An entire port town in Japan has been left reeking of dead fish after nearly 200 tons of stinky sardines washed up on its shore.The massive shoal started washing up at the fishing port of Ohara, on Japan's west-facing North Pacific Ocean coast, on June 3 and quickly turned the sea red.Since then the bizarre phenomenon gone has rapidly got out of control.

There are now so many dead fish that locals in the town in Isumi City, Chiba Prefecture, are having to truck the rotting remains to landfills. And yet still more dead sardines keep washing up on shore.
Reports suggested that locals are not only finding the sight disturbing, but the huge amount of dead fish has created a smell that's becoming unbearable.

Japan's RocketNews24 reported: 'When we inquired with a local inn, we were told that the port was scheduled to be closed from June 1 to 5, but given the emergency, local fishermen are currently out in full force trying to resolve the situation.
'Already, more than two full days into the bizarre occurrence, the smell has to be almost unbearable, but the people of Ohara still have no idea when they will be able to get rid of all the sardines.

'We sincerely hope they will be able to solve the problem quickly.'
Last year millions of dead fish were found floating in a California harbour after apparently becoming trapped and expiring due to lack of oxygen, experts said.
The silver-colored fish appeared overnight at King Harbour in Redondo Beach, where the surface of the water was covered, said officials.
Locals suggested that high winds might have pushed the fish - initially reported to be anchovies, but later identified as sardines - into the marina south of Los Angeles.

BRUSSELS - Shares jumped and the euro made gains on Monday (11 June) after the eurozone announcement of a €100 billion rescue for Spain's banks. But the euphoria is likely to be short-lived.
Asian markets surged by almost two percent and the euro made gains against the US dollar and the Japanese yen on the first business day after the Saturday bail-out announcement."It is a very clear signal to the market, to the public, that the euro (area) is ready to take decisive action in order to calm down market turbulence and contagion," EU economics commissioner Olli Rehn said.Germany, France, the US and the International Monetary Fund were quick to welcome the deal on Saturday, even though the details and the exact sum - up to €100 billion - are yet to be determined.Finland has already made clear that it will ask for special guarantees if the temporary bail-out fund, the European Financial Stability Facility, is used for the rescue.If the funds are channelled via the yet-to-be-set-up European Stability Mechanism, Helsinki will not demand such guarantees, as it would carry less risks for Finnish taxpayers, Finnish finance minister Jutta Urpilainen told public broadcaster YLE.Meanwhile, the Finnish opposition urged the government not to pay anything to Spanish banks."The banks need capital, but it should come from Spain, Germany and France, who have created this mess. Finland should not have any part in this," the leader of the populist Finns Party, Timo Soini, said Sunday.Investment banks also warned their customers that the Spanish rescue does not solve the fundamental problems of the eurozone crisis.While calling it a "positive near-term development for Spain, and in particular for its banks," Goldman Sachs warned in a research note that: "It does not solve Spain's overall fiscal and macroeconomic challenges, which remain substantial."It added that the region's crisis "continues to be addressed on a country-by-country basis rather than at a systemic level."And Joseph Stiglitz, a Nobel-prized economist, warned that the rescue is doing little to break the vicious circle of cash-strapped Spanish banks lending to an indebted government."The system ... is the Spanish government bails out Spanish banks, and Spanish banks bail out the Spanish government," Stiglitz told The Telegraph in an interview."It's voodoo economics. It is not going to work and it's not working," he added.The Irish Times meanwhile noted that the Spanish deal has dashed hopes in Dublin for a sweetened arrangements on its own bail-out.

Syrian President Bashar Assad, termed by Pulitzer Prize winning journalist Joel Brinkley as the “world’s most dangerous man,” could use his chemical weapons in Israel, warns IDF’s Number Two general.
Assad would "treat us the same way he treats his own people” of he had the chance to do so, IDF Deputy Chief of Staff Maj. Gen. Yair Naveh said in Jerusalem in a  ceremony Monday in memory of fallen soldiers.
Druze Knesset Member Ayoob Kara told Arutz Sheva this week that he received several videos that were taken in Syria and which indicate the use of chemical weapons. Propaganda from Iran accusing the Syrian rebels of using chemical weapons also indicates that Assad is preparing to do so. Damascus and Tehran frequently accuse the opposition forces, which they term “terrorists,” of being behind murders and bombings carried out by Assad’s police and army.If either side is proven to have used chemical weapons, the international community would likely intervene with military action, commented DebkaFile analysts.
As the civil war worsens, latest reports are that the city of Homs has been virtually destroyed and that Assad’s loyalists are carrying out large-scale massacres and gang rapes.If Assad corners himself into a last-ditch stand to survive, he could turn his guns on Israel to divert attention from his domestic crisis with a bid to encourage other Arab countries to make another attempt to annihilate Israel.The presence of chemical weapons in Syria is assumed even though it has denied that it possesses them. It is only one of seven countries that are non-signatories to the Chemical Weapons Convention of 1993.“Independent assessments indicate that Syrian production could be up to a combined total of a few hundred tons of chemical agent per year," according to Wikipedia. The online source also states, “Syrian chemical weapons production facilities have been identified by Western nonproliferation experts at approximately five sites.”A 2007 explosion at a Syria arms depot, where 15 Syrians were killed, is believed to have involved a Scud missile fitted with a mustard gas warhead, Jane’s Defense Weekly reported.

Assad forces renew Homs assault


AMMAN (Reuters) - Syrian President Bashar al-Assad's forces have renewed efforts to impose control in Homs province, killing at least 35 people in one of the biggest bombardments since a failed U.N.-mandated ceasefire in April, opposition activists said on Sunday.They said the Syrian army used artillery, mortars and rockets to hit opposition strongholds in the city of Homs and the towns of Qusair, Talbiseh and Rastan in central Syria.Free Syrian Army rebels had been intensifying attacks in the area, the Syrian Network for Human Rights and other opposition campaigners said.Assad's forces also carried out raids on neighborhoods in and around Damascus to try and flush out rebels who have been stepping up operations near security compounds in the capital.United Nations efforts to bring peace to Syria - where a 15-month-old uprising against Assad has turned increasingly violent - have largely come to nothing, with both sides blaming the other for breaking the ceasefire.Soldiers and militias loyal to Assad have killed at least 10,000 people, according to U.N. figures. The Assad government puts its own losses at more than 2,600 dead. Assad has blamed unspecified foreign-backed terrorists for the violence.Among reports on the weekend violence, activist Abu Qassem said at least 500 rockets and shells had fallen on Rastan, 25 km (15 miles) north of Homs, since Saturday, and army helicopters were firing machineguns into the area.
"The Free Syrian Army is far outgunned, but it is responding by mounting guerrilla attacks while trying to avoid direct exchange of fire," he said.Rastan was once a reservoir of Sunni Muslim recruits for the military, whose senior ranks are dominated by members of Assad's minority Alawite sect, an offshoot of Shia Islam.
After Syria's revolt broke out in March last year and pro-democracy demonstrators in Rastan were killed, Sunni officers from the town began defecting.Talbiseh to the south came under shelling and heavy mortar fire from loyalist troops after some soldiers from surrounding roadblocks defected on Saturday and drove two armoured personnel carriers into the town, according to opposition sources there."Five people have been killed, including a woman and her one-year-old daughter. They were among the few civilians who had not fled Talbiseh," activist Abu Mohammad said by satellite phone.Army shelling was also reported on Homs, concentrating on the neighborhood of al Khalidiya, inhabited mostly by Sunni tribal families from the desert, activists said.

FIGHTING IN THE CAPITAL
In Damascus, Syrian forces bombarded the northern district of Qaboun and later entered it in armoured vehicles, storming houses, following attacks on Friday on buses carrying troops and pro-Assad militia, opposition sources said."Qaboun came under bombardment for the first time since the uprising. Security forces in the nearby Airforce Intelligence compound fired on the neighborhood with anti-aircraft guns and large calibre mortar bombs," said Abu Fida, an activist in Qaboun who did not give his real name for fear of arrest.Attacks on loyalist buses and army roadblocks were also reported in the last three days in the Damascus neighborhoods of Barzeh and Mezze.Western countries, unwilling to launch the kind of military intervention which toppled Libyan leader Muammar Gaddafi last year, are struggling to work out how to address the violence in Syria. While they want Assad to step down, he retains the support of Russia.

Police search Putin opponents' homes before rally


MOSCOW (Reuters) - Russian police and investigators searched the homes of several prominent opponents of President Vladimir Putin on Monday, one day before a protest opposition leaders hope will draw tens of thousands of people.Russia's main investigation agency said it planned to conduct about 10 searches in connection with a criminal probe into violence against police at a protest held in Moscow on the eve of Putin's inauguration on May 7.Prominent opposition leaders Alexei Navalny and Sergei Udaltsov were among those whose Moscow apartments were being searched, the Federal Investigative Committee said on its website."There's a search going on at my home," Navalny, an anti-corruption blogger and one of the organizers of protests sparked by allegations of fraud in a December parliamentary election won by Putin's party, said on Twitter."They practically cut out the door," he wrote. LONDON (Reuters) - Iran's state finances have come under unprecedented pressure and the resilience of ordinary people is being tested by soaring inflation as oil income plummets due to tightening Western sanctions and sharply falling oil prices.Tough financial measures imposed by Washington and Brussels have made it ever more difficult to pay for and ship oil from Iran. Its oil output has sunk to the lowest in 20 years, cutting revenue that is vital to fund a sprawling state apparatus.Already down by more than a quarter, or about 600,000 barrels per day, from rates of 2.2 million bpd last year, shipments of crude oil from Iran are expected to drop further when a European Union oil embargo takes effect on July 1.Tehran is already estimated to have lost more than $10 billion in oil revenues this year.Causing even more pain, oil prices fell below $100 a barrel last week to a 16-month low amid a darkening outlook for economies in Europe, the United States and China."This is an act of economic warfare. The sanctions are having a big effect in cumulative terms: Iran is being locked out of the global financial system," said Mehdi Varzi, a former official at the National Iranian Oil Co."It does appear that Iran is more amenable to negotiations now than it was a year ago. The West should take advantage of this momentary situation to offer more meaningful concessions - a road map to where this will all end," said Varzi, now running an energy consultancy in Britain, Varzi Energy.Diplomats and analysts say Iran may offer the IAEA, the U.N. nuclear watchdog, increased cooperation as a bargaining chip in its negotiations with world powers, which resumed in April after a 15-month hiatus and are to continue in Moscow on June 18-19.Basic mathematics dictate that the lower Iran's oil exports, the higher the oil price it will need to stay in the black.According to the International Monetary Fund, Iran needs oil at $117 a barrel to balance its budget, set at $462 billion. President Mahmoud Ahmadinejad has said the budget was designed to decrease Iran's dependence on oil revenues.
Senior Iranian oil officials have acknowledged that sanctions have reduced exports but say the country has long experience of finding ways around them and a drop in oil revenue is not the end of the world.
"Personally, I will be very happy if the dependence of the economy on oil revenue is decreased," said an Iranian oil official, who requested anonymity. "We can use the sanctions as an opportunity".

STRUCK BY SOARING PRICES
International sanctions have been a fact of life in Iran for decades and Tehran is adept at working round them.But there are growing signs that ordinary people are feeling much more pain from them than in the past as inflation has soared in the last six months."I was struck by the high prices when I went to the grocery store yesterday," said Ahmad, 54, who owns a small fabric shop in Tehran's bazaar.He said the price of apples had more than doubled in the past month and strawberries had almost tripled to 110,000 rials per kilo, or more than $6 at market rates."Little by little, even fruit is becoming a luxury."Inflation is now officially running at about 20 percent, although economists say prices of the goods most Iranians worry about are rising much faster.The country is undergoing what the government has called major economic surgery, in the form of cuts to the multi-billion dollar subsidies which for years have held down the price of essential goods such as fuel and food.The value of the rial began to slip in January and traded at around 20,000 rials per dollar in February, up from 10,500 rials in December. It now stands at around 17,800 rials at market rates while the official rate is 12,260 rials to dollar.The price of petrol on the domestic market remains stable but taxi and public transport fares have gone up.Sanctions are also painfully reshaping flows of goods for small enterprises, with one owner of an import company in Tehran saying he was forced to fire some workers recently after being forced to source his purchases from China instead of Europe."The shift caused a great deal of financial loss for us. I am not sure how much longer we can go on like this. We certainly will not be able to cope if financial sanctions on Iran intensify," the entrepreneur, who asked not be named, said.

HOMELESS OIL
On the export front, several big European companies have halted purchases of Iranian oil and others are winding down.Iran had hoped that energy-hungry China and India, both major customers, would mop up much of the oil left homeless by European clients. That may not be the case."Our impression is that China and India have not been as helpful as the Iranians expected," said a senior Western oil executive, who declined to be identified."But it's very difficult to get a clear picture of how much oil is moving because they are deliberately cutting off communication."Since early April, Tehran has been hiding the destination of its oil sales by switching off tracking systems on its tankers.But barrels counted upon arrival in Iran's top four customers - China, India, Japan and South Korea - show a 20 percent decrease, or 357,000 bpd, so far this year, according to government data and industry sources.That translates into a loss in revenue of roughly $35.7 million a day, or $4.3 billion in the first four months of this year, based on current Brent crude prices.
Iranian crude is sold at a discount of several dollars per barrel to benchmark dated Brent, so the actual losses are likely to be even higher.Some relief has come from soaring prices earlier this year as Brent so far in 2012 is averaging $116 a barrel, up from 2011's $110, which was a record high. But reduced output and falling prices are making things worse very quickly.From July 1, Morgan Stanley expects Iranian exports to fall by a further 150,000 bpd while the International Energy Agency has said they could almost halve by 1 million bpd.That is putting Iran on course for a huge drop in oil revenues, while those of its rivals from the Organisation of the Petroleum Exporting Countries will hit a record.According to the London-based Centre for Global Energy Studies, the strong oil price has put OPEC on a path to earn $911 billion from oil exports this year.Iran - OPEC's second biggest producer - could see a 39 percent decrease this year to $44 billion, while Saudi Arabia is expected to see a $3 billion increase to $294 billion.Belt tightening may be needed for Iran to withstand lower oil prices and exports after the EU sanctions take full effect."The only way around it will be for Iran to cut the budget, which has a lot of fat," said Varzi.(Reporting by Peg Mackey, Alex Lawler, additional reporting by Dmitry Zhdannikov, Writing by Peg Mackey and Dmitry Zhdannikov; Editing by Giles Elgood)

Iran lashes EU over nuclear talks


Iran on Sunday hit out at a perceived lack of willingness by world powers to engage it ahead of crucial nuclear talks to take place in Moscow on June 18 and 19, according to reports.Ali Bagheri, deputy to Iran's top negotiator Saeed Jalili, said in a letter to Helga Schmid, deputy to EU foreign policy chief Catherine Ashton, that he was "surprised" by issues she was raising in correspondence with him.He also complained that preparatory groundwork by experts from both sides was needed before the talks.The letter, whose Farsi translation was made public by several Iranian news agencies, showed the gulf that exists between Iran and the so-called P5+1 group (the United States, Britain, France, Germany, Russia and China) going into the negotiations.Ashton's office represents the P5+1 in dealings with Iran.Bagheri and Schmid are tasked with arranging the talks and have exchanged several letters. The Moscow round follows two earlier meetings since early April, in Istanbul and in Baghdad, that have failed to yield any progress.Bagheri wrote to Schmid: "Your recent letter surprised me; it tabled issues that were a long way apart from the agreements... of the talks in Baghdad between Iran and the P5+1 as well as those agreed in comprehensive talks between the deputies in Geneva."He said that Schmid had "neither introduced any plans nor responded to the proposals of the Islamic Republic of Iran" that were presented in Baghdad as a counter-offer to a P5+1 package of demands and incentives that Iran rejected.Bagheri also asked why Ashton's office was refusing an Iranian request that the Moscow round be preceded by a meeting of experts and deputies to define its scope and agenda."Will the upcoming talks be successful, with an agenda with defined dimensions, or will it be successful only for the sake of talks-for-talks and without an agenda?" he wrote."If the agreements of each round of talks cannot be followed up at the level of deputies and experts, what guarantee will there be for the success of future talks?"Bagheri said, however, that "Iran is ready for successful talks to be held, following a clear logic and specified proposals. I hope you can also find this readiness."A letter by Schmid to Bagheri, obtained by AFP last Thursday, stressed that the P5+1 was focused on its own package of proposals."Now there is a need to engage seriously on issues of substance in order to agree on concrete confidence building steps which could be implemented swiftly. We are very much hoping for a political commitment on your side," Schmid wrote.The Western nations in the P5+1, and the International Atomic Energy Agency, have suspicions that Iran has conducted research towards developing nuclear weapons.
Iran denies that accusation and claims it is being unfairly treated by the West under the terms of the nuclear Non-Proliferation Treaty.

Egypt candidate accuses rival over HQ attack


CAIRO (Reuters) - One of the two finalists in Egypt's presidential race on Sunday accused his opponent's party of orchestrating an attack on his campaign offices, as the contest that has divided the nation took a bitter new turn.The run-off on June 16 and 17 is the last stage in Egypt's first free presidential election and pits Ahmed Shafik, ousted Hosni Mubarak's last prime minister, against the Muslim Brotherhood candidate Mohamed Mursi.Shafik, a former air force commander, on Sunday said the Brotherhood had hired thugs to carry out a raid on his headquarters in Cairo last month, when attackers set fire to storage rooms and smashed computers.The Brotherhood, in turn, accused Shafik of "huge lies" and said he did nothing in the last days of former President Mubarak's rule to stop a notorious camel charge on protesters.For those Egyptian voters who opted for centrists in the vote's first round last month, neither candidate is particularly palatable.Some now say they will not vote in the decider, a crucial step before the army formally hands power to a new president by July 1 in the Arab world's most populous state.Many have watched with frustration since last year's revolt which ousted Mubarak at what they see as a shift back to familiar battle lines between a man they see backing Mubarak's system and the Brotherhood, which the former president banned.Mubarak, 84, jailed for life this month for failing to stop the killing of protesters who rose up against him, still looms large as rumors abound about his failing health.Shafik on Sunday held a news conference in a five-star hotel on the outskirts of Cairo where he has made most public appearances since the raid on his headquarters."They (the Brotherhood) are insisting on using dirty methods," he said. He also said he had complained to the election committee that mosques had been used by the group to spread their message.
The Brotherhood said in a statement Shafik had "resorted to dark campaigning tactics with the fabrication of huge lies".

CAMEL CHARGE
The Brotherhood has sought to portray Shafik as a throwback to the era of Mubarak, a man Shafik has described as a role model and who he served as a minister for about a decade before being appointed premier in the last days of his rule.Days before Mubarak was driven out in February 2011, camels and horses charged demonstrators in Cairo in images that were seen round the world and which activists regarded as a last-ditch attempt to crush the protests.The Brotherhood said Shafik was "one of the symbols" of Mubarak's disbanded National Democratic Party, which is accused of ordering the charge. "He did not take any measures to prevent them or stop them" from charging, the statement said.Shafik is expected to testify in court on Monday in a case about the incident. In a recent television interview, he accused the Brotherhood of inciting violence against anti-Mubarak protesters whom he said they opposed.Mursi has described himself as a revolutionary but he has made limited progress in gaining support from centrist candidates, even though the main losers in the first round have denounced Shafik's bid for the presidency.
Abdel Moneim Abol Fotouh, a former Brotherhood member who came fourth in the first round behind Mursi, Shafik and leftist Hamdeen Sabahy, offered Mursi guarded supported.An aide said Abol Fotouh wanted voters to back the Brotherhood candidate, but still emphasized his political differences.
Despite opposing Shafik, Sabahy has not said he backs Mursi.Protesters have over the past week gathered in Cairo's Tahrir Square, the centre of the anti-Mubarak revolt, to demonstrate against Shafik whom they call the "feloul" or "remnant" of Mubarak's regime. But many also oppose Mursi.Activists have also protested at the court ruling against Mubarak. While the former president was jailed for life, he was spared the gallows and six senior security officials were acquitted for lack of evidence. Many people fear Mubarak could get out on appeal.Since Mubarak was jailed on June 2, there has been increased speculation about his health.The state news agency said his wife Suzanne and the wives of his two sons visited him on Sunday in the hospital at Cairo's Tora prison after the "continuing deterioration of his state of health". Firepower bristles in South China Sea as rivalries harden


HONG KONG (Reuters) - In the early years of China's rise to economic and military prowess, the guiding principle for its government was Deng Xiaoping's maxim: "Hide Your Strength, Bide Your Time."Now, more than three decades after paramount leader Deng launched his reforms, that policy has seemingly lapsed or simply become unworkable as China's military muscle becomes too expansive to conceal and its ambitions too pressing to postpone.The current row with Southeast Asian nations over territorial claims in the energy-rich South China Sea is a prime manifestation of this change, especially the standoff with the Philippines over Scarborough Shoal."This is not what we saw 20 years ago," said Ross Babbage, a defense analyst and founder of the Canberra-based Kokoda Foundation, an independent security policy unit.
"China is a completely different actor now. Security planners are wondering if it is like this now, what is it going to be like in 20 years time?"As China also continues to modernize its navy at breakneck speed, a growing sense of unease over Beijing's long-term ambitions has galvanized the exact response Deng was anxious to avoid, regional security experts say.In what is widely interpreted as a counter to China's growing influence, the United States is pushing ahead with a muscular realignment of its forces towards the Asia-Pacific region, despite Washington's fatigue with wars in Iraq and Afghanistan and the Pentagon's steep budget cuts.And regional nations, including those with a history of adversarial or distant relations with the United States, are embracing Washington's so-called strategic pivot to Asia."In recent years, because of the tensions and disputes in the South China Sea, most regional states in Southeast Asia seem to welcome and support U.S. strategic rebalancing in the region," said Li Mingjiang, an assistant professor and China security policy expert at Singapore's Nanyang Technological University."Very likely, this trend will continue in coming years."Last week, U.S. Defense Secretary Leon Panetta laid out the details of the firepower the Obama administration plans to swing to the Asia-Pacific region.As part of the strategic pivot unveiled in January, the United States will deploy 60 per cent of its warships in the Asia-Pacific, up from 50 per cent now. They will include six aircraft carriers and a majority of the U.S. navy's cruisers, destroyers, littoral combat ships and submarines.

REBALANCING
"Make no mistake, in a steady, deliberate and sustainable way, the United States military is rebalancing and bringing an enhanced capability development to this vital region," Panetta told the Shangri-La Dialogue, an annual security conference in Singapore attended by civilian and military leaders from Asia-Pacific and Western nations.For some of China's smaller neighbors like the Philippines, there is a pressing urgency to build warmer security ties with Washington.A two-month standoff between the Philippines and China over Scarborough Shoal shows no sign of resolution, with both sides deploying paramilitary ships and fishing boats to the disputed chain of rocks, reefs and small islands about 220 km (130 miles) from the Philippines.
Philippine President Benigno Aquino met President Barack Obama on Friday at the White House, where the two discussed expanding military and economic ties.Obama later told reporters that clear, international rules were needed to resolve maritime disputes in the South China Sea.While the standoff continues, reports last week in China's state-controlled media and online military websites suggested that the first of a new class of a stealthy littoral combat frigate, the type 056, had been launched at Shanghai's Hudong shipyard with three others under construction.Naval analysts said the new 1,700-tonne ship, armed with a 76mm main gun, missiles and anti-submarine torpedoes, would be ideal for patrolling the South China Sea.These new warships would easily outgun the warships of rival claimants, they said.The type 056 is the latest example of an accelerated military buildup that allows China to dominate its offshore waters.While these warships were designed for lower-level regional conflict, experts say one of the primary goals of Beijing's wider deployment of advanced, long-range missiles, stealthy submarines, strike aircraft and cyber weapons appears to be countering the U.S. military in the region."China is investing in a whole raft of capabilities to undermine the U.S. presence in the Western and Central Pacific," said Babbage, a former senior Australian defense official.

In a separate commentary published in the state-controlled media, the group's executive vice president, outspoken retired Major General Luo Yuan, said the U.S. pivot was part of "watching brief" on a rising China."The U.S. military has developed four different plans to combat the Chinese military," Luo wrote, but gave no details.Luo, a government adviser, is one of a number of senior Chinese officials and commentators who have called for a more determined effort from Beijing to safeguard China's maritime interests. This suggests China will become more assertive in the South China Sea but it is unlikely to use force, according to Nanyang University's Li."Beijing understands very well that any military confrontation would have a profound negative impact on China's strategic position in the Asia-Pacific and China's relations with regional states," Li said.The worry however is that a mistake or a miscalculation could trigger a confrontation.

REACHING OUT
As part of his swing through Asia last week, Panetta also visited India and Vietnam in a bid to enhance security ties with two key regional powers that have not been traditional U.S. allies but are increasingly apprehensive about China's rise.At Vietnam's deep water port of Cam Ranh Bay, a key U.S. base during the Vietnam War, Panetta said the use of this harbor would be important to the Pentagon as it moved more ships to Asia.Later, in New Delhi, Panetta said ties between the two nations were improving rapidly but expanded defense cooperation was needed to boost regional and global security.He said the United States planned to increase its military presence and defense partnerships in an arc from the Western Pacific, through East Asia, South Asia and into the Indian Ocean."Defense cooperation with India is a linchpin in this strategy," he said.
In a development that will be further cause for concern in Beijing, the fleshed-out U.S. pivot and renewed commitment to regional defense ties won strong endorsement from key allies, even those who rely on growing trade with China.On a visit to Beijing, Australian Defense Minister Stephen Smith said the U.S. presence in Asia had been a force for peace, stability and prosperity since the end of World War Two.
"Australia welcomes very much the fact that not only will the United States continue that engagement, it will enhance it," he said in a speech to the China Institute of International Strategic Studies.Smith noted that two-way trade between Australia and China reached $120 million last year but Canberra would continue to deepen its military ties with the U.S., including the rotational deployment of up to 2,500 U.S. troops through Darwin.If the standoff over Scarborough Shoal is a guide to future territorial disagreements, Beijing can expect other regional nations to feel the same way."The South China Sea disputes are likely to remain as a regional security spotlight issue and it will continue to pester China's relations with those claimant states," Li said.(Editing by Raju Gopalakrishnan and Nick Macfie)
