Jonathan Irish appeared on the Alex Jones Show this evening and said his infant daughter, Cheyenne, was returned to him and his fiancé, Stephanie Taylor. The state of New Hampshire, citing neglect, had abducted the newborn at the Concord Hospital.
Irish expressed his gratitude for the return of his daughter but said he was not at liberty to divulge details on the release due to a court gag order.Irish told Alex Jones that his name was confused with that of another man with a similar name. The second man apparently has a record of domestic abuse and violence.A court affidavit stated Jonathan Irish’s association with the Oath Keepers as one of the primary reasons the child was taken. The Division became aware and confirmed that Mr. Irish associated with a militia known as the Oath Keepers and had purchased several different types of weapons, including a rifle, handgun and taser, the affidavit states.The Oath Keepers was founded in March of 2009 in in Lexington, Massachusetts. The nonprofit organization advocates that its members, who are current and former U.S. military and law enforcement officers, uphold the Constitution of the United States should they be ordered to violate it. The Oath Keepers organization is not a militia as the court affidavit and corporate media insist.

After Cheyenne was abducted by New Hampshire’s Division of Children, Youth and Families, authorities prevented Jonathon Irish from seeing his child. Authorities cited security threats as the reason for blocking visitation without explaining precisely what those threats were. Irish, his fiancĂ© Stephanie and Oath Keepers founder Stewart Rhodes appeared on the Alex Jones Show on October 11 to discuss this violation of basic visitation rights.On Friday, October 8, the FBI sent bomb-sniffing dogs into Concord Hospital to intimidate people who had gathered to protest against the snatching of a baby by the DCYF.On October 13, Stephanie Taylor voiced concerns when she discovered blood in her baby’s diaper during a supervised visit at the at a Strafford County administration building. After authorities determined there was no indication of any abuse, the child was returned to foster care.Will Bunch, writing for the Soros funded Media Matters for America, led a corporate media campaign to demonize Irish and characterize as a bizarre right-wing campaign the effort to have the child returned to her parents. Bunch writes that the evidence is overwhelming that the girl was taken from Irish and the mother Stephanie Taylor at the hospital for the only reason that the government should take that extreme step: To ensure the safety of an otherwise helpless child.Bunch’s assertion that CPS agencies protect children is at odds with the record. As the late Nancy Schaefer has documented, child protection services around the country have a record corruption and are often detrimental to the health and well-being of children. CPS agencies often act as legalized kidnapping services.Now that the court has admitted that the child was taken in error and Jonathan Irish is in fact not an abusive father and the authorities had either confused or deliberately associated Irish with the behavior of another individual, Mr. Bunch and Media Matters should immediately apologize for slandering Irish, Taylor, and Alex Jones.Media Matters, however, will likely not apologize or set the record straight because this obviously conflicts with its agenda to demonize the growing patriot movement and portray constitutionalist groups like Oath Keepers as paranoid right-wing extremists.

Nato ministers agree to cut fat

EUOBSERVER / BRUSSELS – Nato defence ministers on Thursday (14 October) agreed to plans put forward by secretary general Anders Fogh Rasmussen to cut fat by reducing the number of headquarters and staff. The money saved is to be used for new capabilities such as cyber defence and an anti-ballistic missile shield.Under Mr Rasmussen's blueprint, the number of headquarters will be reduced from 11 to seven and the staff employed there will shrink from 13,000 to 9,000. In addition, out of the 14 existing Nato agencies, the alliance is to keep just three, focusing on three pillars: acquisitions, support and communications.The final decision will be taken by Nato leaders at a summit in Lisbon next month. But the more difficult discussion about which countries will have to give up Nato command structures will not take place until next year. Belgium, Britain, France, Germany, Italy, the Netherlands, Poland, Portugal, Spain, Turkey and the US each host one or several headquarters and command centres.It is unclear which of the over 20-odd command structures are considered as headquarters to be scrapped. When speaking to journalists, French defence minister Herve Morin reportedly got lost in counting how many there are and to which number they will be reduced to.Apart from the prestige of having a Nato base, member states also have financial reasons not to give them up. Under Nato budgetary rules, they can deduct staff and headquarters expenses from the national contribution to the Nato budget.Mr Rasmussen admitted that the geographical decisions are a challenge not to be underestimated. But he was confident that ultimately states will agree.

I know how difficult these decisions are, when it comes to the geographical relocation of institutions, but the good news is we have consensus on the generic model,on how the command structure should ideally look like and based on the discussions today I am optimistic we'll succeed in the geographical footprint as well.The lean 57-year old Danish politician, who advertises his jogging and hiking exertions on his Facebook page, repeatedly used the metaphor of cutting fat and building muscle in reference to defence spending. When asked about how Britain's announced cuts in the defence budget will affect the alliance, Mr Rasmussen gave the example of the Czech Republic, which is upping its contribution in Afghanistan despite drastic cuts in public spending.This shows it is possible to cut fat while building muscle, Mr Rasmussen said.Speaking to journalists on the margins of the meeting, Belgian defence minister Pieter De Crem said that his government agrees with the secretary general. But he stressed that the Nato headquarters in Brussels and the command structures in Mons will not be affected.The agreement on cuts comes after defence ministers in February decided to fill a budget deficit of €640 million in the alliance's investment pot for this year. US defence secretary Robert Gates back then complained about the Cold War-era structures which are too heavy and which need to be streamlined.The Thursday meeting, dubbed the Octoberfest ministerial because it gathered for the first time both defence and foreign ministers from Nato's 28 member states, is also set to hold first discussions on Nato's new strategic concept which will be adopted in November.Missile defence, protection from cyber attacks and reaching out to Russia and Asian partners involved in the Afghan war are also on the agenda. BRUSSELS – NATO allies are moving toward approving an anti-missile system that would protect Europe, the alliance's secretary general said Thursday, adding that he hoped Russia would join in creating such a shield.Anders Fogh Rasmussen said that, based on Thursday's meeting of the foreign and defense ministers of NATO's 28 members, he was quite optimistic the anti-missile shield would be formally adopted at the organization's next summit in Portugal on Nov. 19-20.I was very encouraged by the determination of the allies to modernize the alliance for the 21st century, Fogh Rasmussen told journalists. We are oriented towards a consensus at the summit in Lisbon that NATO should protect the populations against a missile attack.Fogh Rasmussen is proposing to expand an existing system of tactical battlefield missile defense to cover the territory and populations of all alliance members against attack from nations such as Iran and North Korea. He has also called on Russia to join the project.We should offer Russia an opportunity to cooperate with us, he said.

The United States supports the missile defense proposal. But some governments such as France have taken a dim view of the proposed shield, citing high costs and saying the system cannot replace a robust nuclear deterrent.At an estimated cost of euro200 million ($279 million), it is much cheaper but also less capable than a dedicated anti-missile system proposed by the Bush administration, which caused a deep rift with Russia.Russia opposed the stationing of powerful radars and anti-missile batteries near its western borders. Fogh Rasmussen said the military alliance was helping Taliban representatives meet with the Afghan government, adding that when there are practical ways that the NATO alliance can help the process of reconciliation, it will. EUOBSERVER / BRUSSELS - Member states are considering taking the EU Parliament to court if it does not back down on demands for new powers on EU foreign policy and international agreements, EUobserver has learnt.Ambassadors representing member states at a meeting in Brussels on Wednesday (13 October) signaled their discontent over an inter-institutional agreement between the European Commission and the EU legislature which may give fresh powers to euro-deputies, especially when it comes to international negotiations on behalf of the EU.The draft report, according to an analysis by the council of ministers' legal services, could lead to a stand-off between EU institutions if adopted as such next week in Strasbourg.The court option is not off the table, one EU source said.Ambassadors will come back to the matter in their meeting next Wednesday, following the MEP's vote in the plenary.The crux of the matter is to what extent MEPs can be part of EU delegations to multilateral and bilateral meetings and negotiations with other countries. According to the draft, the Parliament wants to have its representatives guaranteed participation in all multilateral, but also bilateral agreements of particular political importance - for instance on trade or fisheries.The EU commission for its part is ready to allow MEPs on board of EU delegations, whenever logistically, politically and diplomatically possible.There would be no automatism, however. The commission wants to avoid situations such as the climate change summit in Copenhagen last December, when 106 MEPs were part of the EU team, which made it virtually impossible for the head of the delegation to have an overview over what is being said and done on behalf of the EU.

The commission's position is being further complicated by the council's own bid to push a role for the rotating EU presidency in international negotiations - for instance on climate change - despite the Lisbon Treaty clearly stating that the commission is to lead negotiations in the name of the 27 strong bloc.Portuguese centre-right MEP Paulo Rangel, the euro-deputy in charge of formulating the Parliament's standpoint, was not surprised by the council's opposition.There is no problem with the EU commission, the problem is in the Council, they didn't want to participate in negotiations of the inter-institutional agreement. So it was expected they would have reservations, because normally the Council doesn't see happily that other institutions are co-operating,Mr Rangel told EUobserver over the phone from Madeira.He does not believe that member states will actually take the Parliament to court, but says they are trying to limit the new powers MEPs have acquired in the new treaty.Every institution interprets in its own way their new powers given by the Lisbon Treaty and tries to maximise their positions. I don't think this means there is a conflict within the institutions,he said.In every state, international organisation, not to mention the EU, the Parliament has the power to control or review the external policy of the executive bodies. It doesn't mean we want to lead negotiations on external relation, but we do have the right to control the way they exercise these powers. According to the Lisbon Treaty, the European Parliament has the right to approve international agreements and we need all the information necessary to this aim,he argued.Mr Rangel insisted that MEPs are not trying to take over competences of national governments in the field of foreign affairs: We follow only foreign policy that is in the hands of the EU, there is no interference in the national dominion of external relations.The fact that another major foreign policy package – regarding the set-up of the EU's External Action Service (EEAS) - is due to be adopted next week is a mere coincidence and the two issues are not linked, he added.Some room for manouevre still remains, but it will be up to political leaders in Parliament to negotiate, he added.In a speech on Wednesday, EU commission chief Jose Manuel Barroso stressed the special partnership between his institution and the EU legislature and referred to the upcoming signature of the framework agreement in Strasbourg next week.Let us not miss the opportunity to make it a powerful demonstration of this new partnership spirit,he said.

Polish minister steps out of race for EU foreign affairs job

EUOBSERVER / BRUSSELS - Poland's junior minister for EU affairs, Mikolaj Dowgielewicz, has pulled out of the competition to become one of Catherine Ashton's top deputies.The news was broken by Polish press agency PAP on Wednesday (13 October) citing senior diplomatic sources.Mr Dowgielewicz is said to have stepped aside in order to boost the chances of another Polish candidate, Maciej Popowski, to get the post of deputy secretary general in the European External Action Service (EEAS) and to concentrate on running the Polish EU presidency in late 2011.Firstly, he placed the chances of a Polish candidacy above his own ambitions and secondly, considering the responsibilities assigned to him, he wants to successfully oversee the organisation of the EU presidency, Polish foreign minister Radek Sikorski said at a press event on Wednesday, PAP reports. Mr Dowgielewicz had the personal backing of Polish Prime Minister Donald Tusk for his EEAS bid. The 37-year-old College of Europe alumnus had worked for former EU Parliament chief Pat Cox and former EU commissioner Margot Wallstrom before going to the Polish foreign ministry.Mr Popowski currently works as head of cabinet for EU Parliament President Jerzy Buzek. The 46-year-old career diplomat took part in Poland's EU entry talks and was Poland's first ambassador to the EU Council's Political and Security Committee. He joined the European Commission as a director in its development department in 2008 before moving to the EU assembly last year. He speaks Dutch, English, French, German and some Russian.Mr Popowski is considered more of a heavyweight in Brussels due to his age and experience. He also ticks the box of being an EU official amid MEPs' demands that EEAS top jobs should be split between member states and EU civil servants to make sure the corps has a strong communitarian element.EEAS chief Ms Ashton is expected to announce another tranche of senior appointments following a European Parliament vote on EEAS budget and staff regulations next week.MEPs in the legal affairs committee will on 18 October decide whether or not to insert a clause on indicative recruitment targets in the staff regulations. The idea has strong support from the foreign affairs committee and envisages employing set numbers of EEAS candidates from new EU states over the next 10 years in order to redress the fact that people from old EU members will hold the vast majority of senior posts in the beginning.Ms Ashton is said to dislike the proposal, however.This could kill the service,a senior EU official said, envisaging a scenario in which the EEAS has to employ weak candidates from the new EU countries instead of better people from the older members in order to comply with rules.

IAF Adding Third Arrow Missile Defense Battery

The Israel Air Force is stepping up its preparations for a possible missile war with Iran and its proxies, with a new Arrow ground-to-air missile battery about to become operational.IDF journal Bamachaneh reported that the new battery – the IAF's third – will begin operating soon, and will join the aerial defense umbrella provided by the IAF's Cherev Magen (“Defensive Sword”) unit, which operates the Arrow system.The report did not disclose the location of the new battery but said it was in central Israel and had been carefully chosen. Officers in Cherev Magen said that several physical variables were taken into account when deciding where to place the new battery. The selected site provides the best defense for long-range threats coming from different directions.Like the other Arrow batteries, the new battery provides defense against ballistic missiles. It will integrate the Arrow system's newest interception missile, which is considered more accurate than its predecessors. In addition, it will receive the new Oren Adir radar, which has especially long range and is better than older versions at identifying the type of missile being launched at Israel.A new and unique center for coordination of fire will also be built at the site chosen for the Arrow battery. The center will also control the other Cherev Magen sites at Palmachim, south of Tel Aviv, and at Ein Shemer, east of Hadera.

Ahmadinejad taunts Israel from border with Lebanon

Located just two miles from the Israeli border, the village has a special significance for Shiites.Dubbed the capital of resistance during Israel's two-decade occupation of the south, Hezbollah's leader gave a victory speech here after Israel withdrew in 2000, calling Israel weaker than a spider's web — a phrase that adorns a stadium wall along with photographs of weeping Israeli soldiers.During Hezbollah's 2006 war with Israel, Bint Jbeil was targeted by Israeli troops, who met stiff resistance from dug-in Hezbollah guerrillas. IDF Prepares for Possible Hamas Revenge

The IDF’s Judea and Samaria Area Division is preparing for possible terror attacks by Hamas in an attempt to avenge the assassination of two terrorists responsible for a deadly attack which killed four Israelis on August 31.Hamas terrorists Mamoun Natsha and Nashet Naim Carmi were killed last Friday morning in Hevron. The two refused to comply with IDF soldiers who came to arrest them, and were shot while resisting arrest, witnesses said.The two were behind the attack on August 31 at the Bani Na’im junction south of Hevron. Beit Haggai residents Yitzchak and Talya Imas, Kochava Even-Chaim, and Avishai Shindler were killed after being shot from close range. The Fatah-led PA carried out dozens of arrests in the Hevron region in the days following the murders. However, some accused the PA of using the opportunity to go after its political opponents in Hamas, and not to truly target the killers. None of those detained by the PA were named as suspects in the shooting.

The latest issue of the IDF’s weekly magazine, Bamahane, quotes the chief intelligence officer of Central Command, Col. Ronen, who said: In southern Judea there are still places in which weapons and terrorist cells are hiding. In the near future they will try to carry out terror attacks similar to ones we’ve recently seen. The latest assassination will not deter terror squads from carrying out further attacks.Ronen added that the terrorists’ hiding place was not chosen accidentally. He said that they hid in the H-2 area, a part of Hevron which is under Israeli control. The reason for this, explained Ronen, is that PA security services do not operate in this area and the terrorists felt relatively safe there.They thought we wouldn’t find them, but we got them and came full circle, concluded Col. The annual olive harvest in Judea and Samaria has become an annual media event – and its fruits are usually virulently anti-Israeli. The fall season is now a time when international media outlets are filled with stories of Israeli Jews clashing with Palestinian Authority Arabs, with the latter group portrayed as the victim.Members of the Samaria Residents Council, sick of the propaganda, decided this year to set up a website that will include evidence of Arab and leftist assaults on Jewish farmers during the harvest. The site, which is currently available only in Hebrew, is titled, Getting through the Olive Harvest together.Site operators are calling on Jewish farmers who have fallen victim to PA Arab violence or vandalism to send in their evidence for publication. The site also offers free advertising to Israeli farmers seeking Israeli laborers to help with the harvest.This year's olive harvest, like many others, has been accompanied by headlines accusing Jews of violence, often with little supporting evidence. A recent Associated Press (AP) headline proclaims, Extremist Jews damage Palestinian olive trees.The article, written by Nasser Ishtayeh, is based on testimony from a PA Arab man living in an unidentified village.

Another AP story refers to the olive harvest as the Palestinian olive harvest, ignoring the many Israelis who will be harvesting their olives as well all over Israel.A Washington Post article published Wednesday opens with PA Arabs accusing Jews living nearby of destroying their olive trees. The author apparently did not question the story or speak to the Israelis accused of vandalism; their story is not included and they are referred to only as militant Jewish settlers.Reuters mentioned alleged Jewish violence in an unrelated olive harvest story. While writing about the accidental deaths of PA men working during the harvest, a journalist for the agency added, risks of injury are usually linked to clashes with Jewish settlers over access to olive groves.The harvest has provided an opportunity for PA leaders and left-wing Israeli groups to get their names in the paper. PA Prime Minister Salam Fayyad and Hamas head Ismail Haniyeh both took part in photo shoots this week in which they wore traditional Arab headscarves and were pictured picking olives.The Israeli leftist groups B'Tselem, Rabbis for Human Rights, and Yesh Din have all been interviewed by Israeli and foreign media, and have used the opportunity to accuse Judea and Samaria Jews of stealing olives or harassing Arabs. US Military Aid to Lebanon Unlikely after Iranian's Visit

Sources in the US Congress said Thursday that the warm formal welcome Lebanon has extended to Iran's president Mahmoud Ahmadinejad has convinced key representatives in Congress to continue the freeze on military aid to Lebanon. Lebanese daily An-Nahar reported that Reps. Howard Berman and Nita Lowey – the respective chairs of the Foreign Relations Committee and Subcommittee on Foreign Appropriations – are now vehemently opposed to lifting the moratorium.The freeze was initiated in August, after a Lebanese Army sniper targeted Israeli officers on the border between the countries, killing one top officer, Lt. Col. Dov Harari. Democratic representatives Lowey and Berman said they were holding up $100 million that had been approved for Lebanon's military but not yet spent. Berman said he was concerned that the aid for the Lebanese Armed Forces (LAF) will wind up being used by Hizbullah terrorist forces.The congressmen are now reportedly angry not just over Ahmadinejad's visit to Lebanon but also by the fact that it began with the signing of 16 agreements for cooperation between Iran and Lebanon, including mutual assistance in the fields of energy and finance.Nawwaf Moussawi, a senior Hizbullah leader and member of the Lebanese parliament, recently called on the Beirut government to forget about obtaining conditional American military aid. Barkat Seeks New Zoning for Shiloach, Arab Neighborhoods

Jerusalem Mayor Nir Barkat has asked Prime Minister Binyamin Netanyahu to allow the city to rezone some of the capital’s neighborhoods.The plan is seen as controversial, although it only involves four neighborhoods and would retroactively legalize the vast majority, but not all, of illegal Arab structures that were built over the years.Reason: The change would involve the demolition of 22 Arab homes near the Old City, clearing the way for construction of a tourism center in Shiloach, as it is known in Hebrew -- Silwan, in Arabic -- which the mayor wanst to build just outside the walls. The land on which these homes were built is called the King's Garden and is not zoned for residences, but is nonetheless full of illegal Arab structures. Under a previous rezoning plan, families whose homes are on the demolition list would reportedly be granted land for new homes nearby. It is not clear whether the current plan contains similar language.Leftist groups, including the Israel-based group Ir Amim, are opposing the plan, as they wrote in a letter to the prime minister on Wednesday. Ir Amim head Daniel Seidemann said in an interview with the Associated Press, This is clearly an assault on the residents of Silwan, not a bona fide effort to improve things. It will make a volatile situation even more volatile.Silwan has been a flash point for violence for months, with local Arab residents rioting, hurling rocks and sometimes attacking Jews with knives and other weapons. As Jewish families move into Jewish-owned homes in the neighborhood -- including many that belonged to Jews from before the creation of the State of Israel -- Arabs have been torching their vehicles and vandalizing their property in an effort to convince them to leave.

Those Arab families who live in illegal structures contend that they built their homes without building permits because Israel refused to authorize construction. They claim a desire to live near their familes, but Jerusalem's real estate prices makes that wish untenable for most Arabs and Jews.International and local leftist human rights advocates have strongly backed the Arabs, and urged the government to halt demolitions of the illegal structures, calling the plan another obstacle to a final status agreement between Israel and the Palestinian Authority.Ironically, the same international voices are raised against Jews in Judea and Samaria, where there is no shortage of space to build as opposed to Jerusalem, and who have construction needs within the municipal boundaries of their own communities. They are not issued permits because the Defense Minister has not signed zoning plans. In fact, in Judea and Samaria, heads of Arab villages located near Jewish communities have filed suits in Israel's Supreme Court against Jews who they claim are building without permits within Jewish towns -- even though their villages are not affected by the construction -- and have succeeded in stopping it.This week three structures in an outpost were destroyed in the tiny Maoz Esther neighborhood of the Samarian Jewish community of Kochav HaShachar for the third time in two years. Although police forces tried to destroy a fourth, they failed because the small cinder block home was built into the side of a boulder-strewn hill, inaccessible to tractors and bulldozers.(IsraelNationalNews.com)

Crack on Hungary's sludge pool widens slightly

BUDAPEST, Hungary – Officials say one of the cracks on the damaged reservoir that flooded towns in western Hungary with red sludge has widened slightly but is not expected to upset plans for area residents to return to their homes soon.Disaster agency spokeswoman Gyorgyi Tottos says a crack on the northern wall of the metals plant's storage pool holding a byproduct of aluminum manufacturing widened by around half an inch (1.5 centimeters) on Thursday.Tottos says plans are still on for residents of Kolontar, the town closest to the 24-acre (10-hectare) reservoir, to return to their homes starting Friday and a new protective wall will be in place.The red sludge that spilled last week, killing nine people, is a highly caustic byproduct of the production of alumina, which is used to make aluminum.

VINALES, Cuba (Reuters) – Hurricane Paula dumped rain on Cuba's western tobacco-growing province on Thursday as the small hurricane hugged the island's northern coast, but it was expected to weaken as it moved eastward toward the Cuban capital Havana, the U.S. National Hurricane Center said.Cuba's government replaced hurricane warnings for the western province of Pinar del Rio with a tropical storm warning, suggesting it did not expect a major impact from the Category 1 hurricane, the lowest on the five-step Saffir-Simpson scale.There's no real danger ... just some rain. We took precautions, we tied down the roof and bought food and the government evacuated some people, said Ruben, 33, a local resident sheltering from the rain in the picturesque western hill town of Vinales. He did not give his full name.Cuban state media said around 120 people had been evacuated as a precaution from low-lying areas in Pinar del Rio, which along with other parts of communist-ruled Cuba was badly hit by destructive hurricanes in 2008.Paula appeared to pose no similar threat of destruction and significant damage to homes and buildings was not expected, Cuban media reported.The Miami-based U.S. hurricane center said Paula, which it described as a small hurricane, was moving along Cuba's northern coast, carrying top sustained winds of 75 miles per hour. Hurricane force winds only extended out up to 10 miles from its center.

At 8 a.m. EDT (1200 GMT), its center was located about 135 miles west of the Cuban capital Havana, which it was expected to reach later on Thursday or early on Friday as a tropical storm as it moved east along the north coast.Paula is forecast to weaken to a tropical storm later today, the hurricane center said. A tropical storm has winds between 39 and 73 mph.A tropical storm watch was also in effect for the Florida Keys, 90 miles north of Cuba.Paula was the ninth hurricane of the busy 2010 Atlantic season.

Residents of Pinar del Rio, which grows the premium tobacco to make Cuba's world-famous cigars, had secured their homes and farms, mindful of the hurricane destruction in 2008.We're taking precautions because in the 2008 hurricane we lost the roof of our house, said Lazaro Castillo, 35, as he earlier tied sandbags to the roof of his home in Vinales.Local officials said fields of fresh tobacco had been protected and leaves from the previous harvest safely stored.A weather station located on the western tip of Cuba had reported one wind gust of 60 miles per hour, the U.S. hurricane center said.The center said Paula is expected to produce total rain accumulations of 3 to 6 inches with up to 10 inches possible in parts of western and central Cuba. In mountainous areas, the rain could cause life-threatening flash floods and mudslides, it said.Paula, the 16th named storm of the 2010 Atlantic season, grazed Mexico's Yucatan Peninsula on Wednesday but inflicted little damage to the tourist resorts on the country's Caribbean coast.The hurricane did not affect any of Mexico's main offshore oil-producing regions in the Gulf of Mexico and was not expected to move into the U.S. oil and gas fields in the Gulf.

BRUSSELS (AFP) – The floods that swept Pakistan since July caused about 9.7 billion dollars in damage, almost double the amount caused by a 2005 earthquake, the World Bank and Asian Development Bank said Thursday.The estimate was released by the two banks ahead of a key meeting in Brussels on Friday aimed at reviewing Pakistan's relief and recovery efforts.The Friends of Democratic Pakistan meeting gathers 26 countries and institutions.The estimate covers damage to infrastructure, farms, homes, as well as other direct and indirect losses, said the World Bank and Asian Development Bank (ADB).That is almost double the amount of damage caused by the 2005 Pakistan earthquake, said Rune Stroem, ADB country director for Pakistan.In carrying out the assessment, teams from the two banks examined the extent of the damage in 15 key sectors across Pakistan, looking at direct direct damage, indirect losses and reconstruction costs.The agriculture and livestock sectors were the worst hit, followed by complete or partial damage to a large number of houses.Roads were hit hard particularly at the district and village levels, and irrigation facilities have also suffered serious damage, a statement said.One-fifth of the country was affected by the floods, with the populous southern Sindh province the worst affected, it added.

WTO official eyes trade rules on fossil fuel subsidies

White House says will keep up pressure over yuan

WASHINGTON – The dollar keeps falling around the world, tumbling against other major currencies because investors expect the Federal Reserve to pump more money into the economy next month to try to stimulate growth.The effects can be seen almost everywhere.Since late summer, when Chairman Ben Bernanke first hinted that the Fed was ready to act, anticipation of the move has rippled across the economy: Stock prices have surged. So have oil prices. Commodities like gold, silver and corn have risen. Treasury yields have slid. Mortgage rates have sunk, too, along with yields on money markets and CD accounts.The steep decline has even raised worries of a global currency war in which nations would compete to keep their currencies from rising in value as the dollar sags.On Thursday, the dollar fell to a 15-year-low against the yen in Tokyo, after flirting with a post-World War II bottom. It also touched its lowest level against the euro since January. The dollar has slid more than 10 percent against the euro in the past three months.What does all this mean for American consumers and businesses? For one, imports can cost more. So does travel abroad. Goods from U.S. companies become cheaper for foreigners, and oil tends to cost more. Even the likelihood of some new price bubble in investments such as stocks or real estate could rise.When you total it all up, the U.S. economy is so weak right now that the Fed considers a cheaper dollar to be a good thing. That's especially true when a low dollar is accompanied by super-low interest rates.

Those cheaper rates, on mortgages, corporate debt and other loans, could help rejuvenate the economy. Consumers and businesses are more likely to borrow and spend — at least those who can afford to or who qualify for credit. The idea is that higher spending would course through the economy, boosting corporate revenue, creating jobs and driving down unemployment.The weaker dollar should give the United States more growth and more inflation at a time when the country is struggling with low growth and low inflation,said Paul Dales, senior U.S. economist at Capital Economics. It could be just what the doctor ordered.The Fed is widely expected at its Nov. 2-3 meeting to launch a program to buy more government bonds. By doing so, the Fed would be injecting billions of dollars into the economy.It's the move that Bernanke signaled in a speech Aug. 27 at an annual Fed conference in Jackson Hole, Wyo. Here's what's happened since:

• The Standard & Poor's 500 stock index has soared 10.6 percent. The S&P 500 is a common investment for Americans' 401(k) accounts, which means their retirement savings have enjoyed a healthy gain.

• The price of a barrel of oil has risen 10 percent. And retail gasoline prices have increased 5 percent. Americans are now paying nearly $400 million a week more for gas. Oil is priced in dollars around the world. So when the dollar sinks, it becomes cheaper for those who hold yen or euros. Overseas buyers then buy more oil, pushing up its price.

• Gold, silver, corn and other commodities have benefited, too, in part for similar reasons: They, too, are priced in dollars. So they've become more of a bargain for traders who buy them with foreign currencies. Gold has risen 11 percent since Bernanke's speech — to $1,377.60. Silver has surged 28 percent. Corn futures have soared more than 30 percent.

• The yield on the 10-year Treasury has sunk from 2.65 percent to 2.5 percent. Mortgage rates, which tend to track 10-year Treasury yields, have followed. This week, the average rate on a 30-year fixed mortgage fell to 4.19 percent, the lowest point since the 1950s. Those lower rates have been a gift for home buyers and refinancers. The federal government has benefited, too, from falling Treasury yields: As it rolls over its debt into new Treasury bonds, it can borrow at lower rates.

• Savings rates, already nearly invisible, have sunk even further. The average interest rate paid on a one-year certificate of deposit was 0.55 percent Thursday, down from 0.61 on Sept. 1. A typical bank money market account will earn you 0.19 percent, down from 0.2 percent on Sept. 1. Low rates are especially hard on people living on fixed incomes who are earning scant returns on their savings.

The biggest question is whether the Fed's expected action next month will actually achieve its goal of stimulating spending and hiring. Some skeptics warn that the Fed's efforts to shrink interest rates now is destined to cause worrisome inflation months from now.For now, inflation remains muted. On Thursday, for example, the government reported that wholesale inflation, excluding volatile food and energy costs, rose a scant 0.1 percent in September from the previous month. Eventually, the low dollar should help boost U.S. exports. Yet so far, there's little evidence it has. The government said Thursday that the U.S. trade deficit shot up in August to the second-highest point of the past two years. The reason was that a surge in imports outweighed a small gain in exports.Mark Zandi, chief economist at Moody's Analytics, doubts the threat of a currency war, which could hurt trade and threaten the economic recovery. But he acknowledges the rising tensions.China, the source of many low-cost consumer goods, is resisting U.S. pressure to let its currency rise in value against the dollar. That's triggered anger in the United States and prompted the House to pass legislation to impose tariffs on Chinese imports unless Beijing lets its currency rise more quickly.Developing nations have grown anxious about their currencies. Thailand this week slapped a tax on foreign investment in bonds in an effort to stop its currency's rise. Abbas upbeat on US efforts to resolve talks impasse

RAMALLAH, Palestinian Territories (AFP) – Palestinian president Mahmud Abbas expressed optimism on Thursday that Washington would convince Israel to renew a settlement building ban and end a peace talks deadlock.Why not hope that the US administration will convince Israel to stop settlement activities, he told reporters at a joint news conference with visiting Finnish President Tarja Halonen in the West Bank city of Ramallah.Israel and the Palestinians began face-to-face negotiations six weeks ago, but the talks look set to collapse following the end of an Israeli ban on settlement building which expired on September 26.Israel has refused to reimpose the moratorium, while the Palestinians say they will not talk while settlers build on occupied Palestinian land, prompting a flurry of US diplomatic efforts to resolve the deadlock.Let's focus on hope and not failure, Abbas said. If the US efforts do yield progress, we will be ready to resume the talks immediately.

The Palestinians see the settlements as a major threat to the establishment of a viable future state in the occupied West Bank, and they view a freezing of settlement activity as a crucial test of Israel's intentions.What we demand is not a big deal -- it's only the settlement issue, which constitutes an illegitimate action being taken on the ground, Abbas said of the settlements which are considered illegal by the international community.On Monday the Palestinians rejected Prime Minister Benjamin Netanyahu's demand for recognition of Israel as a Jewish state in return for a possible settlement halt.

Libya buys 28-million-dollar coastal monitoring system

TRIPOLI (AFP) – Libya agreed on Thursday to pay Irish-based company Transas Marine about 28 million dollars for a radar system to monitor its vast coastline for illegal migrants and outbreaks of pollution.The system will cover the entire Libyan coast, which stretches almost 2,000 kilometres (1,240 miles), Transas Marine said after a contract-signing ceremony in Tripoli.Libya will have a system that is one of the most modern and efficient in the world and even detect small boats used by illegal immigrants,Christopher Loiz, head of the company's French unit, told AFP.

Transas Marine hoped to complete within 16 months the installation of the system of 15 monitoring stations, which Loiz said cost more than 20 million euros (28 million dollars).Besides helping it in the fight against illegal migration, the system will allow Libya to oversee and monitor shipping in its waters and to identify ecological hazards such as oil leaks.The deal was inked after the European Commission last week offered Libya up to 50 million euros in aid to stop the flow of illegal migrants to Europe and to protect refugees.Tripoli, which has long demanded financing and equipment to supervise its maritime and land borders, had requested five billion euros a year in EU funds to stop would-be migrants using its territory as a springboard into Europe.

Canada declares BPA toxic, sets stage for more bans

OTTAWA (Reuters) – Canada has declared bisphenol A a toxic chemical, prompting calls for far-reaching curbs on the industrial chemical that is used in everything from the linings of aluminum cans to coatings on electronic till receipts.Canada added the compound, known as BPA, to a list of substances deemed potentially harmful to health or the environment in a notice published in the Canada Gazette on Wednesday.

That makes it easier for Ottawa to regulate the use of the chemical, perhaps by limiting how much BPA can be released into air or water or perhaps with outright bans on its use in specific food containers.The risk assessment of BPA put together by our federal government is very strong in terms of its conclusions, so I think it's a foregone conclusion that it will drive further action rather quickly, said Rick Smith, executive director of Environmental Defense, which campaigned to ban BPA.

BPA is mass produced and has been used for decades to harden plastics. It is widely used to line food and beverage containers, and a recent government report said it was present in the bodies of 91 percent of Canadians.We are literally marinating in it on a minute-by-minute basis, said Smith.The primary health concerns center on BPA's potential effects as an endocrine disrupter, which can mimic or interfere with the body's natural hormones and potentially damage development, especially of young children.Our science indicated that Bisphenol A may be harmful to both human health and the environment and we were the first country to take bold action in the interest of Canadians, Health Minister Leona Aglukkaq said in a statement.

CANADA LEADING CRACKDOWN

Smith said Canada has been a world leader in its crackdown on BPA. It promised the first steps to control use of the chemical in 2008, and in March this year banned plastic baby bottles that contain BPA. A next step could curb BPA use in the lining of baby formula tins, he added.Canada could also limit BPA emissions by factories into the environment and work with industry to reduce exposure through the lining of canned goods.But industry groups point to other research which has been inconclusive on the toxicity to humans, leading regulators in other countries to be more lenient on manufacturers.The American Chemistry Council (AAC), an industry group, said the move to declare BPA toxic contradicted research by Canada's own health department and it said studies show BPA does not accumulate in the body.Just days after the European Food Safety Authority (EFSA) once again confirmed that BPA is safe for use in food-contact items, Environment Canada's announcement is contrary to the weight of worldwide scientific evidence, unwarranted and will unnecessarily confuse and alarm the public, said Steven G. Hentges of the AAC's Polycarbonate/BPA Global Group.

The European Union's food safety watchdog said on September 30 it saw no need to cut the official limit of accepted exposure to BPA, despite pressure from a group of scientists and health campaigners warning of possible harmful health effects.It's not clear what substitute manufacturers could use to replace BPA.(Editing by Janet Guttsman)

New Yorkers are used to odd sights, but what hundreds of people in the Chelsea district of Manhattan's West Side saw in the sky yesterday afternoon surprised even them. [Related: Recent extra-terrestrial news]

A cluster of silvery, shiny lights floated above. Initial descriptions of the supposed UFO varied wildly. One person said that it was an oddly shaped object full of lights, flying slowly while others saw (and recorded) three distinct objects; still others saw nearly a half-dozen entities. However many there were - and whatever their nature - the city's 311 emergency line received dozens of calls about the mysterious, extraordinary lights. Alien spacecraft was of course a popular theory, though most New Yorkers seemed to take the lights in stride. Officials said that the objects were not detected as any security threat, and FAA spokesman Jim Peters said that the UFO did not appear on radar: We re-ran radar to see if there was anything there that we can't account for but there is nothing in the area.A closer look at video of the supposed UFO offers clues about its identity. The lights moved independently like floating objects, not fixed lights on an aircraft or spacecraft; they moved together in the same direction as the wind. Furthermore, the objects were not emitting light but instead reflecting sunlight.

The sightings were very similar to a famous UFO report from New Jersey's Morris County on the evening of Jan. 5, 2009. An eleven-year-old girl noticed some bright lights in the night sky. The case, which I investigated and debunked in this column, was later revealed to be a hoax. Two pranksters had tied road flares tied to helium balloons and released them as a social experiment.The Manhattan UFOs have all the characteristics of floating mylar balloons. The balloon explanation fits all the facts, including why the objects did not appear on radar. On The Early Show anchor Erica Hill reported the story, concluding that law enforcement officials suspected the objects were balloons,but so far no confirmation. As they said on The X-Files,the truth is out there.Unless the responsible people (whether careless partiers or sly hoaxers) come forward, it's unlikely there will ever be any official confirmation of the objects' origin. Thus the balloons will remain unidentified flying objects. If one author and many witnesses are correct, UFOs hovered over NYC yesterday, and they came in peace.Yesterday afternoon, thousands of people in New York City spotted a cluster of (what were thought to be) UFOs in the sky above West 23rd Street in the neighborhood of Chelsea. But here's the kicker: They come in peace.Retired Air Force officer and author of the book Challenges of Change, Stanley A. Fulham, predicted that on Oct. 13, 2010, UFOs would visit the world's major cities without landing or communicating for fear of causing panic. We're not saying we're hopping on the alien bandwagon, but if Fulham is accurate, we consider it good news. In his book, Fulham explains that this event will be the initial interaction in a process leading to mankind’s acceptance of the alien reality and technologies for the removal of poisonous gases from the earth’s atmosphere in 2015, if not sooner, according to a Sept.13 press release.

He also says they have been, witness to countless thousands of alien civilizations who polluted their planets to total extinction where not a single being, animal or plant survived. They urgently warn planet earth is presently on the same self-destructive path ... the aliens are well aware of our environmental crisis, and have benevolently decided to rescue mankind in this vast universal drama. In short, they're going to save us from ourselves.But what exactly was in the sky yesterday? According to witnesses, they were silvery, round-shaped figures with lights. Mystified, people tweeted up a storm, making the news viral across the Web and called the NYPD and Federal Aviation Administration to report it. But no one was aware of any authorized aircrafts like these or able to identify what was in the sky, reports ABC News.Daniel Calhoun, 52, admits, Common sense says it wasn't a UFO. Common sense says it was a plane or a balloon, but this thing stopped everyone in the street for two blocks. Any New Yorker will tell you, that alone is extraordinary.

UFO Over New York City {NYC} 2010 is a big deal to New Yorkers. Of course, most say that the Unidentified Flying Objects are nothing more than balloons. The small orbs spawned a spurt of 9/11 calls and mass panic throughout New York City and the Chelsea area until they disappeared.The NYC sighting is chronicled in the news report below. For UFO aficionados it has been another great month, as the recent sightings in China coupled with the sighting in NYC make for a very busy month.Still yet, there’s likely a very logical explanation to all of the UFOs. Perhaps the UFO sightings are just a way to distract us from other news…After all, it’s much more fun to speculate over the sighting of something unidentifiable than watch reports about crime and sadness in the world.The NYC UFO is not believed to have any military connection. The main consensus is that they were mylar balloons released at an event.
