EU financial transactions tax gets enough support to take off

BRUSSELS - A threshold-breaking eleven member states have agreed to push ahead with a financial transactions tax but the political breakthrough is tempered by a number of unanswered questions."Today we have received a clear and very welcome signal that there will be enough member states on board for an EU Financial Transactions Tax," EU tax commissioner Algirdas Semeta said Tuesday (9 October).He promised to come forward with a decision in November but noted that at least nine countries have to formally make a request in order to trigger a legislative process for a splinter group of member states.So far, Germany, France, Austria, Portugal, Belgium, Slovenia and Greece have sent a letter to the commission in favour of the move. Italy, Spain, Slovakia and Estonia promised to do so after Tuesday's meeting of finance ministers."We would prefer to get the remaining letters before the middle of October," said Semeta noting that the commission both has to make an assessment of the applications as well as put forward a proposal by the promised deadline of 13 November, the date of the next finance ministers meeting.The FTT progress is a victory particularly for French president Francois Hollande, who has been one of the most vocal supporters of this so-called Robin Hood tax. More broadly it has symbolic importance, with the agreement coming on the back of several months of discussion about the feasibility and possibility of introducing such a levy.But still the tax remains controversial - six of the 17 euro countries are not among the pioneering group - and even where there is broad agreement, much of the detail still has to be elaborated.It is not clear what the scope of the tax will be, such as whether it will include foreign exchange transactions.The UK, a staunch opponent of the tax, reminded other member states that the EU treaty says that any proposal for so-called enhanced cooperation between a group of member states must not undermine the internal market."We want to see a specific proposal," said UK finance minister George Osborne. Poland, though taking a less hawkish line, was in agreement. "It would be good to have more detail," said finance minister Jacek Rostovski.Semata, for his part, said that the commission could proceed on the basis of the proposal it made last year. At the time, it suggested a minimum tax rate for the trading of bonds and shares of 0.1 percent and 0.01 percent for the much larger market of derivative products (bets on currency fluctuations, mortgages, loans or even the weather).The commissioner said participating member states could spend the money raised by the levy "where they deem appropriate" suggesting that development aid commitments could be one area.The commission has also suggested that part of the money raised could be put towards the EU budget in return for lowering a country's automatic gross national income based contribution.But this is a separate decision that would have to be taken a part of an overall EU budget agreement.The commission proposal allowing the FTT group to go ahead, due in November, has to be agreed by a qualified majority of all 27 member states. The European Parliament must also give its consent.

IMF: politics could wreck EU bank union plan

BRUSSELS - The International Monetary Fund (IMF) has warned that political angst could harm EU plans to put the safety of its banks beyond doubt.The Washington-based institute outlined the fears in its World Economic Outlook report out on Monday (8 October).Its chief economist, Olivier Blanchard, wrote an upbeat preamble to the 229-page survey, saying "there has been a clear change in attitudes" in Europe and that "one can reasonably hope that the worst might be behind us."But the study said that if EU anti-crisis measures, such as the banking union, are not put in place right away "the forces of financial fragmentation [will] increase and become entrenched, capital holes in banking systems [will] expand and the intra-euro-area capital account crisis [will] spill outward ... [with] deleterious consequences for the rest of the world."Amid mass-scale anti-austerity protests in Greece, Portugal and Spain, it added that "rising social tensions and adjustment fatigue ... raise doubts about adjustment in the periphery."Nodding toward euroscepticism in northern EU countries, it also said "the commitment of others to more integration" is open to question and that "policy makers need to build political support for the necessary pooling of sovereignty" that the anti-crisis plans entail.The IMF's vision of an EU banking union tallies with recent European Commission proposals to create a single EU bank supervisor.But it said the scheme must go further to stop European savers and investors from stashing their money in safe havens and to stop failing banks from dragging down their home countries."Banking union also requires a pan-European deposit insurance guarantee programme and a bank resolution mechanism with common backstops," the report noted.
It added that the two measures are "critical, and proposals for them still need to be spelled out."Going back to his preamble, Blanchard noted that the move would amount to "a system of transfers" from rich eurozone countries to poor ones.The IMF predicted that even if things go well, combined eurozone GDP will contract by 0.4 percent in 2012 before growing by 0.2 percent next year (a gloomier outlook than it had in July, when it forecast a 0.3 percent contraction and a 0.7 percent rebound).But if EU reforms go badly, it said that even Germany will see its GDP shrink, while Italy and Spain will see up to 7 percent of their economies go up in smoke, instead of between 1.5 percent to 2.3 percent.For his part, Benoit Coeure, a member of the European Central Bank (ECB) board, in a speech in Frankfurt the same day, backed the IMF bank union model."A common resolution fund would decrease the too-big-to-fail problem and thus reduce moral hazard ... Finally, depositors would not need to consider shifting their funds across the continent in search of a safe haven, as all banks would offer the same insurance coverage," the French economist said."To ensure that money is sound, and, in the euro area, that it is 'single,' we need the banking system to be equally sound, and importantly, single," he added."Banking union is ... [a] logical extension of the Maastricht Treaty [a foundational EU document], both in historical and political terms."

Eurozone to launch new rescue fund

BRUSSELS - Eurozone finance ministers meeting in Luxembourg on Monday (8 October) will hold the inaugural session of the permanent bailout fund, the European Stability Mechanism (ESM), which is to have a firepower of €500bn by next year as countries gradually pay into it..

The fund should have already been operational on 1 July, but constitutional challenges in Germany delayed the launch by three months.For now, its headquarters remain within the European Financial Stability Facility (EFSF), a temporary fund set up in 2010 and located in an office building in Luxembourg. Both will move to a bigger nearby location early next year.Klaus Regling, a German finance official who also worked in the EU commission and is currently in charge of the EFSF, will head up the fund.But all decisions will be taken by the board of governors, consisting of finance ministers from the 17 eurozone countries. The voting system reflects the share of paid-in capital to the fund, meaning that Germany can veto decisions.Spain meanwhile is still "considering" formally asking for financial assistance in a bid to lower its borrowing costs. This would take the form of bond-buying by both the ESM and the European Central Bank.The ESM can buy the bonds of a country only if the country signs up to deadlines for reforms. The ECB, unlike the ESM, can buy unlimited amounts of Spanish bonds, but has also warned that if the country does not stick to the promised reforms, it will halt the purchases.Ministers are also likely to look at the issue of the ESM being used to directly fund ailing banks in the eurozone. A deal in June said that once a eurozone-only banking supervisor is in place, banks can tap the ESM directly. The move is again aimed at lifting the debt and deficit burden off Spain, whose banks are in need of €60bn.But Germany, the Netherlands and Finland last week said in a joint letter that no 'legacy assets' should be put on the ESM books, meaning that the €60bn would stay on the Spanish government's books.Talks will also continue on the banking union and the relation of non-eurozone banks to the new supervisory authority within the euro-area.

Israel and the US are reportedly working on a limited joint attack on Iran aimed at setting the country’s nuclear program back several years without inflaming the region, a source close to talks between the nations said.The report comes after weeks of strained discussions between Israel and the US on how to deal with Iran’s nuclear program, with the US refusing to set “red lines” for Iran that, if crossed, would trigger military action, and the Obama Administration publicly opposing a reported Israeli willingness to carry out a unilateral strike against Iranian nuclear facilities..In an op-ed published on the Foreign Policy website on Monday, David Rothkopf cited “a source close to the discussions” who said a surgical strike plan against Iran’s enrichment facilities is being developed. The air attack, which may only take a couple of hours, would use bombers backed up by drones to take out just the key facilities at the heart of the bomb-making program, setting it back by several years, indicated Rothkopf, a prominent commentator, member of the Council on Foreign Relations and former Clinton administration official.“The action that participants currently see as most likely is a joint US-Israeli surgical strike targeting Iranian enrichment facilities,” he wrote. “The strike might take only ‘a couple of hours’ in the best case and would only involve a ‘day or two’ overall, and would be conducted by air, using primarily bombers and drone support,” the source said.The US has repeatedly stressed its belief that there is still time for sanctions and diplomacy to thwart the Iranian nuclear drive, and is apparently wary of being drawn into another protracted Middle Eastern conflict.However, a limited strike would set Iran back while benefiting the entire region by sending a clear message to Russia and China of US influence, the report said.Officially, the US and Israel say they are in lockstep over how to deal with the Iranian threat. However, reports have surfaced of behind the scenes bickering over the timeline for action, and the “red lines” argument has been conducted publicly. Tellingly, President Barack Obama could find no time to meet with Benjamin Netanyahu during the prime minister’s brief visit to the US two weeks ago, although the two leaders have spoken twice at length by phone recently.Most experts believe Israel does not have the capability to hit Iran as effectively as the US, and Israeli leaders have said Israel’s “window of opportunity” for causing substantive damage to the Iranian program is closing fast. On Sunday, a high-ranking Iranian official joined the chorus of voices warning Israel off a solo strike, telling Iranian media Israel was powerless without a US green light.“Israel cannot attack Iran on its own. If it attacks [Iran], it must be sure that the United States will join it, either at the beginning [of the war] or during [the war]. Therefore, it needs the United States’ permission,” said Akbar Hashemi Rafsanjani, who serves as the head of a top advisory council.Rafsanjani, who previously served as Iran’s president, said that “the enemies” had placed their faith in sanctions and propaganda, an indication that they are not interested in war with Iran.

Rafsanjani added that if the US shows goodwill, Iran will not be against opening a dialogue with Washington. Nonetheless, he advised that Iran should prepare itself for any eventuality.

BRUSSELS (AP) — NATO is ready to defend alliance member Turkey amid artillery exchanges along its tense southeastern border with Syria, its top official said Tuesday.Turkey and Syria have exchanged mortar and cannon fire across their common border since errant Syrian shells killed five Turkish civilians last week, sparking fears of a wider regional crisis.NATO Secretary-General Anders Fogh Rasmussen backed Turkey’s right to defend itself.“I would add to that that obviously Turkey can rely on NATO solidarity, we have all necessary plans in place to protect and defend Turkey if necessary,” he said ahead of a meeting of NATO defense ministers in Brussels.NATO nations expressed solidarity with Turkey after errant Syrian shells killed five Turkish civilians last week. But analysts say the alliance is reluctant to involve itself militarily in another conflict at a time when its main priority is the war in Afghanistan and the handover of responsibility for security to Afghan government forces.“We hope that all parties involved (in the Syrian crisis) will show restrain, and avoid an escalation of the crisis,” Fogh Rasmussen said. “I do believe that the right way forward in Syria is political solution.”Fogh Rasmussen’s comments came as the Dogan agency quoted unidentified military sources as saying that at least 25 additional F-16 fighter jets were deployed at Turkey’s Diyarbakir air base in the southeast late Monday.The Turkish military’s chief of staff inspected troops along the border with Syria on Tuesday.The move is also seen as bolstering Turkish forces along the Iraqi border. Turkish jets struck Kurdish rebel targets in two separate cross-border raids in northern Iraq on Sunday despite warnings from Baghdad.

Israeli forces and Gaza militants exchange fire

GAZA CITY, Gaza Strip (AP) — Israeli forces and Palestinian militants exchanged fire on Monday in the most serious flare-up in months along the border with the Gaza Strip, officials said.The latest exchange came after Israel targeted two men in an airstrike into southern Gaza on Sunday night, killing one and wounding the other. Israel said they were militant jihadists responsible for attacks.Then, militants of the Islamic group Hamas that rules Gaza and a smaller hardline offshoot, Islamic Jihad, fired some 30 rockets toward Israel's southern border on Monday morning, causing some property damage but no casualties, said an Israeli military spokeswoman. She spoke on condition of anonymity, citing military rules.Gaza's interior ministry said Israel's military launched around 20 tank shells and an airstrike, mostly toward targets around the southern Gaza city of Khan Younis.Palestinian health official Ashraf al-Kidra said five people were injured after a strike near a mosque. Another mosque was targeted nearby and a factory was targeted in east of Gaza City, according to the interior ministry.The Israeli military spokeswoman said the houses of worship were used as "Hamas posts" but did not offer more information.Fearing further attacks, Hamas security officials evacuated their compounds, according to an official who spoke on condition of anonymity to discuss the group's movements.Hamas has not confirmed the identity of the two men targeted Sunday. The Israeli military said the two were members of an al-Qaida-inspired group identified as having been involved in rocket attacks and an infiltration from Egypt.Hamas' spokesman Sami Abu Zuhri said the group on Monday fired rockets back to show Israel that it could not operate freely in Gaza. "We have the right to defend ourselves," Zuhri said.Israel and Hamas have held to a shaky, unspoken truce over the past two years but the latest exchange was the worst barrage from Gaza since June, according to the Israeli spokeswoman.The exchange also comes in the wake of Israel downing a foreign drone over its territory on Saturday. Israeli officials would not say where the drone came from, although suspicion fell on the Lebanese group Hezbollah, a Hamas ally. On Sunday, Israeli aircrafts swooped over Lebanon, setting of sonic booms that rattled villages in the pro-Hezbollah south.

China rejects U.S. accusations against telcoms firms

BEIJING (Reuters) - China rejected on Tuesday as "groundless" U.S. accusations that two top Chinese telecoms equipment makers posed a security risk.The U.S. House of Representatives' Intelligence Committee urged American companies on Monday to stop doing business with Huawei Technologies Co Ltd and ZTE Corp., warning that China could use equipment made by the companies to spy on certain communications and threaten vital systems through computerized links."This report by the relevant committee of the U.S. Congress, based on subjective suspicions, no solid foundation and on the grounds of national security, has made groundless accusations against China," Shen Danyang, a spokesman for China's Commerce Ministry, said in a statement on the ministry's website.The U.S. recommendation would exclude Chinese businesses from carrying out their normal operations in the United States and participating in fair competition, Shen said."The Chinese side expresses its serious concern and strong opposition," he said.

The urging by the U.S. congressional committee comes at a very sensitive time for U.S.-China relations, ahead of the U.S. presidential and congressional elections and a transition of power to a new leadership in China. It has raised fears of retaliation by China.The statement from the ministry came a day after the Foreign Ministry said that Huawei and ZTE operated according to market rules. Both companies have denied the allegations in the report.The congressional report violates the rules of the free market espoused by the United States, Shen said, adding that it was not conducive to cooperation between China and the United States.

"I hope the United States will abandon the practice of discrimination against Chinese companies, act on the open principles of cooperation to earnestly create a fair and equitable market environment for the businesses of the two countries, and promote the smooth development of Sino-U.S. bilateral economic and trade cooperation," Shen said.(Reporting by Sui-Lee Wee; Editing by Robert Birsel)

Japan economy shaky as island spat hits business

TOKYO (AP) — The craggy island specks in the East China Sea aren't even an economic backwater. They have no factories, no highways, no shops, no people — only goats. But the high-pitched row between Beijing and Tokyo over their ownership is exacting a growing toll on Japan, threatening to send its recovery from last year's disasters into reverse.Sales of Japanese cars in China are in a free-fall. At the China Open last weekend, a representative of Sony Corp., which is a sponsor of the tennis tournament, was loudly booed at the title presentation for the women's final. Chinese tourists are cancelling trips to Japan in droves. And some analysts say Japan's economy will shrink in the last three months of the year.The business and economic shockwaves come after Japan last month nationalized the tiny islands, called Senkaku in Japan and Diaoyu in China, which were already under Tokyo's control but are also claimed by Beijing. The move set off violent protests in China, and a widespread call to boycott Japanese goods. Toyota Motor Corp. and Honda Motor Co. dealerships were burned down in one city.Seeing footage of Toyota cars getting smashed by angry rioters, Toyota President Akio Toyoda had looked almost tearful, confiding in reporters: "I couldn't bear to watch. It hurt as though I was getting beaten."A report by J.P. Morgan, released Tuesday, projected Japanese auto exports to China will crash 70 percent during the October-December period. The export of auto parts will slip by 40 percent — about the same drop estimated for exports of other consumer products, such as electronics, it said.The aftermath of the latest phase of the sizzling territorial spat with China will cause Japan's economy, the world's third biggest, to shrink 0.8 percent in the fourth quarter, according to J.P. Morgan. It had previously forecast no growth in the quarter.J.P. Morgan chief economist Masaaki Kanno fears the fallout could get worse in the months ahead, as the September sales numbers for Japanese automakers only account for damage that started the middle of the month.Toyota said Tuesday that sales of new vehicles in China dropped 49 percent in September from a year earlier to 44,100 vehicles. Honda said September sales plunged 41 percent to 33,931 vehicles. China sales for Nissan Motor Co. slid 35 percent last month to 76,100 vehicles.Even the most optimistic scenario does not foresee a recovery in Japan's economy until the second quarter of next year, Kanno said."What we have ahead of us is going to be terrible," he said. "It's like last year's disaster all over again."The quake and tsunami in northeastern Japan last year hobbled the economy for months. Auto production was particularly hard hit because parts suppliers had been located in disaster area. Flooding in Thailand that followed added to the automakers' woes. They had only bounced back toward the end of last year, after months of rebuilding.Kanno's report said the number of Chinese tourists would decline by 70 percent while Japanese tourists to China would fall by 30 percent.
Ayumi Kunimatu, spokeswoman for Japanese carrier All Nippon Airways, said 43,000 seats had been cancelled for flights from September through the end of November — 28,000 of them from China to Japan, and 15,000 from Japan to China. Up to now, China flights had made up a quarter of ANA's international passengers.A person who answered at China International Travel Service in Beijing confirmed group tours to Japan had been called off. The Chinese state-run news agency Xinhua reported that more than a hundred thousand Chinese cancelled Japan trips, and the number of tour groups to Japan had plunged by 40 percent.
The tourism fallout to hot springs and ski resorts is likely to deal a serious blow to Japan's regional economies, which are already more vulnerable to such slowdowns.China, with its growing middle class, had been one of the emerging markets that Japanese companies were counting on to boost sales amid a long stagnation in their domestic market.Japan's trade with China reached record levels over the last 12 months, totaling more than $340 billion. China is Japan's biggest export market.Although the immediate damage is being felt in Japan, the souring relations and the realization of the so-called "China risks" are likely to crimp investments from Japan, hurting the Chinese economy as well, in the long run. Japan not only exports to China but also has significant manufacturing investments there in areas such as autos.The unfolding dispute between the two Asian neighbors underlines how easily historical animosities can be revived — and so emotionally — no matter how closely intertwined the economies have grown. Enmity between the two nations started with military Japan's victory against China's dying Qing empire in 1895 and then exploded as Japan invaded swathes of China in the 1930s and 1940s and enforced a brutal occupation. China's communist government has nurtured anti-Japanese sentiment in successive generations through its control of education and the media.Carl Weinberg, chief economist at High Frequency Economics, based in Valhalla, New York, said the territorial dispute is not going to set off a shootout."However, economic conflict has already begun. This can and will cost the woebegone Japanese economy dearly in the form of exports," Weinberg wrote in his weekly report, estimating that the loss of 40,000 vehicles for Toyota is worth about half a billion dollars.Increasingly, Japanese have been looking to other nations such as Vietnam, Thailand and Indonesia as destinations for investment, and a hostile China could speed up that trend.Japanese supermarket chain Aeon Co. said damage at one of its stores had totaled 700 million yen ($8.8 million) as looters smashed windows, broke in and ran amok, toppling shelves and kicking merchandise. That doesn't account for the loss of sales from the store's closure or boycotting consumers.But spokesman Toshiyuki Mukohara was calm, noting the company remained committed to China, and its 34 other outlets were doing business as usual."We are dealing with regular Chinese people," he said.Although the flare-ups have calmed in recent weeks, it would still require courage to be seen in a Japanese car in some Chinese cities.

Japanese automakers temporarily closed some of their China factories.
