EU warns Israel, Palestinians of the cost of peace failure

For long seen as a "payer not a player" in the region, the European Union has started making clear that its role as Israel's biggest trade partner and the Palestinians' largest donor should not be taken for granted.
"We have made it clear to the parties that there will be a price to pay if these negotiations falter," ambassador Lars Faaborg-Andersen told reporters.U.S. Secretary of State John Kerry is trying to draw up a broad framework deal that would open the way for a final round of detailed discussions to end the generations-old conflict covering all the core elements dividing the two sides.However, despite more than five months of talks, there has been no sign of any imminent breakthrough.The EU has grown especially frustrated by Israel's repeated announcement since the talks started of new Jewish settlement building on land the Palestinians want for their future state."If Israel were to go down the road of continued settlement expansion and were there not to be any result in the current talks, I am afraid that what will transpire is a situation where Israel finds itself increasingly isolated," he said.A major private Dutch pension fund announced earlier this month that it was divesting from five large Israeli banks because of their operations in the settlements, and Norwegian and Swedish funds are considering similar moves.
DONOR FATIGUE
While EU states are not advising firms to cut investments in Israel, officials say companies might act unilaterally to avoid any backlash from clients increasingly disenchanted with continued Israeli occupation of land seized in the 1967 war.Israel's pro-settler economy minister, Naftali Bennett, on Monday made light of the possibility of a boycott on Israel and has suggested that the government should look to bolster ties with emerging markets to offset problems with Europe.Despite Israel's intimate ties with the United States, the European Union is its biggest economic partner, accounting for almost a third of the country's exports and imports. Faaborg-Andersen questioned how quickly Israel could change focus."To think you can shift all your cooperation, trade, everything overnight to India, China and Russia, well I have my doubts," he said.
The 28-nation EU has potentially even more leverage over the Palestinians, providing some 1 billion euros of assistance each year to the cash strapped Palestinian Authority, making it by far the largest donor to the West Bank economy."It has been made very clear to the Palestinians that just sitting around and waiting is not an option," said Faaborg-Andersen, warning that donor fatigue was already setting in.However, the ambassador said Israel also risked losing out if an increasingly frustrated EU decided to cut PA funding."I think it is realized in Israel that this money is key to the stability of the West Bank and in Gaza. Israel plans 261 settler homes deep in West Bank

Jerusalem (AFP) - Israel on Wednesday moved forward with plans for 261 new homes in two settlements located deep in the occupied West Bank, a watchdog said, drawing strong European condemnation.It was the fifth such move in just over two weeks and raised to 2,791 the number of new settler homes announced since the start of the year, threatening to derail faltering US-brokered peace talks with the Palestinians.
Israel's rapid settlement expansion has angered Palestinian negotiators and drawn condemnation from the international community, threatening peace talks that US Secretary of State John Kerry kick-started in July.
EU envoy to Israel Lars Faaborg-Andersen said continued settlement building would isolate the Jewish state, which he warned would be held accountable for a failure of peace talks."If Israel were to go down the road of continued settlement expansion and were there not to be any result from the current talks, I'm afraid that what will transpire is a situation in which Israel will find itself increasingly isolated," Faaborg-Andersen told journalists in Jerusalem."If the talks are wrecked as a result of Israeli settlement announcements, then the blame will be put squarely on Israel's doorstep," he said.
"You are eating away at the cake that you are discussing how to slice up."Israeli Prime Minister Benjamin Netanyahu last week accused the EU of a "hypocritical" attitude toward the Middle East peace process, saying it should be more concerned by Palestinian militancy than Israeli housing construction.The new plans include 256 housing units in the Nofei Prat settlement, between Jerusalem and Jericho, and another five in the sprawling Ariel settlement in the north, the group said."The addition of 256 housing units to the small, isolated settlement of Nofei Prat dramatically changes the settlement, expanding its size and population significantly. In fact, these planned units will nearly triple the size of Nofei Prat," Peace Now said in a statement.Construction would be allowed to start "without further political approval or public awareness," it added."Every day that Kerry isn't in the region, the government announces construction of new settlements," Peace Now spokesman Lior Amihai told AFP.Kerry has visited the region 10 times since March to coax the two sides towards a final peace agreement, but the talks continue to falter ahead of an agreed April deadline.Israel moved ahead on Tuesday with plans for 381 homes for West Bank settlers, prompting Palestinian charges it was more interested in building settlements than reaching a peace agreement.It also pushed ahead with plans for a second visitors' centre at an archaeological site in Silwan, a densely-populated Arab neighbourhood of annexed east Jerusalem, Peace Now said.And on January 6, Israel approved plans for 272 new homes in various West Bank settlements. Four days later, it unveiled plans for more than 1,877 new units, some in east Jerusalem.Israel and the Palestinians embarked on nine months of direct negotiations in late July at the urging of Kerry.But over the past six months, Israel has not slowed its construction on land the Palestinians want for a future state.

Israel hits Gaza as fears rise of new conflict

Syrian peace talks stuck over Assad's future

The dispute over Assad cast a pall over an international conference that aims to map out a transitional government and ultimately a democratic election for the country mired in fighting that has killed more than 130,000 people and displaced millions.While diplomats sparred against a pristine Alpine backdrop, Syrian forces and opposition fighters clashed across a wide area from Aleppo and Idlib in the north to Daraa in the south, activists and state media said.Just hours into the talks in the Swiss city of Montreux, the two sides seemed impossibly far apart. Complicating matters, both Assad's delegates and the Western-backed opposition Syrian National Coalition claimed to speak for the Syrian people.The U.S. and the Syrian opposition opened the conference by saying that Assad lost his legitimacy when he crushed the once-peaceful protest movement against his regime."We really need to deal with reality," said U.S. Secretary of State John Kerry. "There is no way — no way possible in the imagination — that the man who has led the brutal response to his own people could regain the legitimacy to govern. One man and those who have supported him can no longer hold an entire nation and a region hostage."The Syrian response was firm and blunt."There will be no transfer of power and President Bashar Assad is staying," Syrian Information Minister Omran al-Zoubi told reporters after the day's speeches were done.Syrian Foreign Minister Walid al-Moallem said terrorists and foreign meddling had ripped his country apart. He refused to give up the podium despite numerous requests from the U.N. chief."You live in New York. I live in Syria," he angrily told U.N. chief Ban Ki-moon. Pope urges Geneva peace talks to end Syrian conflict

VATICAN CITY (Reuters) - Pope Francis urged participants at peace talks in Switzerland on Wednesday to urgently agree to end the civil war in Syria that has killed over 100,000 people.Syria's government and its enemies must "not spare any efforts to urgently reach a stop to the violence and end to the conflict, which has already caused so much suffering," Francis told pilgrims at his weekly audience in St. Peter's Square.
"I wish for the dear Syrian nation a decisive path towards reconciliation, harmony and reconstruction with the participation of all citizens, where everyone can find in his fellow not an enemy, not an adversary, but a brother to accept and embrace."A delegation of senior prelates from the Vatican is attending the talks mediated by the United Nations. Japan PM Abe urges military restraint in Asia in swipe at China

Sino-Japanese ties, long colored by what Beijing considers Tokyo's failure to atone for its brutal occupation of parts of China before and during World War Two, have deteriorated in the past two years over a territorial dispute, Abe's visit to a shrine that critics say glorifies Japan's wartime past and a new Chinese air-defense zone.Asia's two biggest powers each accuse the other of bellicosity."We must ... restrain military expansion in Asia, which could otherwise go unchecked," Abe told the annual Davos policy forum. Polish Catholic Church declares war on 'gender theory'

Warsaw (AFP) - Poland's powerful Catholic Church has declared war on "gender theory", saying it undermines the traditional family -- but critics say that is a tactic to shift attention away from a paedophile priest scandal.The theory explores sexual orientation and the roles assigned by society to individuals based on their gender, but the Polish Church has borrowed the English word "gender" to refer to a range of issues including contraception, abortion and homosexuality.While many say gender theory promotes tolerance and understanding towards gender equality and homosexuality, the Polish Church has branded it a mortal danger to families, child sexual orientation and humanity.Polish bishops wrote a letter on the topic that was read out in every parish across the country over the Christmas holidays."This is a preventative offensive," sociologist Edmund Wnuk-Lipinski told AFP."The Church fears social change and it especially opposes gay marriage, something that's happening in other countries like France or certain states in the US."Inspired by then pope Benedict XVI's remarks in late 2012 about the "falseness" of gender theory, the Polish campaign has taken on epic proportions and sparked a fierce, high-profile national debate.Critics argue it is designed to shift focus from a recent string of paedophile priest scandals that rocked Poland, one of Europe's most Roman Catholic countries but whose loyalty to the Church is waning."Someone advised the Church to find a topic that would make people forget about the paedophile scandals that Polish media was fixated on these last few months," leading Polish religious affairs commentator Adam Szostkiewicz told AFP."Now not a day goes by that a bishop doesn't warn against gender," he said.Allegations surfaced last year that two high-profile Polish priests had engaged in sex with boys.Prosecutors began probes in September against 65-year-old archbishop Jozef Wesolowski, who served as a papal envoy in the Dominican Republic's capital Santo Domingo, and 36-year-old Wojciech Gil, who also served on the Caribbean island.Poland's top cleric meanwhile provoked outrage when he suggested that parents shared the blame for paedophilia.Archbishop Jozef Michalik later apologised for saying that paedophilia "manifests itself when a child is looking for love" and could be avoided "given a healthy relationship between parents".According to feminist activist Kazimiera Szczuka, the war against gender is just the latest attempt by the Church to shift blame."By claiming that gender theory skews child sexual orientation, the Church wants people to think that it is indeed this theory that's responsible for sexual abuse, and not priests," she told AFP.The Church letter to parishioners alleges that gender theory has "for the last several months been introduced without Poles' consent within various social institutions: education, health care, non-governmental organisations and cultural institutions".The bishops cite Marxism, feminist movements and the sexual revolution as having inspired the theory, which they say is "contrary to the traditional view of man".They warn that gender theory allows an individual to "freely define himself as a man or woman and choose his sexual orientation".In certain parishes, an extreme version of the letter claimed that school sex education -- not yet a part of the Polish curriculum -- leads to "severe youth depravity".The Church views the traditional definition of family headed by a man and a woman as the basis of society, according to Marcin Przeciszewski, head of Poland's KAI Catholic news agency.He regrets the "unfortunate choice of words" of some Church members that "clouds the main message"."The Church cannot agree to the idea of the interchangeability of the sexes. Sexual identity is accorded by nature, by God," he told AFP.But some say the Church is misguided in demonising gender theory, since it is mainly a scientific concept and not tied to any particular ideology, according to expert Agnieszka Rajewicz-Kozlowska."In most official documents, the term 'gender' is linked to the idea of equality between men and women," said Rajewicz-Kozlowska, the government's deputy minister in charge of gender equality.Yet, according to Szostkiewicz, the Church has turned "gender" into a grab bag and tossed everything into it: civil unions, gay marriage, abortion, in-vitro fertilisation, gender equality and sexual education.He says the strategy has helped convince a portion of the population, thanks in large part to those who "only a couple months ago knew nothing about the term 'gender' and had no idea that it has been studied in Polish universities for 20 years".Among the more extreme examples of the scorn heaped on gender theory, priest Dariusz Oko said: "Gender ideology is in some ways worse than Nazism and communism.""It leads to the destruction of the nation" because it "destroys the family," he said.This view has been echoed by Poland's political right, with a minor opposition party recently launching a committee against gender theory in parliament.Committee members have assigned themselves the task of "protecting nursery school children against a sexualisation (introduced) under the guise of classes on gender equality" that were co-funded by the European Union and other international organisations.Following warnings from Polish bishops and right-wing politicians, parents in many schools across the country have demanded that such classes be banned.

Blizzard deteriorates road conditions in Nova Scotia

Flights, services classes cancelled ahead of winter blast, but some residents find ways to make most of it

Much of Nova Scotia is at a standstill as a blizzard whips across the region, rapidly deteriorating road conditions and cancelling services.Police say there have been several accidents.The first wave dusted the region with five to seven centimetres of snow in the morning, but CBC meteorologist Kalin Mitchell said the worst of the weather conditions will hit between noon and 8 p.m. AT."The second, heavier round of snow will bring in additional accumulations of 15 to 25 centimetres through the afternoon and into the evening," he said.Winds are also expected to pick up and the north and northeast gusts will approach 80 km/h.

Nova Scotia RCMP are asking people not to drive, unless absolutely necessary.A car and a plow collided in Musquodoboit harbour on Wednesday, sending one person to hospital.Another vehicle ended up in a lake off Waverley Road after the driver lost control. No one was hurt.Mitchell said the worst times to drive will be between noon and 8 p.m.So far all public schools and most private schools are cancelled in the province. Flights at Halifax's Stanfield International Airport are grounded and Marine Atlantic has cancelled its crossing between North Sydney and southern Newfoundland.A growing list of offices are also closing, including the main malls.Snowplow crews have been out since midnight in Halifax.Darrin Natolino, acting superintendent of winter works for the region, said the first push is getting regional plows out and then hiring contractors if need be.“We basically just keep adding on trucks and equipment until we get to the point that we're able to keep up to the storm. In a storm like this, where it'll be sustained throughout the course of a 24-hour period, we also have to be aware of what time we deploy our heavy equipment,” he said.Natolino said this is just the beginning of what could be a long couple of days for those out plowing the streets.“Obviously if there's more cars on the road traffic it is slower, the snow's getting packed down and of course since the traffic is slower, so are our snowplows,” he said.The provincial team in Antigonish is using borrowed equipment after three plows were destroyed by a fire on Monday. The cause of that fire is still under investigation.

Working through the snow

Dozens of offices and businesses are closed, but for some, like Laurie Munroe, it’s work as usual.
Despite the frosty weather, Munroe prefers to deliver mail in shorts. He claims he hasn’t worn pants in decades.“Doesn’t happen. I never put pants on,” he said. “I don’t mind this.”It's not tax season yet, so Donna Skeffington is making some extra cash clearing the sidewalks.She’s a tax accountant by trade, but on Tuesday morning, she was found shovelling the sidewalks downtown.“I'm just waiting for the Revenue Canada doors to open up and meanwhile, I'm shovelling snow, getting exercise and getting paid for it,” she said.For cancellations click here.

Bitterly cold US digs out of northeast snow

New York (AFP) - Millions of Americans braved a miserable commute across the East coast Wednesday after a fierce storm dumped more than a foot of snow from the Mid-Atlantic to New England.The federal government stumbled back to work as bitter wind chills kept temperatures 10 to 25 degrees below average with hundreds of flights canceled and roads still icy.In New York, the mercury would not rise beyond 14 Fahrenheit (-10 Celsius) but bone-chilling gusts would make it feel as low as -13 Fahrenheit, the National Weather Service said.Schools were open and most subway lines ran smoothly but new mayor Bill de Blasio was roasted in the press for bungling the second winter storm of his less than four-week administration.
More than 1,700 plows were to be mobilized across America's biggest city Tuesday night to clear up to 10 inches of snow.But when the flakes hit earlier than expected Tuesday, residents across New York complained that road crews were too slow to mobilize, causing a string of accidents and traffic gridlock.
"I can't believe de Blasio could do this. He is putting everyone in danger," Barbara Tamerin, 70, was quoted as telling The New York Post on the well-heeled Upper East Side."What is he thinking? I can barely get around -- and I'm on snowshoes!"In Washington DC, it was back to work for the federal government, which told civil servants -- who already had Monday off for the Martin Luther King holiday -- to stay home Tuesday.On Wednesday, federal agencies were to open two hours late. Employees could also take unscheduled leave, and those that can were allowed to work from home.Most area schools, in the city and neighboring Maryland and Virginia, were to remain closed again Wednesday.The commute was slow, the glare of the sunshine combined with sand and salt on the roads mucking up windshields, making visibility poor and causing drivers to pull over on the highway.Chicago residential areas were still digging out Wednesday after being dumped with six to 12 inches of snow, canceling hundreds of flights and slowing trains, an AFP reporter said.Philadelphia recorded up to 14 inches of snow on Tuesday, the National Weather Service said."On the East Coast, the biggest snowfall event of the season thus far is wrapping up for the Mid-Atlantic and will persist until early Wednesday for southern New England," it said.FlightAware, a website that monitors air traffic in real time, said more than 1,400 flights into, out of or within the United States had been canceled Wednesday and nearly 3,000 Tuesday.National rail company Amtrak said it would operate "a modified schedule" on its Northeast Corridor line between Washington and Boston, as well as on two other routes in the hard-hit region.In total governors of three states -- Delaware, New Jersey and New York -- declared states of emergency.New Jersey's Chris Christie, who is battling allegations that his office bullied political foes, also canceled a gala on Ellis Island in New York Harbor to mark the start of his new term.

The latest video to appear on YouTube featuring Toronto Mayor Rob Ford has spurred one city councillor to call for him to step down, while another says voters will decide if he holds onto his job when they head to the polls in October.Coun. Michael Thompson said the mayor's most recent drunken rant is further proof that Ford is unfit for the office of mayor and should resign for the good of the city."I was just dumbfounded," Thompson said Wednesday in an interview on CBC Radio's Metro Morning. "We'd heard from the mayor that he was turning over a new leaf. Everyone was hoping that he would change. We're learning now that he hasn't changed, he's not able to change."Filmed Monday evening at a fast-food restaurant, the video shows an intoxicated Ford ranting and swearing while mimicking a Jamaican-style patois.When asked about the video Tuesday, Ford admitted to drinking the night the video was shot, but said he was on his own time and in the company of friends.Coun. Denzil Minnan-Wong said the mayor’s admission that he was drinking again is a sign that he has not dealt with an issue that is affecting him."I think the reality is that the mayor clearly has a problem with alcohol and that he needs help," Minnan-Wong said.Minnan-Wong said that the mayor’s issues and how they affect his ability to do his job will be something that voters will consider ahead of the October municipal election."Do they want someone who’s got an addiction problem, who’s going to hang out with known criminals? You know, that is a very legitimate question to ask the voters and they’ll have to evaluate that."

Rob Ford 'imploding' says Coun. Thompson

Thompson said he heard about the video while working with Deputy Mayor Norm Kelly and other councillors to hammer out details of the city budget. Thompson told Metro Morning host Matt Galloway the video is proof Ford should step aside before causing more embarrassment to the city he represents.

"He needs to get help for his own well-being," said Thompson. "This is something we see in front of us where he's imploding."In November, Ford told CBC chief correspondent Peter Mansbridge he was "done" with drinking, had experienced a "come-to-Jesus" moment and vowed to change his behaviour.Those comments came after a scandal-filled 2013 in which Ford admitted to smoking crack in a "drunken stupor," appeared drunk and ranting in another video, was the subject of a police investigation and made numerous inappropriate comments.Last fall, Ford said he planned to get help with his weight problem but he didn't need help to stop drinking.

Difficult to quit without help, expert says

Dennis Long, executive director of Toronto's Breakaway Addiction Services, said it's unlikely anyone with a chemical dependence problem can quit without professional help."People often say, 'Well I'm just going to stop.' In the vast majority of cases, that doesn’t work," Long said on Metro Morning."You can't just walk out and say, 'I'm done with drinking.' It's not that simple. Getting yourself free of a chemical dependency is a long-term project. We're not talking days or weeks or months. We're talking years."Galloway asked Long what advice he would offer Ford. Long responded that he would advise the mayor to step away from the daily scrutiny of his job and get help."[I would say] 'This isn't working for you, you really need to step away for awhile, and sit down with somebody and figure out how you're going to change your behaviour.'"
Given Ford's behaviour, he isn't optimistic the mayor will take those steps. Ford plans to seek re-election in October.In the meantime, Thompson said, Ford's antics, which have become regular fodder for television comics, have hurt Toronto's reputation worldwide.
"The position of mayor and councillors should be held in high regard," said Thompson. "We should … provide good governance and behaviour associated with our respective positions, and it's not taking place with the mayor."When Ford arrived at city hall Wednesday morning, he refused to answer questions from a group of reporters waiting to speak with him. He attended an executive committee meeting that has been chaired by Kelly since council voted in the fall to strip Ford of his powers.A frustrated Ford pushed his way through a crowd of reporters when he left the meeting later Wednesday."Stop pushing me, man!" the mayor said at one point, as he barrelled through a hallway filled with reporters and photojournalists.Kelly issued a statement Wednesday saying council will continue to do its work despite the controversy surrounding Ford.
"We cannot be distracted by the personal actions of others," Kelly said.Premier Kathleen Wynne was also asked about the new Ford video on Wednesday.The premier expressed concern that the "discussion about one person's personal issues can detract and distract from the business of growing Toronto."With files from The Canadian Press
