The sober forecast offers policy makers here a reminder that, while financial markets in advanced economies have been relatively calm in recent weeks, that doesn't signal a fundamental global turnaround.And there don't appear to be any easy answers. In 2009, the IMF pressed countries to boost deficit spending, which the IMF subsequently applauded for preventing a deepening of the global recession.In 2010, the IMF urged economically stronger countries to begin paring the debt they had assumed.Indeed, the June 2010 Group of 20 leaders summit committed the nations to halve their government deficits by the year 2013 and "stabilize" their debt loads by 2016--goals that now seem very unlikely to be met.The IMF now says global efforts to slash deficits and debt may have hurt growth because they occurred too quickly and too widely. Since the 2009 recession, the IMF said it had underestimated the negative effects on growth by fiscal consolidation.
The latest report cites particular domestic issues as part of the reason that growth is slowing. That makes it difficult to revive growth through global policy measures. In China, for instance, growth is expected to slow to 7.8% this year, rather than hit its customary 10%-plus pace, because government authorities are looking to deflate a housing bubble and build a social-safety net rather than ramp up growth through a stimulus splurge.In India, the IMF forecasts growth of 4.9%, 1.3 percentage points lower than the IMF forecast in July, as India wrestles with eliminating subsidies and making structural changes.In Japan, growth is expected to decelerate from 2.2% this year to 1.2% in 2013 as post-earthquake construction slows, and the country tries to curb its mammoth government borrowing--by some measures the most bloated in the world-- by implementing a sales tax increase."There is no risk-free way to accelerate the recovery, except politically painful supply-side structural reforms to improve tax systems, make labor markets more flexible" and other measures, said Harvard's Mr. Rogoff.In the euro zone, which the IMF forecasts to contract by 0.4% in 2012, and expand by 0.2% next year, officials have started to take steps to make their currency union work more smoothly following what IMF chief economist Olivier Blanchard called in the report "a clear change in attitudes."For instance, euro-zone leaders are discussing how to unify their budgets and support banking systems across the Continent with a common bank supervisor. The IMF said they need to follow through by making the euro zone's rescue fund more flexible to aid banks directly, a move some stronger European nations are resisting. The currency bloc also needs a banking union with a shared bank-resolution system, the IMF said."If the complex puzzle can be rapidly completed, one can reasonably hope that the worst might be behind us," Mr. Blanchard wrote in the report.But critics say Europe hasn't gone far enough by either writing off debt from struggling nations or providing more financial support by wealthy nations.The IMF maintained its call for struggling countries such as Spain and Italy to rein in their budgets and make their economies more competitive, as part of their path to restore growth."The euro zone is not, in fact, making meaningful progress," said Barry Eichengreen, an economist at University of California, Berkeley, noting the resistance to recapitalize banks directly through Europe's rescue fund and the latest budget cuts. "I find the idea that European countries should now double down on austerity--when that's the policy that has gotten them into this mess-- ludicrous."The uncertainty and weak growth from advanced economies are spilling over into emerging economies, knocking down trade and the flow of capital into nations that were already struggling with their own problems. Advanced economies as a whole will grow just 1.3% this year and 1.5% next year, the fund said. Meanwhile, emerging economies are projected to grow just 5.3% this year and 5.6% next year.Among the few bright spots in the global forecast was that growth in Brazil was expected to pick up in 2013 to 4% from an anemic 1.5% this year because of sharp cuts in interest rates over the past year and a pickup in demand in China in 2013. Growth in China is also expected to pick up to 8.2% next year from 7.8% in 2012, helping commodity exporters. Growth in sub-Saharan Africa, long an economic also-ran, is expected to remain above 5% this year and next, despite weaknesses in global trade and investment.
A key question hanging over the latest turn in the recovery: Is it merely a bump in the road, triggered by policy makers' inaction? Or are the troubles already pulling the world toward a new recession, in a more gradual pullback than the sudden 2008-09 plunge? The weaker global picture is already weighing on the outlooks of U.S. corporations, which start to report their third-quarter earnings in the coming weeks. Many Asian markets have already retreated in recent months as their prospects worsened, while stock markets in the U.S. and Europe remain buoyed largely by central-bank action."The odds of a global recession are not fully appreciated," said Joseph Davis, chief economist at Vanguard Group Inc. The U.S. may muddle through its slowdown and Europe has shown "tantalizing signs" of avoiding a free-fall, he said. Canada joins Trans-Pacific Partnership trade bloc

OTTAWA - Ottawa is announcing it has formally joined the Trans-Pacific
Partnership trade talks and will be at the table for the next full round
in December.The invitation to join the club of 11 Pacific nations was first
announced in July, but all governments needed to ratify the inclusion.The U.S. completed its 90-day Congressional consultation on Monday, the last hurdle in the process.Canada, along with Mexico, is a Johnny-come-lately to the talks, and is
expected to adopt decisions already reached by the other members --
Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore, the
United States and Vietnam.

Today Barbara Weisel, head of the Trans Pacific Partnership negotiations for USTR, held a civil society briefing on the state of the negotiations.She announced that Canada and Mexico will officially join the TPP negotiations next week. They will have access to the texts and will participate in all TPP activities between now and the next round in December. Canada and Mexico will likely have bilateral meetings with the U.S. and others to “get up to speed” on specific issues. USTR received numerous comments in response to its Federal Register notice requesting comments on the countries’ entrance into the negotiations.Leading up to the September negotiating round in Leesburg, USTR staff had embarked on a series of bilateral meetings, including side meetings at the ASEAN and APEC conferences. Additionally, trade ministers met at the APEC meeting and released an official statement on the negotiations.Weisel said that progress was made in many areas, as described in the USTR press release. However, the IPR chapter is one area where there is still a lot of work to do. She said that overall negotiations are on track, and that it is normal at this stage for negotiations to be down to the more difficult issues. Most of the IPR negotiations in Leesburg dealt with trademarks, GIs, and the general provisions. The negotiators touched on limitations and exceptions, but did not delve deeply into the discussion. The same issues are likely to be on the table in the December round. It is not likely that USTR will table any new text on patents. (Patents and data exclusivity are under discussion, and there will be further outreach o civil society on this before any new text is tabled.)The next TPP negotiating round will be held December 3-12 in Auckland, New Zealand. Before then, USTR expects numerous bilateral meetings. (One of the civil society attendees noted that this morning the New Zealand government announced that December 7 is the day for stakeholder presentations.)After the December round, there will likely be an intercessional on regulatory coherence and development in Mexico. The exact date and location is yet to be determined.

The Palestinian Authority has admitted that it will use United
Nations recognition of its demands as a tool to force Israel to accept
them in what it calls “negotiations," meaning accepting all of its
conditions in a face-to-face meeting.PA Chairman Mahmoud Abbas plans
to ask the General Assembly, probably in November, to grant the PA
non-member observer status with recognition of its territorial demands,
namely sovereignty over all of Jerusalem that was restored to Israel in
the Six-Day War in 1967, as well as all of Judea and Samaria. Abbas
previously has said he would not allow any Jew to live in a PA state,
even though nearly 15 percent of the population in Judea and Samaria is
Jewish.Approval in the General Assembly also would include recognizing
Jerusalem as the capital of the PA and also would probably back the
demand that Israel allow the immigration of several million Arabs living
in foreign countries.The Obama administration has promised Israel it will try to convince
European nations to oppose the resolution, a move that might persuade
enough pro-Arab countries to abstain from voting for the resolution and
slice through Abbas’ guaranteed majority if all countries vote.Abbas is trying to pre-empt the United States by preparing the ground
for recognition in talks with European Union ambassadors, whom he met
on Tuesday. He said he accepts European declarations on the peace
process as the basis for renewing talks with Israel and plans to incorporate them into his UN statehood campaign, AFP reported."The statements of the European Union on our cause serve as the basis
for a return to negotiations," a statement from official news agency WAFA quoted Abbas as telling
the EU diplomats at a meeting in Ramallah. "We will use them in the
drafting of a Palestinian resolution which will be presented to the
General Assembly of the United Nations in order to obtain the status of a
non-member state… When we have obtained the status of non-member state
at the General Assembly, we will be ready to return to the negotiating table with the Israeli side to discuss all final status issues outstanding.”The “negotiations” in effect mean presenting Israel with the same
demands the PA has made for years. However, this time around, Abbas
would have the official backing of the UN and with an implied ultimatum
of accepting them or facing possible UN censure or an escalation of
violence, which presumably he could try to justify by charging Israel
with snubbing the United Nations.Another implied threat is the PA statement that accepting all of its demands would "preserve the two-state solution,”
although official Palestinian Authority documents, speeches and sermons
by Muslim clerics, and the PA school system disseminates material that
calls all of Israel “Palestine.”

For the first time in the presidential race, an average of four
major polls gives Republican Mitt Romney a two-point lead over incumbent
Democratic President Barack Obama.The Real Clear Politics website,
which offers an average of polls by major polling firms and is often
consulted by experts, shows IBD/TIPP, Rasmussen, Pew and Gallup polls
taken after the first presidential debate averaging out to a two
percentage point lead for Romney among likely voters.While the first debate centered on the economy, the next debate between the candidates will feature both domestic and foreign policy issues, and the last debate will be devoted exclusively to foreign policy.The fact that the first debate had extremely high rating levels and
had such a profound influence on the polls guarantees that the media and
the public will have heightened interest in the next two debates, and
makes them even more crucial.The central issue in foreign policy that Romney is bound to focus on,
and that Obama will have to play defense on, is the Middle East, where
an epic battle between the Biblical narrative and that of Islamists is
coming to a head after brewing for hundreds, maybe thousands of years.The recent debacle in which a U.S. ambassador was murdered in Libya highlights
the stark difference between the Obama Administration's approach to the
Middle East conflict, and the traditional approach of U.S. Christians
-- especially that of Evangelicals.Obama's approach to the Middle East seeks to avoid conflict with the
forces of Islam at all costs, apparently even to the point of
self-deception, as the Libya affair has shown. Many Israeli observers
suspect that on the gut level, Obama actually favors the Muslim
narrative over the Biblical approach – shared by Judaism and
Christianity – that sees Jerusalem as continuing to be King David's
capital, not Mohammed's.Israeli Prime Minister Binyamin Netanyahu opened his recent speech at
the United Nations with a mention of King David. To a large extent, the
vision of modern Israel as a step in the continuity of the House of
David promised in the Bible – as opposed to the Islamist claim which
portrays the reigns of King David and his son Solomon, and the Temples
as described in the Bible, as a hoax, despite archaeological evidence of
the 2nd Temple and the Koran itself (which talks of the destruction of the two Temples that had stood on the site of today's Al-Aksa) is what the final crescendo of this election may be shaping up to be about. Whereas on the surface, Obama's and Romney's policy statements on the
Middle East are almost identical, the "music" from Romney's statements
is markedly different from that emanating from Obama's. The obviously
good chemistry that Romney has with Netanyahu, compared to the frigid
relationship between the Israeli leader and Obama, is further evidence
of this.

USTR Briefing on TPP: Canada and Mexico Formally Join Negotiations Next Week; IPR Progress Slow in Leesburg

UPDATE: On Monday, Oct 8, Mexico announced that it had formally joined the TPP negotiatios, and that it will host an intersessional meeting in November. [Press Release]
Today Barbara Weisel, head of the Trans Pacific Partnership negotiations for USTR, held a civil society briefing on the state of the negotiations.She announced that Canada and Mexico will officially join the TPP negotiations next week. They will have access to the texts and will participate in all TPP activities between now and the next round in December. Canada and Mexico will likely have bilateral meetings with the U.S. and others to “get up to speed” on specific issues. USTR received numerous comments in response to its Federal Register notice requesting comments on the countries’ entrance into the negotiations.Leading up to the September negotiating round in Leesburg, USTR staff had embarked on a series of bilateral meetings, including side meetings at the ASEAN and APEC conferences. Additionally, trade ministers met at the APEC meeting and released an official statement on the negotiations.Weisel said that progress was made in many areas, as described in the USTR press release. However, the IPR chapter is one area where there is still a lot of work to do. She said that overall negotiations are on track, and that it is normal at this stage for negotiations to be down to the more difficult issues. Most of the IPR negotiations in Leesburg dealt with trademarks, GIs, and the general provisions. The negotiators touched on limitations and exceptions, but did not delve deeply into the discussion. The same issues are likely to be on the table in the December round. It is not likely that USTR will table any new text on patents. (Patents and data exclusivity are under discussion, and there will be further outreach o civil society on this before any new text is tabled.)The next TPP negotiating round will be held December 3-12 in Auckland, New Zealand. Before then, USTR expects numerous bilateral meetings. (One of the civil society attendees noted that this morning the New Zealand government announced that December 7 is the day for stakeholder presentations.)After the December round, there will likely be an intercessional on regulatory coherence and development in Mexico. The exact date and location is yet to be determined.

After Prime Minister Benjamin Netanyahu’s speech at the United Nations
last month, it seemed almost certain that he would call for new
elections early in 2013. Hardly anyone believed that he was able — or
willing — to make much of an effort to pass a budget for the coming
year, and the fact that he placed a “red line” for Iran by “next spring,
at most by next summer,” and not, as previously stated, by this fall,
signaled that he was seeking fresh legitimization from the Israeli
electorate.If Netanyahu is reelected — and while the
polls leave little doubt that he will win a second straight term,
nothing is quite certain with Israel’s volatile electorate and
unpredictable regional challenges — he can proceed with whatever plans
he has regarding a preemptive strike on the Islamic Republic’s nuclear
facilities. Indeed, buoyed by an election victory and with the US
elections well behind him, Netanyahu would have a much freer hand to act
in the Iranian arena than he would have had this fall. And preventing
Iran from acquiring nuclear weapons, Netanyahu’s confidants claim, is
his political raison d’être.Political analysts also say that Netanyahu is
rushing to the polls in January to avoid trouble with Washington

desperately to push Israelis and Palestinians to settle
their differences and sign an agreement. If, however, Israel is in the
middle of an extremely brief election campaign this winter, no US
president will seriously expect Netanyahu to try to sit down with Abbas
to rekindle a deadlocked peace process, especially not one that has been
lying barren for most of the four years Netanyahu has been in office.Netanyahu knows he’s not surprising anybody by
calling for early elections, but he also doesn’t need to. Former prime
minister Ehud Olmert, who might have mulled another run at the
premiership, probably won’t be ready in time for January elections. The
same is likely true of ex-foreign minister Tzipi Livni, who is also
planning a comeback but has not made much headway in getting organized.
Besides Olmert and Livni, there is no one who can seriously challenge
Netanyahu for the top job, even though Labor’s leader Shelly Yachimovich
claimed Tuesday she has a “reasonable” shot at it. Labor is set to grow
because of its credibility on socioeconomic issues, but it sorely lacks
a leading security figure in its top leadership — an ex-general with
clout and gravitas.Indeed, all recent polls predict a large
majority for the prime minister’s Likud party, which can expect to gain
one seat, and, with 28 mandates, become the Knesset’s largest party. In
the current Knesset, the Likud lags behind Kadima, but in 2013 Shaul
Mofaz’s centrist party will be nearly wiped out by the voters, surveys
indicate. Out of the party’s current 28 seats, merely a handful will
remain, according to the pollsters’ forecasts.
Of course there will be new players on the
block, such as television anchorman-turned-politician Yair Lapid’s
centrist Yesh Atid party and other yet-to-created and yet-to-be
announced lists. But one thing is already all but certain: The
center-right bloc currently governing Israel will also dominate the 19th
Knesset.Over the last few days, Netanyahu has been
meeting with the heads of the factions that currently form the
coalition, and while things in the center could shift dramatically —
with some Kadima voters migrating to Yesh Atid and a revitalized Labor
party — the picture on the right will likely remain more or less the
same.The nationalist Yisrael Beytenu party swings
between 14 and 16 Knesset seats in the polls, indicating that Avigdor
Liberman could well remain foreign minister. The ultra-Orthodox Shas
party is likewise expected to retain its 11 mandates, which likely means
that Eli Yishai is safe in the Interior Ministry. What happens with
Defense Minister Ehud Barak, however, is still unclear, as his tiny
Atzmaut (Independence) party may not make it into the Knesset come
Election Day.What’s ahead in the coming weeks? Even before Netanyahu took the stage Tuesday evening to announce what he considers his government’s stellar achievements in the fields of security and the economy, the
campaign season was already in full swing. And just seconds after the
prime minister’s announcement, opposition head Mofaz slammed the
government for its perceived failures, offering his Kadima party as the
only alternative.This coming Monday, when the Knesset returns
from its 81-day recess and enters the winter session, Netanyahu will try
to push through a bill that will dissolve the current Knesset and set
new elections within three months. Once the Knesset is dissolved, a
transition government takes over, which means that Netanyahu can more or
less rule as he pleases for a while. All legislative work will grind to
a halt, bills will be frozen, and the only people working in the
Knesset will likely be those MKs with little chance of reelection

The global economy risks skidding back into recession just three years after pulling out of the previous one, the International Monetary Fund warned, adding that fighting a renewed world-wide downturn will be much more complex than it was in 2009."Risks for a serious global slowdown are alarmingly high," said the IMF's World Economic Outlook report, which was released here Tuesday ahead of the fund's annual fall meeting. It was its bleakest assessment of global growth prospects since the 2009 recession.The fund expects the world economy to expand just 3.3% this year and 3.6% in 2013, as growth slows in nearly every major nation and political uncertainties threaten recoveries in the U.S. and euro zone. That is a revision downward of 0.2 percentage point for 2012 and 0.3 percentage point for 2013 from its July forecast."No significant improvements appear in the offing," the IMF said. The global economy grew 3.8% in 2011 and 5.1% in 2010.The IMF noted the absence of a simple unified message for how to avert another global downturn. In 2009, the IMF pressed nations for aggressive fiscal stimulus to limit the depth of that recession. Now, its advice is far more complicated, counseling some overextended nations to cut their budgets, some to embark on politically difficult economic overhauls, and some, including Germany and the Netherlands, to aim for somewhat higher inflation rates to make struggling euro-zone countries more competitive.The grim outlook is still more optimistic than many private-sector forecasts, and comes as the world faces an across-the-board slowdown.On Monday, the Organization for Economic Cooperation and Development's composite leading indicators showed that most major economies are seen slowing further in coming months, with only Brazil and the U.K. expected to experience a moderate pickup.The IMF upgraded growth prospects for only one major nation compared with its July forecast. It projected the U.S. would grow 2.2% this year, 0.1 percentage point higher than previously estimated. Worries about debt and budgets in advanced economies are compounding homegrown problems in China, Brazil, India and other emerging economies that had powered much of the global expansion in recent years."The deep, prolonged decline, and the slow halting recovery is inevitable after a major systemic financial crisis," said Harvard economist Kenneth Rogoff, a former IMF chief economist, who has studied centuries of recoveries after banking crises.Under the IMF's definition, global gross domestic product doesn't have to shrink for the world to be in recession. Before the 2009 contraction, the IMF identified three other "global recessions" in the postwar period, and the shortest gap between them was seven years. They were in 1975, 1982 and 1991. The IMF defines recession as a decline in real per-capita GDP, along with weaknesses in other indicators including industrial production, trade, capital flows and joblessness.In this week's report, the IMF calculated a 17% probability that global growth falls to 2% in 2013, which would mean a recession in wealthy nations and "serious slowdown" in emerging nations. In April, the IMF put the chance of such an outcome at 4%.Even the meager growth forecast by the IMF rests on two big political assumptions. One is that euro-zone members follow through on plans to ease stresses among struggling economies, which have pushed the 17-nation currency bloc into recession, and take more steps toward long-term integration. The other is that the U.S. avoids the "fiscal cliff"-- a series of tax increases and spending cuts hitting early next year--and resolves other budget concerns.The IMF said its forecast "could again be disappointed on both accounts."At the IMF's annual meeting in Tokyo this week, officials from the fund's 188 member countries are expected to press Europe and the U.S. to move more swiftly as the threat of a deeper downturn looms. Central banks in both economies have stepped up in recent weeks to ease strains, but politicians remain deadlocked on key issues.
The sober forecast offers policy makers here a reminder that, while financial markets in advanced economies have been relatively calm in recent weeks, that doesn't signal a fundamental global turnaround.And there don't appear to be any easy answers. In 2009, the IMF pressed countries to boost deficit spending, which the IMF subsequently applauded for preventing a deepening of the global recession.In 2010, the IMF urged economically stronger countries to begin paring the debt they had assumed.Indeed, the June 2010 Group of 20 leaders summit committed the nations to halve their government deficits by the year 2013 and "stabilize" their debt loads by 2016--goals that now seem very unlikely to be met.The IMF now says global efforts to slash deficits and debt may have hurt growth because they occurred too quickly and too widely. Since the 2009 recession, the IMF said it had underestimated the negative effects on growth by fiscal consolidation.
The latest report cites particular domestic issues as part of the reason that growth is slowing. That makes it difficult to revive growth through global policy measures. In China, for instance, growth is expected to slow to 7.8% this year, rather than hit its customary 10%-plus pace, because government authorities are looking to deflate a housing bubble and build a social-safety net rather than ramp up growth through a stimulus splurge.In India, the IMF forecasts growth of 4.9%, 1.3 percentage points lower than the IMF forecast in July, as India wrestles with eliminating subsidies and making structural changes.In Japan, growth is expected to decelerate from 2.2% this year to 1.2% in 2013 as post-earthquake construction slows, and the country tries to curb its mammoth government borrowing--by some measures the most bloated in the world-- by implementing a sales tax increase."There is no risk-free way to accelerate the recovery, except politically painful supply-side structural reforms to improve tax systems, make labor markets more flexible" and other measures, said Harvard's Mr. Rogoff.In the euro zone, which the IMF forecasts to contract by 0.4% in 2012, and expand by 0.2% next year, officials have started to take steps to make their currency union work more smoothly following what IMF chief economist Olivier Blanchard called in the report "a clear change in attitudes."For instance, euro-zone leaders are discussing how to unify their budgets and support banking systems across the Continent with a common bank supervisor. The IMF said they need to follow through by making the euro zone's rescue fund more flexible to aid banks directly, a move some stronger European nations are resisting. The currency bloc also needs a banking union with a shared bank-resolution system, the IMF said."If the complex puzzle can be rapidly completed, one can reasonably hope that the worst might be behind us," Mr. Blanchard wrote in the report.But critics say Europe hasn't gone far enough by either writing off debt from struggling nations or providing more financial support by wealthy nations.The IMF maintained its call for struggling countries such as Spain and Italy to rein in their budgets and make their economies more competitive, as part of their path to restore growth."The euro zone is not, in fact, making meaningful progress," said Barry Eichengreen, an economist at University of California, Berkeley, noting the resistance to recapitalize banks directly through Europe's rescue fund and the latest budget cuts. "I find the idea that European countries should now double down on austerity--when that's the policy that has gotten them into this mess-- ludicrous."The uncertainty and weak growth from advanced economies are spilling over into emerging economies, knocking down trade and the flow of capital into nations that were already struggling with their own problems. Advanced economies as a whole will grow just 1.3% this year and 1.5% next year, the fund said. Meanwhile, emerging economies are projected to grow just 5.3% this year and 5.6% next year.Among the few bright spots in the global forecast was that growth in Brazil was expected to pick up in 2013 to 4% from an anemic 1.5% this year because of sharp cuts in interest rates over the past year and a pickup in demand in China in 2013. Growth in China is also expected to pick up to 8.2% next year from 7.8% in 2012, helping commodity exporters. Growth in sub-Saharan Africa, long an economic also-ran, is expected to remain above 5% this year and next, despite weaknesses in global trade and investment.
A key question hanging over the latest turn in the recovery: Is it merely a bump in the road, triggered by policy makers' inaction? Or are the troubles already pulling the world toward a new recession, in a more gradual pullback than the sudden 2008-09 plunge? The weaker global picture is already weighing on the outlooks of U.S. corporations, which start to report their third-quarter earnings in the coming weeks. Many Asian markets have already retreated in recent months as their prospects worsened, while stock markets in the U.S. and Europe remain buoyed largely by central-bank action."The odds of a global recession are not fully appreciated," said Joseph Davis, chief economist at Vanguard Group Inc. The U.S. may muddle through its slowdown and Europe has shown "tantalizing signs" of avoiding a free-fall, he said. BRUSSELS - Member states are warming to the idea of having a eurozone budget on top of the joint EU budget, with the latest draft conclusions ahead of next week's summit clearly separating the two.Dubbed "fiscal capacity," the new budget "would be specific to the
euro area and therefore not to be covered by the Multiannual Financial
Framework," the EU's common, seven-year budget, the draft prepared by EU
Council chief Herman Van Rompuy says.The latest wording on the idea of a eurozone budget, which was
already floated in June, is an indication that consensus is building
around the move in member states, provided it does not affect the
current negotiations on the EU budget for 2014-2020.Even for non-euro countries - which are usually wary of creating a
"two-speed" Europe - the idea is becoming acceptable as long as it does
not mean less money in the common pot.Polish EU minister Piotr Serafin told Gazeta Wyborcza on Wednesday
(10 October) that his country "does not fear a eurozone budget" as it
would be separate from the joint EU fund.
"Moreover, we are not talking about something that will happen on 1 January. The idea is not very mature and it is difficult to imagine that such a mechanism would begin to work ... by 2014," he added.Serafin also noted that there is no clarity for now on how the extra budget would be used."Definitely it would have to be somehow related to economic policy and competitiveness in the euro area. Discussions on this topic will not end quickly," he predicted.Meanwhile, the UK, which is pushing for a reduction in the common EU budget, has also spoken in favour of a separate eurozone fund."There will come a time when you need to have two European budgets, one for the single currency, because they are going to have to support each other more, and perhaps a wider budget for everybody else," British Prime Minister David Cameron told the BBC on Sunday.

The latest draft conclusions also reflect discussions with the European Parliament on the future architecture of the eurozone, with more details included in the part on democratic scrutiny."In this spirit, ways to ensure a debate in the European parliament and in national parliaments on the Country Specific Recommendations [economic policy guidelines issued for each member state by the EU commission] adopted in the context of the European semester [increased co-ordination of economic policies] should be explored. The role of the social partners should also be enhanced," the text says.EUobserver understands that one of the ideas on how to achieve extra parliamentary scrutiny is to have EU commissioners go to national parliaments for hearings.Another idea is to have more ministers from member states appear in the European Parliament to explain tax or labour market reforms under way in their countries.
Hollande faces down EU fiscal pact rebels

BRUSSELS - France will become the
latest country to ratify the EU's fiscal compact treaty after President
Francois Hollande faced down his first parliamentary rebellion and saw
the agreement passed by a large majority in the National Assembly on
Tuesday (9 October).A bill to adopt the treaty, which enshrines debt and deficit ceilings
from the EU's stability and growth pact in national constitutions, was
backed by 477 votes to 70.Two hundred and eighty two Socialist party deputies voted in favour
of the deal, sparing the recently-elected President Hollande the
embarrassment of relying on opposition centre-right UMP votes to secure a
majority.However, despite pleas from Prime Minister Jean Marc Ayrault to back
the deal - which critics say would make it impossible for countries in
recession to put in place economic stimulus measures - 45 deputies from
Hollande's 315 member socialist/green coalition either opposed it or
abstained.The numbers add up to the largest parliamentary revolt in Hollande's short presidency.Hollande himself welcomed the result, insisting that "this sweeping
majority will give France a bigger voice, that is to say that it will
enable us to forge ahead with the rebuilding of Europe that I have
committed to since my election."The bill is now expected to be rubber-stamped by the Senate on Wednesday (10 October).Hollande had during his election campaign earlier this year promised
to tear up the treaty, before backing down and saying the June EU summit
had offset the measures by putting in place a €120 billion package to
drive economic growth and job creation.

Rate-fixing bankers to face jail under new EU rules

BRUSSELS - Bankers caught manipulating the Libor exchange rate could face a minimum five-year jail term under new EU legislation.
The provisions included in the proposed market abuse law were adopted
by 39 votes to 0 with a single abstention in a vote by the parliament's
economic and monetary affairs committee on Monday (9 October).
Arlene McCarthy, the centre-left MEP piloting the bill through parliament, described the move as "a key step along the road to reforming the financial sector."MEPs will now seek a swift deal with EU government ministers by Christmas, with a view to implementing the legislation in 2013.For her part, McCarthy said: "The Libor scandal has demonstrated that the culture in the financial sector has not changed and that they cannot be trusted to self-regulate."Sven Giegold, the finance spokesman for the Green group, said that the sanctions would act as "compelling deterrents against these unethical financial practices."However, member states are thought to be uneasy about setting minimum jail terms at EU level.The inclusion of criminal sanctions for interest rate fixing and manipulating other financial benchmarks had been announced by internal market commissioner Michel Barnier in July.But the European Ccommission had steered clear of setting sanction levels, with justice commissioner Viviane Reding claiming that the EU treaties only allow European law-makers to agree on definitions of criminal conduct rather than sanctions themselves.The move was provoked by the Libor rate-fixing scandal which made headlines over the summer, with a string of major banks in the US and the EU implicated in keeping the rate artificially high.Libor, the interest rate at which banks lend to each other, determines the price of an estimated $800 trillion worth of financial instruments.
So far, regulators in Europe and the US are determining financial sanctions to be imposed on the banks involved.The scandal also saw the resignation of Barclay's boss Bob Diamond after the British banking giant was fined £280 million for its involvement.Prior to the MEPs' vote, an opinion poll by YouGov on behalf of campaign group Avaaz revealed that 89 percent of Europeans wanted to see financiers who commit fraud or manipulate markets face criminal sanctions.The poll sampled 3,700 people in Germany, France and the UK. Turkey to respond with "greater force" if further Syria shelling

HACIPASA, Turkey (Reuters) - NATO said it had drawn up plans to defend Turkey if necessary should the war in Syria spill over their border again as dozens of people were killed across the Arab nation on Tuesday.
Fighting between
Syrian rebels and government forces could be heard from this Turkish
border town following on from several days of clashes in the past week.
One Syrian villager said a rebel push on the town of Azmarin was expected soon.In Damascus, rebel
suicide bombers struck at an Air Force Intelligence compound used as an
interrogation centre - the latest attack to bring the conflict close to President Bashar al-Assad's power base."Assad...is only able to stand up with crutches," Turkish Prime Minister Tayyip Erdogan told a meeting of his ruling AK Party. "He will be finished when the crutches fall away."Erdogan, reacting to six consecutive days when shells
fired from Syrian soil have landed on Turkish territory, has warned
Ankara will not shrink from war if forced to act.But his government has also stressed it would be
reluctant to mount any big operation on Syrian soil and then only with
international support.It was not clear whether the shells hitting Turkish
territory were aimed to strike there or were due to Syrian troops
overshooting as they attacked rebels to their north.NATO Secretary-General Anders Fogh Rasmussen said in
Brussels the 28-member military alliance hoped a way could be found to
stop tensions escalating on the border."We have all necessary plans in place to protect and defend Turkey if necessary," he said.Elsewhere in Syria, rebels took control of the town of Maarat al-Nuaman, which lies on the main north-south highway in the northern province of Idlib, after a 48-hour battle with soldiers, according to rebels and activists.Video sent to Reuters, which activists said was filmed in Maarat al-Nuaman on Monday, showed dozens of fighters on a main street. Other footage purported to show fighters taking over a prison and army-held buildings in the town.The British-based Syrian Observatory for Human Rights, which monitors the violence, said 90 people had been killed so far on Tuesday, including 29 soldiers, compared to a death toll of 210 on Monday.Activists estimated more than 100 dead or wounded in the bombing of the intelligence compound in Damascus.The militant Islamist group al-Nusra Front said it had mounted the attack because the base was used a centre for torture and repression."Big shockwaves shattered windows and destroyed shop facades. It felt as if a bomb exploded inside every house in the area," said one resident of the suburb of Harasta, where the compound was located.The sharp rise in casualties in the past month indicates the growing intensity of the war, which developed from peaceful protests against Assad in March 2011 into a full-scale civil war.An estimated 30,000 people have been killed as main cities such as Aleppo, Homs and the capital itself are savagely contested.U.N. special envoy Lakhdar Brahimi will go to Syria soon to try to persuade the Assad government to call an immediate ceasefire.

In the border area, there was no sign of any
breakthrough by either side though activists said rebels killed at least
40 soldiers on Saturday in a 12-hour battle to take the village of
Khirbet al-Joz.Just outside Hacipasa, nestled among olive groves in
Turkey's Hatay province, the sound of mortar fire could be heard every
10 to 15 minutes on Tuesday from around the Syrian town of Azmarin. A
Syrian helicopter flew over the border.Villagers used ropes and boats to ferry the wounded across a river into Turkey.Rebels with AK-47s slung over their shoulders carried
an Free Syrian Army officer down to the river bank on the Syrian side,
using a carpet and two poles as a makeshift stretcher.He had been shot in the chest and had a chest drain and
drip attached. The rebels said they had dealt with roughly 20 wounded
people and two dead on Tuesday.The seriously wounded are ferried across to Turkey,
while those less severely hurt are patched up at a makeshift first aid
centre on the river bank and sent back into Syria.Musana Barakat, 46, an Azmarin resident who makes
frequent trips between the two countries, pointed at plumes of smoke in
the distance and said Assad's troops were burning houses there."There are rebels hiding in and around the town and
they are going to make a push tonight to drive Assad's forces out," he
said, a Syrian passport sticking out of his shirt pocket.A crowd gathered around a saloon car, the blood-stained
body of a man who had been pulled wounded from the fighting slumped
across its back seat. Those with him said he had been rescued alive but
died after being brought over the border.Turkish President Abdullah Gul
said on Monday the "worst-case scenarios" were now playing out in Syria
and Turkey would do everything necessary to protect itself.
Gul and Erdogan, in seeking Western and Arab support,
have repeatedly warned of the dangers of fighting in Syria spilling over
into a sectarian war engulfing the entire region.Turkey's chief of general staff, General Necdet Ozel,
flew by helicopter to several bases in Hatay province on Tuesday, part
of Turkey's 900-km (560-mile) border with Syria.The shelling of the Turkish town of Akcakale last
Wednesday, which killed five civilians, marked a sharp escalation.Turkey has been responding in kind since then to
gunfire or mortar bombs flying over the border and has bolstered its
military presence along the frontier."We are living in constant fear. The mortar sounds have
really picked up since this morning. The children are really
frightened," said Hali Nacioglu, 43, a farmer from the village of
Yolazikoy near Hacipasa.Unlike the flat terrain around Akcakale, the border
area in Hatay is marked by rolling hills with heavy vegetation. Syrian
towns and villages, including Azmarin, are clearly visible just a few
kilometers away."It's only right
that Turkey should respond if it gets fired on but we really don't want
war to break out. We want this to finish as soon as possible," said
Abidin Tunc, 49, a tobacco farmer also from Yolazikoy.Turkey was once an
ally of Assad but turned against him after his violent response to the
uprising. It has nearly 100,000 Syrian refugees in camps on its
territory, has given sanctuary to rebel leaders and has led calls for

North Korea says its rockets can hit U.S. mainland

SEOUL (Reuters) - North Korea has rockets that can hit the U.S. mainland, it said on Tuesday, two days after South Korea struck a deal with the United States to extend the range of its ballistic missiles.
North and South Korea
have been technically at war since their 1950-53 conflict ended in a
truce, not a peace treaty, and regional powers have for years been
trying to rein in North Korea's nuclear weapons program.Reclusive North
Korea is believed to be developing a long-range missile with a range of
6,700 km (4,160) miles) or more aimed at hitting the United States, but two recent rocket tests failed.Its neighbors fear North Korea is using rocket launches
to perfect technology to build a missile capable of delivering a
nuclear warhead to the United States.North Korea's National Defence Commission said in a statement that the country was prepared to counter any U.S. military threats, its KCNA news agency said."We do not hide
(the fact) that the revolutionary armed forces ... including the
strategic rocket forces are keeping within the scope of strike not only
the bases of the puppet forces and the U.S. imperialist aggression
forces' bases in the inviolable land of Korea, but also Japan, Guam and the U.S. mainland," KCNA said.The U.S. State
Department declined to discuss whether it believed North Korea's new
claims on missile range, saying this was an intelligence issue. But it
noted that North Korea is bound by U.N. Security Council resolutions to
suspend all activities related to ballistic missile programs."Certainly rather than bragging about its missile
capability, they ought to be feeding their own people," State Department
spokeswoman Victoria Nuland said, adding that "threats or provocations"

test drew sharp rebukes, even from its one major ally, China.The United States has denied it has any intention to
