Swarm of tornadoes rip through Dallas-Fort Worth

DALLAS (Reuters) - Up to a dozen tornadoes skipped through the densely populated Dallas-Fort Worth area in Texas on Tuesday, ripping apart homes, tossing tractor-trailer trucks into the air and injuring at least 17 people, but there were no reported deaths.Ten to 12 tornadoes touched down during a massive storm that brought chaos from high winds, rain and hail to the nation's fourth most populous metropolitan area, said National Weather Service meteorologist Jesse Moore.Many of the 6.3 million area residents were forced to scramble for safety as the storm bore down during the early afternoon, when schools and workplaces were open.Seven people were injured in the suburb of Arlington, police said. Most suffered only minor injuries but one person hit by a falling tree was in critical condition, said Arlington police spokeswoman Cheryl Carpenter.In one of the hardest hit areas south of Dallas, Lancaster, tornadoes damaged 300 structures.Of the 10 people injured in Lancaster, two of them were severely hurt, said Lancaster police spokesman Paul Beck.

The survival rate from a tornado is higher during the daylight hours because people are more likely to hear or see the warnings and take cover, meteorologists said. Twisters are most deadly when people are sleeping at night, they said.One tornado lifted trucks like toys in the Flying J Truck Plaza in Dallas, said truck driver Michael Glennon, who caught the destruction on his video camera as debris swirled through the air.We've seen roofs blown off, houses totally flattened, tractor-trailers knocked over, Moore said.On Tuesday evening, the storm system moved east into Oklahoma, Arkansas and Louisiana with the potential of producing high winds and more tornadoes, Moore said.Sixth-grader Hailey Pellerin said she and other students had just started lunch when teachers quickly herded students back to their classrooms in their southwest Arlington elementary school.We had to duck and cover for two hours,she said. The students were seated, lined up against a wall in their classrooms and covered their heads.The power went out so it was dark and hot.The tornado passed about 200 yards from the school, her father David Pellerin said.We were so lucky because it came so close but passed by the two schools my kids attend, said Pellerin, the father of three.

Some 110 planes were damaged by hail and 400 flights canceled at Dallas-Fort Worth International Airport, the eighth busiest in the world, stranding thousands of passengers. Another 40 incoming flights were diverted.During the height of the storm, witnesses at the airport said the sky turned dark and passengers were herded away from windows and into stairwells and restrooms.The U.S. tornado season has started early this year. Tornadoes have been blamed for 57 deaths so far in 2012 in the Midwest and South, raising concerns that this year would be a repeat of 2011, the deadliest year in nearly a century for the unpredictable storms.In 2011, there were 550 tornado deaths, including 316 lives lost on April 27 in five southern states, and a massive tornado that killed 161 people in Joplin, Missouri, on May 22.

Two tornadoes were tearing across the Dallas-Fort Worth, Texas metro area on Tuesday, the National Weather Service warned.Two tornadoes are currently affecting the DFW (Dallas-Fort Worth) Metroplex. Take cover now! the service's online alert board said.The weather service issued a tornado emergency for the metropolitan area.
Local television images showed school buses, trucks and trains cars that had been tossed around, many sustaining significant damage.Strong tornadoes are possible with discrete supercell thunderstorms that occur out ahead of the main line of storms. Greatest threat for discrete supercells will from be along and east of Interstate 35. Storms are expected to end from west to east late this evening,the weather service said.Severe thunderstorms containing very large hail damaging winds and frequent cloud to ground lightning are expected east of a Decatur, Weatherford, Hamilton, Lampasas line,it added.

Violence continues as Syria ceasefire nears

BEIRUT (Reuters) - Opposition activists accused Syrian troops of shelling two cities on Tuesday in a campaign to weaken forces fighting President Bashar al-Assad's government before a ceasefire deadline next week.Rebel fighters also kept up their attacks, killing three soldiers in separate actions in northern Syria, activists said.Assad has agreed to a ceasefire negotiated by international peace envoy Kofi Annan from April 10, the latest effort to end a year of bloodshed stemming from an uprising against his rule.An advance team from the U.N. peacekeeping department is due in Damascus this week to see how observers can monitor the truce, Annan's spokesman said in Geneva.But Syrian opposition figures as well as Western governments have made clear they are not convinced that Assad, who has failed to honor past commitments, would keep his word.He is a liar, said Waleed al-Fares, an opposition activist in Homs, a city which came to symbolize the anti-Assad struggle as opposition-held areas endured weeks of bombardments and sniper fire.Fares said Assad was playing for time to gain the upper hand over poorly armed rebel forces which have been driven from city strongholds in the past two months.Targets in Homs were coming under shelling on Tuesday, he said. Another opposition activist, Mortadha al-Rashid, told Reuters from Damascus that the western border town of Zabadani was also taking a pounding.The regime shows no signs of stopping. There are people being shelled in Zabadani right now, Rashid said.In violence elsewhere, rebel fighters killed one soldier in a clash in northern Idlib province, according to the opposition Syrian Observatory for Human Rights, a British-based monitor which collates reports from inside Syria.Armed men also attacked the home of a military director of logistics in Aleppo, killing two guards, the Observatory said.

France said it would hold a meeting in the next two weeks to discuss sanctions on Syria to ensure they are implemented ahead of the next Friends of Syria meeting due to be held in Paris.Given the news that we're getting today of the ongoing crackdown in Syria, this commitment must begin now, Foreign Ministry spokesman Bernard Valero said.There is a final date of April 10, but it's from now that Mr Assad must begin implementing the immediate measures he has committed to.If the regime continues its refusals, its massacres, then it will be pouring scorn on and insulting the entire international community, he said.The United Nations estimates Assad's forces have killed more than 9,000 people in the past year, while the government says about 3,000 security personnel have been killed by what it describes as foreign-backed gangs of terrorists.The Syrian state news agency SANA said 10 soldiers and policemen were buried with honors on Monday.Accounts of the violence can be difficult to verify because the Syrian government restricts access to Western journalists.SANA said Foreign Minister Walid al-Moualem met the president of the International Committee of the Red Cross, Jakob Kellenberger, and agreed on a cooperation mechanism for humanitarian assistance.It made no mention of the ICRC's call for a daily two-hour ceasefire to provide aid and evacuate the wounded.

TURKEY BLAMES U.N.

The opposition Syrian National Council has endorsed Annan's six-point peace plan but made no official comment on the April 10 ceasefire target. Rebels of the Free Syrian Army have said they will stop shooting if tanks and artillery withdraw from cities.
Turkish Prime Minister Tayyip Erdogan accused the U.N. Security Council of indirectly supporting the oppression of the Syrian people by failing to adopt a united stance on Syria.In not taking a decision, the U.N. Security Council has indirectly supported the oppression. To stand by with your hands and arms tied while the Syrian people are dying every day is to support the oppression, Erdogan told members of his party.Annan, who acts for the United Nations and the Arab League, told the U.N. Security Council on Monday he would have liked to see a ceasefire sooner. Some council members were concerned that the next week could be used to intensify army operations.Annan's spokesman Ahmad Fawzi, speaking in Geneva, said the aim was to bring a complete end to hostilities by April 12.A U.N. peacekeeping advance team was due in Damascus in the next two days to discuss the deployment of monitors, Fawzi said. ICC's Israel war crimes probe halted pending UN decision AFPAFP – APR 3,12

The International Criminal Court prosecutor said Tuesday he would hold off on a probe into alleged Israeli war crimes in the Palestinian territories until the UN rules on Palestinian statehood.The office (of the prosecutor) has assessed that it is for the relevant bodies at the UN or the Assembly of State Parties to make a legal determination whether Palestine qualifies as a state for the purpose of acceding to the Rome Statute, the court's founding treaty, the prosecutor's office said in a statement.The Palestinian Authority in January 2009 accepted the Hague-based court's jurisdiction, asking prosecutor Luis Moreno-Ocampo to launch a war crimes investigation against Israel following the Gaza war in December 2008 - January 2009.It wanted Moreno-Ocampo to look into acts committed on the territory of Palestine going as far back as July 2002.Moreno-Ocampo's office then opened a preliminary probe to see if there were grounds to proceed with an investigation.

Tuesday's statement however said the court's reach was not based on a principle of universal jurisdiction and it could open investigations only if asked to do so by either the UN Security Council or by a recognised state.Palestine does not have full UN membership, though it has asked for one.Human rights groups Tuesday strongly criticised the prosecutor's statement while Israel hailed it.Today's decision appears to close the door for now on access to the ICC for victims of international crimes committed in the Palestinian Territories -- at least until the General Assembly recognises Palestinian statehood, said Kenneth Roth, executive director of Human Rights Watch.This dangerous decision opens the ICC to accusations of political bias and is inconsistent with the independence of the ICC, added Marek Marczynski, Head of Amnesty International's International Justice campaign.It also breaches the Rome Statute which clearly states that such matters should be considered by the institution's judges, Marczynski added.The Israeli foreign ministry however said it a statement that Israel welcomes the decision on the lack of ICC jurisdiction.Israel made it clear in the first place that the ICC has no jurisdiction in this matter,it added.

For as long as it depends on me, we will ensure the Jewish and democratic character of Israel.The statement was notable because it in effect concedes a key argument made by Netanyahu's ideological opponents on Israel's Zionist left: A pullout from territories the Palestinian claim for a state is not just a concession that could be made in exchange for peace — but also an imperative for an Israel that wants to remain a Jewish state that is also democratic.Jews make up roughly 80 percent of Israel's almost 8 million people. However, if Israel is combined with the West Bank, Gaza and east Jerusalem — the lands it occupied in the 1967 Middle East war — then the Arab population nears parity, and in the view of some demographers is likely to become a majority soon.Indeed, as the prospect of peace seems to grow more remote, increasingly there are voices on the Palestinian side predicting — as a threatened default rather than a desired outcome — a one-state solution in which Jews and Arabs have equal status.

The so-called demographic argument for a pullout has become more critical to the dovish Israeli opposition in recent years, especially since the Palestinian uprising of 2000-2005, punctuated by grisly suicide bombings that killed hundreds, left many in Israel distrustful of Palestinian intentions and despairing of ever reaching peace on agreed terms.Reflecting the sentiment, Israel unilaterally pulled settlers and soldiers out of the Gaza Strip in 2005 in an attempt to shed control over about 1.5 million Palestinians.Twice in recent years the sides seemed to come close to a peace deal that would have included the West Bank as well — but in the end they could not agree on details, in particular the division of Jerusalem and the Palestinian demand that refugees and their descendants, who now number in the millions, be allowed to return to Israel.Soon after Netanyahu was elected three years ago, he surprised many by abandoning decades of opposition to Palestinian independence and embracing the concept of a Palestinian state, albeit a demilitarized and restricted one. Since then peace talks have never taken off in earnest, and the current stumbling block is a Palestinian demand that all construction of Jewish settlements on occupied land be halted. Israel counters that this was never a condition for talks before.The Palestinians — and most of the international community — view the settlements as illegal or illegitimate. Many Israelis oppose them too — some driven by the sense that they are not in Israel's interest because they make a partition more difficult.
Israel did remove 8,000 settlers from Gaza when it pulled out, but the scale of the challenge in the West Bank is far bigger — leading Israeli negotiators over the years to seek border adjustments that would incorporate many of the settlers into Israel.But under most envisioned scenarios, tens of thousands would still have to be moved to enable a partition — or at least one that did not leave Israelis inside the Palestinian state.Netanyahu has further alienated the Palestinians by making clear that in any future deal he would seek to retain significant chunks of the West Bank because of their strategic value, since Israel in its pre-1967 borders is at its narrowest point only 15 kilometers (9 miles) wide.The existence of a Jewish state is not just a matter of separation from the Palestinians, he said Tuesday. Israeli leader delays settler evictions

JERUSALEM (AP) — Israel's prime minister said Tuesday he has ordered a delay in the planned evacuation of Jewish settlers from a building they occupied in the West Bank, putting off a potentially violent standoff with Israeli security forces.The settlers had been ordered to evacuate the building in the volatile West Bank city of Hebron by Tuesday afternoon. But Prime Minister Benjamin Netanyahu said he told his defense minister, who oversees policy in the occupied West Bank, to put the evictions on hold while a legal review is conducted.I am coordinated with the minister of defense. I asked him last night to wait with the eviction so we could check the facts, both legally and on the ground, and that is what we will do, Netanyahu told a news conference. He gave no indication how long that would take.

The settlers took over the house in Hebron in an overnight operation last week. The military ordered them to leave by Tuesday afternoon because they did not have the required permission to move in.The deadline passed without any action, and the settlers remained inside the building.The lack of action added new doubts about Netanyahu's government, which is dominated by nationalist and Orthodox Jewish parties, to take on settlers who break the law.Netanyahu's apparent support for these settlers' move is another proof that (his) priority is consolidating the occupation rather than negotiating its end, said Palestinian spokesman Ghassan Khatib.Such attitude and behavior poses a serious challenge that the international community needs to deal with.Last month, the government tried to bypass an Israeli Supreme Court order to dismantle a large West Bank settler enclave by March 31. The enclave, Migron, was built without government authorization on privately held Palestinian land, in violation of Israeli law.The court rejected a government request to delay the evacuation until 2015, but gave it a four-month extension to work it out. Netanyahu has said he will respect the court decision.

Migron settlers, who zealously believe they have a God-given right to the West Bank, have said they will not go quietly.The eviction order for the Hebron house similarly threatened to touch off a violent confrontation between security forces and a militant settler community. The biblical city is home to the traditional burial site of Abraham, the shared patriarch of both Jews and Muslims, and the only place where Jews live in the heart of a West Bank city. It has been a focus of Israeli-Arab violence for decades.We are staying in the house. It's not wishful thinking. As far as I understand, there is such a decision in the corridors of power, Shlomo Levinger, one of the settlers living in the Hebron building, told Channel 2 TV before Netanyahu made his remarks.Hebron settlers and their supporters have violently resisted similar eviction orders, retaliating with attacks against Palestinians.About 850 settlers now live in Hebron in heavily guarded enclaves among 180,000 Palestinians. Hundreds of Israeli soldiers enforce a rigid separation between the two sides.Settlers say they bought the house from a Palestinian property owner, but the military said it had not yet ascertained whether the purchase was legitimate. That process could take days or weeks, military spokesman Maj. Guy Inbar said. The mayor of Hebron, Khaled Osaily, told Army Radio that the purchase documents were fraudulent, and that the seller was not acting on behalf of the building's owner.The Jews in Hebron are just a small fraction of the half a million settlers who have moved to the West Bank and east Jerusalem since Israel captured those territories.The Palestinians, backed by the international community, say the settlements are illegal and make it ever more difficult to establish their independent state.

Experts to assess Total gas leak as weather improves

ABERDEEN/LONDON (Reuters) - Weather conditions are forecast to improve later on Wednesday, allowing French energy company Total to fly experts to its North Sea Elgin oil and gas platform to assess the steps needed to stop a large and potentially explosive gas leak.Strong east to northeast gales have prevented Total from sending a helicopter with experts to the platform, but the UK's MetOffice said on Wednesday the strength of the wind will drop to below 10 miles per hour and its direction will change to westerly by evening and through Thursday morning.The odd snow shower around Elgin, Peterhead and Aberdeen continues at first (but) the isolated showers will soon die out during this morning, leaving everywhere with a dry afternoon (and) maximum temperature of 7 degrees Celsius, the MetOffice said, adding Thursday was expected to remain largely dry, with temperatures rising to 10 degrees.Total said on Tuesday it expected a helicopter with a team of eight experts to fly to the platform either on Wednesday afternoon or on Thursday morning, depending on the weather.

The company said the team of engineers would assess conditions on the platform and find out whether a so-called well kill was feasible through pumping mud into the well and whether any other measures would be necessary.Total said the gas leak was costing it $2.5 million a day.Another, more expensive option being pursued in parallel is to dig two relief wells to the source of the gas at 4,000 metres depth, far below the sea bed.Experts have said that can take up to six months to complete, and Total says it will push up daily costs to $3 million.Total's share prices have dropped by 6.5 percent since the leak was reported last week, knocking over 6 billion euros ($8.00 billion) off its share value.It said the team of engineers would consist of staff from Total and U.S. specialist company Wild Well Control.
Firefighters and engineers from the Houston-based company are experts at disasters such as oil rig explosions and have been dubbed Hellfighters by Hollywood.The gas leak was reported on March 25 and is spewing an estimated 200,000 cubic metres of natural gas from the evacuated platform into the air per day, forming a highly explosive gas cloud around the platform.It began after pressure rose in a well that had earlier been capped.
