The Civil Administration is expected to ink its approval on 500 housing units for the Samaria community of Shilo on Wednesday.The Judea and Samaria administration committee is also expected to retroactively legalize at least 200 more homes on humanitarian grounds in the nearby community of Shvut Rachel, according to IDF spokesman Guy Inbar.The Civil Administration operates as a part of the Coordinator of Government Activities in the Territories (CoGAT) under the Defense Ministry.
Shilo, home to more than 2,000 Jews, is located approximately 18 miles (30 kilometers) south of Shechem in Binyamin. Its neighbor, Shvut Rachel, is comprised of some 400 residents, and was founded in memory of Rachela Druk, mother of seven, murdered in 1991 by terrorist bullets while going by the area on a public bus. The busdriver was also killed in the attack.

As we reported in late 2006, ex-CIA agent Robert David Steele claimed sources told him that CIA seed money helped get the company off the ground. Speaking to the Alex Jones Show, Steele elaborated on previous revelations by making it known that the CIA helped bankroll Google at its very inception. Steele named Google’s CIA point man as Dr. Rick Steinheiser, of the Office of Research and Development.Google’s attitude towards privacy also came under scrutiny when it was discovered that the company was spying on WiFi network data in violation of the Federal Wiretap Act as it gathered images for its Streetview program. Google insisted that the practice was a mistake, even though information published in January 2010 revealed that the data collection program was a very deliberate effort to assemble as much information as possible about U.S. residential and business WiFi networks.

Freedom of worship for all religions, including free access to the holy places of all faiths, has always been a cardinal principle of the Jewish state. And by and large, Israel has honored this principle, even under extremely difficult circumstances.It is ironic that Judaism’s holiest site should be the only place in Israel where this principle is violated. Nothing can justify the infringement of religious rights in the Temple Mount and that infringement undermines respect for the rule of law in Israel by making a mockery of the law that guarantees freedom for all faiths.Jerusalem is not the capital of Israel in the sense that Washington DC is the capital of the US.Jerusalem is the city of the presence of God.
The Temple Mount is the reason for Jewish existence. It’s Israel’s testimony and license to the land.The Arabs know that very well. Many devout Jews won’t set foot on the Temple Mount until it is redeemed. They are afraid that they may be stepping on the ground covering the ruins of the Holy of Holies, allowed only to the High Priest on Yom Kippur, and that is enough to keep them away. But there are those who believe they have a right to pray in the grounds where the Temple stood, particularly on Tisha be’Av, the anniversary of its destruction.Though many respected rabbis forbid praying on the Mount, others permit it. And there is a growing and brave movement, led by Rabbi Yisrael Ariel and Professor Hillel Weiss, which sensibilize the Israeli public on the Temple Mount.After all, disagreements among rabbinical authorities have always been Judaism’s trademark. It is a religion that encourages questions and intellectual dialectics. That is not the Israeli authorities’ affair. Jewish worshipers should be free to pray on the holy mountain if they wish to.
Islamic leaders, aware of the centrality of the Temple Mount in Judaism, have whipped up a paranoid frenzy among their followers by carging that the intention of Jewish worshipers is to destroy the mosques. In October 1990, the mere sight at a distance of a dozen would-be Jewish worshipers (who had actually been turned away) triggered the blood-drenched Temple Mount riot.Under these circumstances, the police prefer to avoid confrontation. The Wakf has obliterated the remnants of Jewish antiquities on the Temple Mount because enough Jews do not visit the Temple Mount. Nobody was there to guard the holy place. There is a fine, but clear, line between doing everything possible to prevent unnecessary clashes and surrendering to terroristic threats.Israel is the only democracy in the world in which Jews are forbidden to worship in an open space they consider hallowed. BRUSSELS - One of the many loose ends to the Greek bail-out agreed in the early hours of Tuesday (21 February) is the lack of a firm commitment from the International Monetary Fund, pending a decision by eurozone leaders next week to merge the firepower of two bail-out funds.According to eurozone finance ministers, the IMF is expected to make a significant contribution to the €130bn bail-out. German finance minister Wolfgang Schauble on Tuesday spoke of €13bn plus another €10bn from the first Greek programme committed in 2010 that have not been paid out yet.But IMF chief Christine Lagarde on Tuesday said significant means lots of things and that the contribution will be decided by the board of the institution mid-March. That means the final decision will be taken after an EU summit next week when eurozone leaders are to discuss raising the joint €500bn ceiling for the two bail-out funds - the temporary European Financial Stability Facility (EFSF) and the permanent European Stability Mechanism (ESM).The IMF board will have in mind the overall programme but also additional matters such as the proper setting up of a decent firewall comprising of EFSF and ESM as considered today, but not concluded today,Lagarde said.A bigger firewall is seen as crucial in stemming the sovereign debt crisis which has already threatened Italy and Spain, the third and fourth largest economies in the eurozone. But Germany on Monday indicated it is against the move, citing improved market conditions compared to December when EU leaders promised to look at increasing the funds in March.
A compromise solution may be the roll-over of the remaining €250bn in the outgoing EFSF on top of the €500bn strong ESM which should come into force on 1 July, instead of having them both capped jointly at €500bn as the ESM treaty currently specifies.
EU economics commissioner Olli Rehn said he was confident leaders would agree on the move at the 1-2 March summit as it would also allow the IMF to boost its own resources - which in turn could be used to salvage the euro.That is good starting point to reinforce the IMF resources on which Christine Lagarde has been calling for from Europe. We share that objective and expect we can make decisions in March so that we can agree on the IMF resources in spring,he said during a press conference on Tuesday.A meeting of finance ministers from the 20 most industrialised countries in Mexico City this weekend is expected to look at the IMF resources issue, but is unlikely to reach any concrete decisions.
Greek deal rests on appetite for more austerity

BRUSSELS - Eurozone countries have been quick to pat themselves on the back for greenlighting a second bailout for embattled Greece, but the deal is dependent on a wholesale change to Greek society while the rewards in terms of economic growth and employment remain a long way off.Following a marathon meeting in Brussels ending early Tuesday morning (21 February), finance ministers agreed to give Athens a second €130bn bailout in order to stave off an imminent and disorderly default, prompted by bills it has to pay on 20 March.The deal is a complicated mixture of loans from eurozone countries, the International Monetary Fund (whose share still remains unclear) as well as an agreement by the private sector to take a writedown on Greek bonds.In return, Greece has to accept an enhanced and permanent presence of outsiders to monitor its progress and has agreed that paying back its debt is given priority over any other spending.
Shaky foundations
But the agreement rests on rickety and unpredictable legs - the ability of Greek politicians to deliver reforms that they were unable to deliver in return for the first €110bn EU-IMF bailout in 2010 and acceptance by an already austerity-weary Greek public.The changes - required to cover a fiscal gap of 5 percent in 2013 and 2014 and make the country competitive - imply a thorough change to society, business and administration in Greece.Specifically, the country still needs to make it easier to hire and fire people, needs to start means-testing family allowances, reduce supplementary pensions, reduce public investment, decrease wages to special sectors such as the police and military, close or merge government ministries, cut electoral spending, clean up the system for health reimbursements, cut the minimum wage and renegotiate collective agreement with unions.The government also needs tackle what is seen as endemic tax evasion, although officials admit that this is a devil's quest as the more recession bites the less still is incentive to pay state dues.
This comes on top of the measures required for the first bailout which saw major pension reform, opening up of professions, and wage reductions - the combination of which has created a new poor in Greece and driven thousands to the streets in protest.But the rewards for the current pains remain a long way off. Wages are expected to decrease by a further 15 percent over the coming three years.Sources close to the negotiations say they expect the country to return to weak growth by 2014. But this assumption rests on the belief that the swathe of austerity measures will not create a self-perpetuating downward spiral.Figures already show that Greece's economy will have contracted by more than 17 percent between 2009 and the end of 2012.

Meanwhile, unemployment has shot up from 9 percent in 2009 to above 18 percent now. The joblessness rate is expected to start decreasing only in 2014. A year later it is expected to still rest around 15 percent.Monday's agreement was only reached after weeks of delay as Greek politicians were reluctant to be associated with harsh austerity measures ahead of general elections, due in April. A last stalling point was the requirement to find a further €325bn in savings to bridge a fiscal gap for this year.It was agreed finally amid high drama on both the streets and in parliament. But the agreement was political. The actual measures - entailing pension and minimum wage cuts as well as chopping 15,000 jobs in the public sector - still have to be enforced.Greek politicians have also made, under duress, the difficult promise to stick to the programme, whatever the results of the upcoming election.EU monetary affairs commissioner characterised the deal as unprecedented solidarity by Greece's euro partners and called on Greek political leaders to fully implement the programme.However, in a sign of the difficulty, a timetable for privatisation of Greek assets - including land, buildings and state companies, meant to deliver €50bn by 2015 is acknowledged as having been far too ambitious. The new short term target is to get €19bn through the firesale of assets by this date.Beyond Greece there may be other hurdles too. Both the German and the Dutch parliaments are due to debate and vote on the package next week, with the two countries regularly displaying the harshest rhetoric on Greece's reform efforts.

BRUSSELS - EU finance ministers on Tuesday (21 February) rubberstamped the bloc's accounts for 2010, but Britain, Sweden and the Netherlands opposed the move, noting that auditors found too many errors for the seventeenth year in a row.In these challenging times, member states should uphold the same high standards for the EU budget as they would for national budgets. We should remember that national taxpayers stand behind the EU budget, and that's why we are calling for important and urgent improvements to the quality of EU financial management, the British, Dutch and Swedish finance ministers said in a joint statement.Their no-vote is symbolic, since the accounts were approved by their colleagues by qualified majority. But it does stir up the debate ahead of the European Parliament's vote later this spring, when MEPs may choose not to sign off on some of the spending.For the seventeenth year in a row, the European Court of Auditors earlier this year found errors above the two percent threshold required for a clean bill of health, mostly in the way structural funds are used in infrastructure projects. After a gradual decline in recent years, the error rate in the 2010 budget increased to 3.7 percent, up from 3.2 percent the previous year, which is why the three countries decided to vote no instead of abstaining as they usually do.
Current scarcity of public resources across the EU increases the importance of sound financial management of EU funds and that the credibility of EU spending depends crucially on orderly accounting of EU expenditure, the three said in their common position.They also call on the EU commission to follow up on recommendations by auditors to simplify rules and improve the management of programmes in the view of the next common budget for 2014-2020.Improving the quality of EU spending should be given a high priority, in order to attain significantly better results in the annual reports on the EU budget, they added.Member states also have to take full responsibility for putting in place effective controls for the management of EU funds at national level and provide full, transparent and accurate data on how they spend these monies.The three ministers sent their position to the president of the European Parliament, Martin Schulz, saying they hoped their statement will be taken into full account when deliberating on the accounts.

Iran’s three Musketeers Bangkok terrorists used $27 portable radios to hide one bomb and parts for other explosives that appeared be meant for magnetic bombs against Israelis, ABC reported Tuesday night.The disclosure ties the modus operandi with the magnetic bomb attack in New Delhi, where the wife of an Israeli diplomat was seriously wounded.ABC said it obtained exclusive photos that showed the inside of the cheap radio with six magnets along with small ball bearings, ingredients for a magnetic bomb.Another photo showed one of the terrorists, Saeid Moradi, holding a radio in each hand. The botched bomb plot unraveled when explosives being handled by Moradi and others in the terrorist cell blew up in the house they were renting. The Iranians fled, but Moradi had taken at least two bombs with him. He threw one of them at a taxi cab that he unsuccessfully tried to flag down. The bomb injured bystanders.Police already were approaching him when he threw a second bomb, which hit a nearby pickup truck and bounced back at him, exploding and blowing off his legs.
Police said that they discovered two more unexploded bombs and explosives in the rented house.Sources told ABC that the bombs were smuggled though the airport when the terrorists arrived two weeks ago, or they might have been brought in via a diplomatic pouch.The attack in New Delhi and foiled attacks in Baku and Bangkok point to an Iranian effort to engage in international terror against Israelis in retaliation for the assassination of five Iranian nuclear scientists over the past two years. The Mossad was alleged to be behind those attacks, but Israel has not commented on the allegations.

The Pentagon on Tuesday disputed reports Iranian warships had docked at a Syrian port over the weekend.Iran's state-run Press TV said Saturday that an Iranian navy destroyer and a supply ship had docked in the port of Tartus to provide training to ally Syria's naval forces.Tartus is located 220 km from the Syrian capital, Damascus.
