FREETOWN (Reuters) - Sierra Leone recorded 121 deaths from Ebola and scores of new infections in one of the single deadliest days since the disease appeared in the West African country more than four months ago, government health statistics showed on Sunday.The figures, which covered the period through Saturday, put the total number of deaths at 678, up from 557 the day before. The daily statistics compiled by Sierra Leone's Emergency Operations Centre also showed 81 new cases of the hemorrhagic fever.Ebola was first reported in Guinea in March and has since spread to neighboring Liberia and Sierra Leone in what has become the worst epidemic of the disease since Ebola was identified in 1976.Smaller outbreaks in Nigeria and Senegal were brought under control. The United States last week confirmed its first Ebola case, a Liberian national who had traveled to Texas.The overall death toll from the epidemic reached 3,439 out of a total of 7,492 cases in West Africa and the United States as of Oct. 1, the World Health Organization said last week. The U.N. agency's statistics varied from those compiled by Sierra Leone.After an initial slow response, international assistance and supplies are now pouring into West Africa.The United States is deploying around 4,000 military personnel to the region to support efforts to combat the outbreak in Liberia, the country worst hit by the disease.Britain and China have sent personnel to Sierra Leone. vatican city-The Extraordinary Synod on the Family which opens next Monday (5-19 October) will end with a “concluding document”, a Relatio Synodi which will be voted on by the Synod Fathers. The document will be sent to the Pope and to Bishops’ Conferences across the world, along with a “short questionnaire”. It is being sent ahead of next year’s Ordinary Synod. The news was announced today by the Synod Secretary, Cardinal Lorenzo Baldisseri, at a press conference in the Vatican. The Tuscan cardinal said he hoped the Synod discussions would be “free”, “peaceful” and “honest”.“The “Relatio Post Disceptationem” produced at the end of the first week will form the basis for the work that will follow in the second week in the “circuli minores” and which the Synod Fathers will examine before the concluding “Relatio Synodi” document is published. This final document will be sent to the Holy Father,” the Tuscan cardinal said. The “Relatio Synodi” differs from the concluding messages usually published at the end of every synodal assembly (this time Cardinal Gianfranco Ravasi has been asked to write the message). It replaces the proposals (“propositiones”) the Synod Fathers usually sent the Pope during these assemblies. “There will be no “propositiones”. The document will be published as one single “propositio”,” Baldisseri explained to journalists. Participants will vote on the text on Saturday 18 October in the afternoon. The vote will be a simple “yes” (“placet”) or “no” (“non placet”) vote, Cardinal Baldisseri explained. Even the reports which single work groups (“circoli minores”) will present at the plenary session will be voted on first. The document “will be published at a suitable moment, one or two days after” the vote. The work of the second assembly – the Ordinary Synod on the Family, scheduled for 2015 – will be based on this document. It will be “sent to Bishops’ Conferences” around the world, so that they can formulate a response and examine the content of the working document. The final document produced at the Extraordinary Synod will be supplemented by a short questionnaire given that the family is a vast subject and there are other issues regarding it that have not been touched yet.” As such, no decisions will be taken at the end of the Extraordinary Synod, which ends on 19 October.“We are all aware that fraternal communion grows when there is freedom. Lombardi informed that each of these will be “along and detailed summary of all the addresses given in the morning and afternoon sessions, both prepared and spontaneous speeches.” However, the Vatican will not be publishing all the speeches because these are very long and the aim this year – compared to previous years – is to make the whole process simpler. “All the names of those who spoke and the issues covered” will be mentioned in the Bulletin. The Pope, clad in green vestments, concelebrated the mass with 230 Synod members: cardinals, patriarchs, archbishops, bishops and priests. BRUSSELS - After the first week of EU commissioner auditions, 21 of the 27 have been grilled by MEPs, leaving five struggling - but how the new college will really function is only set to be revealed next week.Packing in five three-hour-long hearings a day, the European Parliament put the team of commission president Jean-Claude Juncker through its paces, probing for weak policy knowledge and sounding out European commitment.Most of the commissioners made it through, including those with some major portfolios, such as Cecilia Malmstrom (trade), Margrethe Verstager (competition) and Elzbieta Bienkowska (internal market).But five have still not being given the green-light amid political wrangling between the two biggest groups in the European Parliament.Spain's Miguel Canete (energy and climate) is having his financial declaration scrutinised further; the UK's Jonathan Hill will go through another hearing to flesh out the answers he gave on financial services; while the commissioners from Hungary, the Czech Republic, and France have all been given extra written questions.Of the entire week, Canete and Frenchman Pierre Moscovici's (economc affairs) hearings were the rowdiest.The Spaniard was repeatedly asked by left-wing deputies about family ties to oil companies, while the French politician was asked over and again about his country's failure to fall into line with EU budget rules.The centre-right EPP has indicated that if Canete is toppled then its members will seek to get the centre-left Moscovici ditched leaving a political stand-off between the two sides.By contrast several of the would-be commissioners sailed relatively easily through their hearings, including Denmark's Vestager, Belgium's Marianne Thyssen (employment) and farm commissioner Phil Hogan (Ireland).But while the hearings threw up some interesting personal details (Moscovici's Polish-Romanian heritage, Malmstrom's student-exchange past, Vestager's love of chocolate, Lord Hill's fondness for author Joseph Conrad, and the Czech Vera Jourova's jail time), they did little to illuminate how the new two-tier commission envisaged by Juncker will work.Under the proposed system, the seven vice-presidents in the team have more powers than their colleagues, having the final say on any laws that should be proposed by the EU.They are in charge of thematic areas, so that Finland's Jyrki Katainen, in charge of jobs and growth, will be overseeing Moscovici, on economic affairs. The Frenchman will also have someone else looking over his shoulder in the shape of Latvia's Valdis Dombrovskis, vice-president for the euro.
'Super-commissioners'
But while Juncker has indicated he sees commissioners as subordinate to vice-presidents, the 'ordinary' commissioners are less inclined to think this way."There is no 'super-commissioner', no 'second tier' of commissioners. We are all equal, a team formed to pull in the same direction," said Moscovici during his hearing.Employment commissioner Marianne Thyssen also said the commissioners will work as a "team" and none will have a veto.Even Kristalina Georgieva, who will be a vice-president in charge of the EU budget, was not very clear on the hierarchy during her hearing. Asked on how it should function, she said: "We are to respect each other's mandates".Next week, beginning Monday, the remaining six vice-presidents will have their turn before MEPs.Deputies are expected to focus on teasing out how the system will work in practice. Of particular interest will be the hearing of Frans Timmermans, who is 'first' vice president (in charge of institutional relations and cutting red tape) and is supposed to Juncker's right-hand man.Timmermans will, in an unprecedented move, face all the political groups on Tuesday, the last official day of the hearings, as his roaming role touches all departments in the commission.While the details remain unclear, the UK's Lord Hill gave one of the most pragmatic answers on how it is likely to function."A lot will depend on the personal relations that exist between people", he said.

BRUSSELS - France's Pierre Moscovici is to answer in writing about how he will make sure countries, including his own, will implement the EU's deficit-and-debt rules.MEPs in the economics committee were working on nine supplementary questions on Friday (3 October), after a stormy hearing with Moscovici the previous day.The draft questions, seen by EUobserver, revolve around his commitment to the Stability and Growth Pact which sets a three-percent threshold for the public deficit and a 60 percent of GDP limit on public debt. Most EU countries are well beyond both thresholds.But France is of particular concern, as it has asked for extension after extension to meet the deficit target, the latest being just on the eve of Moscovici's hearing.As they did in the hearing, MEPs press Moscovici again on his perceived failure to comply with these rules during his time as a finance minister in France in the past two years.With France constantly pushing for "flexibility" in applying the Stability and Growth Pact when a country is in distress, MEPs ask him to "clarify the concept of flexibility in the Stability and Growth Pact and its different forms of possible application."They also want to know his interpretation of what "exceptional circumstances" and "severe economic downturn" mean when applying this flexibility.They refer to France, indirectly, and its poor track record in sticking to deadlines."What action should apply to member states whose budget deficit is constantly above 3% of GDP and which have already been granted an extension of the deadline to bringing down the deficit to Maastricht levels? Under which circumstances would you argue for granting more time or for applying sanctions?"Italy, at a whopping 132 percent of GDP in public debt, is also alluded to."What action will you apply to a member state whose public debt is constantly above 60% of GDP and increasing? FREETOWN (Reuters) - Sierra Leone recorded 121 deaths from Ebola and scores of new infections in one of the single deadliest days since the disease appeared in the West African country more than four months ago, government health statistics showed on Sunday.The figures, which covered the period through Saturday, put the total number of deaths at 678, up from 557 the day before. The daily statistics compiled by Sierra Leone's Emergency Operations Centre also showed 81 new cases of the hemorrhagic fever.Ebola was first reported in Guinea in March and has since spread to neighboring Liberia and Sierra Leone in what has become the worst epidemic of the disease since Ebola was identified in 1976.Smaller outbreaks in Nigeria and Senegal were brought under control. The United States last week confirmed its first Ebola case, a Liberian national who had traveled to Texas.The overall death toll from the epidemic reached 3,439 out of a total of 7,492 cases in West Africa and the United States as of Oct. 1, the World Health Organization said last week. The U.N. agency's statistics varied from those compiled by Sierra Leone.After an initial slow response, international assistance and supplies are now pouring into West Africa.The United States is deploying around 4,000 military personnel to the region to support efforts to combat the outbreak in Liberia, the country worst hit by the disease.Britain and China have sent personnel to Sierra Leone. DALLAS (Reuters) - The first person to develop Ebola in the United States was struggling to survive at a Dallas hospital on Sunday after his condition worsened to critical, the director of the U.S. Centers for Disease Control said.Thomas Eric Duncan became ill after arriving in Dallas from Liberia two weeks ago - heightening concerns that the worst Ebola epidemic on record could spread from West Africa, where it began in March and has killed more than 3,400 people."The man in Dallas, who is fighting for his life, is the only patient to develop Ebola in the United States," CDC Director Dr. Thomas Frieden said on CNN's "State of the Union."Duncan's case has highlighted problems that American public health officials are trying furiously to address: The Dallas hospital that admitted him initially did not recognize the deadly disease and sent him home, only for him to return two days later in an ambulance."The issue of the missed diagnosis initially is concerning," Frieden said, adding that public health officials had redoubled their efforts to raise awareness of the disease."We're seeing more people calling us, considering the possibility of Ebola - that's what we want to see," he said on CNN. "We don't want people not to be diagnosed."Frieden said he was confident the disease would not spread widely within the United States. The document will be sent to the Pope and to Bishops’ Conferences across the world, along with a “short questionnaire”. It is being sent ahead of next year’s Ordinary Synod. The news was announced today by the Synod Secretary, Cardinal Lorenzo Baldisseri, at a press conference in the Vatican. The Tuscan cardinal said he hoped the Synod discussions would be “free”, “peaceful” and “honest”.“The “Relatio Post Disceptationem” produced at the end of the first week will form the basis for the work that will follow in the second week in the “circuli minores” and which the Synod Fathers will examine before the concluding “Relatio Synodi” document is published. This final document will be sent to the Holy Father,” the Tuscan cardinal said. The “Relatio Synodi” differs from the concluding messages usually published at the end of every synodal assembly (this time Cardinal Gianfranco Ravasi has been asked to write the message). It replaces the proposals (“propositiones”) the Synod Fathers usually sent the Pope during these assemblies. “There will be no “propositiones”. The document will be published as one single “propositio”,” Baldisseri explained to journalists. Participants will vote on the text on Saturday 18 October in the afternoon. The vote will be a simple “yes” (“placet”) or “no” (“non placet”) vote, Cardinal Baldisseri explained. Even the reports which single work groups (“circoli minores”) will present at the plenary session will be voted on first. The document “will be published at a suitable moment, one or two days after” the vote. The work of the second assembly – the Ordinary Synod on the Family, scheduled for 2015 – will be based on this document. It will be “sent to Bishops’ Conferences” around the world, so that they can formulate a response and examine the content of the working document. The final document produced at the Extraordinary Synod will be supplemented by a short questionnaire given that the family is a vast subject and there are other issues regarding it that have not been touched yet.” As such, no decisions will be taken at the end of the Extraordinary Synod, which ends on 19 October.“We are all aware that fraternal communion grows when there is freedom. This allows for a richer debate and facilitates pastoral choices that are more relevant to today’s families. It is crucial for us to express ourselves in a clear and courageous manner,” Baldisseri stressed. “The quality of human being comes to light when they make their opinions heard, giving them responsibility before God and other people. Participants will engage in a peaceful and honest debate. They are called not to force their own opinions alone, but to try to search for the truth together.” The Pope, who will be “present throughout the discussions, wants to open a door that has so far remained shut,” Baldisseri said. “We are at the start of the Synod and the Holy Father has encouraged participants to speak freely,” the cardinal said in response to a question put to him by the press, about whether it was likely Church would allow communion for remarried divorcees in two weeks’ time. “Conclusions will be made at the end of the Synod. I am aware that people have a lot of expectations but they will have to wait,” the cardinal added. The interviews and books the cardinals have published on this subject are just “contributions”, the Synod’s Secretary said.Regarding the coverage of the event, Baldisseri and the Vatican’s spokesman, Fr. Federico Lombardi, said that updates on what is said during press conferences and briefings will be posted on twitter and there will be a website especially dedicated to the meeting.” A part from the daily bulletin texts, audio and video interviews with the Synod Fathers will also be made available,” Fr. Lombardi said. The first week’s briefings will focus on the addresses made in the meeting room, while the second week’s briefings will concentrate on the work done in the smaller groups. During the second week, meetings will be help with Synod Fathers who “will respond to journalists’ questions, together, in different languages or they will be split into language groups.” As far as the single briefings are concerned, Fr. Lombardi informed that each of these will be “along and detailed summary of all the addresses given in the morning and afternoon sessions, both prepared and spontaneous speeches.” However, the Vatican will not be publishing all the speeches because these are very long and the aim this year – compared to previous years – is to make the whole process simpler. “All the names of those who spoke and the issues covered” will be mentioned in the Bulletin. It will not, however, specify who spoke about each single topic. “During the meetings, the Synod Fathers will be able to alter the content of their prepared speeches which were handed out in previous Synods,” Cardinal Baldisseri said, answering journalists’ questions regarding the need for a greater transparency in communication.

The special secretary is Archbishop Bruno Forte and the expert couple in question is the former President of Azione Cattolica (Catholic Action), Franco Miano and his wife, Giuseppina De Simone. Both of them are professors of Moral Philosophy at the University of Tor Vergata and the Theological Faculty of Southern Italy in Naples, respectively.This is the first time that a great majority of the lay participants attending the Synod are married couples. It is also an important first given the matter in hand.During the opening mass for the Synod of Bishops, Pope Francis illustrated his message with the image of the “Lord’s vineyard”. BRUSSELS - After the first week of EU commissioner auditions, 21 of the 27 have been grilled by MEPs, leaving five struggling - but how the new college will really function is only set to be revealed next week.Packing in five three-hour-long hearings a day, the European Parliament put the team of commission president Jean-Claude Juncker through its paces, probing for weak policy knowledge and sounding out European commitment.Most of the commissioners made it through, including those with some major portfolios, such as Cecilia Malmstrom (trade), Margrethe Verstager (competition) and Elzbieta Bienkowska (internal market).But five have still not being given the green-light amid political wrangling between the two biggest groups in the European Parliament.Spain's Miguel Canete (energy and climate) is having his financial declaration scrutinised further; the UK's Jonathan Hill will go through another hearing to flesh out the answers he gave on financial services; while the commissioners from Hungary, the Czech Republic, and France have all been given extra written questions.Of the entire week, Canete and Frenchman Pierre Moscovici's (economc affairs) hearings were the rowdiest.The Spaniard was repeatedly asked by left-wing deputies about family ties to oil companies, while the French politician was asked over and again about his country's failure to fall into line with EU budget rules.The centre-right EPP has indicated that if Canete is toppled then its members will seek to get the centre-left Moscovici ditched leaving a political stand-off between the two sides.By contrast several of the would-be commissioners sailed relatively easily through their hearings, including Denmark's Vestager, Belgium's Marianne Thyssen (employment) and farm commissioner Phil Hogan (Ireland).But while the hearings threw up some interesting personal details (Moscovici's Polish-Romanian heritage, Malmstrom's student-exchange past, Vestager's love of chocolate, Lord Hill's fondness for author Joseph Conrad, and the Czech Vera Jourova's jail time), they did little to illuminate how the new two-tier commission envisaged by Juncker will work.Under the proposed system, the seven vice-presidents in the team have more powers than their colleagues, having the final say on any laws that should be proposed by the EU.They are in charge of thematic areas, so that Finland's Jyrki Katainen, in charge of jobs and growth, will be overseeing Moscovici, on economic affairs. The Frenchman will also have someone else looking over his shoulder in the shape of Latvia's Valdis Dombrovskis, vice-president for the euro.
'Super-commissioners'
But while Juncker has indicated he sees commissioners as subordinate to vice-presidents, the 'ordinary' commissioners are less inclined to think this way."There is no 'super-commissioner', no 'second tier' of commissioners. We are all equal, a team formed to pull in the same direction," said Moscovici during his hearing.Employment commissioner Marianne Thyssen also said the commissioners will work as a "team" and none will have a veto.Even Kristalina Georgieva, who will be a vice-president in charge of the EU budget, was not very clear on the hierarchy during her hearing. Asked on how it should function, she said: "We are to respect each other's mandates".Next week, beginning Monday, the remaining six vice-presidents will have their turn before MEPs.Deputies are expected to focus on teasing out how the system will work in practice. Of particular interest will be the hearing of Frans Timmermans, who is 'first' vice president (in charge of institutional relations and cutting red tape) and is supposed to Juncker's right-hand man.Timmermans will, in an unprecedented move, face all the political groups on Tuesday, the last official day of the hearings, as his roaming role touches all departments in the commission.While the details remain unclear, the UK's Lord Hill gave one of the most pragmatic answers on how it is likely to function."A lot will depend on the personal relations that exist between people", he said.

BRUSSELS - France's Pierre Moscovici is to answer in writing about how he will make sure countries, including his own, will implement the EU's deficit-and-debt rules.MEPs in the economics committee were working on nine supplementary questions on Friday (3 October), after a stormy hearing with Moscovici the previous day.The draft questions, seen by EUobserver, revolve around his commitment to the Stability and Growth Pact which sets a three-percent threshold for the public deficit and a 60 percent of GDP limit on public debt. Most EU countries are well beyond both thresholds.But France is of particular concern, as it has asked for extension after extension to meet the deficit target, the latest being just on the eve of Moscovici's hearing.As they did in the hearing, MEPs press Moscovici again on his perceived failure to comply with these rules during his time as a finance minister in France in the past two years.With France constantly pushing for "flexibility" in applying the Stability and Growth Pact when a country is in distress, MEPs ask him to "clarify the concept of flexibility in the Stability and Growth Pact and its different forms of possible application."They also want to know his interpretation of what "exceptional circumstances" and "severe economic downturn" mean when applying this flexibility.They refer to France, indirectly, and its poor track record in sticking to deadlines."What action should apply to member states whose budget deficit is constantly above 3% of GDP and which have already been granted an extension of the deadline to bringing down the deficit to Maastricht levels? Under which circumstances would you argue for granting more time or for applying sanctions?"Italy, at a whopping 132 percent of GDP in public debt, is also alluded to."What action will you apply to a member state whose public debt is constantly above 60% of GDP and increasing? Under what circumstances would you not recommend to apply sanctions?"Meanwhile, MEPs want to know how Moscovici will make governments implement the commission's economic policy recommendations, given that most of them are ignored even though they are legally binding."How do you think your concrete professional experience can help in changing this trend? What concrete measures will you undertake to increase the implementation rate of country specific recommendations by member states?"After having stated that some of the rules for economic policy co-ordination, known as "six-pack need" simplification, Moscovici is asked to say exactly which rules he meant and how he plans to change them."Could you put such a legislative initiative to the college [of commissioners] or would you need approval or a positive recommendation by the vice-president in charge of the Euro and Social Dialogue [Valdis Dombrovskis]?"MEPs also want to know about plans for the eurozone to have a "single external representation" in international bodies, as mentioned in the EU treaty, and what contingencies there are in case the eurzone slips into deflation.Lastly, they ask Moscovici what his "concrete actions" will be in support of the all-but-dead financial transaction tax and what he plans to do in order to implement a common corporate tax base throughout the EU.The common tax base is designed to limit tax dumping of the sort Apple is doing in Ireland.
