Confirmed: Court Did Rely on Oath Keeper Association to Take Baby

There has been some confusion about this case, leading some commentators to believe that the reference to John Irish’s “association” with Oath Keepers was in some other document, rather than in the affidavit relied on by the Court’s Order. Alex Jones’ site, in an effort to protect the privacy of the family, posted excerpts from two different documents, leading some to question where the reference actually was.To clear that up, below you will find an embedded PDF which contains the full (though redacted) versions of the following documents: the two Petitions (one pertaining to each parent), the Court’s Ex Parte Order, the Affidavit of Dana Bickford which was attached, the Motion for Change of Venue, and lastly, the Notice to Accused Parent, explaining the legal process. We have highlighted in yellow all text where the Petitions or the Court Order refers to the Affidavit which contains reference to Oath Keepers.By looking at the below documents, you will be able to see from the two Petitions, the Order, and Affidavit item #7, in that order, that:
1. Both Petitions state: 7. Details or Details or facts of abuse/neglect (attach separate sheet if necessary): See affidavit filed with the Concord Family Court.
2. The Court’s Ex Parte Order states:
Findings of Fact:There is reasonable cause to believe that the child is in such circumstances or surroundings as would present an imminent danger to the child’s health or life, which require the immediate placement of the child for the following reasons:See attached affidavit.Thus, the Court’s Order does, in fact, refer to, and adopt all of the reasons given in the Affidavit as being the reasons for the order.
3. The Attached Affidavit, referenced by the Petitions and adopted by the Court as its findings of fact, includes, at #7: The Division became aware and confirmed that Mr. Irish associated with a militia known as the, Oath Keepers,and had purchased several different types of weapons, including a rifle, handgun and taser.This is how all such petitions are done. The same goes for a restraining order. The petition is supported by affidavit laying out the reasons, and then if the judge finds those reasons sufficient, he or she issues the order. Such orders always rely on the affidavit attached to the petition. And in this case, the Order explicitly states that the reasons in support are listed in the attached affidavit.We have posted these documents with the permission of both parents, but we redacted (blacked out) all the personal information and allegations that do not pertain to Oath Keepers or gun ownership. This was done in part to respect the privacy of the family, including the kids. It is out of such concerns that family court proceedings are usually closed to the public and I think it would be improper to post the entirety of the affidavit for the same reason. If the parents choose to post a non-redacted version, they can do it themselves (we left in their address because they have given that information out in several interviews, asking for donations to their defense fund),
More to the point, we also blacked out the parts unrelated to Oath Keepers and to gun ownership because my focus in this case is on the illegitimate listing of a father’s political affiliations and his gun ownership as a reason to take his daughter away from him and also away from her mother.That the Court relied on an affidavit that explicitly lists the father’s association with Oath Keepers to issue that order makes it important to all ten thousand dues paying members of Oath Keepers (many of them current serving police and military), and also makes it important to the estimated thirty thousand people (and growing) who have associated with Oath Keepers in the past, or still do, on several social media sites, such as Facebook, Myspace, Twitter, on our email alert list, in the comments section of our main site, in our free state forums, or in person at our many meetings across the country, and the many additional tens of thousands who have associated with us at various rallies, summits, and forums across the nation.This use of a father’s political association and his gun ownership is also important to many other Americans who don’t even associate with Oath Keepers because what happens in this case can impact the free speech and association rights of all of us, across the nation, of whatever political or social orientation. And that is why we must stand firm, now.

As is clear from the documents, the reasons given to the Court in the Petitions, and the reasons adopted by the Court when it adopted the entirety of the attached Affidavit, included John Irish’s association with Oath Keepers. Certainly it was not the only reason, nor are we even arguing that it was the principle or dominant reason (I can’t get inside the judge’s head, and unless the judge elaborates, we don’t know).But the fact that the political association of the father with Oath Keepers, and his gun ownership, were even among the reasons given for the taking of this baby takes this case beyond the realm of your mundane family court matter and turns it into something that could affect the rights of us all, nation-wide. Such a listing of a parent’s political associations as one of the reasons to remove a child from her parents should not happen in any case, regardless of whatever else is going on.
Relevance?
Whether it is a criminal or a civil proceeding, the political affiliations of the accused are both irrelevant and prejudicial. For example, if I had a criminal defense client accused of beating his wife, what relevance would his NRA membership have to the question of whether he beat his wife? And what relevance would there be if he were a Tea Party member, or belonged to a 912 group, or was a member of Rush Limbaugh fan club, or a member of Glen Beck’s Insider Extreme which includes a message board? Or what if he were a member of the ACLU, or Answer, or ACORN, or Code Pink, etc.? What relevance would any such associations have to the question of whether he assaulted his wife? The political associations of the accused in a child endangerment case are no less irrelevant to the question of whether he or the mother are guilty or whether the child is endangered.
Prejudicial.
In addition to a relevancy problem, it would also be prejudicial for the finder(s) of fact to hear testimony on the suspect’s political association, especially when such may be with an unpopular group. Say, for example, you have a conservative, pro-drug war jury in a theft case and the defendant turns out to be a member of NORML (which advocates legalizing marijuana). Should the jury be able to hear evidence of that membership? Or imagine a liberal jury, with jurors who are anti-gun. Should the jury be able to hear evidence that the accused was an NRA member, or, perhaps even a member of the far more hardcore Gun Owners of America? Mention of the defendant’s associations in either case would not only be irrelevant but also potentially prejudicial. Even if some twisted argument convinced the judge to find those associations relevant, their prejudicial effect would outweigh any such relevance. See Rule 403, Federal Rules of Evidence.

Yes, it is true that in family court one does not get the same level of due process as in a criminal trial, but that only makes it a more likely system to be abused to target political undesirables. The lower the threshold of due process protection, the more ripe it is for arbitrary abuse.
The Chilling Effect: Making People Afraid to Speak Out and Associate
And in this case the problem is not just a possible violation of the due process rights of these particular parents, but also the very real chilling effect this case will have not just on their speech but also on the free speech of potentially millions of other American parents who will, if this is allowed to stand, thereafter have to worry that their political affiliations will be listed among the reasons for taking their children in some future run-in with CPS.A law or government practice that targets people for their speech and association, based on the content of their speech, or that MAY be used in such a way, is unconstitutional and harms not just that individual, but also all others who thereafter are chilled or dissuaded from engaging in similar speech or associations.The chilling works even if it is rarely applied since just the knowledge that it can be done will chill speech and association. All the government needs to do is make an example out of one person, and others will refrain from sticking their necks out.If it can be done to someone who is associated with Oath Keepers just by posting on an open social networking site (In this case John Irish was not even a dues paying member, but merely a forum user on the Oath Keepers Ning forum system, which was open to the general public to join for free, even on a whim) then it can happen to anyone from any group which particular authorities may look down upon.Let’s flip the political paradigm: Imagine the same thing being done in a case involving members of PETA, Earth First, or the Anti-War Committee (AWC) which recently had their homes and offices raided by the FBI. Would it be acceptable for Child Protective Services to list those affiliations when investigating potential child abuse or neglect, or would that be both irrelevant, and prejudicial? And would it not also chill free speech, making people afraid to join those groups? Think back to how the very arbitrary no-fly list was used by the Bush Administration to punish critics and political opposition, including journalists. Such power is always subject to abuse. And especially so when the list is secret, and the criteria used to put you on it is secret. Talk about arbitrary power! But even there, it was not openly and honestly used to target people because of their political associations. That was the wink, wink, nudge, nudge, we all knew was happening, but the Bush Admin knew better than to state it publicly. But it still had a chilling effect (as was likely intended), because we all knew what was really going on when some journalist critic of the President just happened to make the list.
In this case, it is openly acknowledged that the political association of the father is one of the reasons for taking the child (again, the Court’s Order adopted the entire affidavit as its findings of facts). Ditto for his perfectly legal gun ownership. Over half the people in this nation own guns. Imagine the chilling effect on them.You Defend the Constitution for Everyone, Regardless of Innocence or Guilt, Regardless of Virtue or Vice.One last point: Too many people are asking but did he do it.In constitutional law, what counts is not whether the particular defendant was an angel or a dirtbag – whether he is innocent or committed the underlying offense at issue. What counts is whether the Constitution is protected.
For example, Ernesto Miranda was suspected of kidnapping and raping of an 18-year-old girl. Because of the Supreme Court ruling, which ruled his confession inadmissible, his first conviction was overturned. But then the case was retried, leaving out the tainted confession, and Miranda was convicted and served 20 years. A dirtbag? You bet. He was a filthy rapist. Guilty? Yes, so found by a jury of his peers. He raped the girl and was rightfully convicted and locked up. But it was still wrong to coerce his confession, and his case gave us the procedural protection of our Miranda rights, which helps to give meaningful effect to our right to remain silent and to not incriminate ourselves, as well as our right to have counsel present at questioning.The same goes for the case of Jose Padilla, the alleged Chicago dirty bomber. A dirtbag? Likely. He as both a former gang member and liked to hang out with Al Qaeda types.But that still did not make it OK to black bag him with no due process and throw him in a military brig on secret evidence, without indictment, without a lawyer, without a jury trial, for over two years. That was unconstitutional even if he did it. (he was later convicted in a jury trial of aiding Al Qaeda).Even though a dirtbag, he still had procedural rights that were violated, and those violations set a dangerous precedent for the rest of us. Now, according to the Fourth Circuit (who’s decision still stands as good law), that can be done to any of us.What happens even to bad guys can and will affect our rights too. Rules of due process and protections of free speech and association apply to EVERYONE, not just those who are pure as the driven snow.Sadly, so dumbed down is the average American that many just cannot grasp these elemental concepts. In this case, they ask whether the parents are guilty,as if that would make it OK to list their political associations or gun owner status as evidence of why they are unfit parents.If people cannot understand why this cannot be allowed to happen, then how can we restore our Republic? That is why, regardless of whether the parents are guilty of any of the alleged abuse; the listing of their association with Oath Keepers is illegitimate and must be fought. And it will.
We Oath Keepers and our many allies will fight this regardless of the supposed validity of the other allegations against the parents. This use of political associations as evidence is wrong in every case, and in any case. It is the weaponization of CPS – turning it into a weapon against political undesirables. And that weapon will be used to silence and suppress those who might otherwise speak out, and to silence and suppress those who already have spoken out. It will thus chill speech even when not used (just by the implied threat that you may be paid a visit by CPS if you get uppity), and it will punish speech when used against dissidents who still dare to speak out.Either you defend the Constitution for everyone, or we may as well just scrap it and let government agencies and judges do whatever they want to those they deem bad, using whatever arbitrary reasons they want, like in some third world junta.The choice is yours.I hope to see you in New Hampshire, the Live Free or Die state on Thursday.Stewart Rhodes.
U.S. decision on China yuan practices looms again

WASHINGTON (Reuters) – President Barack Obama's administration faces a deadline on Friday on whether to formally declare for the first time that China manipulates its currency, following an election-year vote in Congress to get tough with Beijing.The House of Representatives last month passed a measure directed at China that would allow the United States to apply duties on job-threatening imports from countries with fundamentally undervalued currencies.U.S. voters go to the polls for a congressional election on November 2 that is widely viewed as a referendum on Obama's handling of the economy and some politicians have made China's currency policy a campaign issue.An International Monetary Fund meeting in Washington last weekend failed to defuse tensions between China and some developed countries, including the United States, that are pressing Beijing to allow the yuan to appreciate.Under U.S. law, the Treasury Department must issue a report every six months on currency practices of major trading partners.Since it took office in January 2009, the Obama administration has declined to label China a currency manipulator, though many economists believe the yuan is undervalued by as much as 25 percent to 40 percent.The currency stalemate is one of a number of issues vexing the U.S.-China relationship, including U.S. arms sales to Taiwan, Chinese trade practices and efforts to rein in North Korea's nuclear program.
When large economies with undervalued currencies act to keep the currency from appreciating, that encourages other countries to do the same, U.S. Treasury Secretary Timothy Geithner said last week at the Brookings Institution, a Washington think tank.The main problem today is you have a set of emerging economies that both remain undervalued and are leaning heavily against appreciation, Geithner said, adding that China will be less likely to move to allow its currency to rise more rapidly unless it is confident other countries will follow.Given that statement, it is hard to believe that Geithner would not cite China for currency manipulation in Friday's report, said Fred Bergsten, president of the Peterson Institute for International Economics think tank.But it is probably more likely Geithner would delay the report until after the election, Bergsten said.Delaying the report is the path of least resistance once again. Because if he puts out the report in the teeth of this election, in the teeth of the House bill ... how can he not (declare China a manipulator)? How can he not? To me, it's almost inconceivable,Bergsten said.

The Peterson Institute estimates that China's currency, known as the yuan or the renminbi, is undervalued by 15 percent to 25 percent and Bergsten has been one of the loudest voices in Washington calling for U.S. government action.He and many U.S. lawmakers believe the United States should start by formally labeling China a currency manipulator, a step that would require the Obama administration to step up engagement with Beijing to get it to move.Geithner told lawmakers during congressional hearings last month that while he shared their concern about China's undervalued currency, it was essentially futile to formally label the country a currency manipulator because that only triggered more talks with Beijing.The way the law is written does not make it a particularly effective tool at the moment for advancing our basic interest and trying to get the exchange rate up over time ... Wishing something does not make it so, and issuing a report that requires me to go consult changes nothing, Geithner said.But if the report is meaningless, why do the Chinese fight tooth and nail against being labeled, Bergsten said. A U.S. Treasury Department spokeswoman on Monday said she had no information about when the currency report would be released beyond Geithner's promise to lawmakers last month that it would be issued in a timely fashion.Geithner was pressed on that point during the hearings because he delayed the April report for more than two months to give Beijing additional time to act on its own. In late June, Beijing did loosen its yuan from a peg to the dollar and the currency has risen about 2 percent in value since then. Many U.S. lawmakers want a much faster pace of appreciation, but Chinese officials have ruled that out as a threat to economic and social stability.
Daniel Ikenson, a trade policy specialist at the Cato Institute think tank, said his best guess was the Obama administration would decide for the fourth time since taking office not to label China a currency manipulator.The big picture for me is the administration doesn't really want the House legislation to become law,and labeling Beijing would probably increase chances of Senate action on the bill when lawmakers return after the election, Ikenson said.The House bill is a pinprick in terms of its potential impact on China's exports to the United States, but Beijing would certainly view it as a provocation if the Senate were to pass it and Obama sign it into law, he said.(Editing by Eric Beech)

Estonia looking for peaceful solution with France on IT agency

EUOBSERVER / BRUSSELS – Information-technology-savvy Estonia is eager to host a new European Union agency for the management of police databases and is hoping for a peaceful solution with France, the only other contender in the race.This IT agency is meant for us as a state. We have the right environment for it, because it's our everyday life – paying bills, using bank accounts – we do it all online,interior minister Marko Pomerants said Thursday (7 October).Mr Pomerants says his country is not bidding against France, but is trying to find common ground and avoid a vote in the EU Council of Ministers, which would divide countries into two camps over the matter.I hope we arrive to a common proposal with our French colleagues – they visited Tallinn and we are continuing talks until there is a peaceful solution, a European one,he said.France is bidding because two European databases - the Schengen Information System and the upcoming Visa Information System - are already located in Strasbourg. But the Estonians point to the fact that a third one, Eurodac – storing fingerprints of asylum seekers and irregular migrants – is based in Luxembourg and that many companies such as Microsoft or Google have servers and databases scattered all over the world.France already hosts four EU agencies, and a series of European institutions are already based in Strasbourg.
No deal yet
We have already found common ground and negotiations should end soon, so that headquarters flag is in Tallinn, but the data centres are still kept in Strasbourg, Mr Pomerants said, pointing to the likely compromise.The 1.4-million-strong Baltic country was subject to a large-scale cyber-attack in 2007, which paralysed government works and the banking system. Mr Pomerants argues this experience has made Estonia more aware and prepared to counter potential future attacks. The Estonian government has also set aside around €17 million for the new agency's headquarters and support team. Tallinn denied reports over the weekend that a deal had been struck, but if agreement is reached this year, the agency should be up and running in 2012.A spokesman for the French embassy also said it was still too early to speak about an agreement.
Costly delays
The decision to set up the new agency was prompted by the never-ending saga of the new Schengen Information System (SIS 2), which was supposed to have been operational in 2007, but is now projected to come online in the first quarter of 2013.The development of SIS 2, contracted by French company Atos, was delayed due to quarrels among member states, the European Commission and the European Parliament over the sort of data that should be collected in the new system. The SIS 2 system should be able to store over 70 million records ranging from fingerprints to stolen passports and car licence plates. The commission, responsible for the management of the system, has upped its cost estimate to over €100 million.Member states, who must develop their national systems to be plugged into the main database, are also running into supplementary costs of hundreds of millions of euros.A case such as SIS 2 is one of the reasons why we talk today in the EU about an agency responsible for such as specific an area as IT systems, instead of the European Commission, which has hundreds of other issues on its hands,Mr Pomerants said.

EUOBSERVER / BRUSSELS - One of the reporters temporarily excluded from the China-EU summit last week has talked to EUobserver about his surprise at facing Chinese-style censorship in the bosom of the European Union. Lixin Yang, who has full press accreditation in the EU institutions in Brussels, was first denied entry when he and three colleagues arrived at the metal detectors at the summit venue, the EU Council's Justus Lipsius building, at 2pm local time last Wednesday (6 October). He works for the government-critical media The Epoch Times and New Tang Dynasty Television, which have links to the repressed Falun Gong movement.He returned at 4pm and was blocked again. Fellow reporters from Associated Press and Reuters interjected on his behalf. A senior Council security officer arrived and Mr Yang was allowed to proceed. The officer refused to say who had ordered him to be kept out.An hour and a half later the Council announced that the post-summit press conference was cancelled.I asked the Council press person why I was being blocked and he told me it was for security reasons,Mr Lixin recalled. My colleagues had similar problems and one of them took camera footage of the Council's press team talking to Chinese officials. It was very clear that the Council staff had been given a blacklist of names.The Chinese impose media censorship everywhere they go. But what surprised me was that it was in the Council, an EU building, and that the Council staff wouldn't admit it. It's censorship imposed from authoritarian regimes on the EU. News of the Nobel award was heavily censored inside China. Chinese authorities reportedly blocked links to foreign news websites, deleted Mr Liu's name from Twitter feeds and blanked out CNN and BBC World bulletins on TV.The strongest statement of EU support came from foreign relations chief Catherine Ashton. Ms Ashton did not explicitly call for Mr Liu's release but said: I hope he will be able to receive his prize in person.Mr Barroso said only that the Nobel decision is a strong message of support to all those around the world who ... are struggling for freedom and human rights.Mr Van Rompuy said nothing.

This is the hope and the desire of the international community, and the sooner that can happen the better,he said.The international community cannot be satisfied with a prolonged deadlock. I therefore believe that one cannot rule out in principle the Security Council option,he said.
But the establishment of the Palestinian state must come as a result of the peace process and be the fruit of bilateral negotiations.The two ministers also met with President Shimon Peres, Prime Minister Benjamin Netanyahu, defence minister Ehud Barak and Tzipi Livni, a former foreign minister and leader of the opposition centrist Kadima party.The other government leaders told the two Europeans that the international community must be flexible over the issue of a freeze on the construction of settlements in the occupied Palestinian territories.The Israeli government has refused to extend a 10-month partial freeze that ended in September on new settlement building, illegal under international law.Over the weekend, Palestinian President Mahmud Abbas said to Arab foreign ministers that his side would consider a request before the UN Security Council if the peace talks collapse as a result of the settlement issue.The Israeli defence minister, Ehud Barak, of the centre-left Labour Party, was reportedly more cordial with the two European ministers.They both take a lot of time working towards a real European contribution to peace between Israel and the Palestinians, he said.I know that they are both friends of Israel, and they are respected by the Palestinians and throughout the Arab world. EU sends experts as Hungary braces for second leak of toxic sludge

EUOBSERVER/ BRUSSELS - A team of European experts flew to Hungary on Monday (11 October), as the EU member state braces itself for a second toxic spill from an aluminium plant located in the west of the country. Emergency workers are racing to build a protective ring of rock and earth across fields just below a factory reservoir that holds the toxic bi-product material, amid warnings that a second breach is set to release a new torrent of the red sludge through the area. Hungarian Prime Minister Viktor Orban said on Sunday that a new spill was very likely,while environment minister Zoltan Illes described it as inevitable. With the country still struggling to come to terms with the damage caused earlier this month when the reservoir burst, Mr Orban's centre-right government last week issued an appear for help from the EU's Civil Protection Mechanism.The resulting five-man team of European experts from France, Belgium, Sweden, Austria and Germany is set to start work on Monday evening or Tuesday morning.Tasks will include an impact assessment of damage caused to local wildlife and water, together with suggestions on how to decontaminate the sludge in urban and agricultural areas.The pollution hit-squad will be brought directly to the city of Ajka where the aluminium plant is located, while European Commission President Jose Manuel Barroso will discuss the issue in Budapest with Mr Orban on Tuesday as part of an previously arranged visit.
Mr Orban has said that those responsible for the disaster will bear the financial consequences, with the chief executive of the industrial plant, Zoltan Bakonyi, taken into police custody on Monday for questioning. The government has also announced the temporary nationalisation of the company until the crisis is over.
Commission officials in Brussels say they will come forward new proposals later this month to tackle similar accidents in the future, but appeared to rule out Hungarian support from the European Social Fund.A spokesman said the social fund covered costs incurred by public bodies after a natural catastrophe. There is [also] a threshold only above which a member can apply,said regional policy spokesman Ton van Lierop. For Hungary, it would be €591 million. To the best of our information, this threshold would not be met,he added.Seven people died after the reservoir burst on 4 October, releasing an estimated 700,000 cubic metres of toxic sludge that wreaked havoc in villages and towns.More than 120 people were hospitalised with burns, with hundreds of families currently evacuated from the area.

Why Club-Med cuts won’t work
It is conventionally assumed that the Eurozone crisis arose because Club-Med governments have been too profligate. If only they had been as cautious as northern European countries, the argument runs, they would have retained their export competitiveness. A recent carefully researched paper, popularly known as the RMF Report and compiled by academics at the University of London, SOAS, shows this view to be entirely without foundation. [1]Inter alia, the Report investigates the relationship between Club-Med current account (external) deficits, government deficits and the countries’ total stock of debt. Club-Med governments have not been wildly profligate: Greece, Spain and Portugal all have government deficits lower than the UK, and with the exception of Greece, their net public debt-GDP ratios are running at 60% or less.The key point, however, is that much of Club-Med debt is held by the private sector: nearly 90% of all debt in Spain, 85% in Portugal and over 50% in Greece. Moreover, less than half of all Spanish debt has been contracted abroad (in contrast to Portugal and Spain where the overseas proportion is much higher). Secondly, a far higher proportion of private debt is relatively short-term, meaning it will need to be refinanced sooner than much of the public debt.In Spain, private profligacy has mainly to do with a sharp rise in private investment resulting from the housing boom. In Portugal and Greece, by contrast, private investment growth was much less important; in essence, private savings have contracted to finance rising consumer demand. Nor is there anything surprising in these patterns—until 2008, the UK experienced both a private housing boom and a private savings collapse to sustain consumer demand.
All-round austerity starting with government deficit reduction has become the official answer to the problems of the Eurozone. But as the case of Ireland demonstrates, severe cuts reduce aggregate demand and induce further economic contraction, thus lowering government revenue faster than expenditure.The main argument used by Eurozone deficit hawks—since devaluation is no longer possible—is that public cuts will restore the competitiveness of Club-Med countries. Once again, the problem is that where everyone practices fiscal retrenchment, aggregate demand throughout the Eurozone contracts. Because so much of the Eurozone’s trade takes place within it (ie, is intra-trade), what may benefit one country taken singly cannot benefit all simultaneously. Competitive wage-cutting has much the same effect as beggar-thy-neighbour devaluation did in the 1930s. And with the poor performance of the US economy increasing competitive pressures in the rest of the world, Club-Med countries cannot easily increase net exports outside the Eurozone.In effect, we face three possible Eurozone scenarios.[2] The first is a decade of very low growth and high unemployment all round. The danger is that in a decade’s time, Europeans will be so thoroughly disillusioned with the European project that it will fall apart politically.The second scenario is default—whether partial or full. A partial default or debt restructuring exercise will, minimally, involve losses for creditor banks in Germany and France and necessitate further bailouts. Maximally, debtor-led full default would lead some Club-Med countries to leave the Eurozone, entailing the possible demise of the single currency. Alternatively, growing German resistance to bailouts and a serious falling out with Paris over its export-led growth model might lead Germany to quit the euro and revert to its beloved DM.
The third scenario is fundamental reform of the Eurozone: the establishment of a genuine European Treasury with a substantial budget and fiscal powers and reform of the ECB, starting with the emission of federal Eurobonds. It is becoming increasingly clear that if the euro is to be saved, this is the path Europeans will need to adopt. By contrast, universal fiscal retrenchment enforced by levying fines on profligate countries fails to address the real issues. But will European political leaders listen?

This is completely rejected.Prime Minister Netanyahu’s challenge, made in his speech marking the opening of the winter session of the Knesset, effectively put the ball back into the court of Abbas and may take the limelight off the United States.The Arab League on Saturday gave the Obama administration 30 days to pressure Israel into reviewing the recently-expired 10-month building freeze as a condition for the return to direct talks on establishing the Palestinian Authority as a sovereign state on land restored to Israel in the Six-Day War in 1967.Prime Minister Netanyahu’s preparedness to renew the building freeze is the clearest evidence to date that the United States offered Israel several guarantees if it were to renew the freeze. Jordan backs Europe role in Mideast after Israel snub

AMMAN (AFP) – Jordan's King Abdullah II told the foreign ministers of France and Spain on Monday that Europe has a key role to play in the Middle East, after the pair were snubbed by their Israeli counterpart.Europe plays a key role in supporting peace efforts to overcome problems facing the Palestinian-Israeli talks, the king told France's Bernard Kouchner and Miguel Angel Moratinos of Spain at a meeting.A suitable environment should be created to ensure the resumption of the peace talks. Failing to achieve tangible progress in the peace process will increase regional conflicts, tension and violence,he said, according to a palace statement.Kouchner and Moratinos also met separately with Palestinian president Mahmud Abbas in the Jordanian capital as Europe seeks to enhance its role in the US-led deadlocked peace process.The purpose of our visit is to focus on the actual day by day difficulties in order to serve and help and be open enough to play the role of the friends of Israel and friends of Palestinians, Kouchner told reporters after the meeting.

A provision allows for circumventing a referendum in the event that 80 percent of the legislators agree, a virtually impossible circumstance given the nationalist stance of the Knesset.If Israel reaches any agreement with Syria for surrendering the Golan Heights or with the Palestinian Authority for giving up parts of Jerusalem, the public would vote on the question, Are you in favor of or opposed to the agreement approved by the Knesset? Obama Uses Security Waiver to Evade PA Funding Restrictions

U.S. President Barack Obama signed a waiver last week that allowed him to transfer funds to the Palestinian Authority, while relaxing some of reporting requirements. The announcement of the waiver, published October 7, did not include information on the amount or its purpose.The requirements, dubbed a routine bureaucratic measure necessitated by terrorism laws by the PA-linked Ma'an news agency, are actually a complex 12-section network of legislation, the Palestinian Anti-Terrorism Act of 2006, which states the U.S. policy to promote the cessation of terrorism and incitement in institutions and territories controlled by the Palestinian Authority...The legislation requires exemptions be in the U.S. national security interests as Obama cited in announcing his signature of the waiver. The Act also requires that the proposed recipient is not a member of, or controlled by, Hamas or any other foreign terrorist organization.However, as recently as last year, PA Prime Minister Salam Fayyad spent NIS 90 million ($21.5 million) to rebuild Hamas-ruled Gaza, with tax revenues transferred by Israel with the understanding that the money would go to PA civil service salaries. Instead, Hamas directly received the funds, and no money was deposited in the workers' accounts in Gaza banks, an outright violation of the agreement.The legislation requires the Secretary to ensure such assistance is not provided to or through an individual or entity with terrorist ties and prohibits the use of such funds to recognize or honor individuals or the families of individuals who commit terrorism.
The Act also urges members of the international community to avoid contact with, and to refrain from financially supporting the terrorist organization Hamas until it agrees to recognize Israel, renounce violence, disarm, and accept prior agreements, including the Roadmap,a term former President George W. Bush coined for his Middle East diplomatic process.The legislation restricts the U.S. from sending foreign aid to Hamas-controlled areas of the Palestinian Authority.It requires the president to certify that no PA ministry, agency, or instrumentality that receives U.S. funding is controlled by Hamas, unless the Hamas-controlled PA has publicly acknowledged the Jewish state of Israel's right to exist and is adhering to all previous agreements and understandings with the United States, Israel and the international community, including agreements and understandings pursuant to the Roadmap.The exemption requires the president to also prove the Hamas-controlled PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-American and anti-Israel incitement, and ensuring democracy and financial transparency.Exemptions allowed under the legislation, upon certification to Congress, include assistance for administrative and personal security costs for the office of PA Chairman Mahmoud Abbas, and to cover the expenses for his official activities, as well as funding for the judiciary branch of the PA and other entities.
Arabs Renege on Funding Pledges to PA
While the Obama administration looks for ways to provide some of the $500 million in annual funding it has allocated, rich Arab nations are doing just the opposite – Arab states this year cut financial aid to the PA.PA Prime Minister Salam Fayyad told reporters in New York last month after a meeting with Gulf Arab ministers that he was hoping to raise some half a billion dollars from the group.We're hopeful that we really get the support and assistance that we need, Fayyad said, but thus far, Arab nations have not stepped up to close the gap.We really expect the Arab and Gulf states to live up to their pledges, added Norwegian Foreign Minister Jonas Gahr Stoere, who chairs the PA donors group. Tropical Storm Paula forms near Honduras

MIAMI – Forecasters say Tropical Storm Paula has formed near Honduras and is expected to blow into a hurricane by Tuesday.The National Hurricane Center said Monday afternoon that the storm has winds of 60 mph (95 kph) and is about 130 miles (210 kilometers) east-southeast of Isla Guanaja, Honduras.The government of Mexico has issued a hurricane warning for the country's coast from Punta Gruesa north to Cancun, including Cozumel. The coast of Honduras is under a tropical storm warning.
Forecasters say the storm will produce heavy rains that could cause flash floods and mudslides especially in the mountains in Nicaragua and Honduras. Coastal flooding from heavy waves is also expected along the east coast of the Yucatan Peninsula and the Bay Islands of Honduras.

An unusual discovery about how earthquakes triggered tsunami waves in Haiti could mean that similar coastal cities, including Los Angeles, are at a higher risk from these deadly waves. Geologists studying the magnitude-7 earthquake that struck Haiti on Jan. 12 say the risk of destructive tsunamis could be up to 10 percent higher than had been thought in places with similar coastal geology such as Kingston, Jamaica, Istanbul, Turkey, and Los Angeles. Scientists have long known of the tsunami risk to Southern California. An underwater landslide just offshore, triggered by an earthquake, could create a tsunami that would slam into low-lying areas round Los Angeles within just one minute, researchers have said, adding that a worst-case scenario could cause $42 billion in damage. Like Haiti's capital, these cities all lie near the coast and near an active geologic feature called a strike-slip fault where two tectonic plates slide past each other like two hands rubbing together.
Strike-slip fault systems are not usually associated with tsunamis. Typically, a fault that moves up-and-down will move the seafloor and produce massive waves; strike-slip fault systems slide side-to-side when two plates butt heads. The Haiti quake, however, triggered massive underwater landslides that, along with a small amount of ground motion, made the waves, said Matt Hornbach, a study team member and a geophysicist at the University of Texas in Austin.As we look through the history books, people are starting to realize that slides play a bigger role, Hornbach told OurAmazingPlanet. Within minutes after the Haiti earthquake, a series of tsunami waves, some as high as 9 feet (3 meters), crashed into parts of the shoreline.
Haiti's coastal setting, high sedimentation due to extreme wet and dry seasons dumping material down the mountains, and infrequent earthquakes that would release the coastal build-up of sediment are all causes of the slides. Geologists had previously estimated only about 3 percent of tsunamis globally are generated through submarine landslides. Combined with newly discovered evidence of historic tsunamis, the study revealed a third of all tsunamis near Haiti's fault system are generated in this way.The scary part about that is you do not need a large earthquake to trigger a large tsunami,Hornbach said. Organizations that issue tsunami warnings usually look for large earthquakes on thrust faults. Now we see you don't necessarily need those things. A moderate earthquake on a strike-slip fault can still be cause for alarm.Hornbach said that they can't say for sure if this is a global phenomenon, but the discovery means that similar cities should reassess their readiness for an earthquake-induced tsunami.The geology of Kingston, Jamaica, is nearly identical to Port Au Prince, Haiti, Hornbach said.It's primed and ready to go and they need to prepare for it. The good news is, they have a leg up because they're aware of the problem.The study is detailed in the Oct. 10 online edition of the journal Nature Geoscience.
China evacuates 450,000 as floods ravage Hainan

BEIJING (AFP) – More than 440,000 people have been evacuated in Hainan after the heaviest rains for decades inundated 90 percent of the Chinese island in the South China Sea, state media reported on Monday.Further downpours were forecast for Wednesday, threatening to intensify damage to homes, infrastructure and crops across the island, Xinhua news agency said, quoting Hainan's governor Luo Baomin.The floods have affected 2.7 million people in 16 cities and forced schools to close, he said.
More than 3,000 houses have been destroyed by flooding and damage has been done to 1,300 roads, over 40 reservoirs and nearly 170,000 hectares of crops, the report said, citing the provincial civil affairs department.According to the Hainan meteorological bureau, more rains are forecast to hammer the island on Wednesday and may hamper the relief effort, Luo added.The torrential rains have been falling for more than a week and are the worst on the island off China's southeastern coast since 1961.
Flooding leaves scores homeless in Lagos

LAGOS (AFP) – Scores of slum residents in the Nigerian commercial capital Lagos have been left homeless by flooding from a river following last month's opening of a dam, residents and an official said Monday.Officials have estimated that more than 400 homes and shops in the east of the sprawling city of some 15 million people were flooded after the Ogun River overflowed its banks.A Lagos state official said the dam had to be opened in late September because allowing it to burst would have caused far more damage. Residents were warned in July, he said.Our advice to them now is that they should vacate the areas until further notice, said the special adviser to the Lagos governor on the environment, Sesan Olanrewaju.Commuters still using the flooded Ikorodu-Ketu road in the area can spend six hours traveling the 12-kilometre (eight-mile) route.This is the worst experience I have ever had since I have been living in Ajegunle in the past 15 years, Sikiru Badamosi, 42, a furniture maker in one of the affected communities told AFP as he tried to salvage what remained of his property.Flooding has also hit Nigeria's north this rainy season, destroying entire villages and huge swathes of farmland.

PARIS (AFP) – The magnitude 7.0 earthquake that struck Haiti in January, killing a quarter of a million people, also unleashed a string of tsunamis on the country's western coast, scientists reported on Sunday.Several waves measuring up to 75 centimetres (two and a half feet) were caused by a combination of earth movement and coastal landslides.They included banks of sediment on the sea bed, accumulated at river deltas, which were displaced by the shock and unleashed the waves as they moved, the study says.Waves were reported west, north and south of the epicentre, which was within a few kilometres (miles) of the surface on the Enriquillo-Plaintain Garden fault, on the boundaries of two microplates in the Caribbean.Such slide-generated tsunami are rare, but their risk is underestimated, according to the paper, published online in the journal Nature Geoscience.Even modest, predominantly strike-slip earthquakes can cause potentially catastrophic slide-generated tsunami, it says.A strike-slip earthquake occurs when one side of the fault moves along horizontally and in parallel to the other side of the fault, rather than down or up.Vertical displacement, especially of the seabed, is best known for creating tsunamis.The study was led by a team led by Matthew Hornbach of the University of Texas at Austin.The January 12 quake was in tectonic terms a surprisingly complex affair, according to new research. Apparently officials at quite a few of these firms have been signing thousands upon thousands of foreclosure documents without even looking at them. In addition, it is being alleged that much of the documentation for these mortgages that are being foreclosed upon is either improper or is actually missing. As lawyers start to smell blood in the water, lawsuits challenging these foreclosures have already started springing up from coast to coast. In fact, some are already calling Foreclosuregate the biggest fraud in the history of the capital markets. JPMorgan Chase, Ally Bank’s GMAC Mortgage and PNC Financial have all suspended foreclosures in the 23 U.S. states where foreclosures must be approved by a judge. Bank of America has actually suspended foreclosures in all 50 states. Now, law enforcement authorities from coast to coast are calling for investigations into this controversy and it could be years before this thing gets unraveled.This thing just seems to escalate with each passing day. It is being reported that the attorneys general of up to 40 U.S. states will be working together on a joint investigation into this foreclosure crisis. Lawmakers in both houses of the U.S. Congress, including Nancy Pelosi and Christopher Dodd, have called for an investigation to begin on the national level. U.S. Attorney General Eric Holder said last week that he is looking into the issue. Things are certainly getting very serious out there. Never before has there ever been such a national focus on foreclosure paperwork.But apparently there are good reasons for such scrutiny….
-One GMAC Mortgage official admitted during a December 2009 deposition that his team of 13 people signed approximately 10,000 foreclosure documents a month without reading them.
-One Bank of America employee confessed during a Massachusetts bankruptcy case that she signed up to 8,000 foreclosure documents a month and typically did not look them over because of the volume.
But the robo-signing aspect of Foreclosuregate is just the tip of the iceberg. Apparently there is a whole lot more going on than just a bunch of bad signatures.
Peter J. Henning, a professor at Wayne State University Law School in Detroit, was recently quoted by MSNBC as saying the following about Foreclosuregate….You’ve got so many potential avenues of liability. You don’t even know the parameters of this yet.The sad truth is that potentially millions of foreclosures across the United States could potentially be invalid because the securitization process has muddied the chain of ownership. In fact, an increasing number of judges from coast to coast have been ruling that the owners of the mortgage have no right to foreclose on a property because they lack clear title.At the core of this title controversy is MERS – Mortgage Electronic Registration Systems. MERS is based in Reston, Virginia and it was created by the mortgage industry to enable that big financial firms to securitize and swap mortgages at high speed. MERS allowed these big financial firms to largely avoid the hassle of filling out more forms and submitting new filing fees every time that a mortgage was traded.But now MERS is facing some very serious legal challenges. A recent article in Businessweek described the situation this way….
A lawsuit filed on September 28th in federal court in Louisville on behalf of all Kentucky homeowners claims that MERS was part of a conspiracy to create false promissory notes, affidavits, and mortgage assignments to be used in mortgage foreclosures. Similar class actions have been filed on behalf of homeowners in Florida and New York. Karmela Lejarde, a MERS spokeswoman, declined to comment on any pending litigation.The reality is that as millions of U.S. mortgages have been bunched together and traded around the globe at lightning speed, it has become increasingly unclear who actually has title to them and who actually has the right to foreclose on these properties.Title insurers have backed the titles of millions of these foreclosed properties and now potentially find themselves in a heap of trouble. Some of the biggest title insurers have already begun circling the wagons in an attempt at damage control. For example, one of the biggest title insurance companies in the United States, Old Republic National Title Insurance, has already declared that it will no longer write new policies for homes that have been foreclosed on by JPMorgan Chase and GMAC Mortgage.So what happens if nearly all title insurers start avoiding foreclosed properties? Won’t that make it much more difficult for the banks to sell the massive backlog of foreclosed properties that they have accumulated? In addition, Americans that have purchased foreclosed homes may now be facing some serious problems themselves. Millions of Americans may now ”own” homes that they do not have clear title for. When it comes times to sell those homes, many Americans may find themselves unable to do so.
Needless to say, this is a complete and total mess.Already, U.S. banks have a record number of foreclosed properties that they need to clear out, and now all of this scrutiny on foreclosure paperwork and all of these lawsuits are going to grind the process of getting these homes sold off to a standstill.Know what’s important: Having a Healthy Food Supply like eFoodsDirect is Essential.In fact, the true legacy of Foreclosuregate may be the massive amount of bank failures that it causes.It would be difficult to understate how much of a nightmare Foreclosuregate is going to be for U.S. mortgage lenders. Having to go back through the paperwork of millions of old mortgages is going to be a complete and total disaster. If banks end up being unable to foreclose on a large number of bad mortgages, it could potentially be enough to put many banks out of commission for good. Not only that, but the legal fees that many of these banks will accumulate defending lawsuits related to Foreclosuregate will be astronomical.The U.S. mortgage industry was already on the verge of death, and Foreclosuregate may just be the straw that broke the camel’s back.The reality is that U.S. banks are drowning in foreclosures and this current crisis is just going to make things a lot worse. Back in 2005, there were approximately 100,000 home repossessions in the United States. In 2009, there were approximately 1 million home repossessions in the U.S. and RealtyTrac is now projecting that there will be an all-time record of 1.2 million home repossessions in the United States this year.For the U.S. mortgage industry, Foreclosuregate must feel like someone has dropped a bomb on them after they have already been beaten up and doused with gasoline.Attorney Richard Kessler, who recently conducted a study that found serious errors in approximately three-fourths of court filings related to home repossessions, says that foreclosuregate could haunt the U.S. mortgage industry for the next ten years….
Defective documentation has created millions of blighted titles that will plague the nation for the next decade.While it may be easy to beat up U.S. mortgage lenders and say that they deserve all this, let us not forget that this is going to impact a whole lot of other people too.It is going to become much harder to get a mortgage. It is going to become much harder to buy a home. It is going to become much harder to sell a home. The U.S. housing industry is likely to suffer a significant downturn due to all of this. There is even a good chance that the entire U.S. economy could be dragged down for an extended period of time.So no, Foreclosuregate is not good news for anyone.Well, except maybe for lawyers.But for virtually everyone else this is really bad news. Any hope that the U.S. housing industry would experience a quick recovery is completely and totally gone.

In the USA and Europe, there is massive inflation to bail out the banksters. Aiming for stable exchange rates, other countries are also inflating their money.
Politicians in other countries value their exports to the USA. As dollar inflation occurs, prices of non-US goods rise relative to US-produced goods. To keep exports at the same level, the other country must also inflate.Consider a factory owner in China. The factory exports to the USA, receiving dollars. The factory owner trades his dollars with China’s government for newly-printed yuan. China’s government merely holds the dollars, rather than buying tangible goods. The net effect is that the USA exports inflation to China. In effect, China’s politicians are subsidizing the banksters in the USA.Why are foreign bureaucrats so eager to export to the USA, in exchange for a piece of paper? That can’t continue forever.Foreign politicians are eager to manipulate exchange rates. When politicians do this, currency speculators say Woohoo! Free money! It’s like the government is writing currency speculators a check, when politicians try to manipulate currency exchange rates.
How does inflation subsidize the banksters? Suppose the bank owns a $1M mortgage on a house currently worth $400k. That’s a $600k loss. If there’s 100% inflation, then it’s a $1M mortgage on a house currently worth $800k, for a loss of only $200k. If there’s 200% inflation, then the bank can sell the foreclosed house with money left over. In this manner, inflation helps bail out insolvent banks. The loans can be repaid with devalued money; the assets backing the loan is worth more.The foreclosure process takes a year or two. Over time, inflation helps bail out the banksters. The bank is borrowing at the Fed Funds Rate of 0.25%, while inflation helps underwater loans become more solvent.Banks don’t care about the actual inflation rate. They borrow at the Fed Funds Rate and make loans, profiting from leverage and the interest rate spread and the yield curve. Right now, the banksters are borrowing at the Fed Funds Rate and buying Treasury debt. That’s the reason the banks are make huge profits while the rest of the country is stuck in a recession/depression.The current situation is pretty ridiculous. The USA is inflating to bail out the banksters. Other countries are inflating to keep stable exchange rates with the US dollar. It’s a worldwide hyperinflation race.
Asian powers guard against inflows after IMF

BEIJING/NEW YORK (Reuters) – Asian authorities anxious about currency appreciation moved to stem foreign capital inflows on Monday while a European official stepped up rhetoric about a strong euro after IMF meetings failed to defuse tensions about exchange rates.China temporarily raised reserve requirements for six large commercial banks, four sources told Reuters, a surprise move aimed at draining cash from the economy.Thailand, also on edge about a rapidly rising currency that has alarmed exporters, said it may impose a tax on foreigners' bond purchases.With interest rates in the developed world at record lows, investors have poured money into higher-yielding emerging market assets, driving up local currencies in the process.Governments, afraid that rising exchange rates will hurt exports and stunt economic growth, have tried to limit currency appreciation, sparking fears of a race to the bottom that may trigger trade tariffs and a sharp decline in global growth.If each country insists on its own interest during the recovery phase, it will bring about trade protectionism and will cause the world economy very big problems,South Korean President Lee Myung-bak told foreign journalists during a lunch meeting at his residence.World finance leaders made no headway on currency disputes at a weekend International Monetary Fund meeting, and Lee urged an agreement before his country hosts a G20 summit next month.

But China's central bank governor said Monday it will take time to correct the uneven pattern of global growth that has contributed to exchange rate tensions, warning that attempts at a quick fix could create more problems.People may not have that kind of patience, so they would like to see a quick changes in the balance, but it may cause a kind of overshooting, Zhou Xiaochuan said during a discussion with other central bank governors at the National Press Club.U.S. and European officials hold that limiting emerging market currency gains is the main cause of imbalances and has urged China in particular to let its yuan rise more rapidly.Analysts said China's reserve requirement hike should be seen as an attempt to slow massive foreign capital inflows rather than a prelude to tighter monetary policy.Hot money inflows have been rising. But I don't think this is a tightening move. It's just part of liquidity management, said Qing Wang, chief China economist at Morgan Stanley.The move comes weeks ahead of a Federal Reserve policy meeting at which markets expect the U.S. central bank to begin a second round of quantitative easing, which would heap even more downward pressure on the U.S. dollar and send more money into developing economies, including China and Thailand.Thai Deputy Finance Minister Pradit Phataraprasit told reporters the Cabinet may consider a bond tax on Tuesday, though he would not comment on local reports of a possible 15 percent withholding tax on capital gains on government bonds.While the Fed is widely expected to start printing money again in November to jump-start a faltering recovery, Vice Chairwoman Janet Yellen does appear aware of the risks.It is conceivable that accommodative monetary policy could provide tinder for a buildup of leverage and excessive risk-taking in the financial system,she said on Monday.

Latin American governments, most notably Brazil, have also acted to curb hot money inflows while Japan has intervened to weaken the yen and is threatening to do so again.That has increased flows into the euro, which rose above $1.40 last week, and sparked concern among European Central Bank officials.Guy Quaden, head of Belgium's central bank, said global cooperation was needed to avoid brutal exchange rate volatility, reviving one of the strongest terms that ECB officials have used to show displeasure with currencies.ECB President Jean-Claude Trichet last described exchange rate moves as brutal in late 2007, when the euro traded at a then record high. But it had little effect -- the single currency kept rising in 2008, peaking above $1.60. Japan's Noda vows decisive FX moves after G7 meeting

TOKYO (Reuters) – Japanese Finance Minister Yoshihiko Noda said on Tuesday that Japan will continue to take decisive steps against excessive currency moves, including intervention, helping the dollar to recover further from a 15-year low against the yen.Noda's reiteration of Japan's currency stance highlighted the risk of another round of intervention to weaken the yen after Japan weathered a flurry of weekend Group of Seven and IMF meetings with no overt criticism of last month's yen selling -- its first in six years.Noda said he explained to the weekend meeting of G7 finance leaders in Washington that Japan's latest intervention was aimed at keeping excessive currency moves from hurting the economy and the financial sector.The G7 reaffirmed that excessive currency moves would hurt stability in the economy and in the financial system ... From this standpoint we will take decisive steps, including intervention, when needed, while watching currency market moves with great interest, Noda told a news conference.The dollar recovered to around 82.30 yen after hitting a 15-year low of 81.37 yen on the EBS platform on Monday.Tokyo intervened in the currency market on September 15 as the yen's steady rise threatened to derail Japan's export-reliant recovery from its worst recession in decades.Japan escaped overt criticism over the move from its G7 and G20 counterparts over the weekend as policymakers focused on broader solutions to tackle currency misalignments.
Economics Minister Banri Kaieda said that Japan gained a certain understanding at the G7 meeting on its explanation of its currency intervention. Groups plan 2nd aid flotilla to Gaza from February

GENEVA – Pro-Palestinian groups plan to sail a flotilla of boats through Israel's sea blockade of Gaza as early as February in the second such attempt in less than a year, activists said Monday.The activists, representing groups from over a dozen countries including Switzerland, Turkey and the United States, said the flotilla would be bigger than the one stopped by Israel earlier this year.Nine activists were killed when Israeli forces boarded the Mavi Marmara on May 31, prompting sharp international condemnation and two United Nations investigations of the raid. Israel said its soldiers acted in self defense.It's not about the aid, Huwaida Arraf of the Freedom Flotilla Coalition told reporters in Geneva.Arraf said the aim will instead be to show that Israel's restrictions on the flow of aid to Gaza can be broken.A spokeswoman at Israel's embassy in Bern, Shlomit Sufa, said humanitarian goods are allowed into Gaza by land and the sea blockade is needed to prevent weapons being smuggled in to the Palestinian militant group Hamas.Several smaller ships have failed to reach Gaza since the May raid — most recently last month, when a boat carrying Jewish activists tried to reach the densely populated strip of land between Israel, Egypt and the Mediterranean Sea.
Among the groups planning to take part in the latest flotilla is the Turkey-based Islamic charity IHH, which sponsored the Mavi Marmara — by far the biggest ship in the first flotilla.A representative of the group, Ahmet Faruk Unsal, said IHH is considering sending another ship of the same size.An American group, U.S. Boat to Gaza, is also planning to send a vessel, said activist Jane Hirschmann. The boat will be named The Audacity of Hope in reference to U.S. President Barack Obama's best-selling policy book.

Alarming numbers go hungry in 25 countries: report

WASHINGTON (AFP) – Poverty, conflict and political instability caused some billion people to go hungry this year, many of them children in Africa and Asia, according to the Global Hunger Index report released Monday.Out of 122 countries included in the annual report, 25 have alarming levels of hunger and four countries in Africa have extremely alarming hunger, said the report by the International Food Policy Research Institute (IFPRI), Concern Worldwide and Welthungerhilfe.The results did not surprise researchers, who pointed to data by the Food and Agriculture Organization of the United Nations that found the overall number of hungry people surpassed one billion in 2009, even though it decreased to 925 million in 2010.The Democratic Republic of Congo (DRC) fared the worst in the hunger index, which is based on data from 2003-2008.Protracted civil conflict since the late 1990s led to an economic collapse, massive displacements of people and a chronic state of food insecurity in the DRC, the report said.Food availability and access deteriorated as food production levels dropped, and remote areas became even more isolated as a consequence of very poor infrastructure.Three quarters of the population in the vast central African country is under-nourished, and the DRC also has one of the highest child mortality rates in the world.The proportion of undernourished people and the child mortality rate in each country studied were among two of the three factors used to compile the index.
The third, the prevalence of underweight children, is the most important to address when trying to wrestle down hunger in a country because it accounts for nearly half the global hunger score, said report co-author Marie Ruel, director of IFPRI's Poverty, Health and Nutrition division.In order to improve their hunger index, countries have to accelerate efforts to reduce child under-nutrition, with a particular focus on the 1,000 days from conception to the age of two, Ruel told reporters.Those 1,000 days... are a key time because damage done by under-nutrition in early life is largely irreversible.Tom Arnold, CEO of Concern Worldwide, noted that if a child is not properly nourished during that period, there is absolutely cast-iron, empirical proof it will have profound long-term consequences.That is ultimately going to have an impact on a country's capacity to grow economically and socially in the future, he added.The index ranked countries on a 100-point scale, with zero being the best score -- no hunger -- and 100 being the worst. A score higher than 20 indicated alarming levels of hunger and above 30, extremely alarming hunger.
The DRC was the only country in this year's index with a score above 40.The other three countries with extremely alarming hunger levels were Burundi, Eritrea and Chad. All have been involved in simmering or open conflict for many years.With the exception of Haiti and Yemen, all 25 countries with alarming levels of hunger were in sub-Saharan Africa or Asia.Ranked from least to greatest levels of hunger, they included: Nepal, Tanzania, Cambodia, Sudan, Zimbabwe, Burkina Faso, Togo, Guinea-Bissau, Rwanda, Djibouti, Mozambique, India, Bangladesh, Liberia, Zambia, Timor-Leste, Niger, Angola, Yemen, the Central African Republic, Madagascar, the Comoros, Haiti, Sierra Leone and Ethiopia. Hunger mitigation programs that failed to focus on children under two helped land India in the alarming hunger index despite its relatively high gross domestic product per capita, said Ruel. Yet progress was found elsewhere, especially in southeast Asia and Latin America, which both slashed their hunger indices by more than 40 percent since 1990.A handful of African countries also substantially reduced hunger -- Angola, Ethiopia, Ghana and Mozambique -- but in most of sub-Saharan Africa, the problem worsened or remained stagnant.Eight of the nine countries in which the hunger index went up between 1990 and 2010 were in sub-Saharan Africa. The ninth was North Korea.There is poor governance and lack of political interest in nutrition, and stimulating demand could result in problems because many African countries do not have the necessary infrastructure to meet increased demand for health care and other services that go hand-in-hand with anti-hunger programs, said Ruel.
