Russia Defends Its Diplomacy in Syria Amid Accounts of Escalating Violence By NEIL MacFARQUHAR and MICHAEL SCHWIRTZ Published: February 8, 2012

BEIRUT, Lebanon — As reports of assaults by Syrian tanks and other forces at several major rebellious areas across Syria continued for a fifth day, Russia’s leaders tried Wednesday to fend off international criticism that they were doing nothing effective to stop the bloodshed, arguing that Moscow’s efforts were far more productive and balanced than the combined Western and Arab plan.In Moscow, Sergey V. Lavrov, the foreign minister, stressed that Russia would seek to inaugurate open negotiations between the government and the opposition. Prime Minister Vladimir V. Putin, the once and likely future president, as well as Dmitri A. Medvedev, the incumbent, weighed in, trumpeting the Kremlin’s effort as unbiased while others were acting like a bull in a china shop, as Mr. Putin put it.The Russians faced a chorus of voices wondering why Syrian government tanks and artillery continued to shell civilian neighborhoods in numerous towns and cities a day after Mr. Lavrov met with President Bashar al-Assad in Damascus, the Syrian capital.Both Britain and France noted that Mr. Assad had previously promised numerous visiting government leaders that he would end the violence, to no end.I think we have very little confidence in that,” Prime Minister David Cameron of Britain said when asked about Syrian promises to Russia, adding that by vetoing a United Nations Security Council resolution last Saturday condemning the violence, Russia and China had set themselves against Arab opinion and world opinion.Alain Juppé, the French foreign minister, also expressed skepticism, while telling Parliament that the European Union would strengthen sanctions.

In Moscow, Mr. Lavrov voiced frustration with Western and Arab attitudes.Sometimes there is an impression that the more the Syrian leadership shows understanding about the necessity to move forward — albeit belatedly and under pressure — the more we see rejection of reciprocal steps on the opposite side,Mr. Lavrov said.Russia, clearly hoping to achieve a diplomatic master stroke while protecting an ally and arms customer, sees demands that Mr. Assad step down, before any negotiations, as unacceptable international interference in a country’s sovereign matters.Mr. Lavrov said he had received assurances from Mr. Assad that he would open talks with the opposition, and he called on Western and Arab leaders to support such efforts, though he did not address the fractured nature of the opposition or suggest that Mr. Assad would halt assaults on civilians before any talks began. The Russian minister suggested that the Arab and Western players had been too quick to ignore the armed attacks against the government.Mr. Putin weighed in on the Arab uprisings for the first time in months. We, of course, condemn all violence, no matter its source, but do not conduct yourself like a bull in a china shop, he said in a meeting with religious leaders in Moscow. People need to be allowed to decide their fates independently.Mr. Putin has blamed the United States for instigating the protests against him that have erupted in recent weeks, and warned that the spirit of the Arab Spring revolts could spread to Russia. In the last decade, unfortunately, a cult of violence has come to the fore in international affairs,he said.We cannot allow anything like this to come to our country.Mr. Medvedev discussed the Syrian crisis with Turkey’s prime minister on Wednesday, saying Moscow supported continuing diplomatic efforts as long as no country violated Syria’s sovereignty.

With no concrete diplomatic plan in sight, Navi Pillay, the United Nations humans rights chief, pressed the international community to act.Noting activists’ reports of a sharp increase in attacks on the central city of Homs, Ms. Pillay issued a statement saying, I am appalled by the Syrian government’s willful assault on Homs and its use of artillery and other heavy weaponry in what appear to be indiscriminate attacks on civilian areas.Ms. Pillay emphasized the extreme urgency needed to protect civilians, saying that the humanitarian situation in Homs and other areas was steadily deteriorating.The aid group Doctors Without Borders issued a report on Wednesday accusing the government of blocking medical care for activists and others wounded in government attacks.The failure of the Security Council resolution after a double Russian and Chinese veto appears to have fueled the Syrian government’s readiness to massacre its own people in an effort to crush dissent, Ms. Pillay said.In violence that ranged from the Damascus suburbs through the hill town of Zabadani to the embattled city of Homs, at least 50 people were killed on Wednesday, according to overseas activists struggling to track the casualties of the clashes. The Syrian Observatory for Human Rights, based in London, said its count was likely to rise because of the continuous shelling and the lack of medical care.

The Syrian government allows only sporadic access by foreign news media or other observers, so independent confirmation is not possible.Activists described a pattern in the attacks, with tanks surrounding the smaller towns, or in the case of Homs, entire neighborhoods, and firing at random, sometimes using small artillery, from a distance. The tanks avoid maneuvering into the warrens of streets beyond the major thoroughfares lest they be trapped and burned.They are trying to weaken the social cradle that has embraced the Free Syrian Army in those neighborhoods and to turn the residents against them, said Omar Idilbi, a member of the Local Coordination Committees, another activist group, based in Lebanon.Videos posted on YouTube showed scenes identified as Homs, with the bodies of one family crushed under heavy concrete blocks brought crashing down by the shelling.In Inshaat, a neighborhood of Homs next to the more besieged Bab Amr quarter, one family reached by telephone said it had spent hours cowering in its basement to escape artillery rounds showering down outside.Government troops requisitioned empty apartments that commanded a view over the neighborhood, said the wife in the family, speaking anonymously out of fear of repercussions.Soldiers appeared at the family’s door asking for coffee and food. When she told them in response to their questions that she was afraid, they assured her that everything would be fine because Mr. Assad had issued orders to clean up the neighborhood within a week, she said.In the official version of events reported by the government-run Syrian Arab News Agency, the violence was perpetrated by armed terrorist groups that used mortar shells to hit government targets in a number of neighborhoods.

The authorities in the governorate are pursuing and clashing with these groups, said the report, denying any humanitarian problem. Hospitals in the province are functioning normally,it quoted a medical source as saying.In the mountain town of Zabadani, near Damascus, which the Free Syrian Army controlled briefly last month, one resident reached by telephone said the tanks had approached but while shelling had stayed about a kilometer away (about five-eighths of a mile).God is great, God is great; do you hear that? Do you hear? the resident, Zein Nour, said during a satellite telephone interview as shells erupted in the background every five or six minutes. Since the assault began five days ago, shellfire has intensified during the day and diminished after dark, he said, and about 5,000 residents have fled.There is no life, no communications, no bread, no hospitals,Mr. Nour said. REPORTING FROM BEIRUT -- Russian Prime Minister Vladimir Putin ventured Wednesday into the raging international debate about Syria, voicing support for Moscow’s controversial decision to throw a diplomatic lifeline to embattled Syrian President Bashar Assad.Of course, we condemn any instance of violence, whatever side this violence comes from, but one cannot behave like a bull in a china shop, Putin said at a meeting in Moscow with Russian religious leaders, Interfax news agency reported. People should be given [the opportunity] to decide their fate themselves.
Putin faces what some have dubbed Russian Spring protests in his bid to be elected president next month. Some commentators have said the Russian leadership is especially wary of United Nations-backed regime change in autocratic states. Moscow was unhappy with the scenario last year in Libya, where U.N. action paved the way for a Western-led bombing campaign that helped topple Moammar Kadafi.However, Russian officials say their actions on Syria, including a veto Saturday of a U.N. Security Council measure calling on Assad to step aside, have been motivated by a desire to avoid more bloodshed. The joint veto by Russia and China drew condemnation from Syrian opposition groups and governments that are calling on Assad to step down.

The comments by Putin come a day after Russian Foreign Minister Sergei Lavrov received a boisterous welcome in Damascus and met with Assad, whose family has ruled Syria for more than 40 years. The top Russian diplomat said he had exacted a vow from the Syrian leader to help end the violence that has ravaged the Middle East nation for almost a year. Assad also pledged to hasten reforms and talks with the opposition, Lavrov said.The president of Syria assured us he was completely committed to the task of stopping violence, regardless of where it may come from, Lavrov said after meeting with Assad.But opposition groups, the United States and other nations seeking Assad’s ouster expressed skepticism about the Syrian leader's commitment to peace. Burhan Ghalioun, the head the opposition Syrian National Council, called Lavrov’s visit a truly aggressive act against the Syrian people, reported the pan-Arab satellite network Al Jazeera.The week has seen a number of nations, including the United States, several European countries and Gulf Arab states, recall their envoys from Damascus. Some Arab states opposed to Assad also expelled Syrian diplomats. The Russian foreign minister said the withdrawal of diplomats from Damascus would not help peace efforts.The Syrian government assault on the rebel stronghold of Homs continued Wednesday, said opposition activists, who reported a fifth consecutive day of shelling with heavy civilian casualties.The Syrian government said security forces battled terrorists in Homs and elsewhere in Syria.

Russia won a promise from Syrian President Bashar Assad on Tuesday to bring an end to bloodshed in his country, but Western and Arab states acted to isolate Assad further after activists and rebels said his forces killed over 100 in the city of Homs.Visiting Damascus, Russian Foreign Minister Sergei Lavrov hinted that the issue of Assad giving up power – a central element of the Arab proposal that Russia vetoed this week at the UN Security Council – had been raised. Assad said he would cooperate with any plan that stabilized Syria, but made clear that it would only include an earlier Arab League proposal that called for dialogue, release of prisoners and withdrawing the army from protest centers.France withdrew its ambassador on Tuesday, vowing not to give up on peace efforts and saying Assad’s days at the helm are numbered.Opposition activists said government forces renewed shelling of Homs just before Lavrov’s arrival, killing 19 people in an onslaught they say has claimed more than 300 lives in the past five days. There were also reports from residents of shelling and fighting between government and rebel forces in Hama, another urban stronghold of anti-Assad sentiment.Also on Tuesday, hundreds of e-mails from Assad’s office were leaked by the hacker group Anonymous. The e-mails were reportedly sent from Sheherazad Jaafari, a press attaché at Syria’s UN mission, to Assad’s media adviser Bouthaina Shaaban in advance of his December interview with Barbara Walters of ABC News.

In the e-mails, obtained by Haaretz, Jaafari reportedly wrote, It is hugely important and worth mentioning that mistakes have been done in the beginning of the crises because we did not have a well-organized police force. American psyche can be easily manipulated when they hear that there are mistakes done and now we are fixing it.It would be worth mentioning how your personality has been attacked and praised in the last decade according to the media,she wrote, referring to Assad. At one point H.E. [Assad] was viewed as a hero and in other times H.E. was the bad guy. Americans love these kinds of things and get convinced by it.Facebook and YouTube, Jaafari wrote, are important to the American mindset and Assad should mention that the fact that Facebook and YouTube are open now – especially during the crisis – is important.Russian media quoted Lavrov as saying Assad had assured him he wanted an end to violence by both sides and an expanded Arab League monitoring mission, and that a referendum would be held on a new draft constitution, followed by free elections.President Assad informed [me] he will meet in the coming days with the commission that prepared a draft of the new constitution, state-run Russian news agency Itar-Tass reported. The work is finished, and now a date will be announced for a referendum on this important document for Syria.In remarks carried by state-run Rossiya-24 television, Lavrov said: On the basis of this new Basic Law [constitution], general elections will be organized and conducted in which many parties will participate. Sherkoh Abbas, president of the exiled Kurdistan National Assembly of Syria, said a referendum would be pointless.Russia is looking for a way out for the regime – some kind of transition. But a referendum on what? The people have made their choice – they’ve hit the streets, he told The Jerusalem Post from Washington.Syrian state television said the commission dealing with a new constitution had completed its work on Tuesday.The state news agency SANA quoted Assad as saying Syria would cooperate with any effort to resolve its crisis that promotes stability in the country.Syria from the beginning has welcomed any efforts that back the Syrian solution to the crisis, SANA quoted Assad as saying while meeting Lavrov. The first lady’s very busy agenda is still focused on supporting the various charities she has long been involved with and rural development as well as supporting the president as needed,she reportedly wrote from an unknown location. These days she is equally involved in bridging gaps and encouraging dialogue. She listens to and comforts the families of the victims of the violence.The Gulf Cooperation Council said its members were recalling their ambassadors from Damascus and expelling Syrian envoys from their own capitals, in response to surging violence.
It is necessary for the Arab states... to take every decisive measure faced with this dangerous escalation against the Syrian people,the Saudi-led bloc said in a statement, adding: Nearly a year into the crisis, there is no glint of hope in a solution.Turkish Prime Minister Recep Tayyip Erdogan, an ex-ally who has turned against Assad, described the UN vetoes as a fiasco for the civilized world, and said Ankara was preparing a new initiative with those who oppose the Syrian government.
Opposition activists said the fresh assault on Homs came after 95 people were killed on Monday in the city of one million, Syria’s third biggest. Feb. 8 (Bloomberg) -- European Union and Persian Gulf countries recalled their ambassadors from Damascus, increasing diplomatic isolation for Syrian President Bashar al-Assad as he conferred with Russian officials on a way to resolve the crisis.Assad asked Russia to broker talks with opposition groups, Russian Foreign Minister Sergei Lavrov said yesterday after meeting with the Syrian leader in Damascus. Assad assigned his deputy, Farouk al-Sharaa, to lead the negotiations, Lavrov told reporters in Moscow today.It’s clear that the efforts to end the violence must be accompanied with the initiation of a dialogue among all political forces, Lavrov said, according to Russian state news service Itar-Tass. Today we received confirmation of the Syrian president’s readiness to cooperate on this.Russia and China on Feb. 4 vetoed a United Nations Security Council resolution by western and Arab countries to facilitate a political transition. Assad thanked Lavrov for Russia’s position at the UN and said he seeks a national dialogue without foreign interference,according to the website of the state- run Syrian Arab News Agency.State Department spokesman Victoria Nuland dismissed Syria’s proposal to the Russian delegation as the same offer that Assad has been making for months and months and months.

Shelling Resumes

The Syrian army resumed shelling residential districts in the city of Homs, killing 43 people, Al Jazeera reported today, citing unidentified Syrian activists. Five Syrian soldiers were killed and two armored vehicles were destroyed in fighting in Idlib in the north, the U.K.-based Syrian Observatory for Human Rights said in an e-mailed statement today.The prospect of civil war is growing, as the daily death toll mounts. Assad is using tanks and artillery in cities where protesters are calling for the end of his rule. At least 174 people were killed on Feb. 4, said the U.K.-based Syrian Observatory for Human Rights, making it one of the deadliest days in the 11-month revolt.Germany, Spain, Belgium and France announced withdrawal of diplomats yesterday. The six members of the Gulf Cooperation Council -- Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates -- also withdrew ambassadors from Damascus and expelled Syrian ambassadors from their capitals.

The EU will keep its head of delegation in Damascus to observe events on the ground, bloc spokesman Michael Mann said. So far, 60 people were reportedly killed and hundreds wounded in this battle, as well as reports of the demolition of seven houses, residents and all.Syrian opposition organizations that are active internationally are currently trying to gain a political front bypassing the UN Security Council, where a resolution underwritten by the Arab League failed due to Russian and Chinese vetoes on Saturday.At this stage, opposition leaders are trying to find a way forward, as it is clear that Turkey and the Arab states oppose military action against the Assad regime, and the imposing of economic sanctions will not stop Assad.Facing Russia and Chinese opposition, and the Iranian threat to open a new front, there is doubt whether a western coalition will agree to act directly against Syria. BRUSSELS - With all eyes on violence in Syria, some EU countries are becoming increasingly concerned about the risk of instability in Jordan.A senior EU diplomatic contact told this website on Wednesday (8 February) in Brussels that the Arab Spring is taking a nasty turn inside one of the West's main allies in the region. The problem now is if things get worse and spill into Jordan, the source said.Ruled by King Abdullah II, better known abroad for his high society wife, Queen Rania, the Bedouin tribes which form the backbone of Jordanian society and its security forces have been grumbling about the royal clique's monopoly on wealth and power for the past year.In recent weeks, they stopped calling for reform and started calling for the king to step down.The mood has shifted quite sharply. There is a loss of support in the Bedouin bedrock which is turning quite antagonistic at this stage ... The PA will provide farmers with fuel for their tractors.The lands include areas the Israeli Defense Forces has declared to be closed military zones, al-Bakri added. On Tuesday, the New York Times continued this trend with an article on the front page of its print edition.The rights guaranteed by the American Constitution are parsimonious by international standards, and they are frozen in amber, the New York Times argues.Entitled We the People Lose Appeal With People Around the World, the article by Adam Liptak argues that the Constitution is outdated, inflexible and no longer trendy. It cites an article published in June in The New York University Law Review that explains how America’s Constitution is losing its appeal as a model for constitutional drafters elsewhere as statists, bureaucrats and autocrats turn to examples presented by more malleable documents such as the Canadian Charter of Rights and Freedoms and those produced by India, South Africa, New Zealand and the United Nations.The problem, Liptak notes, is that rights guaranteed by the American Constitution are parsimonious by international standards, and they are frozen in amber. In other words, the problem with the Constitution and the Declaration of Independence is that the rights enumerated there are not open for interpretation and cannot be changed by government.

But what really irks the elite is the idea that government only exists by the consent of the governed and whenever any Form of Government becomes destructive of these ends [of life, liberty and the pursuit of happiness], it is the Right of the People to alter or to abolish it, and to institute new Government,as the Declaration of Independence states. In other words, it is the right of the people to revolt against government – preferably through peaceful means, but by violent revolution if need be, as Thomas Jefferson argued – when it becomes an oppressive tyranny, as it now is.The very idea that the people have the right to abolish government scares the hell out of the ruling elite. The Second Amendment is under persistent attack not because guns are a danger to school children, but because guns and people well trained in their proper use are often required to resist and overthrow government tyranny. BRUSSELS - A group of nine euro-countries led by France and Germany on Tuesday (7 February) asked the Danish EU presidency to fast-track plans for a financial transactions tax - a move indicating they will forge ahead on their own in the absence of an EU-wide consensus.We strongly believe in the need for a financial transactions tax implemented at European level as a crucial instrument to secure a fair contribution from the financial sector to the costs of the financial crisis and to better regulate European financial markets, the letter says.The nine signatories are the finance ministers of France, Germany, Austria, Belgium, Finland, Greece, Spain, Portugal and the Prime Minister of Italy, Mario Monti, who also holds the finance portfolio.They group asks the Danish presidency to accelerate the analysis and negotiation process" of a proposal by the EU commission to introduce a 0.1 percent tax on stocks and 0.01 percent on trading in derivatives - the larger and riskier financial market held widely responsible for the 2008 financial crisis.

For its part, the Danish EU presidency welcomes the letter and is currently looking into how to accommodate the request at the technical level - meaning a new political discussion among finance ministers - it said in an emailed statement to press.Britain and a handful of other countries fiercely oppose the tax arguing that it will lead to business flight and job losses in their financial sectors, making an EU-wide tax highly unlikely.But the letter signals it could be introduced among fewer countries, with a minimum of nine member states needed to trigger so-called enhanced cooperation - a group of like-minded member states pushing forward on legislation to be joined by others at a later stage.Member states already used the legal option for the EU patent, which was gradually subscribed to by all member states except Spain.Economists in favour of the financial transactions tax say the gradual approach will work.Even national introduction is a positive step. BRUSSELS - UK cyber security advisor Pauline Neville-Jones has joined calls by experts for governments to beef up their cyber security networks.In a speech to the Global Strategy Forum, the former defence minister described the UK’s cyber security base as wholly inadequate, adding that governments needed to increase public and business awareness of cyber threats.There is a vast swathe of corporates who have valuable intellectual property, much more valuable than they understand, which is inadequately protected, she said, adding that level of awareness is nothing like it needs to be.Dame Neville Jones speech follows last week’s publication Cyber-security: the vexed question of global rules, by Brussels think-tank Security and Defence Agenda (SDA), featuring country-by-country stress tests on 23 major countries, as well as the United Nations, NATO and the EU, based on methodology devised by former US Defence official Robert Lentz.Echoing the views of Dame Neville-Jones, Evangelos Ouzounis, expert at ENISA, the European agency responsible for information security, also called for the creation of a pan-European curriculum for cyber-security. There’s a big gap between what the market needs and what universities produce….most universities don’t produce cyber-security professionals but computer scientists with little specialisation in security, he said.

Last November the EU held its first joint cyber exercise with the US and this year will see Member States produce their first annual reports to ENISA on cyber security incidents.

According to Freddy Dezure, who heads up the fledgling unit, the intention is not to create extra regulation but to become the glue, the catalyst to initiate new systems and foster information exchange.However, while worldwide agreement seems unlikely, the Commission wants to address the disparity in online security between Member States. In its e-commerce communication last month, the Commission promised to outline an internet security strategy to increase protection against cyber attacks in 2012.
