Ministers time-wasting on bank union talks, MEPs say

BRUSSELS - MEPs have accused EU finance ministers of delaying tactics in negotiations on a single resolution fund for eurozone banks.

Deputies in Strasbourg voted on Thursday (6 February) by a strong margin to back a parliament negotiating strategy which rejects plans agreed by ministers to set up a common resolution fund to cover the costs of failed banks using an intergovernmental treaty.It would also establish a fully mutualised fund by 2018 - five years faster than the timetable proposed by ministers - and a centralised resolution authority.On Wednesday (5 February) Parliament negotiators held their third round of negotiations with representatives of the Greek presidency, which has been tasked with brokering a deal on behalf of governments. But MEPs say that governments are unwilling to compromise."We've had three trialogues where the Greek presidency has had nothing to add beyond the Council's December position, and there are limits to how long we can go explaining our position," Sharon Bowles, who chairs the Parliament's economic affairs committee, said.
Ministers reached agreement in December on a new authority to deal with bank resolution cases, together with a common fund worth €55 billion paid by the banks themselves to cover the costs.However, in a bid to pacify German government concerns that their taxpayers could be left liable for the bulk of the costs, ministers agreed that the governance and use of the fund should be subject to an intergovernmental treaty.
MEPs, together with European Commission officials, fear that this could lead to an unwieldy decision-making process when decisions on a bank's future will need to be made in hours rather than weeks.For his part, financial services commissioner Michel Barnier wants the fund to be able to access financial markets and have a lender of last resort, such as the eurozone's bailout fund, if it needs additional monies.The commissioner also called on governments to limit the scope of the inter governmental agreement to transfers from the fund, leaving its governance and the calculation of contributions in the hands of EU institutions
Although council officials believe MEPs will be more likely to accept a deal to avoid being blamed for holding up the legislation, the parliament's negotiating team continues to hang tough.(The Parliament vote) "is a signal that the countries must change the deal considerably," said Sven Giegold, who speaks for the Green MEPs on the file. "If they don't do it, then things won't work out.""There is no deadline. If need be, the work can be left unfinished to be picked up by the next parliament," said Bowles in a debate earlier this week. EU elections are in May and the next parliament will begin its legislative work in autumn.

Berlin - Swiss voters will on Sunday (9 February) vote on capping immigration, in a move which could trigger Switzerland's exclusion from the EU single market.An initiative "against mass immigration,” co-sponsored by the populist-conservative Swiss People's Party, is calling for the reintroduction of migrant quotas - a de facto abolition of the freedom of movement enshrined in the EU’s single market accord with Switzerland.If voters say Yes, the Alpine country's entire set of EU relations could be suspended under a guillotine clause which can be triggered if any part of the EU-Swiss agreement is violated.The No-camp is currently polling at 50 percent, while proponents of the move have 43 percent.The referendum target refugees, and economic migrants from poorer EU member states, but will also hit, for instance, well-heeled Germans who reside in Switzerland to pay less tax.Some 300,000 Germans currently live in Swizterland, which has a total population of 8 million."How many Germans can Switzerland take?" the Swiss tabloid, Blick, asked already last year.If the Yes vote succeeds, all newcomers will fall under strictly capped "contingents.”The details would have to be negotiated with the EU in a process that is supposed to take no more than three years.In the worst case scenario, Switzerland's exclusion from the single market could harm its economy, as 55 percent of its exports go to EU countries.But the Swiss People's Party is saying that the UK may exit the EU in 2017, creating new conditions in any EU-Swiss talks.

Bolivia floods kill 38, more heavy rains forecast

LA PAZ (Reuters) - Torrential rain and floods in Bolivia have killed 38 people and left many homeless, said the government on Thursday, as forecasters predicted more heavy rainfall with the north of the Andean country again likely to be the worst affected.The Ministry of Defense said it had flown in food aid and the army was evacuating families from the worst affected regions, such as the Amazonian and cattle-rearing department of Beni, northeast of the capital La Paz.Around 100,000 head of cattle are threatened and some 6,000 hectares of crops have been destroyed, around 0.2 percent of Bolivia's total, the government said.

Weather weary nation asks why such a nasty winter

WASHINGTON (AP) — Cold and snow keep battering the Midwest and East, and even Atlanta was temporarily paralyzed. California has been bone dry. Alaska set heat records.The wild winter somehow became even more wicked Thursday morning when the national average temperature plunged to a brutal 11 degrees — the lowest temperature of a season of extremes.

A weather weary nation asks a simple question: Why?
The answer is the jet stream, the river of air that dictates our weather. Normally the jet stream stays in Canada or the northern U.S., going west to east in a somewhat straight line. But this winter it has plunged south, creating high pressure ridges and low pressure troughs and taking cold polar air south and east and leaving warm, dry weather to the west."We are having an unusual jet stream that's giving us crazy cold weather in the East and the ridiculously resilient ridge as it's called in California," said Weather Underground meteorology director Jeff Masters.
Q: Why is the jet stream doing this?
A: There are three different forces probably at work here, but scientists still need to do more research, said Derek Arndt, of the National Climatic Data Center in Asheville, N.C. One is just the random natural variability of daily weather. Another is a mid-length weather feature called the Pacific Decadal Oscillation — think of it as a cousin of El Nino — that warms the northern Pacific and helps push the jet stream south. And finally, a new and controversial theory is that a warmer Arctic region and shrinking summer sea ice from man-made global warming has shifted jet stream patterns, making it wavier and bringing more unpredictable weather.
Q: Is it unusual for the weather pattern to last this long?
A: It doesn't happen often, but it's not that unusual either, said Bruce Terry, of the National Weather Service's Weather Prediction Center in College Park, Md.
Q: So how cold was Thursday?
A: The national average temperature of 11 degrees is the coldest of this winter and will likely be the coldest of the season, according to calculations by Weather Bell Analytics meteorologist Ryan Maue. It was computed from temperatures at 7 a.m. EST in the Lower 48 states.The lowest was minus 34 in Montana and several areas were minus 20, according to the National Weather Service.
Q: Has this been a record winter?
A: No. Given the unusual heat in the West and the cold in the East, they almost balance each other, Masters and Arndt said. So when the final monthly statistics come out, January in the U.S. won't be near record cold.
"When you compare it to the 20th century, it was still cold, but not dramatically cold," Arndt said.
Q: Was this just a U.S. thing?
A: No. Parts of South America and Australia have had much warmer than normal weather. Parts of Europe have been cold and stormy, others record warm. For much of January, Greenland was 8 degrees warmer than normal.
Q: When will it end?
A: Soon enough. In Northern California, heavy rains are coming. A predicted eastern winter snowstorm this weekend is looking less mighty than it did a few days ago.
