SIOUX FALLS, S.D. (AP) — Hot weather that blanketed North Dakota and South Dakota led to some weather records.The
National Weather Service says several cities in the western Dakotas set
high temperature records on Tuesday, from Dickinson in North Dakota to

Temperatures were in the 90s and the triple digits in the two states. The mercury climbed to 110 degrees in Buffalo, S.D.A slight cool-down was in store Wednesday, with high temperatures forecast in the 80s and 90s in South Dakota and the 70s and 80s in North Dakota.

Russia rejects 'external solution' for Syria
MOSCOW — Russia Thursday dampened hopes of a diplomatic breakthrough
in efforts to end the Syria conflict, saying it opposed solutions from
the outside and Syrians should decide the fate of President Bashar
al-Assad.Russian Foreign Minister Sergei Lavrov said world powers
had yet to agree any final resolution based on new proposals from
UN-Arab League envoy Kofi Annan for an international conference on
Saturday in Geneva.He did not say if Moscow supported the new
proposals laid out by Annan, which diplomats said involved setting up a
Syrian transitional government that could include followers of Assad and
opposition members.Lavrov also said it was a mistake to exclude
Syria's ally Iran from Saturday's crunch meeting of world and regional

kicks off on Thursday (28 June), with EU leaders still at odds over
ceding core national powers to Brussels in return for debt-pooling, as
well as creating a "banking union" with central supervision and deposit
guarantees.The weather in Brussels is forecast to match the mood of the EU
event, which starts at 3pm local time: a stuffy summer's day ending with
"violent" thunderstorms.The less contentious items are piled up in the afternoon: a "growth
and jobs" plan of €130 billion, mostly consisting of unused EU money,
and a discussion with the head of the European Parliament on the bloc's

BRUSSELS - A fresh report on tax fraud
by the European Commission makes several EU countries look like villains
in the €1-trillion-a-year racket.Taxation commissioner Algirdas Semeta put forward the findings in
Brussels on Wednesday (27 June) together with ideas on how to clamp down
on the practice in future.
He noted that Austria is vetoing EU-level talks with Andorra, Monaco, San Marino and Switzerland on a new agreement to reveal the true owners of front companies and to make the tax havens hand over more data on EU citizens' deposits.Cyprus, the incoming EU presidency, appeared on his list of countries which have been instructed by Brussels to implement existing laws properly.The island, an offshore banking centre, also emerged as hosting one of the EU's most pervasive "shadow economies," worth 26 percent of Cypriot GDP (Bulgaria was the worst on over 30%).Greece, the EU's biggest bailoutee so far, was said to host a black market worth 24 percent of its GDP.The country's new shipping minister resigned on Tuesday when it came out he owns an offshore firm in violation of Greek law on public officials.Semeta also named Luxembourg - the home country of Jean-Claude Juncker, a key architect of EU financial reforms in his role as President of the Eurogroup - as vetoing the third party tax agreement along with Austria.The commissioner said he hoped EU leaders at the summit on Thursday would put "strong peer pressure" on the Austrian and Luxembourgish leaders to back down.His report noted that tax fraud costs the EU €1 trillion a year - more than the five bail-outs so far put together.It added that the related "shadow economy" in the EU is worth €2 trillion a year.In another window on the murky world, it said 35 percent of EU countries "non-bank deposits" are held in opaque offshore firms.It noted that the Cayman Islands and Swizterland currently host 20 percent of such deposits worldwide, worth $1.4 trillion.It also said the Cayman Islands, a British overseas territory, is among the world's fastest growing non-bank deposit centres. Numbers of deposits in Switzerland have flattened out, while numbers in Jersey, another quasi-British location, are falling.

US wildfire bursts into Colorado residential area

massive wildfire swept through a residential area of Colorado's second
most populous city on Wednesday, forcing more than 32,000 people to flee
and prompting President Barack Obama to plan a trip to the western US
state.The fire, which began in Waldo Canyon over the weekend and
has destroyed more than 15,000 acres (6,070 hectares), careened into the
Colorado Springs community of Mountain Shadows on Tuesday, doubling in
size overnight and setting alight the mountains that rim the city.With
the inferno -- one of several in the US west -- showing little sign of
abating, the White House announced that Obama would visit Colorado
Friday.In phone calls Wednesday with Colorado Governor John
Hickenlooper and Colorado Springs Mayor Steve Bach, Obama expressed his
concern about the extent of the damage and "informed both that his
thoughts and prayers are with responders and families impacted by these
and other fires burning across the western United States," a statement
said.Another fire raging about 60 miles northwest of Denver --
described by the Denver Post as as Colorado's second-largest in history
-- has eaten through 87,284 acres (35,322 hectares). That blaze, known
as the High Park Fire, which was ignited by lightning, is now 65 percent
contained.Firefighters are also working to keep the Flagstaff
Fire -- estimated at just over 200 acres (88 hectares) -- away from the

'A TOUGH PROBLEM'
The United States has limited ability to influence events in Egypt, Middle East analysts say, and is better off letting the military, the Muslim Brotherhood and the rest of the society work out an accommodation.
"This is not a made-in-America issue," said Rob Danin, a State Department official under President George W. Bush now at the Council on Foreign Relations. "The United States can't really affect it too much, nor should it try in the short term."The power struggle playing itself out in Egypt is visible in a series of recent events.These include the Supreme Constitutional Court's June 14 ruling to dissolve the Muslim Brotherhood-dominated parliament - an outcome widely believed within Egypt to have been engineered by the military.
On June 18, the ruling Supreme Council of the Armed Forces gave itself the power to legislate until a new parliament is elected, a veto over a new constitution and the right to choose a new assembly to draft a constitution if need be.Both institutions are problematic partners for the United States - the military because of what analysts regard as their recent anti-democratic actions and the Muslim Brotherhood because of the uncertainty about its long-term policies."It is a tough problem. I think in some ways the Brotherhood is the easier side of the equation," said a congressional aide.Speaking on condition of anonymity, the aide said the White House appeared willing to deal with the Brotherhood as long as it acted democratically and inclusively and did not cross U.S. red lines on issues such as peace with Israel and the Suez Canal."We've been there before. We've seen Turkey. We've seen Tunisia. We've seen that people who call themselves Islamists might be OK," he said. "We are going to judge behavior, not history."In a televised address on Sunday, Mursi pledged to be a president for all Egyptians and to unite the nation and, in a gesture directed at Israel's concerns, he promised to uphold all international treaties.Still, there is ambivalence within the U.S. foreign policy community - notably among pro-Israel conservatives - about the Brotherhood given its officials' past statements calling for a review of the peace treaty and pledging to implement Islamic sharia law and its vociferous criticism of Israel."The fear is that rather than setting standards for the Brotherhood, we'll just jump in and say 'Well, they won; now let's all be friends,'" said Elliott Abrams, a deputy national security adviser under Bush."I think we need to put pressure on them on questions like the role of women in society, the role of the Copts in Egyptian society, Egypt's relations with Hamas," he added, referring to the Palestinian Islamist group that rules the Gaza Strip.On Wednesday, U.S. Secretary of State Hillary Clinton made some of those points, calling on Mursi to include women, Copts and secular liberals as he forms a government.

Annan's transition proposal is one of the main topics that Russia, the other four permanent U.N. Security Council members and key players in the Middle East will discuss at a meeting in Geneva on Saturday, according to United Nations diplomats.Rebel fighters locked in the war to topple Assad said there was no part of the plan they could accept, and they had lost patience with U.N. envoy Annan's peace-making efforts."This is just a new labyrinth. It is new silliness for us to get lost in and haggle over who can participate and who can't," said Ahmed, a Free Syrian Army (FSA) fighter in Homs, epicenter of the revolt against four decades of Assad family rule in which the more than 10,000 people have been killed, by a U.N. count.

We don't want a transitional government unless it is the one formed by rebel military councils. The world is conspiring against the Syrian revolution," he said.

WASHINGTON (Reuters) - The ambiguous outcome of Egypt's revolution leaves Washington no choice but to deal with the country's two major players, the military and the Muslim Brotherhood, despite its disagreements with each.Mohamed Mursi
of the Muslim Brotherhood, an Islamist movement long held at arm's
length by the United States, was declared on Sunday to have won Egypt's
presidency.He assumes an office whose powers have been whittled
away by the military, whose recent actions are seen as anti-democratic
but which remains the country's most powerful institution.The military and
the Muslim Brotherhood are wrestling over how to share power in a
country that for the time being has no sitting parliament, no permanent
constitution and no clear path toward democracy after last year's ouster
of Hosni Mubarak, a long-time U.S. ally who banned and oppressed the Brotherhood.As a result,
current and former U.S. officials say, the United States faces a
multidimensional diplomatic challenge. It must deal with everyone as it
tries to sustain strategic cooperation with Egypt on its peace treaty with Israel
and U.S. access to the Suez Canal, while advocating for democracy in a
country whose dominant popular force is an Islamist party.
Working with the Muslim Brotherhood is particularly sensitive for the Obama administration.The group has renounced violence itself, but has
spawned violent spinoffs in the past. Some of its officials have
previously questioned Egypt's 1979 peace treaty with Israel and the
rights of women and minorities such as Egypt's Coptic Christians."We're keeping the lines open" to all sides, said one U.S. official who spoke on condition of anonymity.The deliberate even-handedness was visible on Sunday
when U.S. President Barack Obama took the rare step of calling both
Mursi and Ahmed Shafik, the former Air Force chief and prime minister
who lost the presidential election.'A TOUGH PROBLEM'
The United States has limited ability to influence events in Egypt, Middle East analysts say, and is better off letting the military, the Muslim Brotherhood and the rest of the society work out an accommodation.
"This is not a made-in-America issue," said Rob Danin, a State Department official under President George W. Bush now at the Council on Foreign Relations. "The United States can't really affect it too much, nor should it try in the short term."The power struggle playing itself out in Egypt is visible in a series of recent events.These include the Supreme Constitutional Court's June 14 ruling to dissolve the Muslim Brotherhood-dominated parliament - an outcome widely believed within Egypt to have been engineered by the military.
On June 18, the ruling Supreme Council of the Armed Forces gave itself the power to legislate until a new parliament is elected, a veto over a new constitution and the right to choose a new assembly to draft a constitution if need be.Both institutions are problematic partners for the United States - the military because of what analysts regard as their recent anti-democratic actions and the Muslim Brotherhood because of the uncertainty about its long-term policies."It is a tough problem. I think in some ways the Brotherhood is the easier side of the equation," said a congressional aide.Speaking on condition of anonymity, the aide said the White House appeared willing to deal with the Brotherhood as long as it acted democratically and inclusively and did not cross U.S. red lines on issues such as peace with Israel and the Suez Canal."We've been there before. We've seen Turkey. We've seen Tunisia. We've seen that people who call themselves Islamists might be OK," he said. "We are going to judge behavior, not history."In a televised address on Sunday, Mursi pledged to be a president for all Egyptians and to unite the nation and, in a gesture directed at Israel's concerns, he promised to uphold all international treaties.Still, there is ambivalence within the U.S. foreign policy community - notably among pro-Israel conservatives - about the Brotherhood given its officials' past statements calling for a review of the peace treaty and pledging to implement Islamic sharia law and its vociferous criticism of Israel."The fear is that rather than setting standards for the Brotherhood, we'll just jump in and say 'Well, they won; now let's all be friends,'" said Elliott Abrams, a deputy national security adviser under Bush."I think we need to put pressure on them on questions like the role of women in society, the role of the Copts in Egyptian society, Egypt's relations with Hamas," he added, referring to the Palestinian Islamist group that rules the Gaza Strip.On Wednesday, U.S. Secretary of State Hillary Clinton made some of those points, calling on Mursi to include women, Copts and secular liberals as he forms a government.
"We've heard some very positive statements thus far, including about respecting international obligations, which would, in our view, cover the peace treaty with Israel. But we have to wait and judge by what is actually done," she said.While he Brotherhood, a sprawling religious, political and social movement, has officially renounced violence, its militant spinoffs include Hamas and al Qaeda leaders such as Ayman al-Zawahri.
DIPLOMATIC TENSION
U.S. officials acknowledge strain between their desire
to deal with an array of Egyptian politicians and their ambivalence
about the Muslim Brotherhood's history and its members, some of whom
have been barred from visiting the United States."There is this tension. More people want to see us. We
want to see more people," said one U.S. official who spoke on condition
of anonymity. "Our relationship is evolving even as the individuals
evolve and the nation (Egypt) evolves."Despite U.S. visa bans and sanctions on Brotherhood
leaders, U.S. officials sporadically conducted low-key contacts with
Brotherhood representatives for years, often through Egyptian
parliamentarians affiliated with the movement.Last year, following Mubarak's ouster during the "Arab
Spring" of popular protests, U.S. officials resumed what were described
as formal diplomatic contacts with the movement.Representative Mike
Rogers, Republican chairman of the House intelligence committee, said
the United States should be wary."There was a whole host of al Qaeda leadership that had been Muslim Brotherhood that graduated to al Qaeda," Rogers said."Do I think there are moderate Muslim Brotherhood
individuals we are going to have to reach out to and talk to? Yes. But

Russia says 'mistake' to exclude Iran at Syria talks

on Thursday, state television said, while Turkey deployed troops and
anti-aircraft rocket launchers to the Syrian border, building pressure
on President Bashar al-Assad.There was a loud
explosion and a column of black smoke rose over Damascus, an Assad
stronghold that until the last few days had seemed largely beyond the
reach of rebels. State television described it as a "terrorist
explosion" in the court car park.
The car park is used by lawyers and judges working at
the Palace, Syria's highest court. It was unclear if there were
casualties in the attack on a potent symbol of Assad's authority.In southeastern Turkey,
Turkish military convoys moved towards the Syrian frontier, reacting to
Syria's shooting down of a Turkish warplane over the Mediterranean on
Friday.The build-up of
defenses coincided with an escalation of violence in Syria itself and a
growing sense of urgency in Western- and Arab-backed diplomatic efforts
to forge a unity government and end 16 months of bloodshed.The fighting has often come close to Syria's northern

Palestinian leader, Israeli vice PM to meet

Saeb Erekat told Voice of Palestine Radio on Thursday that Abbas would meet with Israel's Shaul Mofaz in the West Bank city of Ramallah on Sunday.Mofaz spokesman Imri Mazor said efforts were being made to arrange a meeting but he did not specify a date.Negotiations
have been frozen for more than three years because Palestinians refuse
to resume talks unless Israel ends settlement construction on land they
