Regarding the Washington Post’s July 24 editorial Focus on the Fed:What a sad day for a newspaper with a storied reputation for exposing waste, fraud and abuse in government, to oppose the Federal Reserve Sunshine Act [S 604], legislation that would simply increase transparency at the Federal Reserve.The Fed has expanded its balance sheet by more than $1 trillion in taxpayer dollars in response to the financial crisis. Who received this money? Is it being used primarily to help ordinary Americans or just the wealthy and well-connected? What conflicts of interest exist between members of the Fed and Wall Street bankers? This is all information that the American people deserve to know.The Fed isn’t answering these questions. That is why an independent audit of the Fed is gaining such bipartisan support.This legislation wouldn’t undermine the Fed’s independence, and it wouldn’t put Congress in charge of monetary policy. An audit is simply an examination of records or financial accounts to check their accuracy.We must not equate independence with secrecy. No matter how intelligent or well-intentioned the Fed chairman and his staff may be, it isn’t appropriate to give a handful of people the power to lend an unlimited supply of money to anyone it wants without sufficient oversight.Absolute power corrupts absolutely. The American people have a right to know what is being done with their hard-earned taxpayer dollars. As momentum builds for Ron Paul’s efforts to audit the Fed, a new Gallup poll shows that Americans are turning against the Federal Reserve, with just 30 per cent saying the agency is doing a good job.35 per cent rate the job the Fed is doing as only fair and 22 per cent say it is doing a poor job.The contrast compared with when the question was last asked in 2003 is clear. Six years ago, just 5 per cent thought the Fed was doing a poor job, while 53% thought it was doing a good/excellent job.The Fed is bottom of the pile when compared to the ratings received by other agencies in the poll (we hesitate to call the Fed a government agency because it isn’t). The IRS and the FDA are the other two least popular agencies.According to Gallup editor in chief Dr. Frank Newport, Americans are blaming to some degree the actions or inactions of the Federal Reserve board for the economic turmoil.Increasing skepticism towards the role of the Federal Reserve arrives alongside efforts on behalf of Congressman Ron Paul to audit the Fed with his widely supported H.R.1207 bill.The legislation would amend existing law to allow the Comptroller General to audit the Federal Reserve Board and its member banks.Fed Chairman Ben Bernanke seems frightened to death at what might be revealed if the Federal Reserve were forced to open its books and has been busy scuttling around lying about the bill in order to try and shoot it down.

During an appearance on PBS NewsHour which will be aired later this week, Bernanke claims that the bill will hand Congress the power to run monetary policy in the United States.However, as CBS News’ Declan McCullagh points out, it does nothing of the sort.This is an odd claim, writes McCullagh. If you read the bill (H.R.1207), it simply amends existing law to say under regulations of the Comptroller General, the Comptroller General shall audit the Federal Reserve Board and its member banks.

Bernanke has proven that he will stoop to any level in order to try and sink the bill, which has the support of over half of the U.S. House of Representatives, even committing an act of economic terrorism last month when he threatened a collapse of the dollar and the entire financial system if the bill was passed.One thing that an audit of the Fed might shed more light on is the destination of trillions of dollars in TARP funds, which the Federal Reserve refuses to disclose even after a lawsuit was filed by Bloomberg, as well as the destination of half a trillion dollars that was given to foreign banks.During a hearing last week, Bernanke was confronted on the question of who received $500 million in credit swaps by Congressman Alan Grayson, to which Bernanke responded, I don’t know.Half a trillion dollars and you don’t know who got the money? asked Grayson.

Some Palestinians have expressed a desire to preserve the building as a tribute to Husseini.Historically, there was never any separation between eastern and western Jerusalem. The terminology came after Jordan occupied the eastern section of the city, including the Temple Mount, from 1947 until it used the territory to attack the Jewish state in 1967. Although IDF Chief of General Staff Lt.-Gen. Gabi Ashkenazi downplayed the recent tensions in southern Lebanon following the June 14 arms depot explosion, local media reported Tuesday evening that IDF tanks had assumed new positions near the Shaba Farms region, prompting the Lebanese army to increased its alert along the northern border.Lebanese sources claimed that four IDF tanks had moved toward a new IDF post located near the border, while IAF aircraft flew in Lebanese airspace.In light of the developments, the reports said, UNIFIL forces along the border had also increased their alert and were monitoring the actions of both sides.

The Jerusalem Post could not confirm the reports.

Ashkenazi had said earlier Tuesday that despite the turmoil caused by the weapons depot explosion, the IDF did not view the situation in the North as indicative of an impending war.We are seriously tracking the events on the northern border, Ashkenazi said during a tour of the IDF recruitment headquarters near Tel Aviv.It is quiet up there, and I am not aware of winds of war in the area.The explosion proves our claims that Hizb'allah is strengthening their fighting capabilities in the existing communities of southern Lebanon, he continued.We view this [event] gravely, [considering that this area] is under the watch of UNIFIL and the Lebanese government.
The July 14 explosion occurred in a village in southern Lebanon. The blast was caused by an underground weapons depot stationed below a building. Israel claims that the cache contained rockets Hizb'allah planned to use in a future conflict with Israel. UNIFIL peacekeepers who tried to investigate the incident were attacked by residents of the village.Israel's UN ambassador told the Security Council on Monday that the explosion in southern Lebanon demonstrated a volatile reality and reflect the threat posed by Iran throughout the Middle East.Addressing the council during a meeting on the situation in the region, Gabriela Shalev said the explosions exposed a dangerous phenomenon that Israel has been warning about for years.Shortly after the explosion, Shalev sent a letter to UN Secretary General Ban Ki-Moon, in which she called on the international organization to condemn Hizb'allah for its breach of UN Resolution 1701, which ended the Second Lebanon War, and last week, the UN issued a harsh condemnation of the group.Hizb'allah has said that the weapons stored in the depot were old, and were not recently smuggled into the country.jpost.

With the US Defence Secretary standing at his side, Ehud Barak, Israel’s Defence Minister, today warned Iran that a military strike on its nuclear facilities was still an option.We clearly believe that no option should be removed from the table. This is our policy. We mean it. We recommend to others to take the same position but we cannot dictate it to anyone, Mr Barak said at a press conference with Robert Gates in Jerusalem.The renewed threat of military action came a day after Hillary Clinton, the US Secretary of State, told Iran that its pursuit of nuclear ambitions was futile.

Israel recently sent warships and a submarine through the Suez Canal in what was widely interpreted as a flexing of muscles toward the Iranian regime, still struggling to handle the fallout from disputed elections last month.Mr Barak, a seasoned army general, said that diplomatic initiatives, including tough sanctions, should be tried before a military option. Israeli officials sense that the US willingness to engage Iran in dialogue, which had so worried the new right-wing government before the elections, has waned since Tehran’s crackdown on reformist demonstrations.Mr Gates’s visit was part of an important diplomatic drive by the Administration of President Barack Obama to move the stalled Middle East process forward. The Defence Secretary arrived hard on the heels of the regional envoy, George Mitchell, who flew in after meeting President Bashar al-Assad of Syria, with whom he said he held frank and constructive talks.He will be followed this week by James Jones, the National Security Adviser, and Dennis Ross, a senior adviser on the region. Major New Report: Human Influences, The Sun, Volcanic Activity and El Niño ALL Affect Climate Washington’s Blog Tuesday, July 28, 2009

A major new report to be published by Geophysical Research Letters, concludes that global warming will accelerate so quickly in the next 5 years – 150% of the IPCC’s predictions – that it is expected to silence global warming sceptics.What I find interesting is that the report acknowledges that all 4 of the following factors affect climate:Human influences ,The sun ,Volcanic activity ,El Niño, also called the southern oscillation.Whether or not the report is correct about the next 5 years, I think it is important that mainstream scientists are now admitting that climate is affected by the 3 natural conditions of the sun, volcanism and the southern oscillation, as well as human influences.The study did not look at the affect of magnetic fields or cosmic particles on the Earth’s climate. Future studies should examine these as well, to either rule them out as having an insignificant affect on climate, or else quantifying their impact.

PORTLAND, Ore. – Brutal temperatures are predicted for the Seattle area on Wednesday as a record heat wave afflicting the Pacific Northwest continues to bake everything west of the Cascades, a National Weather Service meteorologist said.The high temperature could easily tie or break the all-time record temperature of 100 degrees set July 20, 1994, at Sea-Tac, the weather service's Jay Albrecht said.There's not going to be a whole lot of places to get away from the heat tomorrow, he said Tuesday.

Another day of high heat for the normally temperate region follows a Tuesday that saw the thermometer hit 106 at Portland International Airport, just short of the 107 all-time mark for the area set in 1981.The thing about a place like Portland is there are some buildings and residences that don't have air conditioning, said Andy Bryant, a hydrologist with the National Weather Service.You go to Phoenix or Dallas, yes it would be very hot there, too, but they have more of a system in place to deal with it.
A Home Depot in Portland had to order up air conditioners from one of its stores on the cooler Oregon coast to restock for the week. The units arrived Tuesday morning only to sell out three hours later, Home Depot employee Cliff Baker said.Fans are even getting hard to find,he said.Shaved ice was also in high demand, said Matthew Ho, owner of Portland's Ohana Hawaiian Cafe. Normally the cafe sells about 20 a day, but lately it's at least double that, he said.We actually have a friend from Hawaii who pretty much just flew in to run the shaved ice machine, he said.Temperatures pushed up to 108 Tuesday in Medford in southern Oregon, and the 93 degrees in Hoquiam on Grays Harbor in Washington state crushed the old record of 81 degrees that dated back to 1965.Even some normally cool spots on the coast were hotter than normal, with Astoria, Ore., at the mouth of the Columbia River reaching 92, busting the city's old record of 82 set in 2003.

Cooling centers for the elderly were open late in Portland, and the city of Seattle extended hours for the International Fountain, where hundreds of people soaked in sprays that were timed to move along with recorded music.In Washougal, Wash., the fire department opened up an air-conditioned training room to help cool folks off, and set up a shower in a city park during the afternoon.Relief was in sight, however, as temperatures were expected to begin dropping into the 90s by Thursday in areas where the high has been over 100, said Miles Higa, a weather service meteorologist in Portland.In eastern Washington, temperatures around Spokane are forecast in the 90s for the rest of the week, which is a little above normal. More worrisome is a forecast for thunderstorms that could produce lightning that ignites wildfires.Heat advisories were issued throughout the region. Bangladeshi capital flooded by record July monsoon Tue Jul 28, 6:30 am ET

DHAKA (AFP) – Rickshaws and cars ploughed through waist-high water in the Bangladeshi capital of Dhaka on Tuesday as the city received its biggest rainfall in a single July day for 60 years.In the six hours after 01:00 am (1800 GMT Monday), 290 millimetres (11.42 inches) of rain fell, according to officials.It's the highest single day of rain in July since 1949, said Dhaka meteorologist Ayesha Khatun, adding that more downpours were forecast.Six people were killed after standing on powerlines that were under the water, police told AFP.The flooding brought the city to a standstill, with schools and offices unable to open and many of its 12 million residents stranded in their homes.Much of Bangladesh has been experiencing drought conditions as the monsoon season, which runs from June to the end of September, has brought little rain.Last week the government ordered free electricity for farmers to pump underground water after shortages threatened the summer rice crop, which accounts for 40 percent of food grain production.Farmers had held special prayers this week to bring on rain to irrigate their land so that summer rice can be sown.

MELBOURNE (AFP) – Australian officials on Wednesday warned the country could be hit by even worse wildfires next summer than the deadly blazes which killed a record 173 people in February.Victoria state premier John Brumby said the fire season could be the toughest in a decade, after a leaked report warned of a worst-case situation prompted by an expected El Nino weather pattern.The prognosis in terms of this year's fire season is that it's going to be a very, very tough fire season again, Brumby said.All of the advice at the moment is that this will be as bad, if not worse, than anything that we've seen in the past decade, he added.The Victoria environment department report, widely leaked to media, said El Nino would bring extensive drought to southeastern Australia, where entire towns were engulfed in flames during the last southern hemisphere summer.February's fires were the worst natural disaster in Australia's modern history, with one expert likening their intensity to the energy produced by 1,500 Hiroshima atomic bombs.

The prospect we are looking at is not just another above-average fire season with above-normal losses or risks to life and property,the report said.The genuine prospect of a season with the greatest potential loss to life and property is now in sight and, as climate indicators strengthen, this looks to be an increasing likelihood.The report said there was a high likelihood of an El Nino event this year, with an observed lack of rain, increased evaporation and the strongest predictions so far of the continuation of drier and warmer conditions.El Nino, which is caused by warming of the eastern Pacific Ocean, results in extensive drought in the west Pacific and has been associated with a spike in fire activity.Victoria and its neighbouring states are in the grip of a decade-long drought, and experienced a run of record-breaking temperatures in the weeks before the fires, leaving uncleared bushland tinder-dry.An official inquiry into this year's fires, which consumed more than 2,000 homes, is due to deliver its preliminary findings on August 17.

A Spanish Army Emergency Unit member tries to extinguish a wildfire burning near Teruel, Spain.The Associated Press.More than 50 wildfires broke out Sunday in Greece, fanned by high winds, while Spain remains on high alert as firefighters combat wildfires in hot, tinder-dry conditions across the southern half of the country.
The largest blaze in Greece was a brush fire that ignited early in the evening on the western island of Zakynthos and is raging unchecked.The area where the fire is burning is a breeding ground for the endangered loggerhead sea turtle. It also trapped some 70 beach-goers, both Greek and foreign, who were evacuated by boats.
Winds are expected to pick up Monday, reaching up to 46 mph, leading authorities to warn of a high probability of more fires.Spanish officials say at least 59,304 acres have been charred by fires that have killed six people in just over a week.Seven active fires were still being fought late Sunday. Some of the fiercest outbreaks, in Aragon and Catalonia, were close to being extinguished.Officials believe at least one fire was caused by lightning, one was started accidentally by a tourist in Andalusia, and one in western Caceres may have been started deliberately and is being investigated. An outbreak in Lesaka in northern Navarra was under control the ministry said in a statement.

Deadly wildfires continue to ravage Mediterranean

Wilfires that ravaged parts of the Mediterranean this week began to abate on Saturday. The majority of the fires in France and Spain are now reportedly under control. AFP - Fires that swept through parts of Spain, France, Italy and Greece, killing at least eight people, began to abate Saturday, officials said.In Italy, eight fires were still not under control, but four others were on the point of being extinguished and another had been put out, an official said.A forest fire on the Greek island of Crete was dying down while another near the central town of Livadia was partly under control.Officials in Spain said that the majority of fires there had stabilised.The fires broke out earlier this week. Six firefighters were among the dead.On Thursday night, Helicopters and civil protection boats plucked about 120 people to safety from a beach at Capo Pecora in the southwest of Sardinia after they became trapped by flames.Near Cagliari, the island's main city, inmates from a prison spent the night on a beach because fire threatened the penitentiary.Some 10,000 hectares (25,000 acres) of forest and brush have been destroyed by six separate fires on Sardinia. Hundreds of firefighters backed by Canadair water planes tried to bring them under control Friday.

On Thursday, a 58-year-old shepherd died as he attempted to rescue his flock. A farmer died of a heart attack as he tried to escape the fires.In Spain five firefighters have been killed in three days and about 10,600 hectares land razed by the flames, particularly in Teruel province in the northeast.The driver of a firefighters' truck was killed in the province on Thursday after his vehicle fell into a ravine as it avoided flames.

Four were killed in Catalonia on Tuesday.

A major new fire broke out at Sierra de Cabrera in Almeria province and 1,500 people were evacuated from their homes. Summer winds have fanned flames during the the hot dry weather, authorities said.Five French firemen were injured battling three fires that have destroyed about 4,000 hectares (10,000 acres) of forest and bush on the island of Corsica. Ten houses and about 50 cars have been destroyed.A fire service officer said two fires, including one near the main city of Ajjaccio, were spreading but the third had been brought under control. The regional government said the fires were suspected to have been deliberately started.Jean-Jacques Panuzzi, head of the Corsican regional council, said seven or eight of the 12 fires reported Thursday were criminal.On the French mainland, the French army faced flak after tracer fire used in a military exercise sparked a wildfire on the outskirts of Marseille.Prime Minister Francois Fillon condemned what he called a professional mistake, after the blaze tore through 1,300 hectares (3,211 acres) of brush and damaged homes near the Mediterranean city.Defence Minister Herve Morin called it an extremely regrettable, deplorable act.The fire erupted Wednesday after troops from the 1st Foreign Legion Regiment used tracer rounds, which contain an incendiary substance to make them visible in flight.The blaze was contained by dawn Thursday, but this did little to calm local officials, who noted that it was the second time in as many years the army had started a wildfire.Local prefect Michel Sappin blasted the imbecilic actions of the military.

Military To Work With FEMA During Swine Flu Pandemic

According to a CNN report, the military will assist civilian authorities in the event of a significant swine flu outbreak in the U.S. this fall, stoking fears that the pandemic, which has claimed relatively few lives so far, will be used as an excuse to implement martial law and a mandatory vaccination program.The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military, states the report.The proposal, which was drawn up by U.S. Northern Command’s Gen. Victor Renuart, is awaiting final approval from Defense Secretary Robert Gates. The first step would be to sign an execution order which would authorize the military to begin detailed planning on how to implement the proposal, before actual orders to deploy military personnel are given.The amount of troops required or whether they would come from the active duty or the National Guard and Reserve forces has not yet been determined.Northcom has been preparing for mass flu pandemics for years and indeed, Gen. Victor Renuart spoke of the threat of a flu pandemic emerging out of Mexico just weeks before it actually happened.Testifying back in March, Renuart said Northcom would provide assistance in support of civil authorities during an epidemic, adding when requested and approved by the Secretary of Defense or directed by the President, federal military forces will contribute to federal support. However, Renuart then added, USNorthCom does not wait for that call to action.

This is why the assistance of military personnel may be necessary to subdue potential resistors in the event of mandatory quarantines and inoculations.The last time the the national guard and military worked with FEMA and local law enforcement on a large scale in the United States was during Hurricane Katrina, when they aided in the confiscation of privately owned firearms of citizens, even those who lived in the high and dry areas and were unaffected by the hurricane.

GMO Scandal: The Long Term Effects of Genetically Modified Food on Humans

One of the great mysteries surrounding the spread of GMO plants around the world since the first commercial crops were released in the early 1990’s in the USA and Argentina has been the absence of independent scientific studies of possible long-term effects of a diet of GMO plants on humans or even rats. Now it has come to light the real reason. The GMO agribusiness companies like Monsanto, BASF, Pioneer, Syngenta and others prohibit independent research.The only research which is permitted to be published in reputable scientific peer-reviewed journals are studies which have been pre-approved by Monsanto and the other industry GMO firms. An editorial in the respected American scientific monthly magazine, Scientific American, August 2009 reveals the shocking and alarming reality behind the proliferation of GMO products throughout the food chain of the planet since 1994. There are no independent scientific studies published in any reputed scientific journal in the world for one simple reason. It is impossible to independently verify that GMO crops such as Monsanto Roundup Ready Soybeans or MON8110 GMO maize perform as the company claims, or that, as the company also claims, that they have no harmful side effects because the GMO companies forbid such tests!

That’s right. As a precondition to buy seeds, either to plant for crops or to use in research study, Monsanto and the gene giant companies must first sign an End User Agreement with the company. For the past decade, the period when the greatest proliferation of GMO seeds in agriculture has taken place, Monsanto, Pioneer (DuPont) and Syngenta require anyone buying their GMO seeds to sign an agreement that explicitly forbids that the seeds be used for any independent research. Scientists are prohibited from testing a seed to explore under what conditions it flourishes or even fails. They cannot compare any characteristics of the GMO seed with any other GMO or non-GMO seeds from another company. Most alarming, they are prohibited from examining whether the genetically modified crops lead to unintended side-effects either in the environment or in animals or humans.The only research which is permitted to be published in reputable scientific peer-reviewed journals are studies which have been pre-approved by Monsanto and the other industry GMO firms.The entire process by which GMO seeds have been approved in the United States, beginning with the proclamation by then President George H.W. Bush in 1992, on request of Monsanto, that no special Government tests of safety for GMO seeds would be conducted because they were deemed by the President to be substantially equivalent to non-GMO seeds, has been riddled with special interest corruption. Former attorneys for Monsanto were appointed responsible in EPA and FDA for rules governing GMO seeds as but one example and no Government tests of GMO seed safety to date have been carried out. All tests are provided to the US Government on GMO safety or performance by the companies themselves such as Monsanto. Little wonder that GMO sounds to positive and that Monsanto and others can falsely claim GMO is the solution to world hunger.

In the United States a group of twenty four leading university corn insect scientists have written to the US Government Environmental Protection Agency (EPA) demanding the EPA force a change to the company censorship practice. It is as if Chevrolet or Tata Motors or Fiat tried to censor comparative crash tests of their cars in Consumer Reports or a comparable consumer publication because they did not like the test results. Only this deals with the human and animal food chain. The scientists rightly argue to EPA that food safety and environment protection depend on making plant products available to regular scientific scrutiny.We should think twice before we eat that next box of American breakfast cereal of the corn used is GMO or not.

Families win legal fight over toxic soup deformities JULY 29,09

LONDON (AFP) – A group of young people who claimed their birth defects were caused by a soup of toxic materials in a former steel town won a legal action against the local authority on Wednesday.The 18 claimants, aged nine to 22, said the defects were caused by their mothers' exposure to pollution in Corby, a former steel town.Corby Borough Council (CBC), which was responsible for the reclamation of a former British Steel plant, one of the largest in western Europe, was found liable at London's High Court.The council denied it was negligent during the works at the former British Steel plant between 1985 and 1999, and that there was a link between the removal of waste to a quarry and deformities affecting hands and feet.Judge Robert Akenhead said Wednesday there was a statistically significant cluster of birth defects between 1989 and 1999, and the type of contaminants which could cause the birth defects were present on the site.There was an extended period between 1983 and August 1997 in which Corby Borough Council was extensively negligent in its control and management of the sites,he said.That negligence and, as from April 1, 1992, breach of statutory duty on the part of CBC permitted and led to the extensive dispersal of contaminated mud and dust over public areas of Corby and into and over private homes, with the result that the contaminants could realistically have caused the types of birth defects of which complaint has been made by the claimants.

Corby Borough Council chief executive Chris Mallender said: We are obviously very disappointed and very surprised at the outcome of this trial.The steelworks closed in 1980 with the loss of 10,000 jobs.Council leader Pat Fawcett said: There were mistakes at that time and we can understand why mistakes were made.British Steel closed and there were God knows how many unemployed in Corby, and it was trying to get industry into the town and things were done quickly -- maybe more quickly than they should have been done.But I think people were acting in the best interests of the town at the time.

Water pollution sickens thousands in north China Wed Jul 29, 5:57 am ET

BEIJING – Contaminated drinking water has sickened more than 2,600 people in northern China, including 59 who were hospitalized with fevers, diarrhea, stomach aches and vomiting, state media reported Wednesday.Heavy rains caused contaminants to seep into a water supply in Chifeng city in Inner Mongolia, the official Xinhua News Agency reported, without saying what the contaminants were.Residents began reporting diarrhea and vomiting over the weekend and were treated at the local hospital, Xinhua reported. The contaminated well provided water for 58,000 of the city's 4.5 million residents, it said.

Calls to the Chifeng city government office rang unanswered Wednesday.

Although the government has taken measures to control water pollution, problems such as acid rain — caused by industrial pollution in the atmosphere — remain prevalent in many Chinese cities. Raw tap water is unsafe to drink, and most Chinese have to boil it before drinking.Despite the recent heavy rains in Chifeng, parts of China's wheat-growing northern regions are suffering their worst drought in five decades.Xinhua also reported Wednesday that Beijing municipality will spend $22 million to plant 13,000 acres (5,260 hectares) of trees to protect two of its largest drinking water reservoirs.

Ian Plimer has outraged the ayatollahs of purist environmentalism, the Torquemadas of the doctrine of global warming, and he seems to relish the damnation they heap on him.
Plimer is a geologist, professor of mining geology at Adelaide University, and he may well be Australia's best-known and most notorious academic.Plimer, you see, is an unremitting critic of anthropogenic global warming -- man-made climate change to you and me -- and the current environmental orthodoxy that if we change our polluting ways, global warming can be reversed.It is, of course, not new to have a highly qualified scientist saying that global warming is an entirely natural phenomenon with many precedents in history. Many have made the argument, too, that it is rubbish to contend human behaviour is causing the current climate change. And it has often been well argued that it is totally ridiculous to suppose that changes in human behaviour -- cleaning up our act through expensive slight-of-hand taxation tricks -- can reverse the trend.But most of these scientific and academic voices have fallen silent in the face of environmental Jacobinism. Purging humankind of its supposed sins of environmental degradation has become a religion with a fanatical and often intolerant priesthood, especially among the First World urban elites.

But Plimer shows no sign of giving way to this orthodoxy and has just published the latest of his six books and 60 academic papers on the subject of global warming. This book, Heaven and Earth -- Global Warming: The Missing Science, draws together much of his previous work. It springs especially from A Short History of Plant Earth, which was based on a decade of radio broadcasts in Australia.That book, published in 2001, was a best-seller and won several prizes. But Plimer found it hard to find anyone willing to publish this latest book, so intimidating has the environmental lobby become.But he did eventually find a small publishing house willing to take the gamble and the book has already sold about 30,000 copies in Australia. It seems also to be doing well in Britain and the United States in the first days of publication.Plimer presents the proposition that anthropogenic global warming is little more than a con trick on the public perpetrated by fundamentalist environmentalists and callously adopted by politicians and government officials who love nothing more than an issue that causes public anxiety.While environmentalists for the most part draw their conclusions based on climate information gathered in the last few hundred years, geologists, Plimer says, have a time frame stretching back many thousands of millions of years.The dynamic and changing character of the Earth's climate has always been known by geologists. These changes are cyclical and random, he says. They are not caused or significantly affected by human behaviour.Polar ice, for example, has been present on the Earth for less than 20 per cent of geological time, Plimer writes. Plus, animal extinctions are an entirely normal part of the Earth's evolution.

(Plimer, by the way, is also a vehement anti-creationist and has been hauled into court for disrupting meetings by religious leaders and evangelists who claim the Bible is literal truth.)Plimer gets especially upset about carbon dioxide, its role in Earth's daily life and the supposed effects on climate of human manufacture of the gas. He says atmospheric carbon dioxide is now at the lowest levels it has been for 500 million years, and that atmospheric carbon dioxide is only 0.001 per cent of the total amount of the chemical held in the oceans, surface rocks, soils and various life forms. Indeed, Plimer says carbon dioxide is not a pollutant, but a plant food. Plants eat carbon dioxide and excrete oxygen. Human activity, he says, contributes only the tiniest fraction to even the atmospheric presence of carbon dioxide.There is no problem with global warming, Plimer says repeatedly. He points out that for humans periods of global warming have been times of abundance when civilization made leaps forward. Homeland Secretary to reveal security plans: report Jul 29, 4:41 am ET

WASHINGTON (Reuters) – U.S. Homeland Security Secretary Janet Napolitano is expected to reveal on Wednesday the Obama administration's domestic policies to prevent terrorist attacks, the Wall Street Journal said on Tuesday.In an interview, Napolitano said the new strategy is expected to rely largely on refining and expanding initiatives launched under former President George W. Terrorists groups could soon use the internet to help set off a devastating nuclear attack, according to new research.The claims come in a study commissioned by the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), which suggests that under the right circumstances, terrorists could break into computer systems and launch an attack on a nuclear state – triggering a catastrophic chain of events that would have a global impact.Without better protection of computer and information systems, the paper suggests, governments around the world are leaving open the possibility that a well-coordinated cyberwar could quickly elevate to nuclear levels.In fact, says the study, this may be an easier alternative for terrorist groups than building or acquiring a nuclear weapon or dirty bomb themselves.

Though the paper admits that the media and entertainment industries often confuse and exaggerate the risk of cyberterrorism, it also outlines a number of potential threats and situations in which dedicated hackers could use information warfare techniques to make a nuclear attack more likely.While the possibility of a radical group gaining access to actual launch systems is remote, the study suggests that hackers could focus on feeding in false information further down the chain – or spreading fake information to officials in a carefully orchestrated strike.Despite claims that nuclear launch orders can only come from the highest authorities, numerous examples point towards an ability to sidestep the chain of command and insert orders at lower levels, said Jason Fritz, the author of the paper. Cyber-terrorists could also provoke a nuclear launch by spoofing early warning and identification systems or by degrading communications networks.Since these systems are not as well-protected as those used to launch an attack, they may prove more vulnerable to attackers who wish to tempt another nation into a nuclear response.Governments around the world have recently stepped up their commitment to increasing cyber-defence, after a number of high-profile incidents in which hackers launched attacks on foreign nations. Pakistan's complaint comes barely two weeks after it had agreed to resume peace talks with India. According to the BBC, Pakistan's foreign ministry alleged the submarine threatens regional security.
Pakistan will take appropriate steps to safeguard its security without entering an arms race,foreign office spokesman Abdul Basit said.The continued induction of new lethal weapon systems by India is detrimental to regional peace and stability,Despite the foreign office's cautious tone, Pakistani Navy officials have said the submarine launch could spark an arms race, reports Dawn, an English-language Pakistani daily.

ROME – The number of prisoners put to death worldwide decreased in 2008, a human rights group said Wednesday, adding that China retained its position as the world's top executioner.Executions in the United States were down from last year, while Iran and Saudi Arabia appeared near the top of the list of the world's top executioners, the anti-death penalty group Hands Off Cain said in a report about 2008 and the first six months of this year.The group said that at least 5,727 executions were carried out in 2008, down from 5,851 the year before. It said that 46 countries retained the death penalty last year, three fewer than in 2007, with Burundi and Uzbekistan abolishing capital punishment, and Sierra Leone establishing itself as a de facto abolitionist by not having carried out any executions for more than 10 years.The report said China accounted for at least 5,000 executions — or 87.3 percent of the total — the same estimate as last year.Hands Off Cain said its estimates are based on reports by the media and other human rights groups since the exact number of executions in China remains a state secret.Iran executed at least 346 people last year, down from 355 in 2007; Saudi Arabia put 102 people to death, while in 2007 it accounted for 166 executions. As of June 30, the number of executions in the two countries included four minors in Iran and three in Saudi Arabia, in violation of the U.N. Convention on the Rights of the Child, the report said.

The Rome-based group also said a large number of executions were based on terrorism charges in Afghanistan, Indonesia, Iran and Iraq. China also ties repression against Tibetans and Uighurs — a Muslim minority in the country's restive far western region of Xinjiang — as part of the war on terrorism, it said.The United States executed 37 people — five fewer than 2007, continuing a downward trend in the country since 1999, when the number of executions peaked at 98, according to Hands Off Cain. CAIRO – Ministers from the 10 African countries on the Nile river began crucial discussions Monday over drafting a new water sharing agreement, which is hampered by Egypt's refusal to reduce its share of world's longest river.In an opening address to the Nile Basin Initiative, held in the Mediterranean port city of Alexandria, Egypt's Prime Minister Ahmed Nazif urged for a return of the cooperation and harmony among the group's members, describing the ongoing dispute as a misunderstanding.In the two-day meeting, participants are hoping to conclude the Nile Cooperative Framework Agreement, which establishes a permanent body to oversee water allocation along the Nile.During talks last month in Kinshasa, Congo, officials from the 10 countries of the Nile basin, failed to agree over a new system of water sharing desired by a majority of the members.A 1929 agreement between Egypt and Britain, acting on behalf of its then east African colonies, set up the original sharing framework and gave Cairo the right to veto upstream projects.In a 1959 agreement with Sudan, Egypt was awarded an annual 55.5 billion cubic meters of Nile water, the largest share of any country along the river.The remaining eight riparian states resent Egypt's quota and want to draft a new agreement.Egyptian Minister of Irrigation and Water Resources Mohammed Nasreddin Allam has repeatedly said that his country will not accept any change to its quota.Egypt's cabinet issued a report last week that the country needed 86.2 billion cubic meters of water in 2017 and only has resources of 71.4 billion cubic meters.A country of vast deserts, only around 6 percent of Egypt is arable, almost entirely due to the Nile.

Egypt's water resources stood at 64 billion cubic meters in 2006, of which the River Nile provided or 86.7 percent, the report said. By 2017 the Nile is expected to supply only 80.5 percent of Egypt's resources.Due to the absence of any major dams or hydroelectric projects upstream of it, experts say Egypt can afford to be dismissive of the other states' concerns since there is little they can do to impede the Nile's flow.Talks in Kinshasa ended with Egypt refusing to ratify the new pact without the other signatories explicitly agreeing to its original share of Nile water and a veto for Cairo over any future upstream projects.The other Nile basin countries are Rwanda, Kenya, Uganda, Tanzania, Congo, Sudan, Ethiopia, Uganda and Burundi.

Mexico to issue citizens national identity card

MEXICO CITY – President Felipe Calderon says Mexico will start issuing nationwide identity cards for its citizens starting this year, and by 2012 everyone will have one.The cards will carry the bearer's photograph. It will also include information on fingerprints and biometric data, including facial and iris scans, on a magnetic strip.

NEW YORK – The latest durable goods report is giving the stock market new reasons for worrying about the economic recovery.Stocks fell moderately Wednesday after the Commerce Department said orders to U.S. factories for big-ticket manufactured goods dropped an unexpectedly steep 2.5 percent in June, the latest sign that the economy could remain troubled for some time. The market's July rally has been on hold since Friday as investors look for clues about the economy's direction.The drop in orders reflected the troubles in the auto industry and a sharp drop in demand for commercial aircraft. It was the largest slide in five months. Economists were expecting a decrease of 0.6 percent.Russell Croft, portfolio manager at Croft Leominster Investment Management in Baltimore, cautioned against reading too much into one economic number because he expects readings will continue to come in mixed as the economy begins to recover.There's a good economic number and then there's a bad number and that's probably what you'd expect at this juncture of the recession,he said. Hopefully it's two steps back and three steps forward.In late morning trading, Dow Jones industrial average fell 29.47, or 0.3 percent, to 9,067.25. The Standard & Poor's 500 index fell 4.58, or 0.5 percent, to 975.04, while the Nasdaq composite index slid 8.67, or 0.4 percent, to 1,966.84.On Tuesday, stocks finished mixed after several corporate earnings reports and the Conference Board's reading on consumer confidence fell short of expectations.Energy company stocks dragged on the overall market after crude inventories rose more than expected last week, according to a weekly Energy Department report. In corporate news, Microsoft Corp. and Yahoo Inc. announced a 10-year deal that gives Microsoft access to the Internet's second-largest search engine audience. Microsoft rose 12 cents to $23.59, while Yahoo fell $1.80, or 10.5 percent, to $15.42.Media conglomerate Time Warner Inc. said its second-quarter profit fell 34 percent on lower revenue in the company's publishing, movie and online properties. Its earnings topped estimates but revenue fell short of projections. The stocks rose 11 cents to $27.12.

Sprint Nextel Corp. fell 45 cents, or 9.8 percent, to $4.14 after its loss widened in the second quarter as revenue and subscribers continued to fall.Investors have grown cautious after a two-week surge of 11 percent in major stock indexes that began when earnings reports were stronger than expected. VANCOUVER, British Columbia (Reuters) – Canadian physician Robert Ouellet is tired of hearing Canada's healthcare system cast as the boogeyman in the vitriolic U.S. political debate over healthcare reform.Critics of President Barack Obama's reform drive have accused him of trying to adopt the Canadian system of public healthcare funding, which they say endangers patients with lengthy waits for medical care.Some advertisements feature Canadian citizens who say they were denied needed medical care or forced to seek treatment at their own expense in the United States because Canada's system was too slow to respond.While Ouellet, president of the Canadian Medical Association, admits that Canada's system has its flaws, including excessive wait times for some medical services, he denies the accusation that it puts lives at risk.To say that the system is a complete failure is not fair. When people go to the hospital they get good quality medical care. ... People are not dying on the street, said Ouellet, who practices medicine in the French-speaking province of Quebec.

Canada's national system is actually a set of provincial and territorial insurance systems governed by a federal law that says coverage is universal, and ensures that taxpayers, not patient fees, pay for primary medical services so everyone can afford them..It's 14 systems,Ouellet said.

CULTURAL GAPS

Canadians are quick to cite healthcare as a cultural difference with their southern neighbor, describing it as inconceivable that 47 million Americans -- more than Canada's population -- live without health insurance.It's seen as something that separates us from the United States, said Mike Luff, a spokesman for the National Union of Public and General Employees.The attacks on Canada's healthcare are also ironic because "Obama's plan doesn't come close to what the system is in Canada, Luff said.White House-backed Bills now making their way through the U.S. House and Senate would overhaul rules for private health insurers, and offer them competition in the form of a government-run health program.Private health insurance is also available in Canada, as a supplement to the government-funded insurance system, and Canadians face the same television advertisements as Americans about the risks of not having it.

Canadians can also pay private clinics for some procedures to avoid waiting, but major medical treatments must be done through the government-funded system.Ouellet says each country has something to learn from the other about health care, and should also take lessons from European countries that provide universal care while reducing both costs and wait times.Dr. Brian Day, a past CMA president who has advocated for a bigger private-sector role in Canada, is also dismayed that Americans and Canadians focus on one another and ignore the rest of the world when discussing healthcare reform.Clearly the Canadian system has problems, but the United States has more problems. ... Report: Kohlberg Kravis plans Dollar General IPO JULY 29,09

NEW YORK – Private equity firm Kohlberg Kravis Roberts & Co., which operates KKR Financial Holdings LLC, is preparing for an initial public offering of discount retailer Dollar General Corp., according to the Wall Street Journal, which cited people familiar with the matter.Representatives from KKR and Dollar General could not immediately be reached for comment.The Goodlettsville, Tenn.-based chain, with more than 8,400 stores in 35 states,sells discounted housewares and has benefited as consumers trade down to cheaper products during the recession.KKR is expected to serve as a lead underwriter on the deal, along with Goldman Sachs Group Inc. and Citigroup Inc., according to the paper. It would be the first time KKR underwrote one of its IPOs.KKR, by teaming up with Fidelity Investments, will sell shares to institutions, as well as the public.Dollar General's board will soon meet to complete the underwriter selection.Dollar General was bought in July 2007 for $6.9 billion by an investment group that included affiliates of KKR and Goldman Sachs, among others.

BRUSSELS (AP) -- European Union regulators said Wednesday they would investigate whether Latvia's rescue of its second biggest bank was a realistic project that would allow the lender to survive without state help.The European Commission said it would probe Latvian government aid for JSC Parex Banka to check that a bailout and a long-term restructuring plan would help the bank recover without giving it an unfair advantage over rivals.A bank run on Parex last November only ended when the government stepped in to save it from collapse, buying a 51 percent stake for 2 lats ($3.85) and injecting some 200 million lats ($385 million) to keep it afloat. Latvia has so far spent around $1 billion to keep the bank afloat.The government currently owns 95 percent of the bank, with the rest held by small shareholders. The European Bank of Reconstruction and Development -- a lender owned by 61 nations -- is in talks to buy a quarter of the bank $84.2 million and give it a euro22 million loan.The Latvian government bailout for the bank includes new state guarantees, extending existing guarantees, liquidity support and capital injections.EU regulators have warned that banks receiving such large government help may need to sell off parts of their business and agree not to undercut rivals to avoid distorting fair competition.

Latvia's deteriorating economy has forced the government to seek a multibillion euro (dollar) bailout from the European Union and the International Monetary Fund late last year.The country has hit a deep recession after three years of stellar growth, when it led all EU members in gross domestic product growth. The definitive measure came after temporary duties were slapped in February 2009 following European producers claimed that Chinese producers had sold their products in low prices and hurt their businesses.

SAN FRANCISCO – Microsoft Corp. has finally roped Yahoo Inc. into an Internet search partnership, capping a convoluted pursuit that dragged on for years and finally setting the stage for them to make a joint assault against the dominance of Google Inc.The 10-year deal announced Wednesday gives Microsoft access to the Internet's second-largest search engine audience, adding a potentially potent weapon to the software maker's Internet arsenal as it tries to better confront Google, which is by far the leader in online search and advertising. Microsoft didn't have to give Yahoo an upfront payment to make it happen, as many Yahoo investors had hoped.Google tried to stop Yahoo from falling into Microsoft's camp. Last year it formed its own proposed search advertising deal with Yahoo, only to be forced to retreat from that alliance after U.S. antitrust officials threatened to sue.The extended reach will allow Microsoft to introduce its recently upgraded search engine, called Bing, to more people. The Redmond, Wash.-based software maker believes Bing is just as good, if not better, than Google's search engine. Taking over the search responsibilities on Yahoo's highly trafficked site gives Microsoft a better chance to convert Web surfers who had been using Google by force of habit.Microsoft and Yahoo know there's so much more that search could be, said Microsoft Chief Executive Steve Ballmer. This agreement gives us the scale and resources to create the future of search.In return for turning over the keys to its search engine to Bing and promoting it, Yahoo will get to keep 88 percent of the revenue from all ads that run alongside search requests on its site for the first five years of the deal. Yahoo also will have the right to sell ads on some Microsoft sites.Yahoo estimated the deal will boost its annual operating profit by $500 million and save the Sunnyvale, Calif.-based company about $275 million on capital expenditures a year because it won't have to invest in its own search technology. An unspecified number of Yahoo engineers will lose their jobs as the company scales back, Yahoo Chief Executive Carol Bartz told analysts in a Wednesday conference call.

But the deal isn't expected to close until early next year, and then it could take another two years before all the pieces of the partnership are in place worldwide. The companies first will give antitrust regulators time to review the proposed partnership's effects on the Internet ad market and then it will take time to stitch together their different technologies.Shares of Yahoo slid $1.68, or 9.8 percent, to $15.54, as investors expressed disappointment over the fact that the company won't be getting an immediate windfall from the deal. Microsoft shares advanced 14 cents to $23.61. Google shares fell $5.51, 1.3 percent, to $434.34.The alliance could give Yahoo a chance to recoup some of the money it squandered in May 2008, when it turned down a chance to sell the entire company to Microsoft for $47.5 billion. Yahoo's market value currently stands at about $22 billion.The two rivals began talking about a possible partnership as far back as 2005 before Microsoft intensified the courtship with last year's attempt to buy Yahoo.It took Bartz just six months to strike a deal with Microsoft — something that neither of her predecessors, Terry Semel and Yahoo co-founder Jerry Yang, seemed interested in doing.Shortly after her arrival, Bartz made it clear she was willing to farm out Yahoo's search engine for boatloads of money as long as she as thought the company would still receive adequate information about its users' interests. Although Yahoo won't get any immediate cash, Bartz predicted the deal will still be a boon for the company.This agreement comes with boatloads of value for Yahoo, our users, and the industry, and I believe it establishes the foundation for a new era of Internet innovation and development, Bartz said Wednesday.

Under the agreement, Yahoo will have limited access to the data on users' searches — which yield insights that can be used to pick out ads more likely to pique a person's interest. The value of that information is why Microsoft wants to process more search requests.Like Yahoo, Microsoft has invested billions in its search technology during the past decade, yet remained a distant third in market share while its online losses piled up. The company's Internet services division lost $2.3 billion in the fiscal year ending in June, nearly doubling from the previous year.Microsoft is counting on Bing, unveiled in early June, to turn things around.Bing has been getting mostly positive reviews and picking up slightly more traffic with the help of a $100 million marketing campaign. Analysts believe Bing's successful debut pushed Microsoft to reopen negotiations so it could expose its search engine improvements to a wider audience more quickly. The reason the deal happened now is the recent success of Bing. I think it put pressure on Yahoo, as well as Yahoo not being able to turn it around on its own,said Gartner Inc. analyst Neil MacDonald.Even with Yahoo's help, Microsoft still has its work cut out. Combined, Microsoft and Yahoo have a 28 percent share of the Internet search market in the United States, well behind Google's 65 percent, according to online measurement firm comScore Inc. Google is even more dominant in the rest of the world, with a global share of 67 percent compared to a combined 11 percent for Microsoft and Yahoo.Microsoft and Yahoo are bracing for antitrust scrutiny into whether the combination would have an adverse effect on competition in the online ad market.The U.S. Justice Department spent five months dissecting last year's proposed search advertising partnership between Google and Yahoo before concluding that it would give Google too much control over the market. We think this is one of these cases where the coming together will produce more effective market competition, not less,he told analysts in Wednesday's conference call.Just getting Yahoo to succumb to its latest advance represents a coup for Microsoft and the boisterous Ballmer, who was rebuffed for so long.Microsoft is doubling down on Internet search at the same time Google is attacking Microsoft's bread-and-butter business of making software for personal computers.Google is working on a free operating system for inexpensive personal computers in a move that could threaten Microsoft's ubiquitous Windows franchise. If it gains traction, Google's alternative, called Chrome OS, could divert some revenue from Microsoft while the software maker is trying to grab more of the money pouring into search advertising.Chrome OS, though, isn't supposed to hit the market until the second half of next year. EUOBSERVER / BRUSSELS - A former speech-writer of Swedish foreign minister Carl Bildt has in a report accused the EU of creating an illegitimate propaganda machine.Maria Rankka, who worked for Mr Bildt in 1999, currently runs the Swedish pro-free markets think-tank Timbro, which in a paper out this week says that Brussels is overstepping its mandate of facilitating cross-border co-operation. The EU, at the tax-payers' expense, actively advocates more European integration and prevents free debate on the future of Europe, extending the limits of what we normally regard as communication, the study says.Sweden, during its presidency of the EU in the autumn of 2009, should highlight the issue and take the first step in reversing this trend.Timbro notes that the European Commission each year allocates funds far in excess of its official €213 million communications budget to projects ranging from EU-sponsored radio stations and websites, such as Euranet and EUtube.It points out that popular broadcaster Euronews benefits from EU assistance to the tune of €10.8 million a year, raising questions over its objectivity. The Brussels and Maastricht-based European Journalism Centre, which trains future reporters, took a €1 million grant in 2008.The EU also contributes funds to a number of pro-European NGOs in order to substantiate claims that there is civil society support for deeper integration, the think-tank argues. The list of what Timbra likens to GONGOs - Government Organised Non-Governmental Organisations - includes the Centre for European Policy Studies, European Movement, Europe for Citizens and Friends of Europe. In one striking example, the report notes that schools keen to benefit from Brussels' €69 million a year free milk scheme must display an A3-format poster outside their canteens showing the EU flag and stating that EU money paid for the drink.

Brussels is currently rolling out a similar-scale free fruit project.

The EU approach to self-promotion would hardly be acceptable in individual member states if applied by national governments, the think-tank says. Swedish politician Margot Wallstrom, in charge of the commission's communication wing, fired back in a comment for Swedish daily Dagens Nyheter, calling the report incomplete, simplistic and biased.Our task ...is to stimulate debate and discussion about various EU topics that relate to all of us. Political cynicism marred EU vote turnout

EUOBSERVER / BRUSSELS - Lack of trust and interest in politics have come out as the main reasons for a record low turnout in the June elections of the European Parliament - the only EU body directly elected by people, a fresh survey has found.

Almost a third of respondents (28%) to the Eurobarometer poll, published on Tuesday (28 July), suggested that they do not trust or are not satisfied with politics in general and therefore did not cast their vote, with the argument mainly present in Greece (51%), Bulgaria (45%), Cyprus and Romania (both 44%).In contrast, only 8 percent of non-voters in Denmark mentioned this reason, in line with Luxembourgers (11%), Finns and Belgians (both 18%).In Hungary, Malta and Spain, citizens who abstained from the EP vote said they were not interested in politics as such, while Latvians and Austrians overwhelmingly believed that the election of MEPs has no consequences and would not change anything - the third most frequent reason for ignoring the poll.Across social groups in population, the lack of interest in politics was mainly present among young voters, aged 18 to 24, while disbelief that the EU's legislature and its make-up after the vote would matter for their life was mainly voiced by the unemployed and people with difficulties in paying their bills.

Only 2 percent of respondents said they did not know about the elections and more people (53%) admitted they had enough information to decide whom to vote than those who lacked the relevant facts (42%).The election of the 736-member parliament took place between 4 and 7 June across the 27 member states, with a 43 percent turnout across the EU, down from 45 percent in the previous poll in 2004. In the very first EP election in the then 12-member club in 1979, the attendance was 62 percent. In eight member states, this year's participation increased compared to the 2004 poll. In eight states it was about the same while in seven countries it was moderately lower and in four countries, the turnout was markedly lower.The lowest turnout was recorded in Slovakia (19.6%) and Lithuania (20.9%), while the highest figures came from Luxembourg (91%) and Belgium (85.9%) - both countries where voting is compulsory. Malta, Italy and Denmark scored highest for countries with no obligation to vote.
