Bundle up: Another round of cold is on the way

MILWAUKEE (AP) — The polar vortex that gripped much of the country has moved on, but don't get too comfortable — another round of frigid air is expected to arrive next week across the northern U.S., from the Dakotas eastward to New England.It'll be cold, but not the life-threatening cold of last week when subzero temperatures enveloped much of the country and contributed to at least a dozen deaths.Temperatures will start falling over the weekend into Monday, said Bob McMahon, a meteorologist with the National Weather Service. The cold is expected to persist until Thursday, just in time for a second blast of frigid air to move in and keep temperatures about 10 degrees below average, he said."We get these periods of below-normal temperatures in the winter. It's not abnormally cold, it's not a record cold but it is colder than normal," McMahon said Friday. "People just need to be aware of that and take normal precautions."The freeze will start moderately Saturday in Pennsylvania and states northward. Highs will generally range from the teens to lower 20s, and the cold spell could extend as far south as the Gulf states.But while states such as Florida and Texas will see temperatures in the 60s near 70 by Monday, the northern and northeastern states won't see highs above the single digits. In parts of the Dakotas, Minnesota, Wisconsin and Michigan, highs might not even top zero.Lows are expected to remain in the subzero range on Tuesday night. While New England could see highs of about 20 on Wednesday, the upper Midwest probably won't see temperatures above the teens.That cold front is expected to be gone by Thursday. However, meteorologists predict it'll be followed by another blast of cold air pushing down from Canada on Friday or Saturday.Next week's freeze could be accompanied by some snow, but it'd mainly be lake-effect snow in the Great Lakes areas as the colder air blows over the warmer water, McMahon said."As far as exact amounts of snow it's a little too hard to say right now," McMahon said. "There are setups where we can pick up a couple of inches of snow per day if not more — enough to provide problems with travel."He said winds weren't expected to be a serious factor, but at such low temperatures even a mild wind would bring wind chill.

A massive wildfire spanning 21,000 hectares is burning out of control across south-east Australia and is so fierce it is “creating its own weather”, including self-generated lightning and spot fires.The blaze, which has killed at least one person and destroyed several homes, follows a five-day heatwave in the cities of Adelaide and Melbourne. The heat forced trains to slow and led to the suspension of the Australian Open tennis tournament in Melbourne. It also raised fears of thirsty koalas drowning in swimming pools and forced numerous brides to switch to miniskirts at their wedding receptions.Melbourne had its fourth day above 40C (104F) on Friday – its worst spell since 1908.The run of hot days was due to end on Friday but not before lightning strikes and strong dry winds fuelled more than a hundred flames across the states of Victoria and South Australia. Fires have also been reported in Western Australia.The worst of the fires, in The Grampians national parkland in eastern Victoria, could merge to form a blaze spanning across 500,000 hectares of bushland.Craig Lapsley, the state’s fire services commissioner, said the blaze in The Grampians was so intense that it had "a twelve-kilometre [seven-mile] convection column... that is creating its own weather."
“There is a fair chance of losing property and even if people are caught in the wrong place, a life could be lost, or certainly injury,” he said.Several residents in the town of Halls Gap have opted to stay and protect their properties, risking their lives in the face of “intense and erratic fires”, he said. One woman, in the town of Roses Gap, has so far been reported to have died in the fire."As far as fire conditions go, they're probably the worst we can have,'' David Grimble, a mayor in town of Horsham in western Victoria, told Fairfax Radio."We would have some asset loss, there's no question about that.. but what exactly has been lost, I don't have a good handle on that.”Residents in Melbourne and Adelaide were celebrating as the heatwave finally broke late on Friday. In Melbourne, temperatures plummeted by 10 degrees centigrade in just 30 minutes.The heat across many parts of south-east Australia was due to end with heavy thunderstorms, which could bring more fires."We anticipate more lightning developing - high base thunderstorms will develop and they will be predominantly dry so we're not expecting rain, so there is a fresh source of ignition for fire authorities unfortunately," said John Nairn, from Australia’s bureau of meteorology.

Most of southeast Australia has been sizzling in a heatwave that triggered a devastating wildfire on the west coast, razing 55 homes and claiming one life on Sunday.The mercury has soared above 40 degrees Celsius (104 Fahrenheit) for successive days in South Australia and there is a total ban on recreational fires in neighbouring Victoria where players at the Australian Open fainted and vomited in blistering conditions.
Play was halted on Thursday afternoon due to the extreme heat, and a Melbourne school gardener, aged 76, died after collapsing on Wednesday in the grounds.Commuters were urged to leave work early to ease peak-hour pressure on trains and trams, with the heat expected to cause significant delays and a wild evening hailstorm forecast.Health officials in South Australia said 129 people had presented to hospital in the past three days with heat exhaustion and dehydration.In Victoria state, currently experiencing its longest stretch of hot days since 1908, there were 109 cases and ambulance services reported almost double the average number of call-outs for heart attacks.Wildfires raged across both states, with South Australia's Country Fire Service saying there were some 800 blazes of concern and an "escalating fire pattern over the next 48 hours", with total fire bans across the state from Friday."We may be reaching quite a dangerous phase in this heat wave and it's important that people are well aware of those risks," said state premier Jay Weatherill.
"Because we appear to be getting closer to some of the cooler weather does not mean that the threat is receding. If anything the threat is increasing."Acting chief meteorologist for South Australia, John Nairn, said the state capital Adelaide was on track to eclipse its hottest ever temperature of 46.1 Celsius, recorded in January 1939, briefly earning it the title of hottest city on Earth on Thursday."We're seeing today as a day where we may well set a record. California governor declares drought emergency

SAN FRANCISCO (Reuters) - California Governor Jerry Brown declared a drought emergency on Friday, a move that will allow the parched state to seek federal aid as it grapples with what could turn out to be the driest year in recorded state history for many areas.The dry year California experienced in 2013 has left fresh water reservoirs with a fraction of their normal reserves and slowed the normally full American River so dramatically that brush and dry riverbed are showing through in areas normally teeming with fish."We can't make it rain, but we can be much better prepared for the terrible consequences that California's drought now threatens, including dramatically less water for our farms and communities and increased fires in both urban and rural areas," Brown, a Democrat, said in a statement."I've declared this emergency and I'm calling all Californians to conserve water in every way possible," he said, in a move that will allow him to call for conservation measures and provide flexibility in deciding state water priorities.Speaking at a news conference in San Francisco, he said the drought threatens to leave farms and communities with dramatically less water and increases the risk of fires in both urban and rural areas.He appealed to residents to keep a lid on water use with the aim of reducing overall consumption by 20 percent, telling them that "this takes everybody pitching in." He warned that mandatory conservation programs may be initiated down the road.In a sign of the severity of the drought, some of the state's reservoirs are at their lowest levels in years. The Folsom Reservoir near Sacramento is so low that the remains of a Gold Rush-era ghost town - flooded to create the lake in the 1950s - are visible for the first time in years.The state's mountain ranges, where runoff from melting snow provides much of the water for California's thirsty cities and farms, have just 20 percent of the snow they normally have at this time of year, officials noted.Lake Shasta, the largest reservoir in California, is down from its historical average by nearly half.Other sources of water, including the massive Sacramento- San Joaquin Delta, are also affected, prompting cities to dip into reserves and forcing farmers to scramble. Some public agencies may be able to purchase just 5 percent of the water that they contracted to buy from the state.Adding to concerns, January and February are usually the wettest months in much of the state, but 2014 has so far been mostly dry, with little precipitation expected, according to the National Weather Service.
FEDERAL FUNDS SOUGHT
In declaring a drought emergency, Brown said he did not know if he would be successful in persuading the federal government to free up funds for drought relief but he would try his best."It's important, first of all, to awaken all Californians to the serious matter of drought," he said, also warning of upcoming "conflicts and different perceptions on how water is to be allocated."Water has long been a contentious issue in California, where it has been diverted from mountain lakes and streams to irrigate farms and slake the thirst of metropolitan areas.Many of the state's efforts to deal with the problem are controversial, including a $25 billion plan to divert water from above the delta by sending it through a pair of huge tunnels.For many in the state's $44.7 billion agriculture business, water scarcity is a problem made worse by a recent switch to orchard-style crops such as almonds and olives. Unlike vegetables or cotton, which grow in fields that can be left fallow in dry years, the trees need water every year.Already, there were signs of competing priorities among groups that contend for water and will be closely watching how state officials use their new flexibility in allocating it.Assemblywoman Connie Conway, the leader of the Republican minority in the state Assembly who represents a heavily agricultural area in central California, expressed hope that with the declaration more water could go toward "Valley farmers and workers who depend on water to feed the world."John McManus, executive director of the Golden Gate Salmon Association, said his group's concern was for the health of salmon and a fishing industry that supports tens of thousands of jobs in California and Oregon.
"If the drought declaration results in more attention to saving the salmon that are in the Sacramento Valley rivers, and which are in dire need of attention, then that is good thing," he said.Doug Obegi, an attorney at the Natural Resources Defense Council, said California has a complex system that allocates water to areas that laid claim to it first - often over 100 years ago - and which many view the system as unfair."Because it's so contentious, there are times when it's hard to make progress," Obegi said.But in some ways the state has done well. Scientists seek cause of catastrophic fish kill in Nevada lake

(Reuters) - Biologists scrambled on Thursday to unravel the mystery behind a massive fish kill in a popular manmade lake in Nevada that draws thousands of anglers each winter for prized game fish such as trout.
More than 100,000 stocked fish such as bass and catfish are estimated to have perished in the lake in the northern city of Sparks in recent weeks in an unprecedented die-off that has destroyed the entire fishery, said Chris Healy, spokesman for the state Department of Wildlife.Testing of water at the Sparks Marina, a city recreation complex whose chief attraction is a 77-acre (31-hectare) reservoir, has revealed that it is nearly devoid of oxygen necessary to support aquatic creatures such as fish, he said."We're seeing oxygen levels that are totally lethal to fish," Healy said.The depleted oxygen levels pose no threat to human or pet health, and sampling of the water shows no evidence of pollution or contaminants, said Adam Mayberry, spokesman for the city of Sparks.Thousands of dead fish began washing ashore in December in a precursor to what has become a catastrophic fish kill in a reservoir that opened to the public in 2000 after being commercially mined for sand and gravel, officials said.State biologists believe the steep drop in oxygen may be tied to a recent cold snap that may have triggered a rapid cooling of the surface water, increasing its density and forcing it to sink even as deep water that is depleted of oxygen rises to upper levels where fish swim, Healy said.Fish gain oxygen from water cycling across their gills and suffocate when oxygen concentrations dip below a certain level. Many types of fish struggle or die when oxygen is below 5 parts per million. Sampling of water across the lake has shown so-called dissolved oxygen as low as 1.1 parts per million, Healy said.Mayberry said city officials were determined to get to the bottom of the mystery.
"We are monitoring the situation very closely. VATICAN CITY - A document obtained by The Associated Press shows Pope Benedict XVI defrocked nearly 400 priests over just two years for molesting children.The statistics for 2011-12 represent the first time that the Vatican has provided details on the number of priests who have been defrocked. Prior to that, it had only revealed the number of alleged cases of sexual abuse it had received.The document was prepared from data the Vatican had been collecting to help the Holy See defend itself before a U.N. committee this week in Geneva.Archbishop Silvano Tomasi, the Vatican's U.N. ambassador in Geneva, referred to just one of the statistics in the course of eight hours of oftentimes pointed criticism and questioning from the U.N. human rights committee. Vatican City (AFP) - Pope Francis has looked beyond the usual Vatican circles for new cardinals and overhauled the governance of the Vatican bank at the start of a year that heralds key reforms for the Roman Catholic Church.Even some measures that appear limited in scope, like the curtailment of the honorific "monsignor" title and a cut in costs for sainthood applications, are being seen as signals of a will to overhaul the Vatican.The new cardinals, who will be formally appointed next month, include several from relatively minor dioceses in developing countries and with a reputation as pastoral figures -- far from Vatican power games.The nominations have knocked a few noses out of joint in the Vatican, where becoming a cardinal has previously been seen as an appointment traditionally associated with particular high-placed posts."Without starting any revolutions, this choice clearly shows an interesting reasoning," said Andrea Tornielli, a Vatican expert who knows the pope personally and interviewed him for the La Stampa daily last year."In all his public comments, in all his reign so far this pope has shown he wants a Church in which the clergy is not seen as a cast apart," Tornielli said.Tornielli said the pope has shown particular attention to reforming the clergy, frequently upbraiding priests for not being close enough to their communities and condemning the "shame" of child sex crimes by clerics.In one oft-repeated comment, he said priests should be shepherds "with the smell of their sheep on them".He has also criticised "smarmy priests who worship Narcissus" and "butterfly priests who live in vanity".Joseph Xavier, an Indian priest from the pope's own Jesuit order and a lecturer in theology at the Gregorian University in Rome, said Francis has shown he "prefers a Church in motion like the people of God".The Argentine pope has led by personal example in emphasising that priests should reach out to the needy, washing the feet of prisoners as part of an Easter ritual and baptising the child of a single mother.In just a few months he has also sidelined some of the most powerful conservative figures in the higher echelons of the Church, including Italian cardinal Mauro Piacenza and US cardinal Raymond Burke.
Observers see this as a form of preparation ahead of important decisions he will have to make later in the year when a council of cardinals he has appointed to advise him issues a list of reform proposals.At the same time, the 77-year-old pontiff has also shown that while he is willing to break with Vatican tradition he will not alter some of the most controversial tenets of Catholic doctrine.This month, he issued his strongest condemnation yet of abortion, calling it "frightful" and a symptom of a "throwaway culture" that placed little value on life.His critics in the Church have spoken of him as a "populist pope" who has created confusion with his multiple pronouncements on a range of issues and say his words could lead to more lax attitudes.
But Tornielli rallied to the pope's side, saying: "People, ordinary faithful understand and find in the pope a credible witness of faith who lives what he preaches and evangelises by example".

MUMBAI, India (AP) — A pre-dawn stampede killed 18 people Saturday as tens of thousands of people gathered to mourn the death of a Muslim spiritual leader in India's financial capital, police said.At least 40 other people were injured in the stampede when mourners thronged the home of Syedna Mohammed Burhanuddin, the head of the Dawoodi Bohra Muslim community, Mumbai Police Commissioner Satya Pal Singh said.Burhanuddin died Friday at the age of 102.Thousands of white-clad mourners had thronged the streets of Malabar Hill, an upmarket neighborhood in south Mumbai. Many were wailing and crying as they inched forward through the narrow road.Singh said the stampede occurred when the gates leading to the spiritual leader's house were closed at about 1 a.m. The crowds surged forward, with many people getting crushed near the gates and with no way to escape.Singh acknowledged that crowd management around the Syedna's home was poor and said police at the scene were badly outnumbered by the huge number of mourners."We didn't think the crowd would be so great," Singh said. "Also, it's an emotional occasion when police cannot take harsh measures to push back the crowd."The Syedna had succeeded his father in 1965 and led the community for nearly five decades.
