MK Uri Ariel and his supporters expressed outrage Wednesday over United Nations envoy Robert Serry’s criticism of Ariel’s reported future appointment as Housing Minister.Serry was quoted in Ma'ariv as publicly telling Israeli activists that Ariel’s appointment would mean new construction in Judea and Samaria, which would lead to international condemnation and would hurt Israel’s standing in the international community.
“This is an incredibly arrogant statement, and constitutes blatant interference in Israel’s sovereignty,” MK Ariel said in response. Israel “is in the midst of the delicate process of putting together a government,” he noted – a process Serry’s remarks were apparently designed to upset.Ariel added, “Serry’s statements are not surprising in light of the U.N.’s unbalanced, anti-Israel stance.”The Komemiyut movement, which supports Israeli settlement in Judea and Samaria, condemned Serry’s statements as “chutzpah and European arrogance.”“The European Union’s hypocrisy leads them to blatantly interfere in government appointments in Israel, in addition to their constant battle against Israeli policy,” the group said.Komemiyut members added, “Knesset Member Uri Ariel is among the most successful Members of Knesset and is worthy of any government position. Prime Minister Binyamin Netanyahu’s Likud allies are threatening to abandon coalition talks, and instead to move for new elections.
Negotiations between Netanyahu’s Likud party and Yesh Atid have stalled over the issue of who will get the Education portfolio.Despite numerous concessions by the prime minister to political newcomer Yair Lapid, the Yesh Atid chairman has refused to budge on his demand for the ministry.  And Netanyahu is insisting on keeping current Education Minister Gideon Sa’ar, who has done a good job, in the position."Yair Lapid does not understand that that he is entering as a partner in the government of Prime Minister Binyamin Netanyahu. This is not new politics, it's old extortion.  Likud MK Danny Danon, a senior party member said bluntly in an interview Wednesday on Army Radio."The number of mandates for Shas and United Torah Judaism together is similar to that of Yesh Atid. If he doesn't understand this he will find himself outside of the government,"  Danon pointed out. "If we are extorted today on the small things we will find ourselves facing much bigger extortion in the future," he added, warning, "Lapid cannot dictate all of the developments that he desires."Danon went on to explain, “There are other alternatives, such as forming a government with hareidi-religious parties – or calling new elections.”A third option, unpleasant though it may be for Likud to contemplate, is that of failure: should Netanyahu miss the March 16 deadline and be unable to form a coalition, it is President Shimon Peres’s decision whether to hand the task to someone else for another try, or to call new elections. Lapid already has been given the Finance Ministry, and deep concessions were made on a host of other issues as well during the past five weeks of talks. But Netanyahu is clearly reaching the end of his patience and his begun to review other options.In the past 24 hours he has met with current Interior Minister Eli Yishai, one of the three co-chairmen of the hareidi-religious Sephardic Shas party that is presently slated to head to the Opposition with United Torah Judaism and Labor.Bayit Yehudi (Jewish Home) chairman Naftali Bennett, who formerly was at odds with the prime minister, has since become the middleman in trying to smooth out the relationship between Netanyahu and Lapid, his own partner in a bloc they formed heading into coalition negotiations. But Bennett has also found himself beginning to have doubts about the alliance with Lapid, with the differences between the two becoming highlighted as the talks continue.With U.S. President Barack Obama set to arrive in Jerusalem on March 20 and the deadline for formation of the coalition just three days away, time is running out.

EU Parliamentarians in Whirlwind Tour of Samaria

EU parliamentarians take 36-hour trip to Samaria and Jerusalem, are surprised at Arab-Jewish coexistence.

In yet another success for Samaria’s advocacy initiatives, a group of European parliamentarians agreed to take a 36-hour trip to the area this week. The European Union generally views Samaria (Shomron) as Arab land and condemns Israeli construction in the area.The parliamentarians came as guests of Samaria Regional Council head Gershon Mesika.They began their tour with a trip to the Barkan industrial zone. Many were surprised to see that Israeli Jews and Palestinian Authority Arabs were employed side-by-side in the factories.Regional Council staff noted that boycotts of Israeli businesses in Judea and Samaria, including a threatened EU boycott, would primarily hurt industrial zones such as Barkan which provide a major source of employment for PA residents.The tour then continued to a nearby lookout point from which the visitors could see the Tel Aviv region and Israel’s coastline. “We are in the heart of the land of the Bible and the center of Jewish heritage,” said Yossi Dagan. “From here we can see the ‘narrow waist’ of the State of Israel. Tel Aviv, the coastline and the Ben Gurion Airport are below us.”“The State of Israel is the dam protecting Europe from fundamentalist Islam,” he added. “As you see with your own eyes, without Samaria the State of Israel is unlikely to survive.”The visitors were then taken to Ariel University and from there to various historical sites in Samaria.Mesika later spoke with the visiting parliamentarians in his office. He spoke of Samaria’s rich history and its place in Jewish heritage, as well as its central role today as a home to many Israeli communities and businesses.The EU parliament is considering a boycott of Israeli communities in the area, Mesika noted. “Whoever comes here, as you did, and sees the reality here, understands how absurd it is,” he said. “Is not Samaria the place where there is real coexistence?” If boycott attempts succeed, Arab workers will be among those who suffer, he said.One of the visitors noted, “I see that 90% to 98% of the Palestinians who live here are quite happy to live here. They see the advantage of living in Israel instead of in the Gaza Strip or wherever in the Arab world.”The next day, the visitors traveled to Jerusalem and met with Minister of the Interior Eli Yishai and MK Nissim Ze'ev.

Black smoke as morning fails to bring new pope

VATICAN CITY (Reuters) - Cardinals in secret conclave failed twice on Wednesday morning to elect a new pope, as black smoke over the Sistine Chapel showed ballots on the first full day of voting were inconclusive.After an inconclusive first vote on Tuesday night, the 115 cardinal electors should hold another two ballots later on Wednesday after praying for inspiration from God for a choice that can lead the Roman Catholic Church out of crisis.Having spent the night closeted in a nearby guesthouse, the cardinals attended Mass in the Pauline Chapel in the Vatican's Apostolic Palace and returned to the Renaissance splendor of the Sistine Chapel to hold the two morning ballots.They face a tough task in finding one of their number capable of facing a string of scandals and internal strife which are thought to have contributed to Pope Benedict's decision in February to become the first pontiff in 600 years to resign.A chimney above the chapel, where the cardinals are meeting beneath Michelangelo's luminous fresco of the Last Judgment, will signal a decision with white smoke. More black smoke will indicate no choice has been made.With several leading candidates, or "papabili", the cardinals are unlikely to reach a decision on who will lead the world's 1.2 billion Roman Catholics before Wednesday afternoon, with many experts forecasting white smoke to emerge on Thursday."A new pope by tomorrow," was the headline in Wednesday's La Stampa newspaper after days of feverish speculation about the most likely new pontiff in Italian media.Only one man since the start of the 20th century, Pius XII in 1939, was elected within three ballots, with seven ballots on average required over the last nine conclaves. Benedict was clear frontrunner in 2005 and elected after only four ballots.Pilgrims and tourists began arriving in St Peter's Square early in the morning despite heavy rain, hoping to get a glimpse of history by watching for white smoke from the chapel chimney.When the new pope is elected the bells of St. Peter's will also ring."It's a wonderful time, a historical moment," said Monsignor Ronny Jenkins, General Secretary of the U.S. Conference of Catholic Bishops, who was among hundreds waiting under umbrellas in the square outside the huge church. "It's very unique."It's an incredible moment, but we want the rain to go away," he added with a laugh.
CARDINALS SHUT INSIDE CHAPEL
The cardinals were shut inside late on Tuesday afternoon for the first time, after a day of religious pomp and prayer to prepare for the task. As expected, black smoke emerged after their first vote, about two hours after they began the conclave.The initial vote was seen as a way of filtering the choice down to frontrunners for discussions among the supporters of the various papabili in the following days.No hint is expected to emerge before the pope is chosen. The Vatican has taken precautions, including electronic jamming devices, to prevent any leaks from inside the conclave.The new pope will take up a burden that Benedict declared in February was beyond his physical capabilities.The Church is reeling from a child abuse scandal and the "Vatileaks" case in which Benedict's butler revealed documents alleging corruption and in-fighting inside the Curia, or central bureaucracy. It has also been shaken by rivalry from other churches, the advance of secularism, especially in its European heartland, and problems in the running of the Vatican bank.The former head of the Archdiocese of Los Angeles, Cardinal Roger Mahony, is attending the conclave despite calls for him to stay away because of a sex abuse scandal that led to his censure by his successor Archbishop Jose Gomez in January. He was stripped of all public and administrative duties as punishment.On Tuesday, lawyers for the victims in four sex abuse cases said the diocese, Mahony and an ex-priest had agreed to pay nearly $10 million to settle the cases. Mahony was accused of helping a confessed pedophile priest escape prosecution.
CARDINAL FRONTRUNNERS
Frontrunners at the conclave include Italy's Angelo Scola - who would return the papacy to traditional Italian hands after 35 years of the German Benedict XVI and Polish John Paul II - and Brazilian Odilo Scherer - who would be the first non-European pope since Syrian-born Gregory III, nearly 1,300 years ago.
In preparatory meetings before the conclave, the cardinals seemed divided between those who believe the new pontiff must be a strong manager to get the dysfunctional bureaucracy under control and others who are looking more for a proven pastoral figure to revitalize their faith across the globe.Milan Archbishop Scola, who has managed two big Italian dioceses without being part of the Vatican's central administration, could be well-placed to understand the Curia's Byzantine politics and introduce swift reform.Scherer is said to be the Curia's favored candidate and would satisfy those who want a non-European, reflecting the future of a Church shifting towards the developing world.A host of other candidates from numerous nations have also been mentioned as potential popes - including U.S. cardinals Timothy Dolan and Sean O'Malley, Canada's Marc Ouellet and Argentina's Leonardo Sandri.All the prelates meeting in the Sistine Chapel were appointed by either Benedict XVI or John Paul II, and the next pontiff will almost certainly pursue their fierce defense of traditional moral teachings.On Tuesday they retired to a Vatican guesthouse, where more elaborate precautions have been taken to avoid leaks. UK asserts right to 'independent foreign policy'

BRUSSELS - British leader David Cameron has said he might send arms to rebels in Syria whether fellow EU countries like it or not.Speaking to the House of Commons liaison committee on Tuesday (12 March), he said: "I would like to continue with an EU approach … But if we cannot, it is not out of the question. We might have to do things in our own way."He noted: "We are still an independent country. We can have an independent foreign policy. If, for instance, we felt that action needed to be taken to help bring about change in Syria to help end this appalling bloodshed, and if we felt that our European partners were holding that back, we would have to change the approach."He added: "I hope that we do not have to break from a collaborative approach across the European Union. I was just making the point that, if we thought it was the right thing to do, we would do it."His comments came in reply to MPs' questions on how to handle the EU arms ban on Syria.EU countries imposed the embargo in May 2011.It prohibits "the sale, supply, transfer or export of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment and spare parts for the aforementioned."They recently renewed it until May, but tweaked it to allow exports of "non-lethal" equipment, such as armoured vehicles.Under EU rules, if there is no consensus to renew it again, the embargo will lapse.Cameron noted that the UK already planned to veto the EU ban in February if it did not get its own way on the non-lethal amendment.He said it drafted laws for a UK-only ban on lethal equipment in the event of EU disagreement."We drew up that legislation - it was ready to go if we could not get agreement across Europe - because it would have been irresponsible to see the sanctions package fall, but for Britain not to put in place its own sanctions regime; otherwise, members of the regime would have been able to access money, finance and who knows what, so that was just responsible planning," he explained.EU foreign policy works on the basis of consensus so that small countries do not get railroaded by big ones on matters of important national interest.The disagreement on Syria pits the UK against another large EU country, Germany, which says that arming rebels would make the conflict worse, however.Cameron's statement on an "independent foreign policy" also comes in the context of Britains' broader movement away from EU and European structures.His government aims to pull out of EU-level crime-fighting measures and to hold a referendum on EU membership. It has also said it might quit the European court of human rights in Strasbourg.Meanwhile, the British Prime Minister's remarks underline the difficulties faced by EU foreign affairs chief Catherine Ashton in trying to get the Union to speak with one voice.But Ashton's spokesman on Wednesday played down the significance of the dispute.
"The 27 [EU member states] just took the decision to extend sanctions for three months … We will continue to work with the 27 and will look at the issue again when it comes to the next review," he told EUobserver.

Commission unveils plans for noisier EU elections

BRUSSELS - The European Commission on Tuesday (12 March) unveiled a series of proposals to make the next European elections a pan-European political event rather than an also-ran quasi national poll with an embarrassingly low turnout.If member states implement the suggestions, voters in 2014 will know who their national party is affiliated with at the European level and who this party wants as the next President of the European Commission.Citizens across the EU will also all vote on one day - until now the ballot has been held on different days in some member states - and be informed about the presidential candidate through TV debates."It is important to get more people to vote," said citizens' commissioner Viviane Reding.
Average voter turnout has been declining since direct elections began in 1979, reaching a low point of 43 percent in 2009.This voter apathy has become a major point of discussion and unease both due to the European Parliament's rise in law-making powers as well as the recent large increase in the European Commission's powers over national budgets."We are deepening European integration. We have seen in our everyday lives how important the European semester [budgetary cycle] has become and the country-specific [economic policy] recommendations," said institutional affairs commissioner Maros Sefcovic."That calls for more democratic scrutiny of what the European Union is engaging in. We need to ensure the participation in the European election is as high as possible," he added.The commissioners also used recent survey data to back up the recommendations.A eurobarometer showed that 62 percent of citizens believe turnout would be boosted by having commission President candidates and a single polling day.Eighty-four percent say more people would go to the ballot boxes if they were more aware of the EU's impact on their lives - with European elections tending to remain stubbornly and exclusive about national issues.Tuesday's suggestions are meant to smooth out any potential wrinkles in what is a new system for choosing the commission President, introduced with the Lisbon Treaty in late 2009.The treaty says the EU leaders are meant to choose the next commission chief "taking into account" the EU elections. The wording, while putting pressure on national governments traditionally used to behind-closed-door haggling on who will be president of the European Commission, is not watertight."In politics there is always room for complication," admitted Reding.
But she added that it was important that discussions on how exactly the wording is interpreted take place now, rather than after the election.Sefcovic, for his part, said it was "difficult to imagine that the [election] result would be completely disregarded" by EU leaders.The commission's proposals have been welcomed by the parliament and by European political parties."The arrival of party political champions on the scene will dramatise the European Parliamentary election campaign across Europe," said UK Liberal MEP Andrew Duff.The parties themselves are due to nominate their presidential candidates by early 2014.Several names are already cropping up, including that of Viviane Reding for the centre-right EPP.The attempt to engage European voters comes as some analysts fear that dissatisfaction with Brussels austerity drive could trigger a rise in populist and fringe parties ahead of the EU vote.The election is due to take place on a day between 22 and 25 May next year, after EU ambassadors on Tuesday agreed to move it forward from June in a bid to avoid voters' holiday plans keeping them away from the ballot box.

Strasbourg - Israeli President Shimon Peres has urged the EU to get behind his novel idea on how to stop the war in Syria - by sending in Arab peacekeepers under a UN mandate.Speaking to press in the European Parliament in Strasbourg on Tuesday (12 March), he said the world "cannot stand by when a massacre is carried out by the Syrian President against his own people and his own children."He noted that Western military intervention would not be acceptable to Syrian people.But he said the Arab League has the right profile to send in a peacekeeping force under UN auspices - "an Arab Force with blue helmets" - to stop the two sides from tearing each other apart.He urged the EU and the wider international community to "get the UN to back an Arab League mission in Syria … to prevent Syria from falling to pieces."Earlier during a speech in plenary, he singled out Iran as the "greatest danger to peace" in the world.He denounced it for "aiming to build a nuclear weapon" and for human rights abuses.He also reiterated his call on the EU to "call terror, terror" and to place the Lebanese militant group Hezbollah, which he described as "Iran's proxy," on its blacklist."Hezbollah, supported by Iran, is destroying Lebanon," he told MEPs."Hezbollah is a terror organisation, not a political movement," he added.His visit to Strasbourg concludes a rare tour of Europe, after meetings with European Council President Herman Van Rompuy, European Commission boss Jose Manuel Barroso and Belgian and French leaders last week.It comes after Bulgaria blamed Hezbollah for a bomb which killed five Jewish tourists and a Bulgarian bus driver last year.Blacklisting Hezbollah would be a financial and political blow against the only Arab force which has stood up to the Israeli army in recent years.
The UK and the Netherlands have already done it.But other EU countries, including France, the old colonial power in Lebanon, are reluctant to take the step in case it destabilises the country and the wider region still further.Meanwhile, Israel's own credibility as a peacemaker came up for debate in the EU parliament.
EU diplomats and ministers have deplored Israel's recent plans to build new settlements in a part of Palestine that would cut it off from Jerusalem.A group of 22 MEPs from the Green, Liberal and left-wing groups sent an open letter on the subject to EU foreign affairs chief Cathy Ashton and trade commissioner Karel de Gucht on Monday.They said the settlements breach the terms of the EU-Israel association agreement and that the pact should be suspended unless Israel stops.Speaking alongside Peres at a news conference on Tuesday, Parliament President Martin Schultz also noted that some countries, such as Denmark, the Netherlands and the UK, are putting special labels on settler-made exports to enable European consumers to vote with their wallets.He said the subject is "one of the most delicate and controversial issues on the table."But he added that an "overwhelming majority" of MEPs are critical of settlement expansion.
For his part, Peres noted that West Bank settlements account for just 2 percent of the occupied territory.
"Don't try to intervene on one issue one-sidedly," he warned.He said that Israel is committed to a two-state solution and that "the time is now to reopen negotiations with the Palestinians."
