House GOP faults Clinton, State Dept for Benghazi security-CBSNEWS

In an interim progress report on the September 2012 attack on the U.S. consulate in Benghazi, Libya, five House committees call former Secretary of State Hillary Clinton and other high-ranking State Department officials responsible for reducing security levels at the consulate, contradicting the testimony Clinton gave before Congress.The interim report -- released by Republicans on the House Armed Services, Judiciary, Foreign Affairs, Intelligence and Oversight and Government Reform Committees -- reaches three major conclusions.First, the committees' Republicans conclude that Clinton approved security reductions at the consulate, pointing to evidence such as an April 2012 State Department cable bearing her signature. The cable was a formal request from then-U.S. Ambassador to Libya Gene Cretz for more security. In her testimony before Congress in January, Clinton said, "With specific security requests they didn't come to me. I had no knowledge of them."The interim report also charges that White House and senior State Department officials attempted to protect the State Department from criticism by altering accurate talking points drafted by the intelligence community. For instance, the report says that, after a Sept. 15, 2012 meeting, administration officials removed references to the likely participation of Islamic extremists.The report also contradicts administration claims that the talking points were changed to protect classified information. None of the email exchanges reviewed ever mentioned a concern about classified information, according to the report.The five committees have been investigating the Benghazi attack for months and continue to probe into unanswered questions. As CBS News' Sharyl Attkisson has reported, a number of whistleblowers relevant to the State Department, CIA and Defense Department are now speaking to Congress.The Obama administration responded to the report by suggesting it hasn't revealed any new information."The report just released by the House Republican Conference on Benghazi appears to raise questions that have already been asked and answered in great detail by the Administration," National Security Council spokeswoman Caitlin Hayden said in a statement. "We have taken extraordinary steps to work with five different committees in Congress in investigating what happened before, during, and after the Benghazi attacks."
Hayden noted specifically that the administration gave Congress access to ten thousand pages of documents and that senior agency officials have briefed congressmen publicly and privately on the matter. She also noted the State Department's Accountability Review Board, an independent body, called the interagency response to the attack "timely and appropriate."

Philadelphia abortion clinic worker: I saw 10 babies breathe

PHILADELPHIA (AP) — A former abortion clinic worker capped the five-week murder trial of her former boss with powerful testimony that she saw more than 10 babies breathe before they were killed.

“I thought they were breathing,” Kareema Cross testified Thursday, explaining that she saw their chests go up and down. “He would say they’re not really breathing,”Cross, 28, is the final prosecution witness in the capital murder case against Dr. Kermit Gosnell. He is charged in the deaths of a patient and seven babies allegedly born alive.Cross also described seeing three babies move, one after being born in a toilet, and heard a fourth give a “soft whine.”Cross, who worked at the clinic from 2005 to 2009, was so disturbed by its operation that she took photos and called authorities, although she gave a relative’s name.A 2011 grand jury report blasts state and city officials for failing to inspect or shutter Gosnell’s busy clinic in West Philadelphia. A 2010 FBI raid over Gosnell’s separate pain management practice ultimately led to its closure.

The defense has denied that babies were born alive, and Cross is sure to face strenuous questioning Thursday afternoon from Gosnell’s lawyer, Jack McMahon.Her direct testimony encompassed many of the charges against Gosnell and nine co-defendants.She admitted that she studied only to be a medical assistant, but performed ultrasounds, gave anesthesia drugs and helped perform abortions.She said she routinely saw Gosnell abort babies who were past the state’s 24-week abortion limit. She said staff left late-term patients alone on the second floor after they’d been given painkillers and potent drugs to induce labor, and said some even stayed overnight unattended in a makeshift bedroom.She said Gosnell and others snipped the backs of the babies’ necks after they were born, and sometimes removed the brain through the opening. And she described the clinic as filthy and the equipment as outdated.One of her photographs, shown to jurors on a large screen, shows the fetal feet Gosnell kept in specimen jars, allegedly for DNA purposes.Another photograph, taken by a co-worker, showed “the largest baby she had ever seen” aborted at the clinic.

The jury has seen the disturbing picture before, and heard from the boy’s then-teenage mother. The baby’s gestational age has been estimated by some to be nearly 30 weeks.The teen mother was asleep when the baby came out, and Gosnell put the body in a container the size of a shoe box, Cross testified. The baby drew in its arms and legs and curled up inside in a fetal position, she said.In a line the jury has also heard before, she recalled Gosnell saying, “The baby’s big enough that it could walk to the store, walk to the bus.”

Cross has pleaded guilty to federal drug charges for administering medications at the clinic, and hopes to get probation for her cooperation.

PARIS (AP) — France legalized gay marriage on Tuesday after a wrenching national debate that exposed deep social conservatism in the nation's heartland and triggered huge protests in Paris from both sides of the divide. Legions of officers with water cannon braced outside the National Assembly for possible violence on an issue that galvanized the country's faltering right.The measure passed easily in the Socialist-majority Assembly, 331-225, just minutes after the president of the legislative body expelled a disruptive protester in pink, the color adopted by French opponents of gay marriage."Only those who love democracy are here," Claude Bartelone, the Assembly president, said angrily.In recent weeks, violent attacks against gay couples have spiked and some legislators have received threats — including Bartelone, who got a gunpowder-filled envelope on Monday.One of the biggest protests against same-sex marriage drew together hundreds of thousands of people bused in from the French provinces — conservative activists, schoolchildren with their parents, retirees, priests and others. China sends largest fleet yet to disputed islands

China sent a fleet of patrol ships today to the sea area it disputes with Japan, following a controversial visit by Japanese officials to a war shrine. The latest moves are seen as a setback for a diplomatic resolution.

Spats between Asia’s two most powerful nations, China and Japan, have grown uncomfortably routine since Tokyo nationalized a group of disputed islands in September. On Tuesday tensions reached a new and potentially worrisome high.China sent eight surveillance vessels into Japanese territorial waters, apparently to track a flotilla of Japanese activists who had gone to look at the contested area. China’s presence – an effort to exercise authority in the region – is its largest since Japan nationalized the uninhabited islets, Kyodo News reported.China’s use of ships in disputed waters isn’t expected to cause a war, but it raises the specter of a miscalculation at sea that could in turn create a new diplomatic row, set off more protests in Chinese cities, and strike another blow at Japanese business caught in the crossfire. Hopes of polite negotiations are also off the map for now."Only when Japan faces up to its aggressive past can it embrace the future and develop friendly relations with its Asian neighbors," Chinese foreign ministry spokeswoman Hua Chunying told a news conference on Monday.As if the 80 pro-Tokyo activists weren’t enough to upset Beijing, that same day 168 Japanese lawmakers visited a Shinto shrine that’s reviled elsewhere in Asia for memorializing World War II heroes. Japan occupied parts of China from 1931 to 1945. Three cabinet ministers had already visited Yasukuni Shrine over the weekend, causing calculated reaction.In protest, a high-level Chinese military official bailed on a trip this week to Japan as the foreign ministry lashed out.And China’s surveillance vessels probably weren’t loaded with olive branches. The Communist country has increasingly jousted with Japan since around 2005 as it rose to become the world’s second largest economy.“Such an intrusion [in the East China Sea] was certainly not undertaken spontaneously, but would have been planned and coordinated some time in advance for execution as soon as an opportunity presented itself,” says Scott Harold, associate political scientist with US-based think tank the RAND Corporation.Japan controls the disputed islets, which it calls the Senkakus, despite 40 years of competing claims from China and a wave of destructive anti-Japanese street protests in Chinese cities last year. China criticizes the Shinto shrine visits because a memorial at the venue also honors 14 major war criminals.The two sides are also disputing rights to an undersea natural gas field, while China periodically accuses Japan of not apologizing for the war of the 1940s. Japan says it has apologized.China and Japan, as the world’s No. 2 and No. 3 economies, also mean a lot to each other trade wise. The number of Japanese subsidiaries in China has grown eight times since the 1990s, and they sold $147 billion worth of goods to the country in the 2011 fiscal year.Will the two keep meeting, along with South Korea, to discuss a three-way trade agreement? After momentum last month, the latest raises concern that this puts progress on ice.“Both sides need to be more flexible,” suggests Ralph Cossa, president with US think tank Pacific Forum Center for Strategic and International Studies. “Japan needs to acknowledge that the territory is in dispute, at least from a Chinese perspective, and the Chinese need to acknowledge that they are under Japan’s administrative control and that a military solution is unacceptable.”
