BRUSSELS - The Czech Republic's decision to not sign up to a new fiscal discipline treaty given the nod by EU leaders on Monday (30 January) has caused parties in the ruling coalition to lock horns - but the intergovernmental pact is proving controversial elsewhere too.Francois Hollande has pledged to re-negotiate the treaty if he wins (Photo: Francois Hollande)This really harms the Czech Republic,foreign minister Karel Schwarzenberg said on Tuesday. That much is clear to everyone, while our stance is absolutely unclear to everyone,the leader of the Top09 party, a junior partner in the centre-right coalition led by Prime Minister Petr Necas, added.Necas' own party, the right-wing Civic Democrats, are aligned with the country's eurosceptic president Vaclav Klaus, who has said he will not sign the pact.The eurosceptic president already delayed the ratification of the Lisbon Treaty by withholding his signature back in 2009.Prague's internal divisions were well known to those around the EU negotiating table.If Schwarzenberg becomes president, maybe things will change,one EU politician quipped.

At a press conference after the summit, Necas himself did not rule out that his country may join the treaty at a later stage - an allusion to the fact that Klaus will step down after March 2013 elections.But once back in Prague on Tuesday, Necas defended his stance and said Schwarzenberg's statement is extremely ill thought-out. He noted that the pact is a big step towards a fiscal union - something Czechs did not vote for when they voted on EU membership in 2003.One of the three reasons Necas gave for his opposition to the treaty was the complicated ratification procedure.

Referendum calls

Meanwhile, the new treaty has met with calls for referendums in Ireland and Denmark.
Fianna Fail, the former ruling party in Ireland, on Tuesday joined other opposition groups in calling for a plebiscite.The government itself has asked Ireland's attorney general for a legal opinion, even though the language of the treaty has been crafted so as to avoid referendums.The opposition has pledged to take the matter to court if the attorney general says a referendum is not required.Eurosceptic parties on the left and right of the political spectrum in Denmark, a non-euro country which signed up to the pact, have also called for popular votes.The majority of parliament is in favour of the pact however, while a Gallup poll showed on Tuesday that 56 percent of Danes favour the treaty, with just 27 percent against.

French challenge

In France, the frontrunner for the April presidential elections, Socialist candidate Francois Hollande, is also making waves with his pledge to re-negotiate the treaty if he wins.Hollande wants an increased role for the European Central Bank, the creation of eurobonds and a European financial transaction tax.His position has prompted a debate in French political circles about whether the treaty can be re-opened after the current French President Nicolas Sarkozy signs it in March, as expected.The intergovernmental pact came about after Britain vetoed a change to the EU Treaty proper.The treaty is widely seen as part of a grand political strategy to enable Berlin to push through measures to raise its contrbution to EU bail-out funds.

According to the Financial Times Deutschland, the plan is to increase the firepower of the bail-out funds from the current €1 trillion to €1.5 trillion.EU leaders will come back to the money issue on 1 when they meet in Brussels for another summit - the 15th since the crisis began.

Russia cuts EU gas, blames cold weather

BRUSSELS - Gazprom has begun cutting gas supplies to the EU in order to meet higher demand in Russia caused by severe cold weather.Italy said on Tuesday (31 January) that volumes dropped by 10 percent but that its underground gas reserves are 65 percent full and that it can pull in extra volumes from Algeria, the Netherlands, Norway and liquid gas markets.It is not a crisis ... there is no shortage of gas in Italy, European Commission spokeswoman Marlene Holzener told EUobserver on Wednesday morning.She noted that gas flows are so far normal in EU countries which depend more heavily on Russia, such as Hungary, Poland and Slovakia. She also said Gazprom expects to increase output in just a couple of days.Temperatures fell below minus 30 degrees Celsius at night in eastern Europe at the weekend and are forecast to stay low all week.The weather has killed dozens of people: about 30 in Ukraine; 15 in Poland; eight in Romania; five in Bulgaria; three in Serbia; and one in the Czech Republic. The dead are mostly homeless or old people. But in the Czech Republic, the victim was a 26-year-old man found in a field.The Italy gas cut is a reminder of EU vulnerability to Russian gas decisions.A price dispute between Russia and Ukraine - Gazprom's main transit route to the Union - in the winter of 2009/2010 caused massive shortages in former Communist EU members.The two sides met on January 16 in a fresh dispute which also threatens to get nasty.Russia wants Ukraine to pay $416 per thousand cubic metres of gas and to buy at least 52 billion cubic metres (bcm) a month. But Ukraine is aiming for $250 and 27 bcm.

The talks have a geopolitical dimension.

The EU and US are trying to pull Ukraine into their sphere of influence. But Russia wants it to quit the so-called European Energy Community and a draft EU free trade agreement in favour of joining its customs union. It also wants control of Ukraine's pipeline network - a strategic asset.If, as one hears in Ukraine, the gas transport system is a historical treasure, its place, apparently, is in a museum, Gazprom CEO Alexei Miller said last week.

Dutch minister: Border cameras do not break EU law

BRUSSELS - The Dutch interior minister has told Brussels his new border cameras will catch illegal immigrants without breaking EU rules.Gerd Leers defended the project - which has already seen military-grade surveillance technology installed on main roads from Belgium and Germany - in a letter sent to the European Commission on Friday (27 January) and seen by EUobserver.Citing chapter and verse of the EU's Schengen code on passport-free travel, the Charter of Fundamental Rights, the Dutch constitution, its so-called Aliens Act and the privacy rules of its data protection regulator, he said the cameras are an alternative to more invasive policing.He noted that under Schengen internal borders should be crossed freely and in an unhindered way,meaning that physical checks in border areas are [currently] carried out at random.But the new system will ensure that the military police will run samples at the right time and right place as effectively as possible ... minimising the number of people of good faith who are needlessly harassed.The cameras normally work by storing data on which models and colours of cars tend to cross the border at certain times of day.If intelligence indicates that, for instance, white minibuses driven in convoys at night are being used to transport illegal workers, when the cameras see a suspicious convoy they automatically send an alert, triggering motorcycle police to go into action.

If authorities issue a so-called amber warning - as in the case of a missing child or a terrorist threat - the cameras step up a gear and send an alert when a car with a particular number plate comes into view.Access to the data is controlled by the Royal Military Police and information on specific cars linked to specific people is only stored in amber cases, for up to five years.Leers said the cameras are already in place in 10 locations in zones up to 20km inside Dutch territory - [where] the chance of encountering illegal residence and migration crime is greatest.They will cover the remaining five highways from Belgium and Germany - the A76, A74, N280, A77 and A12 - by 31 May. Another six units are being mounted on police vehicles.Leers' letter comes in response to a query from Stefano Manservisi, a senior EU official working for home affairs commissioner Cecilia Malmstrom.Manservisi wrote to the Dutch ambassador to the EU, Pieter de Gooijer, on 17 November saying he found out about the cameras by chance during informal contacts with the Dutch authorities.His letter - addressed to Dear Piet - has a friendly tone. But it gave The Hague a clear deadline to come clean. I would be grateful if you could provide your observations on the above concerns within 10 weeks,Manservisi said.Malmstrom's spokesman on Tuesday told this website she will analyse the elements of the reply before taking a position and decide whether further steps ... are required.

The Dutch project is the latest in a line of anti-Schengen-type measures adopted by EU countries with increasingly influential far-right political parties.Denmark, France and Italy last year also tightenend up borders.For his part, French President Nicolas Sarkozy - who is trying to scoop votes from far-right candidate Marine Le Pen ahead of April elections - warned in a major speech in December that EU passport-free travel is too free.Europe, which has to apply internally the principle of free movement but which does not control its external frontiers - that can't go on. Schengen must be reconsidered,he said.

Merkel downplays budget tsar idea

BRUSSELS - German leader Angela Merkel on Monday (30 January) spoke of her frustration at the slow pace of reform in Greece but avoided direct talk of imposing fiscal control from Brussels - a German idea which sparked fury in Athens over the weekend.Speaking after a summit with her EU counterparts in Brussels, Merkel said Athens' slow pace in implementing measures in return for bail-out money had put the idea of increased supervision back at the top of the political agenda.She noted that if EU and International Monetary Fund (IMF) - officials tasked with monitoring Greece's progress - were able to report that everything is on track then we would not be having this discussion again.But the chancellor was careful not to mention a veto-wielding EU budget commissioner specifically in charge Greece - a highly controversial German idea that came to light over the weekend.Instead she played down the novelty of the concept, referring to conclusions by eurozone leaders in October last year where it was agreed that there should be a monitoring capacity on the ground for the duration of the EU-IMF programme in Greece.Reading directly from those conclusions, the chancellor noted that this was a monitoring agreement back then and we are now looking at how we can make it more effective.Therefore, in terms of quality it is nothing new and it is made in the spirit of getting Greece back on track.She also made an oblique reference to the pressure from her own backbenchers and liberal coalition partners when it comes to being tough on Greece, noting that leaders of countries lending money to Athens have our parliaments at home and we ourselves also want successes.

Unreasonable and undemocratic

France's Nicolas Sarkozy, who was the first of the leaders to give a briefing after the short summit, defended the chancellor saying it was completely normal to keep checking on Greece's progress but said there is no question of putting the country under tutelage.It is not a position that was expressed, or still less defended by Chancellor Merkel,he said.He added that controlling a country from outside would not be reasonable ... democratic ... [or] effective.Ahead of the meeting, the commissioner-for-Greece idea had caused division among EU leaders. While supported by Sweden, it was openly questioned by others such as Luxembourg and Austria.The next meeting dealing with Athens is due later this week at finance minister level.

The pressure is mounting on Greece to secure a deal with private bond holders to take a loss on their investments - a pre-condition for a second EU-IMF bail-out, with Germany having to put up most of the loans among euro states.If the bailout is not secured in time, Athens will not manage to meet a commitment to repay €14.5 billion due mid-March.

BEIRUT (AP) — A senior Russian diplomat Tuesday said a draft U.N. resolution demanding Syrian President Bashar Assad step aside is a path to civil war, as Syrian troops besieged rebellious areas with hours of shelling and machine-gun fire.The U.N. Security Council was set to meet later Tuesday to discuss the draft, backed by Western and some Arab powers. But Russia would likely veto any strong action against Damascus.The Western draft Security Council resolution on Syria does not lead to a search for compromise, Russia's Deputy Foreign Minister Gennady Gatilov wrote Tuesday on Twitter. Pushing this resolution is a path to civil war.Russia has been one of Assad's strongest backers as he tries to quell an uprising that began nearly 11 months ago. In October, Moscow vetoed the first Security Council attempt to condemn Syria's crackdown and has shown little sign of budging in its opposition.

Russia fears the new measure could open the door to eventual military intervention, the way an Arab-backed U.N. resolution led to NATO airstrikes in Libya.Some of the most intense violence Tuesday was in the Baba Amr neighborhood of Homs, a center of opposition to the regime. Local activist Mohammed Saleh said he heard hours of shelling and machine-gun fire, and thick black smoke was rising in the distance.The smoke was believed to be from a pipeline that was struck, but details were not clear. Activists said regime forces' fire hit the pipeline, but the accounts could not immediately be confirmed.The U.N. estimates that more than 5,400 people have been killed in the Syrian government crackdown, and the bloodshed spiked Monday as regime forces re-took control of the eastern suburbs of Damascus after rebel soldiers briefly captured them.The death toll from Monday's offensive was around 100 people, making it one among the bloodiest days since the uprising began in March, according to the British-based Syrian Observatory for Human Rights and the Local Coordination Committees, an opposition group.Early Tuesday, government forces moved into the two remaining towns still in rebel hands.Intense shooting was heard in Zamalka and Arbeen as the tanks advanced,the Observatory said, citing its network of sources on the ground. Regime forces made sweeping arrests in the nearby town of Rankous, activists said.

On a government-sponsored media trip, Syrian journalists heard at least seven explosions Tuesday from the eastern suburb of Rankous. It was not clear what caused the blasts.The reporters were taken north of Damascus to see the Sednaya Convent, believed to have been build in A.D. 547. The site was damaged by artillery fire Sunday, in an attack the government blamed on armed terrorists.No casualties were reported.Providence has salvaged this holy site,said Sister Verona, the head of the Sednaya Convent.The bloodshed in Syria has increased in recent days as Western and Arab countries stepped up pressure on Russia over Security Council action.The draft resolution demands that Assad halt the crackdown and implement an Arab peace plan that calls for him to hand over power to his vice president and allow creation of a unity government to clear the way for elections.If Assad fails to comply within 15 days, the council would consider further measures, a reference to a possible move to impose economic or other sanctions.During a trip to Jordan on Tuesday, U.N. Secretary-General Ban Ki-moon called on Assad to stop the killings and he said he hopes Security Council members reach a consensus on Syria.U.S. Secretary of State Hillary Rodham Clinton and the British and French foreign ministers were heading to New York to push for backing of the measure.

The status quo is unsustainable,Clinton said, saying the Assad regime was preventing a peaceful transition and warning that the resulting instability could spill over throughout the region.French Foreign Minister Alain Juppe described what is happening in Syria as a scandal.Assad has blood on his hands, so it's not possible that he continues to assume responsibilities, he told French radio Europe-1 Tuesday, shortly before flying to New York for the U.N. Rastan is the hometown of former Defense Minister Mustapha Tlass, who held the post for more than three decades, mostly under Assad's father and predecessor, the late Hafez Assad.Because of the surge in violence, the Arab League has halted a month-old observer mission, which had already come under heavy criticism for failing to stop the crackdown. The U.S. intelligence community is worried that mysterious assassinations and bombings aimed at Iran’s nuclear program may be spurring the Iranian leadership to pursue attacks inside the United States, according to current and former U.S. officials.On Tuesday, Director of National Intelligence James Clapper told the Senate Select Committee on Intelligence that a plot last year to assassinate the Saudi ambassador to the United States shows that some Iranian officials—probably including Supreme Leader Ali Khamenei—have changed their calculus and are now more willing to conduct an attack in the United States in response to real or perceived U.S. actions that threaten the regime.The alleged 2011 plot to murder Saudi Arabia’s ambassador—using contacts in a Mexican drug cartel to carry out the hit—was uncovered in October.The Iranians feel—and they have said this already—that they are under attack via economic pressure and things blowing up in their country, says Juan Zarate, a former deputy national security for counterterrorism who served under President Bush. The Iranians seem to be responding by trying to attack the United States and its allies abroad.While U.S. generals have stated in public testimony that Iran’s Revolutionary Guard Corps has killed U.S. soldiers in Iraq and worked with insurgents who target Americans in Afghanistan, it was not until 2011 that the U.S. government accused Iran publicly of trying to launch an attack on U.S. soil.

Clapper’s testimony is the first time, however, that a U.S. official has publicly suggested the plot to kill the Saudi ambassador may have been approved by Iran’s supreme leader.U.S. officials working on the Iran file told the Daily Beast that Clapper’s words were chosen carefully. Some people are concerned that Iranian perceptions of what is happening to them may lead them to believe they are already in some kind of conflict,one official said.What is happening to them includes the Jan. 11 bombing of Mostafa Ahmadi Roshan, a 32-year-old physicist who, according to Iran’s semi-official Fars news agency, was in charge of procurement for the Natanz enrichment facility. Five Iranian scientists or engineers affiliated with Iran’s nuclear program have been killed since 2007 and a sixth attack on a scientist was foiled. Four of those attacks used the same kind of magnetic limpet bomb, affixed to the vehicles of the targets.Many national-security experts speculate that Israel’s Mossad intelligence agency is behind the assassinations. Israeli officials have made little effort to dispel such speculation.After Roshan was killed in Iran, Secretary of State Hillary Clinton took the unusual step of publicly denouncing the attack and stating the United States played no role. In the past those statements were delivered at the spokesman level.

There have also been a string of industrial explosions at facilities associated with Iran’s weapons programs, such as a Nov. 12 blast at a missile-testing facility outside of Tehran that killed Maj. Gen. Hassan Moqqadam, the head of the country’s missile program.There’s been great deal of speculation about events in Iran surrounding its nuclear program, says a U.S. official who would only speak on background.Iranian paranoia about these events could lead them to lash out. I’m not saying it will happen, but it’s an option people have to consider.Iran’s intelligence service and its Revolutionary Guard Corps may have already started lashing out. On Tuesday, Azeri authorities announced that they had thwarted an attack aimed at Israel’s ambassador to Azerbaijan and a local rabbi. The country’s national-security ministry issued a statement claiming two Azeris were arrested who worked with an Iranian named Balagardash Dadashev to procure sniper rifles, explosives, and handguns from Iran.On Jan. 14, Thai authorities announced arrests that they said had thwarted an Iranian plot against tourist destinations and possibly Israeli and Jewish targets in Bangkok.Zarate said Clapper’s prediction about Iranian attacks represented a new assessment for the U.S. intelligence community. This is a big deal for two reasons, he said.It suggests the calculus at the highest level of the Iranian government to cross the most serious red line, which is to attack inside the United States, has changed. Also, the regime already feels fundamentally threatened. This suggests that the Iranians are ready to engage in an all-out proxy war.Until recently, the U.S. intelligence assessment was that Iran had the ability to attack the United States through its allies in Hizbullah, but would not cross that line unless the country was attacked militarily. In 2010, Michael Leiter, who was then the director of the National Counterterrorism Center, was asked during Senate testimony,Do you think if there’s an escalation between Iran and Israel that we will see more of a threat here in the United States? Leiter responded with one word: Yes.

It was seen as a boost to the Palestinian quest for international recognition.Germany is one of the most influential countries in Europe and one of Israel's most loyal allies.The Palestinians have been campaigning for U.N. membership for a state of Palestine in the West Bank, Gaza and east Jerusalem, the territories Israel captured in the 1967 Mideast war.The Palestinians say they're trying to build leverage against Israel with the U.N. bid, but remain committed to negotiating the terms of Palestinian statehood. Israel claims the U.N. bid is a Palestinian attempt to delegitimize Israel and bypass negotiations.The Palestinians have won individual recognition of a state of Palestine from dozens of countries, but not from most of Western Europe. The status upgrades by Germany and other European countries do not necessarily mean they would vote for full U.N. membership.Commenting on Germany's decision, Israeli Foreign Ministry spokesman Yigal Palmor said the Palestinians will certainly interpret this as an encouragement to proceed with their rejection of direct talks, and that is a pity.

RAMALLAH, West Bank (AP) — Israel is proposing to essentially turn its West Bank separation barrier into the border with a future state of Palestine, two Palestinian officials said Friday, based on their interpretation of principles Israel presented in talks this week.The officials said Israeli envoy Yitzak Molcho told his Palestinian counterpart that Israel wants to keep east Jerusalem and consolidate Jewish settlements behind the separation barrier, which slices close to 10 percent off the West Bank. They spoke on condition of anonymity, citing strict no-leaks rules by Jordanian mediators.The proposal would fall short of what the Palestinians seem likely to accept, especially because it would leave Jerusalem on the Israeli side of the border.But it would also mark a significant step for Israeli Prime Minister Benjamin Netanyahu, who has spent most of his career as a staunch opponent of Palestinian independence.And if talks advance in such a direction, it could also spell the end for his nationalist coalition, where key members would consider the abandonment of most of the West Bank — a strategic highland and biblical heartland — an unforgivable betrayal.

Israel has confirmed that it presented principles this week for drawing a border with a Palestinian state. But the politically charged nature of the talks — even though they were held at a relatively low level, below that of Cabinet ministers — was reflected in the guarded refusal by any top official to discuss details.An Israeli government official said that as far as he knew, the information was incorrect, but declined to elaborate or go on the record, citing Jordan's demand for discretion.Deputy Prime Minister Dan Meridor, one of the closest Cabinet ministers to Netanyahu, said he has been supporting such an offer for months, and that Israel should concentrate on preserving the large West Bank settlement blocs, close to the pre-1967 border. Prime Minister Binyamin Netanyahu bluntly told United Nations Secretary-General Ban Ki-moon on Wednesday there will be no new construction freeze in Judea and Samaria.
Ban asked Israel earlier in the day to reinstate the freeze on all construction in Jewish communities in the region, saying at a news conference it was not helpful to the peace process.But Netanyahu noted out that any discussion about a freeze on construction -- or any other action taken by Israel to move the peace process forward -- should come in context of the process itself, rather than as a precondition.This issue is part of the negotiations, he told Ban.It can't be a precondition.Netanyahu added pointedly that settlements are not the crux of the conflict, but rather, one of its outcomes. The conflict started 50 years before there were settlements.In addition to his meeting in Jerusalem with Netanyahu, Ban met with President Shimon Peres and Foreign Minister Avigdor Lieberman. He is also set to meet with Defense Minister Ehud Barak, as well as Opposition leader and Kadima party chairwoman Tzipi Livni, prior to leaving the region.

Speaking to reporters after meeting Tuesday in Jordan with King Abdullah II and Foreign Minister Nasser Judeh, Ban urged Netanyahu to revive a construction freeze in Judea and Samaria as a goodwill gesture to Palestinian Authority Chairman Mahmoud Abbas. In addition, Ban urged Israel to submit its own proposals for borders and security arrangements to PA/PLO officials.Of course, it would also be required that PA authorities come to dialogue,Ban said, clearly hoping that the Fatah leader, who also heads the PLO, would be enticed to return to talks by a new freeze.Netanyahu promised Israelis after a 10-month construction freeze which resulted in nothing but a handful of photo ops that he would not allow Israel to be forced into another one.
During that time, Jews living even 15 minutes from the capital were unable to pave a driveway to their homes, add a pergola to shade a front porch in summer, or make simple repairs to existing structures. Buildings in progress were unable to be completed, schools could not add classrooms and homes that had been started were forced to be abandoned -- throwing many families' financial affairs into total chaos.
Ban is scheduled to visit Gaza Thursday before stopping at Sapir College, near Sderot -- an area repeatedly peppered by Qassam rocket attacks launched by Gaza terrorists. He will then travel to Herzliya to deliver the keynote address at the IDC Herzliya Conference.

Prime Minister Binyamin Netanyahu has won Tuesday's race for the leadership of the Likud party with an overwhelming 74 percent of support, according to initial results.
Netanyahu’s rival in the race, Moshe Feiglin, garnered 25 percent of votes, according to the initial count.In a victory speech he made shortly after initial results came in, Netanyahu clarified that the general elections for the Knesset are still a long way off.In his speech, the Prime Minister thanked the Cabinet ministers for working on behalf of Israel, and also thanked Knesset members, mayors and party activists.I thank you all for your confidence and the renewed support you have given me, Netanyahu said, adding that the Likud is a movement which is committed to settle in the land of Israel and is committed to the future of Israel.Some speculated that Netanyahu’s decision to hold the leadership race earlier than scheduled meant that the general elections would be held earlier as well, but Netanyahu outright rejected these speculations.There’s still time until the elections to the Knesset,he said to the sound of loud cheering. We proved that the Likud is a strong and united movement. It is a democratic, open, transparent, national, liberal movement, which respects the law and abides by its responsibility to the State of Israel.

We will continue to lead the country in unity and with responsibility for all its citizens,said the Prime Minister. Feiglin, however, made a good showing in some areas of Judea and Samaria, such as Elon Moreh, where he received 127 votes out of 130 and in Har Bracha, where he received 285 votes compared to only four received by Netanyahu.Netanyahu made an urgent speech Tuesday afternoon urging Likud voters to cast their ballots due to low turnout. Political analysts said Netanyahu fears an embarrassing outcome against rival Moshe Feiglin. According to the analysts, a final result which will give Netanyahu less than 80 percent of support would be considered a failure for the Prime Minister.Earlier on Tuesday, Feiglin’s headquarters said that contrary to the Likud Elections Committee’s decision, Netanyahu’s supporters were removing Feiglin supporters from some polling stations.The head of Feiglin’s headquarters subsequently ordered observers to physically block the counting of ballot boxes wherever they are not present. It is very unfortunate that the Likud was humiliated by anti-democratic conduct of the lowest kind,he said.

Israel sees narrowing window for attack on Iran

JERUSALEM (AP) — Officials are quietly conceding that new international sanctions targeting Iran's suspect nuclear program, while welcome, are further constraining Israel's ability to take military action — just as a window of opportunity is closing because Tehran is moving more of its installations underground.The officials say that Israel must act by the summer if it wants to effectively attack Iran's program.A key question in the debate is how much damage Israel, or anyone else, can inflict, and whether it would be worth the risk of a possible counterstrike.Israel has been a leading voice in the international calls to curb Iran's nuclear program. Like the West, it believes the Iranians are moving toward nuclear weapons capability — a charge Tehran denies.Israel contends a nuclear-armed Iran would threaten its survival, citing Tehran's calls for the destruction of the Jewish state and its support for anti-Israel militant groups. It also fears an Iranian bomb would touch off a nuclear arms race in a region still largely hostile to Israel.

Israeli leaders say they prefer a diplomatic solution. But — skeptical of international resolve — Israel refuses to rule out the use of force, saying frequently that all options are on the table.In comments Friday to the World Economic Forum in Davos, Switzerland, Israeli Defense Minister Ehud Barak called for even tougher sanctions against Iran and said time was running out for the world to act.We are determined to prevent Iran from turning nuclear, he said.It seems to us to be urgent, because the Iranians are deliberately drifting into what we call an immunity zone where practically no surgical operation could block them.Returning Monday to Israel, Barak added: We must not waste time on this matter; the Iranians continue to advance (toward nuclear weapons), identifying every crack and squeezing through. Time is urgently running out.Key Israeli defense officials believe that the time to strike, if such a decision is made, would have to be by the middle of this year.Complicating the task is the assessment that Iran is stepping up efforts to move its work on enriching uranium — a critical component of bombmaking — deep underground. Iran's enrichment site at Fordo near the Iranian city of Qom, for instance, is shielded by about 300 feet (90 meters) of rock.

A team of U.N. nuclear inspectors, including senior weapons experts, is in Iran this week, and the findings from the visit could greatly influence Western efforts to expand economic pressures on Tehran over its uranium enrichment.The European Union this month decided to stop importing oil from Iran — just weeks after the U.S. approved, but has yet to enact, new sanctions targeting Iran's Central Bank and, by extension, its ability to sell its oil.Several officials at the heart of the decision-making structure, speaking on condition of anonymity because they were discussing some of Israel's deepest secrets, said they feel compelled to give the sanctions time.In this way, somewhat paradoxically, the new economic sanctions the U.S. and Europe are imposing — while meeting a repeated Israeli request — have emerged as an obstacle to military action.An Israeli strike would risk shattering the U.S.-led diplomatic front that has imposed four additional rounds of sanctions on Iran and jolt the shaky world economy by causing oil prices to spike. Still, officials say, if Israel feels no alternative but to take military action, it will do so.Israel possesses dozens of F-16s and F-15s, some customized with long-range fuel tanks, and has bought additional Dolphin submarines from Germany capable of firing nuclear missiles.

It introduced a fleet of huge pilotless planes known as Heron TPs that can reach the Persian Gulf, provide surveillance and be used for aerial refueling — likely a critical aspect of any Iran mission. One of the Herons, which are the size of Boeing 737s, crashed during a test flight Sunday.The U.S. has sold Israel dozens of 100 GBU-28 laser-guided bunker-buster bombs. The 2.5-ton bombs are capable of penetrating more than 20 feet (6 meters) of solid concrete.It's not clear how much damage the bunker-busters could actually do. Iran's main enrichment site at Natanz is believed to be about 25 feet (6 meters) underground and protected by two concrete walls.U.S. Defense Secretary Leon Panetta told The Wall Street Journal last week that even more sophisticated U.S. bunker-busters aren't powerful enough to penetrate all of Iran's defenses.

While the rewards of an attack are uncertain, the risks are great.Many believe Iran would likely unleash its large arsenal of missiles capable of striking Israel — and its local proxies, Hezbollah to Israel's north and Hamas to the south, possess tens of thousands of short-range rockets and missiles. American soldiers in the Persian Gulf might come under fire. Islamist backers of Iran could target civilians all over the world.The prospect of a new conflagration in the Mideast is one reason cited by some influential Israeli figures, like recently retired spy chief Meir Dagan, when arguing against an Israeli military attack.But that view is beginning to be challenged. In a radio interview several weeks ago, Barak played down the risk of Iranian missiles, saying casualties would be limited.Perhaps the biggest factor in the Israeli thinking is how much damage an airstrike could even cause.What will tip the scales in favor or against an attack is whether we will really be able to do inflict serious damage, said Yiftah Shapir, an expert in nuclear arms proliferation at Tel Aviv University. That will be more important than whether we are ready to absorb (the casualties) of an attack.If you are talking about the use of power against Iran, any kind of power, and create any damage over there, yes, it can be done, a senior Israeli military official told The Associated Press, speaking on condition of anonymity under military guidelines.Israel has a history of taking action against perceived nuclear threats. In 1981, it destroyed an unfinished Iraqi nuclear reactor, and in 2007, it struck what is believed to be a nuclear reactor in Syria.An Iranian mission would be far more complicated.Israeli officials believe the Iranian nuclear program is so far advanced that any attack would delay it by two to three years at best, but not destroy it.And unlike the Iraqi and Syrian targets, Iran has spread out its nuclear targets across the country and buried the installations deep underground. This has created a huge logistical challenge.It's a very advanced program with many facilities, some very large and some very fortified. To destroy them you need a series of massive assaults for two to three weeks, a month, something like that,Shapir said.A one-time surgical strike, the most likely attack by Israel, can't do more than politically declare that we aren't willing to tolerate a nuclear Iran, Shapir said.

That has raised speculation that Israel's veiled threats are no more than attempts to get Iran to back down.Israeli warplanes would have to travel 1,000 miles (1,600 kilometers) to reach Tehran. This would mean crossing through potentially hostile Arab airspace and could require warplanes to refuel along the way, a time-consuming process that could leave aircraft vulnerable.There are other options. Israel has been widely blamed for a computer virus that attacked Iranian centrifuges, sophisticated equipment needed to enrich uranium, as well as the mysterious assassinations of Iranian nuclear scientists. Israel has never confirmed involvement, and Israeli cyberexperts say such activities are unlikely to deliver the program a major blow.Israeli officials have also floated other scenarios, such as crippling Iranian ports or oil fields.Israel clearly prefers the U.S. to lead any military operation against Iran, in which case Israel would presumably commit, as it did in the 1991 Gulf War, to act in coordination with the U.S. and operate missile defense systems.Israeli defense officials estimate that because of its superior firepower, the U.S. could wait until next year and still have the capability to act.
U.S. military and political officials have spoken out in the past against an Israeli attack. Israeli defense officials say they haven't committed to giving the U.S. significant notice of an Israeli airstrike.But the U.S. and Israel are working together on projects to improve combat jet range, communications and refueling. They also share intelligence reports and are jointly developing missile defense systems.
