Abbas hints has no "right of return" to home in Israel

JERUSALEM (Reuters) - Palestinian President Mahmoud Abbas made a rare if symbolic concession to Israel on Thursday, saying he had no permanent claim on the town from which he was driven as a child during the 1948 war of the Jewish state's founding.Among several disputes deadlocking Middle East peace talks has been the Palestinians' demand that as many as five million of their compatriots be granted the right to return to lands in Israel that they or their kin lost.Israel rules this out, fearing an influx of Arabs that would eliminate its Jewish majority, and argues the refugees should resettle in a future Palestinian state in the West Bank and Gaza Strip, territories it occupied in the 1967 war.Speaking to the top-rated Israeli television newscast, Abbas was asked whether he wanted to live in Safed, his boyhood town in the Galilee region of what had been British-ruled Palestine and is now northern Israel."I visited Safed before once. But I want to see Safed. It's my right to see it, but not to live there," Abbas told Channel 2, speaking in English from the West Bank city of Ramallah."Palestine now for me is '67 borders, with East Jerusalem as its capital. This is now and forever ... This is Palestine for me. I am (a) refugee, but I am living in Ramallah. I believe that (the) West Bank and Gaza is Palestine and the other parts (are) Israel."Abbas has defied Israel and the United States by planning to ask the U.N. General Assembly to upgrade the Palestinians to a non-member state. Facing possible punitive Israeli and U.S. sanctions, Abbas has promised an immediate return to peace talks after the U.N. vote, which the Palestinians are likely to win.The televised remarks, which were excoriated by Abbas's Palestinian Islamist rivals, also appeared aimed at influencing Israelis ahead of their January 22 legislative election.Polls currently predict an easy win for Prime Minister Benjamin Netanyahu, a rightist who says he wants to restart talks with Abbas but who has championed Jewish settlement of East Jerusalem and the West Bank - the reason the Palestinians gave for breaking off the last round of negotiations in 2010.

Some Netanyahu government officials have voiced skepticism about Abbas's ability to deliver a peace accord, after he lost control of Gaza - from which Israel withdrew in 2005 - to Hamas Islamists in a brief civil war two years later.On Channel 2, Abbas sought to play up his security control over Palestinian-run areas of the West Bank, saying that as long as he was in power "there will no armed, third armed Intifada (revolt against Israel). Second stealth jet puts China on path to top regional power: expert

BEIJING (Reuters) - China's second stealth fighter jet that was unveiled this week is part of a program to transform China into the top regional military power, an expert on Asian security said on Friday.The fighter, the J-31, made its maiden flight on Wednesday in the northeast province of Liaoning at a facility of the Shenyang Aircraft Corp which built it, according to Chinese media."This is the second entirely new fighter design that's emerged from China in the last two years, which suggests a pretty impressive level of technical development, and puts them ahead, certainly, of all their regional neighbors," said Sam Roggeveen, a security expert with the Lowy Institute in Sydney.The Chinese military "has been extremely deliberate and well funded and persistent, and it's starting to bear fruit", Roggeveen said."What you're now seeing since the early ‘90s is the slow emergence of a first-class regional military power."China's Defence Ministry did not respond to a request for comment.China's previous stealth fighter, the J-20, is a heavier aircraft and believed to be less manoeuvrable than the J-31.China's military capabilities lag far behind those of the United States, but China is seeking aggressively to boost its strength, including launching its first aircraft carrier - purchased from Ukraine - in September.The buildup is a worry for neighbors uneasy about China flexing its military muscle, especially in territorial disputes with Japan in the East China Sea and with Vietnam and the Philippines in the South China Sea."Just like the U.S. F-22 and F-35 fifth-generation fighters, the J-20 and J-31 will complement each other during future operations," Bai Wei, former deputy editor of the weekly Aviation World, told the Global Times newspaper."The J-31 is almost certainly designed with the intention to have the potential of operating on aircraft carriers, judging from its enhanced double-wheel nose landing gear and two big tail wings, which help increase vertical stability," Bai said.China needs both the heavier J-20 and more nimble J-31 to defend its air space, Bai said.The J-31 is a mid-sized fighter using Russian-made engines which will later be replaced by Chinese engines, the Global Times reported."The big Achilles heel for Chinese aerospace generally, and particularly for both of these two programs, is engines," Roggeveen, a former analyst for Australian government intelligence and editor of the Lowy Institute's blog LowyInterpreter.org."They still rely very much on foreign technology, and their progress on developing domestic high-performance engines for combat aircraft has been frustrating and slow," he said.While the J-31 and J-20 will add to China's offensive as well as defensive capability, "it will take many, many years" for them to enter service with the air force, Roggeveen said.(Reporting by Terril Yue Jones; Editing by Robert Birsel)

Rebels believed to have executed Syrian troops

BEIRUT (AP) — Amnesty International and a Syrian group are charging that gunmen have executed captured men believed to include Syrian soldiers, calling it "shocking."The British-based Syrian Observatory for Human Rights says the killings occurred near the northern town of Saraqeb.An amateur video appears to show rebels executing captured Syrian soldiers. The rebels beat and kick the soldiers, some of whom were wounded, before shooting them dead.The authenticity of the video could not be independently confirmed. The video is consistent with other AP reporting in the area.On Friday the Observatory condemned the killing of nearly a dozen soldiers at the Hmeisho checkpoint. Amnesty released a highly critical statement.Rami Abdul-Rahman, who heads the Observatory, asked how rebels can demand rights at a time when they violate such rights.

Some Muslim clerics say Sandy is God's punishment

CAIRO (AP) — Some anti-American Muslim clerics have cast the deadly Superstorm Sandy as divine punishment for a film mocking the Prophet Muhammad or for other perceived ills of American society.
The remarks by some on the fringe brought a backlash from other Muslims who said it was wrong to relish the suffering of others.In Egypt, one radical cleric described the hurricane as revenge from God for the crude, anti-Islam film made in the U.S. that sparked waves of protests in the Muslim world in September.
"Some people wonder about the hurricane in America and its causes," Egyptian hardline cleric Wagdi Ghoneim tweeted twice this week in the aftermath of the storm. "In my opinion, it is revenge from God for the beloved prophet," he added, alluding to the film.Some praised the post, but others condemned it."God, shake the earth under their feet," read one comment, prompting the response: "We have brothers and friends in America — I don't wish them any harm."Another Twitter response to Ghoneim compared Sandy to a divine wind sent to destroy a sinful nation and strike at the seat of the United Nations in New York.
"We ask God to destroy the U.N. building for its injustice, corruption, tyranny ... with Sandy."But this was followed by a stream of outrage."This hashtag doesn't represent Muslims but represents a terrorist. We all ask God to help and save Americans," read one post.In Saudi Arabia, prominent cleric Salman al-Audah said the storm, which killed more than 140 people, was a wake-up call for Americans to convert to Islam.

Russia warns West against trying to meddle in Syrian opposition

Deputy FM says attempts by Washington to unify rebel leadership contrary to peace plan

MOSCOW (AP) — A senior Russian diplomat on Friday warned the West against trying to predetermine a future leadership of Syria.Deputy Foreign Minister Gennady Gatilov said on Twitter that such attempts would contradict the peace plan for Syria approved by world powers in Geneva in June.U.S. Secretary of State Hillary Rodham Clinton said Wednesday that the administration would push for a shakeup in the Syria opposition leadership so that it better represents fighters on the frontline. Washington believes that a revamped rebel leadership could rally wider international support and prevent extremists from hijacking the rebellion.“Attempts by Western sponsors of the Syrian opposition to enforce a list of the nation’s future leadership from the outside contradict the Geneva agreements,” Gatilov said. “The Geneva communique says that a transitional governing body should be formed on the basis of mutual accord of the government and the opposition.”Russia has been the main supporter of Syrian President Bashar Assad’s government, shielding it from U.N. sanctions over a crackdown on the 19-month uprising, in which at least 36,000 people have been killed, according to opposition activists.Earlier this week, Russia’s Foreign Minister Sergey Lavrov reaffirmed Moscow’s rejection of calls for Assad’s ouster, saying that it would only exacerbate the conflict. He said that he and other Russian diplomats have urged Syrian opposition groups to name their representatives for talks with the government.Russia in the past has hosted various members of the Syrian opposition and has not voiced a preference. 

Merkel downplays EU budget vetoes

Berlin - German Chancellor Angela Merkel is still hopeful a deal on the EU budget can be reached later this month, seeing the veto threats from several countries as part of the negotiating process."On the multi-annual budget, we still have tough decisions ahead. But both Germany and Ireland want to set a sign very early on that there is a planning for the future EU funds and we hope we will succeed," Merkel said on Thursday (1 November), with Ireland taking over the rotating EU presidency in January.She downplayed veto threats by Britain, Sweden, Denmark and France on the proposed €1 trillion EU budget for 2014-2020, saying they are "part of the negotiations.""I will hold direct talks with David Cameron next week. We are in close contact with the UK and Germany will do everything so that a solution is found," she said, in reference to her planned visit to London next week.Cameron is in a difficult position after a vote in the BritishpParliament on Wednesday demanding him to ask for a budget cut in real terms instead of a budget freeze as he had planned."We'll have to see how things evolve, for now it's too early to say and I do not want to throw further vetoes in the room. That does not help finding a solution," Merkel said.Irish Prime Minister Enda Kenny also said it was "important that we have a budget for the EU" and that "different opinions" ahead of the 22 November summit are to be expected.Back in Brussels, EU officials speak of "promising" movement among member states towards reaching a compromise, despite the likely British veto threat if no cuts are made.
