Harper delivers $100M in aid to Jordan, meets with PM, King Abdullah

AMMAN, Jordan - On the eve of his visit to a Syrian refugee camp in Jordan, Prime Minister Stephen Harper announced an additional $100 million in funding Thursday to help the kingdom deal with an influx of Syrians fleeing their nation's ongoing civil war.More than 576,000 Syrian refugees are now in Jordan, comprising more than nine per cent of the country's population. Their arrival has strained the kingdom's resources and infrastructure.Harper is set to visit the Za’atri refugee camp, home to tens of thousands of Syrians, on Friday as part of his first-ever visit to Jordan.The new Canadian funds will be spent over five years, while another $5 million will be provided to help Jordan mitigate threats posed by Syrian weapons and materials of mass destruction. Harper's announcement came just three days after he announced $66 million in aid to Palestinians.But unlike his visit to the ramshackle presidential compound in Ramallah on Monday, Harper was surrounded by splendour when he met with King Abdullah of Jordan in his elegant hilltop palace, which boasts a view of Jerusalem, about 60 kilometres to the west, on clear days.Harper and his delegation, including International Trade Minister Ed Fast, sat down for lunch with the king and Jordanian officials in a grand dining room featuring an intricately carved teak ceiling, marble floors, sumptuous drapery and portraits of former kings adorning the walls.King Abdullah, son of the late King Hussein, expressed gratitude for Canada's help."Your leadership standing by Jordan and the challenges that we have been facing is something that I continue to commend," he said."There are major challenges ahead of us in this region and we continue to look to Canada's support working with us together to try and solve these problems. I know as brothers, we'll be able to move forward and overcome these challenges."Harper returned the compliment."We view the kingdom of Jordan as certainly one of our most important partners on all levels, in terms of commerce, in terms of development, in terms of security in this part of the world," he said."We have great challenges before us but I think we have a great will to tackle them together, and a great shared understanding of what needs to be done."Harper then went on to meet with Jordan's prime minister, Abdullah Ensour. Prime ministers in Jordan are appointed by the king; six different men have held the position over the past five years."It's wonderful to be in this country," Harper told Ensour, who echoed King Abdullah's expression of gratitude to Canada.The Canadian assistance to Jordan is aimed at helping the economy and delivering basic services, including education, both to Jordanians and to Syrian refugees. Za'atri is the second-largest refugee camp in the world, with 12,000 students crammed into three schools."Jordan has responded to the plight of Syrian civilians with unwavering compassion and generosity by accepting hundreds of thousands of refugees,” Harper said in a statement announcing the aid."Canada is proud to be able to help Jordan address the development and security challenges it is facing as a result of the Syrian conflict."Canada had earlier committed $110 million to help Jordan deal with the Syrian refugees in health, education and other needs. The federal government had also set aside $47.7 million for security-related assistance to address the impact of the Syrian crisis.All of this is on top of $203.5 million for international humanitarian assistance efforts in Syria and neighbouring countries since January 2012.Harper also announced Friday that $4.7 million will be allocated to help child refugees from Syria receive basic education. An estimated 35 per cent of the Syrian refugees fleeing the civil war country are school-aged children."Jordan continues to show compassion and generosity by receiving Syrian refugees fleeing the crisis in their country," Harper said. "The support announced today will help ensure that all children in Jordan, whether local or refugees, have access to a proper education."World Vision Canada praised the new aid in a statement on Thursday, saying it "illustrates the generosity of Canadians in helping children and their families in times of need."Harper's two days in Jordan follow a triumphant visit to Israel, during which he was treated like royalty by Israeli officials and citizens alike for his unflinching support of the Jewish state.Jordan and Israel have had official diplomatic relations since they signed a peace treaty in 1994. King Abdullah views Israel as a vital regional ally in the Middle East.

Atlantic Canada digs out after major winter storm

Residents of Nova Scotia, P.E.I. and eastern New Brunswick are digging out today after a major blizzard swept through the area on Wednesday, and that same storm is still spreading a wintry mix across Newfoundland and Labrador this morning.Snow plows are out in force today, in an attempt to clear roads that saw snow accumulations of 30 centimetres or more across Nova Scotia on Wednesday, and even up to 37 centimetres in Charlottetown, P.E.I. While the heavy snowfall itself was a hazard, winds gusting up to 100 kilometres per hour at times kicked up blowing snow and blizzard conditions that quickly covered over attempts to clear the roads during the storm."With the type of blizzard conditions we had yesterday, often times we can make a cut through into a street and within a few hours you’d barely know that we were there," Darrin Natolino, from the Halifax Regional Municipality Transportation and Public Works, told CBC News.
Now that crews are clear to work without the storm pushing back, it will be a hard day's work, but Natolino was optimistic, saying: "I'd expect by the evening commute most people will go home to a nice, wide-open street and it will all be back to normal."The storm pushed north over the island of Newfoundland last night, but rather than blasting the island's residents with the same combination of snow and wind seen in the other parts of the Maritimes, it's been delivering a more mixed bag of winter weather.The snow and blowing snow spread across the western half of the island and into Labrador, but further to the east has been seeing more rain, freezing rain and ice pellets thrown into the mix as temperatures there climbed overnight. Gander reported ice pellets and freezing drizzle for most of the night due to temperatures hovering around the freezing mark. St. John's and the Avalon Peninsula have seen mostly rain from this storm as temperatures skyrocketed there, going from below freezing yesterday evening up to +10°C in just a matter of a few hours!
Cold air is settling in behind the storm for the rest of the work-week, but the weekend looks to be bringing a bit of warmth for the Maritimes. Temperatures are only expected to reach a few degrees above freezing, and it's not set to last more than a day or two. First case of deadly pig virus confirmed in Canada

The first case of a pig virus that has killed millions of baby pigs in the U.S. has been confirmed in Canada, but authorities say there's no risk to human health or food safety.The Ontario Ministry of Agriculture said Thursday the case of porcine epidemic diarrhea virus was discovered in a farm in Middlesex County. Ontario's chief veterinarian said lab tests conducted in Guelph, Ont., on Wednesday detected the virus and the samples have been sent to a federal lab in Winnipeg for further testing."For all intents and purposes, you can consider it confirmed," Dr. Greg Douglas said in a news conference.Several pigs at the farm have died from the illness, he said.The farm is "under control" and its owner is co-operating with officials, Douglas said.
"No pigs will be leaving in the short term," he said."We have no concerns... that any products, animals, are leaving the premises and causing any concern or any threat to the Ontario pork industry."The farm was already following strict biosecurity protocols but experience in other jurisdictions shows the virus is "extremely difficult" to contain and there could be other cases, he said.The source of the virus isn't yet known.Douglas said officials suspected "this day would come."The virus "can be transmitted by anything contaminated by manure," including trucks, trailers and clothing, a group representing Ontario's hog industry warned its members.Ontario Pork recommends producers keep trucks and truckers off their property until they have been properly washed and disinfected.Meanwhile, many producers have expressed worry the pathogen could quickly ravage hog farms here once it crossed the border.Stewart Skinner, a pig farmer in Listowel, Ont., heard the troubling news at a hog farmers' conference in Banff, Alta.He said producers had hoped Canada would be spared but considered it unlikely in such a highly integrated market."There's trucks going back and forth (between Canada and the U.S.) every week. Because of that, it was only a matter of time," he said.But he said he was encouraged by how quickly officials moved to contain the threat."That's a testament to the process that they've put in place," he said."As an industry, we didn't stick our head in the sand and say 'This isn't going to come here.' Iranian president Rouhani gets spotlight at Davos forum of world elite, sets lofty targets


DAVOS, Switzerland - In a charm offensive to the global political and business elite, Iranian President Hassan Rouhani set lofty ambitions for his country, including becoming one of the world's top 10 economies.
The first Iranian leader in a decade to visit the World Economic Forum, Rouhani took top billing Thursday at the World Economic Forum, drawing crowds to hear a speech in which he promised greater engagement with the world.Touting the potential investment opportunities of the oil-rich land to the business tycoons in the audience, Rouhani said his country could, with the gradual easing of sanctions, enjoy an economic boom.
And Tehran, he said, is committed to honouring a deal to curb its nuclear program in the hope that will lead to a permanent lifting of economic sanctions, which have battered the Iranian economy over recent years.
"I see the status of Iran pursuing policies of moderation, prudence and hope in the future global economy," said Rouhani. "Iran's economy has so far the potential to be among the world's top 10 in the next three decades."For 2012, the International Monetary Fund judged Iran to be the 21st biggest economy in the world in terms of annual economic income, or nominal gross domestic product. To get into the top 10 it would have to leapfrog the likes of Switzerland, Turkey and Spain.Rouhani's attendance was eagerly awaited as it coincided with the lifting of some of the sanctions, as well as the country's exclusion from Syrian peace talks being held just a few hours' drive away.The forum, which brings together about 2,500 political and business leaders, was the perfect stage for Rouhani to deliver a diplomatic message while seeking to engage with potential investors.And in an attempt to soften concerns that sanctions will remain a feature of life for Iran, Rouhani emphasized that Tehran will abide by the terms of a deal with world powers to limit its nuclear program. The two sides will try to make the deal permanent over the next six months."We intend to reopen trade, industrial and economic relations, with all of our neighbours," Rouhani said.Iran, he claimed, is "fully prepared and ready to engage with all neighbouring countries" to reach solutions on issues including business ventures, environmental concerns, Palestinian rights, Persian Gulf security and Syria's humanitarian crisis.
Iran has huge riches at its disposal, particularly oil and gas, the work force is skilled and the country has untapped potential for tourism.But the country has largely been cut off from international business since the Iranian Revolution in 1979. The sanctions, which have grown in recent years in response to Iran's nuclear program, have hit the economy hard."Rapprochement with the West will help stabilize Iran's economy," said Bryan Plamondon, senior economist at IHS.Rouhani said he hopes Iran's historical deep economic ties with Europe will be normalized and suggested that negotiations with the U.S. could pave the way to better relations. He reiterated that Iran has no intention of acquiring nuclear weapons but has the right to continue pursuing nuclear energy for peaceful purposes.In a sign of the normalization of relations, the International Monetary Fund is sending a mission to Tehran in two days — for the first time in years — for an in-depth review of the economy."I am very pleased we can reset the relationship on a sound footing," Christine Lagarde said in a discussion in Davos.She said she met Rouhani at the United Nations General Assembly in New York last year and found him to be "a sensible policymaker, one that is well-versed in economic matters, who seems to be very much aware of the challenges, who has ambition for a reset of Iran vis-a-vis the rest of the world."One leader who was not taken in by Rouhani was Israel's Prime Minister Benjamin Netanyahu, who told the forum in a speech of his own that Iran remains a concern across the region, not just for Israel."They say they oppose nuclear weapons," Netanyahu said. "Why do they insist on maintaining the ballistic missiles and the plutonium, and the advanced centrifuges that are only used for the production of nuclear weapons? "I wish it was real. It isn't real," he said.Netanyahu has been a fierce critic of the U.S.-led efforts to curb Iran's nuclear program, saying they don't go far enough to put the brakes on a country that supports Hezbollah, the militant group that has been vying with Israel for control of the region's power balance.The Israeli leader also blamed Iran for being involved in the violence in Syria."Iran, with the Revolutionary Guards, on the ground in Syria, is facilitating the mass slaughter," Netanyahu said, referring to Iran's elite military unit.Rouhani suggested that "the best solution is to organize free and fair elections." Iran's Shiite-led government and financial support is central to President Bashar Assad's grip on power.The Israeli-Palestinian conflict will be another a point of focus of talks at Davos, particularly for U.S. Secretary of State John Kerry, who was also at the event, fresh from the Syrian peace conference in the nearby cities of Montreux and Geneva.Both sides resumed peace talks in July under heavy American pressure, the first time they had done so in almost five years.
