Egypt says diplomacy has failed to resolve crisis


CAIRO (AP) — Egypt's military-backed interim leadership proclaimed Wednesday that a crackdown against two protest sites is inevitable, saying that nearly two weeks of foreign diplomatic efforts to peacefully resolve its standoff with the Muslim Brotherhood have failed.The statements strongly suggested that Egypt's sharp polarization may spiral into even more bloodshed as thousands of supporters of ousted President Mohammed Morsi, a Brotherhood member, camp out at two main Cairo intersections and hold daily protests outside security buildings.At stake is stability in the Arab world's most populous country. Already more than 250 people have been killed in violence since the military ousted Morsi more than a month ago, including at least 130 Brotherhood supporters in two major clashes between security forces and backers of the deposed president."The decision agreed on by all to clear the sit-ins is final and irreversible," Prime Minister Hazem el-Beblawi said on state television, reading a statement issued by the Egyptian Cabinet.
In response, top Muslim Brotherhood figure Mohammed el-Beltagy said the protesters are not concerned with talk of clearing the sit-ins."What we care about is for there to be clear talks about our position against the military coup and the importance of returning legitimacy," el-Beltagy told The Associated Press at the main protest site in the capital's Nasr City neighborhood. He said the Cabinet's statement makes "clear that they lack vision with regard to the political scene."It was unclear what the crackdown would entail or when it would begin, but it appeared unlikely to start until next week. The Cabinet statement said the government was keen not to take action during Ramadan, which ends Wednesday. A separate statement by the interim president described the four official days of Eid celebrations that follow the Muslim holy month as "tolerant" and "harmonious."The prime minister said the Cabinet "had hoped to solve this crisis during this period without the intervention of security forces," but that the sit-ins have not been peaceful and that the protesters have frightened citizens, blocked roads, attacked government buildings and threatened security.
"The use of weapons against the police or citizens will be dealt with with utmost firmness and strength," the prime minister added.Still, it remained uncertain whether authorities would resort to a level of force that could leave scores more dead and invite world condemnation. In the past week, they have outlined plans to break up the sit-ins using more restrained measures, such as putting up cordons to block people who leave from returning. The statement from interim President Adly Mansour's office stressed that any actions would be legal.Wednesday's announcements follow a flurry of diplomatic visits by envoys from the United States, the European Union and Arab Gulf states in an attempt to defuse the crisis and find a compromise to avert the use of force against the sit-ins."These efforts did not achieve the success that was hoped for, despite full support provided by the Egyptian government," Mansour said. "The state of Egypt appreciates the efforts of friendly nations and understands the reasons why they did not achieve their desired objectives, and holds the Muslim Brotherhood fully responsible for the failure of these efforts."On a visit to Cairo on Tuesday, U.S. Senators John McCain and Lindsey Graham urged the government to release the Islamist leaders as a gesture to the Brotherhood or risk making "a huge mistake."Mansour, who was installed as Egypt's interim president by the military after the July 3 coup, rejected the senators' message, calling it "unacceptable interference in internal politics." The coup followed days of mass protests by Egyptians calling for Morsi's ouster.The McCain-Graham visit was carried out at U.S. President Barack Obama's request, but their message differed from his. For one thing, they called what happened on July 3 a coup, a word the administration avoided because it would trigger a suspension of the $1.3 billion a year in U.S. military aid to Egypt.State Department spokeswoman Jen Psaki said "our position has not changed" regarding the word "coup." ''Sen. McCain and Sen. Graham are certainly entitled to their opinions, just as any member of Congress is."The new Egyptian leadership, emboldened by mass demonstrations of support, has shown no sign of willingness to ease its crackdown on the Brotherhood. Court cases have been set to prosecute top Brotherhood figures for allegedly inciting violence. The government is also pushing ahead with the rewriting of the Islamist-drafted constitution as part of a plan that also calls for parliamentary and presidential elections next year.The Brotherhood is demanding Morsi's reinstatement as Egypt's first freely elected president, though privately many of the pro-Morsi protesters say that the sit-ins are their last bargaining chip to press for the release of Morsi and other detained leaders and for guarantees that they will be included in politics.
Morsi faces accusations of conspiring with the militant Palestinian Hamas group to escape from prison in 2011. He has been held at secret locations since his ouster, though Egyptian authorities have allowed the EU's foreign policy chief Catherine Ashton and a group of African statesmen to visit him.Emboldened Muslim militants have increased the frequency of their attacks against the Egyptian army on Sinai Peninsula to exploit the political turmoil since Morsi's ouster. On Wednesday, Egypt's military spokesman said 60 Islamic militants have been killed and 103 arrested on the peninsula as part of the army's operations there over the past month.Also Wednesday, a security official said pre-dawn clashes between Morsi supporters and residents of Egypt's Mediterranean city of Alexandria left one person dead and dozens wounded. Residents of the Manshiya neighborhood were angered by marchers who were chanting against the country's armed forces. It was not immediately clear what sparked the violence.The official, who spoke anonymously in line with regulations, said 46 people were wounded, including some by gunshot and birdshot, in the violence.

Activists: Syrian troops ambush rebels, kill 62


BEIRUT (AP) — Syrian government forces killed more than 60 rebels Wednesday in an ambush near Damascus, a blow to opposition fighters confronting a regime offensive in the capital, activists said.
The state news agency SANA confirmed the ambush near the Damascus suburb of Adra at dawn, saying "dozens" were killed. The Britain-based Syrian Observatory for Human Rights said at least 62 rebels died. It did not report any government casualties.SANA said the rebels were members of the al-Qaida-linked Jabhat al-Nusra or Nusra Front. It added that they included foreign fighters.Syrian troops have been on the offensive in the past few months in an attempt to clear out Damascus suburbs used by opposition fighters to threaten President Bashar Assad's seat of power.State-run television broadcaster Al-Ikhbariya aired footage of bloodied corpses, some in camouflage. It said they were killed in an ambush as they were on their way to attack an army post near Damascus.The bodies were gathered in what appeared to be a desert area.
Al-Ikhbariya also showed a Tunisian passport of a man who was born in 1978. The picture on the passport was of a bearded man. It also showed Islamic headbands and automatic rifles that were apparently carried by the rebels.Mohammed Saeed, an activist who is based near Damascus, told The Associated Press that 65 rebels were on their way from the eastern suburbs of the capital to the nearby area of Qalamoun. He added that the rebels were walking the 30-kilometer (19-mile) route because it is dangerous to drive in the area as it is watched by regime forces."The regime forces riddled them with heavy machine gun fire," Saeed said via Skype. He added that 62 were killed and three escaped and reached Qalamoun."It seems that the regime discovered the secret road that the rebels were using," Saeed said.In the north, a missile struck the rebel-held city of Raqqa, killing three people and wounding dozens including children, the Local Coordination Committees activist group said. The Observatory said that two children were among the three killed.Amateur videos showed at least three children who suffered wounds and were rushed away in a pickup truck.A boy, with minor wounds to his mouth, knees and feet, screamed as he was held by a man in the pickup truck and shouted "Dad!" The man holding him tried to calm him down, saying: "Dad will come soon."The videos appeared genuine and corresponded to other AP reporting on the events depicted.
Wednesday's missile attack came after Human Rights Watch said missiles fired by the Syrian army into populated areas have killed hundreds of civilians in recent months.Meanwhile, the Observatory said that Kurdish gunmen captured about 70 government troops Wednesday who fled the air base of Mannagh in the northern province of Aleppo. The base was captured by rebels Tuesday after months of fighting.The Observatory also reported fighting and shelling in the mountains of the coastal province of Latakia, an Assad stronghold. Rebels captured 11 Alawite villages in an offensive earlier this week and troops launched a counterattack to retake it.Syria's conflict has taken on an increasingly sectarian tone in the last year, pitting predominantly Sunni Muslim rebels against members of Assad's Alawite sect, an offshoot of Shiite Islam.
Syria's crisis started as a largely peaceful uprising against Assad's rule in March 2011. It turned into a civil war after opposition supporters took up arms to fight a brutal government crackdown. More than 100,000 people have been killed in the violence.

US institute: NKorea expanding nuclear plant


VIENNA (AP) — A U.S. institute tracking North Korea's nuclear weapons program says recent satellite photos show Pyongyang is doubling the size of its uranium enrichment plant, jibing with the country's announced plans to expand technology that can be used both to create energy and the core of nuclear weapons.The imagery comes from two sources, satellite companies Digital Globe and Astrium Geoinformation Services, and was seen by The Associated Press ahead of publication by the Institute for Science and International Security on Wednesday. In an accompanying note, ISIS said the photos of the Nyongbyon nuclear complex show construction under way to "effectively double" the size of the enrichment hall.That, said ISIS, would allow North Korea to also double the number of centrifuges now enriching uranium. Revealing the existence of a uranium enrichment program three years ago, Pyongyang said the plant contained 2,000 centrifuges — machines that are linked up in series and spin uranium gas into material that can be used either to power reactors or arm nuclear weapons, depending on the degree of enrichment.
That means the 4,000 centrifuges that the space is apparently being expanded for could potentially make twice that amount, giving them the capacity to build up to 4 bombs a year, should the country decide to use them for that purpose.The most recent satellite photo was taken July 28. ISIS says that measured against earlier images, it shows construction at the Nyongbyon site, including "the expansion of the gas centrifuge building" to twice its previous size.The Washington-based think tank said the images indicate that work on the structure seems to have begun sometime in March. It cited a North Korean government announcement that came shortly afterward revealing plans for "readjusting and restarting all the nuclear facilities in Nyongbyon, including (the) uranium enrichment plant."Government offices in Pyongyang that could comment were shut for the day ahead of publication of the ISIS report. A North Korean diplomat with his country's mission to the United Nations in New York said he had no comment because he had not yet seen the report. He demanded anonymity because he was not authorized to speak publicly about his country's nuclear program.Experts believe the plant is meant primarily to provide fuel for the power-hungry country. But centrifuges producing such fuel can be reconfigured to make weapons-grade uranium. That has led to international concerns because of three nuclear weapon tests by the North Koreans — the most recent in February — and its stated intention to continue down the nuclear weapons path.The first two tests are believed to have used plutonium, fissile material that also can be used in weapons. But experts and governments say that with its uranium enrichment program confirmed and operating, the third explosion may have used highly enriched uranium.Experts believe that a uranium-based weapon would be easier to make. Additionally, North Korea's plutonium stocks are low and its estimated arsenal is limited to only an estimated six to 12 crude bombs. That could feed North Korean interest in using enrichment for a weapons program.Pyongyang announced in April that it is restarting a plutonium-producing reactor it shuttered at Nyongybyon in 2007 as part of international disarmament talks, a process that experts back then said could vary from three months to a year. Iran, U.S. waiting for other side to make nuclear compromise

DUBAI (Reuters) - The presidency of moderate cleric Hassan Rouhani has opened a window of opportunity in Iran's delicate nuclear diplomacy with the West but Tehran-watchers say that window could close as each side waits for the other to make the first move.Cautious optimism about talks between Iran and six world powers due to restart in September is a stark contrast to the gloom over on-off negotiations under eight years of previous President Mahmoud Ahmadinejad.In that time, ever more stringent U.N., U.S. and European Union sanctions on Iran's energy, shipping and banking sectors have helped weaken its currency, contributed to a steep rise in inflation and nearly halved oil exports since 2011.Meanwhile the Islamic Republic has continued to enrich uranium, edging towards Israel's "red line" after which it says it will launch military strikes on Iranian facilities.The leadership of Rouhani, who defeated more conservative rivals in a June 14 election with just over 50 percent of the vote, appears to offer the prospect of an alternative to the worst case scenario."We are prepared, seriously and without wasting time, to enter negotiations which are serious and substantive with the other side," Rouhani said at his first news conference as president on Tuesday, and in answer to a question did not rule out direct talks with the United States.The United States, which has said it would be a "willing partner" if Iran were serious about resolving the problem peacefully, was careful in its response."There are steps they need to take to meet their international obligations and find a peaceful solution to this issue, and the ball is in their court," said State Department spokeswoman Jen Psaki.
KHAMENEI'S SUPPORT?
The fact that Rouhani has been able to reach out to Washington even in a limited way indicates he has at least the tacit support of Supreme Leader Ayatollah Ali Khamenei, the most powerful figure in Iran's complex and often opaque power structure.Khamenei has publicly voiced scepticism of the West's willingness to compromise, but for now appears to be giving Rouhani room to make a deal. If there is a lack of progress, that could easily change.Western powers must demonstrate that they are willing to engage or Rouhani's ability to negotiate might be undercut by conservative elements at home, said Dina Esfandiary, a research associate at the International Institute for Strategic Studies."If faced with inertia or a blind insistence on increasing sanctions, then hardliners will discredit him and Iran will revert back to a policy of resistance," Esfandiary told Reuters.Rouhani's key appointment so far has been Mohammad Javad Zarif as foreign minister. Zarif has been involved in back-channel talks and behind-the-scenes negotiations with the United States dating back to the arms-for-hostages deal of the 1980s, and has had contacts with top U.S. officials, including U.S. President Joe Biden and Defense Secretary Chuck Hagel.A new head of the Supreme National Security Council, who has traditionally acted as Iran's chief nuclear negotiator, has yet to be appointed. The delay has led some Iran-watchers to speculate Rouhani may want to the bring the job of nuclear negotiator under the foreign ministry, giving an even stronger signal that he wants to streamline the talks process.The basis of a deal is just about visible.The two governments appear closer to holding direct talks than they have been in many years, perhaps even reviving the idea of a "grand bargain" to resolve all the issues between them dating back to the overthrow of the U.S.-backed Shah in the 1979 Islamic Revolution.
Rouhani has signalled he would be willing to allow more transparency in Tehran's nuclear activities in return for the acceptance of Iran's right to enrich for peaceful purposes.
WHO WILL MAKE THE FIRST MOVE
But both the United States and Iran appear to be waiting for the other side to make the first big concession, which is likely to stall any breakthrough.Rouhani said on Tuesday Iran retained the "right" to enrich uranium, a position that has scuttled past talks and is likely to be a sticking point again.World powers have demanded Iran cease the enrichment of uranium up to 20 percent and U.N. Security Council resolutions require Iran to suspend all enrichment."It was always going to be unlikely that Iran would happily give up enrichment - the Islamic Republic of Iran has painted itself into a corner by elevating the issue to one of national resistance and pride," Esfandiary said.And there are those on both sides arguing for their government to take a tougher stance.Some in the United States believe it is the strict sanctions that have brought about Iran's new willingness to negotiate and the opportunity should not be lost to press the advantage home.A large majority of U.S. senators urged President Barack Obama in a letter this week to step up sanctions to strengthen Washington's hand in talks. The House of Representatives also passed a bill aiming to choke off Iranian oil exports altogether last week. The full Senate is expected to debate the bill after the summer recess.Rouhani blamed what he called a "war-mongering group" in U.S. Congress that he said was doing the bidding of Iran's sworn foe Israel."The key issue remains the insistence in both camps that the other side must make the first move," said Jamie Ingram, Middle East analyst at IHS Country Risk."There is inherent mistrust between the U.S. and Iran and each are reticent to make any firm commitments on the back of what they fear may just be 'rhetoric'," he told Reuters."I think there is some willingness in the Obama administration which sees the potential to make a massive achievement in its final term - conversely, they will be wary of being seen to make a huge mistake."(Additional reporting by Marcus George; Editing by Sonya Hepinstall)
