The Church has been on the web for quite some time now and the dynamics of the web are well tested inside the ecclesiastical institution. It was John Paul II who decided to throw the net into the great sea that is the Internet. Benedict XVI was elected just as social networks were taking off. Eight years on, we are in an era that is no longer just about the simple transmission of a message, but about interaction and sharing. The "broadcasting" model is now on the wane, and today communication is a two-way process: it goes both from top to bottom and from bottom to top. Benedict XVI’s pontificate has been very active in this field and all one has to do is read the last five messages for World Communications Day to see how the Church has take on the challenge. In one of his last speeches at the last plenary session of the Pontifical Council of Communications, Ratzinger said that "on the web there is a development of metaphors for living the discourse of faith, to speak about the faith of the Gospel." In this sense, the value of the Pope's presence on Twitter is an effective symbol. As Leo XIII gave his blessing on the Lumière brothers' film and Pius XII gave his message via the microphones of Vatican Radio (an extraordinary event at the time), Benedict XVI could not avoid expressing himself using the new communication tools in an environment where interaction is possible thanks to comments and sharing.
Twitter and the Christian message: a happy marriage ?
Twitter is a tool that can be effectively combined with the Missal or the book of meditations. Modern man, distracted, busy and anguished, needs messages that are a concentrate of wisdom that reach him like needles with sharp, accurate messages and strike him causing deep reflection in his inner life, helping him to reflect. In essence, Twitter's short and frequent messages combine very well with biblical verses, the antiphons, the Psalms and the short prayers. The virtual environment can certainly bring isolation and can be alienating. If we delve deeper we can see that this reality has become ordinary, therefore human, and it is one of the common spaces where man lives today.
How does the Church interpret this digital age?
Benedict XVI also says that, in the end, the dialogue in the digital environment also becomes a tool for meeting in the physical life. Today the web is experienced as a place where people are able to overcome the limits of space and time, and therefore think together. This reality will also have a very interesting impact on theological study. In the past, we spoke of "other theologies" as reserves in relation to the doctrine. Today the web does not erase local dimensions, but unites them. Today there are not just Indian, Latin American or African theologies, but a synthesis of interactions that can be improved by the web and lead to new achievements. There is a widespread theological debate which brings down all fences. This global attitude is creating spaces where people, beyond the web in their life off-line, can resume an attitude towards dialogue and common construction of the future. There are some contradictions. On the one hand the web closes and isolates, but on the other hand it offers possibilities of collaboration which would otherwise be impossible. As such, the Church has a vocation to favour everything that promotes relationships and sharing, in a word: communion.
We are about to experience the first "social" Conclave.
Some Cardinals are on Twitter and habitually use social networks. We must not imagine that the digital environment follows different rules than those of the real and physical world, because it is a part of it. To ensure freedom, privacy, and sincerity in communications, there will be a great silence during the Conclave. No one will be able to communicate with the outside world, either by voice, word or writing. In the same way that there will be no physical communication with the outside world, there will not be any digital communication either. The policy is coherence. Certainly, outside the Conclave a debate has been developing and will develop even further in the coming days, as the cardinals enter the Sistine Chapel. I hope the Conclave will not be so much about the names but about the challenges for the Church, of the future which is called to deal with the rapid changes in society. How long will the Conclave last?
The duration of the Conclave will not depend on the web. If the Conclave drags on it probably means the cardinals are engaged in a lively debate and are unable to reach decision. I would detach the cardinals from reasonings that remain outside the Sistine Chapel. I do not think that they will be very influenced by these logics, which do exist, but the stakes are too high to remain excessively tied to these dynamics. What seems obvious to me is that there will be a great discussion, even a sense of pressure, that the Cardinals will not experience because they will be, after all, isolated from the world.
The new Pope's profile
The fact is that names are symbols; in reality many of the cardinals are not known by the people. Basically names are used because they represent needs, tensions and prospects within the Church. I think the next Pope will naturally have to be a person who is very aware of the Church’s tradition, and also of the difference between tradition and traditional things, like Cardinal Schonborn said. A person with vigour in the soul and body, brave according to the directions of Benedict XVI and able to have an understanding of today's world. He will certainly have to be open to the world, for the universality of Peter's mission, future-oriented because his Ministry usually lasts a lifetime.

While the ancient Israelites were miraculously able to rid
themselves of back-breaking bondage and enter the Promised Land with the
riches taken from their Egyptian taskmasters, hundreds of thousands of
less fortunate Jews in modern day Israel have had to rely upon the
every-day miracles performed by Meir Panim’s angelic volunteers in
order to celebrate Pesach without being enslaved by the soaring prices
in the consumer marketplace.Statistics don’t lie. Though Israel never officially fell into the
economic muck which has enveloped the USA, UK and the EU during the past
five years, the number of individuals and families with children
seeking economic and social welfare assistance from the government, as
well as outreach organizations continues to climb in an unabated fashion. Over a quarter of Israel’s population currently lives below the poverty line! To make matters worse, many Israeli outreach organizations such as
Meir Panim, which are reliant on donations from the USA, UK and EU, have
been forced to do more with less, based on global economic realities.
However, Meir Panim, which has been lauded for its innovative social
welfare programs, is blessed with a phalanx of talented individuals in
the Holy Land. Meir Panim’s professional staff have been able to meet
the herculean task of providing Pesach food baskets and personalized
shopping cards to individuals and families in need, as well as matching
nearly 3,000 other needy individuals and “lone soldiers” seeking a
Seder, with communal Seders and individual families who wish to perform
the mitzvah of “hachnasat orchim," by hosting someone. “The unemployment rates are
deceiving. We have become acquainted with a new type of poor: the
working poor. Many families who are receiving our assistance have at
least one head of family working. For instance, in Kiryat Malachi we
have a family whose children attend our after school hours club. The
father is gainfully employed at a nearby factory but only earns about
4,000 shekels ($1000) per month, and is trying to pay bills and feed a
family with five children,“ revealed Goldie Sternbuch, Meir Panim’s Assistant Director of Overseas Relations.In order to understand the scope and breadth of Meir Panim’s unique
pre-Pesach outreach, let us look at highlights of last year’s program:
*1,500 bountiful Pesach food baskets valued at $40-50 per basket were distributed in cities such as Jerusalem, Netanya, Haifa, Akko (Acre), Safed (Tzfat), Dimona etc.
*2,000 food shopping cards, with card values ranging from $75-80 dollars were personally delivered to needy families across the country by organizational volunteers
*Meir Panim’s “Kulam B’Seder” (everyone's at a Seder – a play on a popular Hebrew expression that means ‘everyone is OK’) campaign hotline received over 9,500 requests from needy individuals, lone soldiers and families looking to be “matched” with a festive Seder. Families in 90 Israeli cities and towns hosted 2,989 needy people (an average of 3 people hosted per family).According to Meir Panim, over 3,000 people will be hosted this coming Pesach. “It is especially meaningful for us as individuals and as an organization to be able to assist people in need during one of the most important holiday seasons, by inviting them to our Seder table,” added David Roth, President of American Friends of Meir Panim.The “Kulam B’Seder” campaign in particular has become a fascinating challenge for both Meir Panim’s volunteer program managers, as well as the families. “It’s not just a matter of picking up the phone to a family and saying ‘so and so’ is coming. Remember, this is Israel where there are so many different types of Jews with different traditions, so it becomes a fascinating task for us to create a ‘shidduch’ for instance between an older Moroccan man with a Moroccan family that will have a Seder in the North African tradition. This will also enable the hosts to make their guest (s) feel comfortable and create a long-term bond, which is the essence of this mission,” said one of Meir Panim’s hard-working volunteers. “The word-of-mouth about the Kulam B’Seder program is so positive that there is a real dynamism in play. There are hundreds of families across Israel who literally beg us to let them host people in need. Lone soldiers, who have left their families behind in a number of countries, in order to serve in the Israel Defense Forces and have nowhere to go for the Seder, are especially popular with families who wish to provide them with a welcoming atmosphere and a festive meal. There are also families who every year celebrate Pesach in a local hotel. Prime Minister Binyamin Netanyahu
delivered a heartfelt tribute to Rabbi Haim Druckman, venerated
spiritual leader of the religious Zionist stream, at an evening Sunday
honoring Rabbi Druckman upon reaching the age of 80.
Netanyahu tore up the speech he had prepared and delivered an improvised version of it instead. "You know," he quipped, "in my family, reaching the age of 80 is not something to write home about... and you have a long road full of great deeds ahead of you."
Netanyahu played on the word 'gvurot' – courage – which is used in Judaism to refer to the age of 80.
"I would like to speak of your courageous virtues," he said, "three of them, and the first is here in the hall and outside it."
"I was at the Pilot's Course graduation just now. There was a religious female pilot there. An instructor at a Bnei Akiva ulpana. Something wondrous. I saw ship commanders and veterans of the Shayetet naval commando… I am not sure what they do with the kippah in the water… but every single place I go… in the IDF, in the economy, in business, in science, in technology. In our public life, in the government, in the Knesset. Everywhere. In my bureau! In my bureau... I am surrounded by knit kippot, the Iron Dome. And we enjoy the fruit of the labor that you have been leading for many years, of people who today are the backbone of action and leadership, in every field in Israel. There is no field where there are not graduates of Bnei Akiva – men and women."The second courageous virtue Netanyahu spoke of was Rabbi Druckman's successful conversion of 50,000 people into Judaism, in the time when he headed the Conversion Authority.
The third courageous virtue the prime minister discussed was Rabbi Druckman's life as a family man. Turning to Rabbi Druckman's wife, Sarah, the Prime Minister noted that the couple have more than 100 grandchildren. He said that while he wishes Rabbi Druckman "until 120" – the traditional blessing for a birthday – he is sure that the number of grandchildren will grow beyond 120.Some of the people in the audience could not help but note that Netanyahu's enthusiasm about the religious Zionist sector sounded a lot like Naftali Bennett's election campaign, and was the complete opposite of Likud's own anti-religious campaign. It appears that if Netanyahu intended to lead the country without religious Zionism beside him at the helm – he has completely snapped out of the illusion that this was possible, and is embracing the new reality with a smile.

TEL AVIV — Even before formal negotiations begin, President Obama is considering a Palestinian Authority request to put a schedule on the implementation phases of a future Palestinian state, a senior PA negotiator told Kleinonline.The negotiator said the PA asked that the U.S. back their request to impose a timeline on any decisions made during expected Israeli-Palestinian talks.The PA does not want to wait for all issued to be resolved before seeing phased Israeli withdrawals from sections of the strategic West Bank, the negotiator said.Obama will visit Israel in later this month.KleinOnline reported Obama’s planned visit already has secured Israeli and Palestinian pledges to restart so-called land-for-peace talks, according to informed Palestinian and Israeli officials.The officials disclosed the Obama administration told both sides the talks would be aimed at creating a Palestinian state in what is known as the 1967 borders, meaning an Israeli retreat from some of the strategic West Bank and possibly some eastern section of Jerusalem.According to the informed officials, Prime Minister Benjamin Netanyahu agreed that once the talks begin, there will be a silent, undeclared freeze on all Jewish construction in the West Bank and eastern Jerusalem with the exception of what are known as main blocs – Maale Adumin, Ariel and Gush Etzion.The officials said the White House was adamant that Israeli talks with Palestinian Authority President Mahmoud Abbas begin regardless of the position of Hamas, which controls the Gaza Strip.Still, the U.S. is supporting Qatar, Egypt, Jordan and Turkey in back-door efforts to broker a national unity deal between Abbas and Hamas during the same time period that the Israeli-Palestinian negotiations are set to take place, the officials said.There is already close coordination between the White House and members of Netanyahu’s government coalition who are known to be sympathetic to creating a Palestinian state, primarily former opposition leader Tzipi Livni.Further, KleinOnline was told that Livni and former Minister Haim Ramon are currently coordinating the renewal of talks with the PA’s chief negotiator, Saeb Erekat.Regarding Jerusalem, the informed Israeli and Palestinian officials said the White House has been nonspecific other than to champion talks based on what is known as the Clinton parameters.The formula, pushed by Bill Clinton during the Camp David talks in 2000, called for Jewish areas of Jerusalem to remain Israeli while the Palestinians get sovereignty over neighborhoods that are largely Arab.KleinOnline previously reported Palestinians are building illegally in Jewish-owned areas of Jerusalem, changing facts on the ground that result in Arab majorities on certain neighborhoods.The informed officials, meanwhile, said the White House expects the issue of Jerusalem to be a key impediment in reaching a deal and is therefore discussing the formation of an international committee to help smooth the process.Previous Israeli-Palestinian talks saw the U.S. naming an envoy meant to broker between the two sides. With U.S. President Barack Obama's visit to Israel planned for this month, speculation is building as to the main focus that he will be bringing to his meeting with Israeli Prime Minister Benjamin Netanyahu. While pundits on both sides of the ocean are expecting the two leaders to put a positive public spin on their meeting and relationship, the fact is that the tension and disagreements of the past four years are not easily forgotten, not by them and not by their advisors.It has been reported that Obama is planning to pressure Netanyahu against launching a preemptive attack on Iran’s nuclear weapons program, and that may be so, but other reports have begun to emerge that Obama’s expected push to renew the sluggish peace process will be even more intense. While the brunt of this pressure will likely be exerted on Netanyahu in private, it will undoubtedly be based once again on the “land for peace” formula, under which Israel is expected to eventually vacate all or most of Judea and Samaria (the 'West Bank') and the eastern half of Jerusalem to create a Palestinian state.It has long been the mantra of the primary peace process promoters that Israel, a country roughly resembling in size the small state of New Jersey, would need to surrender these areas to bring Israel the elusive peace that it has always sought, even long before its reestablishment as a sovereign nation in 1948. However, after over thirty years of Middle East peace summits and conferences, with millions of dollars wasted on these efforts, resulting in over 1,600 Israeli lives lost in terrorist attacks just in the past twenty years, with thousands of others wounded, perhaps its time to try something new? The sad fact is that the peace process has always failed and will continue to fail until we do an abrupt restart and begin to base any future peace process on biblical principles, historical justice, and common sense. Toward this end, I have proposed a new peace plan, which is called Peace for Peace, which does away with the failed land for peace formula and the hopelessly stalled negotiations and offers a unilateral path to peace between Israel and its primarily Arab Muslim neighbors, who it should be clear by now have never abandoned “the stages plan”, of using peace negotiations and the land for peace formula to chip away at Israel’s concrete assets piece by piece, thereby weakening the Jewish State’s resistance. This is an Arab strategy that we have until now foolishly accepted as legitimate, but Peace for Peace changes the rules of the game and stops unrealistically arousing the appetite of the Palestinian wolf. At its core are four key principles:

Report: Saudis rethinking method of execution

RIYADH, Saudi Arabia (AP) — A Saudi newspaper says a ministerial committee is looking into formally dropping public beheadings as a method of execution in the oil-rich kingdom.Saudi Arabia is the only country in the world where a death sentence results in beheading in a public square.The authoritative daily Al-Watan says in its Sunday edition that the
ministerial committee is considering fatal shootings as an alternative.
There have been calls in the kingdom for replacing public beheadings with lethal injections carried out in prisons.The kingdom executes anyone convicted of murder, armed robbery, rape and trafficking in drugs.
It has executed 15 people so far this year, 76 last year and 79 in 2011.There was no official confirmation immediately available of the newspaper's report.

Luca Rolandi Rome The Pope’s resignation and the Conclave: the Church is now centre stage on the web as wellThe Church has been on the web for quite some time now and the dynamics of the web are well tested inside the ecclesiastical institution. It was John Paul II who decided to throw the net into the great sea that is the Internet. Benedict XVI was elected just as social networks were taking off. Eight years on, we are in an era that is no longer just about the simple transmission of a message, but about interaction and sharing. The "broadcasting" model is now on the wane, and today communication is a two-way process: it goes both from top to bottom and from bottom to top. Benedict XVI’s pontificate has been very active in this field and all one has to do is read the last five messages for World Communications Day to see how the Church has take on the challenge. In one of his last speeches at the last plenary session of the Pontifical Council of Communications, Ratzinger said that "on the web there is a development of metaphors for living the discourse of faith, to speak about the faith of the Gospel." In this sense, the value of the Pope's presence on Twitter is an effective symbol. As Leo XIII gave his blessing on the Lumière brothers' film and Pius XII gave his message via the microphones of Vatican Radio (an extraordinary event at the time), Benedict XVI could not avoid expressing himself using the new communication tools in an environment where interaction is possible thanks to comments and sharing.
Twitter and the Christian message: a happy marriage ?
Twitter is a tool that can be effectively combined with the Missal or the book of meditations. Modern man, distracted, busy and anguished, needs messages that are a concentrate of wisdom that reach him like needles with sharp, accurate messages and strike him causing deep reflection in his inner life, helping him to reflect. In essence, Twitter's short and frequent messages combine very well with biblical verses, the antiphons, the Psalms and the short prayers. The virtual environment can certainly bring isolation and can be alienating. If we delve deeper we can see that this reality has become ordinary, therefore human, and it is one of the common spaces where man lives today.
How does the Church interpret this digital age?
Benedict XVI also says that, in the end, the dialogue in the digital environment also becomes a tool for meeting in the physical life. Today the web is experienced as a place where people are able to overcome the limits of space and time, and therefore think together. This reality will also have a very interesting impact on theological study. In the past, we spoke of "other theologies" as reserves in relation to the doctrine. Today the web does not erase local dimensions, but unites them. Today there are not just Indian, Latin American or African theologies, but a synthesis of interactions that can be improved by the web and lead to new achievements. There is a widespread theological debate which brings down all fences. This global attitude is creating spaces where people, beyond the web in their life off-line, can resume an attitude towards dialogue and common construction of the future. There are some contradictions. On the one hand the web closes and isolates, but on the other hand it offers possibilities of collaboration which would otherwise be impossible. As such, the Church has a vocation to favour everything that promotes relationships and sharing, in a word: communion.
We are about to experience the first "social" Conclave.
Some Cardinals are on Twitter and habitually use social networks. We must not imagine that the digital environment follows different rules than those of the real and physical world, because it is a part of it. To ensure freedom, privacy, and sincerity in communications, there will be a great silence during the Conclave. No one will be able to communicate with the outside world, either by voice, word or writing. In the same way that there will be no physical communication with the outside world, there will not be any digital communication either. The policy is coherence. Certainly, outside the Conclave a debate has been developing and will develop even further in the coming days, as the cardinals enter the Sistine Chapel. I hope the Conclave will not be so much about the names but about the challenges for the Church, of the future which is called to deal with the rapid changes in society. How long will the Conclave last?
The duration of the Conclave will not depend on the web. If the Conclave drags on it probably means the cardinals are engaged in a lively debate and are unable to reach decision. I would detach the cardinals from reasonings that remain outside the Sistine Chapel. I do not think that they will be very influenced by these logics, which do exist, but the stakes are too high to remain excessively tied to these dynamics. What seems obvious to me is that there will be a great discussion, even a sense of pressure, that the Cardinals will not experience because they will be, after all, isolated from the world.
The new Pope's profile
The fact is that names are symbols; in reality many of the cardinals are not known by the people. Basically names are used because they represent needs, tensions and prospects within the Church. I think the next Pope will naturally have to be a person who is very aware of the Church’s tradition, and also of the difference between tradition and traditional things, like Cardinal Schonborn said. A person with vigour in the soul and body, brave according to the directions of Benedict XVI and able to have an understanding of today's world. He will certainly have to be open to the world, for the universality of Peter's mission, future-oriented because his Ministry usually lasts a lifetime.

Op-Ed: Time for a New Peace Process

"Land for Peace” is dead. It’s time to try ‘Peace for
Peace’. A genuine, sincere peace agreement shouldn’t require the
surrender of Israel’s heartland to a band of armed terrorists.
With U.S. President Barack Obama's visit to Israel planned for this month, speculation is building as to the main focus that he will be bringing to his meeting with Israeli Prime Minister Benjamin Netanyahu. While pundits on both sides of the ocean are expecting the two leaders to put a positive public spin on their meeting and relationship, the fact is that the tension and disagreements of the past four years are not easily forgotten, not by them and not by their advisors.It has been reported that Obama is planning to pressure Netanyahu against launching a preemptive attack on Iran’s nuclear weapons program, and that may be so, but other reports have begun to emerge that Obama’s expected push to renew the sluggish peace process will be even more intense. While the brunt of this pressure will likely be exerted on Netanyahu in private, it will undoubtedly be based once again on the “land for peace” formula, under which Israel is expected to eventually vacate all or most of Judea and Samaria (the 'West Bank') and the eastern half of Jerusalem to create a Palestinian state.It has long been the mantra of the primary peace process promoters that Israel, a country roughly resembling in size the small state of New Jersey, would need to surrender these areas to bring Israel the elusive peace that it has always sought, even long before its reestablishment as a sovereign nation in 1948. However, after over thirty years of Middle East peace summits and conferences, with millions of dollars wasted on these efforts, resulting in over 1,600 Israeli lives lost in terrorist attacks just in the past twenty years, with thousands of others wounded, perhaps its time to try something new? The sad fact is that the peace process has always failed and will continue to fail until we do an abrupt restart and begin to base any future peace process on biblical principles, historical justice, and common sense. Toward this end, I have proposed a new peace plan, which is called Peace for Peace, which does away with the failed land for peace formula and the hopelessly stalled negotiations and offers a unilateral path to peace between Israel and its primarily Arab Muslim neighbors, who it should be clear by now have never abandoned “the stages plan”, of using peace negotiations and the land for peace formula to chip away at Israel’s concrete assets piece by piece, thereby weakening the Jewish State’s resistance. This is an Arab strategy that we have until now foolishly accepted as legitimate, but Peace for Peace changes the rules of the game and stops unrealistically arousing the appetite of the Palestinian wolf. At its core are four key principles:
1. The entire land of Israel is the eternal sovereign inheritance of the Jewish people and no other sovereign nation or quasi-governmental authority can exist within the borders in Israel’s possession, which at this time consists of the territory from the Mediterranean Sea to the Jordan River.
2. Israel extends its hand in unconditional peace and cooperation, peace for peace, to all of its neighbors, including those Arabs who live within its borders in Judea and Samaria (the 'West Bank').
3. A path to loyal citizenship in the State of Israel will be offered for all non-citizens of Israel currently living within its borders, including Judea and Samaria. Such a path will include an extensive two-year course in Zionist, Jewish history, culminating in a required oath of loyalty to the Jewish State of Israel, with hand on the Tanach, the Bible of Israel and followed by a 2-3 year commitment of national service to Israel, as performed by all other citizens.
4. Those who refuse this path of citizenship will be offered a stipend to be resettled in one of the neighboring countries. The option of subsidized transfer will be on the table for one year. After that point, only a small number of non-citizens will be allowed to remain, based on Israel’s needs.
As has been revealed in recent demographic studies, Israel need not fear such a scenario. The demographic delusions of Israeli Knesset member Tzippi Livni, who incessantly harps on the demographic threat to Israel that would be caused by the annexation of Judea and Samaria, need not be heeded. As reported extensively by demographic researchers, such as Yoram Ettinger, Israel’s growth in Judea and Samaria is now outpacing the Arab growth. In fact, it is the only part of the world in which the demographic struggle opposite the Muslim world is being won.The time has come for Israel’s politicians to learn from past failures and to adopt this new approach to peace – a peace based on biblical principles, historical justice, and common sense.

Syrian government "uses militias" for mass killings: U.N.

GENEVA (Reuters) - The Syrian government is reportedly using local militias known as Popular Committees to commit mass killings which are at times sectarian in nature, U.N. human rights investigators said on Monday.The uprising in Syria
erupted two years ago with largely peaceful protests but escalated into
a civil war pitting mainly Sunni Muslim rebels against President Bashar
al-Assad, whose Alawite faith is an offshoot of Shi'ite Islam."In a disturbing
and dangerous trend, mass killings allegedly perpetrated by Popular
Committees have at times taken on sectarian overtones," the U.N.
commission of inquiry on Syria, led by Brazilian Paulo Pinheiro, said in its latest report to the U.N. Human Rights Council in Geneva.
"Some appear to have been trained and armed by the government," they said.The independent investigators, who cited accounts from
witnesses and victims, said people were being harassed or arrested by
government-allied militia because they came from regions perceived as
being supportive of the revolt.Popular Committees have been documented as operating
across Syria, "where at times they are alleged to be participating in
house-to-house searches, identity checks, mass arrests, looting and
acting as informants," they said in a 10-page report.The conflict is mired in a "destructive stalemate" amid heavy shelling and air raids by government forces, they said.Both sides have committed violations against civilians,
the U.N. investigators said. They were pursuing probes into about 20
cases of massacres, including three in Homs at the start of the year,
despite their lack of access to the country.The bodies of some of those killed in massacres have been burned or dumped in rivers, they said.
"TIDAL WAVE" OF DISPLACEMENT
"Indiscriminate and widespread shelling, the regular bombardment of cities, mass killing and the deliberate firing on civilian targets have come to characterize the daily lives of civilians in Syria," Pinheiro said.
Hospitals have been targeted and medical staff arrested, he said, denouncing the use of medical care "as a tactic of war".Pinheiro called for a political solution to the crisis which he said had set off a "tidal wave" of displacement.More than 1 million Syrian refugees have fled abroad and 2.5 million are uprooted within the country, while more than 70,000 people have been killed, according to the United Nations.Rebel forces often execute captured Syrian soldiers and militiamen, and have established detention centers in Homs and Aleppo, the report said.Rebels have also taken up positions in or near densely populated areas, in violation of international law, it said.Syrian warplanes bombed the shattered Baba Amr district in the central city of Homs on Monday, a day after rebels made a surprise push into their former bastion, which had been in army hands for a year.Syria's ambassador Faysal Khabbaz dismissed the U.N. report as based on "partial information from untrustworthy sources" and accused Qatar and Turkey of "supporting terrorism" in Syria.
"There is a conspiracy against Syria. Qatar has financed and armed tens of thousands of mercenaries from 30 countries. Turkey has provided the military bases and sent them into Syria on their jihad," Khabbaz Hamoui said.Russia called the report "unbalanced" and said there was much evidence to show that the armed opposition was using sexual violence as a weapon and training child soldiers in camps.The European Union and United States denounced continuing crimes and said that those responsible must be held accountable.
"If concerns about war crimes and crimes against humanity are not adequately addressed on a national level, the International Criminal Court should deal with the situation," said EU ambassador Maria Angela Zappia.

Reports say that Queen Elizabeth II is set to sign a new Commonwealth
Charter to stamp out discrimination against gays and promote gender
equality. UK's Daily Mail reports that signing the charter will be one
of the most controversial acts of her reign.The Queen's endorsement of the Commonwealth Charter
would be the first time in her 61-year reign that she has signaled
support for gay rights. It has been described as a "watershed" moment in
her reign.
The charter, dubbed a "21st Century Commonwealth Magna Carta,"
reportedly says: "We are implacably opposed to all forms of
discrimination, whether rooted in gender, race, color, creed, political
belief or other grounds."
According to the Daily Mail, the "other grounds" in the statement is a reference to sexuality, specifically "gay and lesbian."
The veiled reference is reportedly in deference to Commonwealth countries where anti-gay sentiments and repressive laws rule.
Sources say that the Queen will make the historic pledge that stresses
that rights must "include everyone" with full awareness of its
implication as a policy that has been championed by the "Left." The
source said that the Queen's decision to openly express support for gay
rights "using language until recently the preserve of Left-wing
activists," is significant.
The Daily Mail
reports that a diplomatic source, said: "The impact of this statement
on gay and women’s rights should not be underestimated. Nothing this
progressive has ever been approved by the United Nations. And it is most
unusual for the Queen to request to sign documents in public, never
mind call the cameras in."
A Buckingham Palace spokesman reportedly said: "In this charter, the
Queen is endorsing a decision taken by the Commonwealth. The Queen does
not take a personal view on these issues. The Queen’s position is
apolitical, as it is on all matters of this sort."
According to the Daily Mail,
the charter’s Gender Rights vow, says: "We recognize that gender
equality and women’s empowerment are essential components of human
development and basic human rights. The advancement of women’s rights
and the education of girls are critical preconditions for effective and
sustainable development."
The charter is seen as an indication that the Queen supports new laws to
give equal accession rights to both sexes, although she has not
expressed views on the matter openly. According to the Daily Mail, her views could clash with Prince Charles', who has reportedly not shown much enthusiasm for the change.
It is expected that the Queen will sign the document at London's
Marlborough House, the Pall Mall HQ of the Commonwealth Secretariat.
Queen Elizabeth has reportedly had talks with Commonwealth
Secretary-General Kamalesh Sharma, who supports the initiative. Sharma
said last month: "We oppose discrimination or stigmatization on any
grounds."
The British Foreign Secretary William Hague also reportedly supports the move.
A gay rights activist Ben Summerskill, commenting on the development,
said "The Palace has finally caught up with public opinion." He said:
"This is the first time that the Queen has publicly acknowledged the
importance of the six per cent of her subjects who are gay. Some of the
worst persecution of gay people in the world takes place in Commonwealth
countries as a result of the British Empire."
However, Tory MP David Davies reportedly said: "I fail to see why the
Queen needs to make a special statement on this country’s opposition to
discrimination against gays and women. It is a statement of the
blindingly obvious. My worry is the politically correct brigade will use
it to silence legitimate debate about issues like gay marriage. One
can’t help wondering what Prince Philip’s view would be."
Many observers will consider the Queen's move appropriate given that the
homophobic excesses of governments of several Commonwealth nations are
to a significant extent the legacy of the conservative values bequeathed
by the British in the era of colonial rule. African countries such as
Uganda with a majority Christian population may cite the legacy of
religious and cultural indoctrination by the Church of England to
justify their rampant homophobia.

SKorea, US begin drills as NKorea threatens war

SEOUL, South Korea (AP) — North Korean state media said Monday that Pyongyang
had carried through with a threat to cancel the 60-year-old armistice
that ended the Korean War, as it and South Korea staged dueling war
games amid threatening rhetoric that has risen to the highest level
since North Korea rained artillery shells on a South Korean island in 2010.Enraged over the South's joint military drills with the United States
and recent U.N. sanctions, Pyongyang has piled threat on top of threat,
including vows to launch a nuclear strike on the U.S. Seoul has
responded with tough talk of its own and has placed its troops on high
alert.The North Korean government
made no formal announcement Monday on its repeated threats to scrap the
armistice, but the country's main newspaper, Rodong Sinmun, reported
that the armistice was nullified Monday as Pyongyang had earlier
announced it would.The North followed through on another promise Monday, shutting down a
Red Cross hotline that the North and South used for general
communication and to discuss aid shipments and separated families'
reunions.The 11-day military drills that started Monday involve 10,000 South
Korean and about 3,000 American troops. Those coincide with two months
of separate U.S.-South Korean field exercises that began March 1.Also continuing are large-scale North Korean drills that Seoul says involve the army, navy and air force. The South Korean defense ministry said there have been no military activities it considers suspicious.The North has
threatened to nullify the armistice several times in times of tension
with the outside world, and in 1996 the country sent hundreds of armed
troops into a border village. The troops later withdrew.Despite the heightened tension, there were signs of business as usual Monday.The two Koreas continue to have at least two working channels of

The Sunshine State of US, Florida, is suspected to be attacked by the most ferocious insects, this summer.
The state is already habited by man-eating sinkholes, invading Burmese pythons, swarming sharks, tropical storms and other disasters. The state is now expected to face an outbreak of shaggy-haired gallinippers (Psorophora ciliata). These are a type of mosquitoes that are huge in size, as suggested by Phil Kaufman of the University of Florida.The insect's eggs hatch following a rainstorm or flood. Last summer, a large number of the insects invaded the state after Tropical Storm Debby discharged its load in the state of Florida.
It is suspected that the eggs that were laid last year can result in the production of a large crop of the blood-sucking bugs in the upcoming summer if it rains heavily in Florida. Kaufman stated that there is no surprising element in the fact that the rainy season will bring back the insects as they were seen last year.
He stated that the insects' eggs wait up till the arrival of floodwaters that enables them to hatch. He suggested that the insects are very tougher even at their larval stage as they can easily gulp tadpoles and other small aquatic preys.Anthony Pelaez of Tampa's Museum of Science and Industry told Fox Orlando that these insects are about 20 times bigger than the typical Florida mosquitoes. He added that the bigger sizes of the insects will result in more bites and more hurts.

Chinese officials say they have fished out 900 dead pigs from a Shanghai river that is a water source for city residents.Officials are investigating where the pigs came from. A statement
posted Saturday on the city's Agriculture Committee's website says they
haven't found any evidence that the pigs were dumped into the river or
of any animal epidemic.The statement says the city and Songjiang district governments
started retrieving the pigs on Friday night. By late Saturday afternoon
they had recovered and disposed of more than 900.The statement says the water and environmental protection bureaus are ramping up monitoring of the river's water quality.The Associated Press, 2013

Army Sniper Teams Battle Plague of “Mutant Giant Rats” of Tehran

The Iranian regime has dispatched army sniper teams to battle the mutant giant rats of Tehran.
Investor’s Business Daily reported:
Tehran, the capital of Iran, is battling an invasion of “genetically mutated” giant rats.
Iran has sent in sniper teams to clear Tehran’s streets from the massive rodents weighting up to five kilos plaguing 26 district of the Iranian capital, the city’s environmental agency said.
“They seem to have had a genetic mutation, probably as a result of radiations and the chemical used on them,” Ismail Kahram, Teheran city council environment adviser and university professor Ismail Kahram told Qudsonline.ir.
“They are now bigger and look different. These are changes that normally take millions of years of evolution. They have jumped from 60 grams to five kilos, and cats are now smaller than them.”
The “mutated rats” have been running rampant in the capital, as cats are scared off by their giant size and traditional poison appear to have no effect on them.
To stop them storming of restaurants’ backyards and scavenging public waste containers, the council has deployed ten snipers teams armed with infra-red sighted rifles.
“We use chemical poisons to kill the rats during the day and the snipers at night, so it has become a 24/7 war,” the head of the environment agency, Mohammad Hadi Heydarzadeh, said.

Heavy snow blankets Colorado, prompts flight cancellations

Denver metropolitan area, with higher totals expected in the foothills

International Airport were canceled on Saturday, although the facility

"Conditions are rapidly deteriorating in many areas of the state," the
department warned.The heaviest snow accumulations are forecast in the
