OSLO, Norway (AP) — The European Union has been awarded the Nobel Peace Prize for its efforts to promote peace and democracy in Europe, in the midst of the union’s biggest crisis since its creation in the 1950s.The Norwegian prize committee said the EU received the award for six decades of contributions “to the advancement of peace and reconciliation, democracy and human rights in Europe.“The stabilizing part played by the European Union has helped to transform a once torn Europe from a continent of war to a continent of peace,” Nobel committee chairman Thorbjoern Jagland said.The EU rose from the ashes of World War II, born of the conviction that ever closer economic ties would make sure that century-old enemies never turned on each other again.The idea began to take on a more defined shape when, on May 9, 1950, French Foreign Minister Robert Schuman proposed that France and the Federal Republic of Germany pool their coal and steel resources in a new organization that other European countries could join.

The Norwegian Nobel Committee has announced that the Peace Prize for 2012 will go to the European Union.“The union and its forerunners have for over six decades contributed to the advancement of peace and reconciliation, democracy and human rights in Europe,” said chairman Thorbjorn Jagland.“Over a 70-year period, Germany and France had fought three wars. Today war between Germany and France is unthinkable,” Jagland said. “This shows how, through well-aimed efforts and by building up mutual confidence, historical enemies can become close partners.”The prize also is a reminder of what could be lost “if the union is allowed to collapse,” he noted. The EU is facing a crisis as some countries sink financially, causing economic problems for others in the union and creating tension over bailout terms.European Parliament President Martin Schultz said on Twitter that he is “deeply touched” and “honored” at the victory. “Reconciliation is what the E.U. is about,” he wrote. “It can serve as inspiration. The E.U. is a unique project that replaced war with peace, hate with solidarity.”Other candidates for the prize included Maggie Gobran, a Coptic Christian nun who works with children in the slums of Cairo, the Russian human rights group Memorial, and activist bloggers in the Arab world.Previous Nobel Peace Prize winners include former U.S. President Jimmy Carter, Mohamed ElBaradei of the UN’s IAEA nuclear watchdog agency and U.S. President Barack Obama, who was given the prize just one year into his term for having “created a new climate in international politics.”In 1994, the prize went to then-Prime Minister Yitzchak Rabin, Shimon Peres, and then-Palestinian Authority Chairman Yasser Arafat for “their efforts to create peace in the Middle East.” The peace process later exploded as the PA launched a terrorist onslaught in which over 1,200 Israelis were killed and many thousands were wounded.

OSLO (Reuters) - The European Union won the Nobel Peace Prize on Friday for promoting peace, democracy and human rights over six decades in an award seen as a morale boost as the bloc struggles to resolve its economic crisis.The award served as a reminder that the EU had largely brought peace to a continent which tore itself apart in two world wars in which tens of millions died.The EU has transformed most of Europe "from a continent of wars to a continent of peace," Nobel Committee chairman Thorbjoern Jagland said in announcing the award in Oslo."The EU is currently undergoing grave economic difficulties and considerable social unrest. The Norwegian Nobel Committee wishes to focus on what it sees as the EU's most important result: the successful struggle for peace and reconciliation and for democracy and human rights," he said.Jaglund praised the EU for rebuilding Europe after World War Two and for its role in spreading stability after the fall of the Berlin Wall in 1989.The debt crisis afflicting the single currency zone has brought economic instability to several member states, and rioting has erupted on the streets of Athens and Madrid as austerity measures have bitten hard.The prize, worth $1.2 million, will be presented in Oslo on December 10. The decision by the five-member panel, led by Jagland who is also Secretary-General of the Council of Europe, was unanimous.The EU won from a field of 231 candidates including Russian dissidents and religious leaders working for Muslim-Christian reconciliation.Conceived in secret at a chateau near Brussels, what is now the European Union was created by the 1957 Treaty of Rome, signed with great fanfare in the Italian capital's 15th century Palazzo dei Conservatori.

"I find this absurd," the leader of Norway's anti-EU membership organization Heming Olaussen told NRK."In Latin America and other parts of the world they will view this quite differently than they will from Brussels. The union is a trade bloc that contributes to keeping many countries in poverty."Norway, the home of the peace prize, has voted "no" twice to joining the EU, in 1972 and 1994. Report claims Netanyahu agreed to withdraw from Golan Heights

Prime Minister Benjamin Netanyahu agreed in principle to withdraw from the Golan Heights during indirect talks with Syrian President Bashar Assad in 2010, according to US documents cited by Yedioth Ahronoth on Friday.The pertinent documents were written by Special Coordinator for the Middle East Frederick Hoff, an assistant to the then-US Special Envoy for the Middle East George Mitchell.The paper reported that Netanyahu and Defense Minister Ehud Barak opened secret negotiations with Assad that included a full withdrawal from the Golan to the shores of the Sea of Galilee in exchange for a peace deal. Israel captured the Golan Heights from Syria during the Six-Day War in 1967.Netanyahu had Israeli officials who were involved in the negotiations sign confidentiality agreements, according to Yedioth, in order to guard the secrecy of the talks, of which the rest of the Israeli government was apparently unaware. The negotiations reportedly ended in early 2011, with the outbreak of the popular uprising against the Assad regime.The Prime Minister’s Office immediately denied the report on Friday, saying in a statement that Israel had never accepted the American initiative and that it was no longer relevant.Netanyahu announced on Thursday that Israeli elections would be held on January 22, 2013, nine months ahead of schedule.

EU border chief: 23,000 lives saved last year

BRUSSELS - "Seventy-two people are [sic] dying in front of me," Ethiopian boat survivor Abu Kurke told EUobserver in Brussels on Thursday (11 October).Kurke is one of the nine people out of 72 who survived a tragic attempt to cross the Mediterranean Sea by boat in April last year. Infants as young as one perished.
Nobody came to help them despite having been spotted by warships, a helicopter and fishing boats."We received water on the first day from a helicopter. Nobody [had] died at that time. We showed to them small children like a one-year-old baby. Even the man inside the helicopter showed me a sign like he is coming back. He never came back again. We saw a lot of ships, a lot of warships," said Kurke.The boat later drifted back to the Libyan coastline after 16 days on the open water. Another two people drowned as they made their way to shore. The rest were thrown into prison and tortured, said Kurke. He himself spent months behind bars.Kurke and his wife now live near Rotterdam in the Netherlands after having endured a saga that will haunt them for ever.The crossing was his second attempt.The first one was in 2010, but Italian authorities caught him at sea and escorted him back to Libya."I was coming to Italy in a small boat. We came to Italy and then we saw the Italian coast guard, we saw the Italian flag so we were very happy that time. So they came close to us [and] said they are going to help. The Italians took us on the boat. They lied to us like in a film and told us we are going to Sicily to get medical help. They took us back to Libya," Kurke recalled.
A similar case was later brought to the European Court of Human Rights (ECHR) in Strasbourg by Hirsi Jamaa, a boat migrant representing a group of Somali and Eritrean nationals who tried to reach Europe in May 2009.Italy lost.The court ruled that member states' authorities may not return asylum seekers to a country which cannot guarantee fundamental rights.At the time, Libya had no functioning asylum system and it still does not have one. The aftermath of Colonel Gaddafi's death in October last year has instead left a power vacuum filled by lawlessness.

Fundamental rights on Frontex agenda

For its part, Frontex, the EU's Warsaw-based border guard agency, says it has no bilateral relations with Libya as things stand."They are restructuring their whole public administration including the boarder security system," Frontex executive-director Ilkka Laitinen told this website in an interview also on Wednesday.
Laitinen said that Frontex and Libya only share the most basic of information and that the agency could help the post-Gaddafi administration with training exercises if it is asked to.Frontex wants Libya to build up its capacity before engaging in joint operations with the Libyan authorities in the future. It also foresees flying intelligence-gathering drones over the Mediterranean in the "very, very far future."Despite Laitinen's reservations on Libya, Frontex has been taking part in rescue efforts in the region since 2008. Frontex-linked operations saved some 38 percent of people detected at sea, 23,000 people in total, in 247 cases in 2011.
"Every third migrant detected in the maritime domain is in distress and saved," the Frontex chief said.
"It's a pity and totally regrettable that so many people still die. The authorities are not able to rescue all of them, but the good thing is that the percentage of rescued people is still high," he added.The number of migrants attempting to make the perilous journey has increased since August.As for the kind of push-backs experienced by Kurke in 2010, Laitinen said Frontex is rolling out measures to help prevent it.The agency's first fundamental rights officer will start her work in mid-December and will have a mandate to launch internal investigations on all operational activities.A new "Consultative Forum on Fundamental Rights" will also give instructions to Frontex' management board on best practice. The European Commission and member states are on the Frontex board but the European Parliament is not.The forum will include Frontex officers seconded from EU countries, commission officials, the European Union Agency for Fundamental Rights, the UN agency for refugees (UNHCR), the International Organisation for Migration (IOM), the European Asylum Support Office and a number of other NGOs."What I learned last summer [in the Libya conflict] I think was sort of a watershed. It was that member states are more and more understanding of violating these principles ... They are not talking about pushing back people or diverting people that much. It's totally different than what it was five years ago," said Laitinen.Some organisations say Frontex is lacking a fundamental rights strategy even considering the changes, however.Migreurop, a Europan-African group of 43 NGOs, says the agency needs a clear monitoring mechanism on co-operation with third countries.
It also notes that EU countries in September annulled a provision in the Schengen Borders Code, the rulebook on EU border management, on sea surveillance in Frontex operations.Under the amended text, Frontex-supervised guards are free to hand people on board ships "to the authorities of a third country."
Laitinen noted that Frontex has EU-level agreements in place to prevent push-backs.But he admitted the agreements put power in the hands of the "host" country in charge of a given operation."If I am asked how I can guarantee something, I might say I am not able to guarantee anything because I have no control directly," he said.

BRUSSELS - In the aftermath of the euro crisis, the "backlash against integration" is Europe's biggest political problem, according to Italian Prime Minister Mario Monti.Speaking at a dinner hosted by the Friends of Europe think-tank in Brussels on Thursday (11 October), Monti said the economic crisis is "undermining the raw material on which European integration is constructed" and has evoked a "north against the south" split.He added that there is an urgent need for EU heads and states to have a "free discussion in the European Council about this."Monti referred to June's EU summit as a significant turning point because member states finally realised that it is not enough to simply keep one's own financial house in order if your neighbour's house is burning.But he said he could not be sure if EU leaders will stick to promises made at the event.EU leaders in June agreed to establish a banking union with a new supervision mechanism to allow the eurozone's rescue fund, the European Stability Mechanism (ESM), to inject capital into troubled banks.
In this context, next week's EU summit should be measured "not only on what it achieves, but on what it sticks to," Monti said.Looking ahead, the Italian politician said the European Commission should in future have more power to enforce internal market rules, an area where member states have for years been falling behind on promised implementation.He also said more should be done to fight tax evasion and that "we need to reconstruct credible fear of public authorities."The quiet acceptance of tax evasion should be replaced by social responsibility, said Monti. He admitted that to create this kind of new culture would mean "nothing short of a war," however.Monti is one of Europe's longest-serving politicians.He trained as an economist before serving as competition and internal market commissioner for almost 10 years, from 1995 to 2004. Since November 2011, he has been non-elected Italian prime minister stepping into fill the void after Silvio Berlusconi resigned. Monti has never been a member of a political party.Asked what he will do when his term as Italian leader comes to an end in spring, he said he would not run for elections as it would risk breaking the newly-established and fragile co-operative spirit between Italy's main political parties.He noted he does not need to be re-elected as he already enjoys life-long senator status."But should there be areas where I could be helpful, then I'm ready," he said.

Schaeuble rebukes IMF boss on eurozone debt

BRUSSELS - International Monetary Fund (IMF) boss Christine Lagarde and German finance minister Wolfgang Schaeuble went on collision course on Thursday (11 October) on the subject of eurozone debt and deficits.Speaking at TV debate in the IMF's annual meeting in Tokyo, Lagarde said that countries should not be obliged to keep to ambitious deficit reduction targets if their economies remained stagnant, adding that higher public spending and tax cuts could be used as stimulus measures.Schaeuble hit back, saying Lagarde is contradicting the IMF's stance on austerity.The fund had warned "time and again" that Western economies needed to prioritise debt reduction, he said."When there is a certain medium-term goal, it doesn't build confidence if one starts going in a different direction," he added.The IMF chief at a separate press conference earlier in the day had struck a different tone, describing runaway government debt levels as the greatest problem facing western economies, commenting that they are at "wartime levels." "Without growth, the future of the global economy is in jeopardy, and perhaps the greatest roadblock will be the huge legacy of public debt," she had said.Meanwhile, in another move likely to rile Berlin, Lagarde indicated the Fund is prepared to give debt-ridden Greece an extra two years to push through deficit reduction plans aimed at bringing the country's debt mountain, which currently stands at around 160 per cent of GDP, under control.
"Sometimes it is better to have more time," she said.Berlin is coming under increasing pressure to take a more flexible approach to bailouts as the eurozone's economic woes deepen.Earlier this week the IMF cut its growth projections for the eurozone, which it said would expand by 0.2 per cent in 2013. It also confirmed that the 17 eurozone economies would contract by 0.4 per cent in 2012.The economic pain remains most acute in the five EU countries receiving emergency funding, with Greece, Portugal and Spain in particular difficulty.The eurozone debt crisis will again take centre stage at next week's EU summit in Brussels when EU leaders try to flesh out plans for a growth and jobs pact agreed at the June summit.

Spain downgraded to near junk despite cuts

BRUSSELS - Standard & Poor's ratings agency on Wednesday (10 October) downgraded Spain to almost "junk" despite its fresh set of austerity measures, disproving the EU commission's view that budget cuts are "restoring credibility on the markets.""The downgrade reflects our view of mounting risk to Spain's public finances, due to rising economic and political pressures," the ratings agency said in its note."The deepening economic recession is limiting the Spanish government's policy options," it added, as Madrid is trying to avoid for as long as possible having to ask for another bailout on top off the €100 billion earmarked for its banking sector.Fresh spending cuts to the tune of €13 billion unveiled last month had been praised by the European Commission as a sign of Spain's commitment to reduce its budget deficit and restore its "credibility" on the markets.But a deepening recession, combined with the highest unemployment rate in the EU and angry protests against the ever-growing austerity are complicating that plan.In addition, the International Monetary Fund itself - the world's biggest lender to governments risking bankruptcy - warned earlier this week that policies based on too much austerity are wrong.With Spain's fresh downgrade, the country will now face another spike in its borrowing costs, which had gone down in recent weeks after the European Central Bank announced a potenial bond-buying scheme.The ratings agency also put Spain under "negative outlook," meaning further downgrades are possible in the future.Spain's deficit for this year has been revised twice and now stands at 7.4 percent of GDP due to the banking bailout, while its government debt is likely to go beyond 90 percent of GDP next year.

At a meeting Thursday with Deputy Prime Minister Reuven Rivlin, Russian Foreign Minister Sergei Lavrov dismissed Israeli fears of a nuclear attack by Iran. “So far there is no proof that Iran intends to develop nuclear weapons,” Lavrov told Rivlin. “Russia estimates that Iran does not plan to attack Israel with nuclear weapons, especially given the current demographic makeup of Israel, which includes millions of Arabs and Muslims.”Rivlin is in Moscow on an official state visit. He has been meeting with Russian officials on a number of important issues, including defense, trade, and the state of Russian Jewry. Accompanying Rivlin are MKs Ze'ev Elkin, Marina Slobodkin, and Robert Eliatuv. All three joined Rivlin for a ceremonial get-together with Lavrov Thursday morning, before Rivlin and Lavrov retreated to a separate room for a private discussion.Rivlin appealed to Lavrov to use Russia's sway with Iran to influence Tehran to stop its weapon development program. “The friendship between Russia and Iran provides and important opportunity to prevent Iran from acquiring nuclear weapons,” Rivlin said, adding that Russia had an obligation to use its relationship with Iran to quash the program.Lavrov said that Russia did not automatically support Iran on every issue, and that it was aware of what the implications of a nuclear Iran were. Still, he said, Israel does not need to be overly worried about a nuclear Iran, even if such a thing does come to pass.Rivlin also appealed to Lavrov to ensure that Syria's non-conventional weapons stayed out of the hands of terrorists. “The support Russia provides to Syrian President Bashar al-Assad will bring about a situation where non-conventional weapons will slip into the hands of terror groups, which are also a threat to Russia,” Rivlin said. “We have not intervened in any way in the Syrian crisis in order to ensure that neither side can use such intervention in the civil war that is going on, but we are certainly following events there. The leader of the Lebanese terrorist group Hezbollah on Thursday claimed responsibility for launching a drone aircraft that was shot down over Israel earlier this week, saying the UAV had been assembled by Hezbollah men using parts provided by Iran. The rare admission by Hassan Nasrallah raises regional tensions at a sensitive time when the group’s backers, Syria and Iran, are under pressure.Nasrallah said the drone sent Saturday was named the Ayoub, honoring both an Islamic prophet (of patience) and a “martyr” by the name of Hussein Ayoub.“Today we are uncovering a small part of our capabilities, and we shall keep many more hidden,” Nasrallah said in a televised address. “It is our natural right to send other reconnaissance flights inside occupied Palestine … This is not the first time and will not be the last. We can reach any place we want” inside Israel, he said.Several hours earlier, Prime Minister Benjamin Netanyahu pointed a finger at Hezbollah. ”We’re determined to defend our land, air, and maritime borders, just as when we foiled Hezbollah’s attempt to send a UAV into Israel,” Netanyahu said during a tour of the border with Egypt.

On Tuesday, Israeli Defense Ministry official Amos Gilad said the UAV’s incursion into Israeli airspace was a failed mission. Speaking to Israel Radio, Gilad, a top aide to Defense Minister Ehud Barak, said that the drone had failed to gather any intelligence or damage Israel’s air defense superiority.The UAV was identified from a distance, and the IAF waited until it was flying over open space before it neutralized it, he added.

The UAV was shot down over the Yatir Forest in the northern Negev after it entered Israel from the skies over Gaza. Officials believe it was launched from Lebanon and flew south over the Mediterranean before turning inland over Gaza.On Sunday, a former commander of Israel’s drone unit said that the foreign UAV couldn’t have filmed anything that wasn’t already available on Google Earth, despite claims to the contrary by Iran.Gabe Fisher and AP contributed to this report.

The national reconciliation in no way means agreeing to a political plan that includes abiding by the Oslo Accords, and political reconciliation does not mean reconciling [in order to act] against the homeland."We must launch a corrective national vision, in which we distinguish between plans to manage daily life in the homeland and plans to manage the conflict. The PLO abandoned [the latter] and never took them up again, just as it withdrew from the circle of resistance and never returned to it,” wrote ‘Obeid."Hamas must declare that it was formed to eliminate the state of Israel, and that Israel is an entity that must disappear,” he continued. “[Hamas] should declare that its political, military, and social plan is the liberation of all the land by means of resistance, and that the West bears the burden of [responsibility for] this aberrant entity [Israel]. A Hamas minister called on Thursday for the kidnapping of more Israeli soldiers so they can be used as bargaining chips to bring about the release Arab terrorists being held in Israeli prisons.Taleb Abu Al-Sabah, Hamas’ Prisoners Minister, made the comments as his movement marked one year since the release of Gilad Shalit, who was held captive by Hamas terrorists for more than five years and was released in October of 2011 in exchange for 1,027 terrorist prisoners.Speaking at a press conference near the home of one of the terrorists freed in the Shalit deal, Al-Sabah said that the release of prisoners is a religious imperative for Palestinian Authority Arabs, who have learned that Israel "does not understand anything other than the language of force and struggle."He called on the PLO and the Palestinian Authority, led by Mahmoud Abbas, to end all forms of security cooperation with Israel as a way to express solidarity with PA Arab prisoners.

"The first anniversary of the completion of the Shalit deal emphasizes that the release of the prisoners will be achieved only through struggle," said Al-Sabah.Tawfiq Abu Naim, the head of Hamas’ released prisoners committee, said during the same the event that the prisoners are placing their confidence in the PA-based terror organizations and in their kidnapping of more soldiers. He added that the prisoners do not believe that negotiations with Israel will bring about results.Shalit’s kidnapping and subsequent release has prompted the IDF to update the captivity training it provides to soldiers in its elite units. Turkey scrambles fighter planes to Syria border

Iran leader: Army ready to deter any invasion

TEHRAN, Iran (AP) — Iran's supreme leader says the readiness of the country's military is such that it will dispel any "thoughts of invasion" by the enemies of Iran.Ayatollah Ali Khamenei was quoted by state TV on Friday as saying that Iran would never "give in" to foreign attacks or any "act of aggression."The remarks came during Khamenei's visit to an army base in the country's northeast.Khamenei says Iran's readiness has weakened warmongering among the country's enemies and limited an appetite for attacking Iran.

Israel, which considers a nuclear-armed Iran to be an existential threat, has not ruled out a military option against Iran's nuclear facilities.The West suspects Iran is pursuing a nuclear weapon program, a charge Iran denies.
