Iran’s supreme leader Ayatollah Ali Khamenei on Monday endorsed a new doctrine explaining why it would be legally and morally justified to commit genocide and wipe Israel off the map.The article was written by Khameini's close adviser Alireza Forghani and endorsed by the Supreme Leader whose writings played a critical role in its drafting.The article has since appeared on numerous Iranian government and military websites.Israel is a cancerous tumor in the Middle East,the article in the ultraconservative Farsi-language Alef news site. Israel is a satanic media outlet with bombers. Every Muslim is required to arm themselves against Israel.I have already noted the usurper state of Israel poses a grave threat to Islam and Muslim countries. Islam and Muslim states must not lose this opportunity to remove the corruption from out midst. All of our problems are because of Israel - Israel of America.The first step should be the absolute destruction of Israel. To this end, Iran could make use of long-range missiles. The distance between us is only 2,600 KM. It can be done in minutes.The crux of the piece says Iran would be justified in launching a pre-emptive strike against Israel because of the threat the Jewish state's leaders are posing against its own nuclear facilities.

It does not require a judge's permission.But regardless of the Israeli aggression against Palestine and the Muslims, it is clear the heads of this fake regime seek to dominate other Islamic lands on its borders and to develop hegemony over the region,it reads.The article makes it clear Iran sees no place in the Middle East for the Jews.Political subdivisions of states and political boundaries between units are not relevant and what is important is to divide the nations and territories based on beliefs and religions groups, blood and blood. Muslim blood must be separate from Infidel blood,it says, citing Khameini's writings.The document then cites statistics saying 5.7 million of Israel's 7.5 million citizens are Jewish - as a justification for attack. It then proceeds to break down Israel by region and demographic concentrations in order that the most Jews possible would be killed.

It specifically states that Tel Aviv, Jerusalem and Haifa ,contain more than 60 per cent of the Jewish population, which could be hit by Shahab 3 ballistic missiles to easily kill everyone.The publication of the doctrine comes after Khamenei announced on Friday that Iran would support any nation or group that attacks the cancerous tumor of Israel.Since its publications several Iranian officials have called for a strike on Israel within the year.

Senior Fatah official Nabil Sha'ath denied the presence of missiles in Gaza following the signing of a reconciliation between the leading faction of the Ramallah-based Palestinian Authority government and the Hamas terrorist rulers of Gaza.Sha'ath, who has in the past served in a variety of roles in the PA government, told the Independent Media Review & Analysis (IMRA) hours after the agreement was signed, the new unity government would take responsibility for the management of Gaza as well as PA-controlled areas of Judea and Samaria.The Fatah official added, in response to a question, that the new government would take responsibility for all matters -- including security.When asked if that included the thousands of rockets and missiles now deployed in Gaza, however, the former PA negotiator denied the presence of the thousands of deadly projectiles that have been fired for the past 10 years at southern Israeli communities.What missiles? This is propaganda, Sha'ath replied. What about all the Israeli missiles? The Fatah official then ended the conversation, according to IMRA director Dr. Aaron Lerner.

Prior to the flight, the PA official had toured Denmark, Sweden and Belgium as part of his efforts to garner support for the PA's unilateral membership bid at the United Nations.Hamas terrorists have proudly released numerous video clips of rocket and missile launchings they have aimed at Israel from Gaza over the past decade. The terror group has repeatedly boasted of the massive arsenal of rockets and missiles it possesses, despite the best efforts of Israel to prevent the smuggling of arms into the region.

EU to keep paying new Hamas-linked government

BRUSSELS - The EU has said it will keep on giving money to the Palestinian authorities despite their new deal with Hamas, an EU-designated terrorist group.Hamas mural showing the recently-released Israeli hostage, Gilad Shali (Photo: Tom Spender)Foreign relations spokesman Michael Mann said on Monday (6 February) that it's business as usual after the Palestinian Liberation Organisation (PLO) and Hamas in Qatar earlier the same day agreed to form a unity government.The EU looks forward to continuing its support, including through direct financial assistance, for a new Palestinian government that should uphold the principle of non-violence, he noted in a written statement.An EU diplomat based in Israel told EUobserver: We need to see what this new government will look like - it's very early. We need to know who will be the ministers and what they will say. We expect a technocratic government that will prepare for elections.The EU currently gives the Palestinian side some €450 million a year in aid meant to help refugees and support state-building measures, such as creating a decent civilian police force in the West Bank. It has already signed up for €150-million-worth of new projects for 2012.

The EU contact in Israel noted that the programme - named Pegasus - contains very sophisticated auditing methods and a monitoring and verification process to prevent the cash being spent on arms or stolen.Israel and the US are also keeping up financial transfers to the PLO for now.But Israeli diplomat told this website on Tuesday: As far as we are concerned, on the face of it, it means that [PLO chief] Abbas is opting for Hamas rather than opting for peace with Israel and he can't have both.He noted that Israel may review whether or not to keep handing over Palestinian tax income to the group.Hamas - whose official charter calls for the destruction of Israel and advocates armed resistance - is designated by the EU and US as a terrorist entity. But it boosted its status in EU eyes by freeing Israeli soldier Gilad Shalit in a recent prisoner swap with Israel.Another EU diplomat said there is a new conversation in Brussels on whether or not to de-list the group in order to build better relations with post-Arab-Spring governments in the region. It is too early to take such a step right now. But depending on events, we might see it a year or so down the line,the source said.The Qatar deal makes Abbas the president and prime minister of a technocratic unity government, which is expected to hold elections shortly after May.It was agreed by Hamas-leader-in-exile Khaled Mashaal, posing questions on whether Gaza-based Hamas authorities will give it full backing.

The last time the Palestinians held elections - in 2006 - Hamas won. But the EU refused to recognise the result and Israel reacted by arresting dozens of Hamas MPs.
For his part, Swedish foreign minister Carl Bildt tweeted on Tuesday:We must welcome agreements that pave the way for elections in Palestine. BRUSSELS - A new deal between the European Commission and Catherine Ashton sheds light on how much power the EU executive still has on foreign relations.Coming one year after the launch of her European External Action Service (EEAS) and two years after the Lisbon Treaty, the so-called inter-service agreement - a 40-page paper dated 13 January and seen by EUobserver - details who does what in the EU's day-to-day dealings with foreign countries.It says the commission and the EEAS jointly plan overall spending strategies on the Union's €9.5-billion-a-year external relations budget.But development commissioner Andris Piebalgs, neighbourhood commissioner Stefan Fuele and aid commissioner Kristalina Georgieva keep full control of designing and implementing actual projects in the 104 countries and €7.5 billion covered by their portfolios.The EEAS shall refrain from taking any measures ... on issues which fall under commission competence,the agreement says.The commission also has part-control of three crisis management and pro-democracy funds - the so-called EIDHR, IfS and CFSP, worth €1 billion.

Ashton proposes EIDHR and IfS projects, but then Piebalgs' people take over and draft the final blueprints, while keeping EEAS staff fully informed and inviting them to their meetings. Ashton also proposes CFSP projects, but a commission office - the Service for Foreign Policy Instruments [FPI] - writes the assessment study used by EU countries to decide which ones go forward and writes the final blueprint.
Atop this, commission officials oversee how Ashton spends her €500-million-a-year internal budget.The service pact says her ambassadors will be tasked with timely, accurate and reliable reporting to the relevant commission AOD [Authorising Officer by Delegation], according to intervals and format decided on by the commission.It adds that commission auditors are to be involved on a permanent and ongoing basis, in virtually all the aspects of the financial administration of the EEAS.The commission even has power over Ashton's media relations. The FPI handles the EEAS press and communications budget. The commission decides if she gets a spot on its internet TV - the European Broadcasting Service - and its spokespeople must be told in a timely manner if she wants to do a press release.Meanwhile, Ashton's ambassadors spend much of their time taking instructions from and funneling reports for Piebalgs, Fuele and Georgieva's departments, as well as doing the paperwork on the three commissioners' projects in their role as sub-delegated accounting officers.

In the driver's seat

Ashton spokesman Michael Mann said the inter-service pact does not diminish the EU diplomatic corps' authority.He said the EEAS is in the driver's seat in terms of spending strategies, while the commission does budget implementation.He added that the heads of delegation are in charge of the whole activity of their delegation and that in a national embassy it would also be logical for an ambassador to receive instruction from and to give feedback to a line ministry, while keeping the MFA [ministry of foreign affairs] in copy.An EU head of delegation - who asked to remain anonymous - described the inter-service arrangements as cumbersome and slow, however.
In one example, if the EEAS wants to release up to €20 million in emergency funds the decision must go through Ashton's secretary general, her private office, the FPI, relevant commission services and the Political and Security Committee (a group of EU countries' ambassadors).Michael Mann said the process takes one week. The head of delegation noted: It takes about a month and this is supposed to be our fastest instrument.The contact added that there is a split between the EEAS, which wants to use development aid to support political goals, and Piebalgs' people, who take a Biblical view of helping the poor.We were told: You have the mike, but we have the money. You can make statements and say whatever you like, but we control the money' ... I don't mind having so many bosses [taking instructions from various commissioners], but what's important to me is that they act as a team. I don't think they talk to each other.
