Bulgaria says Israelis killed by suicide attacker

(AP) — A lanky, long-haired man wearing a baseball cap and plaid shorts
with a fake Michigan driver's license carried out a deadly suicide
attack on a bus full of Israeli vacationers, Bulgarian officials said Thursday.Israel
stuck by its claim that the attack was carried out by Iranian-backed
Hezbollah, a Lebanese guerrilla group, and threatened retaliation. Seven
people — five Israelis, the Bulgarian driver and the bomber — died in
the blast Wednesday.No group
claimed responsibility for the attack. But Israel has attributed a
series of attacks on its citizens around the world in recent months to Iran, threatening to escalate a shadow war between the two arch-enemies.The
attack occurred shortly after the Israelis boarded a bus outside the
airport in the Black Sea resort town of Burgas, a popular destination
for Israeli tourists — particularly for high school graduates before
they are drafted into military service — about 400 kilometers (250

security camera footage Thursday showing the suspected bomber wandering

illegible scrawls, to no answers at all, several members of the European
Parliament are not serious when it comes to declaring their financial
interests, a survey carried out by an NGO has shown.The lack of clear rules prohibiting MEPs to keep side jobs as
consultants made headlines last year when the Sunday Times uncovered
three deputies willing to take money from lobbyists in return for
placing amendments.Following the so-called cash-for-amendments scandal, the Parliament
adopted an ethics code and, while not banning side jobs, made it
mandatory to declare any other occupations in a "declaration of
financial interests" posted on the Parliament's website.But six months after they were introduced, Friends of the Earth
Europe, a Brussels-based NGO focusing on transparency issues, has
discovered that many of the declarations are empty or contain bogus
information.The NGO reviewed the declarations of all 754 MEPs and found that 11.7
percent of them were empty, meaning that 88 deputies only filled in
their names, without answering basic questions such as their previous
occupation. Almost 25 percent of MEPs did not mention any job in the
three years prior to their mandate.Among those who filled in the form is Danish Liberal MEP Jens Rohde who claims in his declaration that three years before taking office he was "master of the universe" with a monthly salary above €10,000.Brice Hortefeux, a French centre-right MEP, fails to mention he was a
minister of immigration, labour and home affairs under Nicolas
Sarkozy's government, prior to taking up his job in the Parliament.As for Adrian Severin, the only one of the three MEPs in the cash-for-amendments scandal who did not step down, he lists
working as a consultant for a lawyer's firm of former justice minister
Catalin Predoiu, as member of the Romanian court of arbitration, as a
law professor and columnist - all paid between €500-1000 a month.Friends of the Earth Europe note that the only body looking at these
declarations is an advisory committee, but that it can only do so when
an MEP asks for guidance or when the president of the Parliament asks
for it.A problem also arises from the fact that almost 65 percent of the
declarations are handwritten and in some cases the declaration is
illegible. Since there is no database compiling this data, the only way
of finding out how many MEPs have second jobs, membership of boards or
committees, or other remunerated activities, is by investigating all of
the 754 declarations.Friends of the Earth Europe found that a majority of MEPs has
financial interests outside the Parliament: 15.7 percent say they have
paid jobs outside the parliament, 51.5 percent mention mostly unpaid
memberships of boards and committees, six percent declare holdings in
companies or partnerships.
The NGO calls on Parliament President Martin Schulz to "initiate a review to assess if external financial or non-financial interests could result in potential conflicts of interest for MEPs.""As MEPs have to decide on policies and legislation touching upon a wide range of issues, it is crucial that they do not have outside financial interests - such as paid side jobs or shares in companies - that might influence their decisions," the NGO said in its report.It also advised the Parliament to make an online database that is searchable and declarations written in native tongues to be translated in English, French or German so that journalists and citizens can search them more easily.They call on Schulz to investigate if the data provided is correct and take action if it is not the case."Finally, we propose to extend the mandate of the advisory committee to not only provide advice on how to fill in the declarations of financial interests, but also to undertake random checks to assess the accuracy of the submitted declarations and investigate any potential conflict of interest."

A week ago we reported news that Middle East veteran aircraft carrier CVN-74 Stennis was ending its brief sabbatical prematurely, and far earlier than previously expected, and heading right back into the field, er sea, of action. As Kitsapsun reported, “Bremerton-based aircraft carrier USS John C. Stennis is returning to the Middle East much sooner than expected. The Navy hasn’t officially announced the new deployment plan for the Stennis, said spokesman Lt. Cmdr. Zach Harrell.” The ship came home to Naval Base Kitsap on March 2 after seven months of launching planes into Iraq and Afghanistan. Generally, it wouldn’t go back to the Fifth Fleet area of responsibility for four to five years, after a deployment to the Western Pacific and a maintenance period. But with Iran making threats, crew members learned Saturday they’ll be leaving again in late August for eight months.” We concluded that shortly, Stennis will be the third carrier accompanying Lincoln and Enterprise. As it turns out, a third carrier was already en route, and as of today, CVN 69 Eisenhower is either at the opening of the Straits of Hormuz, or just past it. That makes 3 aircraft carriers in the middle east, 2 in the Gulf and the Arabian Sea and one just off the coast of Syria. And technically, the LHD 7 Iwo Jima Big Deck Amphibious ship, which is also just off the coast of Iran region, makes three and a half.Which means that a 5th one (rounded up) – Stennis – is coming in 1-2 months. Syrian President Bashar al-Assad appears to be wounded, the CNN Türk television channel reports.
The Turkey-based channel cited Free Syrian Army
chief Riyadh al-Asaad, who claimed the embattled Syrian strongman had

A number of Palestinian refugees living in Damascus have joined the uprising in Syria, according to activists and rebels, with some taking up arms alongside rebel Free Syrian Army fighters.The majority of at least 500,000 Palestinians
in Syria have been living in the country since the 1948 creation of
Israel, and the Syrian regime has systematically striven to control
their political activity.Most of the refugees joining the
anti-regime revolt are not affiliated to traditional Palestinian
factions or movements, according to activists."Many of us -- especially the youth -- are in sympathy with the
revolution, and now that the fighting is in Damascus, we cannot stay
put," a Palestinian from Yarmuk refugee camp, on the outskirts of the
capital, told AFP.
"Many Palestinian youth have joined the FSA, and they are fighting side by side with the Syrian revolutionaries in the Tadamon and Al-Hajar Al-Aswad districts," said the activist, who identified himself as Abu al-Sakan.Abu al-Sakan said sympathy for the uprising has grown among Palestinians, especially as more and more Syrians displaced from Homs, Daraa and Hama in the provinces seek refuge in or around the refugee camps in Damascus.With fighting raging in nearby Tadamon, Al-Midan and Al-Hajar Al-Aswad districts, hundreds of civilians have sought shelter since last week in Yarmuk camp, activists say, stoking fears the army might launch an attack on the area.Though the camp was calm on Tuesday, it was difficult for people to leave and gunfire could be heard from neighbouring areas.Demonstrations in the camp have become common, activists say. "Palestinians have also paid the price of Arab countries' struggles for decades. Beirut: A day after a terrorist attack killed three members of the Syrian President’s inner circle, the whereabouts of Bashar al-Assad, who has been injured in the assault, remain unknown on Thursday. According to reports, the Syrian President is currently in the city of Latakia.However, Syria's state-run news agency said al-Assad has attended the swearing-in of a new defence minister.The statement on Thursday did not specify exactly where the swearing-in took place. But it's the first word on Assad since yesterday’s bombing.State-run TV said Assad gave the new defence minister "instructions" and wished him luck.Wednesday’s attack killed Assad’s brother-in-law and his defence minister. Assad does not appear in public frequently, and his absence was notable following such a serious blow his inner circle.The state TV announcement appeared aimed at sending the message that Assad is alive, well and still firmly in charge. But it did not show any photos or video of the ceremony, as it usually would.In the meantime, Russia and China have again vetoed a Western-backed UN resolution threatening non-military sanctions against Syria. Thursday's 11-2 vote, with two abstentions, leaves in limbo the future of the 300-strong UN peacekeeping force in Syria, whose mandate expires on Friday.

AMMAN/BEIRUT (Reuters) - Syrian rebels kept up pressure on President Bashar al-Assad
following the assassination of three top lieutenants, fighting loyalist
troops within sight of the presidential palace and near government
headquarters, residents said on Thursday.An official source
said the president, who has made no statement or public appearance since
Wednesday's stunning bomb attack on a crisis meeting of defense and
security chiefs, was still commanding operations from his Damascus office.But opposition sources and a Western diplomat said the embattled leader was now in the coastal city of Latakia."Our information is
that (Assad) is at his palace in Latakia and that he may have been
there for days," said a senior opposition figure, who declined to be
named. The palace, which Assad has used before to conduct official
business, is located in hills near the city, Syria's main Mediterranean port.Latakia province is home to several towns inhabited by members of Assad's minority Alawite sect.The diplomat, who is following events in Syria,
told Reuters: "Everyone is looking now at how well Assad can maintain
the command structure. The killings yesterday were a huge blow, but not
fatal."Residents said there was no let-up in the heaviest
fighting - now in its fifth day - to hit the Syrian capital in a
16-month revolt against Assad, whose family has dominated the pivotal
Arab country for 42 years.The battles encroached within sight of the presidential
palace, near the security headquarters where Wednesday's emergency

fishing fleet of 30 boats, including a 3,000-tonne lead boat, arrived
at what China calls the Zhubi Reef in the Spratly Islands for fishing on
Wednesday, almost a week after leaving port in south China's Hainan
province.The reef is claimed by Taiwan, the Philippines and Vietnam."Although Chinese fishermen have fished in the South
China Sea for centuries, the size of the fishing fleet makes it a
rarity," Xinhua said.ASEAN included Brunei, Cambodia, Indonesia, Laos,
Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.In 2002, ASEAN and China adopted an informal code of
conduct in the South China Sea to avoid conflict and ease tensions. Last
week they indicated efforts to work on a formal code, although no firm
commitments were made.U.S. Secretary of State Hillary Clinton attended last
week's summit and called on all parties, including China, to make clear
exactly what their claims were in the South China Sea and open
multilateral talks, something likely to rile Beijing, the resident
superpower that a bilateral approach.The United States
insists it is neutral on the issue, but having recently signed military
cooperation agreements with claimant states Vietnam and the Philippines,
