Brzezinski: EU-US trade pact can halt West's decline

BRATISLAVA - US academic and former statesman, Zbigniew Brzezinski, has said Western democracies should create a trans-Atlantic trade bloc to counterbalance Chinese power.The 85-year-old, who was a US national security advisor at the height of the Cold War, spoke at the Globsec conference in Bratislava on Thursday (18 April) to an audience of central European VIPs.He recalled drinking a beer in the Slovak capital with Czech artist-politician Vaclav Havel shortly after the fall of the Iron Curtain and having "a kind of exuberant feeling" about the future of Europe and the emergence of the US as a benign superpower.But he said Europe failed to fulfil its promise, while the US weakened itself by invading Iraq."Europe's main problem is that today's European Union is a Europe more of banks than of people, more of commercial convenience than an emotional commitment of the European peoples," he said.He criticised the UK for putting the interests of The City above all else. He said some eastern countries treat the EU as "a piggy bank" of subsidies, while "complacent" and "self-indulgent" southern countries' top priority is to get bailouts from the north."In Western Europe today, there is a dearth of historical imagination and of global ambition. There is no Churchill, no De Gaulle, no Adenauer. Current political discourse is dominated by narrow perspectives," he noted, referring to Europe's post-WWII political giants."Europe's lack of global ambition makes for excessive reliance on America [as a security provider] and makes the American public more sceptical of Europe," he added.On the US side, he said the $3 trillion Iraq war hobbled its economy and delegitimised its authority."Just think of the recent UN vote on Palestine's status … The Americans organised a worldwide diplomatic effort to prevent it from happening and out of 190 countries, it gained seven supporters," he said.
In the context of China's growing economic and military power, he said the creation of an EU-US free trade zone could revive trans-Atlantic relations and create a new geopolitical equilibrium."There is enormous promise in that concept," he said."It can create additional trans-Atlantic bonds … It can shape a new balance between the Pacific and the Atlantic oceanic regions, while at the same time generating in the West a new vitality, more security and greater cohesion," he added.For his part, Estonian President Toomas Ilves, speaking at the same event on Friday, shared Brzezinski's concerns."If the US is becoming less interested in Europe [in terms of providing security] … it means we have to slap our faces, to wake up and say 'What are we going to do?' It's still a Hobbesian world out there," he said, referring to the 17th century British philosopher Thomas Hobbes and his vision of a dog-eat-dog world.The EU commissioner for administrative affairs, Maros Sefcovic, also placed great hope in the potential EU-US trade deal.He noted that it would give the two sides an economic advantage in terms of de facto control of global industrial standards. "If the Americans and the Europeans agree that this is the standard [for a given product] then that automatically becomes the world standard," he said.He urged EU countries to adopt a negotiating mandate before July and said parts of the pact could be "initialled" before mid-2014.Looking inwardly into the Union, he echoed Brzezinski's concern that EU institutions, national governments and average Europeans lack joint political will.Noting that the European Commission will in future be able to veto member states' national budgets under the so-called European Semester laws, he said: "The commission in its history never had more power than it has now."But he wondered what will happen when Brussels tries to wield its new instruments."In September or October, the commission will send letters to Estonia or to France saying: 'Show us your budgets. We want to see them first to see if they're sustainable.' Then we will have to have a conversation on how to combine this deeper integration with democratic scrutiny," he said."When I present this to the Bundestag … people might say: 'Who is this man from Brussels telling us what to do?'," he noted.

Rescuers struggle to reach China quake zone as toll climbs

LUSHAN, China (Reuters) - Rescuers struggled to reach a remote, rural corner of southwestern China on Sunday as the toll of the dead and missing from the country's worst earthquake in three years climbed to 208 with almost 1,000 serious injuries.The 6.6 magnitude quake struck in Lushan county, near the city of Ya'an in the southwestern province of Sichuan, close to where a devastating 7.9 quake hit in May 2008, killing 70,000.Most of the deaths were concentrated in Lushan, a short drive up the valley from Ya'an, but rescuers' progress was hampered by the narrowness of the road and landslides, as well as government controls restricting access to avoid traffic jams."The Lushan county center is getting back to normal, but the need is still considerable in terms of shelter and materials," said Kevin Xia of the International Federation of Red Cross and Red Crescent Societies."Supplies have had difficulty getting into the region because of the traffic jams. Most of our supplies are still on the way."In Ya'an, relief workers from across China expressed frustration with gaining access to Lushan and the villages beyond, up in the mountains."We're in a hurry. There are people that need help and we have supplies in the back (of the car)," said one man from the Shandong Province Earthquake Emergency Response Team, who declined to give his name.The Ministry of Civil Affairs put the number of dead at 184 and missing at 24, with more than 11,800 injured.Hundreds of armed police were blocked from using roads that were wrecked by landslides and marched in single file with shovels en route to Baoxing, one of the hardest hit areas. Xinhua news agency said 18,000 troops were in the area.The Foreign Ministry thanked foreign governments for offers of help, but said the country was able to cope.In Lushan, doctors and nurses tended to people in the open or under tents in the grounds of the main hospital, surrounded by shattered glass, plaster and concrete. Water and electricity were cut off by the quake, but the spring weather is warm."I was scared. I've never seen an earthquake this big before," said farmer Chen Tianxiong, 37, lying on a stretcher between tents, his family looking on.In another tent, Zhou Lin sat tending to his wife and three-day-old son who were evacuated from a Lushan hospital soon after the quake struck on Saturday."I was worried the child or his mother would be hurt. The buildings were all shaking. I was extremely scared. But now I don't feel afraid any more," said Zhou, looking at his child who was wrapped in a blanket on a makeshift bed.Premier Li Keqiang flew into the disaster zone by helicopter to comfort the injured and displaced, chatting to rescuers and clambering over rubble."Treat and heal your wounds with peace of mind," Xinhua quoted Li as telling patients at a hospital. "The government will take care of all the costs for those severely wounded."Chen Yong, the vice director of the Ya'an city government earthquake response office, told reporters on Saturday that the death toll was unlikely to rise dramatically.
Already poor, many of the earthquake victims said the government was their only hope.Cao Bangying, 36, whose family had set up mattresses and makeshift cots under a dump truck, said her house had been destroyed."Being without a home while having a child of this age is difficult," Cao said, cradling her nine-month-old baby. "We can only rely on the government to help us."No schools had collapsed, unlike in 2008 when many poorly constructed schools crumpled causing huge public anger, prompting a nationwide campaign of re-building.Ya'an is a city of 1.5 million people and is considered one of the birthplaces of Chinese tea culture. It is also the home to one of China's main centers for protecting the giant panda.

North Korea moves two more missile launchers: report

SEOUL (Reuters) - North Korea has moved two short-range missile launchers to its east coast, apparently indicating it is pushing ahead with preparations for a test launch, a South Korean news agency reported on Sunday.South Korea and its allies have been expecting some sort of North Korean missile launch during weeks of heightened hostility on the Korean peninsula.An unidentified South Korean military source told the South's Yonhap news agency that satellite imagery showed that North Korean forces had moved two mobile missile launchers for short-range Scud missiles to South Hamgyeong province."The military is closely watching the North's latest preparations for a missile launch," the source said.The North moved two mid-range Musudan missiles in early April and placed seven mobile launchers in the same area, Yonhap said. A North Korean show of force could be staged to coincide with the anniversary of the founding of its army on April 25.A South Korean Defense Ministry official said he could not confirm the news report and said there had been no sign of unusual activity in North Korea. North Korea fairly regularly test-fires short-range missiles in the sea off its east coast.North Korea stepped up its defiance of U.N. Security Council resolutions in December when it launched a rocket that it said had put a scientific satellite into orbit. Critics said the launch was aimed at developing technology to deliver a nuclear warhead mounted on a long-range missile.
The North followed that in February with its third test of a nuclear weapon. That brought new U.N. sanctions which in turn led to a dramatic intensification of North Korea's threats of nuclear strikes against South Korea and the United States.The tension has eased over recent days with the North at least talking about dialogue in response to calls for talks from both the United States and South Korea.On Saturday, North Korea reiterated that it would not give up its nuclear weapons, rejecting a U.S. condition for talks although it said it was willing to discuss disarmament.(Editing by Robert Birsel and Sanjeev Miglani)

Hagel: Israel, US see 'exactly same' Iran threat

TEL AVIV, Israel (AP) — U.S. Defense Secretary Chuck Hagel said Sunday the United States and Israel see "exactly the same" threat from Iran, but differ on when it may reach the point of requiring U.S. or Israeli military action.Hagel used his first visit to Israel as Pentagon chief to highlight his view that Israel must decide for itself whether and when to pre-emptively attack its neighbor."Israel will make the decision that Israel must make to protect itself, to defend itself," Hagel told reporters before arriving here on Sunday to begin a weeklong tour of the Middle East.Hagel acknowledged that while Israel and the U.S. share a commitment to ensuring that Iran does not acquire a nuclear weapon, there "may well be some differences" between the two allies on the question of when Iran's leaders might decide to go for a bomb.He said there is "no daylight at all" between Israel and the U.S. on the central goal of preventing a nuclear-armed Iran.But he added, "When you back down into the specifics of the timing of when and if Iran decides to pursue a nuclear weapon, there may well be some differences."Israeli Prime Minister Benjamin Netanyahu tends to see more urgency, reflecting in part the fact that certain Iranian technological advances toward a nuclear weapon could put the program beyond the ability of the Israeli military to destroy it with airstrikes. U.S. forces have greater reach.
The first thing Hagel did upon arrival in Jerusalem was take a guided tour of the Yad Vashem Holocaust history museum, participate in a ceremony at the Hall of Remembrance and write an inscription in the guest book at a memorial for the 1.5 million Jewish children who perished in the Holocaust."There is no more poignant, more touching, more effective way to tell the story than this reality, as painful as it is, but it is a reality," he said after completing his visit. "It did happen, and we must prepare our future generations ... for a clear understanding that we must never allow this to happen again."In an interview on an overnight flight from Washington, Hagel repeatedly emphasized Israel's right of self-defense and stressed that military force — by implication, Israeli or American — remains an option of last resort."In dealing with Iran, every option must be on the table," he said.Hagel, 66, came under intense fire from Republican critics, prior to his February Senate confirmation hearing, for some of his past statements on Israel. His critics painted him as insufficiently supportive of the Jewish state.In choosing to make Israel one of his first overseas stops, Hagel sought to put that controversy behind him — with serious words and a touch of humor. The February confirmation hearing, which Republicans used to hammer him on Israel and other subjects, "was years ago," he deadpanned.
During his two-day visit to Israel, Hagel is expected to put the final touches on a U.S. arms deal that would provide Israel with missiles for its fighter aircraft, plus KC-135 refueling planes that could be used in a long-range strike on a country like Iran, as well as V-22 Osprey transport planes. He called the proposed sale a "very clear signal" to Iran."The bottom line is, Iran is a threat — a real threat," he said, not only for its nuclear ambitions and its stated goal of destroying Israel but also for its alleged sponsoring of terrorism.
Hagel said U.S. and international economic sanctions are "hurting Iran significantly," but he said they do not guarantee that Iranian leaders will be persuaded to stop what the West sees as their ambition to become a nuclear power. Iran asserts that its nuclear program is designed entirely for non-military purposes.
Hagel suggested he holds hope that Iran's presidential election in June might change the trajectory of its nuclear drive.He asserted that there is still time for diplomacy and international sanctions to resolve the Iran problem."These other tracks do have some time to continue to try to influence the outcome in Iran," he said.
In the interview en route to Tel Aviv, Hagel was asked whether the Obama administration has determined whether the Syrian government has used chemical weapons against opposition rebels. He said intelligences analysts are still assessing the evidence and have not reached a conclusion.After his talks in Israel, Hagel is scheduled to visit Jordan, Saudi Arabia, Egypt and the United Arab Emirates. Each of those four is an important American ally in the Middle East, and each is worried by Syria's civil war.Saudi Arabia and the UAE are part of a $10 billion proposed US arms sale that includes Israel. The UAE would get about 26 F-16 fighters and it and Saudi Arabia would get advanced air-launched missiles.U.S. Secretary of State John Kerry is also in the region. He is working to mend the strained relationship between Turkey and Israel and on Sunday he announced the White House is doubling its non-lethal assistance to the Syrian opposition to $250 million.

Surviving Boston Marathon bombing suspect awaits charges

BOSTON (Reuters) - Investigators were seeking a motive for the Boston Marathon bombings and whether others were involved as they awaited a chance on Sunday to interview the surviving ethnic Chechen suspect.
Dzhokhar Tsarnaev, 19, was in a Boston hospital seriously wounded and unable to speak, after he was captured late on Friday at the end of a huge manhunt that shut down Boston.His brother, Tamerlan, 26, was killed in a firefight with police earlier on Friday.Investigators are trying to establish whether others may have had a role in the detonation of bombs made in pressure cookers and packed with ball bearings and nails that exploded at the Boston Marathon on Monday, killing three people and injuring 176.Tamerlan traveled to Moscow in January 2012 and spent six months in the region, a law enforcement source said. But it was unclear what he did while he was there and if he could have had contact with militant Islamist groups in southern Russia's restive Caucasus region.Authorities have yet to charge Dzhokhar, who will be defended by the Federal Public Defender Office that represents criminal suspects who cannot afford a lawyer.Sources had suggested he would face charges on Saturday but late in the evening officials from the U.S. Attorneys' Office and the Department of Justice indicated no statements would be issued before Sunday.The role of the FBI is also being questioned after the agency said it had interviewed Tamerlan in 2011 after Russian security services raised concerns he followed radical Islam. The FBI said it did not find any "terrorism activity" at that time.But the suspect's mother, Zubeidat Tsarnaeva, who now lives in Russia, told a Russian television station that Tamerlan had been under FBI surveillance for years.The New York Times, citing unnamed federal officials, reported authorities had held up Tamerlan's application for U.S. citizenship because of the FBI's 2011 interview.Records show that Tamerlan was arrested when police were called to a report of domestic violence in 2009.The FBI believes the older brother was the leader of the pair, although investigators were checking on people who had contact with both brothers to see if anyone else was involved, a senior U.S. law enforcement source said.Early indications are the brothers acted alone, Watertown Police Chief Edward Deveau told CNN on Saturday. "From what I know right now, these two acted together and alone," he said.
Still, the bombings prompted contact between the United States and Russia, and the Kremlin said on Saturday the presidents of both countries agreed by telephone to increase cooperation on counterterrorism.
Ruslan Tsarni, who said he was an uncle of the brothers, told CNN on Saturday he first noticed a change in Tamerlan's religious views in 2009. He suggested the radicalization of his nephew happened while he was in the United States "in the streets of Cambridge (Massachusetts)."More details of the brothers' seemingly contradictory lives continued to emerge on Saturday.Tamerlan was married to Katherine Russell, whose family lives in an upper middle-class neighborhood in North Kingstown, Rhode Island. Her father is licensed as an emergency room physician. The couple had a young child.A statement on the door of the family's home read: "Our daughter has lost her husband today, the father of her child. We cannot begin to comprehend how this horrible tragedy occurred."
'NOT YET ABLE TO SPEAK'
Dzhokhar, a student at the University of Massachusetts Dartmouth, was shot in the throat and could not speak because of injuries to his tongue, said a source close to the investigation. It was unclear when he would be able to talk."We have a million questions and those questions need to be answered," assachusetts Governor Deval Patrick told reporters on Saturday.Dzhokhar had been hiding in a boat parked in the backyard of a house in the suburb of Watertown and was captured after a resident spotted blood on the boat and called police. He was being treated at Beth Israel Deaconess Medical Center in Boston.After combing through a mass of pictures and video from the site in the minutes before the Boston Marathon bombing, the FBI released video of the two men on Thursday and asked the public for help in identifying them.Just hours later, events began to unfold with the fatal shooting of police officer Sean Collier, 26, on the Massachusetts Institute of Technology campus and finally a massive firefight in Watertown, during which police say the brothers threw bombs at officers. Tamerlan suffered fatal wounds, while Dzhokhar escaped on foot.The family emigrated to the United States about a decade ago. The brothers spent their early years in a small community of Chechens in the central Asian country of Kyrgyzstan, a mainly Muslim nation of 5.5 million. Residents return for look at Texas homes after blast

WEST, Texas (Reuters) - Officials began allowing some residents to return to their homes on Saturday for their first look at the damage three days after a deadly blast at a Texas fertilizer plant flattened sections of a small town.JoAnn Nors, 70, worried about her cat, Princess, who had gone unfed since Nors and her husband, 77-year-old Ernest, fled after the explosion Wednesday night in West, about 80 miles south of Dallas."I left a pot of stew on the stove," she said as she waited in a line of cars for 1-1/2 hours to get inside the evacuated area. "I'm sure it smells bad now."Authorities set a 7 p.m. CDT curfew for anyone who chose to stay overnight. They warned of broken nails and glass as potential hazards and a limited access to water and electricity.The announcement came on a day when officials released few new details about the explosion that left a devastated landscape in West, known locally for its Czech heritage and kolache pastries.Authorities said the death toll remained at 14 in a community of some 2,700 people, with 200 people injured."We do not know where the fire started (or) how the fire started, (and) we're looking at time lines to see when the fire started," said Assistant State Fire Marshal Kelly Kistner.The blaze and ensuing explosion at West Fertilizer Co, a privately owned retail facility, gutted a 50-unit apartment complex, demolished about 50 houses and battered a nursing home and several schools. Dozens more homes were reported to have been damaged.Most of the confirmed dead were emergency personnel who responded to the fire and likely were killed by the blast, which was so powerful it registered as a magnitude 2.1 earthquake.Officials cautioned it would take time to restore normality."This is going to be a marathon, not a sprint," West Mayor Tommy Muska told several hundred people gathered for a town hall meeting.
NO FOUL PLAY
Authorities have said there was no indication of foul play, although the investigation continues.
The plant was last inspected for safety in 2011, according to a risk management plan filed with the federal Environmental Protection Agency.The company, which has fewer than 10 employees, had provided no contingency plan to the EPA for a major explosion or fire at the site.Last year the fertilizer plant stored 1,350 times the amount of ammonium nitrate that would normally trigger safety oversight by the U.S. Department of Homeland Security.A person familiar with DHS operations said the company that owned the West plant did not tell the agency about the potentially explosive fertilizer as required, leaving one of the principal regulators of ammonium nitrate - which can also be used to make bombs - unaware of any danger there."I know a lot of people are putting the blame on it," Danny Mynar, who farms about 2,000 acres outside West, said of the plant. "But it served a lot of ranchers and farmers."Mynar's cousin is married to one of the plant operators who is presumed dead. The employee, Cody Dragoo, mixed the ammonium nitrate at the plant, said Mynar.
When the fire started, Dragoo, a volunteer firefighter, rushed to try to put it out. He has not been seen since, said Mynar."He was my best friend," Mynar said.
