Czech senators in fresh move against Lisbon treaty

A group of centre-right Czech senators has attacked a national law linked with the EU's Lisbon Treaty and plans to ask the country's constitutional court to suspend ratification until the legislation is changed.The disputed Czech law prevents the national government from approving transfer of powers to the EU without a green light from parliament. It was required by some lawmakers as a condition before they voted on the Lisbon Treaty.But the critics from the senate, the Czech upper parliamentary chamber, claim such a transfer of powers to Brussels should always be approved by no less than a constitutional majority, which is 60 percent of the lower house deputies and senators, while the law on the special EU mandate only requires a simple majority voting.We will file the complaint next week, Jiri Oberfalzer, Civic Democrats senator (ODS) told the CTK agency on Wednesday (19 August), specifying that along with his like-minded colleagues, he would propose that the constitutional court define the minimal powers that make the country a sovereign state.He also requires that the court's own influence be boosted by entitling it to control whether individual steps taken by EU institutions are in line with the Czech constitution.

While the senators argue the ratification of the Lisbon treaty should be suspended until the proposed changes are adopted, they are also preparing a fresh complaint against the new treaty of the 27-strong bloc, set to be voted on in Ireland's referendum on 2 October.Apart from Ireland, and partially also Germany and Poland where ratification is also in the last stages,the Czech Republic is the only other EU member state still not to have approved the Lisbon Treaty.President Vaclav Klaus has made it clear he is in no rush to sign the document, both waiting for the initiatives by the ODS senators and for the result of the Irish poll.Last autumn, Czech constitutional judges ruled that the Lisbon Treaty does not go against the spirit and provisions of the national charter and even its opponents say they believe their latest manoeuvre has little chance of success.The Czech lower chamber approved the EU treaty this February and the Senate passed it in May.Prague is currently preparing for early parliamentary elections, due on 9 and 10 October.According to a poll conducted in August and released on Wednesday (19 August), the centre-left Social Democrats would win the election with 33 percent of votes, closely followed by the centre-right ODS with 31 percent.

Six European Union member states have agreed to accept detainees from the notorious US facility at Guantanamo Bay, Cuba, according to a report in the Washington Post on Thursday (20 August).The paper lists Britain, France, Ireland, Italy, Portugal and Spain as having accepted or publicly agreed to take in inmates, quoting unnamed officials in US president Barack Obama's administration. This website has previously reported that Belgium, but not Italy had made similar commitments.Beyond these six, four EU countries have told the White House in private that they will resettle people currently held at the prison. A further five EU members are still thinking about the matter.The Guantanamo camp was established by the then president George W. Bush in 2002 to house war on terror detainees. Since then, over 540 prisoners have been transferred from Guantanamo to at least 30 countries. Two hundred and twenty nine inmates still remain however, with president Obama having vowed to shut the facility by January 2010.Around 80 of the detainees have already been cleared for release, but US officials are having difficulty finding countries that will take them in, and meeting resistance from a Congress unwilling to allow them to be housed on US soil.

Of these, there are about 50 inmates from Algeria, China, Libya, the occupied Palestinian territories, Russia, Syria, Tajikistan, Tunisia and Uzbekistan who cannot go home for fear of ill-treatment there.The Washington Post also reports that Bermuda and Palau in the Pacific have agreed to take in prisoners and that the US has held positive talks on the matter with Australia and Georgia.According to the same officials, Washington has formally requested or has plans to begin negotiations on the housing of former Guantanamo prisoners with unspecified Balkan countries, states in the Persian Gulf, in South America and in the former Soviet Union.Eleven detainees have already been sent home or to Bermuda, which took in four Chinese Uighurs.Palau is to take in 13 other Uighur prisoners.

It would, however, pass west of Bermuda early on Saturday and east of Cape Cod in Massachusetts early on Sunday before slamming into eastern Canada later on Sunday.The North American energy market was watching Bill because it could threaten oil and natural gas platforms and refineries in eastern Canada.The U.S. National Hurricane Center said Bill, the first hurricane of the 2009 Atlantic season, had become a little less organized and its maximum sustained winds had decreased to near 115 miles per hour (185 km per hour).It remained a dangerous Category 3 hurricane on the 1-5 strength Saffir-Simpson scale.At 8 a.m. EST/1200 GMT, the hurricane's center was about 385 miles south of Bermuda.The core of the hurricane is expected to pass between Bermuda and the east coast of the United States on Saturday,the NHC said. Southern Ontario residents will today begin picking up the pieces after a devastating thunderstorm rolled across a large stretch of the province last night, producing several tornadoes that destroyed homes, tore up roofs, flipped vehicles and left at least one person dead.At one point, Environment Canada had issued a tornado warning extending 500 kilometres between Peterborough and Windsor. The storm, and the occurrence of multiple funnel clouds, is considered a rare occurrence in the region. Recorded winds topped 80 kilometres an hour, but are expected to have been much higher where the tornadoes touched down.Homes across the Toronto area were damaged, but the heart of the devastation was in Durham, Ont., a small town of 2,500 just south of Owen Sound and about two hours northwest of Toronto. Police in the town told residents last night that one person had died when a tornado went through a conservation area.In the town, a printing company and a recreation centre were destroyed. In the surrounding area, age-old barns were levelled and homes damaged.I don't know what we're going to do. You can't clean it up,said Marg Eckhardt, who lost most of her home, all of her barn, and a Toyota Tundra truck, which had a large tree on it last night. I'm upset, hungry, tired.

Why are children the first to get experimental swine flu vaccines?

A swine flu outbreak occurred in Mexico and the United States in April 2009 and spread rapidly around the world by human-to human transmission. The new type A H1N1 influenza virus is unlike any that had been previously isolated [1, 2], judging from the first data released in May.It is a messy combination of sequences from bird, human and swine flu virus lineages from North America and Eurasia. A senior virologist based in Canberra, Australia, told the press he thought that the virus could have been created in a laboratory and released by accident [3]. Some analysts even suggest, without corroborating evidence, that it was made intentionally as a bioweapon [4], while others blame the intensive livestock industry and extensive trafficking of love animals over long distances, which provide plenty of opportunity for generating exotic recombinants [5].But what worries the public most is the mass vaccination programmes governments are putting in place to combat the emerging pandemic, which could well be worse than the pandemic itself.

Watchdog opposes fast-track vaccine for school children-The US government is intending to vaccinate all children in September when school re-opens, and the country’s vaccine watchdog National Vaccine Information Center (NVIC) has called on the Obama Administration and all state Governors to provide evidence that the move is [6] necessary and safe, demanding strong mechanisms for vaccine safety screening, recording, monitoring, reporting and vaccine injury compensation.The US Departments of Health and Homeland Security had declared a national public health emergency in April soon after the swine flu outbreak. As a result, some schools were closed, people quarantined, and drug companies were given contracts worth $7billon to make vaccines that are being fast tracked by the Food and Drugs Administration [7]. That means they will only be tested for a few weeks on several hundred children and adult volunteers before being given to all school children this fall.Furthermore, under federal legislation passed by Congress since 2001, an Emergency Use Authorization allows drug companies, health officials and anyone administering experimental vaccines to Americans during a declared public health emergency to be protected from liability if people get injured. US Secretary of Health and Human Services Kathleen Sebelius has granted vaccine makers total legal immunity from any lawsuits that may result from any new swine flu vaccine. And some states may make the vaccination mandatory by law.The NVIC is asking whether the states are prepared to obey vaccine safety provisions in the 1986 National Childhood Vaccine Injury Act, which include: 1. Giving parents written information about vaccine benefits and risks before children are vaccinated; 2. Keeping a record of which vaccines the children get, including the manufacturer’s name and lot number; 3. Recording which vaccines were given in the child’s medical record; and 4. Recording serious health problems that develop after vaccination in the child’s medical record and immediately making a report to the federal Vaccine Adverse Event Reporting System.

NVIC also wants to know if the states are prepared to provide financial compensation to children injured by the swine flu vaccines, whether parents will be given complete, truthful information about swine flu vaccine risks, and have the right to say no to vaccination.Co-founder and president of NVIC Barbara Loe Fisher said [6]: Parents and legislators should be asking themselves right now: Why are children the first to get experimental swine flu vaccines? Are schools equipped to get signed informed consent from parents before vaccination, keep accurate vaccination records and screen out children biologically at high risk for suffering vaccine reactions? Will people giving these vaccines know how to monitor children afterwards and immediately record, report and treat serious health problems that develop? And will states have the financial resources to compensate children who are injured?

WHO and mass vaccination fever-The mass vaccination order has come from the World Health Organization (WHO) [8]. In early July 2009, a group of vaccination experts concluded that the pandemic is unstoppable, and Marie-Paul Kieny, WHO director on vaccine research said all nations will need access to vaccines, and that a vaccine should be available as early as September.Critics point out that the vaccination experts are dominated by the vaccine makers standing to gain from the enormously lucrative vaccine and antiviral contracts awarded by governments. But the decisive argument against mass vaccinations is that flu shots simply don’t work and are dangerous [9].

Flu shots ineffective and increase risks of asthma

There are widely acknowledged reasons why flu vaccines won’t work, as already pointed out with regard to the much touted vaccines against the pandemic bird flu that has yet to materialize [10] (How to Stop Bird Flu Instead, SiS 35). The flu virus changes quickly – even without the help of genetic engineering in the laboratory, and especially with the help of the intensive livestock industry – whereas the vaccines target specific strains. Furthermore, flu vaccination does not give permanent protection, and must be repeated annually; the vaccines are difficult to mass-produce, and some strains won’t grow at all under laboratory conditions.Numerous studies have documented that flu shots give little or no protection against infection and illness, and there is no reason to believe that swine flu vaccines will be different.A review of 51 separate studies involving more than 294 000 children found that in children aged from two years, nasal spray vaccines made from weakened influenza viruses and injected vaccines made from the killed virus prevented 82 and 59 percent of illnesses. The prevention of flu-like illness caused by other types of viruses was only 33 and 36 percent respectively. In children under the age of two, the efficacy of inactivated vaccine was similar to placebo. It was not possible to analyse the safety of vaccines from the studies due to the lack of information, and lack of standardization on the little information available [11]. A report published in 2008 found flu vaccines in young children made no difference in the number of flu-related doctor and hospital visits [12].On the other hand, a study of 800 children with asthma found that those receiving a flu vaccine had a significantly increased risk of asthma-related doctor and emergency room visits [13]; the odds ratios were 3.4and 1.9 respectively. This was confirmed in a report published in 2009, which showed children with asthma who received FluMist had a 3-fold increased risk of hospitalization [14]Flu vaccines are equally useless for adults, including the elderly, giving little or no protection against infection or illnesses including pneumonia (see [9]).

Toxic adjuvants in flu vaccines

Vaccines themselves can be dangerous, especially live, attenuated viral vaccines or the new recombinant nucleic acid vaccines [10], they have the potential to generate virulent viruses by recombination and the recombinant nucleic acids could cause autoimmune diseases.A further major source of toxicity in the case of the flu vaccines are the adjuvants, substances added in order to boost the immunogenicity of the vaccines. There is a large literature on the toxicities of adjuvants. Most flu vaccines contain dangerous levels of mercury in the form of thimerosal, a deadly preservative 50 times more toxic than mercury itself [9]. At high enough doses, it can cause long-term immune, sensory, neurological, motor, and behavioural dysfunctions. Also associated with mercury poisoning are autism, attention deficit disorder, multiple sclerosis, and speech and language deficiencies. The Institute of Medicine has warned that infants, children, and pregnant women should not be injected with thimerosal, yet the majority of flu shots contain 25 micrograms of it.Another common adjuvant is alum or aluminium hydroxide, which can cause vaccine allergy, anaphylaxis, and macrophage myofascitis, a chronic inflammation syndrome, In cats, alum also gives rise to fibrosarcomas at the site of injection [15]. Numerous new adjuvants are no better, and could be worse. According to a recent review in a science and business pharmaceutical publication [15], most newer adjuvants including MF59, ISCOMS, QS21, AS02, and AS04 have substantially higher local reactogenicity and systemic toxicity than alum.

Current status of swine flu vaccines

Five different companies have been contracted to produce vaccines worldwide: Baxter International, GlaxoSmithKline, Novartis and Sanofi-Aventis and AstroZeneca [16]. Already stretched beyond capacity, there is every intention to make smaller vaccine doses go further with a range of new adjuvants [17], with the blessing of the WHO (see later).Flu vaccines are traditionally produced from non-virulent (attenuated or weakened) influenza viruses (see Box for a description of the viruses). To be effective, the genes of the non- virulent virus used must match those of the viral strain spreading in the population. Activation of the immune system by exposure to the non pathogenic form of the circulating pathogenic strain leads to the production of antibodies that will confer protection against the pathogenic strain. Producing the non-virulent virus involves first identifying and then recreating the subtypes of two of the virus’s surface proteins, haemagglutinin (H) and neuraminidase (N), which determine the strain’s virulence and ability to spread, and are also the target proteins for vaccine production.

Influenza viruses

There are 3 types of influenza viruses, A, B and C. The influenza A type virus is the main one that cause diseases in birds and mammals. Its genome consists of 8 segments of RNA coding for 11 proteins, and the viruses are further classified by subtype on the basis of the two main surface glycoproteins (proteins with complex carbohydrate side chains): haemagglutinin (H) and neuraminidase (N) [18]. The segmented genome enables the virus to reassort (shuffle) segments as well as recombine within segments, thereby greatly increasing the rate of evolution and generation of new strains. Reassortment is also widely exploited in the laboratory in the process of creating vaccine strains. To-date, 16 H and 9 N subtypes have been detected in numerous combinations circulating in wild birds [19].Seed viruses are first made to provide the starting material for large scale production of live non-virulent flu viruses. The seed viruses are approved by the WHO or the United States Food and Drug Administration (USFDA). The usual method of seed virus production is reassortment (see Box). Fertilized chicken eggs are injected with both a standard non-pathogenic influenza strain known to grow well in eggs and the strain that carries the genes expressing the desired vaccine H and N protein subtypes. The two viruses multiply, and their eight genome segments reassort with 256 possible combinations. The resulting recombinant viruses are then screened for the desired virus with the six genome segments that allow the standard strain to grow so well in eggs and the H and N genes from the circulating strain. The seed virus is then injected into millions of eggs for mass production of vaccine. This conventional method of seed stock production takes about one to two months to complete [20].

Cell culture systems may eventually replace chicken eggs. Baxter International applied for a patent on a process using cell culture to produce quantities of infecting virus, which are harvested, inactivated with formaldehyde and ultraviolet light, and then detergent [21]. Baxter has produced H5N1 whole virus vaccines in a Vero cell line derived from the kidney of an African green monkey, and conducted phase 1 and 2 clinical trials with and without aluminium hydroxide as adjuvant [22, 23]. The main finding was that the toxic adjuvant did not increase neutralising antibodies against the vaccine strain. Baxter has agreed to ship H1N1 vaccine by the end of July or early August 2009 but details of the production of that vaccine have not yet been released to the public [16].In December, a Baxter facility in Austria sent a human flu vaccine contaminated with the deadly H5N1 live avian flu virus to 18 countries, including the Czech Republic, where testing showed it killed the ferrets inoculated [24]. Czech newspapers questioned whether Baxter was involved in a deliberate attempt to start a pandemic.Norvatis, another big pharma, announced on 13 June that it, too, has produced a swine flu vaccine using cell-based technology and the proprietary adjuvant MF59®. The MF59® adjuvant is oil based and contains Tween80, Span85, and squalene [25]. In studies of oil-based adjuvants in rats, the animals were rendered crippled and paralyzed. Squalene brought on severe arthritis symptoms in rats, and studies in humans given from 10 to 20 ppb (parts per billion) of squalene showed severe immune system impact and development of autoimmune disorders [26].Novartis was in the news in 2008 for a clinical trial of a H5N1 vaccine in Poland. The trial was administered by local nurses and doctors who gave the vaccine to 350 homeless people, leaving 21 died; and were prosecuted by the Polish police [27, 28]. Novartis claimed the deaths were unrelated to the H5N1 vaccine [29], which had been tested on 3500 other people without any deaths.GlaxoSmithKline’s vaccine will be made up of antigens of the recently isolated influenza strain, and also contains its own proprietary adjuvant system AS03 that has been approved in the EU along with its H5N1 bird flu vaccine in 2008. According to the European Public Assessment Report [30], AS03 adjuvant is composed of squalene (10.68 milligrams), DL-α-tocopherol (11.86 milligrams) and polysorbate 80 (4.85 milligrams). The H5N1 vaccine also contains 5 micrograms thiomersal, as well as Polysorbate 80, Octoxynol 10, and various inorganic salts. The company is aggressively promoting various adjuvant systems as its adjuvant advantage that reduces the dose of vaccines [31].

A recent WHO survey of primary vaccine producers concluded that the potential output of 4.9 Billion doses of H1N1 vaccine per year is a best-case scenario, assuming among other factors that the most dose-sparing formulation (that will include toxic adjuvants) be selected by each manufacturer and that production will take place at full capacity. WHO Director-General, Dr .Margaret Chan, and the United Nations Secretary-General, Mr Ban Ki-moon, met with senior officials of vaccine manufacturers on 19 May and asked them to reserve part of their production capacity for poor countries that would otherwise have no or little access to vaccine in the case of a pandemic [32].The last mass-vaccination in the US was a disaster. In 1976, cases of swine flu were found in soldiers at Fort Dix, New Jersey, and one of them died, most likely of physical overexertion rather than from the infection [7]. This led to the launch of a mass vaccination of 40 million against a pandemic that never materialized. Thousands filed claims for injury. At least 25 died and 500 developed paralyzing Guillain-Barre syndrome [33, 34].

Swine flu syndromes mostly mild

As of 22 July 2009, the CDC listed a total of 40 617 cases in the US, with 319 fatalities, giving a fatalites/case ratio of 0.8 percent [35]; though the real death rate – among all cases of infection including the mild ones that go unreported – is probably much lower. Experts estimate that only 1 out of 20 cases are reported [36].
The UK is the worst affected European country, and the pandemic is in the headlines everyday in July. A new telephone helpline was set up on 23 July to let people get advice and tamiflu without seeing a doctor. In that week, there has been a record rise in cases to 100 000 and a total of 30 deaths so far [37], giving a fatalities/case ratio of 0.03 percent, a more accurate reflection of the actual death rate.UK’s chief medical officer Sir Liam Donaldson has ordered the NHS to plan for as many as 65 000 deaths, with 350 a day at the peak [38]. There has been no plan as yet for mass vaccination; but the UK government has advance orders for 195 million doses of vaccine with GlaxoSmithKline (GSK).The vaccine that GSK is developing will be tested on a limited number of people as the UK drug company reportedly [39] weighs the pandemic danger against the risks of an unsafe shot.This was criticized as risky by Prof. Hugh Pennington, a retired microbiologist at the University of Aberdeen, Scotland.By limiting clinical trials, Glaxo raises the danger that the vaccine dose isn’t properly calibrated, and could lead to shots that don’t protect people from the virus or at worse are unsafe,Pennington said.Pennington added that the shot’s ability to trigger the body’s defences is crucial and requires tests to determine the best dose and whether an adjuvant is needed to bolster the immunity. (As we know, GSK is definitely promoting its new range of toxic adjuvants.) He also referred to the Fort Dix incident in 1976 (see earlier).France has ordered vaccines from Sanofi, GSK and Novartis, but sees no reason to ask vaccine makers to shorten or skip clinical trials [16]. Sanofi-Aventis, the French drug maker developing its own swine flu vaccine will begin testing the product in early August, and estimates it will need as much as two and a half months of tests before having a shot that’s both safe and protective, according to Albert Garcia, speaking for the company’s vaccine unit, the vaccine will be ready in November or December, he said.

Baxter, however, will produce a vaccine by early August for clinical tests.

Glaxo also said it is developing a face mask coated with antivirals to prevent infection and boosting production of its Relenza drug for patients already suffering from swine flu.There are obviously safer and more effective ways to combat the pandemic than mass vaccinations: washing hands often, sneezing into a tissue that can be safely disposed of, avoiding unnecessary gatherings, and delay opening schools – all advised by governments – and we would add, eating healthily, exercise, and getting enough vitamin D to boost your natural immunity [10].

News 12 at 6 o'clock, August 19, 2009 THOMSON, Ga.---For H1N1, the start of a school year is a concern, because of the potential for the virus to spread and that's just what it's doing in McDuffie County.Three cases are confirmed so far, but doctors believe more are on the way.Doctors News 12 talked with said the flu is spreading quickly. McDuffie County sent a letter home to parents earlier this week to try to stop it in it's tracks.Stacey Kent has two very active boys. She worries they might be at risk, but knows things are out of her hands when they're at school.That's what you depend on the teachers and adults at school for is to look after your kids,says mother Stacey Kent.After being in school now just about two weeks, McDuffie County has three students with H1N1. But doctors expect that number to grow.You have one kid go in and literally infect dozens and dozens of people,says Dr. Johnathan Gore, with the McDuffie County Regional Medical Center.Here's how Georgia compares to other states. The CDC says we're at a regional spread level. Only three other states rank higher at a widespread level, and one is South Carolina.Right now state, and county budget cuts are leaving all school nurses working harder than ever.And while school nurses are hoping prevention is the key, they're really trying to hit home about the importance of washing your hands.Kids are very tactile, and obviously they touch everything and little kids lick everything. It's gonna be very difficult but it's a reality we're just going to have to deal with,says Dr. Gore.Children don't think about things like adults do, they don't think it'll happen to them or they don't think they'll get it,says Kent.In hopes of keeping it under control, McDuffie County does plan on sending kids or adults home if they get sick.

Right now even though they're ringing this health alarm, the school bell won't be silent anytime soon.The school nursing shortage is also beginning to be a problem in some districts. Federal guidelines say the ratio is supposed to be 1 nurse for every 750 students.News 12 did some number crunching to find out where your child falls:

Experts say they are not sure what to expect in the schools, but the close quarters of classrooms — and kids’ sometimes sloppy habits — can be fertile ground for incubating viruses. State and local school officials have based much of their planning on the recommendations of state and local health officials. But for numerous major decisions, they all had been waiting for the latest guidelines on hygiene and school closures from the U.S. Centers for Disease Control and Prevention. Those guidelines only emerged on Friday. Some Georgia schools were already in session, and most of the rest start this week.Among the recommendations: Most schools should remain open if they have outbreaks of swine flu — a change from last spring, when 700 schools nationwide closed at the first sign of the virus. Also, the decision on school closures should be left to local school and health officials.The state health department distributed its own interim school guidelines Friday.Matt Cardoza, a spokesman for the state Department of Education, said the CDC’s timing has left the state running to do some planning.It’s always nice to get information earlier,he said.We’re relying on the guidance of CDC.CDC spokesman Tom Skinner said the agency understands how some think the guidelines are coming out at the last minute for Georgia, but he said crafting them has been an ongoing process of learning more about the virus and coordinating with health and education officials.

Experts are anticipating a nasty flu season with the customary seasonal flu, which kills about 35,000 Americans a year, circulating along with the swine flu, which has killed 353 people and hospitalized 5,500 in the U.S. since its emergence in the spring.Health officials are keeping a close eye on swine flu in the schools, since schools can become a major transmission point for a virus that spreads in the community.In addition, the flu, also called the novel H1N1 virus, has particularly targeted young people, as opposed to the seasonal flu that often strikes hardest at older people.Many schools already have influenza pandemic plans in place, stemming from concerns over an avian flu a few years ago.Many also have put in place plans to distribute sanitary instructions, keep parents informed of developments and identify and isolate sick children, school officials said.Georgia is getting ready, said Dr. Rhonda Medows, commissioner of the state Department of Community Health.Swine flu was expected to go away during the summer and surge in the fall. But it defied those expectations, hanging around throughout the summer. The prevalence of flu cases prompted some summer camps to close and others to delay opening.

Some parents worry that camp scenario will carry over to the schools.

It’s scary,said Denise Proctor, a Woodstock mother with two boys, ages 10 and 11, both of whom are especially susceptible to viruses and infections.Unfortunately, parents who work send their sick kids to school. And they are in a confined space coughing and sneezing.Causing further concern, school begins without a swine flu vaccine in place, as a vaccine is still being tested and won’t be available until mid-October.Georgia is among the first states to start school; most states start around Labor Day. Consequently, Georgia might play the role of guinea pig regarding the effects of the new influenza virus.We have not achieved the level of preparedness that is ideal, but we have done a lot,said Dr. Pat O’Neal, the state’s emergency preparedness chief.

Actions are under way, if in a patchwork fashion.

DeKalb school officials have placed 400 hand sanitizers on poles at main entrances of schools and classrooms to help cut down the spread of the virus. Gwinnett schools are passing out fliers to students and staff that outline healthy habits to prevent swine flu infections and recommend flu vaccinations.Fulton County schools will offer the swine flu vaccine to students and staff, said spokeswoman Susan Hale. School officials are working with the county health department on where and when the vaccine will be made available.Marietta schools are considering providing staff with the swine flu vaccination.Since the swine flu virus is new, experts are not sure how it will progress. Some are concerned it could mutate and become more severe. Right now, the symptoms echo the general effects of seasonal flu.In a joint Aug. 3 memo to Georgia’s school superintendents and district health officers, the state chiefs of health and education didn’t offer firm guidelines on when schools should be closed.

Instead, they said schools may close due to a significant number of staff and student absences. Also, some schools may close based on the recommendation of health officials to reduce the spread of the virus.We strongly recommend that you plan for both types of closure scenarios by working closely with your public health officials, the memo said.O’Neal, the state emergency preparedness chief, said, We will be discouraging school closures.The Georgia Department of Community Health would lead the effort for what would be the largest vaccination campaign in state history. The vaccinations would be voluntary and the state is expecting to offer them for 1.7 million public schoolchildren, 115,000 teachers, 1,200 public school nurses and 700 private schools.State health officials are recommending that schools be used as vaccination sites once a vaccine for the flu is made available in the fall.In addition to schools, vaccination sites could include doctor’s offices, clinics, child-care centers, pharmacies, fire stations and workplaces, said DCH spokeswoman Joye Burton. The state is expecting about $10 million in federal grants to help pay for the effort.The Department of Community Health will soon start a campaign to encourage people in high-risk groups — school-age children, pregnant women, health care workers — to get vaccinated, according to the Aug. 3 memo.

School districts should consider reporting any decline of 10 percent or more in daily attendance to local public health officials, the memo said.Should the virus start spreading, schools should also consider social distancing,which could include spacing student desks farther apart, canceling some school assemblies and generally limiting group gatherings, the memo said.The CDC school recommendations released Friday suggested that schools set up a sick room for people who show symptoms at the school, and that school nurses wear face masks and plastic gloves when dealing with people with symptoms.Georgia’s institutions of higher learning are taking varied approaches.
At the University of Georgia, health clinic staff have received training to spot the symptoms of swine flu.A student who walks in showing symptoms will be given a mask and sent to the urgent care clinic, said health center executive director Jean Chin.
Chin said the college is working with health officials to dispense swine flu vaccine.
Georgia Tech has installed hand sanitizer dispensers around campus buildings, and it plans public service announcements for the campus radio. Sick students will be asked to leave the campus and recover at home, if possible.
Swine flu advice

Health officials are preparing for a fall outbreak of novel H1N1 flu, also known as the swine flu. The Centers for Disease Control and Prevention, which offers swine flu information online at www.cdc.gov/h1n1flu , has issued guidelines to help protect you and your child against the flu: Frequently wash you hands and use hand sanitizers.
Wash common surfaces often. Use good cough etiquette. Cover your mouth and nose when sneezing. Cough into your sleeve or into a tissue. Avoid people who are sick. If you are ill and think you might have the flu, stay away from others. Keep a child home from school until 24 hours after he or she is free of fever, without the use of fever-reducing medication.If possible, only family members who are not sick should care for infants.Avoid touching your face. Germs can be spread when you touch something that is contaminated and then touch your eyes, nose or mouth. Practice good health habits. Eat healthy, get plenty of rest, drink lots of fluids and avoid stress. Source: CDC

U.S. health officials are warning about a possible resurgence of the Swine Flu virus in North America as the cold weather approaches, and schools prepare to reopen. Health experts say the illness poses a special risk to schools, which are set to re-open at the start of the flu season.For many young students, the start of a new school year often means a trip to the doctor for a physical and a new round of vaccinations. Schools require almost all students be up to date with their shots, such as for polio, diphtheria, and measles, before they can return to class.To help defray the costs, the Florida city of Hialeah offered free vaccines at a health clinic this week, which drew more than a dozen families early one morning. Six-year-old Vashti Ragin was getting shots for the first time in Miami, after her family moved to the area from Georgia. Her mother, Darlene, said Vashti was worried about the needle pricks, but it was needed to keep her healthy. After talking to her pediatrician when we decided to move here, she highly recommended she get at least three or four shots: the MMR [mumps, measles, rubella], polio, DPT [diphtheria, pertussis, tetanus], and I think they do hepatitis here,she said.One shot that is not available yet is the vaccine for the newly discovered H1N1 Swine Flu virus. Medical teams are working to produce a supply and hope to begin offering the vaccine by October.Still, Darlene Ragin says she will not get flu shots for her family, even though her daughter may be exposed to it at school.If she is sick definitely I won't send her to school. Some parents unfortunately they send their kids to school because they can't afford to let them stay home or they can't miss work,she said.

Nearby, Ivete Lopez also was waiting for free vaccines for her son, Camilo, who is entering the seventh grade. She said she does not know anyone who contracted swine flu, but she says getting a vaccine is a good safeguard.Lopez said of course her family is concerned about swine flu and that hopefully when the vaccine is released, her son will have a chance to be inoculated.The World Health Organization says nearly 180,000 cases of swine flu have been reported this year, and it has killed more than 1,400 people - most of them in the Americas. In the United States, the Centers for Disease Control say H1N1 could come back strong this year and trigger a severe flu season. It is recommending vaccines for several groups of people, including school children, and asking schools to take added precautions.At Miami-Dade public schools, health director Wilma Steiner says the focus is on urging students to keep their hands clean and helping officials to quickly identify students who are sick. What the CDC is asking us to do is to make sure that anybody that is ill is isolated, they are sent home and asked to stay home for 24 hours after whatever fever they have is gone, she said.After the discovery of H1N1 earlier this year, school officials shut down several schools for days after students or teachers were found with the illness. Steiner says now that will happen only in rare cases, since health experts have a broader understanding of the flu and how to stop it. While officials worry that public attention to swine flu is waning in the United States now, the fear is real in South America, which is in the middle of flu season during its winter months. Argentina, Chile and Brazil have been hit hardest, resulting in a total of more than 500 deaths.

The spread of the virus in South America resonates in Miami, which is considered a gateway to Latin America and is home to many immigrants. Health experts say Miami residents who took summer trips back home, where the virus is more active, may now be in a position to bring it back to their communities in the United States.Jarbas Barbosa is manager of health surveillance for the Pan-American Health Organization, which has been tracking H1N1 in Latin America. He says the United States played a key role in exporting the illness earlier this year, and it is ironic that the virus may come back to the country now.Barbosa says the lessons of proper hand washing and covering a cough should be applied in the United States as much as they are in Latin America.

CDC expects rise in flu cases this fall, winter around the U.S.AUG 10,09

My daughter Peyton attended a summer YMCA camp in the Georgia mountains about a month ago. On the fifth night of the camp, we were called to come pick her up because she had the flu.Once we arrived, my wife Paulette spoke with the nursing supervisor of the clinic, who worked full-time with the Centers for Disease Control in Atlanta. She informed us that during the prior week, the camp had sent home 155 of the 300 campers with the flu and this was most likely the H1N1 virus, or swine flu.Some of the kids during the early sessions had been tested with confirmed cases. My daughter was participating in the fifth session of the camp and we were told every week the number of cases had been increasing. Some campers stayed over from one week to the next, depending on what they had signed up for, and this is what allowed passage of the virus between camping sessions.She then told us that, unfortunately, this was just the beginning of what the CDC was going to see in the coming months and into the fall with the return of kids to elementary schools and college campuses across the country. This also would suggest a surge in hospital admissions for those with weakened immune systems, such as the elderly.I spoke with Dr. Eugenia Ngo-Seidel, director of the Nassau County Health Department, who said, We know there is going to be a surge of cases in the fall and winter. We are expecting it and we want people to expect it so that they don't become alarmed.

Interestingly, my son, who was in close contact with my daughter after she came home from camp, never showed any signs of illness.Currently federal officials are finalizing swine flu guidelines that would scale back when officials would recommend closing affected schools. Initially the recommendation was that schools shut down at the first sign of the H1N1 virus. They have since relaxed that advice, advising that closures occur only under extenuating circumstances,such as if a campus has many children with underlying medical conditions. The H1N1 virus does not appear to be more lethal than seasonal flu, but it may be more infectious and is expected to hit young, healthy people and schools especially hard.We were told there was no need to test Peyton for the H1N1 virus, because, even with a confirmation, there would be no difference in treatment. The CDC and the World Heath Organization have even reached the point where they have seen so many cases of this, they aren't even testing for it.

Peyton did get over her symptoms in about 10 days and is now back to normal, but I will admit it was a rough 10 days with fevers, chills and a very bad cough.Dr. Seidel did feel that Tamiflu, which has been shown to shorten the duration and severity of symptoms, should be considered for those with pulmonary disease, pregnancy or chronic conditions and recommended you ask your doctor. We were given the option of giving Peyton Tamiflu, which we did, but at an out-of-pocket cost of $125, this may be cost prohibitive for many.According to this month's British medical journal Lancet, an average of 36,000 Americans a year die of seasonal flu and more than 200,000 are hospitalized, but most of them are elderly or already ill. By contrast, most H1N1 cases involve people younger than 18 and children are more infectious than adults. Although there have been deaths associated with H1N1, the majority of cases have involved those with chronic illness.Dr. Seidel said the vast majority of cases have been mild. Protective measures include staying home when you are ill, washing your hands and covering your cough. Those affected have been urged to stay out of the public sector until they have been afebrile for 24 hours while off any anti-fever medications. Children who are affected should not be given aspirin for reducing fever because this may increase the risk for Reyes syndrome.An H1N1 vaccine is anticipated in October or November and may be released in waves, at first available only to individuals at particular risk, such as those with chronic disease, women who are pregnant and young children. The regular seasonal flu vaccine does not protect against H1N1 and the standard recommendations for infants, children and those with chronic conditions still apply.

Had America’s lawmakers demanded the time necessary to read the Stimulus Bill, they could have uncovered the slipped-in healthcare provisions and the appropriations for the Federal Coordinating Council for Comparative Effectiveness Research, known by the Sarah Palin catchphrase death panel.The Council is the handiwork of Tom Daschle, who had been Brother O’s first choice to head the Health and Human Services Department. Daschle’s Council, which is modeled after a board in the United Kingdom and discussed in his book, Critical: What We Can Do About the Health-Care Crisis,would make the tough decisions regarding medical treatments and monitor doctors to make sure they are following government dictates for appropriate and cost-effective treatments. Doctors who are not meaningful users of Obamacare would be penalized. What defines a meaningful user is left to the private interpretation of the Health and Human Services secretary.According to Daschle’s book, the Council’s goal is to reduce healthcare costs by slowing the advancement in medical technologies and the development of pharmaceuticals. Daschle lauds European systems for their willingness to accept hopeless diagnoses and forgo experimental treatments.Daschle’s Council would approve or reject treatments based on a formula that divides the cost of the treatment by the number of years the patient is expected to benefit.Treatments for younger patients would be approved more often than those for the elderly; consequently, Daschle advises the elderly to be more like the Europeans who passively accept their conditions and don’t treat them.

Daschle’s prescient comment that Brother O’s health-care reform will not be pain free also serves as a dire warning regarding the medical ethics of the members appointed to the Council. One prominent member of the Council is Dr. Ezekiel J. Emanuel, Special Advisor on Health Policy to the Director of the Office of Management and Budget, and brother of Raum Emanuel, White House Chief of Staff.To suggest that Dr. Emanuel’s views on withholding healthcare from the elderly and disabled are alarming is an understatement. In a 1996 journal article, Emanuel explores whether medical services should be guaranteed to all Americans and provides an example of an approach that favors active people and not guaranteeing health services to patients with dementia.In a January 2009 article, Emanuel looks at who should receive organs or vaccines and suggests that age could be considered as one of the factors. He writes, Unlike allocation by sex or race, allocation by age is not invidious discrimination. Every person lives through different life stages.The vague language used to outline the healthcare provisions in the Stimulus Bill gives the Council the power to implement Emanuel’s Complete Lives System principles to reduce healthcare costs by simply refusing to pay for the services. Palin’s death panel catchphrase is a dead-on accurate description of Daschle’s monstrous creation. She was also right to label any system as evil that bases its medical decisions on the perceived societal worth of the person.Without question, Brother O wants appointed bureaucrats to decide who does and does not get medical care. In legislation currently before Congress, he proposes an Independent Medicare Advisory Council (IMAC) that would have the power to deny care to the elderly and disabled based on the decisions of five bureaucrats appointed by the Executive Branch.At the end of June, ABC ran Brother O’s healthcare infomercial, and a member of the audience asked him whether end-of-life decisions would be made by the quality of the patient’s life or by some arbitrary medical cut-off. Brother O responded:

I don’t think that we can make judgments based on peoples’ spirit. That would be a pretty subjective decision to be making. I think we have to have rules…Based on the existence of the Federal Coordinating Council for Comparative Effectiveness Research and the proposed creation of the Independent Medicare Advisory Council, it is obvious Brother O intends to appoint ruling bureaucrats to guide subjective decisions.Palin entered the healthcare fracas once she realized what was about to happen to personal freedom in matters involving life and death decisions. She felt obligated by her oath to the Constitution and compelled by her humanity to sound the alarm so Americans would know what was happening. And he and his minions are now pushing as hard and as fast as they can.The current forceful pushes are firmly against the American people.

Beginnings of Takeover—Part 1
The US economic failure began with the 2008 15 September $550B electronic run on US banks. By the way, this $550B disappeared—never to be heard from again. The ObamaMedia—which include every alphabet network—reported virtually nothing on this. Even at the time, this manufactured bank run seemed patently obvious as a weapon to elect Obama to the highest post in the US, if not the world. As of today, there is still no reported information as to who affected the run. Note: We already know that if a Republican or conservative group had affected it, the press would be all over the story.

Intermediate Takeover—Part 2
Due to the run on the banks—ostensibly to cause the US bank failures which materialized on paper—a new perception began to arise within the country.This led largely to the first $700B stimulus(aka Troubled Assets Relief Program or TARP) package.Under the now Democrat-run Congress, the first fake stimulus bill was signed by President Bush in November 2008.Then, after the January 2009 crowning of Obama as leader-of-the-land, Obama & Co (with no input from the American people) issued his first major $789B (which grew to over $1Trillion) stimulus-for-me-but-not-for-thee decree to the US citizenry.He also effectively nationalized US banks and placed them under his control.This included the reality that the American taxpayer—who has still not benefited from said stimulus—would fund the first of many major Obama follies.And, via the edict of the dictator and his paid adherents—it was done.

As was to be expected from those who beg to be corrupted, our political leaders who were not content with the theft of US citizens’ money via their phony stimulus bills, began writing additional and growing greed and power legislation to further intimidate and take over the American people. Note: Although Cap and Trade was pushed as a bill to help the environment, it does nothing of the sort.Instead, it is one more way the ObamaAdmin will use to further bleed the people of their resources and cause them to be less mobile (aka the beginnings of the new US slavery of all but ObamaSupporters). Projections from some economists suggest the increase in electricity rates to the average US family could exceed $4,000/year. Shoving it down our throats against our will is forced.

End Plan for Forced Takeover—Part 4
ObamaCare—Obama and the Democrats patently non-health care bill—has been and is increasingly being protested by the American people.The House version HR 3200 contains language that demands end of life counseling by a committee assigned by the dictator and/or his staff—see page 425 of the House bill.This same bill also requires access to US citizens’ personal bank accounts and gives the government the right to take whatever funds it thinks citizens owe it (See page 59).It also calls for rationing of health care (page 29) and outlaws private insurance after ObamaCare is passed into law (Page 16)—no, you will NOT be able to keep your private health insurance.These are only a few of the items that are actually contained in the House ObamaCare bill. And the response We-the-People receive from our elected leaders? Some of these include you’re evil mongers!(Sen. Harry Reid D-NV), they’re carrying swastikas and symbols like that to a town meeting on healthcare (Nancy Pelosi D-CA) and although we continue to quote chapter and verse of HR 3200 Sen. Specter (D-PA) says it is simply not true. In other words, our leaders are asking the old cliché question are you gonna believe us or your lyin eyes? Hmm.Well, most of us believe what’s written in the bill.We don’t like it.Therefore, we have been opposing—often vocally as our political leaders are no longer listening to us—the heinous and patently anti-human government-run ObamaCare.And as his poll numbers also continue to plummet (rumor is that Obama has guaranteed his reelection if he pushes Stalinistic ObamaCare through), Sen. Majority leader Reid has threatened to change the Senate rules (reconciliation) to only require a majority of votes (51) instead of the required 60.Reid—like Pelosi before him—has now thrown down his gauntlet at the feet of the American people.And like Rep. Eric Massa (D-NY) said earlier this week I will vote adamantly against the interests and opinions of my district if I actually think what I’m doing will be helpful,Reid now appears to be saying My interests are the ones that are important—not those of the American people! Power tends to corrupt and absolute power tends to corrupt absolutely—Lord Acton.Again, shoving anything down our throats against our will is forced.

End Game—Almost?
Finally, in one of the most Stalinistic moves yet from the ruling Democrat Party, California Democrat Henry Waxman is demanding that all of the major health insurance companies give him and his newly formed potential-purge-of-all-competing-with-the-government-private-health-insurance-companies investigating committee every possible piece of information on everything the company has done, who it has hired, what they have paid their employees, where they vacation etc. etc. etc.Suffice it to say, as We-the-People want to keep our private health insurance the government now plans to shut them all down. Is this legal? Probably not.Does it even matter if it’s legal if no one fights it? No. Are these the people you want running the country and ruling you? Do you care if you are a slave or free?

The Democratic Congressional Committee exploited the controversy to raise money and Keith Olbermann called the former Alaska governor a clear and present danger to the safety and security of this nation.Republicans beat a hasty retreat. Sen. Johnny Isakson, a Republican from Georgia, called Palin’s comments nuts and Rep. Jack Kingston, also from Georgia, went on Bill Maher’s HBO show and said the comment about death panels is a scare tactic.Republicans may run away from Palin’s comment and Democrats may use it to raise money and portray opponents as rightwing nut cases, but there is something to the death panel comment. In fact, as Joseph Ashby pointed out on the American Thinker website on August 15, the idea predates Obama’s health care bill and is basically a done deal.H.R. 1 (more commonly known as the Recovery and Reinvestment Act, even more commonly known as the Stimulus Bill and aptly dubbed the Porkulus Bill) contains a whopping $1.1 billion to fund the Federal Coordinating Council for Comparative Effectiveness Research. Obama’s Regulatory Czar Cass Sunstein, writes Ashby, will figure prominently in the Obamacare scheme. “How does Sunstein approach end of life care? In 2003 he wrote a paper for the AEI-Brookings Joint Center for Regulatory Studies arguing that human life varies in value. Specifically he champions statistical methods that give preference to what the government rates as quality-adjusted life years.Meaning, the government decides whether a person’s life is worth living. If the government decides the life is not worth living, it is the individual’s duty to die to free up welfare payments for the young and productive.Alex Jones details Rockefeller support for eugenics in Endgame.It’s too bad the woman confronting Frank didn’t quote Obama himself, who suggested a woman with heart disease should take a painkiller instead of getting a pacemaker. Thanks to global warming, EU gets new border with Switzerland

EUOBSERVER / BRUSSELS - The European Union's border with the mountainous country in the middle of its territory, Switzerland, has shifted as a result of global warming and retreating glaciers.The Swiss Parliament on Wednesday (19 August) passed legislation moving its border with Italy up to 150 metres in some areas into its Latin neighbour's territory.By 2050, Alpine glaciers could disappear completely (Photo: EUobserver)The two countries had earlier formed a committee to draft a new border based on the ridge of a glacier near Zermatt. Previously, the border in the area had been marked at sites in the glaciers.However, as a result of melting of these glaciers - the Alps are home to some of the most dramatic rates of ice sheet retreat - the border, last set in 1942, had shifted considerably, according to the Swiss Federal Office of Topography.Demarcation of the border has been rendered no longer visible by the installation of terminals or other signs, which is usually the case where the border is open,reads a statement on the website of the Swiss Department of Foreign Affairs.In addition, these orographic formations in the high mountains may undergo significant changes, notably due to the melting of glaciers.

When the boundary coincides with the ridge of a glacier, it must follow the progressive changes of the natural ridge line. In case of complete melting of the glacier, the boundary should coincide with the height of land or crest of the emerging rock surface.Since 1850, the area covered by glaciers in western Europe has diminished by as much as 40 percent and the volume of glaciers by more than 50 percent. More alarming still is that the melting is accelerating.On average, glacial ice is disappearing at a rate of three percent a year, having a significant impact on access to drinking and irrigation water.Some scientists believe that Alpine glaciers could melt completely by 2050.

Economic downturn hits EU internet domain name

Four years after it was created, Europe's top-level internet domain - .eu - has attracted over 3 million registrations, with applicants from Germany the most numerous. But the project has not managed to entirely avoid the effects of the economic crisis.According to a quarterly summary published by EURid, the non-profit European group responsible for .eu registrations, the number of registrants grew by 48,000 or 1.6 percent to over 3 million during the first four months of this year compared to the previous quarter.But daily statistics released on Thursday (20 August) show that the current number of registrations has slipped back below the 3 million point.The combination of new registrations and deletions showed a net growth of around 500 names per day, the EURid report pointed out, adding that renewal rates stayed strong during the first quarter at an average of 78 percent, while new registrations per day grew somewhat more slowly than last year.The difficult economic times have affected many, including those of us in the domain community. Growth in registrations was somewhat slower over the first quarter of 2009 but .eu registrations did continue to grow,EURid's general manager, Marc Van Wesemael, commented.According to the fresh data, the highest number of private citizens and businesses using the domain was recorded in Germany, with almost a million individual users (918,518), followed by the Netherlands (414,687) and the UK (310832).

For some time now, .eu has maintained its position as the ninth-largest top-level domain in the world, preceded by the most popular domain name, .com (with 80 million registrations), followed by .cn, .de, .net, .org, .uk, .info and .nl.A domain name is a simple way for a computer or network to be identified on the internet, with .eu used as the country code top-level domain (ccTLD) for the 27-member European Union for organisations, businesses and private citizens.It was launched on 7 December 2005, first through a sunrise period and with the full registration kicking off in April 2006.The EURid consortium consists of the national TLD registry operators of Belgium, Sweden, Italy and the Czech Republic.

No cash? Elyria High students can pay with their finger

ELYRIA — For lunch Monday, Elyria High School served up pepperoni pizza to the students who came back for the first day of classes.But instead of students handing over cash, some placed their index fingers on small scanners and walked away with their lunches.I’m just really glad I don’t have to remember a number every day or have a card or something, said 14-year-old Korey Gallaher.All you have to do is put your finger down and go.With the start of the new school year well under way at the high school, a new lunch system is being piloted that will use student fingerprints instead of cards or personal identification numbers to access lunch accounts.As long as there is money in my account, I won’t have to worry about anything,said 14-year-old Stephanie Nieves. The added advantage of the biometrics system is no one knows who receives free or reduced lunch or who has to pay for their meals.There are still a few kinks to work out with the system as the small scanners located near all cash registers failed to recognize some fingerprints, prompting students to revert back to the old system of keying in personal identification codes.

Still, for those who used the new system, it was pretty cool.

The technology is already out there for us to use biometrics in a number of ways, said Principal Darren Conley. In the future, we are looking at adding it to the media center for signing materials out or in the classrooms for attendance.Conley and the entire student body and teaching staff have a lot of other things to look forward to in the future.This year marks the last year anyone will walk the current halls of Elyria High.The new building will have something everyone who walked in the door Monday craved — air conditioning.Some may see the amenity as a luxury, but don’t expect that from those walking the halls inside the hot, humid building with more than 2,200 other people, including staff.It is so crowded in here that sometimes it’s hard to go up the steps,Stephanie said.I can’t wait for the new school to open. The International Monetary Fund has been warning for years about the risk of global imbalances — namely huge U.S. current account deficits and surpluses in China. Today its chief economist offered a grim view of how the economy might suffer if the rebalancing act fails.Olivier Blanchard says unless the United States can refocus its economy more toward exports and China more toward imports, the U.S. recovery will probably be anemic because American consumers aren’t going to quickly revert back to their pre-crisis free-spending ways.And if the recovery is anemic, there will no doubt be intense political pressure for more stimulus, particular in 2010 when most members of Congress face re-election.Were that to happen, one can imagine various scenarios: political pressure may be resisted, the fiscal stimulus phased out, and the U.S. recovery would then be very slow. Or fiscal deficits might be maintained for too long, leading to issues of debt sustainability, worries about U.S. government bonds and the dollar, and causing large capital flows from the United States. Dollar depreciation may take place, but in a disorderly fashion, leading to another episode of instability and high uncertainty, which could itself derail the recovery,Blanchard wrote in an article released by the IMF.Blanchard builds a case for rebalancing being in everyone’s best interest, including China’s. Climate plan calls for forest expansion AUG 19,09

A farm in Acme Township north of Traverse City, Mich., sports a sign supporting an upcoming open space initiative to preserve land from development.By Traci Watson, USA TODAY - WASHINGTON — New forests would spread across the American landscape, replacing both pasture and farm fields, under a congressional plan to confront climate change, an Environmental Protection Agency analysis shows.About 18 million acres of new trees — roughly the size of West Virginia — would be planted by 2020, according to an EPA analysis of a climate bill passed by the House of Representatives in June.That's because the House bill gives financial incentives to farmers and ranchers to plant trees, which suck in large amounts of the key global-warming gas: carbon dioxide.The forestation effort would be even larger than one carried out by the Civilian Conservation Corps during the Great Depression, says the U.S. Forest Service's Ralph Alig. The CCC, which lasted from 1933 to 1942, planted 3 billion trees, says the Civilian Conservation Corps Legacy, an alumni group for workers and family members.The environmental benefits are clear. More trees would not only lower carbon dioxide levels, but they would improve water quality, because they need lower levels of pesticides and fertilizers, says agricultural economist Bruce McCarl of Texas A&M University, who contributed to the EPA analysis.The plan would, however, be hard on ranchers and farmers and potentially food prices, says American Farm Bureau chief economist Bob Young.In the Senate, which is likely to consider a similar bill this fall, there are some who worry the loss of farmland would lead to increases in food prices worse than those seen in mid-2007, when costs spiked 7% to 8% above 2006 levels.If those food prices seemed high, wait till you start moving agricultural acres into climate-change areas,warns Sen. Mike Johanns, R-Neb., Agriculture secretary for President George W. Bush.

McCarl says food costs would stay roughly the same.

The latest EPA analysis does not say where the farmland would be lost. However, an EPA study done in 2005 that analyzed climate-change policies similar to the House bill found that trees would overgrow farms primarily in three areas:Great Lake states: Michigan, Minnesota and Wisconsin.The Southeast: Virginia, North Carolina, South Carolina, Georgia and Florida.The Corn Belt: Illinois, Indiana, Iowa, Missouri and Ohio.Forests once grew there, says study author Brian Murray of Duke University, so trees would sprout quickly in those areas if farmers got financial incentives. The House climate bill would allow landowners who reduce carbon dioxide to sell carbon permits to polluters, such as power plants.Agriculture Secretary Tom Vilsack last week hailed the possibility that climate-change action could help forests.We have our own deforestation problem right here in the U.S. of A,he said. Just keeping forest as forest is a significant challenge.Roughly 1 million acres of forests every year were flattened to make way for homes and other development in the 1990s, Alig says. Without a climate bill, a net total 26 million acres of forest will be lost to development by 2050, he says.
