last July to below $50 a barrel for the first time since May 2009 on Wednesday. Prices during December ranged between $60-65 per barrel, making it likely that energy prices will continue to fall in the coming months as they are passed to motorists at the petrol pump.The combination of plunging oil prices and weak demand in the the eurozone economy will pile further pressure on the European Central Bank to expand its intervention to stimulate demand.Prices fall when consumers and businesses delay purchases and consumption, which in turn reduces overall economic activity and can lead to a so-called 'deflationary spiral'.In an interview with German media last week, ECB chief Mario Draghi remarked that falling oil prices and weak consumer demand had increased the risk of negative inflation, commenting that “the risks of not fulfilling our mandate of price stability are in any case higher than they were six months ago”.Under its mandate of maintaining price stability across the eurozone, the ECB is required to keep price increases as close to 2 percent as possible.Draghi added that “concrete measures” were being prepared to establish a programme of government bond buying in the coming weeks.This would see the ECB follow in the footsteps of the US Federal Reserve and the Bank of England, hoping that injecting more cash into the economy will drive up demand and force up prices.New programmes could be announced as soon as January 22nd when the ECB’s governing council holds its next meeting.

UNITED NATIONS (AP) — The prosecutor of the International Criminal Court can immediately start examining allegations of war crimes against Israel if she chooses, the Palestinian U.N. ambassador said Thursday.Riyadh Mansour told a group of reporters that Palestine's formal acceptance of the court's jurisdiction starting June 13, 2014 gives prosecutor Fatou Bensouda a green light to take up the question of alleged war crimes on Palestinian territory without waiting for Palestine to formally become a member of the court on April 1."It is within her discretion that she can do that," Mansour said.Fadi El Abdallah, a spokesman for the ICC in The Hague, Netherlands, confirmed that the prosecutor can now in theory begin a "preliminary examination" of potential cases in the Palestinian territories. Bensouda has not announced any such examination yet.The potential cases could include allegations of war crimes by Israel during last summer's Gaza war where the Palestinians suffered heavy civilian casualties. Israel's settlement construction on occupied Palestinian lands could also be examined.The cases could also include alleged war crimes by Hamas, which controls Gaza, including the firing of hundreds of rockets into Israeli territory."Given past practice we would expect the prosecutor to begin a preliminary examination during which she would decide if she will take the next step and open an actual investigation," said Richard Dicker, director of international justice at Human Rights Watch.The ICC stressed on Monday that accepting its jurisdiction "does not automatically trigger an investigation." As new details are revealed in the investigation of the Islamic State (ISIS) terror cell in Hevron, security officials estimate that hundreds of Hamas terrorists are leaving the "moderate" terrorist group in favor of ISIS to wage war on Israel - and the Palestinian Authority (PA).The leader of the Hevron ISIS cell, Ahmed Wadah Salah Shehada (22), admitted under Israel Security Agency (ISA, or Shin Bet) investigation that he switched from Hamas to ISIS in recent years because it was too "moderate" for him, in that Hamas didn't compel Sharia Islamic law, reports Channel 2.Reportedly the security system assesses that hundreds of other terrorists have made the move to ISIS like Shehada, and are in contact with the terrorist organization through online social media."This cell was just the tip of the iceberg," a security source was quoted as saying. "There are terrorists who are tired of Hamas because it is portrayed as moderate and not aggressive and extremist enough against Israel."He continued "there they see ISIS as an organization that implements the Islamic laws - Sharia. Hamas is under great pressure from this phenomenon which is slowly eating into its power. ISIS is entering into this vacuum."Indeed, ISIS already reportedly has a foothold in Gaza where it took an active part in last summer's terror war against Israel, and where it claimed a bombing attack on the French Cultural Center last October.Already as of last October 30 Arab citizens of Israel had reportedly joined ISIS.

We downloaded from the ISIS site posters and pictures and distributed them to residents."That recruitment also included indoctrination and propaganda through Facebook, he admitted, while noting his cell's goal was to abduct and murder an IDF soldier during the Muslim month of Ramadan."The plan was to take (a soldier's) rifle, to hide his body in a water hole and to take his uniform to conduct a shooting attack against soldiers," said Shehada.He revealed that one night as the three-man cell conducted surveillance runs around Hevron armed with a rope to tie up a soldier, "we saw a soldier who said 'good night' to us, but we went home without abducting him."Speaking about the switch to Hamas, another cell member said "we believe that ISIS is better than Hamas and the Palestinian Authority, who don't do anything for the residents.""We held a few meetings in Hevron, with the goal being to acquire rifles and pipe bombs that we could use against soldiers and Palestinian police stations in Bab el-Alzawiya," he said. The Netherlands is funding a study on how the EU can fight back against Russia’s “information war”, in one of several counter-propaganda initiatives.The Dutch-sponsored study was launched in the New Year by the European Endowment for Democracy (EED), a Brussels-based foundation.Alastair Rabagliati, the EED’s director of operations, told EUobserver: “We’ve launched an initiative, with the support of a Dutch government grant, which will develop a feasibility study with clear recommendations on the way forward for the development of independent Russian language media initiatives”.“It’ll aim to consolidate different free media and enable new actors in the Russian language info-sphere - TV, social media, internet portals - in order to optimise co-operation.”EU sources say the grant is worth about €500,000 and the report is due before a summit of former Soviet and EU states in Riga in May.Poland’s former foreign minister, Radek Sikorski, last spring initially floated the idea of creating an EU-funded, Russian-language TV station.But little happened until the Netherlands stepped in with the EED grant after a passenger plane, flight MH17, was shot down over east Ukraine killing 193 Dutch nationals and 105 other people.Evidence indicates Russia-controlled rebels caused the disaster using a Russia-supplied rocket system.But Russian state media have tried to sow suspicion the Ukrainian air force did it in order to prompt Western intervention in the conflict.The EED study is one of several initiatives.Denmark, Estonia, Lithuania, and the UK are drafting an informal paper on how EU institutions and Nato can co-ordinate “strategic communications”.The Baltic states, which host large Russian-speaking minorities, have begun funding Russian-language broadcasts at home.Meanwhile, Latvia, which currently holds the EU presidency, will try to revive the Sikorksi TV station idea at a meeting of EU foreign ministers in Brussels on 19 January.Its foreign ministry spokesman, Karlis Eihenbaums, told this website that around 15 EU states back the project and that the news broadcasts should be available in Russia if they can get past its “jamming system”.But Riga is trying to play down expectations of a quick result.“I don’t think we can come to an agreement among the 28 [EU leaders] to come up with a new TV station in Russian. Information monopoly
The Russian propaganda campaign is bigger than MH17.Russian state media have mobilised support for the war on Ukraine by demonising Ukrainians as “fascists” and by alleging that last year’s revolution was a US-fabricated “coup” designed to harm Russia.They are also feeding anti-EU and anti-US sentiment in Europe, in part by depicting Russia as a defender of orthodox values against EU promotion of gay rights and multiculturalism.Well-funded Russian broadcasters, such as RT, have hired big names, including former CNN anchor Larry King, and air programmes in English, French, German, and Spanish as well as Russian.Their work is backed up by pseudo-NGOs.Putting the Dutch grant in perspective, the British think-tank, Chatham House estimates the Russian “NGO” component alone is worth $100 million a year.In one example, Russian groups in 2013 circulated leaflets in Ukraine claiming that an EU free trade treaty would force parents to give up children for adoption by gay men.Western media have caught Russian media using fake pictures and fake witness accounts of alleged Ukrainian atrocities.But experts, such as David Welch, say they get away with it in Russia and in Russian-speaking enclaves in Europe because there is no one to contradict them.“What is dangerous is not propaganda but a monopoly of it … understanding the message requires a widening of access to information so that people can shape a well-informed opinion,” the British historian, who set up a centre for propaganda studies at Kent University, told this website.Latvia’s Eihenbaums noted: “When you see these things repeated over and over, they begin to stay in the mind.”“The Russians are smart in the way they mix their message with entertainment, such as soap operas and gameshows with women in short skirts, in order to make it more attractive.”
Good propaganda?
One problem for the EU side is how to react without harming its own journalistic values.Looking at the difference between “news” and “propaganda”, Welch said: “News presents its audience with a straight forward statement of 'facts’, which have nevertheless been chosen and edited. But propaganda packages this information in order to evoke a certain response.”But he said there is nothing wrong with disseminating “propaganda” so long as it “serves a constructive purpose”.Eihenbaums noted that any EU news channel “must be attractive, but with accurate information … it must not be a propaganda organ”.He cited RFE/RFL, a US-funded broadcaster, and the BBC as models because they do both Ukraine-critical and Russia-critical stories.EU reactions aside, Welch added Russian propaganda is less effective today than one year ago.He said Russian leader Vladimir Putin lost credibility by refusing to disown the suspected MH17 perpetrators: “Putin's instincts deserted him - he could have distanced himself by blaming it on 'rogue elements' among the rebels”.He added: “His increasingly oppressive measures at home, together with EU and US sanctions and the fall in oil prices have all led to more open questioning of the Russian message inside Russia”.Latvia’s Eihenbaums agreed.“The best thing we could do would be to take people 10km east of the Latvian border and show them what the economic situation there is really like”.

Prices across the eurozone have fallen for the first time in five years, according to the EU statistics office, raising the prospect of a sustained period of deflation.Consumer prices in the single currency area fell by a greater than expected 0.2 percent in December 2014, the first decline in prices since 2009, Eurostat revealed on Wednesday (7 January). A month earlier inflation was 0.3 percent.Eurostat attributed the deflation to a 6.3 percent fall in energy prices, noting that prices remained unchanged for food, alcohol and tobacco. It added that prices increased 0.6 percent, excluding energy.Oil prices have slumped in recent months falling from $100 a barrel last July to below $50 a barrel for the first time since May 2009 on Wednesday. Prices during December ranged between $60-65 per barrel, making it likely that energy prices will continue to fall in the coming months as they are passed to motorists at the petrol pump.The combination of plunging oil prices and weak demand in the the eurozone economy will pile further pressure on the European Central Bank to expand its intervention to stimulate demand.Prices fall when consumers and businesses delay purchases and consumption, which in turn reduces overall economic activity and can lead to a so-called 'deflationary spiral'.In an interview with German media last week, ECB chief Mario Draghi remarked that falling oil prices and weak consumer demand had increased the risk of negative inflation, commenting that “the risks of not fulfilling our mandate of price stability are in any case higher than they were six months ago”.Under its mandate of maintaining price stability across the eurozone, the ECB is required to keep price increases as close to 2 percent as possible.Draghi added that “concrete measures” were being prepared to establish a programme of government bond buying in the coming weeks.This would see the ECB follow in the footsteps of the US Federal Reserve and the Bank of England, hoping that injecting more cash into the economy will drive up demand and force up prices.New programmes could be announced as soon as January 22nd when the ECB’s governing council holds its next meeting.

Latvia, among the most hawkish states when it comes to dealing with Moscow, has said it would support a roll-back of sanctions if Russia withdraws from eastern Ukraine.With the Russian economy near collapse due to low oil prices and the biting effect of the EU-US sanctions, Moscow is now signalling willingness to seek a solution with the EU, Latvian foreign minister Edgar Rinkecis said Wednesday (7 January) in Riga."Due to the economic situation, there is a kind of opening we can use. Depending on progress, we will see in March if we can roll back some of the sanctions," said Rinkecis, whose country has just assumed the six-month EU presidency."The conditions are clear: No Russian soldiers in eastern Ukraine, a full implementation of the Minsk agreement, including provisions on autonomy and Russian language," he said.But if the situation deteriorates "we should use the sanctions instrument further", he added.He confirmed there are talks among the foreign ministers of Ukraine, Russia, Germany and France to organise a meeting for their leaders later this month in Astana, Kazakhstan.However, French president Francois Hollande and German chancellor Angela Merkel have indicated they will go only if there is something concrete to be agreed.Latvian prime minister Laimdota Straujuma in a separate briefing said that "sanctions are a correct step" after Russia's annexation of Crimea and continued fighting in eastern Ukraine."But if there is progress, if there is implementation of the Minsk agreement, then we can discuss reviewing the sanctions," Straujuma said.The prime minister, who took office a year ago, noted: "I would by lying if i said I was not worried last year, we were all extremely anxious about the annexation of Crimea."Latvia, as well as the other two Baltic states Estonia and Lithuania, was annexed by the Soviet Union in 1940 and 1945 and gained its independence in 1990.Straujuma said the idea that Latvia could return to Russia is "unacceptable"."I am delighted about the wise decision of my country and other Baltic states to join the EU and Nato. Nato is the guarantee of our security. I have discussed this with [German Chancellor] Merkel and US vice-president Biden and there is a unanimous agreement that Article 5 of Nato [defending militarily a Nato member under attack] will work."Referring to the 26 percent of the Latvian population that is ethnically Russian, the prime minister said the "situation is peaceful and stable"."I have met with local municipality leaders who are Russian, in the east of Latvia, and they did not voice any worries that there could be any anti-government or anti-Latvian movement there," Straujuma said.She said her government conducted a survey among the Russian minority to see what their biggest concerns are and they were similar to the rest of the population - healthcare and social issues. Language and citizenship issues ranked only 10-12 on the priority list.

For his part, defence minister Raimonds Vejonis noted that the air raids by Russian fighter jets - which multiplied at the end of last year - have so far not resumed."They are still in Christmas break mode," Vejonis said.In the nine years before 2014, there were 50 cases of Russian jets flying close to the Latvian airspace. It is the 69-year-old French priest Father Joël Mercier, who up until now has been an official in the Congregation for Bishops. Father Mecier, who will be ordained bishop, replaces the Spanish Celso Morga Iruzubieta, who was appointed coadjutor archbishop of Mérida-Badajoz.Mercier was born in 1945 near Angers, in the French department of Maine-et-Loire. From 1987 to 2001, Father Mercier was the Bishop Jean Pierre Marie Orchampt’s private secretary. From the eighties, he taught at the theological faculty in Angers and in 1999 he was appointed chancellor for the dioceses.In January 2001, he arrived in Rome, at the Congregation for Bishops, and in September 2007, he became part of the team of educators in the Pontifical French Seminary, which is in via Santa Chiara, at the heart of Rome, and where seminarists from around 20 French dioceses study, as well as young priests who attend the Pontifical Universities.With this appointment, Francis chooses a curial priest who has worked for long away from the spotlight, within one of the most important Roman Congregations. LONDON (Reuters) - Al Qaeda militants in Syria are plotting attacks to inflict mass casualties in the West, possibly against transport systems or "iconic targets", the head of Britain's MI5 Security Service said on Thursday.Speaking after gunmen killed 12 people in an assault on a French satirical newspaper, MI5 boss Andrew Parker warned a strike on the United Kingdom was highly likely."A group of core al Qaeda terrorists in Syria is planning mass casualty attacks against the West," Director General Parker said in a rare public speech at MI5 headquarters in London. His last public speech was in October 2013.In the speech, planned before the killings in Paris, Parker said seasoned al Qaeda militants in Syria aimed to "cause large-scale loss of life, often by attacking transport systems or iconic targets" in the West.Al Qaeda killed nearly 3,000 people by attacking the United States with hijacked passenger planes on September 11, 2001.
