IDF Intelligence head Aviv Kochavi gave a chilling presentation Thursday morning at the Herzliya Conference on Israeli policy, telling listeners that Israel's enemies had 200,000 rockets and missiles pointed at the country, and could reach all parts of Israel – even the ostensibly safe center of Tel Aviv and its suburbs.Most of the missiles have a range of about 40 kilometers – the range of Qassam and most Katyusha rockets – but thousands of missiles have ranges of hundreds of kilometers, making every location in Israel within their reach. Not only that – but the missiles are more lethal now than ever before. The warheads on these missiles contain hundreds of kilograms of explosives, not dozens, as in the past. And their firing precision and ability to hit specific targets is also greater, Kochavi said. The rockets are largely located in Lebanon and Syria, with a smaller amount in Gaza – and in Iran, as well, which has thousands of missiles that could reach Israel.Every tenth house in Lebanon is now a weapons depot, Kochavi said.Besides conventional weapons, Israel is also facing a nuclear threat. According to Kochavi, Israel has lost the battle to prevent Iran from developing nuclear weapons; Tehran already has enough uranium for four atomic bombs, with over 100 kilos enriched to a level of 20% - more than enough for the one bomb Iranian President Mahmoud Ahmadinejad has said he would need to rid the world of the Zionist entity.

Whether or not Iran actually builds these bombs is not a question of technical capability, Kochavi said, but a question of political will. The ability to build the bombs is there, and whether or not they will actually be assembled is a decision that top Iranian officials, especially Supreme Leader Ali Khameini, has yet to make. From the moment the order is given, it will take about a year to assemble the bombs, Kochavi said.Developing them into warheads will take a little longer.He added that the sanctions against Iran have not yet persuaded Tehran to change its nuclear development policy one way or the other, but that could change if the government feels it is losing control. Still, sanctions are preferable to the other alternatives, at least at this time, he said. Only concerted international effort can persuade Tehran to halt their pursuit of the project,he added.Despite the fact that so far it appears that Islamists have been the big winners of the Arab Spring, it is not they that led the revolutions in Arab world, but the desperation of youths and young adults who face a future of unemployment and hopelessness. If the new regimes do not work quickly to raise hope for the masses, he said, the current unrest could continue for many years.However, one aspect of the weakening of traditional Arab dictatorships in the region has negatively affected Israel; with less authority has come more porous borders, and Iran has been taking advantage of this fact to move more weapons into neighboring Arab countries. As a result, more terror attacks with Iran's backing can be expected. Kochavi said that the attack last August on the southern Negev was orchestrated by Iran, and thanks to the large amount of weapons in the region – with the Middle East now the world's largest weapons warehouse - similar attacks in the future are all but inevitable.

BRUSSELS - Eight EU countries have joined Italy in noting a sharp drop in Russian gas supplies, in events recalling the massive 2009 crunch.Gazprom deliveries to Austria and Slovakia reportedly fell by 30 percent on Thursday (2 February). Shipments to Poland fell 7 percent and Czech distributor RWE Transgaz said deliveries are several percent lower than normal.The European Commission on Friday added that Bulgaria, Greece, Hungary and Romania have also been affected.The cuts began in Italy on Tuesday. Earlier this week it reported a 10 percent drop, but the figure hit 20 percent on Thursday.Member states created special reserves after the 2009 gas crunch - which cost EU firms hundreds of millions of euros and which saw blackouts in some former Communist EU countries in the middle of a harsh winter.

But there are signs the 2012 crunch could also get nasty.Polish distributor PGNiG had already begun lowering supplies to three big industrial clients - including the country's main petrol refinery PKN Orlen - before the Russian problem. It cited high demand due to the cold snap, prompting the government to tap emergency stocks.Slovak distributor SPP told people not to worry because if need be it can get help from Austria and the Czech Republic - themselves victims of cuts.The parallels between 2012 and 2009 on Thursday multiplied when Gazprom accused Ukraine of stealing EU-bound transit gas.Gazprom chairman Alexander Medvedev told Interfax: While sitting on transit pipelines, Ukraine is today taking gas at the level of 60 billion cubic metres a year, which goes far beyond the volumes covered by [our] contracts.
Ukrainian distributor Naftogaz said in a statement: The volume of gas transit through Ukraine's territory and the off-take of imported gas are at levels set by the contract with Gazprom.Moscow and Kiev - also as in 2009 - are currently engaged in a highly political gas price dispute.Meanwhile, question marks hang over Gazprom's line on Ukraine.Polish distributor PGNiG said the drop came on the Russia-Belarus-Poland pipeline, not on the Russia-Ukraine-Poland network.And two sources inside Gazprom told press the company is struggling with internal problems.The gas has to be transported over very long distances, and it can take time to get the gas through to the consumer,one unnamed contact told Dow Jones.Some requests are higher than we can put in the pipe ... requests for gas have been higher for more than a week,the second source told Reuters.

Berlin digs in heels on extra €15bn for Greece

BRUSSELS - Germany has ruled out any extra contribution from national governments or the European Central Bank (ECB) to the second Greek bail-out - as requested by the Greek government. Meanwhile, sources close to the negotiations speak of a €15bn funding gap.Greece needs a debt restructuring of 50 percent on the bonds held by private investors. It does not need any supplementary contributions from the public sector,German finance minister Wolfgang Schauble said Thursday on N-TV, a German news channel.Negotiations on the second Greek bail-out, worth €130 billion, are stuck as private lenders say they will take losses of up to 75 percent on their Greek bonds only if the ECB or national governments also step up their contributions.

According to an EU official quoted by Associated Press, international debt inspectors have discovered a funding gap of €15 billion, which could be filled by more bail-out loans from the eurozone governments or by eurozone central banks or publicly owned banks taking a loss on their Greek bonds.The ECB and national central banks are estimated to hold €50-55 billion in Greek debt.Back in Athens, finance minister Evangelor Venizelos on Thursday said that the ECB must take part in the debt restructuring.In parallel with negotiations with private creditors, there must be negotiations for the official sector involvement. This means that the ECB must be mobilized, and we must resolve issues pertaining to national central banks,he told socialist party lawmakers, for the first time publicly siding with commercial banks which have been asking for a long time for the ECB to share the burden.The initial terms of the debt swap Germany still insists on were agreed in October last year and were to see private bondholders voluntarily agree on losing 50 percent of their returns on Greek bonds, in order for Athens to slash its debt burden by €100 billion, or 120 percent of GDP.But the economic crisis both in and outside the country, as well as a lag in promised reforms, have increased Athens' financing needs, with EU finance commissioner Olli Rehn admitting in the past weeks that the public sector would have to step up its contribution.

Josef Ackerman - the head of Germany's finance giant Deutsche Bank and chairman of the International Institute of Finance (IIF) which groups the commercial banks, hedge funds and other private lenders negotiating the debt swap with the Greek government - said he was confident a deal could be reached within weeks or even days.
Everybody has to contribute a little bit, not just the private sector, he told the BBC. He said the IIF is making a very attractive offer to Greece of a net percent value loss of 70 plus percent.The €-8million-a-year-earning banker noted that income inequalities are a ticking social bomb in Europe and said that bankers had a social responsibility - describing the latest offer to Greece as philanthropic.Despite the IMF itself recognising that further austerity will aggravate the social cost, the Greek government still has to adopt further wage and pension cuts as part of the deal.On Friday, its technocrat premier Lucas Papademos was set to rally reluctant political leaders from the socialist, conservative and far-right camps behind the unpopular measures.They've put a gun to our head and said they will shoot us, George Karatzaferis, the head of the far-right Laos party told Flash radio, referring to the country's lenders.Athens is under pressure to wrap up the talks before Monday, when eurozone finance ministers are to meet in Brussels to approve the second bail-out deal.Failure to agree will trigger a disorderly default mid-March when Greece has to repay €14.5 billion worth of bonds - an event that with unpredictable consequnces for the future of the single currency.Investors are already punishing Portugal with high borrowing costs on its long-term bonds - a signal that it is the next country in line according to Ackermann.

The movement has grown and we can expect a large mobilisation this Saturday.In remarks likely to encourage protesters, she added: There is a rising group of people calling for real participation, for more decisive measures to rein in corruption and impunity, and to give more breathing space to democratic processes. And they are ready to express their opinion. Peacefully.She castigated Prime Minister Putin for saying he will swap jobs with the president, with the election due on 4 March. She also told Putin to let an opposition candidate - Grigory Yavlinsky - run in upcoming elections.In unscripted comments, she later added that her envoys report a change in the atmosphere in Russia and that things are beginning to change.Most MEPs from the mainstream political groups backed Ashton's line.German left-winger Knut Fleckenstein, who heads the parliament's Russia delegation, said: We need to express solidarity for those who in recent days and months have joined the protests.

EU funds spent on environmentally harmful projects

BRUSSELS - Waste incinerators instead of recycling, highways running through nature parks, airports in protected areas - 33 projects in central and eastern Europe funded with €16 billion out of the EU's regional policy coffers are environmentally harmful, says a study published on Thursday (2 February) by Friends of the Earth Europe and Bankwatch, a coalition of environmental NGOs.These 33 projects are economically dubious, socially harmful and in breach of environmental law, Markus Trilling from Friends of the Earth Europe said during a press briefing.He noted that while EU leaders are in the hot phase of negotiating the next EU budget for 2014-2020, current spending practices need to be altered if Europe is serious about its climate change and environmental targets.Cohesion policy - the EU term for the €347 billion allocated in 2007 to 2013 mainly to Europe's former Communist countries to revamp schools, roads and other infrastructure - has to follow broad EU outlines for sustainable or environmental-friendly targets. But it is ultimately up to national governments to approve the individual projects.What we have found is that they are funding unsustainable, unmodern investments. Decision makers have not learnt from the past experience of Spain, Portugal, Greece - once the biggest recipients of structural funds - where money was used to fuel housing bubbles and to construct highways instead of a more balanced approach, such as more public transportation, railways, investments in energy efficiency,Trilling said.

In Bulgaria, the EU's poorest member, waste management is still far away from any recycling practices seen in the western countries, said Genady Kondarev from Bankwatch.A project worth €184 million pending EU approval aims at incinerating all waste collected in the Bulgarian capital, Sofia, which is currently being transported and piled up in large landfills outside the city. Almost 100 percent of the waste is landfilled. Only a marginal 1.9-2.5 percent is being recycled, mainly by Roma going through the garbage and selling some of the recycled materials, Kondarev said.If the project is approved, the timid government effort to get people to sort rubbish will be even less effective, he argued. Already people are very sceptical about the different coloured bins, since they see that they all go in the same garbage vans. With an incinerator, there will be no incentives for recycling, he explained.Other projects, such as the Salgotarjan biomass power plant in Hungary, may look environmentally friendly, but risks creating a perverse effect.Because of its reliance on waste wood from forestry and chopped logs, logging would increase pressure on surrounding forests, where not enough wood is produced annually to fuel a power plant with even 20 percent less capacity. Also the plant would be constructed in a populated area, so air pollution and low-particulate dust is of major concern,the study says.

IMF worried by social cost of Greek austerity

BRUSSELS - Budget cuts alone will not save the Greek economy as the country is reaching the limit of what society can endure, the International Monetary Fund's point-man for Athens has said, in a departure from the institution's traditionally more technocratic communiques.We will have to slow down a little as far as fiscal adjustment is concerned and move faster - much faster - with the reforms needed to modernise the economy,Poul Thomsen, a Danish IMF official overseeing the Greek austerity programme told Greek daily Kathimerini on Wednesday (1 February).He spoke of the limitations of political support and social tolerance toward the deficit-cutting measures - Greece saw violent street clashes and several days of general strikes in protest at cost-cutting last year.Thomsen also called for political recognition of the painful reforms that Greece has already undertaken.I share the frustration of many Greek officials that much of the criticism from abroad overlooks the fact that Greece has done a lot, at a great cost to the population. While much still needs to be done, Greece has already come quite a long way. Failing to recognise this will not help mobilise support for the programme,he said.

In this regard, I think that officials - myself included - need perhaps to be more sensitive to ensuring that we send a balanced signal when we say that the programme is off-track.His words come just days after EU leaders scolded the Greek premier for not keeping to an agreed reform programme, including lowering labour cost and privatising the remaining state assets.Germany has been the loudest critic. Chancellor Angela Merkel spoke of her frustration with Athens even as Berlin circulated a controversial idea to have an EU commissioner put in charge of Greece with power over all its spending decisions.On the difficult talks between the Greek government and the troika - comprising of the IMF, the EU commission and the European Central Bank (ECB) - Thomsen said a deal on the second bail-out, worth €130 billion, will be completed very soon, it's a matter of days.According to the Imerisia newspaper, Athens is willing to sign up to another €4.4 billion worth of spending cuts this year to secure the deal. The cuts - amounting to about 2 percent of gross domestic product - will be in defence, health-care and pharmaceutical spending.Greece's first bail-out from May 2010, amounting to €110 billion, relied on tax hikes and cuts in wages and pensions, reducing the country's deficit from €24.7 billion to €5 billion in just two years. But the country's soaring borrowing costs have made its debt unsustainable.A parallel, unprecedented deal with private lenders is being sought to slash at least 50 percent of the interest creditors would cash in on some €200 billion worth of Greek bonds - a precondition for the second IMF-EU-ECB bail-out.Negotiations on the deal have become drawn out over recent weeks. One of the sticking points concerns whether the ECB and governments should also incur losses alongside the private sector.

U.S. Defense Secretary Leon Panetta believes there is a strong likelihood that Israel will strike Iran in April, May or June, according to the Washington Post's David Ignatius.Israel believes that after this time, Iran will have entered a zone of immunity that will enable it to build a nuclear bomb at its leisure, Ignatius wrote. Defense Minister Ehud Barak used the same words Thursday in his speech at the Herzliya Conference.Very soon,the Israelis fear, the Iranians will have stored enough enriched uranium in deep underground facilities to make a weapon — and only the United States could then stop them militarily,explained Ignatius. The U.S., however, does not intend to hit Iran until it has intelligence that Iran is actually building a bomb, and Israeli Prime Minister Binyamin Netanyahu doesn’t want to leave the fate of Israel dependent on American action...When Barak asked last month to postpone a planned U.S.-Israel military exercise, he may have been signaling that an Israeli attack is imminent, the senior journalist wrote. Barak apologized that Israel couldn’t devote the resources to the annual exercise this spring.President Obama and Panetta cautioned Israel against an attack, because they believe it would derail increasingly successful international economic sanctions against Iran.

The White House hasn’t yet decided precisely how to react to an Israeli attack on Iran. The U.S. appears to favor staying out of the conflict unless Iran hits American assets, which would trigger a strong U.S. response. But administration officials caution that Tehran shouldn’t misunderstand: The United States has a 60-year commitment to Israeli security, and if Israel’s population centers were hit, the United States could feel obligated to come to Israel’s defense.Ignatius quotes an Israeli official who reportedly told the U.S.: You stay to the side, and let us do it.The pundit mentions a short-war scenario that assumes five days or so of limited Israeli strikes, followed by a U.N.-brokered cease-fire. The IDF responded on Thursday night to a barrage of Qassam rockets fired at Israel by attacking terror targets in Gaza.According to a statement issued by the IDF Spokesperson's Unit, IAF aircraft struck two weapons storage facilities in northern Gaza, three smuggling tunnels in southern Gaza and a weapons manufacturing site in central Gaza.The statement added that the aircraft scored direct hits on the targets and that in some cases, several secondary explosions were detected. All Israeli aircraft safely returned to their base.The attacks come after terrorists from Gaza launched at least seven Qassam rockets at Israel's southern communities on Wednesday evening.All of the rockets exploded in open fields in the western Negev. No property damage or physical injuries were reported.Regional councils in southern Israel later said that some of the rockets had exploded in no man’s land - an area not covered by the Iron Dome missile defense system.The residents are exposed to continuous fire throughout the year and the state does not provide them with protection,the heads of the councils said. We demand that the government protect no man’s land.Meanwhile on Thursday, IDF Intelligence head Aviv Kochavi told attendees of the Herzliya Conference on Israeli policy that Israel's enemies had 200,000 rockets and missiles pointed at the country, and could reach all parts of Israel – even the ostensibly safe center of Tel Aviv and its suburbs.Kochavi said most of the missiles have a range of about 40 kilometers, but thousands of missiles have ranges of hundreds of kilometers, making every location in Israel within their reach.

Former CIA director R. James Woolsey spoke to Arutz Sheva on Thursday, on the sidelines of the 12th Annual Herzliya Conference.

Addressing the security situation in the Middle East in the wake of the Arab Spring, Woolsey said revolutions are usually divided into three phases: The first phase is very enthusiastic, the second phase is when the liberals take over and look like they’re going to move things well, and the third part is what he called the non-attractive part.We can hope that a number of these Arab revolutions veer off before they get to a most unattractive phase three,he said.There’s been a lot of progress away from dictatorship and toward people being able to rule themselves, but it’s far from perfect and there is a lot of uncertainty. We don’t know where these Arab revolutions – really, any of them – are going.Woolsey spoke about the relations between Israel and the United States, and differentiated between the tension with the Obama Administration and the general relationship between the two countries.I think there’s still some tension with the Obama Administration. I don’t think there’s fundamental tension between Israel and the United States,he said, adding that the Obama Administration thought that making nice with the Iranians and the Syrians would work, but that did not work.

It has not worked out well, and I hope that the Obama Administration is learning that one wants to stick closer to one’s friends than to kowtow to one’s enemies, he said.Woolsey, who has previously called for the release of Jonathan Pollard from prison, repeated that position in the interview. He noted that Pollard’s sentencing judge laid down three criteria for parole: That Pollard express contrition, that he help the United States understand exactly what was taken and the implications, and that he agree to forego any proceeds from anything written or televised about what he did. That is, if he writes a book about his experiences, the money would go charity.Woolsey said that he knows that the first two conditions have been met by Pollard but added that he does not know whether the third one has been met. Nevertheless, he said, He’s now been in prison well over 20 years, well over the time any spy from any friendly country has spent in American prisons, and he didn’t get anyone killed.From my point of view,Woolsey added,if he would just satisfy that third requirement it ought to be possible for either parole or some kind of executive clemency to set him free.

Palestinian Authority Chairman Mahmoud Abbas on Wednesday said that he would be willing to resume negotiations with Israel, but conditioned it on Israel submitting an encouraging and helpful proposal that can be built upon.The Hebrew-language Ma’ariv newspaper reported that Abbas made the comments at a press conference with UN Secretary General Ban Ki-moon, after the two met in Ramallah.During the press conference Abbas stressed that as far as he is concerned, the solution to the Arab-Israeli conflict is establishing a Palestinian state within the 1967 borders [1949 armistice lines –ed.] and ending Israeli presence in occupied lands, including the Jordan Valley.Abbas added that the PA has a number of alternatives for negotiations, which he said he will discuss with the foreign ministers of the Arab League during their meeting on Saturday.Ban, who began his remarks in Arabic, praised Abbas for his state-building efforts. Referring to the peace process, Ban said it was time to establish a viable Palestinians state.

I continue to believe that the two-state solution is achievable through negotiations, Ban was quoted by Ma’ariv as having said. He later met with the PA’s Prime Minister Salam Fayyad.Earlier on Wednesday, Ban met with Prime Minister Binyamin Netanyahu, and asked Israel to reinstate the freeze on all construction in Jewish communities in the region, saying at a news conference it was not helpful to the peace process.But Netanyahu noted out that any discussion about a freeze on construction -- or any other action taken by Israel to move the peace process forward -- should come in context of the process itself, rather than as a precondition.This issue is part of the negotiations, he told Ban.It can't be a precondition.Netanyahu added pointedly that settlements are not the crux of the conflict, but rather, one of its outcomes. The conflict started 50 years before there were settlements.
