United Nations special envoy Kofi Annan is looking to overcome Russia’s misgivings over a plan to
end the bloodshed in Syria and to resolve the fate of President
Bashar al-Assad.The foreign ministers of the five permanent UN Security
Council members -- China, France, Russia, the U.K. and the U.S.
-- as well as Turkey, Qatar, Kuwait and Iraq are set to attend a
conference in Geneva today to discuss Annan’s plan. The
meeting’s success may hinge on whether Russia breaks with Assad
after shielding him with Security Council vetoes.Persuading Assad to step aside and not be part of a
transitional government paving the way for elections is at the
core of Annan’s plan that seeks to end 16 months of violence
that has left more than 10,000 people dead. About 4,000 Syrians
have been killed since Annan took on the peacemaking mission in
February, according to the Local Coordination Committees, an
activist group.Annan, who also represents the Arab League, yesterday said
he’s optimistic that the meeting will yield an “acceptable
result” on how to proceed with a handover of power.Russian Foreign Minster Sergei Lavrov, after meeting with

Petersburg, said he wants changes in Annan’s plan.
They agreed on “most of” the plan, Lavrov said, while telling reporters afterwards that he is seeking unspecified changes. Lavrov said Russia and the U.S. agree that Annan’s proposals “aren’t untouchable,” and he predicted a compromise.“We’ll find a way out in Geneva, Lavrov said.
Still, the two ministers agreed to go to Geneva out of respect for Annan, knowing there may or may not be an agreement there, the official said.Annan’s three-page paper sets out as ‘‘key steps in any transition” the creation of a unity government that he defined in terms that would leave out Assad and some members of his inner circle.The plan says the new government “could include members of the present government and the opposition and other groups, but would exclude from government those whose continued presence and participation would undermine the credibility of the transition and jeopardize stability and reconciliation.”
The U.S. refuses to endorse any plan that enables Assad to remain in power at the top of a transitional government.
Tensions have also risen with neighboring Turkey, a member of the North Atlantic Treaty Organization, after Syria shot down a Turkish warplane that it said violated its territory and Turkey said was in international airspace, on June 22.Prime Minister Recep Tayyip Erdogan said this week that Turkey had changed its military rules of engagement after the incident and that any military element approaching the Turkish border from Syria could be viewed as a threat and treated as a military target.

MOSCOW, June 29 (Xinhua) -- Moscow will create a system to overcome
and suppress any anti-missile defense so as to ensure real security, a
top official said Friday."Our task is to create a real guarantee of security for the Russian
Federation by arming the Russian forces with equipment capable to
counter any attempts to offset the strategic balance," Deputy Prime

Rogozin, who is in charge of technical provisions of the airspace defense, said Russia is considering two ways of implementing such task: to create the defensive systems capable of intercepting incoming missiles or to upgrade its own first-strike nuclear forces so as to overcome any anti-missile umbrella."We, of course, will create the system of overcoming and suppressing any anti-missile defense. If somebody thinks it is possible to surround us with an anti-missile fence, we will break out everything, the entire wall, if someone would attempt to isolate or to kneel us down," Rogozin said.The official said all military and technical decisions for such development have been made.Moscow has long opposed to the deployment of U.S.-led European missile defense facilities near its borders and called for legally binding guarantees from the U.S. and NATO that the missile shield will not target Russia.On Thursday, Russia's Chief of General Staff Nikolai Makarov said there had been no progress in Russia-U.S. talks over the missile defense issue.In May, Russian Defense Ministry threatened to destroy U.S. missile defense facilities in Europe if Moscow considers them as real threats.Rogozin also warned that Russia stood against militarization of the space but had everything in hand to "give an adequate response " to any attacks from the space."Obviously, the long-term space stations will be created for not only civil but, perhaps, for military purpose. Missler pointed out that Ezekiel 38:7 says that Magog or Russia will be "a guard" to these coalition nations; and indeed, today Russia is the very nation selling arms to the nations listed in Ezekiel 38. In addition, in Ezekiel 38:13 he observes that "Sheba and Dedan" are Yemen and Saudi Arabia and yet it is declared that they are spectators of the attack, not participants.
Dr. Missler further discusses the possibility that a nuclear attack might be involved. There are some interesting hints about this idea in the passage. He mentions that the average nuclear warhead is about four megatons; but if a couple of 25-megaton warheads were exploded, it could actually alter the orbit of the Earth. Consider the following facts:

A Nuclear Exchange?
In a lecture at the 2008 International Prophecy Conference by prophecy expert Dr. Chuck Missler,[1] he had some interesting things to say about the Ezekiel 38 prophecy. According to Ezekiel 37, the four prerequisites for the events of Ezekiel 38 to take place are: 1) the nation of Israel has to be reestablished as a sovereign state, which has occurred;(MAY 14,48)(AND IN CONTROL JERUSALEM WHICH HAPPENED ON JUNE 6-10,1967).2) the nation must be militarily secure, which Israel is in one sense but not another, 3) the nation must be in apparent peace, which isn't yet true today, and 4) the nation has restored material fortunes, which is significantly true (however she may yet become exceedingly wealthy).Missler pointed out that Ezekiel 38:7 says that Magog or Russia will be "a guard" to these coalition nations; and indeed, today Russia is the very nation selling arms to the nations listed in Ezekiel 38. - First, altering the earths orbit would certainly result in the description given in Ezekiel 38:20 which says that the judgment of God will be so great that "all the men who are on the face of the Earth will shake my presence" as a result of what God does to the invading army.
- Second in Ezekiel 38:22, it says that great hailstones and fire and brimstone will fall upon Magog, and in Ezekiel 39:6 it reiterates that God will send a fire on Magog: "I will send fire on Magog and on those who dwell securely in the coastlands, and they shall know that I am the LORD." What kind of fire and brimstone could consume such massive armies?
- Third, the leftover weapons seem to supply a great deal of energy for the nation of Israel for seven years.
- Fourth, it also implies that professionals will be hired to clear the battlefield of dead soldiers, but they have to wait for seven months and then clear for seven months.
- Fifth, the dead are buried east of the Dead Sea, i.e. downwind.
- Sixth, it further says that if a traveler finds something a professional misses, they are not to touch it but to mark the location and let the professionals deal with it.
- Seventh, the dead are buried for seven months "in order to cleanse the land."
- Eighth, it also refers to those who are "left on the surface of the ground" as if the others have perhaps been incinerated (Ezekiel 39:12). For example:

- "They will set apart men who will constantly pass through the land, burying those who were passing through [i.e. the attacking armies],(RUSSIA/MUSLIMS) even those left on the surface of the ground, in order to cleanse it. At the end of seven months they will make a search. As those who pass through the land pass through and anyone sees a man's bone, then he will set a marker by it until the buriers have buried it in the valley of Hamon-gog." (Ezekiel 39:14-15 NASB)

U.S.-Russia Gap

Fighting ‘Terrorists’
The Syrian leader yesterday said his government rejects any external solutions to the conflict. Assad said it’s the government’s responsibility to wipe out the “terrorists,” as Syrian authorities refer to rebels. German parliament approves EU bailout fund

parliament resoundingly approved the euro zone's permanent bailout
scheme and new budget rules on Friday, but legal hurdles remain and Chancellor Angela Merkel's concessions to euro zone partners Italy and Spain may make those harder to overcome.The outcome of the vote was never seriously in doubt after opposition parties
agreed to back the budget rules, or "fiscal compact", in return for
growth and job creation measures. Merkel needed their support to get a
required two-thirds majority."Today Germany, with the approval of the fiscal pact and the ESM
by all parties in both houses of parliament, will send an important
signal ... that we are overcoming the European debt crisis in a
sustainable way," Merkel told the lower house, the Bundestag, before the votes.Merkel had returned for the debates and the vote from a European Union summit in Brussels
that agreed to give the euro zone's bailout funds more flexibility to
stabilize bond markets and to directly recapitalize banks in the future.The upper house,
the Bundesrat, also later gave its seal of approval to both pieces of
legislation. But President Joachim Gauck has said he will not sign them
into law until Germany's powerful Constitutional Court has given its go-ahead.Ratification of the two tools for combating the debt crisis may also force Germany to test its commitment to Europe in a referendum as anger grows over aid to weaker countries.Merkel said the
deal at the EU summit to use the rescue funds to ease Spanish and
Italian borrowing costs without extra austerity measures, and to recapitalize banks directly, did not violate her mantra of no aid without conditionality.
But it could exacerbate impatience with the bailouts in
Germany, which has no big Eurosceptic party but where Merkel's
centre-right coalition includes a small but vocal band of rebels who

(CDU), said the concessions would result in "Germany being liable for

Norbert Barthle said the Bundestag must approve any future decisions on

OPPOSITION CRITICISM
While backing the fiscal compact on Friday in return
for government concessions on economic growth, opposition parties
repeated their criticism of Merkel's emphasis on austerity measures,
saying they had exacerbated the euro crisis."I only hope the growth initiatives have not come too
late," Sigmar Gabriel, chairman of the centre-left main opposition
Social Democrats (SPD), told the Bundestag."We are voting 'Yes' (to the fiscal pact) because Europe is more important than party political rivalries."The bailout scheme cannot come into effect without
German backing as it needs approval by countries making up 90 percent of
its capital base. This has now been put back to July 9, with only a
handful of the euro zone's 17 countries having complied.But Germany risks missing the second deadline too, due
to the need for the backing of the Constitutional Court, which has
slapped the government's wrist before for taking short cuts on European
policy.This could take
weeks. In a series of rulings since 2009, the court in Karlsruhe has
expressed reservations about the steady transfer of power to Brussels,
and affirmed the right of Germany's parliament to vet decisions taken at
European level.Tension between
Germany's democratic principles and a push to give Brussels more power
to intervene in national policy appears to be approaching breaking
point.
The court,
bombarded by petitions from politicians and academics to block the ESM
and fiscal pact, may decide to clear them but demand steps "to ensure

involved", said Daniel Thym, law professor at the University of
Constance.There is a chance it could link approval to a change in
the constitution - which would require Germany's first national

Palestinians: UN heritage nod is political victory

BETHLEHEM, West Bank (AP) — The Palestinians on Friday persuaded the U.N. cultural agency to list the Church of the Nativity
— the place where Christians believe Jesus was born — as an endangered
World Heritage site despite misgivings by churches in charge of the
basilica.The Palestinians hailed the nod by UNESCO as a step forward in their quest for global recognition of an independent Palestine in the West Bank, Gaza and east Jerusalem, captured by Israel in 1967.
The centuries-old basilica is located in a part of the Israeli-occupied West Bank where the Palestinians have self-rule. UNESCO's decision was seen by them as validation of their rights to the territory."We
are ecstatic," Palestinian spokeswoman Hanan Ashrawi said of Friday's
13-6 by UNESCO's World Heritage Committee, meeting in St. Petersburg,
Russia.The Palestinians had argued that the shrine faces imminent
danger, both because of overdue repairs and Israel's continued
occupation of the West Bank.Israel and the U.S. strongly opposed
the emergency bid, arguing that the church is not under threat, a
position backed by a U.N. experts committee.Israeli
officials have said they don't object to the church being listed, but
reject the "endangered" label which implies culpability of Israel, which
in practice remains the ultimate sovereign in the West Bank.
Israeli Prime Minister Benjamin Netanyahu
said the Palestinians are "engaging in unilateral actions that only
distance peace" and that UNESCO is driven by political considerations.Palestinian
Foreign Minister Riad Malki said the Palestinians now plan to submit
more sites in the West Bank, Gaza and east Jerusalem. The new bids could
stir more political tensions, particularly in east Jerusalem, which
Israel annexed to its capital after the 1967 war.Ashrawi said Friday's vote is the beginning of a process."Our
identity, our place in civilization, in history, are being recognized,
are beginning to be safeguarded in the face of the Israeli occupation's
encroachment, the confiscation of our land, our culture," she said.The
U.S. ambassador to UNESCO, David Killion, said Washington was
"profoundly disappointed" by the vote. The U.S. has been trying to block
the Palestinian recognition campaign, and withdrew tens of millions of
dollars in funding from UNESCO after the Paris-based agency accepted the
Palestinians as a state member last year.Joining UNESCO was part
of a wider Palestinian attempt to win global recognition for a state of
Palestine in the territories Israel occupied in 1967.Israelis
and Palestinians were to have negotiated the borders of a Palestinian
state, but two decades of intermittent talks produced no results. The
last round broke off in 2008, and the Israeli and Palestinian leaders
have failed to agree on rules for renewing them.Palestinian

An attempt to win full U.N. membership has stalled, but meanwhile

first move at UNESCO, they submitted the Nativity Church and a nearby
pilgrimage route as endangered heritage sites, asking to fast-track the
nomination rather than go through the normal 18-month procedure.They
argued that the church is in urgent need of repairs, particularly a
leaky wooden roof. Palestinian officials said foreign donors promised
$20 million for the work, but so far have paid only $3 million, not
enough to get started.Palestinians argued that Israel's continued control over the area also threatens the site.A
decade ago, when Israel launched a major offensive against Palestinian
militants, the church was caught in the crossfire: Palestinian gunmen
holed up inside for more than a month, with Israeli tanks and troops

world needs to remember that the Church of the Nativity that is so
sacred to Christianity was desecrated in the past by Palestinian

routinely complain they lose business because Israeli-run tour buses

During a recent visit, most shops on Star Street, part of the pilgrimage
