JERUSALEM (Reuters) - Israel aims to stay out of Syria's civil war, Prime Minister Benjamin Netanyahu said on Sunday, despite violence eroding security on the Golan Heights border area.The strategic plateau, most of which has been occupied by Israel since the 1967 war, saw fierce fighting last week between Syrian President Bashar al-Assad's forces and Syrian rebels near the armistice line patrolled by U.N. peacekeepers."Israel is not getting involved in the civil war in Syria, as long as the fire is not directed at us," Netanyahu told his cabinet in broadcast remarks.Israel has conducted at least three air strikes on suspected Syrian
depots for weaponry in transit to Lebanon's Hezbollah militia and its
forces have occasionally shelled Syrian positions in response to
shooting at the Israeli side of the Golan.Austria, a major contributor to the United Nations Disengagement Observer Force
(UNDOF), said last week it would withdraw its troops from Golan due to
the worsening fighting in Syria, putting the mission in doubt.Netanyahu used the situation on the Golan to buttress his
long-standing call for an Israeli military presence along the eastern
Jordan River border of any future Palestinian state."The crumbling of the U.N. force on the Golan drives home the fact
that Israel cannot rely on international forces for its security,"
Netanyahu said.He said he would raise the issue with U.S. Secretary of State John
Kerry, expected to return to the region in the coming week to try to
revive talks on Palestinian statehood.Israeli cabinet minister Yuval Steinitz said: "We are seeing now

Tens
of Ethiopian refugees protested on Sunday against harassment in Egypt
outside the office of the United Nations High Commissioner for Refugees
(UNHCR) in 6th of October City.The protesters, members of the Oromo
tribe who fled Ethiopia due to political and ethnic persecution, also
spoke out against Ethiopia's Renaissance Dam.Abdel-Kader Goumy, one of the protesters, told Al-Ahram's Arabic language news website that
the Renaissance Dam is intended to generate electricity, and, as such,
there is no reason it should be built on the Nile, rather than on
Ethiopia's other rivers."The tribe supports Egypt's right not to be adversely affected [by the dam]... Addis Ababa is not in need of water, rather it aims to build the dam for political purposes," he added.Yehia Mohamed, another Ethiopian refugee
belonging to the Oromo tribe, said, "Sunday's protest comes after we
have suffered harassment by some Egyptians due to the Ethiopian
government's decision to build the Renaissance Dam."Mohamed explained that the Oromo have
sought political asylum in countries such as Egypt, Kenya, and Somalia
in order to flee sectarian persecution.He also added that the Ethiopian
government excludes the Oromo from all decision-making, including the
decision to build the Renaissance Dam.Protesters lifted Egyptian and Ethiopian
flags, declaring their refusal to support a dam that will "damage Egypt
and will not help Ethiopia."On Wednesday, Egypt will demand that
Ethiopia halts building on the dam, according to Reuters, citing a
senior Egyptian government aide. If so, this will ramp up confrontation
over a project that Egypt fears will affect its main source of water.Ethiopia set off alarm bells in Cairo

The Nile riparian countries have argued

the project. One advisor went on to suggest that Cairo destroy the dam.Egypt, which has been involved in years

Ethiopia must halt work on the dam."Demanding that Ethiopia stop
construction of the dam it plans to build on the Blue Nile will be our
first step," said Pakinam El-Sharkawy, the presidential aide for
political affairs, in comments carried by the state news agency MENA."The national committee that will be
formed to deal with this issue will determine the steps that Egypt has
to take," she explained. The Oromo make up 45 percent of the population in Ethiopia, and 85 percent of them are Muslim.

BERLIN (AP) — Thousands of people have been evacuated from their homes in a region of eastern Germany where the Elbe river has flooded and burst through a dam, officials said Sunday.At least 21 people have been killed by a week of flooding in central
Europe, as rivers such as the Danube, the Elbe and the Vlatava have
overflowed after heavy rains and caused extensive damage in central and
southern Germany, the Czech Republic, Austria, Slovakia and Hungary.The latest fatality was an 80-year-old man who died of a heart attack
in Austria on Sunday while cleaning up debris caused by flooding, the
German news agency dpa reported.In Germany's eastern state of Saxony-Anhalt,
more than 8,000 people were evacuated by bus from the town of Aken and
its neighboring villages after a dam on the Elbe river broke on
Saturday, said police spokesman Uwe Holz.In Magdeburg, the state's capital, more than 3,000 residents had to
leave their homes after many streets and buildings were flooded and
electricity was shut off, dpa said.Further north on the Elbe river, residents were trying to protect
themselves from flooding by building levees along the banks of the
rising waterway.Officials in Saxony-Anhalt state also were investigating what appeared to be a threat to destroy dams.Several media outlets said they had received a letter threatening to
blow up dams on the Elbe river, Holger Stahlknecht, the state's interior
minister, said Sunday."We are taking the letter seriously," he told dpa. He said
authorities have stepped up their surveillance of dams and urged
residents to remain calm.
