US reportedly starts supplying Syrian rebels with anti-tank weapons-Published time: April 07, 2014 Rebels embattled against the regime of Syrian President Bashar Al-Assad have reportedly come into possession of high-powered anti-tank weaponry, the likes of which may have been supplied by the United States.Images of rebels equipped with heavy arms have begun to circulate in recent days, and at least one news site has claimed that the source responsible is the US government.On Monday, Israel’s Debkafile website reported that two moderate Syrian rebel militias — the Free Syrian Army and the Syrian Revolutionary Front — have been supplied with advanced US weapons, including armor-piercing, optically-guided BGM-71 TOW missiles, thanks to the Pentagon.According to Debkafile’s report, US Gen. Martin Dempsey — the chairman of the Joint Chiefs — asked officials in Israel last week to help get Saudi Arabian fighter jets stationed at the kingdom’s Faisal Air Base at Tabuk near Jordan positioned in a manner that would provide air cover as American forces moved the weapons into southern Syria. The Pentagon says the last of its defense contractors left Iraq in December, just weeks before portions of the increasingly violent country were conquered by al-Qaeda. There's a catch, however: While the number of Iraq contractors on U.S. payrolls has plummeted, some of those same individuals are still there, working directly for the Iraqi government.The change is part of the United States' evolving relationship with Baghdad. The last Defense Department contract with Iraq was transferred to Prime Minister Nouri al-Maliki's administration in December, said Navy Cmdr. Bill Speaks, a Pentagon spokesman. That leaves the Defense Department's number of contractors in Iraq at 0, down 6,624 in October, according to a quarterly report released at the time. Of those 6,624 contractors, 1,626 were U.S. citizens, 2,807 were civilians of another country, and 2,191 were Iraqi citizens from Iraq, the report said.Work on the last major Defense Department contract in Iraq ended Dec. 15, when the Iraqi government took over a U.S. facility at Umm Qasr Naval Base, Speaks said. The United States built a ship repair facility there for the Iraqi military, and opened it in 2011.The change underscores how the U.S. military continues to disentangle itself from Iraq even as a recent surge in sectarian violence threatens to undo years of hard-won gains. There are now just 250 U.S. troops in Iraq, Speaks said, down from 157,800 at the height of the surge. About half are assigned to the Office of Security Cooperation - Iraq, which oversees the U.S. military's interaction with Iraqi forces. The rest are primarily Marine Corps security guards who work at U.S. diplomatic facilities.One example of a company staying in Iraq despite the change in who pays its bill is Triple Canopy, the behemoth defense firm based in Herndon, VA. It has made a fortune as one of Washington's primary security providers in war zones, and is one of eight companies with a piece of the State Department's five-year, $10.8 billion Worldwide Protective Services contract, which was signed in 2010 and lays out the terms by which contractors provide security to U.S. diplomatic facilities and personnel across the world. But Triple Canopy also had a variety of smaller contracts with the Pentagon for other work in Iraq, and intends to continue working there now."Recently all U.S. government agencies have reduced their reliance on contractors due to budget cuts and have de-scoped contracts across the board, including in Iraq," the company said a statement to Foreign Policy. "Contractors will continue to remain engaged in Iraq in the near future. However, the majority of these personnel will likely be working on commercial extractive and construction projects."The State Department, meanwhile, still has about 5,000 contractors on its books working in Iraq at the embassy in Baghdad and its consulates in Basra and Erbil, a department spokesperson told FP. About 2,000 are U.S. citizens. Both numbers reflect a steep decline from January 2013, when the State Department had 12,500 contractors - including about 4,500 American citizens -- working in Iraq.With virtually no U.S. troops left in Iraq, the remaining contractor force handles a variety of missions that would have once been handled by the military. Dyncorp International, for example, signed a five-year deal with the State Department in 2010 that could be worth up to $894 million to provide a private air force that includes UH-1 utility helicopters and DHC-8 planes. The company provides not only air transportation, but movement of "quick reaction" forces that might be needed in an emergency, medical evacuation operations, route reconnaissance and aerial convoy escort, a State Department official said.Top officials at the U.S. embassy in Baghdad plan to continue reducing staff and facilities as the United States establishes a post-war footing with Iraq, according to a State Department inspector general report released in May. ISLAMABAD (AP) — A suspected U.S. missile strike targeted a militant compound early Thursday in a northwestern tribal district in Pakistan near the Afghan border, killing at least 10 people, Pakistani intelligence officials said.It was the second such strike since Wednesday night, when three militants died in a drone attack in the same area in North Waziristan, marking the resumption of the CIA-led program in Pakistan after a nearly six-month hiatus.Pakistan's northwest, particularly the North Waziristan tribal area that borders Afghanistan, is home to numerous militant groups — both local and al-Qaida-linked foreign groups — who often work together, sharing fighters, money or expertise.Early on Thursday, a pair of American drones dropped three missiles on a militant compound and a vehicle in the town of Ghulam Khan, said two Pakistani intelligence officials, speaking on condition of anonymity because they were not authorized to talk to the media.And on Wednesday night, an American drone fired two missiles at a militant facility in North Waziristan, killing at least three insurgents.The officials said they did not have information on the identities of the 13 killed in the two operations, which marked the first U.S. drone strikes since Christmas. Due to stricter rules on the use of drones, diplomatic sensitivities and the changing nature of the al-Qaida threat, the number of drone strikes had dwindled.The missile strikes came in the wake of a siege by militants on the international airport in Karachi, Pakistan's busiest hub. They picked a retired general to run the town,” said a tribal figure from the town of Alam, north of Tikrit.“'Our final destination will be Baghdad, the decisive battle will be there,' that’s what their leader of the militants group kept repeating," the tribal figure said.Security was stepped up in Baghdad to prevent the Sunni militants from reaching the capital, which is itself divided into Sunni and Shi'ite neighborhoods and saw ferocious sectarian street fighting in 2006-2007 under U.S. occupation.The stunning advance of ISIL, effectively seizing northern Iraq's main population centers in a matter of days, is the biggest threat to Iraq since U.S. troops withdrew in 2011.The administration of President Barack Obama has come under fire for failing to do enough to shore up the government in Baghdad before pulling out its troops.

US reportedly starts supplying Syrian rebels with anti-tank weapons-Published time: April 07, 2014 Rebels embattled against the regime of Syrian President Bashar Al-Assad have reportedly come into possession of high-powered anti-tank weaponry, the likes of which may have been supplied by the United States.Images of rebels equipped with heavy arms have begun to circulate in recent days, and at least one news site has claimed that the source responsible is the US government.On Monday, Israel’s Debkafile website reported that two moderate Syrian rebel militias — the Free Syrian Army and the Syrian Revolutionary Front — have been supplied with advanced US weapons, including armor-piercing, optically-guided BGM-71 TOW missiles, thanks to the Pentagon.According to Debkafile’s report, US Gen. Martin Dempsey — the chairman of the Joint Chiefs — asked officials in Israel last week to help get Saudi Arabian fighter jets stationed at the kingdom’s Faisal Air Base at Tabuk near Jordan positioned in a manner that would provide air cover as American forces moved the weapons into southern Syria. Debkafile attributed the claims to unnamed military sources.Late last month, the Wall Street Journal reported that US President Barack Obama and Saudi Arabia's King Abdullah “appeared to narrow their disagreement on assisting Syrian rebels” amidst a meeting between the two. According to the Journal’s report, Obama administration officials said the meeting ended with the White House agreeing to increase its level of assistance to Syrian rebels.“Senior US officials said their goal is to provide assistance to moderate Syrian rebels not just as a ‘counterweight’ to the Assad regime, but also to extremist elements of the opposition,” Carol Lee and Ellen Knickmeyer wrote for the paper.At the same time, however, the Journal reporters said that the White House made it clear to the Saudis — who reportedly asked for America’s assistance — that Washington was not comfortable supplying certain weapons, including hand-held anti-aircraft missile launchers known as manpads, due to the “proliferation risk” involved with introducing those types of arms into the heart of Syria. The Pentagon says the last of its defense contractors left Iraq in December, just weeks before portions of the increasingly violent country were conquered by al-Qaeda. There's a catch, however: While the number of Iraq contractors on U.S. payrolls has plummeted, some of those same individuals are still there, working directly for the Iraqi government.The change is part of the United States' evolving relationship with Baghdad. The last Defense Department contract with Iraq was transferred to Prime Minister Nouri al-Maliki's administration in December, said Navy Cmdr. Bill Speaks, a Pentagon spokesman. That leaves the Defense Department's number of contractors in Iraq at 0, down 6,624 in October, according to a quarterly report released at the time. Of those 6,624 contractors, 1,626 were U.S. citizens, 2,807 were civilians of another country, and 2,191 were Iraqi citizens from Iraq, the report said.Work on the last major Defense Department contract in Iraq ended Dec. 15, when the Iraqi government took over a U.S. facility at Umm Qasr Naval Base, Speaks said. The United States built a ship repair facility there for the Iraqi military, and opened it in 2011.The change underscores how the U.S. military continues to disentangle itself from Iraq even as a recent surge in sectarian violence threatens to undo years of hard-won gains. There are now just 250 U.S. troops in Iraq, Speaks said, down from 157,800 at the height of the surge. About half are assigned to the Office of Security Cooperation - Iraq, which oversees the U.S. military's interaction with Iraqi forces. The rest are primarily Marine Corps security guards who work at U.S. diplomatic facilities.One example of a company staying in Iraq despite the change in who pays its bill is Triple Canopy, the behemoth defense firm based in Herndon, VA. It has made a fortune as one of Washington's primary security providers in war zones, and is one of eight companies with a piece of the State Department's five-year, $10.8 billion Worldwide Protective Services contract, which was signed in 2010 and lays out the terms by which contractors provide security to U.S. diplomatic facilities and personnel across the world. But Triple Canopy also had a variety of smaller contracts with the Pentagon for other work in Iraq, and intends to continue working there now."Recently all U.S. government agencies have reduced their reliance on contractors due to budget cuts and have de-scoped contracts across the board, including in Iraq," the company said a statement to Foreign Policy. "Contractors will continue to remain engaged in Iraq in the near future. However, the majority of these personnel will likely be working on commercial extractive and construction projects."The State Department, meanwhile, still has about 5,000 contractors on its books working in Iraq at the embassy in Baghdad and its consulates in Basra and Erbil, a department spokesperson told FP. About 2,000 are U.S. citizens. Both numbers reflect a steep decline from January 2013, when the State Department had 12,500 contractors - including about 4,500 American citizens -- working in Iraq.With virtually no U.S. troops left in Iraq, the remaining contractor force handles a variety of missions that would have once been handled by the military. Dyncorp International, for example, signed a five-year deal with the State Department in 2010 that could be worth up to $894 million to provide a private air force that includes UH-1 utility helicopters and DHC-8 planes. The company provides not only air transportation, but movement of "quick reaction" forces that might be needed in an emergency, medical evacuation operations, route reconnaissance and aerial convoy escort, a State Department official said.Top officials at the U.S. embassy in Baghdad plan to continue reducing staff and facilities as the United States establishes a post-war footing with Iraq, according to a State Department inspector general report released in May. The department spent $698 million on security in 2012 -- more than it did on any other mission, the report said.The current numbers, even with reductions, illustrate the continued problems that go with raising a separate contractor force to provide security, rather than using the U.S. military, former U.S. Rep. Christopher Shays, R-CT, told FP. He was co-chairman of the Independent Commission on Wartime Contracting, which was established by Congress and determined that at least $31 billion in U.S. funding had been wasted due to poor oversight, fraud, waste, and abuse."When the military had to leave, it made us even more dependent on contractors for security," said Shays, now a distinguished fellow at the University of New Haven in Connecticut. "The one thing that's a given: We can't go to war without contractors and we can't go to peace without contractors."

ISLAMABAD (AP) — A suspected U.S. missile strike targeted a militant compound early Thursday in a northwestern tribal district in Pakistan near the Afghan border, killing at least 10 people, Pakistani intelligence officials said.It was the second such strike since Wednesday night, when three militants died in a drone attack in the same area in North Waziristan, marking the resumption of the CIA-led program in Pakistan after a nearly six-month hiatus.Pakistan's northwest, particularly the North Waziristan tribal area that borders Afghanistan, is home to numerous militant groups — both local and al-Qaida-linked foreign groups — who often work together, sharing fighters, money or expertise.Early on Thursday, a pair of American drones dropped three missiles on a militant compound and a vehicle in the town of Ghulam Khan, said two Pakistani intelligence officials, speaking on condition of anonymity because they were not authorized to talk to the media.And on Wednesday night, an American drone fired two missiles at a militant facility in North Waziristan, killing at least three insurgents.The officials said they did not have information on the identities of the 13 killed in the two operations, which marked the first U.S. drone strikes since Christmas. Due to stricter rules on the use of drones, diplomatic sensitivities and the changing nature of the al-Qaida threat, the number of drone strikes had dwindled.The missile strikes came in the wake of a siege by militants on the international airport in Karachi, Pakistan's busiest hub. The stunning five-hour attack ended with 36 people dead, including the 10 attackers.The Pakistani Taliban, who have been fighting to overthrow the government and install their harsh brand of Islamic Shariah, killing thousands of people in the campaign, initially claimed responsibility for the attack on Karachi's Jinnah International Airport.Officials reported that some of the attackers in the airport siege had looked like foreigners. An Uzbek militant group, the Islamic Movement of Uzbekistan, also based in North Waziristan, later said it also played a role in the attack.The statement was a disturbing sign of increased cooperation between militant groups in Pakistan. A Taliban spokesman, Shahidullah Shahid, said Wednesday that the Taliban had worked with the Uzbek group but did not give any details.The airport attack shocked the country. On Tuesday, gunmen attacked a police training facility near the airport. No one was wounded in that incident, and the estimated two to three gunmen managed to escape but it compounded the sense that Pakistan is struggling to deal with its stubborn militancy problem.The IMU was formed in 1991 with an original goal to set up an Islamic state in the central Asian country of Uzbekistan. But it later broadened its ambitions to seeking an Islamic state across Central Asia. The U.S. State Department designated it as a foreign terrorist organization in 2000.The Pakistani government of Prime Minister Nawaz Sharif has tried to negotiate a peace deal with the Taliban ever since he took office last summer but those talks have so far yielded no results.

Iraq Kurds seize Kirkuk; Sunni militants surge toward Baghdad

BAGHDAD/ARBIL Iraq (Reuters) - Iraqi Kurds seized control of the northern oil city of Kirkuk on Thursday, while surging Sunni Islamist rebels advanced towards Baghdad, as the central government's army abandoned its posts in a rapid collapse that has lost it control of the north.Peshmerga fighters, the security forces of Iraq's autonomous Kurdish north, swept into Kirkuk after the army abandoned its posts there, a peshmerga spokesman said."The whole of Kirkuk has fallen into the hands of peshmerga," said Jabbar Yawar. "No Iraqi army remains in Kirkuk now."Kurds have long dreamed of taking Kirkuk, a city with huge oil reserves just outside their autonomous region, which they regard as their historical capital. The swift move by their highly organized security forces demonstrates how this week's sudden advance by fighters of the Al Qaeda offshoot Islamic State of Iraq and the Levant (ISIL) has redrawn Iraq's map.Since Tuesday, black clad ISIL fighters have seized Iraq's second biggest city Mosul and Tikrit, hometown of former dictator Saddam Hussein, as well as other towns and cities north of Baghdad. They continued their lightning advance on Thursday, moving into towns just an hour's drive from the capital.The army of the Shi'ite-led government in Baghdad has essentially fled in the face of the onslaught, abandoning buildings and weapons to the fighters who aim to create a strict Sunni Caliphate on both sides of the Iraq-Syria frontier.Security and police sources said militants now controlled parts of the small town of Udhaim, 90 km (60 miles) north of Baghdad, after most of the army troops left their positions and withdrew towards the nearby town of Khalis.“We are waiting for supporting troops and we are determined not to let them take control. We are afraid that terrorists are seeking to cut the main highway that links Baghdad to the north," said a police officer in Udhaim.In Tikrit, militants have set up military councils to run the towns they captured, residents said.“They came in hundreds to my town and said they are not here for blood or revenge but they seek reforms and to impose justice. They picked a retired general to run the town,” said a tribal figure from the town of Alam, north of Tikrit.“'Our final destination will be Baghdad, the decisive battle will be there,' that’s what their leader of the militants group kept repeating," the tribal figure said.Security was stepped up in Baghdad to prevent the Sunni militants from reaching the capital, which is itself divided into Sunni and Shi'ite neighborhoods and saw ferocious sectarian street fighting in 2006-2007 under U.S. occupation.The stunning advance of ISIL, effectively seizing northern Iraq's main population centers in a matter of days, is the biggest threat to Iraq since U.S. troops withdrew in 2011.The administration of President Barack Obama has come under fire for failing to do enough to shore up the government in Baghdad before pulling out its troops.

The million-strong Iraqi army, trained by the United States at a cost of nearly $25 billion, suffers from low morale. Its effectiveness is hurt by the view in Sunni areas that it represents the hostile interests of the Shi'ite-led government.In Washington, an Obama administration official said the government of Iraqi Prime Minister Nuri al-Maliki had in the past sought U.S. air strikes against ISIL positions. The White House suggested such strikes were not being considered and said Washington's main focus now is on building up government forces.Iraq's parliament is due to hold an extraordinary session on Thursday to vote on declaring a state of emergency which should expand the powers of Shi’ite Prime Minister Nuri al-Maliki.About 500,000 Iraqis have fled Mosul, home to 2 million people, and the surrounding province, many seeking safety in autonomous Kurdistan, a region that has prospered while patrolled by the powerful peshmerga, avoiding the violence that has plagued the rest of Iraq since the U.S. invasion in 2003.The Kurdish capture of Kirkuk instantly overturns the fragile balance of power that has held Iraq together as a state since Saddam's fall.Iraq's Kurds have done well since 2003, running their own affairs while being given a fixed percentage of the country's overall oil revenue. But with full control of Kirkuk - and the vast oil deposits beneath it - they could earn more on their own, eliminating the incentive to remain part of a failing Iraq.Maliki's army already lost control of much of the Euphrates valley west of the capital to ISIL last year, and with the evaporation of the army in the Tigris valley to the north this week, the government could be left in control only of Baghdad and areas south.The surge also potentially leaves the long desert frontier between Iraq and Syria effectively in ISIL hands, advancing its stated goal of erasing the border altogether and creating a single state ruled according to mediaeval Islamic principles.Maliki described the fall of Mosul as a "conspiracy" and said the security forces who had abandoned their posts would be punished. He also said Iraqis were volunteering in several provinces to join army brigades to fight ISIL.In a statement on its Twitter account, ISIL said it had taken Mosul as part of a plan "to conquer the entire state and cleanse it from the apostates", referring to the province of Nineveh of which the city is the capital.Militants were reported to have executed soldiers and policemen after their seizure of some towns.In Mosul, 80 Turkish citizens were being held hostage by ISIL, the foreign ministry in Ankara said, after its consulate there was overrun. Turkey threatened to retaliate if any of the group, which included special forces soldiers, diplomats and children, were harmed.Ambassadors of the NATO defense alliance held an emergency meeting in Brussels at Turkey's request and Prime Minister Tayyip Erdogan held talks with U.S. Vice President Joe Biden about the developments. ISIL, led by Abu Bakr al-Baghdadi, broke with al Qaeda's international leader, Osama bin Laden's former lieutenant Ayman al-Zawahri, and has clashed with al Qaeda fighters in Syria.In Iraq, it has carried out endless bombings against Shi'ite civilians, killing hundreds a month.
