Report: Israel, Hamas Holding Secret Talks Through Egypt

Israel may agree that Egypt's border with Gaza be opened, as part of secret negotiations being held with Hamas.

Israel has been holding secret negotiations with the Hamas terror movement since the end of its Operation Pillar of Defense, Channel 2 News reported on Friday.According to the report, the Egyptian-mediated talks are being held as part of the ceasefire reached between the sides at the end of counterterrorism operation in November and which said that both sides will refrain from attacking one another and the sides will work to reach understandings.Channel 2 News indicated that an Israeli delegation that arrived in Cairo on Thursday came to Egypt for the purpose of holding talks with Hamas, through Egyptian mediators.Until now, the negotiations have been conducted under a veil of secrecy, said the report, which added that according to the understandings reached between the sides, Israel will agree that the Rafiah border crossing between Gaza and Egypt be opened for the passage of commercial goods and construction materials.As well, one of the items being discussed in the talks between Israel and Hamas is to open the border crossings for the transfer of agricultural materials. At the same time, reports in the Arab media have indicated that one of the issues around which the meetings revolve is the terrorist prisoners being held in Israeli prisons.Despite the constant claims by Gaza’s terrorist rulers that Israel is imposing a “siege” on the region, Israel has consistently allowed humanitarian aid into Gaza, approving internationally funded and monitored projects in the region. Since 2011, 235 projects have been approved. In September 2012 alone, 16 new projects were approved.
Israel has also supported the private sector in Gaza, and has approved the transfer of raw materials for private sector construction, including roof tiles, building stones, dry wall, mosaics, adhesives, plaster, etc.
Hamas, however, has not been satisfied with the aid it receives from Israel and has been trying to punish the residents of Gaza by attempting to reduce the scope of Israeli goods entering the region.With Israel tightly supervising the materials which enter Gaza through its border crossings and with the borders with Egypt being closed, Hamas has smuggled in materials, including weapons and explosives, through underground tunnels which connect between Gaza and Egypt.The terror group is making at least a million dollars a day in “tax” money from Gaza smugglers, providing “protection” to smugglers and collecting payments for the service, then using the smugglers to order goods for their own use.(Arutz Sheva’s North American Desk is keeping you updated until the start of Shabbat in New York. A four-man Israeli security delegation arrived in Cairo on Thursday afternoon, the Jordanian-based Al Bawaba website reported.According to the report, the delegation will take part in talks about the peace process between Israel and the Palestinian Authority.The members of the delegation, who flew in using Israeli military aircraft, were received by members of the Egyptian General Intelligence Service, according to Al Bawaba, which cited a report in the Egyptian Al Masreyoon website.Official sources who spoke to Al Masreyoon said the visit by the Israelis would last no more than a few hours.The talks will be chaired by the Egyptian intelligence chief, Mohamed Raafat Shehata, the report indicated, and will include discussions of the alleged recent Israeli airstrike in Syria and the deteriorating security situation in the Sinai Peninsula.
Security cooperation between Israel and Egypt has been maintained even after the election of Muslim Brotherhood-affiliated President Mohammed Morsi.Egypt's president has repeatedly said he would continue to maintain the peace with Israel and uphold international documents signed by prior Cairo administrations, amid opposition from his Muslim Brotherhood backers, who have called for a jihad (holy war) to "liberate" Jerusalem.At the same time, recent video clips released by the Middle East Media Research Institute (MEMRI) have revealed anti-Semitic statements made by Morsi before his election.In one TV interview in 2010, Morsi referred to Jews as "occupiers of Palestine" and as "blood suckers and war mongers, and descendants of pigs and apes."Morsi later insisted that the comments were taken out of context. However, a second clip released by MEMRI showed Morsi calling for Arabs to raise their children on hatred of Jews.

Lawmakers aim to bridge gap on bank capital regime

BRUSSELS - EU lawmakers are hoping to resolve their differences on legislation toughening bank capital rules to prevent a repeat of the 2007-9 financial crisis.
MEPs will hold their next trialogue negotiations with the Irish presidency on Tuesday (February 19) in a bid to secure agreement on the Capital Requirements directive (CRD IV).The legislation, which establishes the minimum levels of core capital held on the balance sheets of European banks, tackles what many regard as the core of the financial crisis. It also includes rules limiting bank bonus payments.Othmar Karas, the Austrian centre-right MEP responsible for piloting the legislation through Parliament, told reporters earlier this week that "political agreements" had been reached on all of the main issues in the bill and indicated that member states would be responsible for any new delays.But others have downplayed the prospect of a swift agreement. Sharon Bowles, the Liberal chair of the Economic committee, commented that she was "not sure we will get a deal on Tuesday," while a national official involved in the talks told this website he was "confident there won't be a deal."The EU and US have already missed the original January deadline to begin the implementation of Basel III, but are expected to apply the regime from January 2014.Speaking in Washington on Thursday (14 February), Internal market commissioner Michel Barnier told reporters that he and US Federal Reserve Governor Daniel Tarullo had "agreed it was essential that effective implementation of the new regulatory framework should be done as soon as possible".MEPs are set to secure the agreement of governments to put in place a strict cap on bankers' bonuses. Under a compromise proposal put forward last year under the Cypriot presidency, bonuses would be capped at salary levels, with dispensation to pay bonuses up to 2:1 against salary only allowed with the support of a majority of voting shareholders. An official involved in the talks indicated that Britain was among the few dissenting voices on bonuses.
Meanwhile, governments want to be responsible for setting national supervision regimes to take account of the demands of their banking sector and to have sufficient flexibility to impose tougher capital requirements. The European Commission, supported by MEPs, wants to give the London-based European Banking Authority the final say over implementation.There is also disagreement between the two institutions on the dates for the phasing-in of short-term liquidity rules. However, officials have suggested that a possible trade-off could involve ministers accepting the parliament's timeline on short-term liquidity in exchange for member states' stance on supervision.The Irish presidency plans to put the deal to EU finance ministers on 5 March, with a view to MEPs voting on the package at either the March or April plenary sessions.

G20 set to dilute big powers' demands on currencies

(Reuters) - The Group of 20 nations will not single out Japan over the weak yen and will disregard a call from G7 powers to refrain from using economic policy to target exchange rates, according to a text drafted for finance leaders.
A G20 delegate who has seen the communique - prepared by finance officials for their bosses - also said it would make no direct mention of new debt-cutting targets, something Germany is pressing for but which the United States wanted struck out.
If adopted by G20 finance ministers and central bankers meeting in Moscow on Friday and Saturday, Japan will escape any censure for its expansionary policies which have driven the yen lower and drawn demands for action from some quarters.
"There will not be a heavy clash about currencies in the end, because nobody can risk such a negative signal," said another G20 delegation source.
The currency market was thrown into turmoil this week after the Group of Seven - the United States, Japan, Germany, Britain, France, Canada and Italy - issued a joint statement stating that domestic economic policy must not be used to target currencies, which must remain determined by the market.
Tokyo said that reflected agreement that its bold monetary and fiscal policies were appropriate but the show of unity was shattered by off-the-record briefings critical of Japan.
The G20 draft merely sticks to previous language on the need to avoid excessive currency volatility, the delegate said.
The yen has fallen by around 20 percent since November. Having firmed earlier on Friday, it turned tail and dropped about 0.6 percent against the dollar and euro in response to the communique details.
"Although this week has been marked by volatility surrounding G7 and G20, it appears the path to currency weakness will remain intact," said Nick Bennenbroek, head of currency strategy at Wells Fargo in New York.
One senior G20 source said any reference to targeting exchange rates was also not acceptable to China, which is the world's No.2 economy and holds much of its $3.3 trillion in foreign reserves in U.S. Treasury bonds.
After a working dinner, Japanese Finance Minister Taro Aso said he had heard no criticism of his country's policies.
"We explained our stance and other countries voiced no such opinions as approval or objection," Aso told reporters. "We stick to our policy, and consequently it (the yen weakening) happened. But that was not our target. Our target is getting out of recession and deflation."
"NO CURRENCY WAR"
Officials lined up to pour cold water on talk of a currency war where countries indulge in competitive devaluations.
European Central Bank President Mario Draghi said recent sparring over currencies was "inappropriate, fruitless and self-defeating" and U.S. Treasury official Lael Brainard warned against "loose talk".
France has been a lone voice calling for euro exchange rate targets. Draghi said the currency was trading in line with long-term averages, a point endorsed by International Monetary Fund chief Christine Lagarde.
"The current talk of currency wars is overblown," she told the G20 ministers and central bankers. "There is no major deviation from fair value of major currencies."
Other policymakers in Moscow said Japan's aggressive fiscal and monetary expansion aimed at raising the inflation rate to 2 percent was to be welcomed if it boosted growth.
Australian Treasurer Wayne Swan indicated support for Japan's monetary policy saying "everybody's got a stake" in its ability to foster growth.
And Indonesia, one of the rising Asia-Pacific economies, said it was also less concerned about the exchange rate of the yen than about Japanese recovery.
"If the Japanese increase their domestic demand it will help Indonesia, especially from the export side," said Hartadi Sarwono, deputy central bank governor.
Others have noted that the United States has created vast amounts of new money just as the Bank of Japan has, although Federal Reserve Chairman Ben Bernanke said the U.S. central bank was acting in line with the G7 statement, "using domestic policy tools to advance domestic objectives".
GROWTH VS AUSTERITY
The meeting in Moscow of ministers from the G20 nations, which account for 90 percent of the world's gross domestic product and two-thirds of its population, also looked set to lay bare differences over the balance between growth and austerity policies.
The draft communique reflected a row brewing between Europe and the United States over extending a promise to reduce budget deficits beyond 2016. A pact struck in Toronto in 2010 will expire this year if leaders fail to agree to extend it at a G20 summit of leaders in St Petersburg in September.
The G20 put together a huge financial backstop to halt a market meltdown in 2009 but has failed to reach those heights since. At successive meetings, Germany has pressed the United States and others to do more to tackle their debts. Washington in turn has urged Berlin to do more to increase demand.
"It's very important to calibrate the pace of fiscal consolidation," Brainard said. "It's ... important to see demand in the euro area and some of that must take place through internal rebalancing."
There will be no direct mention of fiscal targets, in response to U.S. pressure, reflecting its focus on running expansive policies until unemployment falls, the G20 delegate said.
Canadian Finance Minister Jim Flaherty, addressing the working dinner, said the growth versus austerity debate represented a "false dichotomy" that should not preclude action to boost jobs and growth now while targeting balanced budgets later.

BEIJING (Reuters) - North Korea has told its key ally, China, that it is prepared to stage one or even two more nuclear tests this year in an effort to force the United States into diplomatic talks, said a source with direct knowledge of the message.Further tests could also be accompanied this year by another rocket launch, said the source, who has direct access to the top levels of government in both Beijing and Pyongyang.North Korea conducted its third nuclear test on Tuesday, drawing global condemnation and a stern warning from the United States that it was a threat and a provocation."It's all ready. A fourth and fifth nuclear test and a rocket launch could be conducted soon, possibly this year," the source said, adding that the fourth nuclear test would be much larger than the third, at an equivalent of 10 kilotons of TNT.
The tests will be undertaken, the source said, unless Washington holds talks with North Korea and abandons its policy of what Pyongyang sees as attempts at regime change.North Korea also reiterated its long-standing desire for the United States to sign a final peace agreement with it and establish diplomatic relations, he said. North Korea remains technically at war with both the United States and South Korea after the Korean war ended in 1953 with a truceIn Washington, U.S. State Department spokeswoman Victoria Nuland urged North Korea to "refrain from additional provocative actions that would violate its international obligations" under three different sets of U.N. Security Council resolutions that prohibit nuclear and missile tests.
North Korea "is not going to achieve anything in terms of the health, welfare, safety, future of its own people by these kinds of continued provocative actions. It's just going to lead to more isolation," Nuland told reporters.The Pentagon also weighed in, calling North Korea's missile and nuclear programs "a threat to U.S. national security and to international peace and security.""The United States remains vigilant in the face of North Korean provocations and steadfast in our defense commitments to allies in the region," said Pentagon spokeswoman Major Catherine Wilkinson.Initial estimates of this week's test from South Korea's military put its yield at the equivalent of 6-7 kilotons, although a final assessment of yield and what material was used in the explosion may be weeks away.North Korea's latest test, its third since 2006, prompted warnings from Washington and others that more sanctions would be imposed on the isolated state. The U.N. Security Council has only just tightened sanctions on Pyongyang after it launched a long-range rocket in December.Pyongyang is banned under U.N. sanctions from developing missile or nuclear technology after its 2006 and 2009 nuclear testsNorth Korea worked to ready its nuclear test site, about 100 km (60 miles) from its border with China, throughout last year, according to commercially available satellite imagery. The images show that it may have already prepared for at least one more test, beyond Tuesday's subterranean explosion."Based on satellite imagery that showed there were the same activities in two tunnels, they have one tunnel left after the latest test," said Kune Y. Suh, a nuclear engineering professor at Seoul National University in South Korea.Analysis of satellite imagery released on Friday by specialist North Korea website 38North showed activity at a rocket site that appeared to indicate it was being prepared for a launch (http://38north.org/2013/02/tonghae021413/).
NORTH 'NOT AFRAID' OF SANCTIONS
President Barack Obama pledged after this week's nuclear test "to lead the world in taking firm action in response to these threats" and diplomats at the U.N. Security Council have already started discussing potential new sanctions.North Korea has said the test was a reaction to "U.S. hostility" following its December rocket launch. Critics say the rocket launch was aimed at developing technology for an intercontinental ballistic missile"(North) Korea is not afraid of (further) sanctions," the source said. "It is confident agricultural and economic reforms will boost grain harvests this year, reducing its food reliance on China."North Korea's isolated and small economy has few links with the outside world apart from China, its major trading partner and sole influential diplomatic ally.China signed up for international sanctions against North Korea after the 2006 and 2009 nuclear tests and for a U.N. Security Council resolution passed in January to condemn the latest rocket launch. However, Beijing has stopped short of abandoning all support for Pyongyang.Sanctions have so far not discouraged North Korea from pursuing its nuclear ambitions.
"It is like watching the same movie over and over again," said Lee Woo-young, a professor at Seoul's University of North Korean Studies. "The idea that stronger sanctions make North Korea stop developing nuclear programs isn't effective in my view."The source with ties to Beijing and Pyongyang said China would again support U.N. sanctions. He declined to comment on what level of sanctions Beijing would be willing to endorse"When China supported U.N. sanctions ... (North) Korea angrily called China a puppet of the United States," he said. "There will be new sanctions which will be harsh. China is likely to agree to it," he said, without elaborating.He said however that Beijing would not cut food and fuel supplies to North Korea, a measure it reportedly took after a previous nuclear testHe said North Korea's actions were a distraction for China's leadership, which was concerned that the escalations could inflame public opinion in China and hasten military build-ups in the region.The source said he saw little room for compromise under North Korea's youthful new leader, Kim Jong-un.
