MKs and ministers in coalition parties strongly criticized Defense Minister Ehud Barak for giving his go-ahead to the eviction, and several called to restrict his powers.Barak approved the violent expulsion despite a request from Prime Minister Binyamin Netanyahu to delay eviction until the legal facts could be determined.Deputy Minister Leah Nass of Likud called Barak’s decision an outrage and accused the defense minister of ignoring the buyers’ human rights.Citizens in the state of Israel must not be treated this way, Nass said.Minister Limor Livnat of Likud accused Barak of overstepping his bounds. We should all remember that this is a Likud government, not an Independence government,she said.Barak is disturbing the peace in Hevron, not preserving it, Minister of Diaspora Affairs Yuli-Yoel Edelstein (Yisrael Beiteinu) accused. I call on the Prime Minister to take over authority over Judea and Samaria from Barak, in order to maintain the delicate balance of life there,he said.Minister of Science Daniel Hershkowitz, head of the Bayit Yehudi party, expressed displeasure as well. Barak is ignoring the will of the majority of Israelis, he said. His authority in Judea and Samaria must be taken away, Hershkowitz said.

The Prosecutor for the International Criminal Court in The Hague announced Tuesday that he rejected a complaint filed by the PA against Israel for alleged war crimes during Operation Cast Lead in Gaza in 2009.The prosecutor explained that only states can file a complaint with the International Criminal Court.The Palestinian Authority is only an observer at the United Nations and not a member state.The prosecutor's office noted that, for its purposes, the recognition of Palestine by 130 countries and several international organizations, including UN organizations, was immaterial.

The decision brings an end to a PA bid launched on 22 January 2009 to gain defacto recognition by the ICC by granting the Hague jurisdiction over the territory of Palestine.The PA's declaration purported to invoke Article 12 (3) of the Rome Statute, which specifically enables a state which is not a party to this Statute to request that the ICC exercise its jurisdiction on an ad hoc basis with respect to an alleged crime in that state’s territory, or involving its nationals.The Foreign Ministry responded to the decision,Israel notes the decision of the Prosecutor International Criminal Court, that it does not have jurisdiction to hear complaints from the PA at this time.Israel made it clear from the beginning that the ICC had no jurisdiction to hear such complaints and welcomes the prosecutor’s decision to that effect,it added.ICC authority is derived from the Rome Statute. In 2002, both the United States and Israel, unsigned the Rome Statute, indicating that they no longer intend to become states parties and, as such, they have no legal obligations arising from their signature of the statute.

Israeli officials have stated they have deep sympathy with the goals of the ICC, but are concerned that political pressure on the Court would lead it to reinterpret international law or to invent new crimes.It cites the inclusion of the transfer of parts of the civilian population of an occupying power into occupied territory as a war crime as an example of this trend, while at the same time disagrees with the exclusion of terrorism and drug trafficking.Israel sees the powers given to the prosecutor as excessive and the geographical appointment of judges as disadvantaging Israel, which is prevented from joining any of the UN Regional Groups.In other words, the PA's declaration to the Office of the Prosecutor amounted to an official request to confirm that the PA can be considered a state for purposes of ICC jurisdiction.

Forecast: eurozone recession to end in spring

BRUSSELS - The national statistics offices of France, Germany and Italy on Tuesday (3 April) jointly forecast that the eurozone recession will end in spring, with meagre growth projected in the summer.The institutes said the eurozone contracted by 0.2 percent of GDP in the first three months of this year after a 0.3 percent recession in the last quarter of 2011. In the coming three months, the eurozone is expected to have zero growth, followed by feeble growth of 0.1 percent in the summer, as exports accelerate.Fiscal consolidation and deteriorating labour market conditions will weigh on household consumption, the institutes warned.Activity will gain slowly, but growth will stay weak,they said, noting that with more confidence having returned to the financial sector, it should be easier to take up loans.But investment is likely to remain sluggish,they added.Finally, oil prices have increased since the start of 2012, thanks to geopolitical troubles, and further increases cannot be excluded.Meanwhile, Italy's austerity measures introduced by the highly praised technocrat Prime Minister Mario Monti are starting to have an effect.

The country's gross domestic product contracted by one percent in the first quarter compared to the last three months of 2011, according to an estimate from the Confindustria business lobby.With austerity, one doesn't grow, industry minister Corrado Passera said Tuesday in Rome.Outside the eurozone, Britain's economy has started to grow again and avoided a double-dip recession, the country's chambers of commerce said Tuesday.Growth is predicted at 0.3 percent in the first three months of 2012, after a contraction of 0.3 percent in the last quarter of 2011. A double-dip means two successive quarters of recession.

COPENHAGEN - EU ministers are hopeful their decision to raise the combined ceiling of two eurozone bail-out funds to €700 billion will be enough to secure an increase in contributions from the International Monetary Fund (IMF).A two-day meeting of EU finance ministers in Copenhagen ended on Saturday (31 March) with renewed appeals to foreign countries to step up their contributions to the IMF war chest.It's important to ensure the IMF has sufficient resources to play its systemic role in the global economy, Danish economy minister Margrethe Vestager told a press conference after the meeting.She said the decision by eurozone ministers is very important in this respect. What we are hoping for is an agreement in Washington later this month when the IMF board is to decide on an increase in its own lending capacity.IMF chief Christine Lagarde was quick to welcome the EU deal, suggesting this would pave the way for a boost in her institution's resources.The combined ceiling of the eurozone bail-out funds, along with other recent European efforts, will strengthen the European firewall and support the IMF’s efforts to increase its available resources for the benefit of all our members,she said in a press statement.

But Canada immediately poured cold water on the idea. It said the deal was insufficient and suggested IMF money should be used to rescue poor countries rather than the eurozone.We think the primary role of the IMF is, and ought to be, supporting the poorer countries of the world, and those countries do not include European countries, which are among the wealthier countries in the world,finance minister Jim Flaherty told reporters in Toronto on Friday.The IMF currently has a lending capacity of $380 billion and aims to boost its coffers to cover an estimated $1 trillion in funding needs over the next two years. But getting countries like Brazil, China, India and even the US and Canada contribute to that increase when part of the money is to be channelled back to the eurozone is proving difficult.
Eurozone ministers on Friday re-affirmed their commitment to pay €150 billion in bilateral loans to the IMF, but non-euro EU countries who should come up with another €50 billion have so far failed to pledge exact figures. The UK is particularly reluctant to contribute.In addition, the leaders of Brazil, Russia, India, China and South Africa last week warned that the only way they would agree to an IMF increase is if the voting system - currently favouring Europeans and Americans - is changed.Meanwhile, Financial Times columnist Wolfgang Munchau discouraged non-European countries from boosting the IMF reserves because the eurozone firewall is still not big enough.The G20 should tell the eurozone that Friday’s deal is unacceptable. It is unreasonable to expect the rest of the world to make up the rest, especially given the negative impact of the eurozone’s austerity programmes on the rest of the world. The G20 should instruct the eurozone to return to the negotiating table.

UNITED NATIONS (Reuters) - The success or failure of Kofi Annan's peace plan for Syria will depend largely on how willing Russia is to keep sustained pressure on a government that Moscow is determined to protect from Western calls for regime change.
Even if, as expected, Syrian President Bashar al-Assad fails to comply fully with an April 10 deadline to halt military operations and pull its army out of population centers, U.N. diplomats say Annan will keep pushing Russia and China to help him pressure Damascus to end the year-long conflict.The former U.N. secretary-general, now an envoy for the United Nations and the Arab League on Syria, told the 15-nation Security Council on Monday the Syrian government had agreed for the first time to a deadline to halt fighting by April 10, to be followed by an end of rebel operations within 48 hours. The council hopes to endorse the deadline formally soon.Russia has endorsed the April 10 deadline, and said Assad's government should take the first step toward a cease-fire. While Moscow still staunchly opposes outside intervention in the Syrian conflict, diplomats and observers said its position has shifted toward putting more pressure on Damascus.It is difficult to find a U.N. official or diplomat in New York who believes Assad will fully keep his word, since he has failed to keep all previous promises to halt his assault on pro-democracy demonstrators and rebels.U.S. Ambassador to the United Nations Susan Rice, president of the Security Council this month, summed up the atmosphere of skepticism prevailing among Western powers on the council.The United States is concerned and quite skeptical that the government of Syria will suddenly adhere to its commitments,Rice told reporters on Tuesday.In the event that it does not, we will be certainly consulting with colleagues on the Security Council as to what are appropriate next steps.What next steps could those be? In theory, the council could impose sanctions on Damascus or even authorize military intervention to protect Syrian civilians as it did last year in the cases of Libya and Ivory Coast.

But Russia, supported by China, has made clear that it opposes U.N. sanctions and will never back military force to topple the Syrian government. Moscow and Beijing have twice vetoed resolutions that condemned Syrian military assaults on protesters and hinted at the possibility of sanctions.Still, if Annan reports to the council that Assad has failed to comply with the deadline and urges it to pass a resolution to pressure Damascus to implement his six-point peace plan, it would be difficult for Russia to ignore such a request.Annan's plan calls for an end to the fighting and dialogue between the government and opposition aimed at initiating a political transition. It falls short of an Arab-League plan calling for Assad to step aside, a proposal Damascus and Moscow vehemently rejected.All the while, the body count in Syria continues to rise. The United Nations says the Syrian army has killed more than 9,000 people while Damascus blames rebel armed groups for the death of some 3,000 members of the security forces.Opposition activists accused Syrian troops of shelling two cities on Tuesday in a campaign to weaken forces fighting Assad's government before the ceasefire deadline. Rebel fighters also kept up their attacks, killing three soldiers in separate actions in northern Syria.

RUSSIA LOSING PATIENCE WITH ASSAD

Russia has repeatedly accused the United States and Europe of tricking it in March 2011 into abstaining on a council resolution authorizing military force to protect Libyan civilian so that NATO could help rebels topple leader Muammar Gaddafi.Russia has three goals at the moment, a senior Western diplomat said.To punish the West for Libya, to show that it is a diplomatic power that can't be ignored, and to protect its naval port in Syria. These three goals are very important.But Russia, which has its only warm-water naval port outside the former Soviet Union in Syria, has grown increasingly frustrated with Damascus and its failure to end an uprising that began over a year ago and has expanded to the point that the country is on the brink of civil war.Speaking on condition of anonymity, a U.N. diplomat who has been following Syria closely said there had been a major shift in the Russian position. They have very clearly had enough of the prevarication and intransigence from the Syrian regime.A senior U.S. official described Moscow's support for the deadline as an important shift.What this is doing is preventing him (Assad) from running out the clock, and to do that they had to put a certain date on it,the U.S. official said.

Several Western diplomats said Russian Foreign Minister Sergei Lavrov had privately told several of his European counterparts that Assad would probably be ousted, but someone from his minority Alawite inner circle - the Alawites are a Shi'ite offshoot - would step in and keep Assad's policies.Russia believes regime change in Syria would result in an Islamist regime after a great deal of bloodshed,a senior diplomat said.They would rather keep the current government roughly in place, with or without Assad.Georgy Mirsky, a Russian Middle East expert, echoed this view. He said Moscow hopes Assad will stay in power but is hedging its bets to prepare for any outcome, improve its image, and retain diplomatic clout. He said Russia's support for Annan's peace plan and for the demand that government forces take the first ceasefire step did not mean Moscow had abandoned Assad or would pressure him to withdraw from areas that could fall under control of his foes.Of course Russia wants the Assad government to stay, but it is not quite sure of his survival,said Mirsky, chief research fellow at Moscow's Institute of World Economy and International Relations. A few months ago, if you asked a Russian official, he would tell you there's no doubt that very soon it will all be over and the rebellion will be crushed. U.N. ceasefire moves fail to deter Syria violence

BEIRUT (Reuters) - At least 70 people were killed in intense fighting in Syria over the past 24 hours, activists said on Wednesday, despite the imminent arrival of a U.N. team to discuss a possible mission to monitor a ceasefire set for next week.
Western powers were seeking U.N. Security Council endorsement of envoy Kofi Annan's deal with Syrian President Bashar al-Assad for an April 10 withdrawal of military forces, to be followed within 48 hours by a ceasefire by rebel forces.Let me say that from the U.S. point of view, and I think the point of view of many member states, what we have seen since April 1 is not encouraging, U.S. ambassador to the United Nations Susan Rice said.If Assad uses the next seven days to intensify the violence, Rice said, the Security Council would need to respond urgently and seriously.Human rights group Amnesty International said it had counted 232 deaths since Syria accepted Annan's proposals on March 27.The evidence shows that Assad's supposed agreement to the Annan plan is having no impact on the ground,it said.
Nevertheless, an advance party from the U.N. peacekeeping department was due in Syria shortly to discuss deploying a team of around 250 observers to monitor a ceasefire. It is headed by Norwegian General Robert Mood, Annan's spokesman said.

The opposition Syrian Observatory for Human Rights, a British-based monitor which collates reports from inside Syria, said 58 civilians and 18 soldiers were killed on Tuesday.It said 20 civilians died in Homs province, including 15 killed in bombardment, shooting and sniper fire in Homs city.In Idlib province, 20 civilians and seven soldiers were killed in clashes in Taftanaz village, east of Idlib city. Rami Abdulrahman, head of the SOHR, said rebel fighters had hit at least two of the tanks bombarding the village.The Syrian state news agency SANA said several terrorists and three security men were killed in Taftanaz.Armed terrorist groups ... were attacking citizens, and perpetrating acts of killing, kidnapping and planting explosives,it said.At a poultry farm in a Dir Baalba orchard (Homs province), the terrorists killed a number of citizens in cold blood, mutilating and burning their bodies after kidnapping them. The terrorists also killed four women at one house in the same neighborhood after storming it,SANA said.Accounts of the violence can be difficult to verify because Syria's government restricts access to independent journalists.Annan's peace plan is the latest international effort to end a year of bloodshed that began with peaceful protests against Assad's authoritarian rule. The envoy presented it to the Syrian leader on March 10 and got a positive reply 16 days later.But his acceptance of a troop withdrawal has met skepticism among the Syrian opposition and its Western and Arab supporters.Some analysts predict that huge numbers of Syrians would fill the streets to demand Assad's resignation if the threat of armed repression were lifted. Millions will start demonstrating and Assad can't afford to see this,said Randa Slim, from the Middle East Institute in Washington.

A video said to have been filmed in Damascus on Tuesday night showed a line of fire, probably from burning tires, cutting off six lanes of traffic on a downtown expressway.The United Nations estimates Assad's forces have killed more than 9,000 people in the past year, while the government says about 3,000 security personnel have been killed by insurgents.France said it would hold a meeting in the next two weeks to discuss sanctions on Syria to ensure they are implemented ahead of the next Friends of Syria meeting due to be held in Paris.There is a final date of April 10, but it's from now that Mr Assad must begin implementing the immediate measures he has committed to,Foreign Ministry spokesman Bernard Valero said.If the regime continues its refusals, its massacres, then it will be pouring scorn on and insulting the entire international community, he said.But Syria's ally Russia again attacked the Friends of Syria group of Western and Arab nations who met in Istanbul at the weekend, saying it was undermining Annan's peace mission.Everyone has supported Kofi Annan's plan, but decisions at the Friends of Syria group meeting aimed at arming the opposition and at new sanctions undermine peace efforts, state-run Itar-Tass quoted Foreign Minister Sergei Lavrov as saying.Lavrov said that even if the opposition is armed to the teeth, it will not defeat the Syrian army. There will be slaughter for many years.

The Syrian news agency SANA said Foreign Minister Walid al-Moualem met the president of the International Committee of the Red Cross, Jakob Kellenberger, and agreed on a cooperation mechanism for humanitarian assistance. It gave no details.Kellenberger was due to visit the southern city of Deraa near the border with Jordan on Wednesday. Iran proposes Iraq, China as nuke talks venue

TEHRAN, Iran (AP) — Iran's foreign minister said Istanbul remains an acceptable location for talks with world powers over Tehran's nuclear program, but noted Wednesday that his country has proposed other venues — such as Iraq or China — for the negotiations scheduled to start next week.The suggestions of alternative sites raised the possibility of complications to get talks under way as expected on April 13 between Iran and envoys from the five permanent U.N. Security Council members and Germany. It also could bring accusations of stall tactics by Iran's leaders.Iran's foreign minister, Ali Akbar Salehi, said Istanbul was Iran's first choice as a venue. It has now been publicly cited by the U.S. and others as the site of the talks.But Salehi appeared to leave open the possibility, however small, that the negotiations could shift to another location.Holding talks in Baghdad, and also China, as venue has been out there, Salehi told reporters after a Cabinet meeting in Tehran. This is a course that both sides need to agree on ... Istanbul was our initial proposal as the venue for the talks. The Europeans initially rejected but then agreed. At the same time, we had other countries in mind.Salehi noted that the content of the talks is more important than the venue and timing.I think the future talks, compared to the past, will hopefully be better and forward steps will be taken,he said.

Talks broke down in January 2011 over Iran's refusal to halt uranium enrichment in exchange for reactor-ready fuel from abroad. The West and others fear Iran could use its ability to make nuclear fuel as the foundation for an eventual atomic weapons program. Iran insists it only seeks nuclear power for energy and medical research.In Baghdad, Iraq's foreign ministry said late Tuesday that Baghdad was proposed as a venue for talks during a meeting between an Iranian delegation and Iraqi Foreign Minister Hoshyar Zebari. It said Zebari welcomed the proposal and promised to make the necessary contacts with relevant international parties.Earlier this week, U.S. Secretary of State Hillary Rodham Clinton said the talks would take place in Istanbul.Iran's relationship with Turkey, however, has been strained recently by Turkish pressures on Syrian President Bashar Assad, a vital ally for Tehran. Clinton and other leaders met this week in Istanbul to seek ways to aid the Syrian opposition in their year-old rebellion against Assad's regime.Iran has close ties with the government of Iraqi Prime Minister Nouri al-Maliki. BRUSSELS - The Belgian foreign ministry is to investigate allegations that Syrian intelligence is terrorising Syrian opposition expats in the EU capital.Foreign minister Didier Reynders told Belgian Liberal MEP Louis Michel on Friday (30 March) that he will personally look into claims that Syrian diplomats in Brussels have threatened people who take part in anti-regime rallies that their families in Syria will be harmed unless they stop.We don't have any evidence at this stage. But the minister and I believe this really is happening. He believes there could be problems in other EU capitals as well, so he will ask his colleagues in the EU Council to investigate ... He promised me to be very engaged on this, Michel, a former Belgian foreign minister and EU commissioner, told this website.Michel spoke to Reynders after meeting privately with Syrian activists who made the accusations.EUobserver interviewed three anti-regime expats who also say they were threatened. One of them believes that a close relative of his was shot dead in Syria earlier this year because of his activities in Brussels.Two of them asked to remain anonymous because their families still live in Syria. One said he is scared to file a statement with Belgian police in case his name comes out. Another one said he cannot go to police because he does not have a Belgian residency permit.

The third contact - Hassan Addaher, a graphic designer who helps run the Brussels-based NGO, the Comite Belge Pour Soutenir la Revolution Syrienne - said his cousin, Abdel Baset Shamoot, was tortured and killed in Homs in January. He agreed to speak on the record because he has no more relatives in Syria.He noted that four other family members of Belgian-based activists have been killed in Syria in recent months.The Syrian community in Belgium is so small that it is difficult to believe this is a coincidence,he said.The allegations center around Wael Saker - a diplomatic attache at the Syrian embassy.Addaher said that Saker is a senior officer in the Syrian mukhabarat (intelligence services) and that he operates a network of Syrian and Lebanese-origin shabiha (agents/militia) who infiltrate anti-regime groups to collect names, make threatening phonecalls and go to some anti-regime rallies to try to provoke violence.He also accused Saker of driving a black Mercedes at high speed at protesters outside the Syrian embassy on 5 February in an incident captured on camera.He knows how Syrian intelligence works because his father, Abdullah Addaher, served in the mukhabarat for two years. He later became a general in the signals corps, but fled to Jordan in 1981.Addaher said Saker has interrogated friends of his who went to the embassy for routine paperwork. He indicated that Belgian security services know about the problem: one Belgian security contact told him the Brussels shabiha get €250 a head each time they come to yell pro-regime slogans.Attaches normally have designated roles - on trade, or culture and so on.

The Syrian embassy declined to tell this website what kind of attache Saker is.Its press office said in a written statement: Those old accusations are unfounded. Some people are trying to market them in order to harm the national role of Syrian embassies ... but we challenge anyone to come even with one proof.On the shabiha allegation, it said: Syrian expatriates in their vast majority have expressed their fabulous feelings and stands [sic] in solidarity with their country in these difficult circumstances.It added there is no institutional link with the embassy and pro-regime NGOs in Belgium, such as the Association of Syrian Expatriates.EUobserver also phoned a Belgian mobile number from which Addaher says he received two threatening calls.The man who answered identified himself as Aiman Alamen. He said he comes from north Syria and owns a second-hand clothes business in Belgium.He said he has no links with the Syrian embassy, but supports the Syrian leader because his relatives in Syria tell him the opposition is killing innocent people. He admitted to shouting abuse at Addaher. But he said he did it because he was sick of getting text messages asking him to go to anti-regime rallies. He said he called a second time to say sorry for losing his temper.As for the Syrian ambassador in Belgium, Mohamad Ayman Soussan, an EU diplomat told this website:He is a gentleman. If this is going on, I don't believe it's on his instructions.Addaher agreed.I hate to defend [any of] them. But many Syrian diplomats are suffering just like us - if they say anything against the government, they lose their family,he explained.

Israeli Prime Minister Benjamin Netanyahu will meet next week with Palestinian prime minister Salam Fayyad, Israeli and Palestinian officials said on Wednesday.Prime Minister Netanyahu will meet with Palestinian prime minister Fayyad next week, the Israeli premier's spokesman Ofir Gendelman said in a statement posted on his official Twitter feed.Palestinian officials confirmed the meeting and said Fayyad would hand Netanyahu a letter from Palestinian president Mahmud Abbas about the stalled peace process.
