Israel to grant settlement subsidy, despite pledge


JERUSALEM (AP) — The Israeli government has quietly agreed to grant subsidies to build more than 500 new homes in the West Bank, backtracking from a promise earlier this year to deny these incentives to the settlements, The Associated Press has learned.The planned construction, at a time when Prime Minister Benjamin Netanyahu is trying to shore up support among settlers, has enraged the Palestinians and could cloud a visit starting Sunday by U.S. Secretary of State Hillary Rodham Clinton as she tries to re-energize moribund Mideast peace efforts.The housing units are benefiting from the government's designation of the settlements as "national priority" areas — a status normally reserved for low-income cities and towns where the government wants to encourage development and lure people to live.In January, the Israeli Cabinet identified more than 550 communities, including 70 West Bank settlements, as national priority areas. The list drew immediate protests from the Palestinians, who view the West Bank as the core of a future state. The U.S. demanded an explanation of the settlements' inclusion.Facing international pressure, Israeli leaders quietly held a second vote in a meeting conducted by telephone to exclude the settlements from the measure. Shortly after, Netanyahu told a news conference with visiting U.N. Secretary-General Ban Ki-moon that the initial Cabinet decision was a mistake.Government spokesman Mark Regev at the time insisted the new vote meant that the subsidy program "does not apply to communities in the West Bank." Still, the Cabinet left a loophole, saying settlements could receive benefits "contingent on a decision by political leaders."
According to Israel's Housing Ministry, however, the country's political leaders have already approved subsidies for one small project of 24 homes in the settlement of Efrat, just south of Jerusalem. And nearly 500 other homes in Efrat and two other settlements, Beitar Illit and Ariel, are now in the pipeline to receive the incentives, which include a discount of up to $27,000 for infrastructure development costs.Ministry spokesman Ariel Rosenberg said it is not clear how many of these homes will be built because the construction bids for the 500 homes have not closed. He also noted that subsidies are also available for projects in hundreds of other communities inside Israel proper.Asked about the apparent government flip-flop, Regev said, "There are no special incentives whatsoever to encourage people to live in the West Bank. The same conditions apply to 600 communities throughout the country."But neither the Palestinians nor the international community see things that way.Israeli settlements in the West Bank and east Jerusalem are at the heart of a 3-year-old deadlock in Mideast peace efforts. The Palestinians claim both areas, captured by Israel in 1967, for a future state. But with more than 500,000 Jewish settlers now living in these areas, the Palestinians say their dream of an independent state is fading as it grows tougher to partition the land between Israelis and Palestinians.The international community, including the United States, says the settlements are illegal or illegitimate.Promotion of settlement construction could complicate Clinton's visit. Clinton was set to arrive late Sunday in hopes of breathing new life into Mideast peace efforts.The Palestinians say they will only resume peace talks if Israel stops building settlements on the occupied lands they claim.Palestinian government spokesman Ghassan Khatib said Israel's settlement policy was "devastating the prospects of a two-state solution.""The only way to explain this rapid expansion of settlements is the efforts of the (Israeli) government," Khatib said. "The government has been responsible for ... decisions to expand settlements and ... incentives that are given to settlements and settlers in order to expand settlements."Netanyahu has rejected that demand, saying the fate of settlements should be decided in negotiations. He has repeatedly urged the Palestinians to return to talks without any preconditions.The Palestinians do not trust Netanyahu, given his long history of support for Jewish settlement in the West Bank. Many members of Netanyahu's Likud Party, along with key coalition partners, are Jewish nationalists with close ties to the settlement movement.At the same time, settlers have suffered several legal setbacks this year. Just two weeks ago, the government uprooted a small outpost built illegally on private Palestinian land. The Supreme Court is also forcing the government to evict residents of a larger outpost by Aug. 1.In both instances, Netanyahu unsuccessfully tried to stave off the demolition orders but was overruled by the court. He has tried to compensate, in part, by promising to physically move the 30 uprooted homes in the Ulpana outpost to a West Bank site nearby and announcing plans to build hundreds of additional homes in the West Bank.He also commissioned a report that last week recommended legalizing dozens of illegally built West Bank outposts and proposed an array of measures to facilitate settlement construction.The report essentially discredits an earlier government investigation that identified more than 100 illegally built outposts in the West Bank. Netanyahu has said little about the latest report, saying only that he would study its conclusions. A special government-appointed forum is to review the proposals and decide which, if any, to adopt.

Assad receives last warning to stop moving his WMD: Top generals defect

Several high-placed generals bolted Bashar Assad’s inner circle Sunday, July 17, including such key figures as two security services chiefs who were operations commanders of the Alawite Shabiha militia plus the former head of Syria’s chemical and biological administration who took six other generals with him. They all fled to Turkey and defected. A fourth senior general from another security service was assassinated in Aleppo. This is reported exclusively by debkafile’s military sources.The loss of the generals orchestrating the pro-Assad paramilitary Shabiha’s savage crackdown on the opposition has seriously weakened Assad’s protective circle of trusties and reduced his military and security options.Also today, the Syrian ruler was given a “last warning” through intelligence channels in the West to leave the warheads and shells loaded with mustard gas, sarin and cyanide where they are. If he dared move them out of the northern and central locations where he deployed them last week, they would be destroyed from the air.debkafile names the defecting Shabiha commanders as:  Gen. Mohamed Tatouh, Deputy chief of Syrian political intelligence, and Gen. Mohamed Kodissia, deputy chief of the “Palestinian” Intelligence agency (a misnomer: it has nothing to do with Palestinians).The murdered general, Ali Khallouf, was ambushed by rebels in Aleppo.Maj. 1.  They all managed to spirit their families out of Syria well before they absconded themselves, an operation that must have required weeks of careful and secret preparation. The failure of Assad’s many-tentacled, clandestine agencies to discover what was up and foil the walkouts, attests to serious lapses in their notorious efficiency.
2.  All the defectors served in Damascus at the regime’s nerve center for suppressing the revolt.
3.  They all made tracks for Beirut before making their way to Turkey. Neverthetheless, the extensive spy networks run by Iran and Hizballah in the Lebanese capital failed to pick up on the city’s use as a way station for Syrian defectors in flight to Turkey.
4.  Despite their active roles in crushing the civil uprising in Syria, those generals clearly hoped to escape the consequences of their actions and becoming liable for prosecution.  The Red Cross Committee in Geneva, the first international organization to call the violence in Syria a full-blown civil war, made it clear Sunday, July 15, that international humanitarian law applied henceforth throughout the country and provided a basis for war crimes prosecution, especially if civilians were attacked.

Armor heads for Damascus districts after heavy clashes


BEIRUT (Reuters) - Armored vehicles headed towards southern districts of Damascus after rebels battled government forces into the early hours of Monday, in what residents said was the heaviest fighting in the capital in a 17-month revolt against President Bashar al-Assad.Columns of armored vehicles were seen on the main road leading to the Tadamon district, a Damascus activist said.At least five people were killed and dozens more wounded in Sunday's fighting but residents said people were returning to work and shops were starting to open in Damascus on Monday morning after the fierce exchanges died down.The spread of fighting to the capital came as U.N. peace mediator Kofi Annan planned a two-day visit to Moscow in which he will meet Russian President Vladimir Putin who has resisted Western calls to increase pressure on Assad.
Activist Samir al-Shami, who spoke to Reuters by Skype from Damascus, said Sunday's fighting in Tadamon came after sustained battles began at nightfall the previous day in the nearby Hajar al-Aswad district.
"There is the sound of heavy gunfire. And there is smoke rising from the area. There are already some wounded and residents are trying to flee the area," he said, using Skype to show live video images of smoke visible over the skyline."There are also armored vehicles heading towards the southern part of the neighborhood," he said.Another activist reached by Skype said the fighting later spread to al-Lawan, a neighborhood on the southwestern outskirts of the capital.A third activist, who also asked not to be identified, said: "We've been expecting things to worsen in Damascus after the army crushed the rebellions in some of the suburbs, like Douma outside the capital."There were thousands of fighters in some of those suburbs. Some of them were killed but a lot of them fled and they've been heading to the capital itself," the activist said.

Some residents said the fighting eased slightly as the night wore and said there had been a number of protests in support of the opposition in the poorer neighborhoods of Damascus.One local, who gave his name as Tarek, said residents set tires ablaze to distract the security forces and relieve pressure on the fighters in Tadamon.The government restricts access to the country by independent media, making verification of events difficult.Annan travels to Moscow days after opposition reports of a new massacre prompted a fresh wave of denunciations in the West where there are hopes Putin might ease his support for Assad.But Moscow has shown no public sign of wavering in its backing for its last major Arab ally, a customer for its arms and host to a Russian naval support base.Along with China, Russia has blocked tougher U.N. Security Council action and the West has shown no appetite for the kind of intervention it undertook last year when NATO helped topple Libya's Muammar Gaddafi.Annan said on Friday he was "shocked and appalled" at the government for breaking a promise not to use heavy weapons in populated areas, and that it was confirmed that helicopters and artillery had fired on the village of Tremseh.The Syrian government said it killed several dozen enemy fighters in Tremseh but denied carrying out a massacre or that its forces used heavy weapons.
Syrian Foreign Ministry spokesman Jihad Makdissi criticized Annan for jumping to conclusions by accepting opposition reports of the incident last week."What happened was not a massacre ... what happened was a military operation," Makdissi told a news conference in Damascus. "Government forces did not use planes, or helicopters, or tanks or artillery."U.N. observers returned to the village on Sunday to gather more evidence at the site after finding signs that artillery was used but inconclusive evidence of the scale of the killing.Opposition footage of the incident on the Internet has shown bloody corpses of men, but not women or children, making it difficult to determine whether those killed were fighters.Sander van Hoorn, a Dutch journalist who reached Tremseh, said by Twitter that he had counted 30 graves in the town and had seen clear evidence of shelling, including of a school used as a shelter by refugees.He said the evidence on the ground clearly contradicted the government's assertion that no heavy weapons were used. Iran renews Hormuz closure threats

DUBAI (Reuters) - Iran renewed threats on Sunday to close the Strait of Hormuz unless sanctions against it were revoked, though it remains unclear how Tehran could shut down the vital oil shipping channel given the significant American military presence there.The Iranian parliament is considering a bill calling for the strait to be closed. Iran parliamentarians call for nuclear ships

TEHRAN, Iran (AP) — A Iranian parliamentary committee has approved a bill requiring the government to design nuclear-powered merchant ships and provide them with nuclear fuel, an Iranian news agency reported Sunday.The bill appears to be a symbolic gesture to bolster Tehran's argument that it has a right to enrich uranium for peaceful purposes. The West suspects Iran's nuclear program is aimed at developing weapons technology, a charge Tehran denies.Nuclear-powered vessels other than warships are rare, and the International Atomic Energy Agency has said in the past that nuclear-powered merchant ships would be uneconomical.Lawmaker Mohammad Bayatian was quoted by the semi-official Mehr news agency as saying sanctions are forcing Iran to use different fuel for its oil tankers and other large vessels, to avert the need to refuel during long voyages. Some countries refuse to provide fuel to Iranian ships in line with Western sanctions.Iran is seen to be far from a capability to build nuclear-powered ships. Iran says it is designing a nuclear submarine.The West has raised concerns that Iran might cite submarine and other nuclear-powered vessel construction as a justification for producing weapons-grade 90 percent enriched uranium.Nuclear submarines are powered by fuel ranging from 20 percent purity to more than 90 percent. Many U.S. submarines use nuclear fuel enriched to more than 90 percent, the same level used to build atomic bombs.

Hamas seeks new Gaza policy from Egypt


GAZA CITY, Gaza Strip (AP) — Egypt's new president holds the key to blockaded Gaza, but he is signaling that he won't rush to help the territory's Hamas rulers by striking a border deal with them, even though they are fellow members of the region's Muslim Brotherhood.A bilateral border agreement between Egypt and Hamas could hurt chances of setting up a single Palestinian state, made up of the West Bank and Gaza, alongside Israel."I don't think they (the Egyptians) are ready for that," said Palestinian economist and business leader Samir Hulileh.Hamas was jubilant over Morsi's election in neighboring Egypt in June, hoping the Egyptian leader would lift years of travel and trade restrictions that have hit the Gaza economy hard.
But for now Morsi is keeping Hamas at arm's length, focusing on his relationship with Egypt's powerful military and with the U.S., which gives Egypt $1.3 billion in annual military aid.In Gaza, Hamas officials say that once Morsi settles into his job, they expect him to transform the Gaza-Egypt border crossing, now open only to select passengers, into a vibrant cargo route with free trade zones.Such a new lifeline could keep Hamas in power for years, reviving an economy battered by a border closure Israel and Morsi's pro-Western predecessor, Hosni Mubarak, imposed after the violent Hamas takeover of Gaza in 2007.
One senior Hamas official said Gaza now has the chance to become semi-independent by relying on close relations with Egypt and cutting the last ties to Israel. The official spoke on condition of anonymity because he was expressing a personal view.Israel might welcome closer ties between Egypt and Gaza, since this could further ease its responsibility toward the seaside territory. However, Israeli officials insisted there is no change in the current policy of isolating the territory and containing Hamas.Israel, which withdrew from Gaza in 2005 after 38 years of occupation, still controls most of Gaza's land border, including several crossings, and restricts access by air and sea.Among those most affected by a separate Egypt-Gaza deal would be Palestinian President Mahmoud Abbas, who was left with limited autonomy in parts of the West Bank after Hamas seized Gaza from him.A strong trade bond with Egypt could break Gaza's last tentative ties with the West Bank, further hurting Abbas' efforts to establish a state in both of those territories, along with east Jerusalem."This is a very dangerous step," Abbas aid Mohammed Ishtayeh, said of Hamas' appeal to Egypt. Ghozlan spoke of easing passenger traffic at the Rafah crossing on the Gaza-Egypt border, and sending more humanitarian supplies. But he was evasive when asked about Hamas' central demand that Egypt allow regular trade.Morsi would like to lift the blockade, but is worried about violating international protocols, said Egyptian security officials familiar with Gaza policy, speaking on condition of anonymity in line with regulations.This includes a border deal brokered by the U.S. after Israel's 2005 withdrawal from Gaza, when Abbas' forces still controlled the territory. The agreement was meant to address Israel's fears that Gaza would be flooded with weapons and militants.A complicated arrangement was worked out that enabled Israel to watch the border crossing by remote cameras. It did not contain a provision for full-fledged Egypt-Gaza trade. Instead, Egypt sent its goods via an Israel-run cargo crossing into Gaza.This also helped protect the customs union between Israel, Gaza and the West Bank, a component of interim Israeli-Palestinian peace deals of the mid-1990s.Since the blockade was imposed in 2007, Gaza has been importing hundreds of millions of dollars in goods through underground smuggling tunnels under the border with Egypt — a major source of tax revenue for Hamas.The border closure and the smuggling meant the customs union existed only on paper. Still, it was one of the last formal bonds between Gaza and the West Bank, since Israel had previously banned virtually all travel between the territories.
If Morsi were to allow Egypt-Gaza trade, it would formally break the customs union and allow Israel to "unload" Gaza, said Ron Pundak, a former Israeli peace negotiator. Even seven years after its withdrawal, Israel is held largely responsible for Gaza because it controls access."Undoubtedly, this will be a pretext for Israel to claim that there is no more de jure occupation of the outer borders of Gaza," Pundak said. "There are those in Israel who would say, 'Bye bye Gaza, not our problem anymore'."Such sentiments are driven by a violent history. Hamas has killed scores of Israelis in bombings and shootings, and has fired thousands of rockets and mortar shells from Gaza. Three years ago, Israel killed hundreds of Gazans in a war meant to stop the rockets.Last month, a former top Israeli security official, Giora Eiland, called for dramatic change. He said Israel should recognize Gaza as a "de facto" state, albeit a hostile one.This would allow Israel to cut all ties, he said. Rain causes flooding, mudslides in Japan; 15 dead


TOKYO (AP) — Heavy rain triggered flash floods and mudslides in southern Japan on Thursday, causing at least 15 deaths and leaving 11 more people missing.Television footage showed residents wading through muddy, knee-deep water on streets. Others shoveled out mud from their homes.Local officials said damage was concentrated in Kumamoto and neighboring Oita states on Japan's southern island of Kyushu. Most victims were in their 70s and 80s.Hundreds of homes were destroyed or damaged, and tens of thousands of people had to evacuate the area threatened by swollen rivers and mudslides.The Meteorological Agency said as much as 50 centimeters (20 inches) of rain fell overnight. It predicted up to 20 centimeters (8 inches) of rainfall through Friday.Rescue workers and defense troops have been sent to the region to help. Some residents trapped in inundated areas were airlifted by helicopters.The heavy rains also disrupted local train services, blocked off roads and left about 22,000 homes without electricity.
