Tropical Storm Danny forms in the Atlantic AUG 26,09

MIAMI – Tropical Storm Danny has formed in the open Atlantic off the Bahamas, and forecasters say it could get stronger as it moves toward the U.S.The storm has top winds of 45 mph and is moving to the west-northwest at 18 mph. As of 11 a.m. EDT Wednesday, the storm's center was about 445 miles (715 kilometers) east of Nassau, Bahamas and about 775 miles (1,250 kilometers) south of Cape Hatteras, N.C.The current forecast has the storm on a path to clip the U.S. East Coast over the weekend, but a storm's track can be difficult to predict days in advance. They later tested positive for swine flu, he added. An additional 200 soldiers who worked closely with them were pulled out of the villages and placed under medical observation, TV stations reported.

Taiwan's National Fire Agency says Typhoon Morakot left more than 670 people either dead or missing on the island.Meanwhile, some 100 residents in a Pingtung village who had developed the same symptoms were found not to have swine flu, but appeared to have been infected by polluted water, health official Chang Hsin-che told CTI Cable News.The village was among eight in Wandan Township flooded when Morakot struck Aug. 8-9. WASHINGTON – The Food and Drug Administration said Tuesday it has authorized the emergency use of a swine flu test for U.S. troops overseas, allowing the military to speed up diagnoses and treatment of a virus that could cause widespread infections again this fall.The FDA emergency authorization lets the Defense Department distribute the swine flu test to its qualified laboratories that have the right equipment and personnel to perform and interpret test results. The FDA authorized the swine flu diagnostic test for the public in April.The authorization allows for the use of unapproved medical products or unapproved uses of approved medical products during a public health emergency, the FDA said.The FDA said the test will help to speed up diagnosis of H1N1 infections so that deployed troops can quickly begin treatment.The Defense Department will use the test for combat units in the Middle East and on Navy ships, beginning with deliveries next month, according to a statement from the Joint Program Executive Office for Chemical and Biological Defense.

The announcement comes as the government is gearing up for the arrival of a vaccine. BRUSSELS — European Union health officials issued a list Tuesday of people who should be the first in line for vaccinations against the H1N1, or swine flu, virus.People at risk of severe disease, pregnant women and health care workers should be given priority for inoculations before the winter flu season, said the officials, who represent 27 E.U. countries and the European Commission.Prioritizing those groups is necessary because there will probably not be vaccine available for everyone initially, and even if there is, distribution will take time,the officials said in a statement.The officials said the recommendations were indicative and that countries may wish to adapt the prioritization in line with their epidemiology, health service provision and resources.They did not say whether vaccinations could be mandatory in some cases, although some governments, including Britain, have already ruled out that possibility.A similar group of E.U. officials said this month that there was no need to delay the return to school after the summer break. Even so, the E.U. officials said schools in some areas could be forced to close if outbreaks are particularly severe.In the United States, Health and Human Services Secretary Kathleen Sebelius reached a similar verdict Tuesday, saying that large-scale school closings would be ineffective in halting the spread of the virus. WASHINGTON (Reuters) – Tobacco use will kill 6 million people next year from cancer, heart disease, emphysema and a range of other ills, global cancer experts said in a report issued on Tuesday.The new Tobacco Atlas from the World Lung Foundation and the American Cancer Society estimates that tobacco use costs the global economy $500 billion a year in direct medical expenses, lost productivity and environmental harm.

Tobacco's total economic costs reduce national wealth in terms of gross domestic product (GDP) by as much as 3.6 percent,the report reads.Tobacco accounts for one out of every 10 deaths worldwide and will claim 5.5 million lives this year alone,the report said. If current trends hold, by 2020, the number will grow to an estimated 7 million and top 8 million by 2030.Last week the U.S. Food and Drug Administration on launched a tobacco center to oversee cigarettes and other related products, after winning the power to do so from Congress in June. On Tuesday it set up a committee of advisers to help guide it.Over the past four decades, smoking rates have declined in rich countries like the United States, Britain and Japan while rising in much of the developing world, according to the nonprofit research and advocacy organizations.

Netanyahu to UK: Jerusalem is Sovereign Capital of Israel

Netanyahu was in the British capital to meet with UK Prime Minister Gordon Brown.At the front entrance to Number 10 Downing Street, where the meeting took place, hundreds of protesters yelled epithets such as Netanyahu's a war criminal.Others shouted Free Palestine and waved signs proclaiming Jerusalem is the capital of Palestine,Judea and Samaria are Palestinian territory and Let the Palestinians live.Prime Minister Netanyahu, accompanied by Israeli Ambassador to London Ron Prosor, entered the building through the back entrance, where they were met by Prime Minister Brown. All three were flanked by security details.Following the meeting, the two prime ministers held a joint news conference at which their differences were made clear. Despite Brown's insistence that the UK is a loyal friend to the Jewish State and supports the Israel-PA peace process the British prime minister underscored the UK demand that Israel halt construction in Judea, Samaria and parts of Jerusalem restored in 1967.

Prime Minister Netanyahu's response made it equally clear that he was having none of it.Jerusalem is not a settlement. Fatah, he said, should have adopted a straightforward stance that it is willing and ready for an end to the conflict with Israel and all claims.Noting that he had come forward and expressed his support for a PA state, Netanyahu said the PA leadership should reciprocate. Fatah Convention: Incitement, No Peace

Israel Makes Waves by Simulating an Earthquake

(IsraelNN.com) The Seismologic Division of the Ministry of National Infrastructure's Geophysical Institute will attempt to simulate an earthquake in the southern Negev on Thursday. The experiment, financed by the U.S. Defense Department, is a joint project with the University of Hawaii and is part of a scientific project intended to improve seismological and acoustic readings in Israel and its environs, up to a 1,000 km/621 mile radius.The experiment intends to improve the understanding of sound waves in the atmosphere. Scientists will then be able to fine-tune Israel’s seismological equipment to give advance warning of earthquakes. Measurements will also be taken in other countries, including Cyprus, Greece, France, and Germany.Israel will create a controlled explosion of 80 tons of explosive material, which will simulate the intensity of a tremor after an earthquake of Magnitude 3. Natural earthquakes of a similar intensity occur in the Middle East region about once a week, without the public feeling them.

The results from the experiment will be available to the entire scientific community and is expected to make an additional contribution to scientific research of sound waves in the atmosphere and earthquakes.In the last few years, the Geophysical Institute has created several earthquake simulations in order to calibrate its equipment. In June 2004, the institute detonated 32 tons of explosives in the southern Negev. In June 2005, the institute detonated 20 tons in the Beit Alfa quarries in the Jezreel Valley south of the Galilee. According to Reuters, the plan includes an international airport in the Jordan Valley, foreign investors, and stronger armed forces.The plan also includes improving the PA economy and system of education, which currently rely almost entirely on foreign aid. Our national duty demands that we should do whatever we can to get our economy out of the cycle of dependency and alienation,Fayyad states.The PA must have strong and well trained armed forces in order to fight terrorism, Fayyad argued.While the plan lays out a relatively detailed set of goals, it does not explain how the PA will achieve them. Secretary-General Amr Moussa termed the spontaneous prayer gathering a violation of international law.Rabbi Yisrael Ariel, head of the Temple Institute in Jerusalem, led the guided tour on the Temple Mount. While guards on the mount have a policy of preventing Jewish prayer or religious gestures such as kneeling or bowing, Rabbi Ariel's group managed to briefly pray at the site.This is the first time since 1967 that Jews have conducted prayers on Al-Aksa during the month of Ramadan,Moussa declared.We condemn this act,he added, in the name of the 22 countries belonging to the League.The prayer session was a serious blow to the holiness of the site,Moussa claimed, adding that Jews should not be allowed to pray at the site whether it is Ramadan or any other time of year.

The Temple Mount in Jerusalem's Old City is the site on which the Temple and Second Temple once stood, and according to Judaism, is the holiest place on earth. For approximately 1,000 years, the mount has housed the Al Aksa mosque.Rabbi Chaim Richman, another Temple Institute leader, said Moussa was misinformed. Athens - The director of UNHCR, the United Nations refugee agency in Greece, called Monday for the creation of more special centre for unaccompanied child immigrants and refugees.The arrival of an increasing number of unaccompanied minors in Greece is a major problem,George Tsarbopoulos, the director of UNHCR in Greece told the German Press Agency dpa in a telephone interview.Tsarbopoulos, who recently paid a two-day visit to the eastern Aegean island of Lesbos, called for the creation of more reception centers similar to the Agiasos centre for unaccompanied minors currently in operation on the island.The minors should not be kept in detention but referred to adequate reception facilities responding to their needs. These days the Agiasos centre received more than 150 children while it was only created to house 100,he said.

More such facilities should be created since the existing ones are insufficient. To that effect, we are in contact with the Ministry of Health and Social Solidarity, which has promised to resolve the issue of children still remaining in the Pagani (Lesbos) detention centre by transferring them to proper facilities by the end of the month, as well as to create new reception facilities for unaccompanied children.He said the Agiasos centre was in good condition and met all the proper health requires. ANADARKO, Okla. – An Oklahoma district attorney is to meet with pastors in a town where a preacher was brutally killed inside her own church.Prosecutor Bret Burns said he wanted to meet with the pastors on Wednesday to talk about the case. The body of 61-year-old Carol Daniels was found Sunday in the Christ Holy Sanctified Church in Anadarko (AN-uh-DAR-koh). A preliminary autopsy found she died of multiple sharp force injuries.Burns says the crime scene was the most horrific he's seen in nearly 20years as a prosecutor.He declined to elaborate and Oklahoma State Bureau of Investigation spokeswoman Jessica Brown would not discuss the details of the case, including when Daniels died, a possible motive or what evidence was found at the church.

PARIS (AP) — President Nicolas Sarkozy will lay out his diplomatic strategies for Iran, Syria and other key areas, in a speech to France's ambassadors Wednesday overshadowed by the uncertain plight of two Frenchwomen charged in Iran with fomenting unrest.Sarkozy took a diplomatic risk in seeking Syria's help earlier this month in winning the release of French researcher Clotilde Reiss and embassy employee Nazak Afshar.The gamble worked, at least partially: Afshar was released on bail, and France specifically thanked Syria for its help. Reiss, too, was released on bail, though neither can leave Iran pending a verdict. The women are among more than 100 people on a mass trial of pro-reform opposition supporters accused of trying to mount a soft revolution.

While details of Syria's gesture are scant, it comes amid signs of thaw with the West.

The U.S. lists Syria as a sponsor of terrorism, and Damascus has long been criticized in the West for its support of radical Palestinian groups and the militant Hezbollah in Lebanon.But Sarkozy and President Barack Obama have sought to improve ties with Syria, which appears to be quietly seeking to improve its image in the West after years of isolation. WASHINGTON – As the tally of U.S. bank failures mounts, federal regulators could be extending an embrace to private investors seeking to buy failed institutions.Private equity funds have been targets of criticism for their risk-taking and outsized pay for managers. But the depth of the banking crisis appears to have tempered the Federal Deposit Insurance Corp.'s resistance to private investors buying failed banks. In part, that's because fewer healthy banks are now willing to acquire other, ailing institutions.The FDIC board, meeting in a public session Wednesday, is expected to ease restrictions proposed for private equity firms early last month, people familiar with the issue say. They spoke on condition of anonymity because the rules haven't been made public in final form yet.The move would follow the stream of recent developments. In July, when bondholders rescued commercial lender CIT Group Inc., it marked the first time since the crisis erupted last fall that private investors had saved a big financial firm without federal aid or oversight.Rising loan defaults, fed by tumbling home prices and worsening unemployment, have hammered banks. Eighty-one have failed so far this year. The closings have drained billions from the FDIC deposit insurance fund, which insures regular bank accounts up to $250,000 and is financed with fees paid by U.S. banks.

The FDIC estimates bank failures will cost the fund around $70 billion through 2013. The fund stood at $13 billion — its lowest level since 1993 — at the end of March. It's slipped to 0.27 percent of insured deposits, below a congressionally mandated minimum of 1.15 percent.The FDIC seizes failed banks and seeks buyers for their branches, deposits and soured loans. Under the crush of failures, the agency says private equity can inject vitally needed capital into the system, especially with fewer healthy banks looking to acquire failed institutions.There's an enormous need for private money to do this,said Josh Lerner, a professor of finance at Harvard Business School.There's the sense that you have a lot of money which is currently sitting on the sidelines.A potential sweet spot for private equity buyers are banks with $5 billion to $20 billion in assets, said Chip MacDonald, an attorney at Jones Day in Atlanta. Falling within that range was BankUnited FSB, a Florida thrift with $12.8 billion in assets that closed in May. BankUnited was sold for $900 million to a group of private equity investors that included billionaire Wilbur Ross' firm, without the new FDIC policy being in effect.Private equity firms tend to buy distressed companies, slash costs and then resell them a few years later. They invest their own capital to buy a company and pump it up with money from other investors.

Such leveraging to buy companies amounts to, on average, three-to-one for private equity firms: They invest $3 in outside capital for each $1 they put up themselves. The roughly 2,000 private equity firms in the U.S. have around $450 billion in capital to invest, according to the Private Equity Council, the industry's 2-year-old advocacy group.Investors in private equity funds include pension funds, university endowments and charitable foundations.Organized labor still denounces private equity as vultures and job-killers. Unions got a sympathetic ear from many Democrats in Congress in 2007, when several key lawmakers pushed to raise taxes for managers of private equity firms as well as hedge funds. That tax campaign stalled.The private equity industry is exploiting the economic crisis to enrich itself, said Stephen Lerner, director of the private equity project at the Service Employees International Union.They are trying to use their political and financial sway to get into what they see as bargain basement prices for very little risk.But with the financial crisis and recession causing banks to fail at the fastest pace since the height of the savings-and-loan crisis in 1992, support is building among regulators to use private equity money to bolster the industry.We want nontraditional investors,FDIC Chairman Sheila Bair said in early July, when the agency proposed its rules. There is a significant need for capital, and there is capital out there.

Regulators also have begun to reach overseas.

On Friday, the FDIC seized Guaranty Bank, a big Texas lender, and sold most of its operations to the U.S. division of Banco Bilbao Vizcaya Argentaria SA, Spain's second-largest bank. Guaranty was the second-biggest U.S. bank to fail this year, with about $13 billion in assets. Its sale marked the first time during the crisis that a foreign bank had bought a failed U.S. institution. In the FDIC policy as proposed, the most important requirement is for private equity investors to maintain enough cash in the banks they acquire, as measured by its capital leverage ratio. The ratio is a measure of health, reflecting a bank's capital divided by its assets. Investors would have to maintain a ratio of at least 15 percent for three years. Most banks have ratios lower than that. Citigroup Inc., for example, had a reported ratio of around 9 percent as of June 30. The mandate could be reduced to 10 percent or lower in the final rules, the people familiar with the issue say.A private equity role in the FDIC's resolution of failed banks would be in addition to private investors' participation in a Treasury program to buy banks' bad mortgage-backed assets. That program is intended to relieve banks of up to $40 billion of these assets, whose value plummeted with real estate prices.But some analysts question whether this program will provide much benefit. Rising unemployment and loan defaults appear to have surpassed soured bank securities as threats to the financial sector.

NEW YORK – Reports showing jumps in home sales and factory orders are keeping stocks afloat.Major stock indicators reversed early losses and edged slightly higher in early trading Wednesday after the Commerce Department said new home sales rose 9.6 percent in July — the fourth straight monthly increase. Sales rose to 433,000, the strongest pace since September and well above the 390,000 figure economists expected.

Earlier Wednesday, the Commerce Department said orders for goods expected to last at least three years rose 4.9 percent in July — the biggest jump in two years and more than the 3 percent increase economists had expected.The day's news followed upbeat readings on consumer sentiment and home prices on Tuesday that sent stocks to fresh highs for the year.The market's gains on Wednesday were modest, reflecting the caution that still pervades Wall Street. After a five-month run-up in stocks, with little break, investors are unsure how much further the market can go without seeing actual economic growth.Matt King, chief investment officer at Bell Investment Advisors said much of the improving economic data has already been factored into stocks.We're just moving on momentum more than anything else,he said.

In early trading, the Dow Jones industrials moved higher for a seventh straight day, rising 13.45, or 0.1 percent, to 9,552.74, after being down as much as 45 points prior to the home sales data.The Standard & Poor's 500 index rose 1.15, or 0.1 percent, to 1,029.15, and the Nasdaq composite index rose 3.45, or 0.2 percent, to 2,027.68.Advancing issues were roughly even with decliners on the New York Stock Exchange, where volume came to 315.2 million shares, compared with 394.9 million shares at the same time on Tuesday.In other trading, the Russell 2000 index of smaller companies rose 1.19, or 0.2 percent, to 584.41.Shares of homebuilders surged for a second day after the housing data. Stocks got a lift Tuesday after improving data on home prices reinforced the notion that the battered industry is stabilizing. The Standard & Poor's/Case-Shiller U.S. National Home Price Index rose 1.4 percent in the second quarter, the first quarterly increase in three years. Traders also welcomed a more upbeat report on consumer sentiment from the Conference Board.The dollar rose against other major currencies. NEW YORK (Reuters) – In late August's quiet trading, four troubled financial companies have accounted for a big piece of total volume on the New York Stock Exchange, with all four rallying on little news.Citigroup (C.N), Bank of America (BAC.N), Freddie Mac (FRE.N) and Fannie Mae (FNM.N) have dominated trading recently as each has more than doubled in price from 2009 lows.On Monday and on Tuesday morning, the four accounted for more than 40 percent of composite volume on the NYSE. Some attributed this to bets on hoped-for economic improvement and ongoing government support, but others said the volume was due to speculation in popular names with low share prices.We've been referring to the heavy volume on these as the dash for trash, said Jon Najarian, the co-founder of Optionmonster.com in Chicago. No one is buying them based on their fundamentals, they're buying based on what the government might do keep them alive.All four companies were hit hard during Wall Street's meltdown in late 2008. Fannie and Freddie were essentially nationalized by the government to prevent them from going under last fall.Citigroup fell 1.9 percent to $4.73 on Tuesday, while Dow component Bank of America was up 1.5 percent to $17.61. Freddie Mac was up 0.5 percent to $2.06 while Fannie Mae surged 7.7 percent to $1.83.

The recent action may be indicative of a short squeeze, as all four companies are prime targets of short sellers, who borrow shares and sell them in a bet that share prices will go down.When momentum starts to turn, however, short-sellers are forced to cover their bets, increasing the buying pressure on those names. But that may not last forever, and some believe the stocks are poised to fall once this flurry of activity dissipates.Intraday buyers are moving it, and if they decide to stop, and the buyers go away, the stocks are going to drop down like they did in March,said Joe Saluzzi, comanager of trading at Themis Trading in Chatham, New Jersey.

BIG VOLUME

Tuesday, Citigroup was the volume leader on the NYSE with about 681.7 million shares, as of 1:15 p.m. Citigroup was followed by Fannie with 557.2 million shares, Freddie with 188.4 million and Bank of America with 148.9 million.To compare, the fifth most-traded stock was General Electric (GE.N) with 42.4 million shares traded.The total listed volume for the NYSE was 3.858 billion, meaning that combined volume for the four represented more than 41 percent of the total day's volume. On Monday, those four companies also accounted for 43 percent of the volume.The surge in volume among these names started around August 10. This was just after troubled insurer American International Group (AIG.N) reported better-than-expected earnings, and amid signs of U.S. economic improvement.Bank of America would seem to be the outlier in this group. The other three are all in single digits, and therefore targets of daytraders looking for quick trading profits.The volume in B of A is based on institutional ownership, Najarian said.An institution can't trade Freddie or Fannie because they're too cheap. All you see in them is hedge funds and money players.Najarian said institutions were buying into Bank of America in an attempt to play into the recovery thesis.People are having a hard time finding cheap stocks,Najarian said.They're looking for the cheapest of the decent stocks. NEW YORK (Reuters) – U.S. mortgage applications rose for a second straight week, with demand for home refinancing loans rising to its highest level since early June, data from an industry group showed on Wednesday.Applications for loans to buy a home, an early indicator of sales, rose slightly, but nevertheless gained for a fourth consecutive week. The trend bodes well for the hard-hit U.S. housing market, which has been showing signs of stabilization.The Mortgage Bankers Association said its seasonally adjusted index of mortgage applications, which includes both purchase and refinance loans, for the week ended Aug 21 increased 7.5 percent to 566.4.Jim Gillespie, president and chief executive officer, Coldwell Banker Real Estate LLC, in an interview with Reuters, said that while recent data on home sales and prices point to stabilization, certain consumers are missing from the market.For the market to stabilize permanently we are missing one key element and that is the move-up buyer, said Gillespie, who is based in Parsippany, New Jersey.The move-up buyer is a homeowner who chooses to move to a larger home due to a lifestyle change such as a marriage, an addition to their home, a job promotion or a job transfer, he said.Once that move-up buyer is back in the market then we will see a true long-term stabilization of the market,he said.Borrowing costs on 30-year fixed-rate mortgages, excluding fees, averaged 5.24 percent, up 0.09 percentage point from the previous week and above the all-time low of 4.61 percent set in the week ended March 27. The survey has been conducted weekly since 1990.

Interest rates, however, were well below year-ago levels of 6.44 percent.The MBA's seasonally adjusted purchase index rose 1.0 percent to 280.4.Low mortgage rates, high affordability, and the government's $8,000 tax credit, part of the stimulus bill, for first-time home buyers have helped pave the way for stabilization.But with the tax credit set to expire in several months and distressed properties making up a high proportion of sales, the recent flurry of activity masks uncertainty about the long-term outlook.Right now the market has investors taking advantage of the great deals out there, mostly distressed properties in foreclosure or selling as short sales and first-time home buyers who are taking advantage of the first-time home buyers tax credit,Gillespie said.If that tax credit expires the end of November then the real estate market recovery will probably stall,he said.Gillespie said what is truly needed is a $15,000 tax credit for all buyers of primary residences for a period of one year with no income caps so all levels of buyers have an incentive to get back into the market.A $15,000 tax credit will go a long way to helping us out of our economic situation today,he said.The four-week moving average of mortgage applications, which smooths the volatile weekly figures, was up 3.5 percent.

REFINANCING JUMPS

The Mortgage Bankers seasonally adjusted index of refinancing applications increased 12.7 percent to 2,233.5, the highest level since the week ended June 5. The refinance share of applications increased to 56.5 percent from 53.3 percent the previous week, but remained significantly lower than the peak of 85.3 percent in the week ended January 9. The adjustable-rate mortgage share of activity remained unchanged from the previous week at 6.5 percent.The U.S. housing market has suffered the worst downturn since the Great Depression and its impact has rippled through the recession-hit economy, as well as the rest of the world.The housing market, however, has been showing signs of stabilization, with sales rising and home price declines moderating in many regions of the country. In fact, home prices in some regions have risen.

Some analysts, however, say prices may fall again, with a wave of more foreclosures in the pipeline.Fixed 15-year mortgage rates averaged 4.58 percent, up from 4.52 percent the previous week. Rates on one-year ARMs increased to 6.74 percent from 6.66 percent.

IMF: Belarus's economy improving, but foreign reserves short

In an interview released today by Digg and the Wall Street Journal, Treasury Secretary Timothy Geithner was pressured about the growing popular movement to Audit the Fed spearheaded by Texas Congressman Ron Paul. A visibly uncomfortable Geithner attempts to dismiss the question by stating I’m sure people understand that you want to keep politics out of monetary policy.When Geithner is again pressed on the issue, he makes the stunning assertion that conducting an audit of the Federal Reserve—something never before done in its 96 year history—is a line that we don’t want to cross,proclaiming that such a move would be problematic for the country.Watch the interview in the player below:Geithner’s response that auditing the Fed would give politicians dangerous control over American monetary policy is mistaken at best and a deliberate lie at worst. Allowing the public to know what happened to their $24 trillion in bailout money does not give undue control of monetary policy to the people’s elected representatives. Instead, such an audit would finally allow the public to see how their money has been spent in the midst of the largest spending binge in the history of the world’s economy, hardly an unreasonable demand given the well-documented revolving door between the Treasury and Goldman Sachs, the main recipient of bailout funds. Ultimately, the Treasury Secretary is left spewing the absurdity that I think even the sponsor of that bill recognizes how important it is to us to have the Fed independent of politics,which can only be said to be true insofar as Ron Paul—the sponsor of House Resolution (HR) 1207— wants to abolish the Federal Reserve system altogether.That the Wall Street Journal would even pressure the Treasury Secretary on serious issues like the Audit the Fed movement may be surprising, given that the Wall Street Journal is a mouthpiece of the financial oligarchy and that editor Paul Gigot, like Geithner himself, is a Bilderberg attendee. Needless to say, this was not a typical inside-the-beltway interview. Instead, questions were submitted and voted on by the Digg community, with the top 10 questions being posed to Mr. Geithner.

As a result, the Secretary was bombarded by pointed questions about his documented tax evasion from 2001-2004, the wisdom of spending trillions of dollars in the light of long-term dollar devaluation and even, in the words of one particularly irate questioner, Why are you running the Treasury Department? Despite presumably having had time to prepare responses to each question well in advance, Geithner is still visibly discomfited by the entire exchange, picking at his shirt cuff and coughing nervously throughout the interview.In one particularly telling moment, Geithner even admits We have been forced to do just extraordinary things and, frankly, offensive things to help save the economy.That these questions are only being asked now, almost a year into the bailout and several months after the new administration has taken office, further highlights how the controlled corporate media is doing everything in its power to keep to well-trodden and uncontroversial areas in their interviewing of key administration officials. This interview is testimony to the power of the citizen journalism movement that is attempting to hold those in power accountable for their actions. We can only hope that the Obama Administration lives up to their promise to be the cyber administration by allowing more such question-and-answer sessions in the future.

PORT WASHINGTON, N.Y. (MarketWatch) -- Guess what? The Federal Reserve has not only stopped depositing copious amounts of liquidity into the economy -- it now appears to be in the process of making a sizable withdrawal. A close look at quantitative measures of monetary policy reveals a sudden change in trend. After growing at unprecedented rates for well over a year, these aggregates stopped rising several months ago and have since declined, according to data provided by the Federal Reserve Bank of St. Louis.For example, the monetary base -- the raw material for the money supply -- has fallen at a seasonally adjusted annual rate of 8% from early April of this year through mid-August, after soaring at a 187% pace during the previous eight months.

M2 has shrunk at a 3% pace since the middle of June, while MZM, the St. Louis Fed's measure of liquid money, is down by 2% over the same period.Both had been rising by rates as much as 15% earlier this year. These are sharp enough changes over a long enough period to suggest that our central bankers are more concerned about inflation developing down the road than you might think, judging by their public statements.And with good reason. As I pointed out in my column of Dec. 23, 2008, the Fed can't wait for all the stars to align or for the umpire of the business cycle, the National Bureau of Economic Research, to make the official call that the recession has ended. It must act long before if it is to prevent another burst of inflation.

The markets are already concerned about inflation. The yield curve has steepened over the past few months, while the spread between the plain vanilla 10-year Treasury note and its TIPS (Treasury Inflation Protected Security) counterpart has jumped from zero at the beginning of this year to 2 percentage points today.To be sure, no one expects the Fed to hike interest rates anytime soon. But some forecasters think that by the second quarter of 2010, the effects of these reductions in liquidity will result in the federal funds rate rising above the top of the central bank's current target range.This will mark the beginning of what could be a rather aggressive tightening of monetary policy. After all, it would follow a period of aggressive easing.This V-shaped configuration for monetary policy is why I think the recovery will look like a W. Ron Paul: The odds of this bill being passed as a bill on itself (a stand-alone bill), quite frankly I think are very slim. It could happen if the American people put enough pressure on them and things come together, but the odds aren’t very good.

The odds of the bill being passed, with their strong effort to water it down a bit, are pretty good, I think they know that there is such strong public sentiment that they are going to permit something, and they’ll probably attach it to some horrible, horrible bill for reform on the regulatory system. So, that’s a possibility of what will happen. But the question comes up; why, if you have a majority of the people who are for it, why don’t they just bring it to the floor. Don’t they have to? No, they don’t have to. The 290 vote means that you have enough votes for it to pass under suspension. The super-majority support it, so just bring it to the floor. They could if they wanted to, plus they could bring it up on Monday. The first Monday we go back. It could be under suspension.I imagine there wouldn’t be very many who would oppose it, but it’s not going to happen. The establishment does not want this, and I think if you get to be president or vice-president or speaker of the House, the establishment has a lot of influence on those individuals. So, they will be restrained in bringing this up, unless the momentum continues, and I think that is a possibility.

We don’t know exactly what will happen, but something is going to happen in the next several months. Let’s say they take that bill and they do nothing. Let’s say they refuse to, or pass something that is totally worthless. I think then, those individuals, the groups, the citizens who have been pushing this bill, as well as the 75% who think that transparency is a good idea, they are going to be outraged, because it will prove our point that they would defy this huge majority of people and common sense and the Constitution in order to protect their secrecy on what they are doing.So, I work on the assumption, I do not know for sure, but I know one thing, we can continue with this issue. This issue is going to be important for a long time to come. How would you bring it to the floor? Is there a rule in the House that allows you to bring it to the floor when you have more than half the people in Congress supporting it? Yes, you can. You can get people to sign a discharge petition, forcing it out. But I haven’t chosen that way, because I think the chances are slim to none to even get Democrats to sign on to it, because they are really partisan. They will sign on to a bill, but to challenge and start going with a discharge petition, that’s sort of like saying,We’re rejecting the entire leadership of the Democratic party. And their political livelihood depends on at least a working relationship with their leadership.So, I don’t see that as being practical. What I do see as practical is building up the momentum of the people and spreading this message and insisting on it. We will be hearing a lot more about this, but the effort to do this, I think shows you what the freedom movement can do. This is one bill, one very important bill, and it could do a lot of good, but it means that if you put the package together right and you are on the right side of these issues and you present them and it’s truthful and it’s constitutional and you can show the benefits economically speaking and you can work on transparency… you can put coalitions together, and that’s what we need to do.

Gaza Islamization Continues, Schoolgirls Told Cover Up

(IsraelNN.com) Gaza took another step towards strict Islamic law this week with the imposition of new dress codes on schoolgirls. Girls and young women returning to school on Sunday were told that they must wear jilbab, traditional Islamic sleeved robes, and cover their hair, or they would not be allowed to return to class.Posters hung in Gaza City schools announced that all girls would be required to wear navy blue jilbab, a white headscarf, and white or black shoes. Dozens of students reported being sent home after appearing in school in jeans.In addition, public high school classes have been separated, with boys and girls learning in different buildings.

According to some Gaza residents, the new rules are being enforced on members the region's small Christian minority as well, despite the fact that Christians are generally considered exempt from following Islamic law. However, the laws have not been enforced within private Christian schools.Hamas officials denied Monday that they were connected to the new school dress codes. The decision to enforce strict standards of dress was made at the local level, by individual principals, Hamas claimed.Most girls and their families were in favor of the new dress codes, they added.Reports of a new school dress code caused anger in Judea and Samaria, where Palestinian Authority loyalists accused Hamas of violating the PA charter, which forbids the enforcement of a public dress code. Earlier this month, a Gaza judge ordered that all female lawyers cover their hair in court. The decision caused a wave of protest from lawyers and human rights groups in Gaza, Judea and Samaria. Hamas distanced itself from that decision as well, saying the matter was a private issue for the courts to deal with.Several weeks ago, Hamas was accused of enforcing an informal dress code on women living in Gaza, and of allowing local militias to enforce strict standards of modest dress and behavior.

EU: Airlines must join emissions trading plan or face penalty

BRUSSELS (AP) — Nearly 4,000 commercial airlines, business jet operators and air forces from around the world will have to join the European Union greenhouse gas emissions trading plan by 2012 or be penalized when flying to the continent, the EU said Saturday.The bloc's official gazette published Saturday the list of operators, which includes major airlines such as Lufthansa, Alitalia, Quantas, KLM, Emirates, US Airways and United.Also listed are European airplane manufacturers Airbus and Dassault, hundreds of private business jet operators, as well as a number of military services such as the U.S. Navy and the air forces of Israel and Russia.Aviation has been included into the emissions trading scheme and this list is part of a directive that was adopted in 2008 to bring the aviation sector into that scheme, EU spokeswoman Katharina von Schnurbein said.Under the program, operators will have to submit plans for monitoring their emissions by January 2010.

ULAN BATOR (Reuters) – Russia wants to buy from France an advanced warship which can launch amphibious assaults, a general said on Wednesday.The Kremlin has made re-equipping Russia's 1.1 million- strong armed forces a priority after last year's war with Georgia showed serious problems with outdated hardware and inadequate electronic equipment.Gen. Nikolai Makarov, the chief of the general staff, told reporters on Wednesday during a state visit to Mongolia that Moscow wanted to buy a 21,300 ton Mistral-class helicopter carrier and might jointly build several more with France.The ship can be used to launch amphibious assaults or as a mobile command and control center. It would be Russia's biggest one-off purchase of weapons abroad.We are considering a possibility of buying such a ship in France, and arranging the joint output of vessels of the same class in the future,Makarov said.The talk at this stage is about one, but we want to launch joint production to make at least a series of four or five of these. We hope to agree on our contractual obligations by year-end.Makarov declined to give the cost of the carrier -- an amphibious assault ship able to carry helicopters, personnel, armed vehicles and tanks for thousands of miles overseas but analysts estimated it at 300 million euros.Some analysts questioned the purchase of the ship they said was too expensive for Russia's strained budget and unnecessary for its navy. Iran is vigorously pursuing several missile and space programs at an almost feverish pace with impressive achievements. The Iranians have upgraded their ballistic missiles to become satellite launchers.To orbit a satellite is a very complicated project. There are missile stages, and a careful guidance and control system to insert the satellite into a stable, desired trajectory.They took the Shahab, extended it a bit, added more propellant, and now they have the Safir space launch vehicle. Moreover, the Iranians built a two-stage satellite launcher, instead of the usual three stage rockets for space-lift vehicles. This is incomparable to anything we know - an impressive engineering achievement.In spite of the Missile Technology Control Regime and in the face of sanctions, Iran has succeeded in acquiring the needed infrastructure and to raise a cadre of proficient scientists and engineers backed by academic and research institutes. Iranian missile technology is moving ahead of the level developed by the North Koreans.The solid-propellant Sejil missile signifies a breakthrough. This missile already poses a threat to a number of European Union countries. Based on its demonstrated achievements in solid propulsion and staging, Iran will face no significant hurdle in upscaling the Sejil into a compact, survivable intermediate-range ballistic missile. A range of 3,600 km. will be sufficient to put most of the EU under threat.Contrary to an initial report by U.S. and Russian scientists for the EastWest Institute, with the Sejil, Iran has demonstrated its proficiency in using solid-fuel rockets that have much shorter preparation times than do older liquid-fuel missiles. The West must already prepare for the period in the not-too-distant future when Iran deploys nuclear warheads on its missile forces, which can be dispersed in mountainous regions of Iran and will not be easy to find.

Iran Invests in Nuclear and Missile Technology

The cumulative weight of Iranian missile development achievements in the last two years puts Iran's programs into a context which might be wider than the Middle East. Up to now, the Iranian programs could fit only a local scenario. However, recent developments may show not necessarily the intention but at least the capability of the Iranians to extend their missile program to potential targets beyond the Middle East.The Iranians love to show their hardware in parades. They have two armed forces: the army and the Pasdaran, the Revolutionary Guard. The army holds its parade on April 22 every year, while the Pasdaran holds its parade in December. During the big parade the army held in 2008, they displayed guns and artillery, all of which had been purchased before 1979 during the time of the Shah. They showed a modern tank that they make in small numbers, but most were Soviet T55s, a tank from the 1950s. Obviously they are not investing much money in ground forces or in new armament.
During the air show, some 220 planes flew above Tehran, but, again, they were F5s made in America and bought during the Shah's time, Mirage F1s, and Iraqi aircraft which were flown to Iran during the Gulf War. There were F4 Phantoms, F14 Tomcats, and MIG 21s. The most modern fighter aircraft they flew was a MIG 29 from 1992.So we see that the money is not being invested in the ground forces or in the air force. Where is the money going? It goes into nuclear technologies and missiles. They can make all the excuses in the world that everything is for peaceful purposes, but the fact is that Iran's biggest budgets are going to nuclear technology and missile technology.

Iran's Engineers Become More Advanced than North Koreans

In 1988 the Iranians had only Scud B and Scud C missiles. Ten years later they had their first operational Shahab III. The Iranians bought the Shahab, which has a range of 1,300 km., from North Korea, including the production line. We now see the Iranians building underground silos for the Shahab, to make it more survivable.The Iranians are also now capable of taking an unguided rocket like the Zalzal - that Hizbullah also has - and turning it into a guided rocket with a range of 200 kilometers. This is an original Iranian project; we don't see it anywhere else.They have also upgraded their ballistic missiles to become satellite launchers. To orbit a satellite is a very complicated project. There are missile stages, and a careful guidance and control system to insert the satellite into a stable, desired trajectory. They took the Shahab, extended it a bit, added more propellant, and now they have the Safir space launch vehicle. They launched it twice and the second time it was successful; for a while they had a test satellite in orbit. They built a two-stage satellite launcher with a very elegant upper stage, incomparable to anything we know - an impressive engineering achievement.Up to now, North Korea has been the fountainhead of technology to Iran. In the 1990s and the early 2000s we saw the North Korean No-dong missile appearing in Iran, as well as the Shahab II and Shahab III, which in North Korea are called the Wassong V and Wassong VI. The Scud is a North Korean invention which was also exported to Iran. But looking at April's North Korean satellite launch attempt, they used a satellite launcher that looks nothing like what we see in Iran. It was completely different, much bigger and heavier, and with three stages.This means that the connection between Iranian and North Korean technology is not that tight anymore, and the pupils are now the teachers. The Iranians have reached a level of proficiency which has disconnected them from North Korea and in some cases they are more advanced than the North Koreans. The Iranians are now going to deploy a missile which is nothing like what the North Koreans have, so a connection may now be the other way around. Start watching Iran not as a market for North Korean merchandise but as an exporter of Iranian missile technologies.

Iranian Breakthrough: A Solid Fuel Missile

On May 19, 2009, the EastWest Institute issued a report entitled Iran's Nuclear and Missile Potential: A Joint Threat Assessment by U.S. and Russian Technical Experts, claiming that There is no reliable information at the present on the state of Iran's efforts to develop solid propellant rocket motors.The next day, on May 20, the Iranians successfully fired a solid fuel Sejil rocket. Solid propellant leaves a trail of particles behind, while liquid propellant has transparent flames that don't leave any trail, so video reports of the launch are quite revealing.What is also impressive here is the pace of development. In 2005 we heard for the first time about the coming of the Sejil. The first flight occurred thirty months after the end of development of the solid propellant motors. Iran's space program is even more impressive.They have the engineers to understand what they are doing. They have the system engineers to engineer fixes and they have the program managers to run the whole program. They have demonstrated the ability to manufacture a 14-ton solid propellant rocket motor, and they have the infrastructure they need. To build such a rocket you need big, expensive installations. They are not available for sale, they are controlled by the Missile Technology Control Regime, but Iran has managed to acquire them. All of this infrastructure is in Iran. Another point on the proficiency of their engineers: I received a list of Iranian technical publications from the American Institute of Aeronautics and Astronautics, all of them dealing with big solid propellant rocket motors.The Iranians conducted six major tests of multi-stage missiles in eighteen months by two different teams from two different test ranges with all the instrumentation and flight control guidance system telemetry. When there is a challenge, they overcome the challenge.

Europe Coming into Iranian Missile Range

The Iranian defense minister has spoken of two missiles: the Kadr I that goes 2,000 km. and the Sejil that goes more than 2,000 km. Why is 2,000 km. significant? Less than 2,000 km. does not threaten Europe. Beyond that you are starting to threaten Europe.Two weeks after the EastWest Institute report came out, Ted Postol of MIT, one of its authors, published an addendum to the report. Based on data he presented, our calculations show that the Sejil has an actual range of about 2,500 km. Such a range could reach Warsaw and, indeed, six European Union countries: Poland, Slovakia, Rumania, Hungary, Bulgaria, and Greece. The Tabriz launch area in Iran is as big as Azerbeijan, bigger than Israel and half of Jordan. It's about 50,000 sq. km., full of mountains, valleys, and canyons. You can hide thousands of ballistic missiles there with a very high probability of survival. So the capability to make a survivable missile that can threaten Europe now exists in Iran.Iran is vigorously pursuing several missile programs and a space program at a feverish rate. No one else, except the Chinese perhaps, is working at such a speed. In spite of all the sanctions, the Iranians have managed to acquire all the needed infrastructure to make advanced missiles and develop a technology cadre. They are building up technological universities. They have been in the business for twenty years.The solid propellant Sejil is the watershed breakthrough. The Iranians have the technology right now to produce an intermediate range ballistic missile that can threaten Europe. Whether they do it or not involves the question of intention, but they are capable of doing it. The EastWest Institute report estimates that it will take Iran about six years to fit a nuclear warhead on a missile. If this is true, then the time to start missile defense in Europe is now. The fact that the Iranians are building that capability is something that should be brought to public view.The distance from Iran to Israel remains the same no matter what missiles the Iranians develop. From an Israeli anti-missile defense perspective, the threat remains more or less the same, whether it's a Shahab III or a Sejil. But while the implications of Iran's continued missile development are not so great from an Israeli point of view, they may be quite significant for those who live beyond the Middle East.

Yemen War: Where US and Iran Jockey for Regional Primacy Tuesday, 25 August 2009 04:31News from Jerusalem Embattled northern Yemen town of Saada

The latest paroxysm of Yemen's five-year war with the rebel Houthis has left more than 2,000 dead in less than a month and up to 150,000 homeless. Yemeni government troops are battling around 15,000 Iranian-armed and trained Houthi rebels dug into the northern Sadaa mountains on the Saudi Arabian border. Saudi air force bombers are pounding the rebels and the Egyptian air force and navy are ferrying ammunition to the Yemen army with US encouragement and funding.This is the second war in less than a year in which US allies are pitted against Iran-backed forces. The first was Israel's three-week campaign against Hamas in the Gaza Strip, which ended last January.This strategically-located, poor Red Sea country, for years a critical stage for the war on Islamist extremists, has now become a key arena where the United States and Iran jockey for regional primacy. In that respect, the Yemen conflict compares in importance with the 2006 Lebanon War and the Gaza conflict. Its outcome will bear heavily on the relative strategic positions in the Persian Gulf and Red Sea regions of the US - as well as Saudi Arabia, Egypt and indirectly Israel too - vis-à-vis Iran.

DEBKAfile's military sources point to eight salient features of the ongoing Yemen conflict:

1. Two weeks ago, president Ali Abdullah Saleh's army launched the sixth round since the year 2000 of his war with the Houthis, deploying about 20,000 troops for a major offensive to dislodge the 15,000 Houthis from their mountain fastnesses (12-18,000 feet tall) in the northern province of Saada.

2. The Houthis are Zaydis who claim they adhere to the purest form of Shiite Islam. They are fighting to bring the true faith to Yemen by restoring the Zaydi imamate overthrown in 1962. Their name derives from the movement's founder, Badreddin al-Houthi, who was killed by the Yemeni army in 2004. The Houthi Shiites and Iranian Shia have nothing in common barring Tehran's exploitation of the Yemeni rebels as a proxy force (like the Lebanese Hizballah) for gaining Iran a military foot through the door to the Saudi Arabian border and the southern Arabian peninsula.

3. The sheer quantities of hardware the Iranians managed to transfer to the Houthis in two weeks amazed Washington, Sanaa, Riyadh and Cairo, even through Iran had previously displayed this capability by the speed with which it replenished and augmented Hizballah losses after the 2006 war against Israel. The Yemeni army is therefore hard put to quell the heavily-armed insurgents or even prevent the battles from spilling out of the Saada region into other parts of the country, including the capital.

4. Fearful that the conflict and Zaydi influence may seep across Yemen's northern border into the southern Saudi regions of Najran and Asir, Saudi Arabia has sent its air force to help the Yemeni army by pounding the Houthi strongholds in Saada's mountain villages.

5. The small 66,000 Yemeni army, lacking organized military stockpiles, soon began running out of ammunition and military equipment. The Egyptian army is running these necessary supplies to Yemen through a naval and aerial corridor.

6. The Obama administration has pitched in with financial assistance for the Saudi and Egyptian efforts to help Yemen. This was agreed at the meeting the US and Egyptian presidents held at the White House last Tuesday, Aug. 18. In this fashion, US president Barack Obama is making a stand against Iran alongside Hosni Mubarak and King Abdullah.

7. Just as the US and Israel were taken by surprise by the Iranian surrogate Hizballah's military capabilities in the 2006 Lebanon War, so too were the US and its allies astonished by the Houthi rebels' command of the battlefield. The Yemeni army's First Mechanized Infantry Division, fortified by every one of its six paratroop and commando brigades and Saudi air support, has proved unable in two weeks of combat to break into the rebels' mountain strongholds.

8. Without this breakthrough, the conflict threatens to spread and escalate into the biggest and most dangerous war to strike any part of Arabia in the last 18 years, ever since Saddam Hussein ordered the Iraqi army to invade Kuwait in 1991.Debka

BAGHDAD – Abdul-Aziz al-Hakim, the scion of a revered clerical family who channeled rising Shiite Muslim power after the fall of Saddam Hussein to become one of Iraq's most influential politicians, died Wednesday in Iran, the country that was long his key ally. He was 59.The calm, soft-spoken al-Hakim, who died of lung cancer, was a kingmaker in Iraq's politics, working behind the scenes as the head of the country's biggest Shiite political party.But for many in Iraq's Shiite majority, he was more than that — a symbol of their community's victory and seizure of power after decades of oppression under Saddam's Sunni-led regime. Al-Hakim's family led a Shiite rebel group against Saddam's rule from their exile in Iran, where he lived for 20 years, building close ties with Iranian leaders.After Saddam's 2003 fall, al-Hakim hewed close to the Americans even while maintaining his alliance with Tehran, judging that the U.S. military was key to the Shiite rise.Among Iraq's minority Sunnis, he was deeply distrusted, seen as a tool of Shiite Iran. Al-Hakim's outspoken support for Shiite self-rule in southern Iraq was seen by Sunnis and even some Shiites as an Iran-inspired plan to hand Tehran control of Iraq's Shiite heartland, home to most of its oil wealth.His death comes at a time of political upheaval among Iraq's majority Shiites. The alliance of Shiite parties that al-Hakim helped forge and that has dominated the government since the first post-Saddam elections in 2005 has broken apart ahead of January parliamentary elections, pitting a coalition led by al-Hakim's party against another led by Shiite Prime Minister Nouri al-Maliki.As al-Hakim largely withdrew from the public arena due to his illness, his son and political heir Ammar has taken the lead in his party, the Supreme Iraqi Islamic Council.

Ammar's relative lack of experience has raised some questions over whether he will be able to hold the organization together at a sensitive time in Iraqi politics, but party leaders have insisted they would remain united behind the al-Hakim family.Ammar announced his father's death in a statement read on his party's al-Forat television station. He said his father, who spent decades in jihad and struggle, has joined the ranks of the martyrs.The station showed scenes from the elder al-Hakim's life while playing somber music.Two top aides, Humam Hamoudi and Jalaluddin al-Saghir, told The Associated Press that al-Hakim had been rushed to a hospital in Tehran after his condition deteriorated and died Wednesday. Al-Hakim was diagnosed with lung cancer in May 2007 after tests at the prestigious University of Texas M.D. Anderson Cancer Center in Houston. He chose to receive his chemotherapy treatment in Iran.Deputy parliament speaker, Shiite Khalid al-Attiyah, described his death as a loss for Iraq.

He had a significant role in Iraq's national unity and was working hard to narrow the different opinions among all Iraqis,Fuad Hussein, spokesman for Kurdish Regional President Massoud Barzani told The AP.We hope that all the Iraqi people and their leaders will follow his example and directions and never abandon his ideology and path.Al-Hakim was born in 1950 in Najaf to one of Shiite Islam's most prestigious clerical families. His father was Grand Ayatollah Muhsin al-Hakim, among the most influential Shiite scholars of his generation.The younger al-Hakim studied theology in Najaf and married the daughter of Mohammed Hadi al-Sadr, member of another prominent Iraqi Shiite clan. After the 1970 death of his father, al-Hakim and his brothers became active in political opposition to Saddam's Baath Party.He was jailed several times until he and most of the family fled to neighboring Iran in 1980 following a crackdown by Saddam on the Shiite opposition. In Iran, his older brother, Ayatollah Mohammed Baqir al-Hakim, founded the Supreme Council for the Islamic Revolution in Iraq, the forerunner of the SIIC. Abdul-Aziz headed the group's military wing, the Badr Brigade, which fought alongside Iranian forces during the 1980-1988 Iran-Iraq War.The al-Hakim brothers returned to Iraq soon after the collapse of Saddam's government. On Aug. 29, 2003, a massive vehicle bomb exploded outside the Imam Ali Mosque in Najaf, killing Mohammed Baqir al-Hakim and more than 80 others. Abdul-Aziz stepped into the leadership of the Supreme Council. The younger al-Hakim lacked his brother's charisma, religious standing or political acumen. But he proved a fast learner and able leader, quickly building the party into Iraq's largest Shiite political organization. He served on the leadership councils formed by the Americans. Then, in the 2005 parliament election, he forged a grand alliance of Shiite parties — backed by Iran's foremost Shiite cleric Grand Ayatollah Ali al-Sistani, which swept up a majority.

The coalition allied with the Kurds to form a government, though it constantly struggled to keep Sunni allies.But signs of fraying among Shiites began to show in key Jan. 31 provincial elections, when members of the coalition competed against each other in the Shiite south. The Supreme Council suffered an embarrassing defeat in much of the south, while al-Maliki — head of the rival Dawa party — surged because of his popularity from security gains. The results were also seen as a voter backlash against religious parties as well as the Supreme Council's failure to improve public services in the south, where it had dominated since 2003.Two days before al-Hakim's death, his SIIC joined with followers of anti-U.S. cleric Muqtada al-Sadr to form a new political alliance to contest January parliamentary elections. The new Iraqi National Alliance excluded al-Maliki, making overt the new disunity among Shiites. Ukraine coast guard intercepts Russian migrant riding raft to EU

Kiev - A Ukrainian coast guard patrol intercepted and detained a Russian man trying to make his way into the European Union with the assistance of a home-made raft, according to a Tuesday Ukraine Border Troops statement. The suspect aged 45 set sail from Russia's Taman peninsula near the Kerch Strait, opposite Ukraine's Crimea peninsula in the Black Sea.The raft was constructed of discarded plastic water bottles, fabric, and binding materials, according to the report.The Russian's plan according to the coast guard account was to cross illegally into Ukraine via the Kerch Strait, and then travel overland to Ukraine's border with Romania.The Kerch Strait varies in width from 4.5 to 15 kilometres. Crew of a Ukraine coast guard cutter took the man into custody near Cape Zmeyny, roughly halfway into the raft journey.Ukrainian medical personnel found the man to be in good health, and Ukrainian officials turned him over to authorities in Russia, where he could face illegal border crossing charges.The man had a criminal record in Russia, and documents in his possession showed he had been in Romania recently, according to the Border Troops report.Ukraine shares borders with Romania, Hungary, Poland, and Slovakia, and is frequently crossed by illegal migrants attempting to reach the EU.The Ukraine route is particularly popular with potential illegal migrants living former Soviet republics, who in most cases may enter Ukraine from Russia without a visa.Ukrainian border personnel nonetheless routinely turn back persons with criminal records - a possible cause of the man's construction of a raft, according to the report.
