U.S. has determined Syria used chemical weapons
The White House
notified lawmakers on Thursday that they had positively determined
chemical weapons were used before announcing the findings to the press.The
White House acknowledged in April that chemical weapons had been
likely deployed, but they needed further confirmation before taking
action. Obama had called the potential use of chemical weapons by Syrian
President Bashar Assad a "red line" that would spur further action by
the U.S.The president "has said the use of
chemical weapons would change his calculus and it has," said White House
Deputy National Security Adviser Ben Rhodes.The
intelligence community estimates that 100 to 150 people have died from
detected chemical weapons attacks in Syria to date, a small fraction of
the more than 90,000 that have been killed in the two-year-old civil
war. The U.S. assessment is based on laboratory analysis of
physiological samples obtained from a number of individuals, which
revealed exposure to sarin.In a speech on the Senate floor,
Sen. John McCain suggested that Obama has already decided to arm the
rebels. But Rhodes said that rebels will receive "direct support" to
Syrian rebels to increase their effectiveness, but said he could not
"inventory the types of support" at this point.

Rhodes said that the president has not made any decisions to implement a no-fly zone--as he did in Libya in as part of an international effort to oust Muammar Gaddafi. But Rhodes underscored that White House officials believe the most effective action they can take to improve the situation on the ground is to strengthen the opposition."A no-fly zone...would carry with it great and open-ended costs for the United States and the international community," Rhodes said. "It would be for more complex to undertake that effort in Syria than it was in Libya. large explosion at a Louisiana chemical plant Thursday has drawn
emergency response, and authorities say more than two dozen people could
have been injured in the blast.The explosion took place at
Williams Chemical Plant in Ascension Parish, Louisiana State Police
said, and a fire after the explosion appeared to be contained in the
plant.Twenty-five people sustained unspecified injuries, said
Paige Hargrove, executive director of the Louisiana Emergency Response
Network.The site of the explosion remains an “active scene,”
Lester Kenyon, a public information officer for Ascension Parish, told
NBC News. He said the parish’s emergency operations center is in
“partial activation” as personnel from local police and fire
departments, Homeland Security, and the Ascension Parish Office of
Emergency Preparedness are on scene.The explosion occurred at 8:37am local time, Williams said in a media
release on Thursday. Emergency responders were notified and shut-down
valves were closed after the explosion, isolating the unit, according to
the release.“The fire is greatly diminished at this time,” the
company said in the release. “Our emergency-response crews are
thoroughly trained to respond to these types of incidents and are
diligently performing their work with their first priority being the
safety and well-being of people in and around the area.”The plant
is located in Geismar, La., about 60 miles northwest of New Orleans and
20 miles southeast of Baton Rouge. The area was described by officials
as unincorporated and largely industrial.Fire officials in nearby
Gonzales, La., told NBC News that its fire chief and district fire
chief are on the scene in Geismar. They have not yet heard of any
injuries, the Gonzales officials said.The Williams Olefins
facility in the town produces about 1.3 billion pounds of ethylene and
90 million pounds of propylene a year, according to the petrochemical
company’s website.

No solid containment lines have been established around the blaze, which along with several other major fires in the state underscored concerns that persistent drought could intensify this year's fire season in the western United States.A number of the properties destroyed in the wildfire were upscale homes on large lots nestled in heavily wooded areas and the blaze has forced horse owners in the area to flee with their animals in tow.So far, flames from the Black Forest Fire have not damaged properties within the city limits of Colorado Springs. In addition to the 360 homes destroyed outside the city, 14 were damaged and the status of 79 others could not be determined.
"If the winds kick up like they did yesterday, that's my greatest concern," Maketa said."We have a large area when you're thinking of 15,000 acres where you can drive through one hour and things look pretty well calmed down, like it's smoldering. Then we get a gust of wind and the next thing you know you have a raging flame, and we're seeing that all over," he said.Colorado Governor John Hickenlooper signed executive orders on Wednesday declaring "disaster emergencies" that set aside more than $10 million for costs related to the Black Forest Fire and two other blazes in the state.

HOUSTON -- At least one
person died and another is missing and presumed dead after an explosion
Thursday at a petrochemical plant in the central Louisiana town of
Geismar, authorities said.Another 49 people were removed from the plant by
ambulance, according to Jean Kelly, a spokeswoman for the state's
department of environmental quality, which responded to the explosion.
She said 300 workers were evacuated at the time of the blast.The explosion occurred at about 8:37 a.m. CDT at the Williams Geismar
Olefins plant, leading officials to notify local emergency managers,
activate emergency shut-down valves and isolate the unit, according to a company statement. After the explosion, a boiler at the plant caught fire, according to a statement on the Iberville Parish Facebook page.Kelly told The Times the fire was under control.“The only burning is from the flare at this time. They are assessing
the facility and still don’t know the cause of the fire or the explosion
at this time,” Kelly said.She said multiple agencies have responded to the scene, including officials from the state police and U.S. Environmental Protection Agency.Louisiana's Republican Gov. Bobby Jindal was expected to release more information at a briefing within the hour near the site of the explosion.California Democratic Sen. Barbara Boxer released a statement noting
that she has contacted the U.S. Chemical Safety Board about the incident
and that they are "actively assessing the explosion""I intend to follow this situation closely and have asked for updates as they become available," Boxer said.According to a Williams company statement: “We are currently focused
on the safety and well-being of our employees, contractors and the local
community who are responding to the situation. Our emergency-response

It was not clear how many people work at the plant or were injured in
the explosion and ensuing fire. Williams officials did not return calls
Thursday. Local routes to the plant were closed, according to the

Monster wildfire menaces Colorado Springs, razes 360 homes

(Reuters) - Hundreds of firefighters made a determined stand on Thursday
to stop a wind-whipped wildfire that has already destroyed some 360
homes from roaring into the outskirts of Colorado Springs after it
billowed overnight into the most destructive blaze in state history.The so-called Black Forest Fire
has charred more than 23 square miles of heavily wooded rolling
hillsides northeast of the state's second-largest city since it erupted
on Tuesday, burning homes and forcing some 38,000 people to flee their
homes.There have been no reports of injures in the blaze.But
with the fire still burning out of control and driven by erratic,
30-mile-per-hour winds that showed no sign of diminishing, officials on
Thursday afternoon ordered evacuations for about 1,000 homes in the
northern tip of Colorado Springs."We're
not confident that if the winds changed and pushed the fire to any one
of our boundaries that it could be held," El Paso County Sheriff Terry
Maketa said, adding that firefighters were working to save homes on the
west and northwest flanks of the blaze.In
Colorado Springs, where last summer the Waldo Canyon Fire destroyed
nearly 350 homes in the city and surrounding areas, thick pillars of
smoke could be seen rising from the burn areas and the smell of burning
