FEMA to Conduct Massive NLE 09 Martial Law Exercise Next Week

Earlier this week, the Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Administrator Craig Fugate met with several state governors to discuss emergency preparedness, according to a press release posted on FEMA’s website.FEMA is committed to protecting and assisting our states and citizens during disasters, said Fugate.By working together and strengthening relationships at the state level, we can continue to build the national emergency response team which includes FEMA, as well as state, local, tribal and federal partners, the private sector and faith-based organizations. The work we are putting in now to build this team will go a long way during the next disaster.Preparations are now underway for FEMA’s NLE 09. On Sunday, Fugate addressed governors from around the country at the National Governors Association conference in Biloxi, Mississippi, where he discussed how FEMA can best support the states and their citizens as we prepare for and respond to emergencies and disasters.FEMA does not specifically detail the next disaster, although Fugate had participated in a video teleconference with governors and officials from over a dozen hurricane prone states on his first day as Administrator.Last October, investigative journalist Wayne Madsen learned from knowledgeable FEMA sources that the Bush administration had put the final touches on a plan that would see martial law declared in the United States with various scenarios anticipated as triggers. The triggers include a continuing economic collapse with massive social unrest, bank closures resulting in violence against financial institutions, and another fraudulent presidential election that would result in rioting in major cities and campuses around the country,explained Madsen.An additional trigger has since emerged – a mass flu pandemic the government promises will occur this autumn.

In addition, Army Corps of Engineer sources told the journalist that the assignment of the 3rd Infantry Division’s 1st Brigade Combat Team (BCT) to the Northern Command’s U.S. Army North will augment FEMA and federal law enforcement in the imposition of traffic controls, crowd control, curfews, enhanced border and port security, and neighborhood patrols in the event a national emergency being declared. The BCT was assigned to duties in Iraq before being assigned to the Northern Command.

On July 3, Infowars reported on National Guard troops training to engage in combat with militia groups. In the exercises, held in Missouri and South Dakota, eight members of a Jefferson City-based battalion acted as a fictitious militant group and attacked military checkpoints and convoys.On September 30, the Army Times reported that the BCT would be deployed in the United States under the day-to-day control of U.S. Army North, the Army service component of Northern Command, as an on-call federal response force for natural or manmade emergencies and disasters, including terrorist attacks. The BCT mission marks the first time an active unit has been given a dedicated assignment to NorthCom, a joint command established in 2002 to provide command and control for federal homeland defense efforts and coordinate defense support of civil authorities,Gina Cavallaro wrote for the Times. The military is prohibited under the Posse Comitatus Act from working with local law enforcement.

Madsen reported on a highly-classified document regarding the martial law scenario on April 3, 2008. WMR has learned from knowledgeable sources within the US financial community that an alarming confidential and limited distribution document is circulating among senior members of Congress and their senior staff members that is warning of a bleak future for the United States if it does not quickly get its financial house in order. House Speaker Nancy Pelosi is among those who have reportedly read the document.The document is called C & R, short for conflict and revolution.It reportedly states that if the United States defaults on loans and debt underwriting from China, Japan, and Russia, all of which are propping up the United States government financially, and the United States unilaterally cancels the debts, America can expect a war that will have disastrous results for the United States and the world. The other scenario is that the federal government will be forced to drastically raise taxes in order to pay off debts to foreign countries to the point that the American people will react with a popular revolution against the government.

In November of 2008, noted trends forecaster Gerald Celente predicted revolution, food riots and tax rebellions in America by the year 2012. Celente says that by 2012 America will become an undeveloped nation, that there will be a revolution marked by food riots, squatter rebellions, tax revolts and job marches, and that holidays will be more about obtaining food, not gifts,Paul Joseph Watson wrote for Prison Planet. In February, D. H. Williams, reporting for the Daily Newscaster, revealed meetings held between FEMA, the Department of Homeland Security, and Indiana county municipal officials in the vicinity of Chicago. The feds allegedly told the officials that every county in the country would be required to prepare a Hazard Mitigation Plan, including plans to vaccinate the entire population within 48 hours and prepare mass graves. In addition, according to Williams’ source, the county was asked to make plans for hardening police and fire stations, putting in hardened bunker type buildings around town, and draft up plans for the possibility of up to 400,000 refugees from Chicago entering the county.Infowars and Prison Planet have been at the forefront of an effort to document the existence of mass graves, specifically in Phoenix and Houston. In April of this year, The Jones Report detailed the storage of thousands of plastic coffin liners in Alabama.Finally, it should be noted that FEMA was organized specifically for martial law. On July 5, 1987, the Miami Herald reported on the existence of camps operated by FEMA should martial law need to be implemented in the United States.The existence of the camps and Rex 84 — short for Readiness Exercise 1984 — came to light during the Iran-Contra hearings.And there you have it,writes Allen L Roland,the real purpose of FEMA is to not only protect the government but to be its principal vehicle for martial law…. Tier I exercises (formerly known as the Top Officials exercise series or TOPOFF) are conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation's overarching exercise program for planning, organizing, conducting and evaluating national level exercises. The NEP was established to provide the U.S. government, at all levels, exercise opportunities to prepare for catastrophic crises ranging from terrorism to natural disasters.NLE 09 is a White House directed, Congressionally- mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies, staff and key operational elements.In addition, broad regional participation of state, tribal, local, and private sector is anticipated. This year the United States welcomes the participation of Australia, Canada, Mexico and the United Kingdom in NLE 09.

EXERCISE FOCUS

NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.The NLE 09 scenario will begin in the aftermath of a notional terrorist event outside of the United States, and exercise play will center on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks. This scenario enables participating senior officials to focus on issues related to preventing terrorist events domestically and protecting U.S. critical infrastructure.NLE 09 will allow terrorism prevention efforts to proceed to a logical end (successful or not), with no requirement for response or recovery activities. NLE 09 will be an operations-based exercise to include: activities taking place at command posts, emergency operation centers, intelligence centers and potential field locations to include federal headquarters facilities in the Washington D.C. area, and in federal, regional, state, tribal, local and private sector facilities in FEMA Region VI, which includes the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas.

EXERCISE OBJECTIVES

Through a comprehensive evaluation process, the exercise will assess prevention and protection capabilities both nationally and regionally. Although NLE 09 is still in the planning stages, the exercise is currently designed to validate the following capabilities:

Intelligence/Information Sharing and Dissemination
Counter-Terrorism Investigation and Law Enforcement
Air, Border and Maritime Security
Critical Infrastructure Protection
Public and Private Sector Alert/Notification and Security Advisories
International Coordination
VALIDATING THE HOMELAND SECURITY SYSTEM

Exercises such as NLE 09 are an important component of national preparedness, helping to build an integrated federal, state, tribal, local and private sector capability to prevent terrorist attacks, and rapidly and effectively respond to, and recover from, any terrorist attack or major disaster that occurs.The full-scale exercise offers agencies and jurisdictions a way to test their plans and skills in a real-time, realistic environment and to gain the in-depth knowledge that only experience can provide. Participants will exercise prevention and information sharing functions that are critical to preventing terrorist attacks. Lessons learned from the exercise will provide valuable insights to guide future planning for securing the nation against terrorist attacks, disasters, and other emergencies.

FEMA is preparing to take its martial law exercises to the next level this July. According to a factsheet buried on the FEMA website, the agency will host National Level Exercise 2009 (NLE 09) on July 27 through July 31, 2009.Previous TOPOFF exercises concentrated on natural disasters and bio-attacks.NLE 09 will be the first major exercise conducted by the United States government that will focus exclusively on terrorism prevention and protection, as opposed to incident response and recovery, the factsheet states. It is designated as a Tier I National Level Exercise, or TOPOFF, which are exercises conducted annually in accordance with the National Exercise Program (NEP), which serves as the nation’s overarching exercise program for planning, organizing, conducting and evaluating national level exercises,according to FEMA.NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants in the aftermath of a notional terrorist event outside of the United States.So-called exercise play will concentrate on preventing subsequent efforts by the terrorists to enter the United States and carry out additional attacks.Such a large and coordinated exercise seems inappropriate, considering the fact there has not been a terrorist attack on the United States since September 11, 2001. In 2007, the neocon-connected Jamestown Foundation chalked this lack of threat up to stepped-up counter-terrorist efforts after 9/11 and possibly the simple luck enjoyed by government authorities.As the Washington Post noted in 2005, the government has a poor record when it comes to apprehending and prosecuting terrorists within the United States.Except for a small number of well-known cases — such as truck driver Iyman Faris, who sought to take down the Brooklyn Bridge — few of those arrested appear to have been involved in active plots inside the United States.In fact, as recently leaked Department of Homeland Security, FBI, and local law enforcement (in particular, the Missouri State Police) documents reveal, the real target is not al-Qaeda or Muslim terrorists, but rather rightwing extremists who support the Second Amendment and states’ rights and oppose abortion and open borders. The liberal corporate media has worked tirelessly with the government to demonize activists and supporters of these movements. It has orchestrated a disinformation campaign against the Tea Party movement and has attempted to link the alleged white supremacist cop killer Richard Poplawski to Alex Jones and others erroneously classified as rightwing extremists.The FEMA factsheet states NLE 09 will focus on intelligence and information sharing among intelligence and law enforcement communities, and between international, federal, regional, state, tribal, local and private sector participants.In other words, the exercise will concentrate on surveillance and counter-intelligence targeted at terrorists (rightwing extremists) who will – according to the NLE scenario – carry out attacks following a vaguely defined international terrorist event. A FEMA bullet point underscores the need for counter-terror investigation and law enforcement.Local law enforcement, through relationships previously established by DHS, the FBI and the CIA, will be on the front lines of this surveillance effort.

The FBI in particular has experience in surveilling Americans. In the late 1960s and early 1970s, for instance, the FBI kept a list – dubbed the ADEX list – of over 100,000 persons to be rounded up as subversive. More recently, the Inspector General of the Justice Department reported that the Terrorist Screening Center (the FBI-administered organization that consolidates terrorist watch list information in the United States) had over 700,000 names in its database as of April 2007. The list was growing by an average of over 20,000 records per month, according to the ACLU. The list now totals well over a million entries.Although not specifically mentioned in the FEMA factsheet, NLE 09 will also include exercises designed to round-up and intern suspected terrorists. Under REX 84 and other operations, FEMA, in association with 34 other federal civil departments and agencies, trained to detain large numbers of American citizens.During Hurricane Katrina, FEMA performed a dry-run of this unconstitutional power in New Orleans, not only rounding up refugees and relocating them in camps, but also testing its ability to confiscate firearms from law-abiding citizens. Blackwater USA, a private mercenary outfit, participated in this illegal confiscation.InfraGard, the FBI organized public-private partnership (classical fascism as defined by Mussolini), will participate in NLE 09, as they have in past TOPOFF exercises.As Matthew Rothschild documented last March, there are more than 23,000 representatives of private industry working quietly with the FBI and the Department of Homeland Security. InfraGard may be closer to a corporate TIPS program, turning private-sector corporations – some of which may be in a position to observe the activities of millions of individual customers – into surrogate eyes and ears for the FBI,Rothschild explains, citing the ACLU. The FBI has given the private organization the ability to use lethal force against suspected terrorists.FEMA’s National Level Exercise 2009 represents the next phase of preparations to implement martial law in America under the guise of fighting loosely defined terrorists. As the DHS, FBI, and MIAC reports indicate, the government now defines terrorists as rightwing extremists and indicates the threat is not from fanatics with beards in caves half way around the world, but from law-abiding Americans who are opposed to government policies.The FEMA camps corporate media shill Glenn Beck insists do not exist but are documented to in fact exist around the country are not for Muslims, but the real threat to government – increasing numbers of Americans determined to return the nagtion to a constitutionally limited republic.

The FBI Deputizes Business

23,000 Businesspeople Get Threat Info from FBI Before Public. In Turn, They Supply Tips to FBI. Two Members of Private Sector Group Say They Have Shoot to Kill Permission in Emergency. These are the astonishing findings in Rothschild's cover story of the March issue of The Progressive.Today, more than 23,000 representatives of private industry are working quietly with the FBI and the Department of Homeland Security. The members of this rapidly growing group, called InfraGard, receive secret warnings of terrorist threats before the public does—and, at least on one occasion, before elected officials. In return, they provide information to the government, which alarms the ACLU. But there may be more to it than that. One business executive, who showed me his InfraGard card, told me they have permission to shoot to kill in the event of martial law.InfraGard is a child of the FBI, says Michael Hershman, the chairman of the advisory board of the InfraGard National Members Alliance and CEO of the Fairfax Group, an international consulting firm.InfraGard started in Cleveland back in 1996, when the private sector there cooperated with the FBI to investigate cyber threats.Then the FBI cloned it,says Phyllis Schneck, chairman of the board of directors of the InfraGard National Members Alliance, and the prime mover behind the growth of InfraGard over the last several years.InfraGard itself is still an FBI operation, with FBI agents in each state overseeing the local InfraGard chapters. (There are now eighty-six of them.) The alliance is a nonprofit organization of private sector InfraGard members.We are the owners, operators, and experts of our critical infrastructure, from the CEO of a large company in agriculture or high finance to the guy who turns the valve at the water utility, says Schneck, who by day is the vice president of research integration at Secure Computing.At its most basic level, InfraGard is a partnership between the Federal Bureau of Investigation and the private sector,” the InfraGard website states.InfraGard chapters are geographically linked with FBI Field Office territories.In November 2001, InfraGard had around 1,700 members. As of late January, InfraGard had 23,682 members, according to its website, www.infragard.net, which adds that 350 of our nation’s Fortune 500 have a representative in InfraGard.

To join, each person must be sponsored by “an existing InfraGard member, chapter, or partner organization.The FBI then vets the applicant. On the application form, prospective members are asked which aspect of the critical infrastructure their organization deals with. These include: agriculture, banking and finance, the chemical industry, defense, energy, food, information and telecommunications, law enforcement, public health, and transportation.FBI Director Robert Mueller addressed an InfraGard convention on August 9, 2005. At that time, the group had less than half as many members as it does today. To date, there are more than 11,000 members of InfraGard,he said.From our perspective that amounts to 11,000 contacts . . . and 11,000 partners in our mission to protect America.He added a little later,Those of you in the private sector are the first line of defense.He urged InfraGard members to contact the FBI if they note suspicious activity or an unusual event. And he said they could sic the FBI on disgruntled employees who will use knowledge gained on the job against their employers.In an interview with InfraGard after the conference, which is featured prominently on the InfraGard members’ website, Mueller says: It’s a great program.

The ACLU is not so sanguine.

There is evidence that InfraGard may be closer to a corporate TIPS program, turning private-sector corporations—some of which may be in a position to observe the activities of millions of individual customers—into surrogate eyes and ears for the FBI,the ACLU warned in its August 2004 report The Surveillance-Industrial Complex: How the American Government Is Conscripting Businesses and Individuals in the Construction of a Surveillance Society.InfraGard is not readily accessible to the general public. Its communications with the FBI and Homeland Security are beyond the reach of the Freedom of Information Act under the trade secrets exemption, its website says. And any conversation with the public or the media is supposed to be carefully rehearsed.The interests of InfraGard must be protected whenever presented to non-InfraGard members,the website states. During interviews with members of the press, controlling the image of InfraGard being presented can be difficult. Proper preparation for the interview will minimize the risk of embarrassment. . . . The InfraGard leadership and the local FBI representative should review the submitted questions, agree on the predilection of the answers, and identify the appropriate interviewee. . . . Tailor answers to the expected audience. . . . Questions concerning sensitive information should be avoided.One of the advantages of InfraGard, according to its leading members, is that the FBI gives them a heads-up on a secure portal about any threatening information related to infrastructure disruption or terrorism.The InfraGard website advertises this. In its list of benefits of joining InfraGard, it states: Gain access to an FBI secure communication network complete with VPN encrypted website, webmail, listservs, message boards, and much more.InfraGard members receive almost daily updates on threats emanating from both domestic sources and overseas,Hershman says.We get very easy access to secure information that only goes to InfraGard members,Schneck says.People are happy to be in the know.On November 1, 2001, the FBI had information about a potential threat to the bridges of California. The alert went out to the InfraGard membership. Enron was notified, and so, too, was Barry Davis, who worked for Morgan Stanley. He notified his brother Gray, the governor of California.He said his brother talked to him before the FBI,recalls Steve Maviglio, who was Davis’s press secretary at the time.And the governor got a lot of grief for releasing the information. In his defense, he said, I was on the phone with my brother, who is an investment banker. And if he knows, why shouldn’t the public know? Maviglio still sounds perturbed about this: You’d think an elected official would be the first to know, not the last.In return for being in the know, InfraGard members cooperate with the FBI and Homeland Security. InfraGard members have contributed to about 100 FBI cases,Schneck says.What InfraGard brings you is reach into the regional and local communities. We are a 22,000-member vetted body of subject-matter experts that reaches across seventeen matrixes. All the different stovepipes can connect with InfraGard.

Schneck is proud of the relationships the InfraGard Members Alliance has built with the FBI. If you had to call 1-800-FBI, you probably wouldn’t bother,she says. But if you knew Joe from a local meeting you had with him over a donut, you might call them. Either to give or to get. We want everyone to have a little black book.This black book may come in handy in times of an emergency. On the back of each membership card, Schneck says,we have all the numbers you’d need: for Homeland Security, for the FBI, for the cyber center. And by calling up as an InfraGard member, you will be listened to.She also says that members would have an easier time obtaining a special telecommunications card that will enable your call to go through when others will not.

This special status concerns the ACLU.

The FBI should not be creating a privileged class of Americans who get special treatment,says Jay Stanley, public education director of the ACLU’s technology and liberty program.There’s no ‘business class’ in law enforcement. If there’s information the FBI can share with 22,000 corporate bigwigs, why don’t they just share it with the public? That’s who their real special relationship is supposed to be with. Secrecy is not a party favor to be given out to friends. . . . This bears a disturbing resemblance to the FBI’s handing out goodies to corporations in return for folding them into its domestic surveillance machinery.When the government raises its alert levels, InfraGard is in the loop. For instance, in a press release on February 7, 2003, the Secretary of Homeland Security and the Attorney General announced that the national alert level was being raised from yellow to orange. They then listed additional steps that agencies were taking to increase their protective measures.One of those steps was to provide alert information to InfraGard program.They’re very much looped into our readiness capability,says Amy Kudwa, spokeswoman for the Department of Homeland Security.We provide speakers, as well as do joint presentations [with the FBI]. We also train alongside them, and they have participated in readiness exercises.On May 9, 2007, George Bush issued National Security Presidential Directive 51 entitled National Continuity Policy.In it, he instructed the Secretary of Homeland Security to coordinate with private sector owners and operators of critical infrastructure, as appropriate, in order to provide for the delivery of essential services during an emergency.Asked if the InfraGard National Members Alliance was involved with these plans, Schneck said it was not directly participating at this point.Hershman, chairman of the group’s advisory board, however, said that it was.InfraGard members, sometimes hundreds at a time, have been used in national emergency preparation drills,Schneck acknowledges. In case something happens, everybody is ready,says Norm Arendt, the head of the Madison, Wisconsin, chapter of InfraGard, and the safety director for the consulting firm Short Elliott Hendrickson, Inc.There’s been lots of discussions about what happens under an emergency.One business owner in the United States tells me that InfraGard members are being advised on how to prepare for a martial law situation—and what their role might be. He showed me his InfraGard card, with his name and e-mail address on the front, along with the InfraGard logo and its slogan,Partnership for Protection.On the back of the card were the emergency numbers that Schneck mentioned.

This business owner says he attended a small InfraGard meeting where agents of the FBI and Homeland Security discussed in astonishing detail what InfraGard members may be called upon to do.The meeting started off innocuously enough, with the speakers talking about corporate espionage,he says.From there, it just progressed. All of a sudden we were knee deep in what was expected of us when martial law is declared. We were expected to share all our resources, but in return we’d be given specific benefits.These included, he says, the ability to travel in restricted areas and to get people out.But that’s not all.Then they said when—not if—martial law is declared, it was our responsibility to protect our portion of the infrastructure, and if we had to use deadly force to protect it, we couldn’t be prosecuted,he says. I was able to confirm that the meeting took place where he said it had, and that the FBI and Homeland Security did make presentations there. One InfraGard member who attended that meeting denies that the subject of lethal force came up. But the whistleblower is 100 percent certain of it. I have nothing to gain by telling you this, and everything to lose,he adds.I’m so nervous about this, and I’m not someone who gets nervous.Though Schneck says that FBI and Homeland Security agents do make presentations to InfraGard, she denies that InfraGard members would have any civil patrol or law enforcement functions. I have never heard of InfraGard members being told to use lethal force anywhere,Schneck says.The FBI adamantly denies it, also. That’s ridiculous, says Catherine Milhoan, an FBI spokesperson. If you want to quote a businessperson saying that, knock yourself out. If that’s what you want to print, fine.But one other InfraGard member corroborated the whistleblower’s account, and another would not deny it.Christine Moerke is a business continuity consultant for Alliant Energy in Madison, Wisconsin. She says she’s an InfraGard member, and she confirms that she has attended InfraGard meetings that went into the details about what kind of civil patrol function—including engaging in lethal force—that InfraGard members may be called upon to perform.There have been discussions like that, that I’ve heard of and participated in,she says.Curt Haugen is CEO of S’Curo Group, a company that does strategic planning, business continuity planning and disaster recovery, physical and IT security, policy development, internal control, personnel selection, and travel safety,according to its website. Haugen tells me he is a former FBI agent and that he has been an InfraGard member for many years. He is a huge booster.It’s the only true organization where there is the public-private partnership,he says.It’s all who knows who. You know a face, you trust a face. That’s what makes it work.He says InfraGard absolutely does emergency preparedness exercises. When I ask about discussions the FBI and Homeland Security have had with InfraGard members about their use of lethal force, he says: That much I cannot comment on. But as a private citizen, you have the right to use force if you feel threatened.We were assured that if we were forced to kill someone to protect our infrastructure, there would be no repercussions,the whistleblower says.It gave me goose bumps.
