Prime Minister Stephen Harper has arrived at Rideau Hall to meet with the Governor General to formally end the parliamentary session and kick off Canada's 41st federal election.Harper walked into the residence hand-in-hand with his wife Laureen, who gave a quick wave to reporters, ahead of the prime minister's meeting with Gov. Gen. David Johnston. There, they'll make it official: Canada's 40th Parliament is over, and Canadians are starting election season.Once the formal meeting is over at around 9:30 a.m., Harper will emerge from the stately stone mansion and speak to the media. He said Friday he wouldn't take questions until then.Where he goes after 1 Sussex Dr. is a tightly held secret. The Conservative Party won't disclose where Harper and his campaign will spend the first few days of the election.Meanwhile, Liberal Leader Michael Ignatieff and NDP Leader Jack Layton have both planned rallies in downtown Ottawa before leaving town. Ignatieff will travel to Montreal, where Bloc Québécois Leader Gilles Duceppe is spending Saturday. Layton is flying to Edmonton Saturday afternoon.

Building a story
It's starting to become clear just what script each party will follow. The Conservatives are hitting hard on the election being unnecessary and irresponsible, and can build a campaign around the hold-steady style of budget they presented earlier this week. They are painting the opposition parties as a threat to the economy and arguing a coalition is inevitable if voters don't choose the Conservatives. The opposition parties say the issue is one of ethics and respect for democracy, which they say are lacking in the Conservative Party.Ignatieff indicated Friday the Liberals will focus on recent scandals hitting the Conservatives, including charges of electoral fraud for two senators, allegations staff interfered with access to information requests and an accusation a former senior advisor to the prime minister tried to use his influence to promote his girlfriend's business.The NDP, meanwhile, say they're the real alternative to the Conservatives because in many ridings their candidates run second to the Tories who won seats.The Bloc say they're the only party who can defend Quebec's interests.

Non-confidence
The opposition Liberals, NDP and Bloc Québécois came together Friday afternoon in a historic vote to say they no longer have confidence in the Conservative government.
The motion says the House agrees with a committee report tabled earlier this week that found the government in contempt of Parliament, which is unprecedented in Canadian parliamentary history, and consequently the House has lost confidence in the Government.Earlier this week, the procedure and House affairs committee tabled a report that said the government is in contempt of parliament for refusing to supply enough information on the cost of the F-35 fighter jets, their justice system reforms and their projections for corporate profits and tax rates.

Ignatieff rules out coalition with NDP, Bloc

OTTAWA — Michael Ignatieff is ruling out a coalition with the New Democrats and Bloc Quebecois. But the Liberal leader says he's open to working issue-by-issue with other parties if his party wins the election.However, Ignatieff also says he's categorically ruling out a coalition or even a formal arrangement with the Bloc.
Whoever leads the party that wins the most seats on election day should be called on to form the government,Ignatieff said in a statement, issued even before the election was formally called. If that is the Liberal party, then I will be required to rapidly seek the confidence of the newly elected Parliament.If our government cannot win the support of the House, then Mr. Harper will be called on to form a government and face the same challenge. That is our Constitution. It is the law of the land.The coalition question threatened to dog Ignatieff during the campaign as Stephen Harper's Conservatives raised the spectre of a cabal with the NDP and Bloc Quebecois.The Tories have accused the Liberals of being in bed with the socialists and separatists.Until Saturday morning's statement, Ignatieff had been coy about a coalition. He dodged questions after the government fell Friday afternoon, repeating the line that Canadians have a choice between a blue door and a red door -- a reference to the party colours of the Conservatives and Liberals.

OTTAWA (Reuters) – The opposition toppled Canada's Conservative government on Friday, accusing it of sleaze and mismanagement, and set the scene for a May election that polls indicate the Conservatives will win.Opposition legislators threw papers in the air in glee after voting 156-145 in the House of Commons to defeat the minority government, which they also say has mismanaged the economy and is overly secretive.The defeat paves the way for an election that will likely be fought on two main themes -- ethics and the economy. Likely dates are May 2 or May 9.Canada's dollar was steady at C$0.9810 to the U.S. dollar, or $1.0194. Domestic stocks ignored the political news and ended slightly higher on a rally in resource stocks.

Prime Minister Stephen Harper admitted he was disappointed by the result, and said Canadians did not want what will be the fourth general election in less than seven years.Our priority will remain to ensure stability and security for Canadians in what remain extremely challenging global circumstances, he told reporters soon after the vote.Harper said he would visit Governor General David Johnston, the representative of Queen Elizabeth, Canada's head of state, on Saturday to seek the formal dissolution of Parliament and set a date for the election.The Conservatives, in power since 2006 with two successive minority governments, are well ahead of the main opposition Liberal Party in opinion polls. God's Hand? 44% of Americans See Natural Disasters as Sign of End Times

According to just over half of Americans, God is in control of everything that happens on Earth. But slightly fewer are willing to blame an omnipotent power for natural disasters such as Japan's earthquake and tsunami.A new poll finds that 56 percent of Americans agree or mostly agree that God is in control of all Earthly events. Forty-four percent think that natural disasters are or could be a sign from the Almighty. The fire-and-brimstone version of a vengeful God is even less popular in America: Only 29 percent of people felt that God sometimes punishes an entire nation for the sins of a few individuals.Nonetheless, the desire to turn to God for an explanation after a disaster is a widespread human urge, said Scott Schieman, a sociologist at the University of Toronto who studies people's beliefs about God's influence on daily life.There's just something about the randomness of the universe that is too unsettling, Schieman told LiveScience.We like explanations for why things happen … many times people weave in these divine narratives.

Deity of disaster

The poll surveyed a random sample of 1,008 adults in the continental United States in the few days after the Japanese disaster. The sample was weighted by age, sex, geographic region, education and race to reflect the entire population of U.S. adults.The poll found that evangelical Christians are more likely to see disasters as a sign from God than other religious faiths. Of white evangelicals, 59 percent said disasters are or could be a message from the deity, compared with 31 percent of Catholics and 34 percent of non-evangelical Protestants. The margin of error for the survey was plus or minus 3 percent.Forty-four percent of all Americans said that recent natural disasters could be a sign of the Biblical end times, with 67 percent of white evangelicals holding that view. (In comparison, 58 percent of Americans attributed recent severe natural disasters to global climate change, as did 52 percent of evangelicals.)It makes sense that those who interpret the Bible more literally would link disasters to God, said David Foy, a psychologist at Pepperdine University in Los Angeles who has studied religious coping and post-traumatic stress disorder. However, Foy said, the poll should be interpreted with caution.They try to draw some conclusions between evangelicals and mainline Protestants and Catholics, and I don't think they can do that from the data that they've got, Foy told LiveScience.[The poll participants] weren't selected on those variables, and other things that could have influenced their responses weren't controlled.

A vengeful God?

The poll found that 53 percent of white evangelical respondents and 20 percent of Catholics and mainline protestants said God sometimes punishes entire nations for the sins of a few.That belief can make it harder to cope after a tragedy, Foy said. In his work with combat veterans, Foy has found that those who see tragedies as evidence of God's wrath are not as psychologically well-off as those who seek other explanations for negative events.Less clear are the risks and benefits of believing that God is in the driver's seat, Schieman said, adding that the number of people in the survey who believe in a God that controls the universe (56 percent) matches what he's seen in his work.It doesn't surprise me, especially given the nature of God-talk in everyday society, how people talk about God being in control and influential,he said.Among the group of people who believe in a take-charge kind of God are those who see the hand in the divine in every aspect of life, down to the number of empty parking spaces at a busy shopping mall, Schieman said. And then there are those who see God as an absentee sort of manager — someone who cares and is in-charge, but isn't fiddling with the weather or engineering tsunamis.It's an interesting question,Schieman said. If you package or interpret events like this in the context of divine control, does it make people feel better? Does it make people feel more motivated? There's no straightforward answer to that question, Schieman said. In one 2008 study of data from a phone survey of U.S. adults, Schieman found that people who believed in a controlling God felt that they had less personal control over their own lives. But that association was strongest in people who rarely prayed or went to religious services. Those who believed in a controlling God but were invested in services and prayer showed no decrease in personal feelings of control, Schieman found.One of the toughest questions for believers is how to reconcile the image of an all-powerful, all-good and all-mighty deity with one that allows disasters like the Japanese tsunami, Foy said. Study finds wind speeds rose over world's oceans

WASHINGTON – During the last quarter-century, average wind speeds have increased over the world's oceans, as have wave heights, generating rougher seas, researchers reported in a study published online Thursday.Since faster winds cause more evaporation, the increase could lead to more water vapor in the air, compounding any increase from global warming and providing added moisture for rain. Generally, that means a higher chance for rainfall.Researchers led by Ian Young of Swinburne University of Technology in Australia report in the journal Science that over a 23-year period, average wind speed over the oceans rose by 0.25 percent per year.The proportion of increase in wave height was less than for wind speed, the researchers noted, while the increase for extreme winds was more than for average winds.The researchers said the higher winds aren't necessarily the result of global warming.But Eugene S. Takle, director of the climate science program at Iowa State University, and not part of Young's research team, noted that evaporation rises with higher wind speeds, so the result would be more moisture in the air even without global warming. And the warming shown in many studies would also increase evaporation.

Just two years ago, Takle and colleagues published a study of wind speeds over land showing a decrease, rather than the increase Young's team found in its measurements from satellites and buoys. Young studied satellite records from 1985 to 2010, though records for 1990-91 were not available because of satellite problems.I don't think these results provide a clear contradiction to our findings of declining wind speeds over land, since measurements are made in different environments,said Takle.He noted that the day-to-night changes in temperature are different over land than over water and the boundary layer — the portion of the atmosphere that most closely interacts with the surface — is generally thicker over land than water.

Powerful quake in NE Myanmar kills more than 70

YANGON, Myanmar – A powerful earthquake that toppled homes in northeastern Myanmar has killed more than 70 people, and there were fears the toll would mount as conditions in more remote areas became known.The Thursday night quake, measured at magnitude 6.8 by the U.S. Geological Survey, was centered just north of Tachileik town in Shan State near the Thai border. It was felt hundreds of miles (kilometers) away in the Thai capital, Bangkok, and the Vietnamese capital, Hanoi.Myanmar state radio announced Friday that 73 people had been killed and 111 injured. It said 390 houses, 14 Buddhist monasteries and nine government buildings were damaged. Earlier in the day, news broadcasts had put the death toll at 74. No explanation was given for the decrease.Significant damage was reported in the villages around Tachileik, including to bridges and roads, which developed massive fissures, complicated relief efforts.A U.N. official said a small hospital and bridge were damaged in the nearby town of Tarlay, making it difficult to access the town. The private relief agency World Vision said water tanks and wells were also damaged, making water scarce.On the Thai side of the border, one woman was killed in Mae Sai when a wall fell on her, according to Thai police, but damage was otherwise minimal.The U.N. official said medicine would be sent to the affected areas as soon as possible along with an assessment team in cooperation with the Myanmar Red Cross Society. He said 95,000 people were estimated to live near the quake's epicenter, but it was unknown how many suffered damage from it.

The official spoke on condition of anonymity because Myanmar's government frowns on giving unauthorized information to the media.Other relief efforts also were gearing up. The junta was widely criticized for what were called inadequate preparations and a slow response to the disaster.Somchai Hatayatanti, the governor of Thailand's Chiang Rai province, said dozens of people suffered minor injuries on the Thai side of the border. Cracks were found in buildings in downtown Chiang Rai city, about 55 miles (90 kilometers) from the epicenter, including a provincial hospital and city hall. The tops of spires fell from at least two Buddhist temples.As a precaution for aftershocks, a relief center was being set up Friday in Mae Sai.We are worried that the area might be hit with stronger quakes. Latest in Japan's quake, tsunami, nuclear crisis

U.S. naval barges loaded with fresh water sped toward Japan's overheated nuclear plant to help workers who are scrambling to stem a worrying rise in radioactivity and remove dangerously contaminated water from the facility. Workers at the Fukushima Dai-ichi plant have been pumping seawater to try to stabilize reactors that went haywire after a tsunami knocked out the complex's crucial cooling system earlier this month. But plant operator Tokyo Electric Power Co. is now rushing to inject the reactors with fresh water instead amid concerns about the corrosive nature of the salt in seawater. The U.S. military is sending water to nearby Onahama Bay and will begin water injections early next week. The official death toll from the disaster stands at 10,151, with more than 17,000 listed as missing. The final death toll is expected to top 18,000.

Syrian troops storm protest sit-in near Damascus

DAMASCUS, Syria – Security troops stormed a protest sit-in near the capital Damascus, arresting about 200 people in the midnight raid, activists said Saturday, the latest violence in the unrelenting crackdown on protests that have spread to this Mideast country.The activists said up to 4,000 people were demonstrating in the town of Douma on the outskirts of Damascus when, around midnight Friday, electricity was cut and the protesters came under attack. The activists spoke on condition of anonymity fearing reprisals.They said troops attacked the protesters with sticks and clubs, injuring several, but those reports could not be independently confirmed. An eyewitness who drove to Douma Saturday said there were no traces of a fight in the area and shops were open.As calm returned to Syrian cities Saturday, a human rights activist said authorities released 70 political prisoners. The release was an apparent effort to appease the protesters and contain the fallout from a deadly crackdown on demonstrations that have gripped Syria for a week. Groups of detainees have been released earlier in the week as well.Abdul-Karim Rihawi, who heads the Syrian Human Rights League, said most of those released on Saturday had been imprisoned at Saidnaya prison in a Damascus suburb where political detainees are usually kept. He said no further details were immediately available and there was no official confirmation.But authorities also reportedly detained dozens of others during the violence as one of the Middle East's most repressive regimes sought to quell demonstrations that exploded nationwide demanding reform.

The Douma midnight raid capped a day of a relentless government crackdowns on protests which dramatically spread to multiple cities across Syria. The once-unimaginable scenario posed the biggest challenge in decades to Syria's iron-fisted rule.Security forces opening fire on Friday shot dead more than 15 people in at least six cities and villages, including a suburb of the capital, Damascus, witnesses told The Associated Press. Their accounts could not be independently confirmed.Funerals were under way Saturday across Syria for many of those killed the previous day.Also Saturday, the state-run news agency said an armed group attacked an officers' club in the city of Homs on Friday, killing one person and wounding others.Videos posted on social networking sites Friday night showed protesters in Homs tearing down a large poster of Hafez Assad, the late Syrian president, over the entrance to the Officers Club. The footage could not be independently verified.In the southern city of Daraa, protesters on Friday regained control of the al-Omari mosque — the epicenter of the past week's deadly protests.Tens of thousands had poured into Daraa's central Assad Square after Friday prayers, many from nearby villages, chanting Freedom! Freedom! and waving Syrian flags and olive branches, witnesses said. Some attacked a bronze statue of Hafez Assad.Troops responded with heavy gunfire, according to a resident who said he saw two bodies and many wounded people brought to Daraa's main hospital.After night fell, thousands of enraged protesters snatched weapons from a far smaller number of troops and chased them out of Daraa's Roman-era old city, taking back control of the al-Omari mosque.

In Damascus, the heart of Bashar Assad's rule, protests and clashes broke out in multiple neighborhoods as crowds of regime opponents marched and thousands of Assad loyalists drove in convoys, shouting, Bashar, we love you! The two sides battled, whipping each other with leather belts, in the old city of Damascus outside the historic Umayyad mosque, parts of which date to the 8th century. About two miles (three kilometers) away, central Umayyad Square was packed with demonstrators who traded punches and hit each other with sticks from Syrian flags, according to AP reporters at the scene.
