Israel shoots down drone from Lebanon: Israeli military

JERUSALEM (Reuters) - An Israeli fighter plane shot down a drone from Lebanon over the Mediterranean sea on Thursday as it was approaching the Israeli coast, the military said."I view with great gravity this attempt to violate our border. We will continue to do what is necessary to defend the security of Israel's citizens," Israeli Prime Minister Benjamin Netanyahu said in a statement.The military said the unmanned aerial vehicle (UAV) was detected in Lebanese skies and intercepted by a F-16 fighter jet some five nautical miles from the Israeli port city of Haifa.The Israeli navy was searching for the wreckage in the sea, a statement said.It was the second time a drone from Lebanon has been intercepted in Israeli air space in the past seven months.Last October, an Israel missile shot down a UAV sent by Iranian-backed Lebanese group Hezbollah after it flew some 35 miles into southern Israel.(Reporting by Jeffrey Heller, Editing by Crispian Balmer)

United States ambassador to the United Nations, Susan Rice, called on Wednesday for the dismissal of Richard Falk, a top official on the United Nations Human Rights Council, who attempted to explain the Boston Marathon bombings as a reaction to US policy in the Middle East.Falk, whose official title is the “U.N. special rapporteur for human rights in the occupied Palestinian territories,” implied that the Boston Marathon bombings were payback for America’s "geopolitical fantasy of global domination" and its friendship with Israel.“…As long as Tel Aviv has the compliant ear of the American political establishment, those who wish for peace and justice in the world should not rest easy,” Falk wrote in an article published in Foreign Policy Journal. He also implied that the Boston terror attack was a justified response to U.S. policies in Afghanistan, Pakistan and Iraq.“Outraged by Richard Falk's highly offensive Boston comments. Someone who spews such vitriol has no place at the UN. Past time for him to go,” Ambassador Rice wrote on Twitter.
The Anti-Defamation League issued a harsh denunciation of his comments, saying “It is outrageous that the U.N. Human Rights Council continues to support such a wildly conspiratorial and highly biased extremist as a reliable ‘expert.”“Richard Falk has given the Human Right’s Council yet another black eye and his continued affiliation with the international body only serves to undermine its credibility.  His outrageous assertion that the Boston terror attack can be traced to U.S. and Israeli policy is not surprising, given his notorious record of anti-Israel and anti-American propaganda,” said ADL National Director Abraham Foxman.Jewish groups have long criticized the many anti-Israel statements and biased reports issued by Falk, including comparisons of Israeli actions to those of the Nazis, his use of anti-Semitic imagery and his 2012 U.N. report which endorsed an official boycott of companies conducting business with Israel.
U.N. Secretary General Ban Ki-Moon has previously condemned Falk, but has stated that he has no authority to remove him from his position.

Speaking in an exclusive interview with Arutz Sheva, former U.S. ambassador to the United Nations, John Bolton, said that the situation with Iran “is very perilous” because the regime “is close to achieving its twenty year long objective of getting nuclear weapons.”“I don’t think the economic sanctions have slowed the program down at all and I think that unless the United States or Israel takes military action that Iran will get nuclear weapons,” Bolton told Arutz Sheva.“This is a very undesirable situation to be in and the choices are not good…,” he added.“We should have acted more forcefully 10 or more years ago,” he asserted, maintaining   that if the US does not take military action, Israel will be forced with the very difficult decision of whether or not to do so.When asked about the appeal made by Jewish groups, urging President Barack Obama to pardon Jonathan Pollard, who was sentenced to life in prison in 1987 for allegedly supplying Israel with classified information, Bolton said it “is worth considering.”He added, however, that granting a pardon is “a very hard question”Prior to Obama’s recent trip to Israel, Jews worldwide were rallying on Pollard’s behalf, urging Obama to grant his release.“We appeal to you as one who symbolizes the shared values of humanity, compassion and hope for a second chance, that both of our nations embrace,” read an online petition. “We implore you to commute Jonathan Pollard's sentence to time served without delay and allow him to live out his remaining days as a free man.”“It is our fervent hope and prayer that your upcoming trip to Israel will bring us the good news we have waited for, for so very long, and that this tragic and painful episode can finally be put to rest once and for all,” it adds.

EU should press ahead on bank resolution, ECB man says

BRUSSELS - The EU should move ahead with rules to wind up failing banks and set up a bank-funded resolution fund, European Central Bank (ECB) vice-president Vitor Constancio has said.In a hearing with MEPs in the Parliament's economic affairs committee on Wednesday (24 April), Constancio noted that a single resolution mechanism to wind up banks is "a necessary complement" to having a single banking supervisor.MEPs are expected to open negotiations with governments on the bank recovery and resolution directive in the coming weeks.The legislation puts in place a hierarchy of savers and investors who would be expected to cover losses in the event of a Cyprus-style bank collapse.Describing the adoption of the directive as being "of paramount importance," Constancio said it would provide "a clear tool-kit of powers and instruments in all member states."Constancio was presenting the Frankfurt-based ECB's 2012 annual report, a year which saw the EU's GDP shrink by 0.6 percent and in which unemployment soared to "unprecedented levels."Referring to ECB President Mario Draghi's pledge to do whatever it takes to prop up the single currency, Constancio said the promise had made a "huge impact on interest rates … and a market reduction in sovereign bond yields."Launched in August, the ECB's Outright Monetary Transactions (OMT) programme has seen the bank buy large quantities of eurozone sovereign debt on the secondary bond markets,He also left the door ajar for a possible interest rate cut, saying that the ECB "stood ready to act in any way it could, especially if the situation deteriorates."The ECB has pegged interest rates at the historical low of 0.75 percent since July 2012. But with data published on Tuesday indicating a further reduction in manufacturing output, the bank is under pressure to loosen rates further at the next meeting of its governing council next week.The ECB vice-president also distanced himself from recent comments by European Commission chief Jose Manuel Barroso implying that austerity policies had reached their limits and that governments could shift policy away from deficit reduction.Reform programmes had "implied high costs in terms of unemployed net and should not be put into risk of unraveling now," he said.Challenged by Portuguese MEP Elisa Ferreira, the Socialist group spokesperson's on the economic committee, Constancio said that "moving away from debt sustainability would lead to higher interest rates."But he qualified the statement by adding that "we can talk about the speed but not the direction."

Many trapped in Bangladesh building rubble as toll tops 220

SAVAR, Bangladesh (Reuters) - Survivors from a garment factory that collapsed in Bangladesh killing at least 228 people described on Thursday a deafening bang and tremors before the eight-floor building crashed down under them.Many more of the mostly female workers were still feared trapped in the rubble more than 24 hours after the disaster, which has brought renewed attention to Western firms who use Bangladesh as a source of low cost goods.In the evening, local residents were still pulling survivors and bodies from the wreckage of the Rana Plaza building in the commercial suburb of Savar, 30 km (20 miles) outside the capital Dhaka, using crowbars and their bare hands in sweltering heat. More than 1,000 people were injured."I thought there was an earthquake," said Shirin Akhter, 22, who was starting her day at the New Wave Style workshop six floors up when the complex crumbled. Akhter was trapped for hours before breaking through a wall. She says her monthly wage was $38.Relatives identified their dead among rows of corpses wrapped in white cloth in a nearby school field.Police said the owner of the building, local politician Mohammed Sohel Rana, was told of dangerous cracks on Tuesday.While a bank in the building closed on Wednesday, the factories told their workers there was no danger, industry officials said. Rana is now on the run, according to police."An unspecified number of victims are still trapped," said Mizanur Rahman, a rescue worker with the fire brigade, as he clambered over the wreckage. "We can't be certain of getting them all out alive. We are losing a bit of hope."Dhaka's district police chief Habibur Rahman said the death toll could rise further.
DAY OF MOURNING
The government declared a national day of mourning and flags were flown half mast at all official buildings.
Dhaka city development authority had filed a case against the building's owner for faulty construction, police chief Rahman said. It filed another case against the owner and the five garments factories for causing unlawful death.Bangladesh Garment Manufacturers and Exporters Association (BGMEA) President Mohammad Atiqul Islam said there were 3,122 workers in the factories on Wednesday. He said that local officials had indicated the cracks the day before."We asked the garment owners to keep it closed," Islam said.Rana had told proprietors of the building's five garment factories that the cracks were not dangerous, Islam added. "After getting the green signal from the plaza owner all the garment factories opened," he said.More than 1,000 textile workers besieged the BGMEA offices on Thursday, pelting it with stones and clashing with riot police, TV channels showed. The workers demanded all garment factories be shut and the owners harshly punished for accidents.Hundreds of students donated blood at a clinic in Savar after doctors at Dhaka hospitals said they couldn't cope with the number of victims.Firefighters and troops carried young women survivors of the accident on stretchers, some apparently semi-conscious.Mohammad Mosharraf, who was rescued on Thursday after 26 hours, said he had been hit on the head by something heavy and knocked unconscious when the building came down."When I regain my sense I found another four colleagues are also trapped under the debris of the building," he told Reuters. "We desperately tried to shout for someone to rescue us. Initially we didn't receive any response, but we moved to another part of the floor and found some light and heard voices."
SAFETY CONCERNS
The Rana Plaza building collapse follows a fire at the Tazreen Fashion factory on the outskirts of Dhaka that killed 112 people in November and another incident at a factory in January in which seven people died, compounding concerns about worker safety and low wages in Bangladesh.Entry level wages in these factories start at 14 cents an hour, said Charles Kernaghan, with the Institute for Global Labour and Human Rights.UK clothing retailer Primark, which has 257 stores across Europe and is a unit of Associated British Foods, confirmed that one of its suppliers occupied the second floor of the building. Danish retailer PWT Group, which owns the Texman brand, said it used a factory in the building for seven years."We check the working conditions at the factory, but we are not construction engineers. We cannot be held responsible for how they build their factories," PWT director Ole Koch said.British clothing retailer Matalan said it used to be supplied by one of the factories at the complex but had no current production there.Canada's Loblaw, a unit of food processing and distribution firm George Weston Ltd, said one factory made a small number of "Joe Fresh" apparel items for the company.Primark, Loblaw and PWT operate under codes of conduct aimed at ensuring products are made in good working conditions.Documents including order sheets and cutting plans obtained by Reuters appeared to show that other major clothing brands such as Benetton had used suppliers in the building in the last year. A Benetton spokesman said none of the factories were suppliers to the company. Spain's Mango said it had an unfulfilled sample order with Phantom Apparel, at the plaza.About 3.6 million people work in Bangladesh's garment industry, making it the world's second-largest apparel exporter. The bulk of exports - 60 percent - go to Europe. The United States takes 23 percent and 5 percent go to Canada.Following the Tazreen fire, giant U.S. retailer Wal-Mart Stores Inc. said it would take steps to alleviate safety concerns, while Gap Inc. announced a four-step fire-safety program.

Syria rebels launch attack in central Hama after months of calm

BEIRUT (Reuters) - Heavy clashes erupted for the first time in months in Syria's central city of Hama on Thursday as rebels tried to relieve pressure on comrades under attack from President Bashar al-Assad's forces elsewhere, activists said.They said at least seven people were killed and dozens wounded when fighting broke out at 4 a.m. in Hama, a historic symbol of dissent against four decades of Assad family rule. Most of the reported casualties were civilian, they said.Assad's father, who ruled Syria for 30 years until his death in 2000, crushed an armed Islamist revolt in Hama in 1982, killing many thousands of people and razing parts of the city.Video uploaded by activists showed heavy machinegun and rocket fire amid cries of "God is great" from rebel fighters in Hama. Activists said it was the first time in six months that insurgents had engaged the army there with such ferocity."The operation is an attempt to alleviate some pressure on fighters in the countryside of Hama as well as in nearby provinces," an activist who called himself Safi al-Hamawi told Reuters via Skype. But he questioned the utility of the effort, raising concerns it may not be extensive enough to help.Assad's forces have made gains on the Syrian-Lebanese border and in the suburbs of Damascus recently, as well as in parts of the north where rebels hold swathes of territory.Hama, one of the few cities that had been relatively quiet, is close to Homs, near the Lebanese border. The province is an important link between the capital Damascus and pro-Assad Alawite strongholds on the Mediterranean coast.Videos uploaded by activists showed rebels raising a black Islamist flag over a charred and bullet-scarred school they stormed on Thursday. They said it had been used as a military base and detention center by soldiers and pro-Assad militias."This was one of the worst regime sites in the city. The soldiers treated residents harshly and in a sectarian manner," said an activist using the name Abu Adnan, speaking from Hama.Hama, like Syria, is mainly Sunni Muslim but most loyalist militiamen and army officers are from Assad's Alawite minority, an offshoot of Shi'ite Islam.At least five residential buildings were damaged in the fighting, according to Hamawi. "Residents are hiding in their homes, no one is fleeing. The fighting is still going on and very heavy, so people are too afraid to move."Most shops in the city were shut, residents said by Skype.
