No EU austerity for Greek super-rich

BRUSSELS - Greece's left-wing Syriza party will not get any help from EU institutions in its bid to make ship owners pay more tax.George Stathakis, a recently elected Syriza MP and an economics professor at the University of Crete, told EUobserver the opposition party will try to curtail tax breaks for Greek-based ship management firms and intermediary companies and to increase tonnage tax on individual vessels.
He said the measures would bring in €700 million to €1 billion extra a year and help clean up the sector.
"Much of the tax evasion in Greece works through these intermediaries ... We need a new framework which will improve the tax receipts of the state," he said.The 50-or-so Greek families in the shipping business own one in five of all the large cargo vessels in the European fleet.Their wealth is hard to count because they have diversified into other sectors and many live in tax havens such as Switzerland or the UK. But in 2010 alone they repatriated €15 billion of untaxed income to Greece.For the European Commission, which in March put forward a new plan "to make sure the tax system is fairer for all Greeks," the status quo on shipping is fine.
The March blueprint, drawn up under the EU's bailout-related budgetary oversight powers, does not mention ship owners on any of its 195 pages.Commission spokesman Amadeu Tardio said ship owners have not come up in any talks on Greece by EU finance ministers or by the troika, the international lenders behind the bailout.George Xiradakis, a former banker whose consulting company, XRTC, advises Greek shipping firms, said the reason why is simple."If someone wants to impose taxes on ship owners it is very easy for them to move out [of Greece]. If and when we agree to have one central bank in the world and one single currency, then we can tax shipping," he told this website.He noted the shipping families employ 230,000 people in Greece.He said they give back to Greek society by voluntary donations - one family gave €500 million for a new library. Another one rebuilt an earthquake-struck village."They also contribute to the European economy, whether by buying yachts or planes or by paying for the services of British and Swiss banks," he added.Syriza's Stathakis said the EU is pushing for more taxes on ordinary Greeks instead because "they never believed" the Greek establishment would take on the shipping clans.For Michel Koutouzis, a Greek-origin expert on money laundering who carries out investigations for EU institutions, the situation is unjust."The ship owners have more money in their Swiss bank accounts, which they control through front companies, than the Greek bailout several times over. Its fraud. Its organised crime," he told this website."You can't say: 'Well, we can't tax rich people or they'll leave.' This is immoral. If they don't want to pay taxes, we should create new laws to make them pay anyway."He noted the ship magnates have ties to top politicians at EU-level as well as in Greece.The richest of them all, the Geneva-based Spiros Latsis, caused a fuss in 2005 when commission chief Jose Manuel Barroso holidayed on his yacht at the same time as overseeing an EU decision on ship cartels.The commission at the time said the two men are just old "friends," but Barroso stepped down from the competition panel to avoid conflict of interest."How stupid do they think we are? The reason that people have friends is so that they can help them when a problem comes up," Koutouzis said.When EUobserver asked Barroso's spokesman, Mark Gray, when the two men last met, he said: "Frankly, no idea. I am struggling to see what relevance a seven-year-old story has to do with Greek ship owners today."

Germany stays tough on eurobonds, opens up on Spain

BRUSSELS - German Chancellor Angela Merkel has again rejected the idea of joint debt, but her government is reportedly looking at ways to give direct aid to Spanish banks.Speaking at a closed gathering of her Liberal coalition partners on Tuesday, Merkel reportedly said: "I don't see total debt liability as long as I live." Some of the people in the crowd then wished her a "long life", participants to the event told several news wires and Spiegel Online.Her spokesman later that day refused to confirm or deny the quote.
Earlier in the day, a report drafted by the chiefs of the European Council, Commission, Central Bank and the Eurogroup of finance ministers proposed, "in a medium term perspective, the issuance of common debt."
But far from the French model of "eurobonds", the four listed only very 'limited' and 'conditional' debt issuance, such as short-termed euro-bills or the the "gradual roll-over into a redemption fund" and only if strict rules are respected.Merkel has repeatedly made it clear that the only way Germany would allow joint debt sharing was if the EU would become a truly political union where large parts of budgetary and fiscal sovereignty is handed over to Brussels. France, in contrast, wants more solidarity before any concessions on sovereignty.The middle ground sought by the four EU chiefs is to make progress on both fronts. They also propose setting up a more centralised supervision of banks in the eurozone with a fund topped up by the banks themselves which would be used to rescue any of them and with a Europe-wide deposit guarantee scheme ultimately backed by the eurozone bailout funds.But none of these ideas solves the immediate crisis of Spain's too-high borrowing costs - costs that have not come down despite the promise of a bailout for its troubled banks.Despite the noise on the long-term eurobonds, the German government is looking at ways to allow the Spanish banks to be funded directly by the bailout funds, reports Financial Times Deutschland. According to the paper, the plan would bfor the bailout to go directly to the state-owned authority for bank resolution, Frob, instead of lending it to the government which in turn would hand it out to the banks. This would take the debt off the government's books, a key demand by Madrid.Reuters has also seen a draft proposal by Merkel's coalition to change the rules to the permanent European Stability Mechanism to allow it to fund national bank rescue funds. A vote in the Bundestag on the ESM is scheduled Friday afternoon, after the EU summit.Pressure for such changes has come from the International Monetary Fund, the US government, as well as Italy - which could be the next in line for a bailout.Speaking in parliament on Tuesday, Italian Prime Minister Mario Monti said he would not just rubber stamp conclusions of the EU summit and was ready stick it out until Sunday evening if necessary.In a bid to iron out their euro-differences, Merkel and France's Francois Hollande will meet Wednesday night in Paris. An extended meeting with Monti and the Spanish Prime Minister last Friday did not make much headway, however.

Europe's leaders at odds before summit

MADRID/BERLIN (Reuters) - European leaders sound unusually divided before a high-stakes summit, with Germany's Angela Merkel saying total debt liability would not be shared in her lifetime and giving little support to Italian and Spanish pleas for immediate crisis action.Rome and Madrid have seen their borrowing costs spiral to a level which for Spain at least would not be sustainable as it battles to recapitalize banks ravaged by a burst property bubble and cut a towering government deficit.Spanish Prime Minister Mariano Rajoy said on Wednesday he would ask other European Union leaders to allow the bloc's bailout funds or the European Central Bank to stabilize financial markets.Speaking in parliament before a meeting of European heads in Brussels on Thursday and Friday, Rajoy warned that Spain would not be able to finance itself indefinitely with 10-year bond yields near seven percent."The most urgent issue is the one of financing. We can't keep funding ourselves for a long time at the prices we're currently funding ourselves," he told parliament.Even when there are profound disagreements, EU leaders have been burned by the markets enough times to generally make sure they sound united before major gatherings.But divisions have been exposed by the ousting of Nicolas Sarkozy by socialist Francois Hollande as French president and the fact that Rome and Madrid have muscled into the traditional Franco-German axis.The leaders held an unusually discordant news conference in Rome on Friday. Hollande said there must be more solidarity in Europe before countries hand over more sovereignty over their national budgets, while Merkel said she would not accept extra liabilities without overarching budget control.The pair will have a working dinner in Paris on Thursday evening, an opportunity to repair the damage. An initial attempt to smooth over differences came at a meeting of the four countries' finance ministers late on Tuesday after which nothing was said.In Rome, Italian Prime Minister Mario Monti said he would not simply rubber stamp conclusions at the EU summit and said he was ready to go on negotiating into Sunday evening if necessary to agree on measures to calm markets.With Hollande's support, Monti is pushing for the euro zone's rescue funds to be used to help limit the spreads over German Bunds on bonds issued by countries that respect EU budget rules. Rajoy would settle for that or the European Central Bank doing the same job by reviving its bond-buying program.
The proposal has run into stiff opposition from Germany, the largest economy in the European Union and the bloc's effective paymaster, and has been rejected by Jens Weidmann, the powerful head of the German central bank, the Bundesbank.Stock markets perked up last week on the hope that the 20th EU summit since the bloc's debt crisis exploded into the open in Greece would come up with dramatic measures. Investors have since thought better of that view.European shares edged up on Wednesday and the euro was flat, with many investors out of the markets before the Brussels meeting."People are waiting for the inevitable - which is that policymakers will probably fail to do what is necessary," said Neil Mellor, currency analyst at Bank of New York Mellon.

Merkel stomped on the idea of mutualising debt - favored by France, Italy and Spain - at a meeting of lawmakers from her Free Democratic coalition partners in Berlin on Tuesday, according to people who attended the closed-door session."I don't see total debt liability as long as I live," she was quoted as saying, a day after branding the idea of euro bonds "economically wrong and counterproductive".The words may have been carefully chosen and do not at face value rule out mutualising some portion of euro zone members' debts as the end point of a drive towards fiscal union.Merkel find herself in a dwindling minority but holds the euro zone's purse strings and therefore nearly all the cards.German opposition SPD leader Sigmar Gabriel told the Financial Times that urgent measures were needed to lower euro zone sovereign borrowing costs otherwise the currency bloc could "simply explode".Italy and Spain argue that they are stretching every sinew to cut their debt mountains and need some support from their currency area peers to keep the markets at bay.Monti won the first two of four confidence votes on Tuesday called to accelerate the passage of his labor reform that has been criticized by both by labor unions and the business establishment. The final two votes, and definitive approval, are due on Wednesday.Spain, which has been offered loans of up to 100 billion euros to recapitalize its banks but which is determined not to ask for a sovereign bailout, is considering raising consumer, energy and property taxes.Spanish Economy Minister Luis de Guindos said he had talked with the finance ministers of Germany, France and Italy already on Wednesday with further discussions planned.Euro zone finance ministers will also hold a conference call on the bailout of Spanish banks and this week's request for aid from Cyprus, EU officials said. The request made Cyprus the fifth of the euro zone's 17 states to seek aid from EU rescue funds, after Greece, Ireland, Portugal and Spain.Underlining the parlous state of Spanish finances, figures showed the central government's deficit had already reached 3.41 percent of annual gross domestic product through just the first five months of the year, close to its target for the whole year of 3.5 percent.Spain's central bank said on Wednesday it expected recession to deepen in the second quarter of the year.The Brussels summit is expected to agree on a growth package pushed by France worth around 130 billion euros ($162 billion) in infrastructure project bonds, reallocated regional aid funds and European Investment Bank loans.Leaders will also discuss proposals for a banking union, but while they are likely to agree to give the ECB power to supervise big cross-border banks, Merkel is resisting any joint deposit guarantee or common bank resolution fund.(Writing by Mike Peacock; Editing by Peter Graff)

Tropical Storm Debby rains misery on flooded Florida

TALLAHASSEE, Florida (Reuters) - Tropical Storm Debby weakened as it drifted ashore on Florida's Gulf Coast on Tuesday, dumping more rain on flooded areas and sending thousands of people fleeing from rising rivers.After stalling in the Gulf for two days, the large and ragged storm finally began moving eastward. The center crossed the shore late Tuesday afternoon near Steinhatchee, in the Big Bend area where the Panhandle joins the peninsula.Most of the thunderstorms and rain were northeast of the storm center and had already dumped 2 feet of rain over parts of Florida.Forecasters at the National Hurricane Center said Debby could bring another 4 to 8 inches of rain - and possibly tornadoes - to north Florida and southeast Georgia in the next two days.Debby's top winds weakened to 40 miles per hour (65 km per hour), just over the threshold to remain a tropical storm. It is expected to weaken further as it moves inland but could strengthen again into a tropical storm as it crosses into the Atlantic Ocean, the forecasters said.Emergency managers in Pasco County on Florida's central Gulf Coast ordered a mandatory evacuation for 14,000 to 20,000 people living between the Anclote and Pithlachascotee Rivers. The Anclote rose from 9 feet before Debby's approach to more than 27 feet, well above major flood level, said Pasco County spokesman Eric Keaton.
Water was ankle-deep to head-high in the evacuation area. Emergency crews had to use boats to reach stranded residents in some areas, and 106 Pasco County homes had been damaged."The city has always been prepared for a water event, but I think Mother Nature woke us up as to how fast she can operate," Keaton said.The storm was piling up coastal waters and pushing them inland, preventing the rainwater from draining out to sea.Nearly 20 inches of rain has fallen in two days on Wakulla County, a Gulf Coast county famed for its natural springs. Roads were under water in many parts of the surrounding area.Parts of Interstate 10 were closed between the capital, Tallahassee, and the Atlantic coast city of Jacksonville. The storm left 29,000 people without power across the central and northern parts of the state, emergency managers said.Tropical storm warnings were in effect for much of Florida's Gulf coast and could be extended inland as the storm moves slowly east over the state in the next few days.Debby spawned tornadoes that killed a woman, badly injured a child and wrecked homes in central Florida in rural Highlands County on Sunday. Florida's coastal Pinellas County was also hit hard, with flooding in some areas and at least 20 houses with roofs that were partially or fully blown off during a tornado-like storm.

President Barack Obama called Florida Governor Rick Scott from Air Force One "to ensure the state had no unmet needs" as it responds to the flooding, said White House spokesman Jay Carney.Obama expressed condolences for the loss of life and damage to homes, and federal authorities "stood ready to provide additional assistance if necessary," Carney said Scott declared a state of emergency on Monday and ordered all state agencies, including the Florida National Guard, to provide any necessary assistance requested by local governments.Flash flood warnings were in effect for many areas and emergency managers cautioned that inland flooding was linked to more than half the deaths from tropical cyclones in the United States over the last 30 years.Debby was the first tropical storm of 2012 to disrupt U.S. energy operations in the Gulf of Mexico. Wildfires worsen in Colorado, 32,000 flee homes


COLORADO SPRINGS (Reuters) - A wildfire raging near some of Colorado's most popular tourist sites grew suddenly more ferocious on Tuesday, forcing 32,000 people from their homes, prompting evacuations from the U.S. Air Force Academy and swallowing numerous houses at the edge of Colorado Springs.
From the vantage point of a command post about 10 miles from the path of advancing flames, the entire community of Mountain Shadows, a northwest subdivision, appeared to be enveloped in an orange glow after dark."This is a fire of epic proportions," Colorado Springs Fire Chief Rich Brown said as ash drifted down on the city, sirens wailed and the thick smell of smoke permeated the air.Colorado Governor John Hickenlooper flew into the city Tuesday night by helicopter to meet with fire commanders and tour the fire zone first-hand. He noted that the blaze was one of at least a dozen burning throughout the state. Four people have died in Colorado wildfires so far this year."This is the worst fire season in the history of Colorado," he said during an impromptu news conference, adding that from the air he saw many homes destroyed in a glowing landscape that looked "surreal."The Waldo Canyon Fire, which has roared through at least 6,200 acres of dry timber since Saturday, has grabbed attention for days because of its proximity to landmarks like the famed mountaintop of Pikes Peak and the Air Force Academy.The blaze claimed its first property losses on Tuesday as wind-driven flames swept over containment lines into Colorado's second-most populous city, consuming an unknown number of homes on the town's outskirts as authorities hurried to evacuate residents.El Paso County Sheriff Terry Maketa said 32,000 people had been evacuated, and an Air Force Academy spokesman said the evacuation zone included two communities of single-family homes on academy grounds housing civilian and military personnel and their families."We are in a very critical situation now. Unfortunately we do have structures and homes that are burning in the northwest corner of Colorado Springs. We have mandatory evacuation over a considerable area," fire information officer Rob Deyerberg told Reuters.A mushroom cloud of gray, black and brown smoke, topped by billowing, white cumulus clouds, rose nearly 20,000 feet into the sky and hung over the area as residents scrambled to heed evacuation orders.The sudden closure of service stations along with other businesses, leaving fleeing motorists unable to fill up their cars, added to a sense of urgency as roads filled with traffic.Columns of vehicles carrying evacuees and hastily packed belongings stretched bumper-to-bumper for miles, crawling slowly southward out of town along Interstate 25.Closer to the blaze, which has been fanned by winds blowing into the southern Rockies from the prairies to the east, trees were visibly twisting from the heat of the flames."It's a very hostile environment out there," fire information officer Anne Rys-Sikora said.Asked how quickly the fire was spreading after the latest flare-up on Tuesday afternoon, incident commander Rich Harvey said, "If I gave acreage right now, it would be wrong in five minutes. It's growing."Hickenlooper said he was consulting with Pentagon officials. The Air Force Academy issued a statement saying the military was preparing to dispatch up to 25 more helicopters to join the firefighting effort.Authorities earlier said that half of the fleet of eight Air Force C-130 cargo planes equipped as air tankers were already at work, dropping flame-retardant chemicals over the blaze.
DEATH IN UTAH
Still, the Waldo Canyon Fire, burning primarily within the Pike National Forest on the western fringe of Colorado City, was dwarfed in size by wildfires elsewhere across the state, and by a fatal blaze that flared with renewed intensity in Utah.Authorities said on Tuesday a body was found in the ashes the fast-moving Wood Hollow Fire about 100 miles south of Salt Lake City, marking the first fatality in a blaze that has scorched over 39,000 acres of rolling hills covered by parched cheat grass and sagebrush.Flames fanned by high winds into a second county forced the closure of Utah's state Route 89 for a second time and prompted the evacuation of the entire town Fairview, a community of more than 1,200 residents according to the latest census, state emergency managers said.The blaze already has leveled an estimated 30 homes and killed 75 sheep, authorities said.The Wood Hollow Fire is believed to be one of just two western wildfires that have claimed lives in recent weeks.The other is the High Park Fire near Fort Collins, Colorado, south of Denver, which now ranks as that state's second-largest blaze on record and its most destructive ever, having consumed 87,250 acres in steep mountain canyons since it was sparked by lightning two weeks ago.

BEIRUT (Reuters) - Gunmen stormed a pro-government Syrian TV channel headquarters on Wednesday, bombing buildings and shooting dead three employees, state media said, in one of the boldest attacks yet on a symbol of the authoritarian state.President Bashar al-Assad declared late on Tuesday that his country was "at war". U.S. intelligence officials said the Syrian regime was "holding fairly firm" and digging in for a long struggle against rebel forces who are getting stronger.The dawn attack on Ikhbariya television's offices, located 20 km (15 miles) south of the capital, as well as overnight fighting on the outskirts of Damascus showed 16 months of violence now rapidly encroaching on the capital.Ikhbariya resumed broadcasting shortly after the attack, displaying bullet holes in its two-storey concrete building and pools of blood on the floor. One building had been almost completely destroyed."I heard a small explosion then a huge explosion and gunmen ran in. They ransacked the offices and entirely destroyed the newsroom," an employee who works at the offices in the town of Drousha told state media at the scene.The Syrian media are tightly regulated by the Ministry of Information. Although Ikhbariya is privately owned, opponents of Assad say it is a government mouthpiece.
SYRIA "AT WAR"
During the pro-democracy revolt against the Assad family's four-decade rule, Ikhbariya has been pushing to counter what it says is a campaign of misinformation by Western and Arab satellite channels on the uprising that began in March 2011."We live in a real state of war from all angles," Assad told a cabinet he appointed on Tuesday, in a speech broadcast on state television. "When we are in a war, all policies and all sides and all sectors need to be directed at winning this war."The declaration marks a change of rhetoric from Assad, who had long dismissed the uprising against him as the work of scattered militants in "terrorist gangs" funded from abroad.The rambling speech - Assad also commented on subjects as far afield as the benefits of renewable energy - left little room for compromise. He denounced the West, which "takes and never gives, and this has been proven at every stage".The United Nations accuses Syrian forces of killing more than 10,000 people during the conflict, which began with a popular uprising and has built up into an armed insurgency against four decades of rule by Assad and his father.
DIGGING IN FOR LONG HAUL
Despite some military defections, mainly from low to mid-level ranks, Assad's inner circle remains cohesive and the war is still likely to be a drawn-out struggle, senior U.S. intelligence officials said, in an assessment dimming any U.S. hopes that Assad will fall soon of his own accord."Our overall assessment ... would be that we are still seeing the military regime forces fairly cohesive, they've learned some lessons over the last year and a half about how to deal with this kind of insurgency," an official said.The insurgency is also getting stronger, he said."Both sides seem to be girding for a long struggle. Turkey has no intention of attacking Syria: Erdogan


Prime Minister Recep Tayyip Erdogan said on Wednesday that Turkey has no intention of attacking Syria over its recent downing of a fighter jet."As Turkey, the Turkish nation, we have no intention of attacking" Syria, Erdogan said during a military ceremony in Ankara."We don't have any hostile intent towards any country," added Erdogan.Turkey branded its former ally Syria "a clear and imminent threat" on Tuesday as Erdogan vented his fury over last week's downing of the Turkish jet over the eastern Mediterranean. The two-man crew are still missing.Erdogan was once a friend and ally of Syrian President Bashar al-Assad.
But their relations have broken down since the revolt erupted in Syria last year, sending more than 33,000 refugees across the border into Turkey.

Mohamed Morsi's first appointments as president-elect of Egypt will be a woman and a Coptic Christian, his spokesman has told the Guardian, as he moves to allay fears of the Muslim Brotherhood.Sameh el-Essawy said that although the names of the two choices had not been finalised, they would be Morsi's two vice-presidents.When the appointments go through, they will constitute the first time in Egypt's history that either a woman or a Coptic Christian has occupied such an elevated position in the executive branch.
The Muslim Brotherhood is at pains to calm fears of what an Islamist president might mean for Egypt and the region at large. Appointing both a woman and a Coptic Christian is an attempt at a show of unity, and a rule by consensus.Meanwhile, defeated presidential candidate Ahmed Shafik – Mubarak's last prime minister and Morsi's rival in the runoff election – flew to Abu Dhabi on Tuesday morning with his two daughters. His camp denied that he had fled as investigations begin into allegations of corruption against him while minister of civil aviation. He was in Abu Dhabi for "tourism" purposes, they said.Essawy also said that Morsi had no objection to swearing the presidential oath in front of the supreme constitutional court (SCC), widely seen as a controversial move after the dissolution of the Muslim Brotherhood-majority parliament by that very court a day before the run-off elections earlier this month. But, "that does not mean he [Morsi] acknowledges the dissolution of parliament", said Essawy, a member of Morsi's former party, Freedom and Justice (FJP).
Morsi's decisions come on a day that saw a flurry of court decisions and delays regarding several contentious issues, including the status of parliament.The Muslim Brotherhood's FJP has a 45% majority in the dissolved parliament and is furiously contesting the SCC decision, taking the matter to the supreme administrative court. On Tuesday that court delayed its ruling on the dissolution of parliament until 7 July.The court also delayed another decision, filed by the former presidential candidate Khaled Ali, against the recent constitutional declaration issued by Scaf, the ruling military junta, which limits presidential authority on a number of matters regarding national security. The court delayed its ruling on this case until 10 July.
The constitutional declaration had stated that in the absence of parliament, the president would swear the oath in front of the SCC. The vice-president of the SCC, Tahani el-Gibali, told the Guardian that the constitutional declaration was "the highest law in the land", though the court "had not yet been notified of any confirmation that this would take place".An important ruling was handed down on Tuesday when an administrative court overturned a ministry of justice decree two weeks ago that allowed military authorities to arrest and detain civilians. Human rights groups had been furious about the decree, calling it a gross transgression of authority, and immediately filed a complaint to the Cairo administrative court.
To add to the legal frenzy, the administrative court delayed a ruling regarding the constitutionality of the constituent assembly – tasked with drafting Egypt's future and permanent constitution – to 1 September. This case rests on the fact that the assembly was elected by parliament, which is now dissolved, therefore the assembly could have the same fate.Morsi filled his second day as president-elect with meeting a number of state officials, including the current interior minister, in an attempt to build bridges with a police force that was the initial spark of the 25 January 2011 revolt leading to the fall of Hosni Mubarak. Morsi also met the sheikh of al-Azhar, Egypt's highest religious institution.The president-elect continues to deliberate with the military and other political forces over the formation of his cabinet, which is expected to be led by an independent national figure and would not have an FJP majority.In a populist move, Morsi's camp has announced that 750,000 government employees hired on temporary contracts – their status remaining that way for years – would be handed permanent contracts from the beginning of July. This has been a long-standing complaint of government workers, including ambulance service staff who have been intermittently protesting over the past year.One of Morsi's first directives was to ban the tradition of hanging presidential portraits in all government buildings.

Russia "outraged" over Senate passing Magnitsky bill


MOSCOW (Reuters) - Moscow expressed outrage on Wednesday over the Senate's approval of a bill that would penalize Russian officials for human rights abuses, and warned Americans that adoption of the sanctions would strain U.S.-Russian relations.The Senate Foreign Relations Committee passed the "Sergei Magnitsky Rule of Law Accountability Act," named after an anti-corruption lawyer whose death in jail in 2009 while in pre-trial detention has drawn widespread condemnation.Despite broad support in Congress, the bill's future remains uncertain, partly because U.S. President Barack Obama's administration is unenthusiastic about a measure that Russia says would be an unwarranted intrusion into its internal affairs.
"We are not only deeply sorry but outraged that - despite common sense and all signals Moscow has sent and keeps sending about the counterproductive nature of such steps - work on the 'Magnitsky law' continues," Deputy Foreign Minister Sergei Ryabkov was quoted by state news agency Itar-Tass as saying.
Implementation of the bill would be extremely negative for U.S.-Russia relations, Ryabkov said.
The death in police custody of Magnitsky, a 37-year-old equity fund lawyer for Hermitage Capital in Moscow, scared investors and blackened Russia's image abroad. The Kremlin's own human rights council says he was probably beaten to death.The bill would require the United States to deny visas to, and freeze the assets of, Russians suspected of being involved in his death.Ryabkov reiterated Russia's threat to retaliate if the bill is passed, in part by passing a tit-for-tat measure denying entry to U.S. citizens it believes are linked to human rights violations."There will be a response," Ryabkov said. "There will be a symmetrical response, but there will also be a number of additional measures."President Vladimir Putin this month called Magnitsky's death a tragedy, but said Moscow would retaliate if the Magnitsky bill were passed.
Magnitsky was jailed in Russia in 2008 and was awaiting trial on charges of tax evasion and fraud. His colleagues say the charges were fabricated by police investigators whom he had accused of stealing $230 million from the state through fraudulent tax returns.Obama's administration says it understands concerns over rights abuses but that the bill is redundant as Washington has already imposed visa restrictions on some Russians thought to have been involved in Magnitsky's death. However, it has kept their names quiet.

Russian strategic nuclear bombers threatened U.S. airspace near Alaska earlier this month and F-15 jets responded by intercepting the aircraft taking part in large-scale arctic war games, according to defense officials.The Russian war games began the same day President Obama and Russian President Vladimir Putin held a frosty summit meeting in Mexico June 18.U.S. officials said the arctic exercises over the Russian Far East and Pacific appeared to be a further sign of Russia’s hardening posture toward the United States.
The Obama administration made no protest of the bomber intrusions, according to the officials, in line with its conciliatory “reset” policy of seeking warmer ties with Moscow.About 30 strategic nuclear bombers and support aircraft took part in the war games that continued through June 25. The aircraft included Tu-95MS Bear H and Tu-160 Blackjack nuclear-capable bombers, along with Il-76 refueling tankers, A-50 airborne warning and control aircraft, and Su-27 and MiG-31 jet fighters. Some 200 troops also took part in the Russian Strategic Aviation forces exercise.A spokesman for the joint U.S. Northern Command and North American Aerospace Defense command in Colorado Springs, which monitors air defense intrusions, had no immediate comment. A Pentagon spokesman declined to comment.U.S. and Canadian F-15 and F-16 jets were involved in the intercepts that took place near the Air Identification Zone surrounding Alaskan airspace over the northern Pacific. The exercises are part of increasingly aggressive Russian military activities in the arctic region in both the eastern and western hemispheres, which have created security worries among governments in northern Europe and Canada.One official said the failure to publicize the threatening bomber maneuvers might have been related to Obama’s overheard promise in March to Russian President Dmitri Medvedev of “more flexibility.”According to the defense officials, the arctic bomber exercises are part of Russian efforts to assert control over vast areas of the arctic circle that are said to contain large mineral and oil deposits.Retired Air Force Lt. Gen. Defense officials said Russian bomber exercises highlight Moscow’s targeting of the U.S. missile defense base at Fort Greely, Alaska, one of two major ground-based interceptor bases that are part of a limited integrated missile defense system against North Korean and possibly future Chinese or Russian missiles.
Additionally, the bomber exercises raised concerns that Russia was simulating cruise missile strikes aimed at disrupting U.S. oil pipelines in Alaska. Currently, the state’s Trans-Alaska pipeline delivers more than 11 percent of U.S. oil.The Russian bombers involved in the exercises are equipped with long-range precision-guided cruise missiles, including nuclear and conventional missiles.A similar bomber exercise in 2007 involved Bear H and Blackjack bombers that conducted simulated cruise missile attacks on the United States. Those bombers operated from strategic bomber bases at Anadyr, Vorkuta, and Tiksi.Military reference books state that Bear H bombers are deployed with six Kh-55 or Kh-55SM cruise missiles that can hit targets up to 1,800 miles away with either a high-explosive warhead or a 200-kiloton nuclear warhead.Russian Air Force Lt. Col. Vladimir Deryabin, a Defense Ministry spokesman, told Russian state-controlled news agencies that the main purpose of the war games was to provide practice for strategic, fighter, and special aviation aircrews. The first phase involved the dispersal of aviation groups to air bases in the northern and eastern region. Russia's Putin orders reform of Parliament


MOSCOW (AP) — Russian President Vladimir Putin has ordered an overhaul of the upper house of Parliament in an apparent reaction to criticism that the Federation Council is little more than a vacation retreat for officials.Putin said in an address to the Council on Wednesday that the reforms should make it "more democratic."Members are currently elected by local legislatures. Putin's bill, which is expected to get parliamentary approval, would allow elected regional governors to appoint a member of their team to the Council. The reform would make elected governors accountable for the members they appoint.
Putin said prospective members of the Council, widely seen as a rubber stamp for the Kremlin, should be members of their local legislatures and residents of the regions they represent for at least five years.

Palestinian president Mahmud Abbas will hold talks with Israeli vice prime minister Shaul Mofaz, the Palestinians' WAFA news agency reported on Wednesday.Abbas "will meet Israeli vice prime minister Shaul Mofaz on Sunday," the president's political adviser Nimr Hammad told WAFA.Palestinian negotiator Mohammad Eshtayeh told Voice of Palestine radio that the meeting would take place in the West Bank city of Ramallah.

Israel wants negotiations to start without any preconditions.An Israeli official says Prime Minister Benjamin Netanyahu has given his deputy, Shaul Mofaz, the green light for the meeting. Palestinian officials say they are ready to listen to Mofaz's ideas for resuming dialogue.Both sides confirmed on Wednesday that the meeting is expected in the coming days. The officials spoke on condition of anonymity pending a decision on a final time and place for the meeting.
