Russia can turn U.S. to radioactive ash: Kremlin-backed journalist

MOSCOW (Reuters) - A Kremlin-backed journalist issued a stark warning to the United States about Moscow's nuclear capabilities on Sunday as the White House threatened sanctions over Crimea's referendum on union with Russia."Russia is the only country in the world that is realistically capable of turning the United States into radioactive ash," television presenter Dmitry Kiselyov said on his weekly current affairs show.Behind him was a backdrop of a mushroom cloud following a nuclear blast.Kiselyov was named by President Vladimir Putin in December as the head of a new state news agency whose task will be to portray Russia in the best possible light.His remarks took a propaganda war over events in Ukraine to a new level as tensions rise in the East-West standoff over Crimea, a southern Ukrainian region which is now in Russian forces' hands and voted on Sunday on union with Russia.Russian television showed images of ethnic Russians in Crimea dancing, singing and celebrating the referendum but followed them with accusations that Kiev's new authorities and the West have allowed ultra-nationalists to attack Russian-speakers in eastern Ukraine.Kiev and the West blame the violence in eastern Ukraine on pro-Russian groups and say the Crimea referendum is illegitimate. The United States has warned of imminent sanctions against Moscow.

OUTSPOKEN COMMENTS

Kiselyov is an outspoken defender of Putin and once caused outrage by saying the organs of homosexuals should not be used in transplants.His show portrayed the Ukrainian authorities as unable to maintain law and order. Putin made a similar charge in a telephone conversation with U.S. President Barack Obama on Sunday.Such remarks have caused concern in Kiev that Moscow might send troops to eastern Ukraine, acting on a vote in Russian parliament allowing him to use the armed forces if compatriots are deemed in need of protection in Ukraine.As the crisis escalated, the news in Russia has taken on shades of Soviet-era propaganda, with reporters peppering reports with references to what they say was the cooperation of some Ukrainians with the Nazis in World War Two.There is also now growing menace in some of the reports, as well as echoes of the Cold War.Soviet leader Nikita Khrushchev gifted Crimea to Ukraine in 1954, when Ukraine and Russia were both parts of the Soviet Union.Many people in Crimea hope union with Russia will bring better living conditions and make them citizens of a country capable of asserting itself on the world stage.Others see the referendum as a land grab by the Kremlin as Ukraine's new rulers try to move the country towards the European Union and away from Russia's sway.(Additional reporting by Maria Kiselyova; Writing by Lidia Kelly, Editing by Timothy Heritage)

Washington (AFP) - It was an elusive planet that for 200 years appeared to explain Uranus's wobbly orbit. And there was the sister sun theorized to be near our solar system that caused asteroids to swerve toward Earth.There is just one problem: neither "Planet X" nor "Nemesis" ever existed, researchers now say.Or probably not."The outer solar system probably does not contain a large gas giant planet ("Planet X"), or a small, companion star ("Nemesis")," concluded University of Pennsylvania astronomer Kevin Luhman, who directed the study using NASA's Wide-field Infrared Survey Explorer (WISE) telescope.The results were published in the most recent edition of The Astrophysical Journal.Most theories had estimated Planet X to be up to four times the size of Jupiter -- the biggest planet in our solar system.They suggested it would be found some 1,486 billion kilometers (923 billion miles) from the sun, or about 10,000 times farther than the Earth's orbit.But the images gathered by the telescope did not detect any object larger than Jupiter.Luhman doesn't rule out the possibility that a planet is lurking somewhere in the asteroid belt.It would be hard to find if it were closely aligned with a bright star that blinds the telescope or were much smaller than had been theorized.But after this latest survey, Luhman said the odds of finding one are very unlikely: "That is like a one in a hundred chance."

Scientists first imagined the existence of Planet X in 1781, when they discovered Uranus, a gas giant that astonished astronomers with its orbital variations, apparently incompatible with Newton's laws of gravity.Observers concluded that these irregularities could be explained by the existence of another, unknown planet that was exerting its own gravitational force.Attempts to track this mysterious Planet X led to the discovery of Neptune in 1846. But the estimated mass of Neptune couldn't explain the deviations of Uranus's orbit.That led astronomers to continue their search for Planet X -- which, in turn, led to the discovery of Pluto in 1930. But the dwarf planet was also too small to explain Uranus's irregular path around the sun.Finally, in the 1990s, researchers determined that they had slightly overestimated the mass of Neptune, which meant the planet could in fact be the reason for Uranus's orbital behavior.Yet Planet X believers were still not convinced.- Sister sun killed dinosaurs? -The existence of Nemesis, a sun-like star nearby, was first posited in the 1980s. The star, by occasionally coming closer to the sun, interfered with the orbit of comets and asteroids leading them to occasionally hit the Earth.Collisions like these are blamed for the five mass extinctions over the last 540 million years -- the most recent being the dinosaur extinction 65 million years ago."So over the years, there have been different pieces of evidence suggesting there might be something there," Luhman explained to AFP.But the WISE telescope didn't find anything.The hunt for Planet X and Nemesis may have turned up empty, but the study did uncover 3,525 stars and brown dwarfs -- celestial objects whose mass puts them between a star and a large planet -- within 500 light years of the sun."Neighboring star systems that have been hiding in plain sight just jump out in the WISE data," said Ned Wright, a University of California, Los Angeles astronomer who contributed to the study.

Cameron's EU plan to scrap 'ever closer union' and limit migration

BRUSSELS - New mechanisms to limit eastern European migration and prevent benefit tourism are at the centre of a seven point plan laid out by David Cameron to reform Britain's relationship with the EU.Writing in the Daily Telegraph on Sunday (16 March), the British Prime Minister said that the EU's principle of free movement of labour and capital should mean "free movement to take up work, not free benefits". He added that allowing new countries to join the EU should be accompanied by "new mechanisms in place to prevent vast migrations across the continent."He also called for the removal of the phrase referring to “ever closer union”, in the preamble of the EU treaty. "It may appeal to some countries. But it is not right for Britain, and we must ensure we are no longer subject to it," said Cameron.Removing the reference to "ever closer union" is largely symbolic, but would require a change to the treaties.Although critics argue that the phrase demonstrates the EU's latent federalism tendency the sentence refers to "an ever-closer union among the peoples [not the states] of Europe in which decisions are taken as closely as possible to the citizen in accordance with the principle of subsidiarity".Last summer, a review of EU law-making by the Dutch government concluded that “the time of ever closer union in every policy area is behind us”.Meanwhile, in a warning shot to his party's most eurosceptic elements, the UK leader warned that achieving the reforms would take “time and patience, as well as strong relationships with our key allies and goodwill - not shouting from the sidelines”.Cameron also repeated his demand for national parliaments to be able to given more powers to re-write or block unwanted EU legislation.Under the current rules, a legislative proposal from the European Commission can be referred back to the EU executive on the say-so of a third of the national parliament's across the bloc.However, national parliaments have no power to prevent the commission from simply re-tabling the proposal, as happened last year with controversial plans to set up a European Public Prosecutor's office.Cameron, who last January unveiled plans to re-negotiate Britain's EU membership followed by an 'in/out' referendum in 2017, is hoping to use his promise of an EU referendum to persuade voters that his is the only party prepared to reform Britain's EU status.Most voters want to have a say on whether to remain part of the bloc, although opinion polling suggests that the EU is among the most important issues to only a minority of voters.Last week Ed Miliband, who leads the opposition Labour party, ruled out an in/out referendum on EU membership before the end of the decade barring the adoption of a new EU treaty to transfer more power to Brussels.His position is similar to that held by the Liberal Democrat party, which is currently in coalition with Cameron's Conservatives.Cameron's latest salvo comes at the start of a European election campaign at which his party faces being pushed into third place by Nigel Farage's UK independence party at May's European elections.A poll published on Sunday by ComRes based on those describing themselves as 'certain' to vote in May put Ukip on 30 percent, two points of Labour, with the Conservatives languishing on 21 percent.

Countering recent comments by Defense Minister Moshe Ya’alon, President Shimon Peres praised Palestinian Authority President Mahmoud Abbas as a serious peace partner while expressing hope for successful talks Monday.“President Abbas is a man of principle, he is against terror, against violence,” Peres said in a meeting with Congolese human rights activist, UN Humanitarian Award winner Rose Mapendo. “He is a good partner and I’m glad that our government is negotiating with him. WASHINGTON (AP) — President Barack Obama is seeking to ease the jam in elusive Mideast peace talks and keep Palestinian President Mahmoud Abbas from walking away, despite few signs that either Palestinians or Israelis are prepared to budge on key points.Obama's White House meeting with the longtime Palestinian leader Monday marks a renewed foray into a diplomatic minefield that Obama has mostly left up to his secretary of state, John Kerry. While Kerry remains deeply involved, his attention is split among multiple undertakings in the Middle East — not to mention a crisis in Ukraine.With just weeks left before a U.S.-imposed April deadline for completing a framework for peace talks expires, Obama is inserting himself in the process with fresh vigor, hoping that presidential pressure might salvage the talks despite a growing sense of pessimism on both sides. Just two weeks ago, Obama held a similar meeting with Israeli Prime Minister Benjamin Netanyahu in which he urged Israel to make the "tough decisions" needed to move forward.Absent signs of progress, attention has turned to whether the parties might agree to extend the deadline if a formal framework can't be forged in time.Aaron David Miller, a Mideast peace negotiator under presidents of both parties, said both Abbas and Netanyahu have an incentive to stick with the talks — if only to avoid bearing the blame if the effort falters. FULL CONFRONTATION UNLIKELY

Libya has been trying to rebuild its army since Gaddafi's ousting, but analysts say it is not yet a match for battle-hardened militias that fought in the eight-month uprising that toppled the dictator.
While the navy did open fire on a Maltese-flagged tanker trying to approach Es Sider in January, analysts say a full military confrontation with the port rebels would be unlikely.Any bloodshed would complicate efforts to negotiate a settlement with rebel leader Ibrahim Jathran, a former anti-Gaddafi commander who was in charge of protecting oilfields and ports until he turned against the government in the summer.His campaign to seek more rights for Libya's underdeveloped east has won him some sympathy, but many people dismiss him as a tribal warlord with no political vision.Any military conflict might boost his popularity and plans to establish a federalist state sharing power and oil wealth like under King Idris, who was toppled by Gaddafi in a 1969 plot.The government fears federalism might open the door for secession and similar protests by other regions though the rebels say they do not want to break up Libya.Libya's government faces a budget crisis as oil production has fallen to little over 200,000 barrels per day (bpd), from 1.4 million bpd in summer when a wave of protests at oilfields and ports started. North Korea fires 10 short-range missiles: Yonhap-Yahoonews-MAR 17,14

BERLIN (Reuters) - The Cold War is back.

Russia's military seizure of Crimea and preparations for a possible annexation of the southern Ukrainian province have revived fears, calculations and reflexes that had been rusting away since the fall of the Berlin Wall in 1989.Whether the crisis triggered by President Vladimir Putin's attempt to prevent Ukraine, a strategic former Soviet republic, turning to the West, becomes a turning point in international relations like the 2001 Al Qaeda attacks on the United States or the 1962 Cuban missile crisis, is not yet certain. There are still some steps to play out.But policymakers and strategic analysts are thinking through the consequences of a potentially prolonged East-West tug-of-war. And states in the middle such as Germany and Poland are starting to weigh uncomfortable adjustments to their policy.The standoff is already posing tricky questions about the balance between sanctions and diplomacy, setting loyalty tests for allies and raising the risk of spillover to other conflicts and of possible proxy wars."Welcome to Cold War Two," Russian analyst Dmitri Trenin of the Carnegie Foundation for International Peace declared in an article for Foreign Policy magazine." The recent developments have effectively put an end to the interregnum of partnership and cooperation between the West and Russia that generally prevailed in the quarter-century after the Cold War," he said.Trenin is not alone in seeing the struggle for Ukraine as the biggest game-changer in European security since the collapse of the Soviet Union in 1991.While no one imagines the superpowers returning to a hair-trigger nuclear confrontation or a bloc-against-bloc military buildup - for starters, Russia no longer has a bloc - the knock-on implications for other security problems, and for the world economy, are significant. Frozen conflicts in Moldova, Georgia and Azerbaijan, all "near abroad" post-Soviet states, could be reactivated.In Berlin, policymakers worry that Russia could raise the stakes by stopping cooperation with the West over Iran's nuclear program, the civil war in Syria, security in Afghanistan and managing North Korea's unpredictable leader.Any one of those could make life more uncomfortable for the United States and its European and Asian allies by destabilizing the Middle East and southern Asia or raising tension on the Korean peninsula.

"THIS IS THE BIG ONE"

The realization that Germany, Europe's central power, has no special influence with Russia when the geopolitical chips are down, and that Chancellor Angela Merkel has been unable to sway Putin despite their common languages, has concentrated minds.In hindsight, Russia's 2008 military intervention in breakaway regions of Georgia was a dry run. It had less global impact partly because an erratic Georgian leader fired the first shots, but also because it barely changed the status quo."Ukraine is different. It's on the fault line and it's too big," says Constanze Stelzenmueller, senior transatlantic fellow with the German Marshall Fund think-tank, who led a recent major study on Germany's new foreign and security policy."Now we are entering a systemic competition. That's why I think the Cold War analogy is accurate. If you're in Berlin, that's the way it feels. This is the big one."Despite its strong economic interests in Russia, where 6,200 German companies do business, and its dependency on Russian natural gas for 40 percent of supplies, Stelzenmueller expects Germany to "surprise on the upside by being firm".Moscow is only Berlin's 11th trade partner, below Poland. Germany's main trade body said last week a trade conflict between the two would hurt German business but it would be life-threatening for a stagnant Russian economy.As former Hong Kong governor Chris Patten observes, while almost every European household owns goods made in China, few if any have anything produced in Russia, except gas and vodka.Central European economies could be severely disrupted if Moscow played with the gas taps, but stocks are high, winter is over and Russia needs the revenue.

GOING NEUTRAL?

In Cold War One, hawks in the United States and western Europe fretted that then West Germany could turn neutral in its pursuit of detente with the Soviet Union and its east European allies, including communist East Germany.That never happened. Bonn remained firmly anchored in the Western political and military camp. But there were some epic transatlantic battles along the way.They included a 1982 clash with the United States over a German-Soviet gas pipeline deal which the Reagan administration feared would make West Germany dangerously dependent on Moscow.The Germans stood their ground. The pipeline was built and is one reason why Germany remains so hooked on Russian energy.That dispute - just a year after a Moscow-inspired military crackdown in Poland - may have lessons for any new Cold War.A year later, Bonn withstood mass protests and threats from Moscow to deploy U.S. medium-range nuclear missiles on its soil in response to Soviet SS-20 rockets pointed at the West. That led eventually to a negotiated end to the East-West arms race.Then as now, a perceived Russian threat ultimately united Europeans and the United States, despite public misgivings reflected today in opinion polls showing neither Germans nor Americans are keen to get tough with Russia.Then as now, both Moscow and the West turned to China to try to tip the balance. Then as now, U.S. strategists traded charges of appeasement and warmongering as they argued over the right policy mix between containing Russia and taking its interests into account.If Putin moves to annex Crimea, Europeans may soon have to contemplate awkward sacrifices to show their resolve.For France, this could mean suspending a contract to sell helicopter carriers to Russia. For Britain, closing its mansions and bank vaults to magnates close to Putin. For Germany, initiating gradual steps to reduce dependency on Russian gas.It will take Cold War-style determination for any of that to happen. China's Xi assumes new role overseeing military reform

BEIJING (Reuters) - Chinese President Xi Jinping has taken on a new role overseeing a group in charge of deepening military reform, state media said on Saturday, adding to the list of bodies Xi is taking charge of in his rapid consolidation of power.Xi is already head of the military in his role as chairman of the powerful Central Military Commission.The official news agency Xinhua said Xi had chaired the first meeting of the new leading group for deepening reform on national defense and the military, in the first mention of the group by state media.Xi has already taken charge of similar bodies overseeing economic reform and internet security, besides running the new national security commission.During the military meeting, Xi "stressed the country's military reform should be guided by the objective of building a strong army", Xinhua said.Xi's speech, full of turgid communist phrases, gave no specifics of how China will modernize its military."National defense and military reform are an important part and an important symbol of China's overall reform," Xi said.With "being able to combat and win battles" as the focus, Xi said reforms should "target key problems in strengthening combat preparedness and weak links in honing combat effectiveness."The goal is to build an army that "obeys the Party's command, is capable of winning battles and has a sound work style", he added.China this month announced its biggest rise in military spending in three years, a strong signal that it is not about to back away from its growing assertiveness in Asia, especially in disputed waters.The government said it would increase the defense budget by 12.2 percent this year to 808.23 billion yuan ($131.57 billion), as China seeks to develop more high-tech weapons and to beef up coastal and air defenses.The increase follows a nearly unbroken run of double-digit hikes in the Chinese defense budget, second only to the United States in size, for the past two decades.The 2014 defense budget is Xi's first since becoming president last year, and the spending increase appears to reflect his desire to build what he calls a strong, rejuvenated China.Xi also recently urged military leaders to speed efforts to get the country's sole aircraft carrier combat-ready.Aside from the carrier, China is developing a range of high-tech weaponry, from stealth fighters to systems to shoot down satellites.(Reporting by Ben Blanchard; Editing by Clarence Fernandez)

Tibetan 'sets self on fire' to protest China-MAR 17,14-Yahoonews

Beijing (AFP) - A Tibetan monk in southwestern China has set himself on fire to protest against a 2008 crackdown, overseas groups said, adding to a string of self-immolation protests in recent years.Lobsang Palden carried out the act Sunday on "Heroes Street" in Aba county in Sichuan province, said the British-based advocacy organisation Free Tibet and the US outlet Radio Free Asia (RFA).Both said the road is so called because several such incidents have occurred there.Police soon arrived, put out the fire and took Palden away, and his condition was not currently known, both organisations said, adding that security in the area had been tightened.Free Tibet said Palden was in his 20s while RFA said he was 20.RFA also said another monk set himself on fire on Sunday in the northwestern province of Qinghai, citing exiled Tibetans in India.At least 120 Tibetans in China have set themselves alight since 2009, both organisations reported.March 10 is a sensitive day for Tibetans -- who have concentrations in Qinghai and Sichuan as well as Tibet proper -- as it marks the anniversary of their spiritual leader the Dalai Lama fleeing China in 1959 following a failed uprising.In March 2008 deadly riots erupted in the Tibetan capital of Lhasa and spread to other areas.Palden sought to mark the anniversary of a March 16, 2008 crackdown by Aba police who fired into a crowd, killing several people, both sources said.Beijing accuses the Dalai Lama of encouraging self-immolations to further a separatist agenda.The Dalai Lama, a Nobel Peace laureate who lives in India, has described the self-immolations as acts of desperation that he is powerless to stop.Rights groups call the protests a reaction to Beijing's tight control on Tibetans' rights, including exercise of religion.
