Quartet envoys meet amid Palestinian criticism


Envoys from the Middle East Quartet met in Brussels on Friday amid calls from the Palestinians to step up action to halt continuing Israeli settlement activity.Officials from the United States, United Nations, European Union and Russia gathered "to consult as they routinely do over the phone as well", said a spokesman for EU foreign policy chief Catherine Ashton.But on the eve of the meeting chief Palestinian negotiator Saeb Erekat called on the group "to restore credibility and relevance to its role" by taking firm action to stop Israeli settlement construction."Since the Quartet was created, the Israeli settler population in the occupied Palestinian territory increased by one fifth," he said in a statement."Yet the Quartet has not taken any concrete measure to stop this alarming trend, which the international community unanimously agrees now seriously threatens the prospects of the two-state solution."The Palestinians say there can be no resumption of direct talks while Israel continues its expansion of settlement building in the occupied territories.
Diplomatic sources in Jerusalem told AFP however that Erekat and Israeli negotiator Yitzhak Molho would head to Washington next week for a new round of quiet diplomacy.While direct peace talks between Israel and the Palestinians remain in deep freeze, high-level officials from both sides have been holding a quiet dialogue on a range of issue, including an exchange of letters between Israeli Prime Minister Benjamin Netanyahu and Palestinian president Mahmud Abbas.They have also covered a mass Palestinian hunger strike, and a Palestinian request for the transfer of arms from Jordan to Palestinian Authority security forces.
Friday's meeting of Quartet envoys follows April 11 talks in Washington in which the group's top diplomats, or principals, appealed to both sides to build trust in order to revive peace talks frozen since September 2010.

China Prepares for Euro Collapse

China must take precautions against a possible exit by debt-ridden Greece from the Eurozone, which would cause turbulence on global financial markets and hurt exports and growth, government economists and analysts have warned.
The world’s second-largest economy might see its year-on-year growth dip below 7 percent if Greece leaves the Eurozone under current circumstances, according to Ba Shusong, an economist with the Development Research Center of the State Council, or China’s Cabinet.
“That scenario and especially its impact on employment would be undesirable for the Chinese government,” Ba told Xinhua in an email interview.His comments come ahead of national polls in Greece on Sunday, with global investors fearing a left-wing coalition government will emerge from the election and tear down the bailout deals that have kept Greece afloat since 2010, leading to default and an exit from the Eurozone.Financial turbulence in Europe was a major driver of China’s economic downshift early this year as it reduced external demand markedly, and a Greek exit from the Eurozone will make the situation worse, Ba said.He urged authorities to follow developments in Europe closely and adjust economic policies in line with the changes.China should reduce holdings of assets in peripheral countries of the Eurozone if Greece moves toward an exit gradually, Ba suggested.To offset external impact with domestic demand, the government must continue to maintain investment growth, carry out structural tax reduction and boost the role of private capital, he added.There is a strong possibility that Greece will drop out of the Eurozone in future if economic turmoil continues in the region, although it is unlikely it will happen immediately, Ba estimated.The economist noted that if Greece stays in the Eurozone, China’s exports will pick up after bottoming in the second quarter of 2012 and there should not be any massive fiscal stimulus like the 4-trillion-yuan (634 billion U.S. dollars) investment plan rolled out in late 2008 to counter the global financial crisis.China’s economy expanded at its slowest rate in nearly three years in the first quarter of 2012, growing 8.1 percent year on year, as the European sovereign debt crisis diminished export orders and a subdued property sector cooled investment.Export and industrial output growth rebounded slightly in May from lower-than-expected levels in April, but fixed-asset investment and retail sales continued to slow, according to official data.Exporters were advised to prepare for fluctuation in the euro’s value against the yuan, which will incur greater risks of exchange losses.The euro is expected to continue depreciating against the yuan in the near future and Chinese firms can use forward foreign exchange contracts and other financial derivatives to hedge exchange risks, said Ye Yaoting, a foreign exchange analyst with the Bank of Communications.Companies should change euros into U.S. dollars or the yuan and receive future payment in non-euro currencies as far as possible, advised Wan Chao, investment manager of Ping An Asset Management Co., Ltd..The European Union is China’s largest trading partner. Its trade with China edged up 1.3 percent year on year in the first five months of 2012, compared to the 7.7 percent growth of the country’s total foreign trade.Meanwhile, Chinese banks have been scaling back financial derivative trading with European banks to reduce exposure to risks.The Bank of China, China’s third-largest lender, suspended buying derivatives such as credit default swaps from French banks Societe Generale and Credit Agricole at the end of 2011.The Industrial and Commercial Bank of China and the Bank of Communications have also reduced investment product transactions with Societe General, Credit Agricole and another French lender BNP Paribas, according to the banks’ reports.Although China’s financial sector has very limited exposure to sovereign and bank asset risks in the Eurozone, massive capital outflow from risky markets will implicate the Asian country if Greece breaks away from the euro, Yu Yongding, a former central bank advisor, was reported as saying in late May.China’s central bank and other departments should consider measures including capital controls, capital market suspension and contingency fund injections to counter the impact of a possible Greek withdrawal, Yu proposed.

Berlin - Germany is powerful but cannot solve the euro-crisis alone, Chancellor Angela Merkel told German lawmakers on Thursday (14 June), renewing calls for a political union ahead of a G20 meeting in Mexico and putting pressure on Spain to seal the bail-out deal as quickly as possible."To all those looking to Germany again in these days and expecting a solution in one go, to all those trying to convince Germany about eurobonds, stability funds, European deposit guarantee schemes, more billions and many other things I say: yes, Germany is strong, Germany is the economic engine and a stability anchor in Europe.""But even Germany's powers are not unlimited. That is why our special responsibility as Europe's largest economy is to use these powers in a credible way... not to overestimate them, but to move step by step on our path to a political union."The step-by-step approach she has become renowned for since the crisis began three years ago is once again being challenged by the markets. Spain's borrowing costs on Thursday spiked above seven percent - a rate at which Greece, Portugal and Ireland were forced to seek a full-blown bail-out.Merkel said Spain was doing the "right things", but it still had to deal with the fallout of a burst real estate bubble created by "irresponsible actions in the past ten years."She said it was good that Spain announced its intention to seek a eurozone bail-out of up to €100bn for its cash-strapped banks, but insisted that "the sooner this request is made, the better."Spanish newspaper El Mundo earlier this month reported that Merkel had pressured the previous government of Jose Luis Zapatero several times to accept a bail-out. Not going the full way has backfired, as ratings agencies downgraded Spain close to 'junk' status, citing lack of clarity over the aid.Spanish finance minister Luis de Guindos on Thursday admitted that the current borrowing costs are "not a situation that can be maintained over time... and I am convinced that we will continue to take more measures in the coming days and weeks to help bring it down."But Merkel also used the Spanish situation as an example for the failure of Europe's recently created banking authority (EBA), which gave a clean bill of health to the Spanish banks just six months before they started unravelling.She said the European Central Bank should instead take on a "stronger role with supervisory competences, so as to protect us from delaying problems due to national influences.""We need a credible banking supervision," she stressed.Handelsblatt on Friday reported on plans to be tabled at the 28-29 June summit beefing up the ECB which would basically strip the London-based EBA of any authority. BRUSSELS - The European Commission on Friday (15 June) was accused of censorship for omitting from a report on men's health issues such as homosexuality, condom use, divorce and suicide. The commission, for its part, denies any wrongdoing.The 2011 report was commissioned, according to the tender, in order “to identify gaps of information and data relating to men's health ... and identify any options for action at national or EU level."An “extended” version of the final report gives a detailed account of “the state of men’s health in Europe,” ranging from cardiovascular disease to dental caries to gender identity disorders.A shorter, more accessible version, however, leaves out the latter, as well as parts on sexual behaviour and condom use, divorce, suicide, and a whole chapter on problems of the male reproductive system. A two-page leaflet is also silent on these issues.“I think it is censorship,” Svend Aage Madsen, chief psychologist at the Copenhagen University Hospital and co-author of the report, told EUobserver.“It is taking away things so that people do not see it.”The decision is particularly hazardous, he said, since it is the short report - not the long one - that is printed on paper, distributed, and read by policymakers. The 400-plus pages of the long report are only available online.“If you don’t talk about the reproductive system or divorce - a main cause of ill health for men - you put men’s health in danger,” he said.“And if you don’t talk about homosexuality and the particular health-related issues, you discriminate,” he added.Madsen and his colleagues had themselves already produced a shorter version of the report. BRUSSELS - The future of controversial anti-counterfeit treaty Acta remains uncertain as MEPs on the European Parliament’s International Affairs committee weigh up whether to approve or reject the deal.Four European Parliament standing committees have come out against the treaty, but the International Trade committee, is responsible for presenting the assembly’s recommendation.It is set to adopt its position on Thursday (21 June). David Martin, the British centre-left MEP tasked with drafting Parliament’s response on Acta, is urging the committee to reject the deal. However parliament sources suggested that the vote could be tighter than previously thought.Both the centre-right EPP group, which is comfortably the largest party group in Parliament, and the eurosceptic ECR group, are proposing rival amendments to keep Acta alive. A full Parliamentary vote in Strasbourg would then be held in July.Although Digital Agenda Commissioner Neelie Kroes appeared to admit defeat on Acta during a speech on internet freedom in Berlin last month, MEPs have come under mounting pressure from the commission and pro-Acta lobby groups over the last month to delay their decision until the European Court of Justice (ECJ) releases its legal opinion on the treaty.
International Trade Commissioner Karel De Gucht, who led the EU’s negotiating team, will speak in favour of Acta before MEPs take their vote. He referred the treaty to the Luxembourg-based Court in March calling for clarification that it does not compromise EU laws on data privacy.Swedish MEP Christofer Fjellner, the EPP spokesman on Acta in the committee, has proposed an amendment for parliament to ratify the treaty. Justifying his stance, Fjellner insisted that “the ACTA agreement provides a useful basis to (the) fight against counterfeit products and ensures an adequate protection of consumers and companies alike.”
Meanwhile, Syed Kamall, a member of the ECR group, is urging the committee to suspend its decision until after the court has delivered its opinion. Both political groups are said to view a delay as a compromise to avoid a full veto. The parliament’s Liberal and Green groups, along with the Socialists, have stated their intention to reject the deal.In a move indicating that EU governments are preparing to take out the most controversial elements of the treaty in a bid to pacify MEPs, German Justice Minister Sabine Leutheusser-Schnarrenberger suggested in a recent interview that Acta could be salvaged by removing the provisions on copyright from the treaty.Ministers and EU officials are aware that any re-negotiation of Acta would require the consent of existing signatories to the treaty, including the US, Japan and Australia.However, internet freedom campaigners remain unconvinced that the treaty can or should be saved.Joe McNamee, director of pan-European digital rights campaign group EDRI, insisted that a “cherry-pick” approach would fail. “[This] wouldn’t solve the problem that the safeguards are almost all sophistry, smoke and mirrors.”“Either the renegotiation would be so superficial as to fail to solve ACTA’s many problems, or it would involve the same exclusionary approach as the first negotiation”, he told this website.

Greece in international spotlight as it heads to polls

BRUSSELS - Europe is in wait-and-see mode as Greeks head to the ballot boxes for a vote that is set to determine the future of their country in the eurozone.At stake on Sunday (17 June) is whether Greeks believe they will have to carry on enduring austerity measures in return for EU-IMF cash or whether there is a chance to fundamentally rewrite the rules.Parties espousing either side of the argument were almost neck-and-neck when official polls stopped at the beginning of June.The leading centre-right New Democracy party, headed by Antonis Samaras, says it will seek concessions on the tough conditions attached to the latest €130m bailout - with Greek society already teetering under the social welfare and wage cuts and rising unemployment - but will essentially stick with the programme demanded by Greece's creditors.But it is radical left party Syriza that has attracted much of the attention both inside and outside Greece. Its leader Alexis Tsipras has promised to scrap the programme entirely. He says he will replace it with a national plan to achieve a balanced budget that would focus on raising taxes, rather than cuts.
Greece's euro partners regard Tsipras with alarm. They say Athens must honour its previous commitments otherwise the money will stop flowing. This would push Greece into default and probable exit of the single currency.Greeks went to the polls just six weeks ago. But the results proved inconclusive when no governing coalition could be formed. It was the date that the rest of the Europe work up to the Syriza party, which, speaking to austerity-weary Greeks, scooped second place with 16.8 percent of the vote.Since then EU leaders have been obliquely warning Greeks about the potential consequences of their vote on Sunday. They say they want Greece to remain in the euro, but that it cannot be at any price.Tsipras, for his part, has been calling his euro partners' bluff. He has regularly told supporters that the eurozone will not let Greece go because the political, social and economic consequences would be too high.The uncertainty has been making markets more jumpy than ever and has contributed to driving up borrowing costs in Spain and Italy. Meanwhile banks in Greece are reporting a steady withdrawal of millions of euros in savings every day.
Although politicians outside Greece are avoiding overt statements on Sunday's election, plans are being made for the worst case scenario. Member states have been discussing the extent to which they can impose capital controls and border checks should Greece leave the eurozone.Central banks around the world have been preparing for shock market reaction to the election outcome by ensuring liquidity.The polls open at 6am Brussels time and close 12 hours later. The first exit polls are expected to be released soon after voting finishes.

US official: Russia sends troops to Syria as peace hopes fade JUNE 15,12

NBC's Jim Miklaszewski reports that a Russian military ship carrying troops is on its way to Syria to protect a Russian deep water port.By Jim Miklaszewski, NBC News, and msnbc.com news servicesRussia is sending armed troops to Syria amid escalating violence there, United States military officials told NBC News Friday, in a move certain to frustrate Western efforts to put pressure on the regime of President Bashir Assad.Moscow has sent a ship carrying a small contingent of combat forces to guard Russia’s deep-water port and military base at the Syrian city of Tartus, the US officials said.The U.S. officials also said Russia has not sent additional attack helicopters to the Syrian government, but replacement parts for the Russian helicopters the Syrians are already flying.Days before President Barack Obama's meeting with Russian President Vladimir Putin, there has been a war of words between the U.S. and Syria's longtime military supplier. NBC's Andrea Mitchell reports.It comes after the conflict was declared by France on Wednesday to be a full-blown civil war.The head of the U.N. observers in Syria said Friday a recent spike in bloodshed is derailing the mission to monitor and defuse more than a year of violence and could prompt the unarmed force to pull out. <br>
"Violence over the past 10 days has been intensifying willingly by the both parties, with losses on both sides and significant risks to our observers," Maj. Gen. Robert Mood told reporters in Damascus. "The escalating violence is now limiting our ability to observe, verify, report as well as assist in local dialogue and stability projects." Tartus is one of Russia’s most strategically-important assets, giving it military access to the Mediterranean Sea.Russia and China, both permanent members of the U.N. At a news conference after talks with his Iraqi counterpart, Lavrov said he had seen reports saying U.S. State Department spokeswoman Victoria Nuland had suggested Washington and Moscow were discussing a post-Assad strategy in Syria. "If that was really said then it's not true," Lavrov said. "Such discussions are not being held and cannot be held, because to decide for the Syrian people contradicts our position completely.
"We do not get involved in overthrowing regimes - neither through approval of unilateral actions by the U.N. Security Council nor by participation in any political plots." Nuland was asked at a news conference on Thursday whether the United States and Russia were discussing a transition of power similar to that seen in Yemen last year, in which President Ali Abdullah Saleh was replaced by a deputy. "We are continuing to talk about a post-Assad transition strategy in that context," she said.Government forces in Syria have driven rebel fighters out of the town of Haffa near the Turkish border and are now allowing UN monitors to enter the area. NBC's Richard Engel reports.Lavrov said any broad international talks on Syria must include Iran and must only address ways to create conditions for a political dialogue in Syria - not the content of that dialogue or preconditions such as Assad's exit. Russia, which has come under increasing criticism from the West for arms deliveries to Syria, responded to U.S. Secretary of State Hillary Clinton's allegations that attack helicopters were on the way from Russia to Syria. In a statement on the Foreign Ministry website, Russia said it had made no new deliveries of military helicopters to Syria but under old contracts it had repaired helicopters sent to Syria "many years ago". "There are no new deliveries of Russian military helicopters to Syria. All arms industry cooperation with Syria is limited to a transfer of defensive arms," the ministry said on its website. "As regards helicopters, planned repairs of (helicopters) delivered to Syria many years ago were conducted earlier," it said. It did not say when they had been repaired or, if they were repaired in Russia, when they were returned to Syria.
Inside Syria: War-torn city of Homs scarred by violence, riddled with fear
Syria's ambassador to Russia said on Thursday Russia had not sent new attack helicopters to Syria.
Russia says it is fulfilling existing contracts for air defense systems against external attacks. President Vladimir Putin, due to meet U.S. President Barack Obama next week, said the weapons Russia sends could not be used in civil conflicts. A source close to Russia's arms exporting monopoly Rosoboronexport said Clinton's comments may have referred to helicopters sent to Russia in 2009 for repairs and which may be on the way back to Syria. The source said on Wednesday at least nine Mi-25 helicopters were sent to Russia's Baltic exclave of Kaliningrad to be repaired by Oboronservis, owned by the Defense Ministry. Russia delivered three different missile systems including Bastion anti-ship missile units and another anti-aircraft system to Syria last year. At least two ships carrying Russian weapons have reportedly travelled to Syria since the beginning of the year, though possibly not on behalf of state arms exporter Rosoboronexport. Both Syrian sides intensifying violence - UN monitor


MOSCOW/BEIRUT (Reuters) - Both rebels and forces loyal to President Bashar al-Assad are intensifying violence in Syria and striving for military gains rather than peaceful transition, the chief U.N. monitor in Syria, Major-General Robert Mood, said on Friday.Russia dug in further against Western pressure to discuss a post-Assad Syria, and France's foreign minister said Paris was considering whether to equip rebels with communications equipment to encourage a "stronger revolt".At least 34 people were killed in Syria on Friday, said the British-based Syrian Observatory for Human Rights, most of them by Assad's forces. The group, which has a network of activists across Syria, said the death toll included at least six members of Assad's forces who were killed in clashes with rebels."Violence over the past 10 days has been intensified, again willingly by both parties, with losses on both sides and at significant risk to our observers," Mood told reporters in Damascus."There appears to be a lack of willingness to see a peaceful transition. Instead there is a push towards advancing military positions."In Moscow, Russian Foreign Minister Sergei Lavrov said discussions regarding a political transformation in Syria after Assad "are not being held and cannot be held, because to decide for the Syrian people contradicts our position completely"."We do not get involved in overthrowing regimes - neither through approval of unilateral actions by the U.N. World powers are deeply divided over Syria, with Russia and China - both permanent members of the U.N. Security Council and holding vetoes - blocking efforts by Western powers to condemn Assad or call for his removal after 15 months of bloodshed.French Foreign Minister Laurent Fabius said his country still supported the UN-backed peace plan brokered by international envoy Kofi Annan."But we are also considering - and the Americans have done this - not giving weapons but providing communications equipment so that a stronger revolt develops among the population," said Fabius.His spokesman appeared to play down the comments, saying it was important for Syrians to have communications tools so they could be warned if tanks were heading toward their cities, but adding no decision had been taken yet.Violence has surged in recent weeks after government forces and allied militia launched offensives to regain territories controlled by the opposition, and rebels abandoned a ceasefire negotiated by international envoy Kofi Annan.Turkish President Abdullah Gul said his worst fears were being realized in Syria."Our biggest fear was to reach this point that we are in today, it is almost at a state of civil war. CAIRO (Reuters) - Denouncing a "coup" by Cairo's shadowy military rulers, Egyptian liberals and Islamists said on Friday the dissolution of a first freely elected parliament has thrown the country back into turmoil 16 months the overthrow of Hosni Mubarak.Faced with more evidence that the generals who pushed aside Mubarak to appease a popular revolt will not let an Islamist movement they oppressed for decades simply sweep to power, the Muslim Brotherhood warned of "dangerous days" ahead and some compared it to the start of Algeria's civil war in 1992, when its army cancelled an election an Islamist party was winning.But on the eve of a presidential ballot that may install a Mubarak protege as head of state, few took to the streets and the most potent force opposing the army, the Brotherhood, has urged Egyptians to set aside doubts on its Islamist agenda and support its candidate on Saturday to thwart the old guard."All the democratic gains of the revolution could be wiped out and overturned with the handing of power to one of the symbols of the previous era," the Brotherhood said after supreme court judges appointed under Mubarak voided the voting that had given it and hardline Islamist allies a legislative majority.Yet few analysts saw violent confrontation any time soon.The ruling seemed to many to reflect unease on the ruling military council that a presidential win for the Brotherhood's Mohamed Morsy over former general Ahmed Shafik could sink its hopes of retaining army influence over a civilian leadership to which the council, the SCAF, promises to hand power by July 1.But the Brotherhood, wary of giving any grounds for legal challenges to its bid for the presidency, did not call members on to the streets. Those few who did gather, from secular and other Islamist groups, numbered barely in the hundreds at Tahrir Square in Cairo, birthplace of the revolution, and other sites.
A weariness of chaos and recurrent violence among many of the 82 million Egyptians - as well as worries fueled by hardline Islamist violence in Tunisia, whose revolt inspired the one in Egypt - may have bolstered popular support for Shafik, who served for a month as Mubarak's last prime minister.
PROLONGING UNCERTAINTY
Most troubling for many, including foreign investors who have seen Egypt's economy ravaged by disruption and a slump in tourist revenue, may simply be the continuation of uncertainty."Whatever the ultimate outcome of these events, the political and policy-making process has been complicated, delaying the likely implementation of the comprehensive macroeconomic and structural reforms needed to kick-start recovery and ease financing strains," said Richard Fox at Fitch Ratings, explaining a downgrade to junk status of Egypt's debt.And in Washington, a State Department spokeswoman voiced dismay: "We are troubled that yesterday's court ruling did appear to dissolve ... this independent parliament," she said. "If ... this set of parliamentary elections has to be re-run, we want that as quickly as possible and we don't want it to hold up the turning over of power by the SCAF to elected Egyptians."The European Union also stressed it wanted the legal and political uncertainties sorted out "as soon as possible" and urged all sides to ensure a peaceful, fair presidential ballot.Enjy Hamdy of the April 6 movement which coordinated pro-democracy protests against Mubarak said: "This all must be seen as a military coup, an attempt by the army to stay in power longer to protect their interests, which we will not accept."But divisions between liberals and Islamists - highlighted by the splitting of votes among presidential contenders in a first round ballot in May - have hampered efforts to draw up a new constitution and leave many facing a unpalatable choice on Saturday and Sunday between two extremes in Egyptian politics.
NOT ALGERIA
Bloodied by Mubarak's security forces in the 1990s, at a time when Algeria's electorally thwarted Islamists were waging a full-scale war that killed some 150,000 people, the 84-year-old Brotherhood has since fought shy of overt confrontation and many doubt whether it would challenge the army with force."We are going to be hearing the word Algeria a lot more in the coming days. This is similar to what happened," said Shadi Hamid of the Brookings Doha Center. But he added: "I don't think we are going to see an outbreak of systematic violence.""It's a huge dilemma for the Brotherhood, how they react," said Nathan Brown of the Carnegie Middle East Program."Do they call for a showdown? Or do they settle for the best they can get? These signals we are seeing probably tilt towards dusting themselves down and moving on," he said, adding that the Brotherhood could not count on support from other opposition groups if it confronted the army as many of those who challenged Mubarak were now "as scared of the Brotherhood as the military".
FRESH START?
Some liberals even welcomed the latest twist from the judges, hoping for better representation in a new parliament."The electoral law was flawed and brought in a flawed parliament," Ziad Bahaa-Eldin, a legislator from the Social Democratic Party, said on his Facebook page. "Parliament had lost much of its stature and credibility ... because of the Islamist parties' misuse of the majority they enjoyed."Yet with no agreement on how to write a new constitution, no legislature and possibly a head of state who is, again, a former general and product of the armed forces which retain a grip on the economy, many question the military's good faith.
The constitutional court ruled that the election to parliament had failed to observe legal guidelines and rejected a challenge to Shafik's right to run in the presidential ballot.On top of a new decree empowering the military to arrest civilian protesters, these dismayed many who thought the fall of Mubarak would end six decades of effective army rule.Many spoke of deep anxiety, but also with defiance.Wael Ghonim, the Google executive whose arrest during last year's protests rallied the opposition, tweeted: "The only thing that will make us go back to living in fear, oppression and silence is a time machine - they haven't invented that yet."
A few dozen protesters prayed on Tahrir Square. One young man distributed flyers calling on people to cast blank ballots on Saturday: "No to the army, no to the Brotherhood," it read.
VOTE-RIGGING FEAR
Morsy pledged to press ahead with his presidential bid regardless of the court rulings and warned against foul play of the type that was typical of elections in Mubarak's days."If there is any fraud, there will be a huge revolution against the criminals ... a huge revolution until we realize the complete goals of the January 25 revolution," he said, referring to the date of the start of the uprising against Mubarak last year.
But the suggestion that Shafik, a former air force commander like Mubarak, might win thanks to fraud overlooks the success of his tough law-and-order message and secular credentials.To its critics, the Brotherhood's inability to rally a revolutionary coalition behind Morsy betrays an arrogance and lack of compromise that has put off many of the Egyptians who respected its pledges to tackle corruption and work for social justice and who handed it a commanding position in parliament.The future could scarcely be less clear."The SCAF ... may look to have won this seemingly decisive round. But it's not the endgame. It's only the beginning of a new phase of a horribly mismanaged 'transition' that is coming to its well-earned end," said Marc Lynch, associate professor at George Washington University, in a Foreign Policy magazine blog.
But referring to history, including the army's crushing of the Brotherhood in 1954, he asked: "What's next?
"A replay of Algeria in 1991? A return to January 25, 2011? Back to 1954? A return to the petulant slow fail of latter-days Mubarak? An alien invasion using nano-weapons and transgalactic wormholes in the pyramids? Tropical storm Carlotta aims at Mexico Pacific coast

MEXICO CITY (Reuters) - Tropical storm Carlotta strengthened off Mexico's Pacific coast on Thursday and was expected to become a hurricane on Friday, the U.S. National Hurricane Center said.Carlotta, the third named storm of the Pacific hurricane season, is set to graze the coastline south of tourist city Acapulco and pass north of Mexico's largest oil refinery.State oil company Pemex said it was monitoring the storm and the 330,000 barrel per day (bpd) refinery was operating normally on Thursday.Carlotta's path is far from the Baja California resort of Los Cabos where world leaders are set convene next week for the Group of 20 leaders of top economies on June 18-19.With maximum sustained winds of 45 mph, Carlotta was 590 miles southeast of Acapulco and was moving northwest at 9 mph, the Miami-based center said.The Mexican government issued a hurricane watch from east of Salina Cruz to Barra de Tonala, and west of Punta Maldonado to Acapulco.The storm could dump up to 12 inches (300 mm) of rain in the affected areas and cause dangerous storm surges, the center said. "These rains could cause life-threatening flash floods and mudslides," it said.Authorities in the Baja California peninsula preparing for the G20 summit said the airport in Los Cabos, expecting an influx of delegations from around the world, was still open."We are following developments, but at the moment there is no alert," said Salvador Banaga, head of Los Cabos' emergency services. "We are expecting the biggest impact to be in the southeast part of the country. Up here it won't be that bad."In 2002, Hurricane Kenna hit south of Los Cabos while the city was hosting an international meeting of the 21-member Asia Pacific Economic Cooperation (APEC). Damage from Texas hail storms could top $400 million

DALLAS (Reuters) - Several strong thunderstorms cut a swath through North Texas late on Wednesday, with baseball-sized hail stones smashing everything from car windshields to the marquee of a landmark East Dallas movie theater.The hail storms were the worst in the North Texas and Dallas area since April 2003, the National Weather Service said on Thursday.The storms likely caused hundreds of millions of dollars in insured losses, and may even top the $400 million in losses from a series of tornadoes two months ago, the Insurance Council of Texas said on Thursday.No serious injuries were reported.Two intense storms swept through the Dallas area late on Wednesday afternoon and lasted more than three hours before tapering off, said Jason Dunn, a meteorologist with the National Weather Service."This was definitely a multimillion-dollar hail storm," Dunn said. "A lot of car windshields were blown out and roofs damaged in Dallas."Three people were hurt when the storm flipped over a mobile home in Fannin County northeast of Dallas, the National Weather Service said. The three were treated in hospital and released, said Fannin County Emergency Coordinator Darrell Brewer.Hail smashed the marquee of the landmark Lakewood Theatre in East Dallas. A glass sculpture by artist Dale Chihuly at the Dallas Arboretum suffered minor damage, arboretum officials said.The storms also shredded trees and blanketed streets with downed limbs and leaves.
