Israel-Palestinian violence erupts on three borders

JERUSALEM (Reuters) – Israeli troops shot Palestinian protesters who surged toward its frontiers with Syria, Lebanon and Gaza on Sunday, killing at least 13 people on the day Palestinians mourn the establishment of Israel in 1948.In the deadliest such confrontation in years of anniversary clashes usually confined to the West Bank and Gaza, Israeli forces opened fire in three separate border locations to prevent crowds of demonstrators from crossing frontier lines.The new challenge to Israel came from the borders of Lebanon, Syria, Jordan and Gaza -- all home to hundreds of thousands of Palestinians who fled or were driven out in 1948.Combined with a public relations disaster last year over the killing of pro-Palestinian activists in a Gaza aid flotilla and a determined Palestinian diplomatic drive to win U.N. recognition of statehood in September this year, the bloody border protests raised the stakes further for Israel.Israel's leaders condemned the incidents as provocations inspired by Iran, to exploit Palestinian nationalist feeling fueled by the popular revolts of the Arab Spring,and to draw attention from major internal unrest in Syria, Iran's ally.Israeli Prime Minister Benjamin Netanyahu said he hoped the confrontations would not escalate.We hope the calm and quiet will quickly return. But let nobody be misled: we are determined to defend our borders and sovereignty,Netanyahu said.

Palestinian President Mahmoud Abbas, whose Fatah movement holds sway in the Israeli occupied West Bank and is ready to negotiate peace with Israel, said in a televised address that those killed were martyrs to the Palestinian cause.Their precious blood will not be wasted. It was spilled for the sake of our nation's freedom,Abbas said.

HAMAS PRAISES CLASHES

But Islamist Hamas, which rules the Gaza Strip and which last month sealed a surprise reconciliation pact with its bitter rival Fatah, issued a warning that Palestinians would accept nothing less than return to all lands lost in 1948.
Spokesman Taher Al-Nono praised the crowds we have seen in Palestine, Egypt, Syria, and Lebanon as evidence of imminent victory and return to the original homes as promised by God.In an apparent contradiction of suggestions that Hamas might ditch its rejection of Israel's right to exist, he said there was no alternative to recovering all land lost in 1948.Israeli security forces had been on alert for violence on Sunday, the day Palestinians mourn the Nakba, or catastrophe, of Israel's founding in a 1948 war, when hundreds of thousands of their brethren fled or were forced to leave their homes.A call had gone out on Facebook urging Palestinians to demonstrate on Israel's borders.Lebanon's army said 10 Palestinians died as Israeli forces shot at rock-throwing protesters to prevent them from entering the Jewish State from Lebanese territory.They said 112 people had been wounded in the shooting incident in the Lebanese border village of Maroun al-Ras.The protesters overcame the Lebanese army and marched toward the security fence and started throwing stones, Reuters cameraman Ezzat Baltaji said, from Maroun al-Ras village.Syrian media reports said Israeli gunfire killed two people after dozens of Palestinians infiltrated the Israeli-occupied Golan Heights from Syria, along a front line that has been largely tranquil for decades.Syria condemned Israel's criminal activities.This appears to be a cynical and transparent act by the Syrian leadership to deliberately create a crisis on the border so as to distract attention from the very real problems that regime is facing at home,said a senior Israeli government official, who declined to be named.Syria is a police state. People don't randomly approach the border without the approval of the regime.On Sunday, hundreds of protesters flooded the lush green valley that marks the border area, waving Palestinian flags. Israeli troops attempted to mend the breached fence, firing at what the army described as infiltrators.We are seeing here an Iranian provocation, on both the Syrian and the Lebanese frontiers, to try to exploit the Nakba day commemorations,said the army's chief spokesman, Brigadier-General Yoav Mordechai.

Syria is home to 470,000 Palestinian refugees and its leadership, now facing fierce internal unrest, had in previous years prevented protesters from reaching the frontier area.To the southeast, on Jordan's desert border with Israel, Jordanian police fired teargas to disperse hundreds of pro-Palestinian activists gathered at a border village.Israeli forces did not fire over the Jordanian border.On Israel's tense border with Gaza, Israeli gunfire wounded 82 demonstrators nearing the fence, medics said. Israeli forces said they shot a man trying to plant a bomb near the border.In Tel Aviv, Israel's commercial hub, a truck driven by an Arab Israeli slammed into vehicles and pedestrians, killing one man and injuring 17 people.
Police were trying to determine whether that incident was an accident or an attack. Witnesses said the driver, who was arrested, deliberately ran amok with his truck in traffic.In the Israeli-occupied West Bank, Palestinian youths and Israeli forces clashed for hours at the main checkpoint dividing the Ramallah from Jerusalem, a constant flashpoint.Palestinians threw rocks and soldiers fired rubber bullets and teargas to drive them away from the Qalandia checkpoint.In Egypt, police fired teargas to force back several hundred pro-Palestinian demonstrators who had broken through a barricade in front of the Israeli embassy in Cairo, witnesses said.

Israeli Defense Minister Ehud Barak said the border challenge was foreseen, but not easy for Israel to handle.For months we have been discussing the possibility of the organization of mass processions. I don't think there is a magic solution for all situations,he told Israeli television.The Palestinians' transition from terror carried out by suicide bombers to mass demonstrations, on purpose without weapons, is a transition that poses many challenges. And we will deal with them in the future, Barak said.The day's bloodshed will complicate decisions to be made by President Barack Obama, who is due to deliver a major Middle East policy speech on Thursday.U.S.-brokered peace talks between the Palestinians and Israel broke down last year and no new negotiations are in the offing, with the U.S. Middle East peace envoy George Mitchell announcing his resignation last week.

Israel blocks anti-war activists' ship from Gaza

JERUSALEM – The Israeli military on Monday blocked a Malaysian anti-war group's ship from reaching the Hamas-ruled Gaza Strip.Israel maintains a naval blockade of Gaza and restricts goods transferred overland to the Palestinian territory, citing concerns they could be used to attack Israel.The military said it ordered the ship to return to an Egyptian port where it had been anchored for several days. But it said the vessel disregarded the order, prompting it to fire warning shots. The ship then changed course to return to Egypt.The Malaysian group, the Perdana Global Peace Foundation, said its ship was fired at when it tried to reach Gaza. The military denied firing at the ship.

Perdana said no one was injured.

Gaza's prime minister, Ismail Haniyeh, condemned what he called Israeli piracy and urged other flotillas to attempt to break the Israeli blockade so Gaza can have freedom of movement to the outside world.An aid flotilla is scheduled to depart for Gaza in the third week of June, about a year after Israeli forces raided a similar flotilla and killed nine people on a Turkish boat, the Mavi Marmara.Israeli military officials have confirmed that preparations are under way to stop any new flotilla.

Maple sees TMX proposal allowing for int'l growth

TORONTO (Reuters) – A proposal by a group of Canadian banks and pension funds to take over the operator of the Toronto Stock Exchange offers cost savings and opportunities for international growth, the group said on Monday.A consortium calling itself the Maple Group Acquisition Corp is proposing a C$3.6 billion ($3.7 billion) deal to buy TMX Group, aiming to derail a $3 billion friendly bid for the exchange operator from the London Stock Exchange.LSE and TMX have also touted their deal, announced in February, as creating a more diversified and international company.Their proposed combination has raised concerns in Canada about a national institution falling under control of a foreign-based company.Shares of TMX surged 6.6 percent in early trade on Monday to C$44.42.(Reporting by Pav Jordan and Solarina Ho; Writing by Frank McGurty)

Euro zone to back Portugal aid, IMF deputy to attend

BRUSSELS/ATHENS (Reuters) – Euro zone finance ministers are expected to approve the EU/IMF bailout of Portugal at a meeting on Monday and will discuss further steps Greece must take to meet deficit-reduction targets.The meeting, overshadowed by the arrest of International Monetary Fund chief Dominique Strauss-Kahn on sexual assault charges, will also assess demands by Finland that private sector investors carry more of the risk in Portugal's aid package, and that the country begin privatizations to raise capital.Strauss-Kahn, who has been at the heart of EU/IMF negotiations over bailouts for Greece, Portugal and Ireland, was supposed to attend the meeting, but Deputy Managing Director Nemat Shafik will be there instead, the organization said.His absence from the top rank of IMF decision-making is not expected to affect any of the bailouts in the short term, but could have an impact in the longer term if it leads to a change in the nature and style of the IMF's involvement.Strauss-Kahn, who has been at the IMF for nearly four years, is seen as having made the organization less doctrinaire when it comes to providing assistance to struggling sovereign countries, leading it to take a less strict, more pro-growth stance.The European Commission, which negotiated the Portuguese bailout and earlier assistance packages for Greece and Ireland alongside the IMF, dismissed suggestions Strauss-Kahn's arrest would have any impact on any of the programs.I would like to reassure public opinion, the markets and the press, there's absolutely no question: decisions which are under way will not be impacted and this will not have an impact on the programs being applied,Commission spokesman Amadeu Altafaj told reporters.
Ahead of the meeting, sources said EU and IMF inspectors would tell euro zone finance ministers they were not yet happy with Greece's proposed budget steps and that more talks were needed on fiscal and privatizations plans.

DIFFERENT TERMS FOR PORTUGAL?

Portugal's 78 billion euro bailout, finalized this month, will involve loans over three years to provide budget support, aid with reforms and help with recapitalizing its banks.The plan needs to be approved unanimously by euro zone finance ministers. Finland's parliament set conditions for its approval on Friday, saying Lisbon had to ask private bondholders to maintain their exposure to Portuguese debt and that Lisbon should embark on a privatization program to raise funds.If euro zone finance ministers agree to the Finnish demands, it will mark a change from the terms given to Ireland and Greece, which did not mention any need for private investors to maintain their exposure to the countries' debt.I believe the program fulfils all their conditions and their concerns, Portugal's finance minister, Fernando Teixeira dos Santos, told reporters as he arrived for the meeting.I am confident the program will raise no big issues in our discussions this afternoon.Ministers are expected to agree that Portugal will pay an interest rate of between 5.5 and 6.0 percent for its loans.That is in line with the borrowing cost set by the initial euro zone agreement on emergency funding through the European Financial Stability Facility (EFSF), rather than a more favorable EFSF lending rate EU leaders suggested in March.Euro zone leaders lowered Greek loan rates, originally about 5.2 percent, to 4.2 percent in March. But the 5.8 percent on loans to Ireland was not cut, because of a dispute over its company tax rate, which France and Germany see as too low.Ministers, including the Irish finance minister, said there would be no movement on Ireland's loans on Monday.Despite its lower borrowing costs, Greece is pushing for an extension of the maturities on its loans and possibly an even lower interest rate, because it is struggling to finance itself, with total debts now at 150 percent of GDP.

RESTRUCTURING?

Many analysts expect Greece to have to restructure its debts at some point, but the European Commission, European Central Bank and others have repeatedly ruled out the possibility.Debt restructuring is not in the cards for Greece, the Commission's Altafaj said on Monday, although he later did not rule out a reprofiling of Greece's debt.Some analysts have described reprofiling as akin to rescheduling, with the value of the debt not being marked down but the time for repayment being extended, thus changing the profile of the yield curve and giving the debtor more time to repay.Reprofiling is one concept, debt restructuring is a different concept, Altafaj said.It doesn't involve necessarily even the same players and doesn't have the same consequences,he said, adding that restructuring Greek debt would be devastating for the country.Dutch Finance Minister Jan Kees De Jager said finance ministers discussed all sorts of issues, including restructuring, privately, but would not do so publicly.A euro zone source involved in the preparations for the ministers' meeting told Reuters additional Greek financing needs in 2012 and 2013 would be discussed.The source said countries in the single currency area could come up with additional funding for Greece only if Athens met the fiscal consolidation and reform targets to which it is already committed, and which would require new steps.

The accusations are shocking France and fueling a reexamination of Strauss-Kahn's reputation as a womanizer.Tristane Banon's attorney says that after the 2002 attack she was dissuaded from filing charges by her mother, a regional councilor in Strauss-Kahn's Socialist party.Strauss-Kahn faces charges of attempted rape and criminal sexual contact after a hotel maid accused him of a weekend attack in New York.Lawyer David Koubbi tells RTL radio that Banon now knows she'll be taken seriously.

Oil falls as fears about Gulf flooding ease

Oil is falling as fears ease that Gulf Coast refineries may be affected by flooding.
Benchmark oil for June delivery fell 89 cents to $98.76 a barrel in Monday morning trading on the New York Stock Exchange.In London, Brent crude for June delivery fell 33 cents to $112.98 on the ICE Futures exchange.Over the weekend the Army Corps of Engineers opened two massive gates at the Morganza spillway in an effort to protect Baton Rouge, La., and New Orleans from Mississippi River floodwaters.Meanwhile, gas pump prices are beginning to fall with oil lower. The national average is $3.955 a gallon for regular. That's still nearly 14 cents more than a month ago but down about half a cent from a week ago.

Tipped to become French President Nicolas Sarkozy's main rival in the 2012 elections, Strauss-Kahn was detained in New York on Sunday shortly after boarding a flight to Germany, where he was to hold talks with German Chancellor Angela Merkel ahead of the eurozone talks on Monday.The US court is to hold a first hearing later today, after a 32-year old maid accused him of trying to rape her in a luxury suite in the Sofitel hotel.She told detectives he came out of the bathroom naked, ran down a hallway to the foyer where she was, pulled her into a bedroom and began to sexually assault her, New York Police Department spokesman Paul Browne said.She pulled away from him and he dragged her down a hallway into the bathroom where he engaged in a criminal sexual act, according to her account to detectives. He tried to lock her into the hotel room.The maid escaped and went to the police. Strauss-Kahn left the hotel, but forgot to take his mobile phone. He later called and asked about his mobile, which helped police to track him to the airport.The 62-year old says he did nothing wrong. His wife, Anne Sinclair, a prominent French journalist, also said he will be proved innocent.But reports of alleged assaults on other women are beginning to come out in the press.The news came as a shock to the IMF, with top officials grappling to cope with the leadership crisis on Sunday.

Deputy IMF chief John Lipsky, an American official, stepped in as acting managing director, while Egyptian economist Nemat Shafik is to replace Strauss-Kahn at the eurozone ministers' meeting in the EU capital.The scandal is also likely to impact the appointment of his successor.So far the IMF has always been headed by a European with an American deputy. But the recent developments may fuel calls from emerging economies to hand over the chairmanship to someone from Asia or Latin America.
Eurozone ministers on Monday night are expected to finalise together with the IMF the details of an aid package for Portugal and to discuss how best to deal with Greece's massive debt burden.Greece is facing trouble repaying bonds, despite its a multi-billion-euro EU-IMF loan agreed last year. Germany has called for even deeper budget cuts and privatisations if Athens is to receive extra money or an extension of its loan repayments.Greece must intensify its consolidation efforts ECB executive board member Juergen Stark told the Berlin-based Tagesspiegel newspaper in an interview to be published today. False policies going back years have to be corrected -- debt forgiveness wouldn't change this.

Paper tariffs spark EU-China trade war

EUOBSERVER / BRUSSELS - China has said it will retaliate against a landmark EU decision to slap tariffs on fine-coated paper imports, heralding the start of a new trade war between the two sides, say experts.On Saturday (15 May) Chinese commerce spokesman Yao Jian said an EU decision to impose anti-subsidy and anti-dumping duties on the same product is against World Trade Organisation rules.Yao said Beijing would move to protect the interest of local companies.The Chinese side is strongly discontent with the EU's wrong decision and will firmly oppose it,Yao said in a statement posted on the ministry's website.Hours earlier the EU announced its intention to raise tariffs on Chinese exports of high-end glossy paper used for magazines and catalogues.It is the first time the European Commission has acted against subsidies which EU manufacturers say give Chinese firms an unfair advantage on international markets.The main subsidy given to the Chinese paper makers is cheap funding from government-controlled banks, with the EU duties set to last five years, said the commission.

EUOBSERVER / INNOVATION - The European Union's bid to turn itself into an innovation powerhouse is all well and good, say experts, but the amount of EU money needed to power research and creativity is too difficult to access.Viewing this decade as something of an economic make-or-break period as it nervously watches the rise of China and India, the EU has said it will focus its research and development money on projects that will help tackle some of its most pressing problems, such as the effects of climate change and energy shortages.Yet the EU's multi-annual framework research programme - the biggest in the world with €52 billion in the pot between 2007 and 2013 - undermines the goal by being so cumbersome as to make it uninteresting for companies.Bureaucracy, inefficiency and time lags, as well as the reporting requirements, has made the programme virtually impossible for small- and medium-sized companies,said Errki Ormala, vice-president of corporate relations at Finnish mobile phone company Nokia.Some people even claim that sometimes industry feels that the transactions costs are higher than the money than they get from Brussels.Projects potentially in line for EU money are evaluated and ranked by experts. Their recommendations are then passed onto the commission, which OKs the list and runs it by member states. A contract then has to be drawn up and signed.

With the member states' committee meeting only every now and then and the sheer logistics of getting all those involved in the project around the negotiating table, and then getting all of them to agree to the tweaks and fine-tuning to the project proposal, the entire process can take well over a year.if you want to get something into the market-place fast, having to wait 12 months is not very encouraging, said Christopher Hull, secretary general of Earto, an EU umbrella organisation for research and technology organisations.Hull reckons the EU procedure could realistically be chopped to six months - the fastest national programmes are as short as three months.Complaints about the EU research programme soared during the last multi-annual budget (1999-2006) when, with an eye on public perceptions, the commission had a period of over-zealous auditing and finicky application of the rules.In reaction to the criticism, it launched a simplification programme. But the move has yet to take full effect.One EU diplomat involved in research issues says that aside from the process taking an awfully long time there are still problems with conflicting interpretations of the rules between different European Commission departments and exuberant audits by the commission which are particularly difficult for resource-restricted small and medium-sized businesses to handle.An interim evaluation of research funding for 2007-2013 published late last year says that the lack of progress on many known problems is disappointing.Whether the commission has actually simplified matters is also up for question. One research institution complained that there were around 700 new rules to contend with when applying for EU research money.MEPs are also urging the commission to shake up the rules for the next research programme. Brussels is currently discussing the matter with stakeholders.A report on simplification adopted by the European Parliament late last year said called for a radical overhaul of the system, castigating the executive for its bureaucratic approach to the issue.Auditing should be made easier, the rules made simpler and more scientifically-based and the commission should curb its tendency for over-zealous micro-management, say MEPs.

Manitoba controlled flood plan appears to be working

VANCOUVER (Reuters) – Manitoba's plan to open a dike on the swollen Assiniboine River to avoid a potentially catastrophic unplanned flood appears to be working, officials in the Canadian Prairie province said on Sunday.Water is flowing through the cut made in a dike east of the community of Portage la Prairie on Saturday, and is spreading over the flat land of southern Manitoba were farmers would normally be planting wheat, canola and vegetables.Officials estimated on Sunday the flood would cover up to 72 square miles (180 square km) of land over the next few days, but that is down from the 90 square miles (225 square km) they had estimated on Saturday.The release has helped eased pressure on other dikes along the rain-swollen river that authorities had feared would fail and flood more than 520 square miles (1,300 square km).Today, even though more water is coming down the Assiniboine River, water levels downstream of the controlled release have not risen,the provincial government said in a statement on Sunday.The flood threat has forced more than 3,300 Manitoba residents from their homes, including 1,300 in Brandon, the province's second largest city, which is upstream from where the dike was opened.About 1,500 military troops have been called in to help local volunteers with sandbag operations.(Reporting Allan Dowd; Editing by Peter Cooney)

Strong earthquake strikes off Papua New Guinea

SYDNEY – A strong earthquake struck off the coast of Papua New Guinea on Monday, but there were no immediate reports of injuries or damage.The magnitude-6.5 quake struck 76 miles (122 kilometers) west of Arawa, the capital of Bougainville province, at a depth of 27 miles (43 kilometers), the U.S. Geological Survey said.The Pacific Tsunami Warning Center said there was no threat of a destructive, widespread tsunami and that sea-level gauges in the region showed no unusual wave activity. But the agency did say earthquakes of this size can sometimes generate tsunamis along coasts within 60 miles (100 kilometers) of the epicenter.Bill Yomba, an official with Papua New Guinea's National Disaster Center, said there were no reports of any tsunamis striking the coast or of any injuries or damage.Earthquakes of this magnitude are relatively common in Papua New Guinea. The country lies on the Ring of Fire — an arc of earthquake and volcanic zones that stretches around the Pacific Rim and where about 90 percent of the world's quakes occur.

Mike Huckabee, the amiable former governor of Arkansas and Fox News media personality, has decided after all not to run for president. It seems that he does not want to be president and is instead happy doing what he is doing.That leaves the question, if not Huckabee, then who? The former governor had a big following among social conservatives, a considerable voting bloc in the Republican Party. Now that voting bloc has to find someone else to rally around.But whom? There are a few people one can automatically cross off the list. Donald Trump has too much of a playboy image. Ron Paul's libertarian views on social issues are too off putting. Mitt Romney is seen as a Northeastern liberal. Newt Gingrich, while he will make a play for the social conservatives as a repentant sinner, still has the divorce issue hanging around his neck.The safe but boring candidates, such as Tim Pawlenty and Mitch Daniels, might have some appeal, Daniels' somewhat interesting marital history notwithstanding. Rick Santorum might have a shot, though he is considered a long shot candidate.That leaves us to the one person that the pundits are writing off, albeit prematurely. Her name is Sarah Palin, whose existence is the unacknowledged 800-pound Mama Grizzly in the room.

Bad poll numbers aside, Palin seems uniquely positioned to take advantage of Huckabee's absence from the race. Unique of all the other potential candidates, she has appeal for social, economic and national security conservatives. She appeals to the latter two because of her cogent critique of Obama administration policies. She appeals to the first because of herself, her conservative religious lifestyle, and her obviously cohesive, loving family. Even her daughter Bristol Palin's history fits into the appeal; there is nothing evangelicals love more than a story of sin, repentance, and redemption.What is more, a plurality of Republicans have announced themselves to be dissatisfied with the current presidential candidates. No one running or having been mentioned to run seems to stir the blood.That seems to be the perfect door for the Lady from Wasilla, someone proven to be able to bring a hundred thousand partisans to their feet, to pass through. The question remains, though, will she?

WASHINGTON (Reuters) – The crown prince of Abu Dhabi has hired the founder of private security firm Blackwater Worldwide to set up an 800-member battalion of foreign troops for the United Arab Emirates, the New York Times said Sunday.The Times said it obtained documents that showed the unit being formed by Erik Prince's new company Reflex Responses with $529 million from the UAE would be used to thwart internal revolt, conduct special operations and defend oil pipelines and skyscrapers from attack.The newspaper said the decision to hire the contingent of foreign troops was taken before a wave of popular unrest spread across the Arab world in recent months, including to the UAE's Gulf neighbors Bahrain, Oman and Saudi Arabia.The UAE itself has seen no serious unrest. Most of its population is made up of foreign workers.Blackwater, which once had lucrative contracts to protect U.S. officials in Iraq, became notorious in the region in 2007 when its guards opened fire in Baghdad traffic, killing at least 14 people in what the Iraqi government called a massacre.

One former Blackwater guard pleaded guilty to manslaughter charges in those killings, and a U.S. court reinstated charges against five others last month. Prince has since sold the firm, which changed its name to Xe. The firm denies wrongdoing.
The newspaper said the Emirates, a close ally of the United States, had some support in Washington for Prince's new project, although it was not clear if it had official U.S. approval.Two UAE government officials contacted by Reuters declined immediate comment on the New York Times report, and the U.S. embassy in the UAE also had no immediate comment. It was not possible to locate Prince for comment.The Times quoted a U.S. official who was aware of the program as saying: The Gulf countries, and the UAE in particular, don't have a lot of military experience. It would make sense if they looked outside their borders for help.State Department spokesman Mark Toner told The Times the department was investigating to see if the project broke any U.S. laws. U.S. law requires a license for American citizens to train foreign troops.The UAE military said in a statement that "all engagements of commercial entities by the UAE Armed Forces are compliant with international Law and relevant conventions.The UAE armed forces currently engage a number of third parties, such as Spectre, which delivers academy training capabilities; Horizon, a pilot training partner and R2 which provides operational, planning and training support,said the statement carried by the state news agency WAM.The statement did not name Blackwater or Prince.

Toner also pointed out that Blackwater had paid $42 million in fines in 2010 for training foreign forces in Jordan without a license, the Times said.According to former employees of the project and U.S. officials cited by the Times, the troops were brought to a training camp in the UAE from Colombia, South Africa and other countries, starting in the summer of 2010.They were being trained by retired U.S. military, and former members of German and British special operations units and the French Foreign Legion, the Times said.Prince had insisted the force hire no Muslims, because they could not be counted on to kill fellow Muslims, the paper said.Former employees also told the newspaper the Emirates hoped the force could be used to counter any threat from Iran, which the Arab states in the Gulf consider a foe.

Russia wants US guarantees on missile shield

MOSCOW – Russia wants the United States to provide Moscow with guarantees that a prospective U.S.-led missile shield wouldn't threaten its security, a senior Russia official said Monday.Deputy Foreign Minister Sergei Ryabkov warned that Washington's refusal to provide such guarantees could derail efforts by Russia and NATO to cooperate on missile defense.We can't base our security on assurances and promises, we need a legally-binding agreement, Ryabkov told lawmakers during parliamentary hearings.He said that Moscow was disappointed by a negative U.S. reaction to its demand.Russia considers the U.S.-led missile defense plans as a potential threat to its security. It has agreed to consider NATO's proposal last fall to cooperate on the missile shield, but insisted that the system should be run jointly. NATO has rejected that demand.Russian President Dmitry Medvedev has warned that a failure to reach a deal on the issue could force Russia to deploy new offensive weapons, triggering a new arms race.A landmark arms control treaty called New START has helped improve relations between Moscow and Washington, but Russia has continued to view U.S. missile defense plans with suspicion.Ryabkov said Monday that the existing U.S. missile defense elements don not pose a threat to Russia, but the situation may chance in the future. The current configuration doesn't undermine our strategic security, but we lack guarantees that it will remain the same in the future, he said.

Ryabkov warned that the development of U.S. missile defense could undermine the New START.While the New START doesn't prevent the U.S. from building new missile defense systems, Russia has stated that it could withdraw from the treaty if it feels threatened by such a system in future.The Kremlin's envoy to NATO, Dmitry Rogozin, told lawmakers Monday that NATO had rejected Moscow's push for a missile shield that would be operated jointly.They told us that NATO doesn't outsource its security to non-members,Rogozin said.But why then their system's range reaches all the way to the Urals?
