WASHINGTON – President Barack Obama's push for a national health care overhaul is providing a financial windfall in the election offseason to Democratic consulting firms that are closely connected to the president and two top advisers.Coalitions of interest groups running at least $24 million in pro-overhaul ads hired GMMB, which worked for Obama's 2008 campaign and whose partners include a top Obama campaign strategist. They also hired AKPD Message and Media, which was founded by David Axelrod, a top adviser to Obama's campaign and now to the White House. AKPD did work for Obama's campaign, and Axelrod's son Michael and Obama's campaign manager David Plouffe work there.The firms were hired by Americans for Stable Quality Care and its predecessor, Healthy Economy Now. Each was formed by a coalition of interests with big stakes in health care policy, including the drug maker lobby PhRMA, the American Medical Association, the Service Employees International Union and Families USA, which calls itself The Voice for Health Care Consumers.Their ads press for changes in health care policy. Healthy Economy Now made one of the same arguments that Obama does: that health care costs are delaying the country's economic recovery and that changes are needed if the economy is to rebound.There is no evidence that Axelrod directly profited from the group's ads. Axelrod took steps to separate himself from AKPD when he joined Obama's White House. AKPD owes him $2 million from his stock sale and will make preset payments over four years, starting with $350,000 on Dec. 31, according to Axelrod's personal financial disclosure report.A larger issue is a network of relationships and overlapping interests that resembles some seen in past administrations and could prove a problem as Obama tries to win the public over on health care and fulfill his promise to change the way Washington works, said Sheila Krumholz, executive director of the Center for Responsive Politics, a government watchdog group.Even if these are obvious bedfellows and kind of standard PR maneuvers, it still stands to undercut Obama's credibility,Krumholz said.The potential takeaway from the public is friends in cahoots to engineer a grass roots result.White House spokesman Ben LaBolt said that Axelrod has had no communications with Healthy Economy Now or with Americans for Stable Quality Care, and his payments aren't affected by the ad contracts. It is being run for the benefit of large financial concerns, such as Goldman Sachs.It was the banks, not the millions of Americans who have lost homes, jobs, health insurance, and pensions, that received $700 billion in TARP funds. The banks used this gift of capital to make more profits. In the middle of the worst economic downturn since the Great Depression, Goldman Sachs announced record second quarter profits and large six-figure bonuses for every employee.The Federal Reserve’s low interest rate policy is another gift to the banks. It lowers their cost of funds and increases their profits. With the repeal of the Glass-Steagall Act in 1999, banks became high-risk investment houses that trade financial instruments such as interest rate derivatives and mortgage backed securities. With abundant funds supplied virtually free by the Federal Reserve, banks are paying depositors virtually nothing on their savings.

Despite the Federal Reserve’s low interest rate policy, beginning October 1 banks are raising the annual percentage rate (APR) on credit card purchases and cash advances and on balances that have a penalty rate because of late payment. Banks are also raising the late fee. In the midst of the worst economy since the 1930s, heavily indebted Americans, who are losing their jobs and their homes, are to be bled into bankruptcy by the very banks that are being subsidized with TARP funds and low interest rates.Moreover, it is the American public that is on the hook for the TARP money and the low interest rates. As the US government’s budget is 50% or more in the red, the TARP money has to be borrowed from abroad or monetized by the Fed. This means more pressure on the US dollar’s exchange value and a rise in import prices and also domestic inflation.Americans will thus pay for the TARP and low interest rate subsidies to their financial rulers with erosion in the purchasing power of the dollar. Consider America’s wars. As of the moment of writing, the out-of-pocket cost of America’s wars in Iraq and Afghanistan is $900,000,000,000. When you add in the already incurred future costs of veterans benefits, interest on the debt, the forgone use of the resources for productive purposes, and such other costs as computed by Nobel economist Joseph Stiglitz and Harvard University budget expert Linda Bilmes, our government has wasted $3,000,000,000,000–three thousand billion dollars–on two wars that have no benefit whatsoever for any American whose income does not derive from the military/security complex, about which five-star general President Eisenhower warned us.It is now a proven fact that the US invasion of Iraq was based on lies and deception of the American public. The only beneficiaries were the armaments industries, Blackwater, Halliburton, military officers who enjoy higher rates of promotion during war, and Muslim extremists whose case the US government proved by its unprovoked aggression against Muslims. No one else benefitted. Iraq was a threat to no one, and finding Saddam Hussein and executing him after a kangaroo trial had no effect whatsoever on ending the war or preventing the start of others.
The cost of America’s wars is a huge burden on a bankrupt country, but the cost incurred by veterans might be even higher. Homelessness is a prevalent condition of veterans, as is post-traumatic stress. American soldiers, who naively fought for the munitions industry’s wars, for high compensation for the munitions CEOs, and for dividends and capital gains for the munitions shareholders, paid not only with lives and lost limbs, but also with broken marriages, ruined careers, psychiatric disorders, and prison sentences for failing to make child support payments.What did Americans gain from an unaffordable war in Iraq that lasted far longer than World War II and that put into power Shi’ites allied with Iran? The answer is obvious: nothing whatsoever.What did the armaments industry gain? Billions of dollars in profits.What about President Obama? Obama is the presidential candidate who promised to end the war in Iraq. He hasn’t. But he has escalated the war in Afghanistan, started a new war in Pakistan, intends to repeat the Yugoslav scenario in the Caucasus, and appears determined to start a war in South America. In response to the acceptance by US puppet president of Columbia, Alvaro Uribe, of seven US military bases in Columbia, Venezuela warned South American countries that the winds or war are beginning to blow.Here we have the US government, totally dependent on the generosity of foreigners to finance its red ink, which extends in large quantities as far as the eye can see, completely under the thumb of the military/security complex, which will destroy us all in order to meet Wall Street share price expectations.Why does any American care who rules Afghanistan? No, of course not. The whores took their orders from the same military/security oligarchy that instructed Obama.The great American superpower and its 300 million people are being driven straight into the ground by the narrow interest of the big banks and the munitions industry. People, and not only Americans, are losing their sons, husbands, brothers, and fathers for no other reason than the profits of US armaments corporations, and the gullible American people seem proud of it. Those ribbon decals on their cars, SUVs and monster trucks proclaim their naive loyalty to the armaments industries and to the whores in Washington who promote wars.

Will Americans, smashed and destroyed by their government’s policy, which always puts Americans last, ever understand who their real enemies are? Will Americans realize that they are not ruled by elected representatives but by an oligarchy that owns the Washington whorehouse? Will Americans ever understand that they are impotent serfs?

John D. Rockefeller regards John Holdren as a Saint

In a recent hearing of the Senate Commerce Committee, Chairman John D. Rockefeller IV refers to John Holdren as walking on water - inferring on the current science czar a saint-like status and reaffirming Rockefeller’s admiration of anyone pushing the depopulation agenda his family has propagated for the better part of the 20th century. In the current century, it seems, the family is no less committed to its age-old objectives.Jay Rockefeller: Dr. Holdren, I don’t want to embarrass you, but I sometimes refer to you as walking on water.At the hearing, focusing primarily on the possible creation of a National Climate Service, Rockefeller took off his hat for Holdren, saying: The President, I think, has surrounded himself with some of the most brilliant choices.After this disturbing introduction, Rockefeller addressed the science czar directly, stating:Dr. Holdren, I don’t want to embarrass you, but I sometimes refer to you as walking on water.This disgusting statement just about says it all. It reflects the Rockefeller’s long-time devotion to depopulation and eugenics perfectly well. It also illustrates the prime goal of the Obama administration and its crony’s.Like for example, Frank Alix, CEO of a New Hampshire company specialising in removing carbon from coal-burning emissions, receiving the big contracts in this day of shrouded eugenics and run amok environmentalism. Alix testified before Rockefeller earlier this year, apparently after Holdren suggested having him testify before the Commerce Committee. Alluding to such a backroom deal, Rockefeller stated:

That may be the end of your career. But, you know, we brought that 5 percent carbon guy from New Hampshire and had him sit right where you are and he told us all about it because you told me about it. A really superb technical scientific team. And everything else: The questions we ask and how do Americans understand all of this and react to it is incredibly important. But what we need to know that is already in place and working is the top part of the team—spreading out and coordinating superb thinking, superb arguments and, you know, a superb policy.That John D. Rockefeller felt prone to complement eugenicist John Holdren openly is a telling sign that the elite’s members no longer feel inclined to hide themselves behind stalwart stoicism. Greenpeace Leader Admits Organization Put Out Fake Global Warming Data

Greenpeace leader Gerd Leipold has been forced to admit that his organization issued misleading and exaggerated information when it claimed that Arctic ice would disappear completely by 2030, in a crushing blow for the man-made global warming movement.In an interview with the BBC’s Stephen Sackur on the Hardtalk program, Leipold initially attempted to evade the question but was ultimately forced to admit that Greenpeace had made a mistake when it said Arctic ice would disappear completely in 20 years.The claim stems from a July 15 Greenpeace press release entitled Urgent Action Needed As Arctic Ice Melts, in which it is stated that global warming will lead to an ice-free Arctic by 2030.Sackur accused Leipold and Greenpeace of releasing misleading information based on exaggeration and alarmism, pointing out that it was preposterous to claim that the Greenland ice sheet, a mass of 1.6 million square kilometers with a thickness of 3 km in the middle that has survived much warmer periods in history, would completely melt when it had stood firm for hundreds of thousands of years.There is no way that ice sheet is going to disappear,said Sackur.I don’t think it will be melting by 2030.That may have been a mistake,Leipold was eventually forced to admit.However, Leipold made no apologies for Greenpeace’s tactic of emotionalizing issues as a means of trying to get the public to accept its stance on global warming.

He also argued that economic growth in the United States and around the world should be suppressed and that overpopulation and high standards of living should be combated because of the perceived damage they were doing to the environment, eugenicist rhetoric which will be familiar to our readers and anyone who has watched Alex Jones’ Endgame documentary.As the Watts Up With That blog highlights, Leipold’s admission that Greenpeace issued misleading information is a major embarrassment to the organization, which often has been accused of alarmism but has always insisted that it applies full scientific rigor in its global-warming pronouncements.Similar claims that the north pole will be ice free crop up almost every summer yet are routinely disproved.Indeed, it was discovered that during August 2007 to August 2008, Arctic ice had in fact grown by around 30 per cent, an area equivalent to the size of Germany.A new peer reviewed study has also discovered, Total annual precipitation in Greenland ice sheet for 1958-2007 to be up to 24% and surface mass balance up to 63% higher than previously thought.As we reported last year, climate scientists allied with the UN IPCC were also caught citing fake data to make the case that global warming is accelerating, in another shocking example of mass public deception.In November 2008, NASA’s Goddard Institute for Space Studies (GISS), run by Al Gore’s chief scientific ally, Dr James Hansen, announced that the previous month had been the hottest October on record. It later emerged that the data produced by NASA to make the claim, and in particular temperature records covering large areas of Russia, was merely carried over from the previous month. Tornado, storms cause heavy damage in Midwest By NOMAAN MERCHANT, Associated Press Writer – AUG 19,09

MINNEAPOLIS – Powerful winds slammed parts of four Midwestern states on Wednesday, leaving behind shattered windows, toppled power lines and a handful of injuries. At least a half dozen suspected tornadoes were reported.The National Weather Service received reports of a possible tornado near downtown Minneapolis, where winds tore off part of a 90-year-old metal church steeple. Wisconsin, Iowa and Illinois were also hit, though the only confirmed tornado as of Wednesday night was in Hastings, about 30 miles southeast of Minneapolis, where a 100-yard-long swath of trees was flattened.Jack Freitag said he was standing in the lobby of the Central Lutheran Church in Minneapolis when he saw a wall cloud from the south coming across the parking lot.Then a very loud roar came through as he saw signs being blown around in the wind.The wind tore off part of the church's 90-year-old metal steeple around 2 p.m. while about 120 people were inside, said church spokesman Joe Bjordal.I was worried about the people then,said Freitag, who told everyone to seek shelter in the church's basement. No one was injured.Outside the church, strong winds ripped apart large outdoor tents and scattered chairs and folding tables across the parking lot that were set up for the national Evangelical Lutheran Church in America convention. The church was scheduled to serve breakfast to guests attending the event at the Minneapolis Convention Center next door.I think we're out of business for entertaining convention visitors, Bjordal said.At the Electric Fetus, a landmark independent music store near downtown, strong winds shattered one of the store's windows and caused the roof to cave in.It was just the loudest crashing noise, said Stephanie Covart, the store's co-owner.We didn't know what was happening.A glass panel on a nearby bus shelter was shattered, leaving scattered pieces of glass on the sidewalk.Meteorologist Dan Luna said it was the sort of storm that meteorologists dread — it didn't look dangerous until it was.

We worry about the really benign thunderstorm that develops a tornado in the metropolitan area,Luna said. These sort-lived ones form very quickly and dissipate very fast. They are very hard to predict.Luna said crews would evaluate the damage in downtown Minneapolis to see if there was more.Mayor R.T. Rybak toured the area later Wednesday to assess damage and saw a hole in the Convention Center's roof that caused water to leak in. Although there were many reports of downed trees and property damage, there were no reports of injuries, city officials said in a statement.It obviously had a significant physical impact but at this point it looks as if we're very fortunate there were relatively few injuries,Rybak said.First responders were going house-to-house in the area looking for victims.About 40 miles north in the town of North Branch, police said the middle school suffered severe water and structural damage from a reported tornado. A large section of the school's roof was damaged and the white bleachers on its athletic field were ripped apart and scattered.A possible tornado also was spotted about 60 miles east of Minneapolis in Emerald, Wis. In northeast Iowa, a barn roof was blown off near Stanley but only minor damage was reported, local officials said. The National Weather Service reported tornadoes may have touched down near Manchester in west-central Illinois and at Loami southwest of Springfield. Trees and power lines were down.Six people were being treated at Springfield hospitals for storm-related injuries. MIAMI (Reuters) – Powerful Hurricane Bill, a dangerous Category 4 storm with 135 mph winds, raged across the open Atlantic on Wednesday, days from land but on a path that could menace Canada's eastern provinces next week.Sweeping past the Caribbean islands and posing no threat to U.S. oil and gas installations in the Gulf of Mexico, the first hurricane of the 2009 Atlantic season was expected to charge between the U.S. East Coast and Bermuda, well offshore.Residents of Bermuda, a mid-Atlantic British territory and reinsurance capital, were warned to prepare for the storm. The latest forecast track issued by the U.S. National Hurricane Center would take Bill more than 100 miles to the west.But Bill's massive size -- tropical storm force winds of 39 to 73 mph extend up to 230 miles from its center -- meant Bermuda would get a good dose of heavy weather, forecasters said.All (computer) models keep the storm between the United States and Bermuda. Exactly how close it comes to either of those is up for debate,said National Hurricane Center forecaster Eric Blake.The average error (in the forecast track) is 200 miles at about 3 days.Bermuda is expected to see large swells and areas of heavy rain and high winds. Hopefully the core of the hurricane will stay offshore,he said.The Bermuda Sun newspaper reported that U.S. Secretary of State Hillary Clinton and her husband, former President Bill Clinton, planned to fly to Bermuda on Wednesday for a private vacation of three to four days at a beach resort. The State Department declined to officially confirm where Clinton was.

Forecasters said Bill might get stronger. Its top winds were expected to peak at about 145 mph on Thursday.Hurricanes of Category 3 or higher on the five-step Saffir-Simpson intensity scale are considered major storms and are the most destructive type.
The well-defined eye of Bill was located about 970 miles south-southeast of Bermuda at 5 p.m. EDT (2100 GMT) on Wednesday and the system was moving toward the northwest at 20 mph, the hurricane center said.Its curving forecast track would take it to a position hundreds of miles (km) east of Miami by early Friday, and well off New York by Sunday.How close it gets to the New England coast, there's still the usual uncertainty in that long time period,former NHC director Max Mayfield said. But the core of the hurricane, most of the models indicate it's going to remain off the coast.
Forecasters said dangerous swells and life-threatening rip currents could affect the northern Caribbean islands, the Bahamas, Bermuda and the U.S. East Coast in the next few days.The latest forecast track from the hurricane center would take Bill slightly closer to the U.S. East. It shows the storm just south of Nova Scotia by Sunday afternoon as a Category 2 hurricane and moving directly over Newfoundland after that. But five days in advance, the forecast has an average error of several hundred miles.

Conventional wisdom says that Israel promised (the US) to destroy all unauthorized outposts, and, therefore, must fulfill its obligations.If the government is looking for an excuse, this is a poor one.The promise is based on a letter in April, 2004 from Dov Weissglass, Chief of the Prime Minister's Bureau to National Security Advisor Condoleezza Rice. Although submitted on behalf of Prime Minister Ariel Sharon,the letter was not signed by Sharon, nor was it affirmed by the cabinet. It was, simply, diplomatic correspondence.Moreover, the letter contains conditions.The Israeli government believes that further steps by it, even if consistent with the Roadmap, cannot be taken absent the emergence of a Palestinian partner committed to peace, democratic reform, and the fight against terror.Using this letter to justify destruction of Jewish unauthorized outposts raises serious questions:Does Weissglass' letter obligate Israel to carry out its provisions now while ignoring its conditions? Does this letter obligate future governments? Was the letter approved by the full cabinet (since it mentions only the PM)? Why didn't Prime Minister Sharon sign it? Other than Weissglass' letter is there any other binding agreement to destroy Jewish unauthorized outposts? Asked to respond, senior officials in the Prime Minister's Office avoided direct specific answers.This government is committed to the rule of law, and abiding by the law is paramount to maintaining a civil society.They refused to elaborate.This begs the questions and shifts the argument to Israeli law and, vaguely, rule of law.What, in fact, is Israeli law? If Arabs are entitled to acquire property rights by settlement, why can't Jews? Why do Israeli authorities refuse to give permission to develop new neighborhoods, hilltops and outposts? If the application of law discriminates against Jews, what's the meaning of rule of law?

What about the real issues?
The Supreme Court has demanded that unauthorized outposts built by Jews be destroyed immediately, but has given over 100,000 illegal Arab homes a pass. And what about the vast unrecognized illegal Bedouin villages throughout the Galilee and Negev? Rule of law means impartiality above all; it also must make reasonable common sense. Jewish homes in unauthorized outposts built on unoccupied, unclaimed land are examples of Zionist enterprise and idealism.They offer inexpensive places to live. Most received tacit approval from government ministries, including the prime and defense ministers, which provided infrastructure and utilities. They tried to fulfill the necessary requirements. They are citizens and members of Israeli society. How does destroying them demonstrate the rule of law instead of offering legal recognition? If providing legal status to Jewish homes in unauthorized outposts provides more taxes and fees and serves the interests of the State, why not allow it? How is denying the right of Jews to build assert the rule of law? If the Israeli government is afraid of American opposition, then what does that say about rule of law? And, if the rule of law is important, why should it be sacrificed on the altar of American opposition? Focusing on outposts and Jewish building in new neighborhoods of Jerusalem diverts attention from the real issues: the threat of a nuclear Iran, Pakistan and Afghanistan's disintegration, the rise of Hamas and Hezbollah – to name only a few. Federal officials on Wednesday urged business leaders to start taking steps now to reduce the economic and public health toll of a potentially tough flu season.To help busy employers in the effort, the federal government also released guidelines companies can adopt to maintain continuity of operations while also playing a critical role in reducing the spread of a recently-emerged flu strain, now called novel H1N1.It has the potential to affect virtually every aspect of our lives, from our economy and national security to our education system, said Gary Locke, secretary of the Department of Commerce.As such, it will take Americans from every walk of life, all of us, pulling together and doing our part to mount an effective response.

Locke was joined at a news conference by top officials from the Department of Homeland Security, the Department of Health and Human Services, the Centers for Disease Control and Prevention and the Department of Labor. They urged businesses of all sizes to review human resources policies to ensure they provide the flexibility to maintain critical business functions with a depleted work force. The federal officials also underscored the need to maintain a nonpunitive stance toward employees remaining home while sick, or while caring for a flu-stricken family member.In America, we love to praise the Puritan work ethic, and with reason,Locke said.But this fall it would serve the country better to praise common sense and responsibility. Businesses need to drive home the point that if an employee stays home sick, it's not only the best thing for that employee's health, but also for the health of his or her co-workers and the productivity of the company.Locke, along with Homeland Security Secretary Janet Napolitano, said companies should consider waiving policies that require sick employees to provide a doctor's note verifying an illness. The medical community, Napolitano explained, will be inundated tending to those who are sick.Health and Human Services Secretary Kathleen Sebelius said employers should encourage workers to get the seasonal flu vaccine, which will be widely available in September, or provide vaccinations at the workplace. And when the initial batches of H1N1 vaccine become available, likely in October, key populations should be nudged to get the vaccine, she said. Those include people with underlying health conditions, pregnant women or those caring for babies younger than 6 months, as well as those aged 6 months to 24 years old, because the virus has disproportionately infected those younger than 24.Locke also said businesses should remain apprised of community flu infection rates through local public health departments, as outbreaks vary by region. Should a spike in cases appear, companies can ramp up efforts to stop further spread among employees.

Currently, the H1N1 outbreak is no more severe than it was in the spring, according to the guidelines. Since April 15, the CDC reports there have been 43,771 confirmed and probable cases of novel H1N1 infections in the United States, with 5,011 hospitalization and 302 deaths. Using those figures, 11 percent of those sickened required hospitalization, and less than one percent died from the infection. But the CDC stated that many milder cases were unreported, so the actual percentages of those hospitalized or killed after infection by the virus are far lower.Even if the severity of the virus doesn't worsen, flu infection rates are expected to increase in the coming months, the CDC warned, as seasonal flu viruses make their annual return and the school year also begins.The federal officials, however, advised far more stringent responses should the H1N1 virus become more severe this flu season.Those included daily screenings for symptoms of flu among employees, with those showing signs immediately sent home. The number of face-to-face meetings could be reduced, as well as other social distancing strategies. Those include spacing employees farther apart, canceling nonessential travel, increased teleworking, and using staggered shifts so fewer employees are in the workplace at the same time.

CHANGQING, China – Farmer Wang Zhifan jabs a stubby finger toward the sprawling smelter blamed for poisoning hundreds of local children with lead. He bares his yellowed teeth and spits hard.That thing is like a nuclear bomb for us,the 61-year-old says in a voice that seems to carry down the steep slope and into the corn fields that run to the smelter's fence. There's just no saving us.Local anger boiled over this week with a violent protest at the plant in central Shaanxi province, and tensions remain high in a dispute that demonstrates how environmental degradation caused during the charge for economic growth in China is spawning social unrest.For decades, many Chinese firms have dumped poisons into rivers and the ground rather than disposing of them safely, counting on the acquiescence of local governments unwilling to damage their economic lifelines.The resulting problems — from crop losses to cancer — have sometimes prompted violence, but they've also brought a rise in public awareness of environmental safety and health. Since the unrest, the government has promised to close down the Dongling Lead and Zinc Smelting Co. plant in Changqing town until it can be made safe.That offers at least a temporary victory for the villagers, whose outrage came to a head after some 615 of 731 children in two villages near the plant tested positive earlier this month for lead poisoning. But last Thursday, the local government announced that it was shutting down the factory because it was operating illegally and had discharged lead excessively. As in Changqing, local officials offered free lead testing for all children under the age of 14 within three miles (five kilometers) of the factory.

WASHINGTON – No fish can escape mercury pollution. That's the take-home message from a federal study of mercury contamination released Wednesday that tested fish from nearly 300 streams across the country.The toxic substance was found in every fish sampled, a finding that underscores how widespread mercury pollution has become.But while all fish had traces of contamination, only about a quarter had mercury levels exceeding what the Environmental Protection Agency says is safe for people eating average amounts of fish.The study by the U.S. Geological Survey is the most comprehensive look to date at mercury in the nation's streams. From 1998 to 2005, scientists collected and tested more than a thousand fish, including bass, trout and catfish, from 291 streams nationwide.This science sends a clear message that our country must continue to confront pollution, restore our nation's waterways, and protect the public from potential health dangers, Interior Secretary Ken Salazar said in a statement.Mercury consumed by eating fish can damage the nervous system and cause learning disabilities in developing fetuses and young children. The main source of mercury to most of the streams tested, according to the researchers, is emissions from coal-fired power plants. The mercury released from smokestacks here and abroad rains down into waterways, where natural processes convert it into methylmercury — a form that allows the toxin to wind its way up the food chain into fish.

Some of the highest levels in fish were detected in the remote blackwater streams along the coasts of the Carolinas, Georgia, Florida and Louisiana, where bacteria in surrounding forests and wetlands help in the conversion. The second-highest concentration of mercury was detected in largemouth bass from the North Fork of the Edisto River near Fairview Crossroads, S.C.Unfortunately, it's the case that almost any fish you test will have mercury now,said Andrew Rypel, a post-doctoral researcher at the University of Mississippi who has studied mercury contamination in fish throughout the Southeast. He said other research has shown mercury in fish from isolated areas of Alaska and Canada, and species that live in the deep ocean.Mercury was also found in high concentrations in western streams that drain areas mined for mercury and gold. The most contaminated sample came from smallmouth bass collected from the Carson River at Dayton, Nev., an area tainted with mercury from gold mining. At 58 other streams, mostly in the West, the acidic conditions created by mining could also be contributing to the mercury levels, the researchers said.Some ecosystems are more sensitive than others, said Barbara Scudder, the lead USGS scientist on the study.All but two states — Alaska and Wyoming — have issued fish-consumption advisories because of mercury contamination. German political parties agree Lisbon treaty law

Germany's ruling political parties on Tuesday (18 August) reached agreement on how to implement the Lisbon treaty after week's of negotiations. The Bavarian CSU faction of the Christian Democrat party had wanted to bind the government more tightly to seek backing from the German parliament, the Bundestag, and federal council, the Bundesrat, before agreeing deals on new legislation in Brussels.The CSU party had formulated 14 guidelines on how to strengthen the German parliament's influence over EU legislation (Photo: Torkil Sørensen/norden.org)But in the end the CSU gave in to a softer position, under which the German government must hear parliament but is not bound by its opinion.Under the new German agreement, the government must also inform parliament about the details of any EU-level international trade negotiations.We don't feel like the loser, as the position of the parliament has been been strengthend overall,CSU chief negotiator Hartmut Koschyk told Die Zeit.The CSU party had formulated 14 guidelines on how to strengthen the German parliament's influence over EU legislation.Social Democrat whip Thomas Oppermann said the Bavarians had not managed to secure a single one of their demands in the negotiations.The federal government remains unrestricted at the European level. At the same time [parliament] has strengthened its participation rights,he said. Backed by the three governing coalition parties and with support also from the Greens and the Liberals there is an overwhelming majority ready to make the agreement into law.

The left wing party Die Linke is the only one opposed to the deal.

The bill will have to pass a first reading in parliament on 26 August and a second reading on 8 September. The federal council is set to approve the deal on 18 September, before passing it for final approval to the constitutional court in Karlsruhe.The German dispute was originally sparked by a ruling of the country's constitutional court on 30 June that the Lisbon treaty can only be ratified if the national parliament's role is first strengthened.The 147 page-long court ruling suspended the ratification process of the treaty until the new provisions requested by the court come into force.The big question remains whether the judges will be satisfied by the deal agreed among the politicians and whether a new complaint is filed at the courts, further delaying German ratification.Along with Germany, Ireland, Poland and the Czech Republic are the only other EU states yet to ratify the treaty. Irish voters rejected it last year in a referendum, with a second referendum on the treaty to take place on 2 October and with German clarity over the treaty seen as important for securing a Yes majority.Earlier this month former German CSU party MEP Franz Ludwig Schenk Graf von Stauffenberg threatened to file a fresh legal complaint in Karlsruhe if the political deal fails to protect German parliamentary democracy.The possibility for co-determination for the parliament [Bundestag] and the federal council [Bundesrat] in Brussels must clearly be improved. EUOBSERVER / BRUSSELS - In a bid to use the momentum of the economic crisis which has strained EU public budgets, the European Commission has proposed a potentially controversial system to boost fight against tax fraud by allowing national authorities to directly access taxpayer data in other countries.In the current economic situation it is more important than ever to fight tax fraud efficiently and a fully functioning administrative cooperation between tax administrations is key in that respect,the EU's taxation commissioner Laszlo Kovacs said in a statement on Tuesday (18 August).Introducing the proposed structure, the Hungarian commissioner said he wanted to provide national tax officers with all technical and legal means to take action and protect other states' tax revenue as effectively as their own.The key element of the blueprint is the creation of Eurofisc - a scheme for rapid exchange of targeted information to which the authorities from all 27 EU member states would have direct access, in order to stop fraud and catch fraudsters,Mr Kovacs said.The idea is to prevent carousel fraud over value added tax (VAT), which occurs when someone gets VAT-free goods in one country and sells them on VAT-included terms in another state, but disappears before paying the tax.To boost the practical effect of the system, the EU executive also suggested concrete rules on which kind of information should be gathered in national tax databases and how it should be registered - to make it easy to compare and use by officers in other states. According to some estimates, Europe's governments lose up to 10 percent in VAT receipts each year, amounting to some €200 billion to €250 billion. In 2006, Germany reported its overall losses in VAT receipts as €17 billion per year, according to Deutsche Presse-Agentur.But the commission's blueprint could still face tough opposition from national capitals. The move requires unanimous support and EU governments tend to carefully guard their tax competences, including access to their national data in this area.

A magnificent two-story Roman mansion of more than 1,000 square meters has been discovered by archeologists in the City of David Archeological Park outside the capital's Old City, the Antiquities Authority announced on Monday.Previously, archeologist believed 3rd century Roman ruins extended only to the edge of the Ottoman Old City walls. The discovery of the mansion within the Givati parking lot, outside the walls and adjacent to the City of David, however, suggests Roman construction may have stretched to the bottom of the Silwan Valley, Dr. Doron Ben-Ami, the excavation's director, told The Jerusalem Post on Monday.This discovery was very surprising,Ben-Ami said.We didn't expect to find any Roman building remains within the City of David. We were astonished at how huge the structure is. So far we uncovered 1,000 square meters and the structure still extends beyond the limits of the excavation area.The find has already revolutionized historians' understanding of Roman settlement in Jerusalem, he said.The prevailing supposition among scholars that the City of David hill remained outside the area of Roman settlement at the time of Aelia Capitolina is no longer valid,said Ben-Ami.The opulence of the building is apparent in its size and in artifacts recovered throughout the structures, the Antiquities Authority said in a statement.

In the center of it was a large open courtyard surrounded by columns,reads the statement.The building rose to a height of two stories and was covered with tile roofs... Excavators deduced that some of the walls of the rooms were treated with plaster and decorated with colorful paintings.Also found within the structure were a marble figurine in the image of a boxer and a gold earring inlaid with precious stones.The building most likely met its end during a massive earthquake that shook Jerusalem in 363 A.D, Ben-Ami said.The destruction is clearly apparently within the excavation area,he said.The walls of some rooms are caved-in and their stones are collapsed. It seems we have archeological evidence of the results of the earthquake that struck our region in 363 A.D.Meanwhile, controversy continues to swirl around the City of David Archeological Park where archeologists, Jewish new residents and veteran Palestinian residents vie for space on the crowded hillside.Palestinians residents have protested the extent of excavations within the Silwan neighborhood, which is intertwined with the archeological park, claiming the digging has weakened the structural integrity of their houses and is being done for political, rather than archeological reasons.The City of David Foundation, which is funding the dig with the permission of the Antiquities Authority, defines it mission as continuing King David's legacy and strengthening Israel's current and historic connection to Jerusalem.Ben-Ami told the Post he has only conducted his excavation within the open areas of the car park and does not intend to request permits from the Antiquities Authority to extend the digging under the adjacent neighborhood.jpost.

The situation for the Palestinian people is intolerable, declared United Sates President Barack Obama in his June 4 Cairo address. Really? Compared to what? Things are tough all over. The Palestinians are one of many groups displaced by the population exchanges that followed World War II, and the only ones whose great-grandchildren still have the legal status of refugees. Why are they still there? The simplest explanation is that they like it there, because they are much better off than people of similar capacities in other Arab countries.The standard tables of gross domestic product (GDP) per capital show the West Bank and Gaza at US$1,700, just below Egypt's $1,900 and significantly below Syria's $2,250 and Jordan's $3,000. GDP does not include foreign aid, however, which adds roughly 30% to spendable funds in the Palestinian territories. Most important, the denominator of the GDP per capita equation - the number of people - is far lower than official data indicate. According to an authoritative study by the Begin-Sadat Center for Strategic Studies [1], the West Bank and Gaza population in 2004 was only 2.5 million, rather than the 3.8 million claimed by the Palestinian authorities. The numbers are inflated to increase foreign aid.Adjusting for the Begin-Sadat Center population count and adding in foreign aid, GDP per capita in the West Bank and Gaza comes to $3,380, much higher than in Egypt and significantly higher than in Syria or Jordan. Why should any Palestinian refugee resettle in a neighboring Arab country? GDP per capita, moreover, does not reflect the spending power of ordinary people. Forty-four percent of Egyptians, for example, live on less than $2 a day, the United Nations estimates. The enormous state bureaucracy eats up a huge portion of national income. New immigrants to Egypt who do not have access to government jobs are likely to live far more poorly than per capita GDP would suggest.Other data confirm that Palestinians enjoy a higher living standard than their Arab neighbors. A fail-safe gauge is life expectancy. The West Bank and Gaza show better numbers than most of the Muslim world:

Literacy in the Palestinian Authority domain is 92.4%, equal to that of Singapore. That is far better than the 71.4% in Egypt, or 80.8% in Syria.Without disputing Obama's claim that life for the Palestinians is intolerable, it is fair to ask: where is life not intolerable in the Arab world? When the first UN Arab Development Report appeared in 2002, it elicited comments such as this one from the London Economist: With barely an exception, its autocratic rulers, whether presidents or kings, give up their authority only when they die; its elections are a sick joke; half its people are treated as lesser legal and economic beings, and more than half its young, burdened by joblessness and stifled by conservative religious tradition, are said to want to get out of the place as soon as they can.Life sounds intolerable for the Arabs generally; their best poet, the Syrian Adonis - Ali Ahmad Said Asbar - calls them an extinct people.Palestinian Arabs are highly literate, richer and healthier than people in most other Arab countries, thanks to the United Nations Relief and Works Agency and the blackmail payments of Western as well as Arab governments. As refugees, they live longer and better than their counterparts in adjacent Arab countries. It is not surprising that they do not want to be absorbed into other Arab countries and cease to be refugees.If the Palestinians ceased to be refugees, moreover, it is not clear how they would maintain their relatively advantaged position. They cannot return to farming; for all the tears about bulldozed olive groves, no one in the West Bank will ever make a living selling olive oil, except perhaps by selling Holy Land products to Christian tourists. Apart from tourism, the only non-subsidy source of income the Palestinians had was day labor in Israel, but security concerns close that off. Light manufacturing never will compete with Asia, and surely not during a prolonged period of global overcapacity.

An alternative is for the Palestinians to continue to live off subsidies. But why should they? Why should Western taxpayers subsidize an Arab in Ramallah, when Arabs in Egypt are needier? The answer is that they represent a security concern for Western countries, who believe that they are paying to limit violence. That only makes sense if the threat of violence remains present in the background and flares up frequently enough to be credible. One cannot simply stage-manage such things. A sociology of violence in which a significant proportion of the population remains armed.To contain the potential violence of an armed population, donors to the Palestinian authority hire a very large proportion of young men as policemen or paramilitaries. According to a February 10, 2008, report by Steven Stotsky [2]:
Overhauling the Palestinian security forces will cost $4.2 to $7 billion over the next five years. What's more, the recent aid package agreed on in Paris committing to $7.4 billion for the Palestinians doesn't contain any provision for the security services.The Reuters report follows a piece in the Jordan Times announcing plans to train a 50,000-person police force for the West Bank. This translates to one police officer for every 42-70 citizens (depending on which population figures for the West Bank are accepted), an unprecedented concentration of police presence. Currently, there are only 7,000 Palestinian police officers in the West Bank (Reuters, January13, 2008), so the new plan calls for a seven-fold increase. The planned expansion would result in a density of police at least three to four times that of major American cities that have to contend with much higher crime rates than the West Bank.Add to this bloated police force the numerous other state security organizations as well as private militias, and it is clear that security is the biggest business in the Palestinian territories and the largest employer of young men. The number of armed Palestinian fighters is estimated at around 80,000 or more than six times the soldiers per capita in the United States. About one out of four Palestinian men between the ages of 20 and 40 makes a living carrying a gun.That is, the economic structure of pre-state Palestine is heavily skewed towards the sort of institutionalized means of violence that is supposed to disappear once a state has been established. This is absurd, and creates a double disincentive for the Palestinians to maintain a low boil of violence. Just how this violence-centered society is supposed to make the transition to an ordinary civil society is an unanswerable question.

Once the problem is diagnosed with this kind of clarity, the solution becomes obvious:
Cut Western support to the Palestinians with the aim of reducing living standards in the West Bank to those prevailing in Egypt, as an incentive for emigration.
Demilitarize Palestinian society: offer a reward for turning in weapons, seize them when necessary, and give newly-unemployed gunmen employment weaving baskets at half pay.Like many obvious solutions, this one never will be put into practice. The problem all along has been the wrong set of expectations. Once Palestinian Arabs adjust their expectations to correspond to levels of income, education and health prevailing in other Arab countries in the region, they can either form a state similar to other Arab states in the region, or simply emigrate to those states as individuals.The Palestinians cannot form a normal state. They cannot emigrate to Arab countries without accepting a catastrophic decline in living standards, and very few can emigrate to Western countries. The optimal solution for the Palestinians is to demand a state and blackmail Western and Arab donors with the threat of violence, but never actually get one.That is why the Palestinian issue is hopeless, but not serious, in the words of my old mentor Norman A Bailey, a former national security official. Brussels suggests EU-wide tax databases

EUOBSERVER / BRUSSELS - In a bid to use the momentum of the economic crisis which has strained EU public budgets, the European Commission has proposed a potentially controversial system to boost fight against tax fraud by allowing national authorities to directly access taxpayer data in other countries.In the current economic situation it is more important than ever to fight tax fraud efficiently and a fully functioning administrative cooperation between tax administrations is key in that respect,the EU's taxation commissioner Laszlo Kovacs said in a statement on Tuesday (18 August).Introducing the proposed structure, the Hungarian commissioner said he wanted to provide national tax officers with all technical and legal means to take action and protect other states' tax revenue as effectively as their own.The key element of the blueprint is the creation of Eurofisc - a scheme for rapid exchange of targeted information to which the authorities from all 27 EU member states would have direct access, in order to stop fraud and catch fraudsters,Mr Kovacs said. The idea is to prevent carousel fraud over value added tax (VAT), which occurs when someone gets VAT-free goods in one country and sells them on VAT-included terms in another state, but disappears before paying the tax.

To boost the practical effect of the system, the EU executive also suggested concrete rules on which kind of information should be gathered in national tax databases and how it should be registered - to make it easy to compare and use by officers in other states. According to some estimates, Europe's governments lose up to 10 percent in VAT receipts each year, amounting to some €200 billion to €250 billion. In 2006, Germany reported its overall losses in VAT receipts as €17 billion per year, according to Deutsche Presse-Agentur.But the commission's blueprint could still face tough opposition from national capitals. The move requires unanimous support and EU governments tend to carefully guard their tax competences, including access to their national data in this area.

WASHINGTON – The White House plans to announce the federal deficit will be about $262 billion less than officials predicted earlier this year — in part because the administration has provided less aid than expected to Wall Street.The federal deficit this year will total $1.58 trillion, a senior White House official said late Wednesday. That's three times more red ink than last year. The official spoke on the condition of anonymity to discuss the report before its release next Tuesday while President Barack Obama will be on vacation in Massachusetts.The nonpartisan Congressional Budget Office is expected to release its mid-session review the same day. It estimated in June that it expected a deficit of $1.825 trillion.The report for the budget year that ends Sept. 30 also will predict Washington to spend $3.653 trillion this year, the official said. Revenue, however, would reach only $2.074 trillion.The new deficit numbers are record shattering, but would give the administration the opportunity to say that its policies have avoided a more extreme financial crisis and eliminated the need for further bank infusions.Still, the deficit amount is a tremendous obstacle for an administration trying to undertake massive policy overhauls in health care and the environment.Whether it's $1.6 trillion or $1.8 trillion, it's pretty bad, said Robert Bixby, executive director of the bipartisan fiscal watchdog The Concord Coalition.I hope no one tries to spin that as good news.But Stan Collender, a former congressional budget staffer, said the White House's new deficit numbers can't be blamed on Obama. Collender, now with Qorvis Communications, a Washington consulting firm, noted that when President George W. Bush left office the deficit estimate for this fiscal year was $1.2 trillion and that didn't include a tax adjustment and additional spending for operations in Iraq and Afghanistan, approved this year, that Bush also would have sought.

The midsummer report was supposed to have been released in mid-July, but was delayed, leading to speculation the White House was delaying the bad news until Congress left on an August recess. Other administrations delayed releasing their versions of this report during their first year.Obama's budget had included a $250 billion placeholder for a second bailout of the nation's troubled banks but he did not ask Congress for it amid concerns the administration was spending too heavily. The administration also had anticipated more banks failing, but the survival of most banks saved billions for Washington.The report comes during a rough patch for Obama's presidency. The rancor surrounding the Democrats' proposed health care overhaul came during a monthlong break when much of Washington is in a lull.The administration earlier this year predicted that unemployment would peak at about 9 percent without a big stimulus package and 8 percent with one. Congress did pass a $787 billion two-year stimulus measure, yet unemployment soared to 9.4 percent in July and appears headed for double digits. Most of that stimulus will occur in the coming fiscal year.The nation's debt now stands at $11.7 trillion. In the scheme of things, that's more important than talking about the deficit, which only looks at a one-year slice of bookkeeping and ignores previous debt that is still outstanding.Economists predict that an improved economic climate could help reduce the deficit in the 2010 fiscal year to $1.3 trillion, though White House economists had forecast a slightly smaller figure of $1.26 for the next fiscal year. The story is told that after he had been deported to Italy, Lucky Luciano granted an interview in which he described a visit to the floor of the New York Stock Exchange. When the operations of floor specialists had been explained to him, he said, A terrible thing happened. I realized I’d joined the wrong mob(1Ney, 8).It was with these words that Richard Ney began his first of three books on the nature of the New York Stock Exchange. Ney wrote over 20 years ago, a time when a 750 Dow was high and today’s volumes were beyond imagining. Some of his material is dated, and must be read in the light in which it was written. But the main premise of his books is still true: that the specialist exists not to ensure the free and orderly trade of stock in a particular company, but to fatten upon the innocence and ignorance of the small investor.The New York Stock Exchange is not an auction market (2Ney, 86), though many investors still hold onto that image. It is a rigged market. Volume is an effect of price. Prices are controlled absolutely by the specialists, the market makers in individual stocks. It was this discovery that led Mr. Ney to eventually give us small investors a priceless gift: enlightenment.Studying the transactions in each stock, I became immediately conscious that, on too many occasion to be a coincidence, a stock would advance from its morning low and then, often during the afternoon, would show an up-tick of a half-point or more on a large block of anywhere from 1,500 to 5,000 or more shares. This transaction seemed to herald a transformation in what was taking place, for immediately thereafter the stock would begin to drop like Newton’s apple. Before I could find out what caused this, another question presented itself: What caused the same thing to happen at the low point in that stock’s decline? For it was also apparent that a block of stock of the same size often appeared on a down-tick of a half-point or more, after which the stock quickly rallied. Together these two facts seemed to give a stock’s pattern continuity. At the end of several days of investigation, I discovered that these transactions at the top and bottom of a stock’s price pattern were for the specialist’s own account. … Clod that I was, I had at last recognized that, although the study of human nature may not be fashionable among economists, it is never out of season(2Ney, 9).

The specialist is part of a system. First, he is part of that rare fraternity of men who are all specialists in an exchange. It is a small private club, to whose membership one can only be born. The specialists of the Dow 30 exhibit the spirit of all for one, and one for all. If one of the 30 is having problems, the other 29 wait for him, before they move onto their next agreed upon campaign (2Ney, 172). The rest of the specialists take their lead from watching the Dow 30.But the system is more extensive and more powerful than just the specialists. The specialists are the heart of the exchange. The exchange, in turn, has practical control of the major corporations, banks, insurance companies, and brokerage houses in this country. These, in turn, influence news reporting and the regulatory agencies.

ADVANTAGES OF BEING A SPECIALIST
The specialist has many advantages, many tools to use to pry dollars from unsuspecting investors and mutual funds. Chief among these advantages is his book. In his book he can see at a glance all the buy and sell orders from the public and the funds. His book tells him of potentially massive sales above and below his current price. This gives him a great advantage when he is trading on his own investment and omnibus accounts.Because of his book, the specialist sees shifts in trends long before anyone else. This gives him a great advantage. The specialist will buy heavily at the bottom of a slide (at wholesale) then advance prices and sell, at heavy volume, at the peak of the rally (retail). He will then sell short and take prices down. The turning points of a rally will be marked by heavly volume in the Dow 30 (3Ney, 85-89).When he desires he can even make large block trades without entering them into his book. In this way the public is never made aware of those trades. Should the specialist want to supply a buy or sell order from his own accounts, rather than from public orders on book, he can and will do so (1Ney, 156). Ney cites specific examples when his customers orders were ignored while the specialist completed orders for his own accounts.When serving as the market maker, the broker’s broker, the specialist trades from his Trading Account, which is to be used to service the needs of the market. However, he also has Investment Accounts (plural). His Segregated Investment Accounts put him directly into competition with every other investor in his stock. The reason for he has segregated investment accounts is that they enable him to convert regular income into long-term capital gains (1Ney, 113).In addition, he also trades on Omnibus accounts, taking orders from a friendly bank on behalf of friends, family, and himself (1Ney, 58). Although he is not allowed to be both long and short in his Trading account, he can take the opposite stance in his Investment or Omnibus accounts (3Ney, 130).

A Specialist will often not have any shares in his trading or omnibus accounts. If public demand for shares suddenly increases, the Specialist is more than happy to supply those shares to the public by short selling. This, of course, forces the Specialist to take the price down soon thereafter, so that he may cover his short sales at the lower price. Or, the Specialist may sell from his Investment Accounts, establishing a middle or long term high (1Ney, 61), and then take the price down. Whichever strategy he employs, a large public demand for stock ultimately drives the price of that stock down, not up.Distribution of large amounts of stock can be done from the specialist’s trading account, usually as short sales. The trading account can then be covered by transferring stock from the long-term investment accounts into the trading account (1Ney, 64).The existence of the specialist’s Investment and Omnibus Accounts is ultimately detrimental to the public. In a stock with only a small capitalization or floating supply, the segregation of large blocks into long-term investment accounts for the specialist further decreases the supply of the stock available to the public(1Ney, 61)The specialist has absolute control over price. He can match the buys with the sells in any way he sees fit. He can raise the price of the stock 3 points in three trades, and open the next day down 5.The seeming unpredictability of stock prices is due to the fact that prices exist at the whim of the specialist. A stock is only worth what the specialist is willing to pay for it at the moment. The fluctuations you see are, in fact, the evidence of how the specialist is working out his inventory problems to meet his short-term, intermediate-term, and long-term goals (2Ney, 172). The specialist will sometimes leap frog his prices up or down, creating a gap. This is done to keep a group of investors from buying or selling at a particular price.Leap Frogs show specialist intent.Ney offers specific examples where specialists opened stocks considerably lower:August 8, 1967 Chicago and Northwestern Railroad opened down 39 points.October 21, 1968 one of the preferred stocks of TRW opened down 28 points.February 4, 1970 Memorex opened down 29 1/2 points (1Ney, 15)

With $8,000, you can buy $10,000 worth of stock, but with $8,000 in stock, any Stock Exchange member can buy $160,000 worth of stock for his own segregated investment account(1Ney, 112).Because most investors have margin accounts, and the margin account agreement allows their brokers to lend their shares, specialists have an unlimited number of shares to borrow and sell short (1Ney, 68).Margin agreements also allow the broker to use their customer’s shares as collateral without the customer’s knowledge or permission. This practice is fraught with dangers. In November, 1963, the Ira Haupt brokerage firm (NYSE), which dealt in both stocks and commodities was caught unwittingly in a scheme by one of its commodities customers to leverage nonexistent salad oil. The failure wiped out the partners of the firm and left it owing some $37 million in debts. To compound Haupt’s and the New York Stock Exchange’s problems, it was impossible to return the stock to customers because the stock (held by the brokerage firm for its customers) had been pledged to banks by Haupt(1Ney, 122).Margin accounts usually allow the broker to borrow any cash in the account to use for his own purposes at no interest, even to lend back to the customer for margin purchases, at interest (1Ney, 119).At the bottom of a cycle of a stock, having panicked customers into selling, the brokers and specialist borrow the customers’ money to make their own long-term purchases; using their advantageous margin to acquire large amounts of stock. At the top of the cycle the process is reversed. Customers are paid back their money by the brokers and the specialist selling their shares to customers at a profit. The insiders even have extra cash to loan customers for margin purchases (1Ney, 136).Another powerful tool for the specialist is the short sale. Though the specialist is responsible for 85 percent of the short selling done in a stock, the Exchanges are loathe to print any timely data on specialist short sales (2Ney, 94)(3Ney, 234). The specialist uses the short sale to control both downward and upward movements of stock (3Ney, 88).The private investor or mutual fund can only sell short on an up- tick. The up-tick rules serves only to trap the public into selling short at the bottom, as the specialist drives the price down without a single up-tick for the public’s use (1Ney, 72). But the specialist need not even create an up-tick to sell short. The SEC has been careful not to publicize its rule 10a-1(d), in which sub-paragraphs (1) through (9) exempt the specialist from the up-tick rule (2Ney, 97)(3Ney, 126, 215).The Securities Exchange Act of 1934 prohibits pegging, the act of artificially holding a stock’s price at a certain level for the advantage of the person or persons doing the pegging. However, SEC rule X-9A6 (1940) allows pegging by specialists in order to maintain an orderly market while a large-block distribution of shares is taking place (2Ney, 117).

THE CORPORATION, THE SPECIALIST, AND THE EXCHANGE
The specialists and brokers hold shares in street name for investors, and therefore can vote the proxies for those shares. Officers in a corporation must report to the SEC any trading they do in the shares of their own company. Yet the Specialist reports his profits in trading the shares in that same corporation to no one (1Ney, 54-55).The specialist, one of his partners, a friendly broker, their lawyers, or their bankers, often sit on the company’s board of directors, which makes the specialist privy to information before the average trader. Where an officer of a corporation is held strictly accountable to the SEC for his use of inside information, the specialist and fellow brokers are accountable to no one (1Ney, 54-55).It is an ideal situation. When you control a corporation’s proxies, everyone is sympathetic to your point of view and your choice of directors. This is the other reason why nearly every major corporation listed with the Exchange (NYSE, M.T.) has a broker or a broker’s banker on its board. It gives the exchange a pipeline to that corporation (1Ney, 90).

Large brokerage houses, large banks, and the New York Stock exchange use dummy corporations as fronts to hold large portions of stocks in corporations. A list from any large corporation of its largest stockholders will be a roll of these very dummy corporations, who show up on list after list of major stock holders in America’s largest corporations (2Ney, 19-23).The intertwining of interests runs even deeper when the relations of Wall Steet’s top Law firms are examined. For example, in 1974 the New York Stock Exchange’s legal counsel also represented Chase Manhattan Bank. Both entities, through their dummy corporations, were large stockholders in scores of major U.S. corporations (2Ney, 26).

THE EXCHANGE, THE SEC, THE FEDERAL RESERVE, AND THE WHITE HOUSE

The bankers’ man, Senator Carter Glass, who steered the Federal Reserve Act through Congress in 1913, had maintained that the Federal Reserve banks would be merely lenders of money. The only collateral they were to accept was notes that could be paid when, in the course of business, goods and services had been manufactured and distributed. However, almost from the day of its inception, the Federal Reserve System set about making loans on common stocks(1Ney, 103).Who sits on the Federal Reserve Board? Chief officers of banks and corporations, all of whose companies are controlled by the Exchange (1Ney, 103-105).Billions, perhaps trillions of dollars worth of stocks are now held by banks as collateral for loans. This too works to the advantage of the specialists. For, to protect their interests, banks will issue stop orders to sell the stock before it falls below a certain price. The specialist holds those stop orders in his book and therefore knows exactly where a large number of shares can be had, and at what price they can be purchased. One quick sweep down those ranges of prices will deliver to the specialist the inventory he desires for short and mid-term purposes (1Ney, 101).On June 30, 1934 President Roosevelt appointed Joseph Kennedy to be the first Chairman of the SEC. Only 4 months before, Kennedy, along with Mason Day, Harry Sinclair, Elisha Walker, and others were found to be responsible for operating pools that were actively manipulating stock. When these, “poolsters withdrew and the boom collapsed the administration denounced the men who operated them” (1Ney, 215). But what’s a little denouncement between friends?

The stock markets had been headed downhill since December of 1968. On May 26, 1969 a party was held at the Nixon White House. In attendance were John Mitchell, Maurice Stans, Peter Flannigan, thirty five guests from Wall Street, fourteen industrialists, seven bankers, five heads of mutual and pension funds, and two heads of insurance companies. The next day a bull rally began on Wall Street. May 27th saw the Dow Jones 30 average rise by 5 per cent in one day (2Ney, 71).On April 17, 1971, President Nixon, who along with Attorney General Mitchell had been a Wall Street lawyer (Maurice Stans was a broker), appeared for photographs with friends from the New York Stock Exchange. Nixon recommended the public to invest in the market. By April 28th the market was in a steep decline. Nixon circulated, to 1,300 editors, editorial writers, broadcast news directors, and Washington bureau chiefs a list of the stocks of ten corporations that had advanced during the past year (2Ney, 32).There is a revolving door between the exchange and Washington. SEC Chairmen ‘retire’ to go to work for the Exchanges or major brokerage houses at many times their government salaries (2Ney, 50-63). SEC Chairman Hamer Budge was found by Senator Proxmire’s investigation to be making frequent trips to Minneapolis to confer with officials of IDS. IDS was under investigation at the time by the SEC. After leaving the SEC, Budge took the position of Chairman of the Board with IDS (2Ney, 56).

NEWS AND FINANCIAL REPORTING
It is highly unlikely that we will see news reports critical of U.S. stock exchanges, or of the specialist system. There is a simple reason for this. All news organizations are corporations and do but reflect their management’s views. Corporations that own media have specialists influencing the choice of management. Newspapers, magazines, and television are but extensions of the corporate world.When Richard Ney’s first book, The Wall Street Jungle, came out it was on the New York Times best seller list for 11 months. Yet the New York Times would not review it. The Wall Street Journal refused to take an ad from a New York bookstore that featured The Wall Street Jungle (2Ney, 30).All three of the major networks were wary of having Ney appear. NBC banned only two people from appearing on the Tonight show with Johnny Carson: Ralph Nader and Richard Ney. Not only do large banks, brokerage firms, and corporations advertise on television, they also are the largest stock holders (2Ney, 33- 34).

SPECIALIST STRATEGY
The specialist should be thought of as a merchant with some rather unique inventory problems and opportunities. His goal, always, is to buy at wholesale prices and to sell at retail. This applies to his actions in the course of trading day as well as a year of trading.At the bottom of a slide the specialist will buy heavily for his trading, investment, and omnibus accounts. His goal then becomes to raise the price of his stock with his wholesale inventory intact. In practice, though, he may have to sell shares to meet public demand. This will cause him, then, to lower the price to re-accumulate his inventory before he can proceed to higher levels.A rally begins while the price of the average stock is still falling. Major rallies begin and end with the unexpected,(3Ney, 184).To stimulate public demand for his stock, near the high the specialist will raise the angle of the rising prices dramatically for the stock. True to one of Ney’s axioms that prices beget volume, the public will rush into the market place at the rally high. The specialist can now sell his accumulated inventory to fill the increased demand. Heavy Dow 30 volume at the high is evidence of heavy short sales by the specialists (3Ney, 113).When the specialist has sold all his inventory, and has sold short, he will then begin a downward slide of prices so necessary to his plans. Slides are a mirror of rallies. Near the bottom, the specialist will increase the angle of price decline, alarming investors, scaring them into selling their shares to the specialist who needs them to cover his short sales, and to build a new inventory at wholesale. The media will remain bullish, or cautiously optimistic throughout a slide, until the last two weeks, when they will turn suddenly bearish (3Ney, 158).

TIPS FROM RICHARD NEY:
Specialists in the most active stocks will require more time than their fellow specialists to move stocks up or down, or to cover at the top of a rally or the bottom of a slide (2Ney, 84-85).Specialists may use a rally as a ’stalking horse’ for a later rally. Price is used like a geiger counter to locate volume (3Ney, 149).
During the typical bear market, or slide, the specialists will usually bring prices up on Fridays, to keep investors hopes alive (2Ney, 92).Leaders of the rally in the Dow 30 will often act as screens for the price declines of the other 24 or 25 Dow stocks.

Each stock exhibits its own distinct pattern or rhythm of price behavior (2Ney, 189).

THINGS OF WHICH TO BE AWARE
How can you spot the nadir of each high and low? Ney says to look at volume very closely. In particular look at the volume of the individual Dow 30 Industrial stocks (2Ney, 171). Get to know these specialists’ habits. Follow what they do. Patterns of behavior will emerge.Ney emphasized that a sense of timing was critical for survival in the market (2Ney, 149).Ney was convinced that detecting Specialist short selling was a key. Specialist short selling at the peak of a rally should be detectable through increased volume.Richard Ney used charts extensively. Ney was quick to point out that what is really being measured in his charts is not the behavior of the masses in the marketplace, but the techniques of the specialist in an individual stock as he maneuvers to solve short-term, intermediate-term, and long-term inventory problems (1NEY, 259).Ney points to the gaps in prices that develop when a specialist is trying to catch up with the market. These gaps, be they up or down, signal specialist intent (2Ney, 172).Investors assume that what happens in the economy or to the corporation in terms of earnings or sales determines the trend of stock prices. … The most misleading element in this type of analysis is that it ignores the basic needs and motivations of the specialist system(2Ney, 150).We, as consumers react to certain critical numbers. Specialists know this. Specialists use the 10’s (10, 20, 30, etc.) and 5’s (5, 15, 25, etc.) in their strategies. They will use these numbers to elicit heavier buying or selling from the public. Often too, though, they will avoid critical numbers to avoid buying or selling stock when they do not wish to do so (2Ney, 155-156 & 163).

NEY’S SMALL INVESTOR TRADING RECOMMENDATIONS (1Ney, 297-301)
1. Do not buy the acknowledged leader in a field. Buy the number 2 or 3 company. These companies are more likely to be subject to bull raids by the specialists (1Ney, 298).
2.Nothing puzzles me more than an investor’s willingness to pay more than fifty dollars a share for stocks. Buy low priced stocks. It’s percentages you’re after and you’ll get them in these stocks in a bull market(1Ney, 298).
3. Invest only in stocks listed on the NYSE.
4. Do not buy secondary offerings from your broker.
5. Buy only stocks whose prices have fallen at least 35 to 50 percent.
6. The rule, Cut your losses and let your profits ride,was invented by a broker(1Ney, 298).
7. The average investor need not worry about tax brackets, so do not hesitate to sell at a profit. A short-term gain is better than a long-term loss (1Ney, 299).
8. Own your stock. Do not use margin.
9. Do not sell short.
10. Do not allow your stock to be borrowed (via a margin account; M.T.)
11. Credit balances should be immediately transferred to your bank.
12. Do not leave your stock with your broker in street name.
13. Invest only in growth oriented, not income, stocks.
14. 4 to 5 stocks in a portfolio is plenty.
15. Make arrangements with your bank to receive your stock.
16. If there has been a major advance from the summer lows, look for the public to begin selling 6 months hence.
17. Big block sales at the end of a run-up (usually marked by heavy volume) marks the imminent decline in price.
18. Look for bull raids in May, up from the April 15th tax low.
19. Never enter stop or limit orders.
20. If you are interested in a stock, learn its specialist’s habits.
21. Stocks that are ideal for bull raids are those that decline as close as possible to an angle of 45 degrees.

Trade figures swell hope of EU recovery

The eurozone's trade surplus doubled in June, boosting the mildly positive mood over the 16-strong bloc's economic performance. But analysts warn that recent positive signals are still too weak to suggest the beginning of a steady recovery.According to preliminary figures released by Eurostat, the EU's statistics office, on Monday (17 August), the euro area saw a surplus of €4.6 billion in trade balance with the rest of the world in June, up from a zero difference between exports and imports recorded a year before. It is the highest figure for two years.Back in May, the eurozone's trade balance amounted to a surplus of €2.1 billion against a deficit of €3.8 billion in May 2009.The same positive trend has been only partially copied for the whole of the EU's 27 member states, however. The bloc's trade balance remained in the red in June, with a deficit of €4.3 billion, compared with €7.2 billion in May and €19.3 billion last June.A boost in exports came mainly from Germany, Ireland and the Netherlands, while the UK, France and Spain registered the largest trade deficits.

Across different sectors, the EU's trade mainly benefited the energy business while the surplus fell for machinery, vehicles and chemicals, according to Eurostat.in terms of trade partners, the largest drop in EU's exports was recorded with Russia, Turkey, South Korea and Norway. The bloc also imported less from Russia, Japan and Brazil.While still in the red, the EU's trade surplus also fell with regard to the US and Switzerland. At the same time, Europe's performance improved towards China, the world's leading exporter.

EU to monitor Afghan elections despite attacks

EUOBSERVER / BRUSSELS – EU election monitors in Afghanistan will carry on their mission during the presidential vote on Thursday (21 August) despite intensified Taliban attacks, a spokeswoman told this website.Security forces in Kabul opened fire on Wednesday killing three alleged terrorists, one day after rockets hit the presidential palace and a suicide bomb attack on Western troops killed 10 and wounded over 50 people in the Afghan capital.The Taliban has vowed to disrupt the presidential elections, which had already been postponed for six months due to security concerns.The EU's 120 monitors on the ground will oversee the vote in Kabul and selected other locations throughout the country, Sandra Khadhouri, the spokeswoman for the EU election mission in Kabul, said in a phone interview. Certainly there has been an increase in violence to worry about, but this has happened before. Last year actually, the rocket attacks on Kabul were greater than this year,she said, confident that the Afghan authorities will not again postpone the poll.It will always be difficult to hold elections, even in six months, they would be faced with exactly the same issues.Ms Khadhouri said that the Taliban is internally divided and not as well organised as perhaps people think they are.It's just in the past few weeks that there have been these incidents, but this doesn't stop the functioning of the government or the activity of the people. Unfortunately, they are used to living with this violence – there is an attack and then they carry on with their daily routine. Some internationals have left, to stay out of danger during this period, but the rest of us are here.

Dozens of candidates

This year, 35 candidates are running for the top job, almost twice as many as in 2004 - the first free elections after Nato removed the Taliban from power.Incumbent Hamid Karzai, 51 years old, is tipped to win but needs to get over 50 percent to avoid a second round. Former foreign minister Abdullah Abdullah is the strongest challenger.
Twenty three of the 120 EU observers have already been in Afghanistan for two months and will stay one more month to follow the counting process, with final results to be announced on 17 September.Ms Khadhouri said there is potential for fraud, like there would be in any country, but let's wait out and see what happens on election day.

Logistical challenge

Fraud seems like a minor problem compared to the huge logistical challenge of organising normal elections in a country marred by poverty and war, with a hostile geography.Afghanistan is a place where the practicalities, the logistics, are already half of the job – and that's for the government, as well as anyone trying to operate here. Being able to travel around is very difficult, you need donkeys, cars and security forces,the EU spokeswoman said. According to the Afghan government, some 80-90 percent of election materials have arrived to the 6,200 polling stations.The Afghan Interior Ministry says about a third of the country is at high risk of attack. No polling stations will open in eight Afghan districts under Taliban control.

According to Afghan electoral law, women and men will vote in separate polling stations by dipping their finger in permanent ink and marking the candidate they like. In some areas, the Taliban has threatened cut people's thumbs off if they are found with voting ink on their hands.Afghan police has the primary responsibility for the security of the election process, but the army can intervene. Nato troops will be less visible to avoid provocations, but can also help if invited by the Afghan army.

Media ban

The government has ordered the media to stop reporting Taliban attacks on election day, so as not to discourage people from going to polling stations. Journalists have vowed to break the ban, however. It is a democratic day, a very important day for our independence, [and] this type of ban does not sit well with democratic principles, Rahimullah Samander, president of the Afghanistan Independent Journalists' Association, told AFP news agency.

Unfortunately, a lot of this is out of our light, noted Helm.It's totally different than if U.S. officials were demanding Microsoft make changes.

BAGHDAD – Nearly simultaneous truck bombs struck Iraq's Foreign and Finance ministries Wednesday as a wave of explosions killed at least 95 people, bringing the weaknesses of Iraqi security forces into sharp focus less than two months after U.S. forces withdrew from urban areas.It was the deadliest day of coordinated bombings since Feb. 1, 2008, when two suicide bombers killed 109 people at pet markets in Baghdad. More than 400 were wounded in Wednesday's blasts.The new American role was on sharp display as the military said it responded to onsite requests from Iraqi commanders for assistance, providing intelligence to help guide rescue crews and deploying explosives experts to clear areas of potential bombs.U.S. transition teams assisted with security cordons and medics helped the wounded. Helicopters buzzed overhead.We helped the victims when and where we could, in accordance with our Iraqi allies' requests,said Lt. Col. Philip Smith, a spokesman for U.S. forces in Baghdad.

The extent of the carnage shocked the Shiite-led government and dealt a devastating blow to Prime Minister Nouri al-Maliki's efforts to return Baghdad to normal and reinforce his chances in parliamentary elections in January.Al-Maliki blamed Sunni insurgents linked to al-Qaida in Iraq and said the attacks were designed to foil plans to open streets and remove concrete blast walls from Baghdad's main roads by mid-September.He said the Iraqi government must reassess security measures — the first government acknowledgment that his moves may have been premature so soon after U.S. troops left the cities at the end of June.The criminal acts that took place today require us to re-evaluate our plans and security mechanisms in order to confront the terrorist challenges and to increase cooperation between security forces and the Iraqi people,he added in a departure from his usual calls on the public to hold steady in the face of an escalation of attacks.He said an alliance of al-Qaida in Iraq and Saddam Hussein loyalists was behind the attacks, and that the government has placed Iraq's army and police forces on high alert.The violence began when a suicide truck bomber took aim at the Finance Ministry complex in northern Baghdad, causing part of a nearby overpass to collapse. Minutes later, a truck bomb exploded outside the Foreign Ministry, charring dozens of cars in a parking lot and shattering the facade of the white, 10-story building located near the Green Zone.The massive blast left a 30-by-15-foot crater and knocked down part of the concrete wall surrounding the ministry's perimeter, killing at least 59 people and wounding 250.It blew out windows of the building and left furniture turned upside down inside exposed offices. Wires dangled and air conditioning pipes were ruptured. Slabs of concrete hung precariously from the front of the building.

Firefighters extracted charred bodies from vehicles that had been caught in the explosion.Several of the apartment buildings across the street from the ministry complex were extensively damaged. Satellite dishes were mangled or blown away.Young men complained of partisan politics and the failures of the security forces in anger that echoed across the city. Today's failure is the final straw for me,said Salem Mattar, a 31-year-old construction worker. Government officials have 30-strong security details and don't care about ordinary folks.Suspected mortar shells also slammed into the Green Zone, Iraqi officials said, with one landing near the U.N. compound, briefly delaying a news conference being held to discuss humanitarian issues on the sixth anniversary of the Aug. 19, 2003, bombing at the world body's headquarters that killed 22 people, including top U.N. envoy Sergio Vieira de Mello. The U.S. military, which turned over responsibility for securing the Green Zone to the Iraqis on Jan. 1, said it could not confirm any mortar attacks. Another blast in the commercial area of western Baghdad's Baiyaa district killed two people and wounded 16, while a bombing in the commercial district of Bab al-Muadham killed six people and wounded 24, authorities said.Shiite politicians, including some close to al-Maliki, have been charging recently that Sunni-ruled Saudi Arabia and other Arab neighbors were orchestrating a violent campaign to destabilize Shiite majority Iraq.

Speaking at the Foreign Ministry bomb site, Shiite Mayor Saber al-Issawi echoed those charges when he suggested that Iraq's enemies in the region were determined to reverse what he called the government's recent successes. The White House condemned the attacks, with spokesman Robert Gibbs saying they show how far extremists will go to wreak havoc. But he said that the overall number of attacks in Iraq is at or near an all-time low.The U.S. military has warned that militants are trying to provoke new bloodshed to re-ignite retaliatory sectarian warfare and undermine public trust in the Iraqi government.U.S. troops withdrew from Iraq's cities June 30 under a security pact that outlines the American withdrawal by the end of 2011. President Barack Obama has ordered all U.S. combat troops out of Iraq by Aug. 31, 2010, leaving up to 50,000 U.S. troops in training and advising roles. The terrorists are trying to rekindle the cycle of violence of past years by creating a climate of tension among the Iraqi people,President Jalal Talabani said in a statement.Our security forces must be more alert and firm. KABUL – Afghans voted under the shadow of Taliban threats of violence Thursday to choose their next president for a nation plagued by armed insurgency, drugs, corruption and a feeble government nearly eight years after the U.S.-led invasion.

Turnout, particularly in the violent south, will be key to the vote's success — the country's second direct presidential election. Taliban militants have pledged to disrupt the vote and circulated threats that those who cast ballots will be punished.

Early indications in Kabul pointed to a low initial turnout, perhaps as people assessed whether casting ballots was safe. An Associated Press reporter who visited six polling centers in the capital said he saw no lines at any of them.Yes, we are going to vote,Abdul Rahman, 35, said as he stood 50 yards (meters) outside one polling center. He and his friends were waiting to see a line of people vote safely before casting ballots. If anything happens to the polling center, we don't want to be too close to it.President Hamid Karzai, who has held power since the Taliban was ousted in late 2001, is favored to finish first among 36 official candidates, although a late surge by former Foreign Minister Abdullah Abdullah could force a runoff if no one wins more than 50 percent.Scattered reports of minor violence trickled in from around the country, including a rocket that landed near voters in Helmand and an explosion at a voting site in Kabul. Security companies in the capital reported at least five explosions.An AP reporter in southern Helmand province said a rocket landed near voters in the capital of Lashkar Gah, killing one young child. A blast at a high school in Kabul serving as a polling center wounded an election monitor and briefly shut down voting, an election observer named Ezatullah said. A bomb in Kabul ripped through a police checkpoint but injured no one, an AP reporter at the scene said.Fearing that violence may dampen turnout, the Foreign Ministry asked news organizations to avoid broadcasting any incidence of violence during voting hours to ensure the wide participation of the Afghan people.Because of that order, Afghan officials were reluctant to confirm violence reports.Abdullah Azizi, a 40-year-old teacher, said he was at Abdul Hai Habibi school in Kabul when the explosion occurred.We don't care about these blasts. It's just people who want to sabotage the place,he said after voting reopened. My wife, my mother and father are going to come now. The women were afraid when they heard the explosion but now I'm going to tell them come here.International officials have predicted an imperfect election, but expressed hope that Afghans would accept it as legitimate a key component of President Barack Obama's war strategy.At a high school in eastern Kabul, election workers were ready at 7 a.m., but no one was there. A 30-year-old shopkeeper whose store is about 100 yards away said he didn't see the point. I am not voting. It won't change anything in our country,said Mohammad Tahir, 30.

An AP reporter in Kandahar, the south's largest city and the Taliban spiritual birthplace, also said he saw few voters.Karzai, wearing his traditional purple and green striped robe, voted at 7 a.m. He dipped a finger in indelible ink — a fraud prevention measure — and held it up for the cameras.I request from the Afghan people to come out and vote so through their vote Afghanistan will be more secure, more peaceful,Karzai said.Vote. No violence.Preliminary results were expected to be announced in Kabul on Saturday.Violence has risen sharply in Afghanistan the last three years, and the U.S. now has more than 60,000 forces in the country close to eight years after the U.S. invasion following the Sept. 11 attacks of 2001.Karzai, a favorite of the Bush administration, won in 2004 with 55.4 percent of the vote, riding into office on a wave of public optimism after decades of war and ruinous Taliban rule. As the U.S. shifted resources to the war in Iraq, Afghanistan fell into steep decline, marked by record opium poppy harvests, deepening government corruption and skyrocketing violence. Faced with growing public discontent, Karzai has sought to ensure his re-election by striking alliances with regional power brokers, naming as a running-mate a Tajik strongman whom he once fired as defense minister and welcoming home notorious Uzbek warlord Abdul Rashid Dostum, allegedly responsible in the deaths of up to 2,000 Taliban prisoners early in the Afghan war.Those figures are believed capable of delivering millions of votes among their followers, but their presence in the Karzai inner circle has raised fears in Western capitals that the president will be unable to fulfill promises to fight corruption in a second term.

Voter turnout — especially in the insurgency-plagued Pashtun south — is likely to be crucial not only to Karzai's chances but also to public acceptance of the results. Karzai is widely expected to run strong among his fellow Pashtuns, the country's largest ethnic group which also forms the overwhelming majority of the Taliban. Abdullah, son of a Pashtun father and a Tajik mother, is expected to win much of his votes in the Tajik north, where security is better and turnout likely to be bigger. Abdullah, an ophthalmologist who has railed against government corruption, was a member of the U.S.-backed alliance that overthrew the Taliban in 2001 and would be expected to maintain close ties with the West.One fear is that Abdullah's followers may charge fraud and take to the streets if Karzai claims a first-round victory without a strong southern turnout.The country has been rife with rumors of ballot stuffing, bogus registrations and trafficking in registration cards on behalf of the incumbent, allegations his campaign has denied.It's very difficult in Afghanistan to see perfect elections,Richard Holbrooke, Obama's Afghanistan-Pakistan envoy, said during a news conference in Pakistan on Wednesday. Nowhere in the world (is there) a perfect election. Don't expect perfect elections in Afghanistan.In the south, turnout may be affected by the Taliban campaign of intimidation — whispered threats, posted warnings and a run of headline-grabbing attacks in Kabul — aimed at frightening Afghans from going to the polls.In Afghanistan's two most important and dangerous southern provinces — where thousands of U.S. troops deployed this summer — more than 130 polling stations will not open, officials said. These included 107 out of 242 polling stations in Helmand province, the focus of the most recent fighting, and 17 out of 271 in Kandahar, where the Taliban Islamist movement was born.Underscoring the threat, six election workers were killed around the country on Tuesday while delivering ballots. On the eve of the voting, three gunmen described by police as Taliban militants took over a bank in Kabul.
