MANILA, Philippines (AP) — A strong earthquake destroyed buildings and triggered landslides that buried dozens of houses, trapping residents, Monday in the central Philippines. At least 13 people were killed and 29 were missing.The 6.8-magnitude quake, in a narrow strait just off Negros Island, caused a landslide in Guihulngan, a city of about 180,000 people in Negros Oriental province. As many as 30 houses were buried and at least 29 people were missing, Mayor Ernesto Reyes said.Their situation is bad because if you are covered by landslide for one hour, two hours, how can you breathe? he said.But we just hope for the best, that there are still survivors.Rescuers were using picks and shovels to dig for survivors, he said.Reyes said at least 10 people were confirmed dead in his town, including students at a college and an elementary school and others in a market that collapsed. About 100 were injured.The quake, which hit at 11:49 a.m. (0349 GMT), triggered another landslide in the mountain village of Solongon in La Libertad town, also in Negros Oriental. An unknown number of people were trapped, said La Libertad police chief inspector Eric Arrol Besario.

We're now getting shovels and chain saws to start a rescue because there were people trapped inside. Some of them were yelling for help earlier,Besario told The Associated Press by phone. Three key bridges in the town cracked and were no longer passable, he said.Philippine seismologists briefly issued a tsunami alert for the central islands. BELGRADE, Serbia (AP) — Overwhelmed by deep snow and harsh temperatures, some countries in Europe closed down schools and struggled to continue public transport and garbage pick-up Monday, as post-snow rains caused a dam to collapse in Bulgaria, flooding a village and killing at least four.Another four people were killed by floods in southern Bulgaria, and 10 people are missing, authorities said.Europeans across the continent were digging out from heavy snow after a week of bitter cold in which the number of dead — most of them homeless — continued to rise by the day. Temperatures have fallen as low as minus 33 Fahrenheit (minus 36 Celsius) in Ukraine, the hardest-hit country.The big freeze has caused traffic chaos throughout Europe, blocking roads, shutting down airports, and trapping thousands in remote mountain villages in the Balkans.But it has also offered opportunities for snowy fun: Ice skaters in the Netherlands were hopeful they could stage a race that hasn't happened in more than a decade; children in Rome and along the usually temperate Adriatic coast in Croatia frolicked in rare snow; and Bosnians in the capital, Sarajevo, spontaneously organized a winter Olympics in which they boarded down main streets and leapt out of windows into deep snow banks.The Serbian government late on Sunday declared an emergency situation, saying the intense snowfall has jeopardized normal functioning. It states that the president shall nominate, and by and with the Advice and Consent of the Senate, shall appoint officers to the government.But as Ron Paul notes in the above video, the new agency – founded under the Federal Reserve dominated Dodd-Frank Wall Street Reform and Consumer Protection Act – is itself an unconstitutional monster that will further degrade the financial health of the country.Cordray will act as a czar answerable not to the American people, but his masters at the Federal Reserve. Like an EU or Soviet era committee, the CFPB will be run by unelected commissars who will exercise extraordinary power. The agency is part of the Federal Reserve and its budget is not subject to congressional control or oversight.On January 4, the agency began to regulate nonbank services, including debt collection, consumer reporting, prepaid cards, debt relief services, consumer credit and money transmitting, check cashing, and related activities. It claims the authority to supervise any nonbank that it decides may pose a risk to consumers or engages in unfair, deceptive, or abusive practices.

In other words, the CFPB will micromanage a large sector of the economy and punish supposed violators not based on law, but rather supposition of harm and political priorities.The CFPB is another bankster scam protected under the cloak of the Federal Reserve. The financial crisis did not result from lack of regulation over consumer financial products and services. The CFPB is simply another power grab by the bankster cartel masquerading as consumer protection.Not surprisingly, the establishment media has completely ignored this story. It is their job to make sure you don’t find out what the CFPB is all about and demand it be stopped immediately.

Orlando Sanford is one of the airports whose vetoed application to remove TSA screeners will have to be reconsidered under the new legislation.More private security companies are expected to start up if the legislation passes, providing the additional benefit of adding tens of thousands of private sector jobs to the economy.You’ll see companies make themselves known,said Price. In September last year, a petition on the White House website that called for abolishing the TSA received almost 32,000 signatures, forcing TSA chief John Pistole to issue a response.When Texas lawmakers attempted to pass a bill that would have outlawed the TSA’s advanced pat down procedures last year, the feds threatened to impose a no fly zone over the state and the measure was ultimately defeated.Congress recently gave the green light for $24 million dollars in extra funding for the TSA’s VIPR program, which was responsible for conducting 9,300 unannounced checkpoints last year alone.For anti-TSA activists, kicking the federal agency out of the nation’s airports will merely be the first step given that TSA workers have now been deployed to staff a network of internal checkpoints. This is only the opinion of the U.S. Centers for Disease Control and Prevention’s (CDC) Advisory Committee on Immunization Practices (ACIP), of course, which recently announced its final recommendations for the controversial vaccine.
CBS News reports that, as a followup to its earlier, but incomplete, recommendation back in the fall that boys be given HPV (human papillomavirus) vaccines in addition to girls, the CDC has now formalized its position in the journal Annals of Internal Medicine, as well as in the Morbidity and Mortality Weekly Report. The agency is basically now recommending that all young men and women get the Gardasil vaccine.The CDC announcement comes just days after Canadian health officials made a similar announcement recommending that all boys between the ages of nine and 26 in that country be jabbed with Gardasil. Together, the two announcements could potentially double profits for the vaccine, that is if enough members of the public are foolish enough to actually comply with these new recommendations.

ACIP heavily influenced by Big Pharma

Many of ACIP’s members are nominated directly by the drug industry, and often have significant financial ties to vaccine manufacturers. So it is really no surprise that ACIP has made such egregious recommendations without considering the fact that Gardasil has been shown to be medically useless for its stated purpose, and a significant threat to health in many cases.Dr. Carol Baker, executive director of the Texas Children’s Center for Vaccine Awareness and Research, and huge proponent of vaccines, is head of ACIP, which made the recommendation. And Dr. Larry Pickering, executive secretary of ACIP and senior advisor to the director of the National Center for Immunization and Respiratory Diseases at the CDC, also has an extensive history working for groups that promote vaccines.Thousands of young girls around the world have suffered debilitating, permanent neurological damage from getting the Gardasil series of shots. Many of them are now paralyzed as well, and suffer from chronic autoimmune disorders, extreme fatigue, and incapacitating muscle weakness, and at least 100 girls have died. If boys start getting the shot as well, you can expect a massive upswing in serious negative side effects and deaths among this segment of the population as well.The fact of the matter is that Gardasil is a dangerous, unproven vaccine that has no place in medicine. Jordan's Foreign Minister Nasser Judeh held talks on Monday with US envoy David Hale and Middle East peace Quartet envoy Tony Blair to seek a suitable climate for direct Israeli-Palestinian negotiations.The officials discussed the outcome of the recent Israeli-Palestinian exploratory meetings in Amman in order to find a suitable climate and environment to start direct talks, Jordan's state-run Petra news agency reported.Last month's five rounds of talks between Israeli and Palestinian negotiators, sponsored by the peacemaking Quartet, ended without a deal to continue discussions or return to direct negotiations.The Palestinians have accused Israel of failing to present proposals on borders and security called for by the Quartet, which groups the United Nations, United States, European Union and Russia.

It remains unclear whether the interim government would be acceptable to the West. The United States, Europe and Israel consider Hamas a terror organization, and said they would shun any government that includes members of an unreformed Hamas.Abbas has international backing and Monday's agreement said all Cabinet ministers would be politically independent technocrats.With the Palestinians moving toward unity, the fate of low-level border talks with Israel also remains uncertain. Abbas has said that the talks have run their course, as far as he is concerned, and that he would only resume them if Israel made a better offer on where to draw the border with a Palestinian state. It is not clear whether Israel would negotiate with Abbas as head of a Palestinian unity government.As part of reconciliation, elections were initially set for May. However, the delays in implementation make it unlikely the vote will be held on time.

Last week in his Washington Post column, David Ignatius wrote that Israel was preparing to attack Iran to prevent it from being able to build a nuclear bomb.According to his Post opinion page colleague Charles Krauthammer, based on the source behind Ignatius’ claim it is likely an attack will occur.On this weekend’s broadcast of Inside Washington, Krauthammer explained his thought process.I think it’s fairly certain the Israelis are going to attack or you would not have had this leak, deliberately coming this week from secretary of Defense through David Ignatius of The [Washington] Post saying that he thinks there is a high likelihood Israel is going to attack, and then he went ahead and specified when. He said three months, April, May or June. And you don’t say that unless there is obviously indications from the Israelis that they are going to do this even if they get and they are getting a signal from the United States not to do it.Krauthammer doubted Israel was factoring what impact a strike against Iran might have on upcoming U.S. presidential election.

No, I think the calculation is what Ignatius reported as Panetta said: The Israelis think that the problem is that Iran is about to enter the zone of immunity. And that means the trigger is not the assumption that Iran now has the know-how to make a bomb. That is later down the road. What comes earlier is when Iran has put enough uranium in completely untouchable, protected sites, like the mountain outside of Qom where you cannot touch it, meaning that at that point, Iran has the wherewithal, the facilities, the material that it can build a bomb unmolested, and then it can never be attacked again. If Israel thinks it is approaching the point of immunity, it will attack.Krauthammer reminded viewers that the real threat of escalation would be if the rogue state attempted to block the Strait of Hormuz.The Iranian oil is already being cut off,The Europeans are not importing it … The Saudis have pledged [because the Saudis are determined to see the Iranian nuclear program wiped out -- they are very upset about this] a replacement for any Iranian oil. So if it’s just Iranian oil, it will have no effect.Question is will they close the Strait of Hormuz, which will shut off everybody’s oil, which as Evan [Thomas] indicates is suicidal if you are the Islamic Republic.The other question is will they attack the United States base in Bahrain, which is also suicidal, cause if you kill a single American, you’re going to bring America into the war and Europe into the war: The Europeans will join as well. The word came from the mouth of Supreme Leader Ali Khamenei on Friday when he categorically announced Iran would sponsor anyone -- anywhere -- that would work against Israel.Khamenei also admitted to helping attack Israel through third parties, something Iran officially downplays or denies, the Associated Press reported. From now on, in any place, if any nation or any group confronts the Zionist regime, we will endorse and we will help. We have no fear expressing this, Khamenei told followers during morning prayers.Iran has the role of aggressor down pretty well. If it isn't spewing threats against the West on a daily basis, it is saber rattling in the Persian Gulf. Now its religious leader -- the ultimate voice on all matters in Iran -- has confirmed what Israel has been warning about for decades. It is words such as these that should inspire the civilized world to react and may, for all intents and purposes, be the final straw for Israeli Prime Minister Benjamin Netanyahu.I have always said the Israelis will act when they feel truly threatened. When - not if ­­-- that moment occurs, they will act will full effect. Israel has the capabilities and the will to act alone in handling what it considers to be an existential threat. I am certainly not a warmonger, but I am very much a realist when it comes to Iran. That country is not going to stop until it forces the hand of the U.S. or Israel or a combination of both. The inflammatory rhetoric doesn't cease and that can only lead to one ultimate resolution. For the past 30 years the tension has, at times, been palpable been the two nations, but never led to military confrontation.I'm not sure that is the case this time. The Western powers are not going to allow Iran to possess nuclear weapons capabilities. Since Iran continues researching and developing launch systems, the clock is ticking on how long the West will wait before launching a preemptive assault.

THREAT TO SHUT VITAL OIL CHANNEL

The problem is mutual confidence and strong political will.He added: A military option will create a disaster in our region. So before that disaster, everybody must be serious in negotiations. We hope soon both sides will meet again but this time there will be a complete result.Turkey was the venue of the last talks between Western powers and Iran a year ago which ended in stalemate because participants could not even agree on an agenda.Qatari Deputy Foreign Minister Khalid Mohamed al-Attiyah said an attack is not a solution, and tightening the embargo on Iran will make the scenario worse.I believe that with our allies and friends in the West we should open a serious dialogue with the Iranians to get out of this dilemma. BRUSSELS - France has warned that China and Russia's UN veto will not stop the EU and its Arab allies from helping the opposition in Syria.French President Nicolas Sarkozy wrote in a communique on Saturday (4 February) night: France is not giving up. It is in consultations with its European and Arab partners to create a 'Friends of the Syrian People Group' with the aim of providing help from the international community for implementing the Arab League initiative.He added that China and Russia are effectively encouraging the Syrian regime to continue with its cruel and hopeless policy.French foreign minister Alain Juppe in remarks to France 2 TV indicated that the veto has marginalised the UN. This paralyses the international community,he said.China and Russia at a UN Security Council (UNSC) vote in New York earlier the same day blocked a resolution saying Syrian President Bashar Assad should stop military action and hold free elections under Arab League supervision.

All the other council members - including France, Germany, Portugal and the UK, which lobbied hard for its adoption over the past week - voted in favour.Russia - a long-term ally of Syria - has said the unrest is an outside plot fed with money and guns by Syria's enemies and that the opposition is working with Islamist radicals. It has also accused the West of trying to use the UN to justify another Libya-type operation.Its UN ambassador, Vitaly Churkin on Saturday said the resolution does not adequately reflect the realities prevailing in Syria and sends an unbalanced signal to the Syrian parties [that the UN is on the side of the opposition].China's UN ambassador, Li Baodong blamed the West for causing the UN split. To push through a vote when parties are still seriously divided over the issue will not help maintain the unity and authority of the Security Council or help resolve the issue,he said.
The vote came after news broke of a massacre in the town of Homs on Friday night.
Initial reports spoke of between 200 to 400 dead. Rami Abdulrahman, from the London-based Syrian Observatory for Human Rights, told press the army fired mortars at residential areas. A European Parliament deputy, Belgian liberal Louis Michel, said he had spoken with opposition leaders who put the death toll at over 400 and who told him that the Syrian army is marching through the streets in gas masks.

The UN fiasco is likely to have negative repercussions on EU-China and EU-Russia relations, with member states lining up to condemn their decision.British foreign minister William Hague said: Russia and China ... sided with the Syrian regime and its brutal suppression of the Syrian people in support of their own national interests - a reference to their ongoing arms sales to Assad.Sweden's Carl Bildt tweeted Russia and China are on the wrong side of history ... Forces loyal to Syrian strongman Bashar Assad renewed their attack on the city of Homs Monday. At least 50 people have died since morning, according to reports from the city in western Syria.The Syrian opposition says Syrian Air Force combat helicopters have been firing missiles at targets in the city. Ground forces have been firing tank shells and mortar rounds at various locations in the city as well.
The main thrust of the military offensive is aimed at the Baba Amar neighborhood.

Simultaneously, the town of Zabadani on the outskirts of Damascus is being pummeled by Assad's forces. Arab television networks are broadcasting live coverage of the attacks on Homs and Zabadani.U.S. Secretary of State Hillary Clinton said Sunday that her country and its allies would be advancing meaningful sanctions against Syria despite a U.N. BRUSSELS - German Chancellor Angela Merkel has promised unfettered political support for her French counterpart Nicolas Sarkozy if he runs in the April presidential elections, remarks likely to further increase the spotlight on the continent's foremost political duo.

The two leaders, whose relationship has inspired almost as much interest as the eurozone crisis that feeds it, met in Paris on Monday (6 February) for one of their frequent bilateral summits to underline the strength of Franco-German ties even as the single currency's woes deepen.Speaking after their meeting, Merkel, who hails from the same centre-right political family as Sarkozy, said she would support the putative candidate in anyway I can ... no matter what he does.Her comment, which she immediately qualified by limiting to his actions as a presidential candidate, follow earlier commitments that she would make campaign appearances alongside Sarkozy.For his part, Sarkozy, who is trailing behind Socialist contender Francois Hollande in the polls, has tied his political colours to Berlin's mast.

Political risk

His fulsome praise for Madame Merkel and how well she is running Germany comes on top of his outright support for the fiscal discipline treaty, a document agreed by an EU summit last week enshrining Berlin's belt-tightening economic doctrine into national law.This is work of historic importance. Europe has never made such rapid structural decisions,he said.The treaty has been critcised in other quarters - including by French centre-left presidential candidate Francois Hollande - as being irrelevant to the problems at hand and likely to make worse the eurozone's stagnant economic growth.The relations between the two leaders - dubbed Merkozy - has evolved with the two-year long eurozone crisis. What started off ostensibly as a politically balanced set-up has altered to become a relationship dominated by the economically-stronger Germany.But the idea of a Franco-German engine running Europe helps both leaders. Sarkozy is lent more gravitas on the domestic front while the perception that Merkel is directing Europe is blunted if Paris is on board.Political commentators suggest that for the moment Merkel is popular in France but this could change, with French newspapers beginning to paint the Chancellor in an unflattering light.

Germany has become too much of an issue in the French presidential elections,Frank Baasner, head of the Franco-German Institute, told Germany's ZDF.Noting that she has always had a good image in France, Baasner added:It has to be seen with a question mark whether one can win an election in France standing alongside Merkel.Merkel, for her part, appeared to downplay her campaigning offer by pointing out that there are precedents for leaders from both countries helping one another out.

France leads on foreign policy

While Germany, with the eurozone's deepest pockets, is the undisputed leader when it comes to questions of economy, it continues to be France that takes the lead on major foreign policy issues.Sarkozy noted that he would be talking to Russian prime minister Dmitry Medvedev about Syria on behalf of both of us [France and Germany] on Monday, with France over the weekend calling for an EU-Arab action group on Syria whose government has been conducting a brutal crackdown on pro-democracy protesters.
This division of power between Paris and Berlin was alluded to recently by Alain Minc, an advisor and friend to Sarkozy.There are two negotiating tables in Europe: The first one is for economic issues, while military, strategic and diplomatic questions are discussed at the second one. Germany is the senior partner at the first table, but it doesn't even want to be present at the second one, as [the case of] Libya has shown. I think that results in a balanced relationship,he told Der Spiegel magasine.He also had some pointed to the change in the nature of the relationship between the calm scientist Merkel and hyperactive lawyer Sarkozy.I think he has learned to like her. At the beginning, you couldn't have imagined two more disparate people.He's learning to control himself. I think both of them have come a long way: from necessity to complicity, and from there to, as Nicolas Sarkozy tells me, real affection. You know, there are only three women in Sarkozy's life: Carla Bruni, his daughter and Angela Merkel.

Nerves fray as Greece extends bail-out talks

He noted that party chiefs have agreed to reduce public spending by 1.5 percent of the country's GDP, cut wages and labour costs and recapitalise their cash-strapped banks. The key outstanding issues are further wage cuts and a pensions freeze

The prime minister and political leaders will meet again tomorrow to complete the consultations on the content of the programme,Papademos' statement said.A spokesman for the Socialist Pasok party noted that political leaders have been given a new deadline of noon on Monday to clinch a deal, so that Papademos' government can present it to a teleconference or a snap meeting of eurozone finance officials.But as one EU official told this website,with Greece, no deadline is for sure.The ultimate deadline is 20 March, when Greece has to repay €14.5 billion worth of bonds.
If it does not get the new EU and International Monetary Fund (IMF) bail-out it cannot make the payment. But even if a deal is clinched today, it will take between four and six weeks to implement so-called private sector involvement (PSI).Apart from the new austerity measures, the EU and IMF have said there will be no bail-out unless private bondholders agree to write off more than 50 percent of their Greek debt.

In a sign of fraying nerves, Greek daily Kathimerini reports that Papedemos has threatened to resign if the talks fall apart.For his part, eurozone chief Jean-Claude Juncker told Der Spiegel there is a real risk of Greece going bust.If we were to establish that everything has gone wrong in Greece, there would be no new programme, and that would mean that in March they have to declare bankruptcy,he said.
Top banker Josef Ackermann - the head of both German financial giant Deutsche Bank and the International Institute of Finance, the body representing private bondholders in the PSI negotiations - warned that if Greece does go bust, the whole EU financial system will suffer.It's not only about Greece, it's about Europe,he said at a security conference in Munich, Germany on Saturday. He added that other troubled euro-countries would immediately be affected, with Portugal increasingly seen as the most vulnerable to the shock of a Greek default.Greek politicians now find themselves between a rock and a hard place - no political party wants to be associated with additional austerity measures ahead of upcoming elections in April.
Antonis Samaras - the leader of the conservative New Democracy party - has said the country is being asked for more austerity, which it is unable to bear.The IMF has itself admitted that the social costs are dangerously high.Greece is now in its fifth year of recession. Unemployment is at 20 percent and the number of homeless people on the - currently freezing - streets of Athens has increased by 25 percent since 2009. In protest at the planned cuts, the country's biggest trade unions have called for another 24-hour strike on Tuesday.Meanwhile, according to official figures, some €65 billion has been pulled out of Greek banks over the past two years, out of which around €16 billion was sent abroad - mainly to British and Swiss accounts.On the PSI side of the Greek deal, Germany fiercely opposes the European Central Bank or national governments taking losses on their Greek bonds along with the private sector.German Chancellor Angela Merkel and French President Nicolas Sarkozy are to hold talks in Paris on Monday in a meeting likely to focus on the Greek problem.

China bars its airlines from paying EU carbon tax

BEIJING (AP) — China announced Monday it will prohibit its airlines from paying European Union charges on carbon emissions, ratcheting up a global dispute over the cost of combatting climate change.The charges are aimed at curbing emissions of climate-changing gases but governments including China, the United States and Russia oppose them. The ratings agency Fitch warned in December the conflict could spiral into a global trade dispute.The Chinese air regulator said China's carriers are barred from paying the charges or other fees without government permission, the official Xinhua News Agency reported. It said Beijing will consider unspecified measures in response to protect Chinese companies.There was no indication there would be any immediate impact on flights between China and Europe or penalties for Chinese airlines. The charges took effect in January but money will not be collected until next year.The dispute highlights Beijing's complicated status in global climate efforts.China is the biggest source of climate-changing gases but as a developing country is exempt from Kyoto Protocol emission limits. Owners of Chinese power plants and factories have received billions of dollars from a European system that pays developing countries to curb emissions but Beijing has resisted binding limits.

Under the European system, airlines flying to or from Europe must obtain certificates for carbon dioxide emissions. They will get free credits to cover most flights this year but must buy or trade for credits to cover the rest.China objects to the EU's decision to impose the scheme on non-EU airlines, Xinhua quoted a statement by the Civil Aviation Administration of China as saying.The European Union ambassador to Beijing, Markus Ederer, defended the charges as consistent with Europe's efforts to be a green leader in curbing climate change and said they treat European and foreign carriers equally.Ederer said it was too early to consider questions such as whether Chinese carriers might be compelled to pay. He said EU regulations include a provision to exempt carriers from countries with equivalent measures to curb carbon emissions.We are ready to engage in a discussion on recognizing the equivalent measures which would then exempt those airlines of those countries from the necessary dues that would have to be paid, he said at a previously scheduled news conference on EU relations with China.Ederer said that with free credits taken into account, the added cost per passenger on a flight from Beijing to Brussels, the EU capital, would be 17.50 yuan or 1.90 euros ($2.70).I leave it to you to make a judgment on whether this is too much for saving the Earth, combating climate change and making headway together,he said.In Brussels, spokesman for the EU's climate agency, Isaac Valero-Ladron, said he was confident Chinese airlines would eventually comply and said the agency remained opened to talks with Chinese officials over their concerns.

Environmentalists welcomed the European program, one of the most far-reaching measures adopted by any government to regulate greenhouse gas emissions. Although only 3 percent of total human-caused carbon emissions come from aircraft, aviation is the fastest-growing source of carbon pollution.U.S. airlines, supported by governments including China and India, filed a legal challenge to the charges but the EU's highest court upheld them in December.Beijing could have unusually strong leverage in a possible dispute because its state-owned airlines carry large numbers of Chinese and other Asian tourists to Europe. Any disruption would hurt Europe's travel industry when the continent is struggling with a debt crisis and high unemployment.The International Air Transport Association has criticized the charges as market distorting.
