Royal Bank pledges not to outsource jobs for cash savings
Royal Bank has promised it will never outsource a Canadian job to a foreign worker solely to save money.
The bank updated its code of conduct on Friday, after facing intense criticism last month for its hiring policies.In a story first reported by CBC News, the bank was criticized heavily for laying off a number of IT workers in order to replace them with cheaper foreign workers."As part of its supplier review, RBC looked at the types of work the bank will and will not outsource to suppliers that execute all or part of the work offshore to ensure suppliers support RBC's focus on creating Canadian jobs and prosperity," the bank said in a statement Friday.

'Superior skill sets'
Specifically, the bank says it will only offshore work to suppliers "when their investment in scale, technology or operational knowledge provides superior skill sets and capabilities that RBC cannot duplicate inside its own business or in Canada.""RBC will not offshore work where salary savings is the primary reason and will make every effort to source in Canada," the bank says.The bank notes that all of its call centres are located in Canada, despite the trend in many industries to offshore them.The bank faced harsh criticism for taking advantage of a government program known as the temporary foreign workers program, which is aimed at filling labour needs where suitably skilled Canadian workers can't be found for any given job.The bank says it has used the program "on a very limited basis for executives and for workers with highly specialized skills," but in the new code of conduct, the bank says it will not use what it called the "low skills workers" program to fill jobs in Canada.The B.C. Federation of Labour said it welcomed the bank's move."RBC has recognized that Canadians expect Canada's banks to provide good, family-supporting jobs in Canada," said federation president Jim Sinclair.The federation said that following the initial reports of the outsourcing, the province's labour movement threatened to withdraw more than $5 billion in union and pension funds on deposit with the bank.The federation also said it will continue discussion with the bank on the establishment of an independent monitor to review implementation of the new code of conduct.

Aid groups urge EU to fulfil commitments to Palestinians

RAMALLAH, West Bank (Reuters) - A group of 80 international aid agencies urged the European Union on Saturday to follow through on pledges it made last year to back Palestinian communities seen as vulnerable to Israeli settlement expansion in the occupied West Bank.Not enough action has been taken since EU foreign ministers last May urged Israel to ease curbs to growth on Palestinian villages and criticized its settlement policies, the Association of International Development Agencies (AIDA) said in a report.
British Foreign Secretary William Hague and U.S. Secretary of State John Kerry visited the West Bank this week to try to revive peace talks for an Israeli-Palestinian two-state solution they say may become impossible with more settlement expansion.More than 600 settler houses have been built since last May while Israel demolished 535 Palestinian-owned homes and structures, including 30 built with EU funding, displacing 784 Palestinians, the AIDA report said.It said Israel had approved plans to build 1,967 new settler homes since last May, up four-fold from the year before."Israel is morally and legally responsible for the wellbeing of Palestinian men, women and children ... EU countries have an obligation to address violations of international law and collectively put pressure on Israel to end policies impeding Palestinian development," Tony Laurence of Medical Aid for Palestinians wrote.The findings focus on a contiguous tract making up around two-thirds of the West Bank dubbed "Area C". Interim 1993 peace accords put the area under full Israeli military and civil control. Palestinians got smaller, disparate patches to govern.The division was meant to be temporary and last only a few years pending a pact ending the conflict. That has not happened.Some 150,000 Palestinians, many of them poor farmers and shepherds, along with 325,000 Israeli settlers live in Area C.
IMPASSE OVER TERRITORY
Palestinians want all of the West Bank, Gaza and East Jerusalem - lands captured by Israel in the 1967 Middle East War - for a future independent state. Israel has agreed in principle to Palestinian statehood but wants to keep all of Jerusalem as its undivided capital along with blocs of West Bank settlements.Most world powers do not recognize Israeli sovereignty in East Jerusalem and deem the settlements illegal.The EU last year called for "halting forced transfer of population and demolition of Palestinian housing and infrastructure, simplifying administrative procedures to obtain building permits ... and addressing humanitarian needs".
Since then, AIDA said, Israel has rejected 94 percent of Palestinian requests to build in Area C. Israel has yet to approve 32 EU-funded "master plans" to develop Palestinian villages filed since 2009, holding up the projects, AIDA said.In April, Kerry pledged to unfurl within a week a U.S.-backed investment initiative to support Palestinians in Area C. The plan appears to be stalled due to Israeli objections.Israel has made clear it will not permit independent Palestinian economic development in Area C."It was very clear in the (1993 interim) Oslo Accords ... that Israel has control of the economy and security in Area C," Regional Cooperation Minister Silvan Shalom told Reuters."I am not going to open the Oslo Accords just for resuming the negotiations," he said in an interview on Tuesday.In a statement to Reuters, the EU mission in Jerusalem said the EU had driven international efforts to get Israel to meet commitments on Palestinian living conditions in Area C but any change hinged on Israeli "engagement on this issue".(Reporting by Noah Browning and Crispian Balmer; Editing by Mark Heinrich)

Van Rompuy endorses restart of EU-Turkey talks

BRUSSELS - European Council chief Herman Van Rompuy has repeated his invitation for Turkish leader Recep Tayyip Erdogan to come to Brussels to mark the restart of EU entry talks.Speaking in Ankara on Thursday (23 May) - almost 50 years after the EU and Turkey signed a pre-accession pact in 1963 and more than two years after accession talks halted in 2010 - he said: "We should shortly see the opening of a new chapter in the negotiations."He added: "I am honoured that the Prime Minister has accepted my invitation to come to Brussels in the coming months in order to follow up on today's fruitful discussions."
Speaking earlier the same day at a business seminar in the Turkish capital, he noted: "After a moment of standstill … [there is] a new impetus that will soon be translated into a concrete step forward."Despite growing anti-immigration sentiment in several EU countries, he also endorsed visa free travel.He told the business event: "I trust that an early signature by Turkey of a so-called readmission agreement with the European Union would allow us to advance quickly through the roadmap leading to visa free travel for Turkish citizens."He added: "Progress can be swift. Visa free travel would give our relationship a new impetus."Turkey accession talks fizzled out in 2010 partly due to French and German hostility and partly due to a veto by Cyprus.But France and Germany in recent months said they want to restart the process.
Van Rompuy also noted that the discovery of gas in Cypriot maritime zones "could be an incentive" for Cyprus and Turkey to end the frozen conflict over Turkish-controlled north Cyprus."A settlement would open up the range of options for the exploitation of hydrocarbon resources in the economically most advantageous way for the benefit of all Cypriots," he told the Turkish businessmen.Believers in Turkey's EU entry say it would increase the Union's influence in the Middle East and improve energy security by connecting Europe to the gas-rich Caspian Sea.But sceptics say Turkey has a way to go on human rights and that its poorer regions would suck in billions of EU cohesion money.Van Rompuy twice urged Erdogan to respect "freedom of expression."But he noted the Turkish economy would now be the fifth biggest in the Union in terms of total GDP - on par with the Netherlands, but ahead of Belgium, Poland and Sweden.
On the flip side, he assured Turkey the EU is not heading for economic meltdown."Let me underline my strong belief that the current stagnation is but momentary ... We will bounce back," he said."The existential threat to the eurozone has been defeated," he added.For his part, Erdogan has shunned the EU capital since 2009.He told Van Rompuy "that while Turkey is thinking about joining the European Union for its own benefit, it is also considering it for the gains it will bring to the EU … Turkey isn't going to be a burden."
He also noted: "There are currently more than 5 million Turks in the EU, there is already a Turkey [inside the European Union]."The two men's optimism is not shared by all, however.Popular support for EU membership in Turkey has fallen from a high of more than 70 percent in 2005 to 33 percent.Meanwhile, Nobel-prize-winning US economist Edmund Phelps earlier this week told news agency Bloomberg that Iceland is right to put its EU entry talks on hold."We’re still learning about the European experiment and to what extent it’s going to succeed," he said."I can't believe that anybody's serious about joining the EU right now … It’s like saying: 'It's a beautiful house - it happens to be on fire at the moment - we should buy it'," he added.

Assad Has Chemicals that Can Eradicate Entire Towns'

Assad has enough sarin to "eradicate the whole of Damascus," says a former scientist for the Syrian chemical weapons program.

President Bashar al-Assad’s regime has enough of the nerve agent sarin to "eradicate the whole of Damascus, Homs, Hama, and Aleppo," a former scientist for the Syrian chemical weapons program says.
Speaking to Al Jazeera on condition of anonymity after he fled Syria, the chemist said that the regime is not likely to unleash its chemical stockpiles unless it “no longer cares about the world knowing.""If the regime is to fire a Scud-B with a chemical warhead filled with sarin, the missile would create a chemical cloud in the atmosphere that is 3km long and 500m wide, which could be fatal to all people under it," the chemist told Al Jazeera.He claimed that the regime has only used sarin nerve gas in small quantities to halt rebel advances in four towns in the suburbs of Damascus, in Aleppo’s Sheikh Maksoud district, in Idlib's Saraqeb town and in Homs' al-Khalidiyeh district."The intention was to incapacitate rebels and force them out of strategic areas, while keeping the deaths among their ranks limited," the chemist said, who added that he was speaking out "to dispel the myths on chemical weapons in Syria."The Syrian government has managed to keep information about its chemical weapons largely beyond the reach of outsiders, and to keep its scientists under heavy surveillance, even keeping some under 24-hour guard.The exiled chemist told Al Jazeera that Syria’s stockpile comprises 700 tons of sarin agent, at least 3,000 aerial bombs that could be filled with chemical agents and more than 100 chemical warheads for Scud missiles.Consistent with other intelligence reports, the chemist said that Assad’s chemical weapons arsenal also contains mustard gas and what experts describe as the deadliest of all nerve agents, VX.Some Western intelligence agencies believe that Syria also has access to tabun nerve agent, but the chemist said these reports are untrue.The regime and rebels have accused each other of using chemical weapons on several occasions, and the issue has come to dominate recent debate about the two-year-long conflict.The U.S. and Britain say they have "credible evidence" that chemical weapons have been used in Syria, and Turkey said its hospitals treated patients exposed to chemical attack.
The chemist said he fled the country before December 23, 2012, when the first claims emerged about the regime’s use of chemical weapons in the neighborhood of Khaldiyeh, in the city of Homs. The neighborhood is strategic because it divides Sunnis and largely pro-government Alawites.A diluted mix of sarin and isopropyl alcohol was likely used in December 2012, according to the scientist, but he cast doubt on the claims of the regime and rebels that chemical weapons were used in Khan al-Assal in Aleppo on March 19.
"When medics report [a] very disgusting smell, the way they did in Khan al-Assal, it is obvious it’s not coming from chemical weapons," the chemist told Al Jazeera. "The fact that patients only suffered from suffocation and no other symptoms further confirms that it was not sarin."The chemist said what was likely fired was military-grade tear gas, used as a substitute for chemical agents. The chemist explained that during the two-year conflict, the regime has experimented with mixing different gases - like sarin and tear gas - in order to create a mélange of symptoms that would make the cause hard to identify."When opposition activists report different kinds of symptoms resulting from the different gases, it becomes hard to believe them. Some opposition fighters report a burning sensation in the eyes, raising the question as to whether this was tear gas or nerve gas," the chemist told Al Jazeera.The scientist said the regime had convinced him that the weapons he was working on were for self-defense against Israel."It was our dogma that we were creating the equivalent of Israel’s nuclear weapons," the chemist said. Exiled cleric who taught UK knifeman praises 'courage'

TRIPOLI, Lebanon (Reuters) - A Syrian-born Islamist cleric who taught one of the men accused of hacking to death an off-duty British soldier on a London street praised the attack for its "courage" and said Muslims would see it as a strike on a military target.In an interview in Tripoli, northern Lebanon, where he has lived since being banished from Britain in 2005, Omar Bakri, founder of banned British Islamist group Al Muhajiroun, said he knew suspect Michael Adebolajo from his lectures a decade ago."When I saw the footage I recognized the face immediately," Bakri told Reuters. "I used to know him. A quiet man, very shy, asking lots of questions about Islam.""What surprised me (is) the quiet man, the man who is very shy, decided to carry out an attack against a British soldier in the middle of the day in the middle of a street in the UK. In east London. It's incredible."When I saw that, honestly I was very surprised - standing firm, courageous, brave. Not running away. Rather, he said why he carried (it out) and he wanted the whole world to hear it."The attack has been vociferously condemned by Muslim organizations across Britain.Adebolajo, 28, a British-born convert from a Christian Nigerian immigrant family, went by the nickname Mujahid - warrior - after taking up Islam as a teenager in a suburb on the northeast outskirts of London.He was filmed with his hands still covered with the blood of Afghan war veteran Lee Rigby, 25, after the attack. Clutching a butcher's knife and meat cleaver, he said the killing was revenge for British participation in wars in foreign countries.He and a second knife-wielding attacker, Nigerian-born naturalized British citizen Michael Adebowale, 22, are in hospital after being shot by police during their arrest. They have yet to be charged. Police have also arrested another man and a woman under suspicion of conspiracy to murder.
"WE DON'T SLEEP ON OUR GRIEVANCES"
The interview with Bakri in his flat in the Abu Samra district of Tripoli was twice interrupted by his infant son Osama, who broke into the room playing with a plastic toy. The boy was named after slain al Qaeda leader Osama bin Laden."He is supposed to go fight (U.S. President Barack) Obama in the future, and maybe to deal with the Obama of his times. We called him after... Sheikh Osama," Bakri said, smiling often as he spoke but lacing light-hearted comments with hints of menace.After a photographer took his picture, the bearded Bakri, wearing a black cloak over white trousers and white leather shoes, mockingly adopted a threatening pose."We know the media, they just want evil pictures," he said. "But we are going to be in power soon... Don't think that we sleep on our grievances. That Michael, after 10 years, he killed (the soldier) in front of everyone ... Was he a man or not?" "The prophet (Mohammad) said an infidel and his killer will not meet in Hell. That's a beautiful saying," he said. "May God reward (Adebolajo) for his actions."
Bakri said British authorities were inviting retaliation by targeting Muslims with anti-terrorist legislation and police raids."If you breach the covenant of security with Muslims you are digging your grave," he said. "I cannot condemn what Michael did. I don't see it as a crime as far as Islam is concerned".He said radical Islam was winning the bulk of converts in Britain and scoffed at the "moderate chocolate" Muslims who he said are "always melting the way the West wants them to be - they never stand for what they believe".
"They are just a waste of space".Bakri said his organization Al Muhajiroun had nothing to do with the attack because members had not seen Adebolajo since 2005. However, Anjem Choudary, who took over the leadership of Al Muhajiroun when Bakri was exiled from Britain, has told Reuters Adebolajo attended the group's events until about two years ago."Maybe Michael, in the eyes of many people in Britain, Muslim and non-Muslim, they don't condone what he did. They condemn it. But in the eyes of Muslims around the world they don't see him the same way. The Muslims in this country, they are so happy, proud of him. They see him as a freedom fighter attacking a military target."Bakri said he had been living in Lebanon since 2005, under an agreement by which Lebanon prevents him from leaving the country for 30 years. BEIRUT (Reuters) - Syrian government forces and the Lebanese guerrilla group Hezbollah launched a fierce campaign to seize more rebel territory in the border town of Qusair on Saturday, sources on both sides of the conflict said.Rebels fighting to topple President Bashar al-Assad said additional tanks and artillery had been deployed around opposition-held territory in Qusair, a Syrian town close to the Lebanese border.
"I've never seen a day like this since the battle started," said Malek Ammar, an activist speaking from the town by Skype. "The shelling is so violent and heavy. It's like they're trying to destroy the city house by house."More than 22 people in opposition-held areas were killed by Saturday afternoon, most of them rebels, and dozens were injured, according to the Syrian Observatory for Human Rights.Rebels are largely surrounded in Qusair, a town of 30,000 that has become a strategic battleground. Assad's forces want to take the area to secure a route between the capital Damascus and his stronghold on the Mediterranean coast, effectively dividing rebel-held territories in the north and south.The opposition has been fighting back, seeing it as critical to maintain cross-border supply routes and stop Assad from gaining a victory they fear may give him the upper hand in proposed U.S.-Russia led peace talks next month.Syria's two-year uprising against four decades of Assad family rule began as peaceful protests but devolved into an armed conflict that has killed more than 80,000 people.Assad's forces are believed to have seized about two-thirds of Qusair, but the price has been high and rebels insist they are preventing any further advances.An official close to Hezbollah told Reuters that the fighters' advances in Qusair were happening at a very slow pace."We are in the second phase of our plan of attack but the advance has been quite slow and difficult. The rebels have mined everything, the streets, the houses. Even the refrigerators are mined."Assad and Hezbollah forces have also been working to capture territory in areas surrounding Qusair. Manar TV, Hezbollah's media wing, said the Syrian army recaptured the Dabaa airport near the town, which rebels had seized several weeks ago.
SECTARIAN FIGHTING THREATENS REGION
The fighting in Qusair has also highlighted the increasingly sectarian tone of Syria's political struggle, which is not only overshadowing the revolt but threatening to destabilize the region. Israel has launched two air strikes in Syria, and Lebanon, which fought its own sectarian-fuelled 15-year civil war, has seen a rise in Syria-linked violence.Syria's Sunni Muslim majority has led the struggle to topple Assad, and has been joined by Islamist fighters across the region, some of them linked to the militant group al Qaeda.Assad comes from the minority Alawite sect, an offshoot of Shi'ite Islam, and has relied on an army led mostly by Alawite forces. He has been bankrolled by regional Shi'ite power Iran, a longtime ally, and now increasingly by the country's Lebanese proxy, Shi'ite Hezbollah, founded as a resistance movement to Israel.Syrian rebels now say that whatever the outcome, they will plot sectarian revenge attacks on Shi'ite and Alawite villages on either side of the border.The Britain-based Syrian Observatory, which has a network of activists across Syria, said Assad forces led by Hezbollah were trying to advance from three directions in the city."Every area they didn't have a foothold in, they are trying to gain one now," Rami Abdelraham, head of the Observatory, told Reuters by telephone.Rebels from across Syria say they have sent some of their units into Qusair.Colonel Abdeljabbar al-Okaidi, the Aleppo-based regional leader of a moderate, internationally-backed Supreme Military Council said he and the Islamist brigade al-Tawheed had sent forces to the outskirts of the town to help the Qusair fighters.But activist Malek Ammar said no forces had arrived yet and insisted the rebels locked in Qusair were still on their own."No one is helping Qusair other than its own men," he said.
